Speaker Ferdinand Martin Romualdez, Majority Leader Manuel Jose Dalipe, Minority Leader Marcelino Libanan, House Committee on Appropriations chairperson and Ako Bicol Party-list Representative Zaldy Co received the National Expenditure Program (NEP), which is the first full one-year outlay of President Ferdinand “Bongbong” Marcos Jr., from Budget Secretary Amenah Pangandaman at the social hall of the Speaker’s Office.

MANILA – Unless re-scheduled by Congress, the Commission on Elections (Comelec) has scheduled the fi ling period of Certifi cate of Candidacy (COC) for those who would like to run in the forthcoming Barangay and Sangguniang Kabataan Elections (BSKE) from Oct. 6 to 13,Based2022.on its Calendar of Activities, the fi ling period will only run for 6 days as Oct. 9, falls on a Sunday, which is not included in the activity. Aspirants in the village and youth polls may fi le their COCs at the Offi ce of the Election Offi cer (OEO) in their city or municipality. The date of fi ling period of COC is stated in Sec. 7 of Republic Act 6679 in relation to Sec. 29 of RA 6646. Sec. 7 states that no person shall be eligible for any barangay position unless he fi les a sworn certifi cate of candidacy with the election registrar of the city or municipality concerned at least 10 days immediately before the day of the election. The form and content of the certificate of candidacy shall be prescribed by the Commission on Elections. The campaign period shall be 10 days immediately before the election. Sec. 29 states that “if it should no longer be reasonably possible to observe the periods and dates prescribed by law for certain pre-election acts, the Commission shall fi x other periods and dates in order to ensure accomplishment of the activities so voters shall not be deprived of their right of suff rage.”

A total of P1.196 trillion has been allocated for the government’s 2023 infrastructure programs. The Department of Public Works and Highways will receive a P718.4 billion budget in 2023, while the Department of Transportation will receive P167.1 billion in 2023-- an increase by 120.4 percent from its P75.8 billion budget in 2022, which covers the augmented funding requirements for various foreign-assisted railway projects.

The education sector, which is made up of the Department of Education, State Universities and Colleges, Commission on Higher Education, and Technical Education and Skills Development Authority, received the largest chunk as mandated by the Constitution with P852.8 billion. It is followed by the public works sector (P718.4 billion) and the health sector, which includes the Department of Health and the Philippine Health Insurance Corporation (P296.3 billion).

Dalipe said the House leadership led by Speaker Martin Romualdez is committed to passing the spending measure before the end of October and signed by Marcos before year-end.

House Speaker and Leyte 1st District Representative Ferdinand Martin Romualdez said the House appropriations committee will begin hearings on the NEP on Aug. 26. He said the House is targeting to finish committee and plenary deliberations on the budget proposal before Oct. 1, when Congress is scheduled to go on its first recess that will last up to Nov. 6.

The Department of Budget and Management (DBM) submitted on August 22 to Congress the proposed P5.268-trillion national budget for 2023. The proposed budget for next year is more than P244 billion, or almost 5 percent more, than this year’s P5.024-trillion outlay. It is the highest ever spending proposal of the government.

DBM Secretary Amenah Pangandaman said the proposed 2023 national budget is higher than this year’s P5.024 trillion budget by P244 billion or 4.9 percent. It is the highest ever spending proposal of the government.

Leaders of the House of Representatives said the chamber is committed to buckle down to work and ensure the swift passage of the proposed P5.268 trillion national budget for 2023 that is responsive to the needs of the people.

In submitting the proposed budget, Marcos acknowledged continuing uncertainties caused by the Covid-19 pandemic and unpredictable international conflicts. Pangandaman said the DBM will coordinate closely with the House appropriations committee during the hearings and deliberations to ensure a transparent process of the passage of the General Appropriations Bill. She said the DBM is expecting the spending bill to be forwarded to Malacañang for signing by the first or second week of December.

In some cases, they are abducted and later found dead a day or two later, and several miles away from where they were picked up against theirOverwill.the weekend, we learned of an apparent mass shooting that claimed three lives inside the extension of Bonifacio Global City, which is considered one of the safest places in the country and a forerunner of what the Philippines as First World country would look like. The three victims were not connected in any way, only being in the wrong place at the wrong time. Then there was the recent case of a 15-year-old lass who was walking home when she was abducted, tortured, raped, and killed. Declared as missing one day, her body was found the day after. Then there is the case of a man who alighted from a bus near a gas station. He was seen on CCTV being forced into a van, and his body was found a day later. We could go on and on about the rise in violent crimes, many of which end up unsolved, but we only wish to point out that something needs to be done by the Marcos administration, lest it end up as nothing more than a continuation of the brutal Duterte regime that it replaced. That something must be done now. We recall a time in the not too distant past when emergency measures produced results. During the Ramos administration, President Fidel Ramos instructed his Vice President Erap Estrada to set up the Presidential Anti-Crime Commission. And when Estrada became chief executive, he created the Presidential Anti-Organized Crime Task orce. oth were led by eneral Panfilo acson who would go on to become senator.There is no denying that both PACC and PAOCTF committed mistakes, but both bodies also produced dramatic results. We have no doubt that there are a good number of men and women in the PNP and the AFP, as well as extremely competent operatives in the National Bureau of Investigation who can easily solve the most serious crimes if they were not figuratively handcuffed and blindfolded. But it must begin at the top. The Marcos administration must admit that the rise in violent crime is a problem that must be taken seriously, and any and all steps must be taken ASAP to put an end to the scourge. Otherwise, an angry citizenry might be forced to take the law into their own hands and become vigilantes, thereby worsening an already critical situation. P.

