MANILA – The spate of bad news continues for the Marcos administration as yet another survey released last week showed that a growing number of Filipinos say their quality of life is declining. The latest Social Weather Stations (SWS) survey conducted between Sept. 28 and Oct 1, this year, showed that 30 percent of respondents said their quality of life got worse compared to a year ago, offsetting the 28 percent who said their quality of life had improved for the same period. PNP officers attend 91st Interpol General Assembly in Vienna VIENNA, Austria -- The Philippine National Police (PNP) delegates headed by General Rhodel Orden Sermonia, Deputy Chief for Administration, together with PMGen Eric E. Noble, TDIDM; PMGen Leo M. Francisco, TDO; PBGen Neil B Alinsangan, TADICTM; PBGen Ponce Rogelio Penenos, DPL, and other PNP personnel participated in the 91st Interpol General Assembly held in Vienna, Austria, from November 28 to December 1, 2023. During the assembly, the PNP delegates engaged in impactful bilateral meetings with counterparts from Hong Kong Police Force, Qatar Police and other international police agencies, fostering collaboration and discussing key matters of mutual interest. The Philippine delegation included representatives from the Department of Justice (DOJ), Department of Foreign Affairs (DFA), National Bureau of Investigation (NBI), Bureau of Immigration (BI), and the Office of the Secretary for AntiIllegal Drugs/PNP Counter-Terrorism Center (OSETC/PCTC) led by Undersecretary Jesse Hermogenes Andres together with ASEC Allan L Deniega. Senate OKs P5.77-trillion national budget for 2024 By Jennifer T. Santos PASAY CITY – The Senate, by 21 affirmative votes and one abstention, has approved House of Representatives Bill 8980, or the P5.768 trillion 2024 General Appropriations Act (GAA) which the House of Representatives approved earlier. Senate Minority Leader Aquilino “Koko” Pimentel III abstained while Senators Juliana Pilar Pia and Alan Peter Cayetano were absent during the session. The Senate approval leads to a bicameral committee meeting of members of both House of Congress to make the final budget approval with differences settled. Senate President Zubiri assigned Sen. Juan Edgardo Angara as chairperson of the Senate panel on the bicameral conference with counterparts in the House to align the disagreeing provisions of the 2024 GAA with Senators Juliana Pilar Pia Cayetano, Loren Legarda, Maria Imelda Imee Marcos, Cynthia Villar, Ronald dela Rosa, Sherwin Gatchalian, Bong Go, Risa Hontiveros, Maria Lourdes Nancy Binay, Mary Grace Poe,
Mark Villar, Francis Tolentino, Joseph Victor Ejercito, and Jose Jinggoy Estrada. According to the Senate Committee on Finance’s budget calendar, the bicameral conference will be from Nov. 29 to Dec. 1. The General Appropriations Bill’s bicameral report, which should be signed by Dec. 6 and prepared and enrolled as a bill starting Dec. 7, will be sent to the Department of Budget and Management on Dec. 15 before it could be signed by President Ferdinand R. Marcos Jr. on Dec. 16. When finally approved by both chambers of Congress, the budget will be the highest on record for the government. President Ferdinand R. Marcos Jr. had certified the measure as urgent in a letter addressed to Senate President Juan Miguel Zubiri “to address the need to maintain continuous government operations following the end of the current fiscal year to expedite the funding of various programs, projects, and activities for FY (Fiscal Year) 2024 and to ensure budgetary preparedness that will enable the government to effectively perform its constitutional mandate.”

2nd Filipino hostage freed by Hamas, safe in Israel MANILA/TEL AVIV – President Ferdinand R. Marcos Jr. confirmed the release of Noralyn Babadilla, the other Filipino national taken hostage in Gaza by the Palestinian militant group Hamas. On his official X account, Marcos said Babadilla has already been freed and is now safe in Israel. “Just days after expressing concern for Noralyn Babadilla’s whereabouts, I am very happy to announce that Noralyn is safely back in Israel, becoming the second Filipino released from Gaza,” Marcos said. With Babadilla’s release, “All Filipinos affected by the war have been accounted for,” Marcos said. “I have entrusted our officials at the Philippine Embassy in Tel Aviv to attend to her needs in coordination with Israeli authorities,” he added. Marcos extended his gratitude to Israeli authorities for facilitating the release of Babadilla, as well as for all ongoing assistance to Filipinos in Israel. He also thanked the governments of Egypt and Qatar for their “crucial role in this process over the past several weeks.” Babadilla’s freedom from the hands of the Hamas, came a few days after Marcos confirmed the release of Filipino national Gelienor Pacheco. Babadilla and Pacheco are among the foreign nationals who were held hostage by the Hamas on Oct. 7.
The Israeli government, meanwhile, paid tribute to the four Filipinos killed in the Oct. 7 Hamas attack and promised lifetime aid to their bereaved families. In Taguig City, Israel Ambassador to the Philippines Ilan Fluss said Israel will be providing a base of P100,000 monthly aid to the victim’s immediate family. Fluss said the amount would still “depend on the status” of the family, whether the recipient is the parent or the spouse, while also taking into consideration the number of children. “But I could tell you this is more than P100,000 a month and that’s the baseline -for life,” he said. “Israeli law understands that here the family has to continue to survive and this is why we need to continue to assist,” he added. The Embassy held a Mass for Angelyn Aguirre, Loreta Alacre, Grace Cabrera, and Paul Castelvi, the four Filipinos killed when the Hamas mounted a cross-border attack in Israel. Also commemorating their lives were officials from the Philippine government, including Foreign Affairs Undersecretary Eduardo Jose De Vega, Migrant Workers Undersecretary Patricia Yvonna Caunan, and Overseas Workers Welfare Administration Administrator Arnell Ignacio. Erlinda Aguirre, mother of Angelyn, said she sorely misses her daughter whom she called her “source of strength.”
Hungry Filipino families fall to 9.8% in 3rd quarter of 2023: SWS MANILA – The number of Filipino families who experienced “involuntary” hunger at least once in the third quarter of the year fell to 9.8 percent, according to the latest survey by pollster Social Weather Sta-
tions (SWS). The Sept. 28 to Oct. 1 poll found that hunger incidence in the past three months was lower than the 10.4 percent registered in second quarter and the same as the 9.8 percent in first quarter. According to SWS, the September 2023 hunger figure is composed of 8.4 percent of respondents who said they experienced moderate hunger and 1.3 percent who experienced severe hunger. As of September 2023, the experience of hunger was highest among those in Metro Manila at 17.3 percent from 15.7 percent in June 2023, followed by Balance Luzon at 10.3 percent from 11.3 percent, Visayas at 6.7 percent from 9.3 percent, and Mindanao at 6.7 percent from 6.3 percent. “The 0.6-point decline in Overall Hunger between June 2023 and September 2023 was due to declines in the Visayas and Balance Luzon, combined with a rise in Metro Manila and a steady score in Mindanao,” SWS said. SWS said the rate of overall hunger fell among the self-rated poor from 10.8 percent in June 2023 to 7.7 percent in September 2023, as well as among the selfrated food-poor from 9.4 percent to 7 percent.

PNP: Case dismissed cop under review; QC mayor airs concern By Jeanne Michael Penaranda QUEZON CITY – The police officer who had been charged with firing his handgun during a confrontation with another customer in the Ralyoz bar in Quezon City will remain in the service pending the decision of the Department of the Interior and Local Government (DILG) on his appeal for dismissal in an earlier case. This was disclosed by Philippine National Police spokesperson Col. Jean Fajardo, adding the DILG is still processing the second appeal made by Lt. Col. Mark Julio Abong after the
PNP Regional Appellate Board (RAB) denied his first plea and affirmed the Quezon City People’s Law Enforcement Board (QC PLEB) ruling on his dismissal. On Monday, the Quezon City Police District (QCPD) said Abong was slapped with charges of illegal discharge of firearms, alarm and scandal, and violating the Comprehensive Firearms and Ammunition Regulation Act in relation to the Omnibus Election code, as well as physical injury and slander by deed. The QCPD filed the formal complaints before the city’s prosecutor’s office on Sunday, shortly after Abong was arrested.

LRT-1 Cavite extension nearing completion, target in Q4 2024 CITY OF BACOOR, Cavite - Good news to daily commuters of Cavite. The first phase of Light Rail Transit Line 1’s (LRT1) extension all the way to the City of Bacoor is nearing completion. LRT’s private operator Light Rail Manila Corporation (LRMC) in fact said the LRT extension may start commercial operations by the last quarter of 2024. The Phase 1 of the LRT1 Cavite Extension Project covers the first five additional stations spanning 6.7 kilometers within the city of Parañaque, namely, Redemptorist, MIA, PITX Asia World, Ninoy Aquino, and Dr. Santos (Sucat). In a statement, LRMC said the Phase 1 of the project was at an overall progress rate of 94.1% for its civil and system works as of end-September 2023. “We are optimistic that in less than a year, we are to begin the commercial operations of the LRT1 Cavite Extension Phase 1 Project. The overall progress rate is a good signal to usher the country into an era of modern railway experience

The MIA Station, which will be the closest station to the airport, was at 86.9% completion; while the Asia World Station, which will be connected to the Paranaque Integrated Terminal Exchange (PITX), was at 72.9%. Meanwhile, the Ninoy Aquino Station registered a completion rate of 81.5%. The last station of the phase, Dr. Santos, which will have an interconnection to the nearby SM City Sucat, was at a 90.5% completion rate.
2 American sex offenders barred from entering PHL
CEBU CITY – The Bureau of Immigration (BI) has barred two American sex offenders from entering the country at the Mactan-Cebu International Airport. In a statement from BI-Cebu, Neil Eugene Graves, 47, and Stuart Chase Dingman, 60, arrived at the Mactan-Cebu International Airport on Saturday aboard a Korean Air flight from Incheon, Seoul. They were, however, denied entry as they are both registered as sex offenders after being convicted of sexual offenses in the US, Immigration Commissioner Norman Tansingco said. A circuit court in Kent, Michigan convicted Graves in
2011 on charges of criminal sexual conduct in the fourth degree after he molested a victim aged between 13 years and 15 years. Dingman, on the other hand, was convicted multiple times in 1992 and 1996 for assault and battery of a child in Massachusetts. “Philippine immigration laws prohibit the entry of foreign nationals who have previously been convicted of a crime involving moral turpitude,” the BI said in its news release. Graves and Dingman were immediately flown out of the country the following day via a Korean Air flight to Incheon.

National Telecommunications Commission (NTC) - Region 10 Director Teodoro Buenavista Jr. said their recent decision called for the closure of the five radio stations under the Fairwaves Broadcasting Network here. Fairwaves first obtained its 25-year franchise in 1995 under Republic Act 8113. Most station names under Fairwaves carry the station name Radyo Bandera.

Kathryn Bernardo and Daniel Padilla split? Karla Estrada denies confirming ‘rumors’
Is the popular reel and real love team of Kathryn Bernardo and Daniel Padilla broken up? Rumors that the couple had gone their separate ways were bolstered by statements attributed to the actor’s mother, actress and TV host Karla Estrada who allegedly confirmed the split. Karla later denied the statements attributed to her regarding the rumoured split. Kathryn and Daniel have been in a relationship since 2012 and have been hounded by breakup speculations. Kathryn and Daniel have yet to address the rumors as they were spotted dancing together at an event last Nov. 14, Inquirer reported. A Panay News report, meanwhile, quoted Daniel denying the rumoured split with Kathryn. Daniel dismissed rumors of his supposed breakup with Kathryn, as he admired the latter and expressed support for her recent fashion magazine cover, according to Panay News. The actor shared a video of Kathryn speaking to Preview magazine about the expectations and pressure from the public, as seen on his Instagram Stories on Nov. 10. Daniel added in his post an animated photo of a cat, which appears to be a reference to Kathryn’s nickname “Kath.” In an August interview, Kathryn said she and Daniel want to focus on their respective priorities, adding that it’s not yet the time for them to get married. Veteran showbiz columnist and radio-tv host Cristy Fermin had earlier reported that Karla confirmed the breakup of her son Daniel with long-time girlfriend Kathryn Bernardo. PG&E Wants to Help Customers Recognize and Avoid Utility Scams Know the signs and avoid falling victim during the busy holiday season OAKLAND, Calif. — During a time when many Californians are occupied with preparations for the holiday season, scammers are working to exploit unsuspecting customers with sophisticated tactics aimed at stealing their money. While many are aware of the potential for online shopping scams, the same danger exists for utility bill scams, where scammers will demand payment to prevent immediate disconnection, typically by telephone but also online or in person. Reports of scams targeting PG&E customers have been at an all-time high throughout 2023. In fact, there have been over 37,000 reports year-to-date with customer losses of over $700,000, and an average loss of $816. And, the holiday season provides scammers with a prime opportunity to take advantage of customers’ distraction and anxiety. “Scammers are opportunistic and will exploit times when people are busier than normal and potentially stressed, and they do not take the holidays off. Stress and distraction create a window of opportunity where people are also more likely to fall victim to a scam,” said Matt Foley, lead scam investigator for PG&E. “Remember, PG&E will not contact you for the first time within one hour of service disconnection, and we will NEVER request payment by a pre-paid debit card or via online payment services like Zelle or Venmo.” Another new tactic that scammers are us-

How customers can protect themselves Customers will never be asked by PG&E to specifically purchase a prepaid card to avoid service disconnection or shutoff, a tactic often used in scam attempts. PG&E does not specify how customers should make a bill payment and offers a variety of ways to pay a bill, including accepting payments online, by phone, automatic bank draft, mail or in person. If a scammer threatens immediate disconnection or shutoff of service without prior notification, customers should hang up the phone, delete the email, or shut the door and report this incident to PG&E at www.pge.com/scams. Customers with delinquent accounts will be contacted by PG&E with an advance disconnection notification, typically by mail, and included with their regular monthly bill. Signing up for an online account at pge. com is another safeguard. Not only can customers log in to check their balance and payment history, they can sign up for recurring payments, paperless billing and helpful alerts. Scammers Impersonating Trusted Phone Numbers: Scammers are now able to create authentic-looking 800 numbers which appear on your phone display. If called back, the numbers do not lead back to PG&E. If a customer has doubts about the authenticity of the call, they should hangup and call PG&E at 1-833-500SCAM. If customers ever feel that they are in

Here are ways to plan for a recession: 1. Start to be frugal to help make better money moves Sometimes our natural reactions are not the most helpful. “Some people disengage from their finances in down markets because they feel anxiety at the thought of knowing how bad their situation might be. Others, meanwhile, engage more in down markets, spurred by feelings of fear into behaviors like panic selling. That’s why it’s always important to keep your long-term goals in focus. If you find yourself checking out or tempted to cut your losses in the market despite a well-considered long-term investment plan, take a moment to reflect on what’s really driving your choice and if it’s in your long-term interest. Start taking educated buy risk to offset any kind of market downturn. 2. Get a financial plan or stress-test the plan you have If you don’t have a financial plan, it can make sense to build one and adjust as needed along the way. Planning can help you see where you stand now and give you a roadmap to a financially secure future. It can be a balancing act, saving and investing for the distant future while also taking steps to protect what you have today. Consider thinking about your
financial picture in terms of 3 broad categories: preparing for emergencies, protection, and growth potential. These 3 building blocks work together to help make sure you have money for unexpected expenses, a plan to protect what you have, and growth potential to reach your long-term goals. 3. Look for ways to spend less or earn more In the short term, it’s very difficult to conjure up more money. If it were easy, we’d all be doing it already. So spending less is the obvious lever to pull when casting around for more cash to save or to pay bills. To get started, look at you’re spending versus your income. You don’t need to track every penny but having a rough idea of how much you’re spending and where can help you get started. 4. Increase your emergency fund An emergency fund can be a lifeline during hard times. Ideally, you should try to save enough to cover 3 to 6 months of essential expenses. Some people may want to save even more than that. Don’t worry if your emergency fund isn’t quite up to that standard; 3 months’ worth of essential expenses is quite a lot of money to squirrel away. Get the ball rolling by saving $1,000 or one month’s worth of essentials and then keep going until you’ve hit a level that helps you feel secure. 5. Try to stay the course with your investments Investing in the long term takes some belief that things are going to be OK in the future. Though it can be disconcerting and even upsetting, market volatility is a regular part of life in the stock market. Historically, the stock market has produced positive returns following significant corrections and bear markets. And that is one reason why it can be a good idea to stick with your investment plan through
market ups and downs. 6. Update your resume and sharpen your skills Slowing economic growth can mean layoffs but the good news is that the labor market is still beating expectations. Though layoffs have hit tech companies, the latest government employment data continues to reflect more job openings than workers. The number of job openings has fallen since 2022, but the overall picture is still strong. As of May 2023, 9.8 million jobs remain open, down from over 11 million year over year. The worsening problem caused by China’s non-stop intrusions into Philippine waters has made the Armed Forces uneasy. And they may not see the desired leadership from either Marcos Jr or Sara Duterte. Here is where Speaker Romualdez comes in. He can present himself as the strong leader that the country needs to prevent China from encroaching further and further into Philippine territory. He very likely has the edge here, as Sara’s eagerness to become president despite her lack of performance as both VP and Education sec will be used against her. This is not to say that Romualdez is the better person to lead the country five years from now. But at the very least, he can present himself as the more decisive leader than cousin Bongbong. I can’t say that between him and Sara that the Speaker is the lesser evil. What I’m still waiting for is a young leader to emerge who can say he or she is seeking the presidency in order to undo the mess that Digong and Bongbong left behind, and mean it. A Sara or Ferdinand Martin presidency in 2028 will only mean that the Philippines is nothing more than a banana republic which can never attain developed nation status, because it cannot produce honest and competent political leaders on a regular basis.

Hate crimes, bullying tackled in L.A. community forum By YUGEL LOSORATA The reigning Miss USA Noelia Voigt who represented the American flag in the recently concluded Miss Universe did not figure deep in the competition. Yet, her inclusion in the Top 20 was enough to give her the exposure to share her heartfelt message against bullying, which she was a victim of as a teenager. Voight opened up about her “painful high school memories” right after winning the Miss USA pageant last September, stressing her belief that high school students should basically just enjoy their youth and not be dealt with toxic drama nor treated unfairly by those who make fun of others. The community forum on hate and bullying held last November 9 at the Japanese American National Museum in Los Angeles couldn’t be more timely and impactful amid the Hamas attack on Israel which is now counted as the deadliest on Jews since The Holocaust. The California Civil Rights Department’s Commission on the State of Hate gathered a strong pool of young speakers, key figures spearheading steps to combat the issue, and concerned members of the public – specifically for the purpose of tackling the State of Hate and Bullying Experienced by California’s Youth. “20% of students ages 12 to 18 experience bullying. Those who bully them are (often) physically stronger or larger, or (coming from families with) more money or influence,” implied Saman Ali of INGYouth (Islamic Network Group Youth). A senior student at the University of California, Berkeley, Saman Ali is among the youth speakers who shared significant information on the issue based on studies and real-life experiences from various communities targeted by hate crimes and supremacist mentality. Her voice and poise served as beacons of hope for a major purpose: to dismantle hate. Other student-speakers who participated in the forum included representatives from Black Youth Leadership Project (BYLP), AAPI (Asian American Pacific Islander) Youth Rising, and Israeli-American Civic Action Network (ICAN). The said forum showcased in-depth presentations by high school and college students about the effects of hate and bullying on California’s youth, in particular to minorities singled out for their race, ethnicity, and religion, as well as members of the LGBTQ+ community. Many of the speakers provided detailed numbers to support their claims. One of the youth presenters named Max Figueroa performed a song he wrote called “I’ll,” apparently in response to the hatred he had to endure after coming out as a transgender. He said he had to live for a long stretch under the care of a group sheltering people like him. The community forum is part of the efforts to hear and give resources to those that are experiencing hate. To hear and learn directly from Californians, it noted, aims to reduce hate activity. James Herr, director of the National Center for the Preservation of Democracy at the Japanese American National Museum, related the said forum on the preciousness of democracy, and, in his own words, “how it can be taken away through hatred and prejudice.” He said, “Democracy is a place where people believe that it should not matter how you look like, where you come from, where you worship, or who you love. It shouldn’t matter what your economic status is, what your immigration status is, or whether you’re old. We all have the rights and the responsibility to protect and serve democracy and no one should take that away. We want to live up to its promise.” He added, “I am inspired by seeing young faces here. It gives me hope for the future.” Watching from a distance, there is a sense of tension and understanding hearing victims of hate from practically opposing sides. There was a student who told attendees that she experienced being called names because she is a member of a Jewish family. Saman Ali explained with sheer calm and confidence how Islam is widely misinterpreted by some people as a religion that spreads hate when, as she voiced out, it is essentially the opposite. While the student leaders speaking for people their age appeared in varrying colors and grievances, everyone naturally aired the same sentiment. That is, to stand against hate and people who think they’re above others, and promote compassion and peace. Commissioner Brian Levin of California’s Civil Rights Department said, “When you turn on the TV, (amid) the most cacophonous of news, it’s the voice of peace and tolerance that really takes the day. That evening, if there was one message to take home and reflect on for people of California, and the whole of the United States for that matter, it was the one about being grateful “we’re living in America” where there are laws to address matters dealing with the culture of hate. The threat of antisemitism and the