SEPTEMBER 21, 2022 marks the 50th anniversary of the Declaration of Martial Law in the Philippines. It’s a commemoration of the darkest era in Philippine history where it signified the signing of Proclamation No. 1081, which marked the beginning of the brutal 14year dictatorship of Ferdinand Marcos.Itwas not the only time martial law was proclaimed in the Philippines but it left an indelible mark that will linger in the memory of Filipinos who lived through the bloody and disastrous dictatorship under ThroughoutMarcos. Philippine history, there were several periods of martial law wherein the head of state placed the country or its regions under the control of the armed forces. Martial law in the Philippines was enacted by Ramon Blanco (from 1896 to 1898), Emilio Aguinaldo (for a month in 1898), Jose P. Laurel (from 1944 to 1945), Ferdinand Marcos (from 1972 to 1981), Gloria Macapagal Arroyo (for about a week in 2009), and Rodrigo Duterte (commenced in May 2017 and not lifted as of September 2018). But these martial law periods were short compared to the reign of Ferdinand Marcos who ruled over a country with an iron fist under severe and bloody conditions where thousands died in the hands of martial law implementers whose brutality and corruption were despised by the Filipino people who were subjected to torture and punishment. That’s why I commend and salute those who heard, understood and obeyed the gospel in baptism for the remission of sins and added the Lord’s church (Acts 2:38, 41, 47) during Teen Age years. I commend Destiny Scott for obeying the gospel in baptism at age 10. She is a faithful Christian until now. By walking with God during your Teen Age years, you will avoid indulging yourselves with destructive vices like too much alcoholic drinks, addiction to marijuana and other drugs, smoking, gambling, illicit sex, etc. Very few people or sinners start their walk with God at Older Age. I remember the parents of brother John Clayton, who were former atheists like him, who walked with God when they’re already in their late 80s. In fact, his late father was already a retired professor from Indiana University and was enjoying travels with his wife when he became ill with leukemia. During his convalescent years, he observed and watched the tender loving care of Christian nurses and caregivers in the hospital. He saw love and affection from these true and genuine Christian nurses and caregivers in action. Bro James, my wife and I were fortunate to meet brother John Clayton at the Tahoe Family Encampment where he was one of the resource speakers five years ago. ABS-CBN, TV 5 sign partnership, deal under scrutiny by House, NTC

The Securities and Exchange Commission meanwhile declared the initiative of the two networks as investment agreement and not merger, contrary to those opposing the agreement.

Following the questions raised on the agreement, ABSCBN and TV 5 announced that they were putting on hold the conclusion of their agreement to be able to address questions by lawmakers and other agencies of the government.

He was lucky that he and the car were not present when the Repo company came. The scary part is he does not know when they will come again to take the car without his permission. I asked him why he has not paid and it was because he lost his job for three months and had a family to feed so we all know where most of his money ended up. It went on the dinner table. He then proceeded to tell me that he just found a job and had ventured into a business partnership. I then told him that was a dangerous situation because starting a business will require a lot of time from him while he just started a new job. How was he to joggle between the two suggested he focus on the ob first since that was a sure way of getting money every month. But there is still the problem of the car about to be repossessed. He then proceeded to tell me that he is a dependable person in paying his debts as if he was asking me for a loan. So I asked, “Is the purpose of your call to me is to ask me for a loan”? He said “Yes”. I explained to him that we are not a loan company and we do not give loans. He sounded disappointed and so I proceeded to ask him some more. How is he to pay me if he were to get a loan? It is when the number of invading infectious organisms become high enough to overwhelm the body’s self-defense mechanism that we get clinically infected. Washing hands often, using masks, distancing, and avoiding crowds are all aimed at minimizing viral exposure and viral load in our body. Vaccination is a wonderful advance in science that boosts our body’s immune system to a robust degree which defeats the infectious agent and prevents infection. A researcher digs deep into the things events ideas in the field that he is studying on for doing so he will find not only the truths he is seeking for but be able to have confidence to tell these truths found and learned. hen we dig deeper into any relevant pursuit we find truths clearer than first known we find more light that can enlighten and solve the confusions or doubts that still linger. nd digging deeper we find more knowledge not only of what we are looking for but also find and know more ourselves. The ourney of faith and love of od must be allowed to make deep roots in our lives. aith hope and love as we know are theological virtues they are gifts from od to us. rom our part we are to let them grow aith by knowing more about od hope by knowing more what lies beyond this life love by knowing more how to live imitating od for od is love we are to love the way He loves us. Christ never calls us to follow Him and be superficial with Him. Ingredients: 4-6 pcs. pork chops

Cooking procedure: Dash the pork chops with salt and keep aside. Heat 1 to 2 tbsp. of cooking oil in a medium size frying pan. Fry the pork chops for about 3 to 5 minutes each side do not over fry, keep aside. To make the sauce, heat the same frying pan with all the pork chops residue, add in the garlic and stir fry for about a minute now add in the onion and parsley, stir cook for another minute. Add in the oyster sauce and about to cup of water and sugar bring to a uick boil and let simmer for to minutes correct saltiness if re uired. dd more water if salty. dd in the mushroom and continue to stir cook for 1 to 2 minutes. Thicken sauce with cornstarch diluted in cup of water cook for another minute or until sauce has thicken. Now add in the fried porkchops a let cook for about 1 to 2 minutes to let the sauce infused to the meat. Serve immediately with mashed potato or rice.