rise of Asian hate, among other diabolical acts borne out of racism may be causing a lot of stir with the current scenarios happening in the world, but as long as the ideals of American dream and liberty remain steadfast in the people’s faith, haters and bullies won’t rule the day. Sue Ann Estrada-Tumakay, current president of San Carlenian Organization and Ellen RodriguezSwing of Burgos town and president of Cerritos Chamber of Commerce, were unanimously elected as president and board chairperson respectively of PB-USA. Both are also members of the board. The 52-year-old Ms. Tumakay, a certified physician assistant, succeeds her sibling Neil M. Estrada as president while Ms. Swing, an accountant, succeeds Dan E. Nino as chairman of the Board. The freshly-minted leaders are the first elected women tandem to hold the top two leadership positions in the organization. Plant-based foods Heart of Hope
While cardiovascular mortality rates the past decades have gone down, cardiovascular diseases (CVD) has remained the leading causer of death in the United States. Several clinical studies have shown that there is a strong association between dietary patterns and the incidence of CVD, and that people eating predominantly plant-based foods have lower rates of heart disease compared to those on animalPHILIP S. CHUA based foods. This does not even include the beneficial anti-cancer effect of plant-based foods and the higher risk for cancer of meateaters. What is plant-based diet? The definition varies as there are different forms: 1. Vegetables, fruits, cereal, yogurt, beans, fish, and poultry; 2. Elimination of refined sugars, white flour, and animal oils; 3. Minimal animal products; 4. Seafood, with and without, dairy; 5. Eggs and dairy; 6. No animal products at all (vegan), just ‘plants.’ But the common among them is absence of red meat. The major concern and rationale here is that red meat consumption is linked to cardiovascular diseases and cancer. Those diets, some with multivitamin supplements, have been proven safe and healthy, practiced for centuries in Asia and rural Europe. Is eating red meat safe? While eating red meat even only once a week is obviously not a plant-based diet, it could be safe among some people, depending on their genetic make-up, metabolism, and lifestyle, especially those who do regimented exercise daily. Since science still does not know who among us (based on our genes) could safely smoke, eat red meat ad libitum, drink alcohol daily, or not exercise at all, and still not get sick, the prudent health strategy is to minimize or eliminate red meat and high carbohydrate diets, and concentrate on proteins. This might sound against what we learned in the kindergarten and beyond, but clinical evidence today shows the adverse effects of eating a lot of carbohydrates day in and day out (soft drinks,
potato, rice, bread, sweets, etc.) and saturated fats (red meats), especially processed meats. All soft drinks are toxic to our body, especially to children. Someday, science would be able to categorize us humans, based on our genetic composition as to who could eat, drink, or use what, and “are immune to their bad (unhealthy) effects, and who would develop major diseases (cardiovascular, metabolic, Alzheimer’s, or cancer) doing the same. That future would be most welcome. Any studies supporting plant-based diet? The data above are supported by many recent landmark reports, including Song et al.’s large prospective cohort study of US Nurses and other health professionals, which shows “higher intake of animal protein (including processed red meat, unprocessed red meat, dairy, poultry, and eggs) was positively associated with mortality, whereas the inverse was true for high intake of plant protein. In another recent meta-analysis, Kwok et al. found similar results with vegetarians experiencing a 29% lower risk of coronary heart disease (CHD) mortality relative to nonvegetarians. These findings suggest the importance of protein source and support recommendations to increase plant protein intake, which in turn calls for education of physicians, patients, and the public about the largely unrecognized protein content of plants (e.g., peanuts and beef having the same protein content, 26 g per 100 g).” What are some actual clinical proofs? Here are some actual reports from the medical literature that are mind-opening and truly convincing: “The 16-week randomized controlled trial showed that participants who ate a diet of vegetables, grains, legumes, and fruits significantly improved their overall metabolic condition, say Hana Kahleova, MD, PhD, of the Physicians Committee for Responsible Medicine in Washington, DC, and colleagues. “Our study suggests the potential of a low-fat plant-based diet in diabetes prevention, addressing both core pathophysiologic mechanisms — insulin resistance and diminished beta-cell function — at the same time. The prevalence of diabetes is 46% to 74% lower in people who eat a plant-based diet compared with meat lovers in the general population.” “Diets rich in plant- vs animal-based monounsaturated fatty acids show significantly lower rates of total and cardiovascular disease (CVD) mortality, particularly when the plant-based fatty acids re-
place other notoriously unhealthy fats, including saturated or trans fats, as well as refined carbohydrates.” “In the study of more than 63,000 women in the Nurses’ Health Study and nearly 30,000 men in the Health Professionals Follow-Up, an average of 22 years of follow-up showed that a higher intake of monounsaturated fatty acids from plants was associated with a 16% lower risk for death from any cause. A higher intake of monounsaturated fatty acids from animals was meanwhile associated with a 21% higher risk for death from any cause.” “In overweight adults with no history of diabetes, a low-fat, plantbased vegan diet can reduce visceral fat and significantly improve both pancreatic beta-cell function and insulin resistance, potentially decreasing the risk of type 2 diabetes, according to researchers.” What is the societal cost-benefit from this diet? The benefit to society in general of a healthier diet implemented by the people at large is a massive reduction of disease and healthcare-related expenditures, which is currently almost 60 percent of Medicare beneficiaries. If plant-based diet is adopted, the incidence of hypertension will be reduced to 25 percent and save about 30 percent (billions of dollars) of the Medicare budget. So, what is the healthy strategy? Turning off the faucet of unhealthy foods that are poison to our body now to prevent diseases and maximize longevity makes more sense than mopping up the floor of major illnesses and premature deaths later. A rational and practical approach is to eat mostly plant foods and push ourselves away from the dining table less than full, as our mothers and grandmothers have been telling us for centuries. Recipe of the Week Special Royal Bibingka, Vigan Bibingka Ingredients: 2 cups glutinous rice flour 1 cup canned coconut cream 1/2 cup fresh milk 4 large egg yolks 1 cup sugar 1/2 cup grated cheddar cheese 1/4 cup margarine Cooking procedure: In a big bowl place the glutinous rice flour and sugar. Whisk in the milk and coconut cream until runny batter is formed. Add in the egg yolks and continue to whisk until fully blended. Coat the muffin moulds with margarine. Spoon the batter into the muffin moulds, about 4 table spoon each mould. Arrange the silicon moulds in a baking tray and cover with aluminium foil. Bake in an oven at 350°F to 375°F for 15 to 20 minutes. Now remove cover of the now half cooked bibingka and top with cheese and sugar. Return aluminium covering and bake for another 25 to 30 minutes. Adjust baking time as necessary. Remove the aluminium covering during the final 10 minutes of baking. Brush with margarine at least twice in between.
Governor eyes seaplanes to boost tourism in Western Pangasinan LINGAYEN, Pangasinan – The provincial government of Pangasinan is tapping commercial seaplane companies to boost the tourism industry in the localities in the western part of Pangasinan. Pangasinan Governor Ramon Guico III, who is a pilot and owns several airports at the Binalonan Airport, said they are coordinating with the companies to hasten the travel time from Manila Bay to either Lingayen town or Alaminos City, and other coastal towns in Pangasinan should the project push through. “It will take 40 minutes travel time,” he said, noting that the seaplane could accommodate about 10 passengers per travel. On Nov. 19, Guico and his family tested a seaplane and landed safely at the Hundred Islands National Park. He said the seaplane project would serve as a prelude to the construction of the Pangasinan Link Expressway and the air-
port in Bolinao town, both of which are in the land acquisition phase. The airport, he said, would be designed to have a 1,500-meter runway, large enough to accommodate propeller-type commercial aircraft, such as the Airbus 320. “Phase 2 will expand the runway to 2.5 km., ramp, apron, and terminal, as well as the roads going to the main road that needs development,” he said. Guico said the completion of the Bolinao Airport would further boost the tourism industry in the 1st District of Pangasinan, which boasts of white sand beaches, salt farms, the Balingasay River, and the giant clam breeding area, among others. The Pangasinan Link Expressway that will connect the eastern and western portions of Pangasinan will also complement the airport, he said. “We hope to finish the airport by 2025,” Guico said.
