Journalist shot dead in Samar

CALBAYOG CITY, Samar — A journalist was shot dead inside his home in Calbayog City, Samar on D Jesus “Jess” Malabanan, a correspondent and stringer for the Manila Standard Today, Reuters, and Bandera, was killed by unidentified gunmen in his home in Purok 12, Barangay San Joaquin in Tinambacan District around 6:30 p.m. Police said Malabanan was watching TV inside his house when two armed men shot him from the outside. The gunmen fled right after the incident.

Pultizer Prize-winning journalist Manuel Mogato called for justice for Malabanan in his Facebook page. Mogato described Malabanan as a long time stringer of Reuters based in Pampanga. “I met Jess when he was a defense reporter in the late 1980s and helped me with stories in Pampanga when I was the Reuters political correspondent for 15 years from 2003,” he recalled. “Jess helped Reuters a lot in the drug war stories that won a Pulitzer in 2018. “ His wife said Malabanan was watching

television at 6 pm inside their small store in Calbayog when a shot rang out. She said she did not see the gunman but the shot hit Jess in the head killing him instantly. “I joined fellow journalists in condemning the assassination of Jesus Yutrago Malabanan. This is totally unacceptable: Justice for Jess,” Mogato said. Malabanan, who was also an ABS-CBN News stringer in Pampanga, was quickly brought to a hospital but was declared dead on arrival by the attending physician.

The Pampanga Press Club, which Malabanan is a member of, condemned his killing. “We call on the Philippine National Police and other authorities to help in the prompt investigation that would lead to the arrest of the perpetrators of this cowardly act in the interest of justice,” the group said. The National Union of Journalists in the Philippines (NUJP) - Pampanga Chapter also denounced the murder and extended its condolences to the victim’s family.

MANILA – Filipinos and foreign diplomats arriving from red list countries are exempted from the travel ban imposed by the government amid the threat of the Omicron Covid-19 variant. Immigration Commissioner Jaime Morente said the new policy was adopted under a resolution issued by the InterAgency Task Force for the Management of Infectious Diseases (IATF) on Nov. 25. Morente said the policy was conveyed

by the Department of Foreign Affairs (DFA) to different departments and agencies last December 2. He said the exemption extends also to the diplomats’ qualified dependents, such as their spouses and children. “We have already instructed our immigration officers in the different ports, as well as foreign airlines, about these travel ban exemptions for immediate implementation,” he added.

Those covered by the exemption are Philippine officials and their delegations on official travel abroad; Philippine diplomats and their dependents returning to the country at the end of their tour of duty. The Philippine foreign service posts personnel arriving for a home office consultation or with approved leave of absence; and foreign diplomats and their dependents are also exempted. To date, the Philippines has placed 14

countries on its red list or list of countries at high risk of Covid-19 to control the spread of the Omicron variant. In addition to South Africa, Botswana, Namibia, Zimbabwe, Lesotho, Eswatini, and Mozambique, the government included in the red list Austria, the Czech Republic, Hungary, the Netherlands, Switzerland, Belgium, and Italy effective until December 15.

MANILA – The Commission on Elections (Comelec) reiterated its earlier reminder for all aspirants in the May 2022 polls to refrain from holding mass gatherings of supporters which may result in superspreader events for coronavirus. Comelec spokesperson James Jimenez issued the statement in the wake of various political rallies conducted by candidates, particularly those running for national positions. “The DILG (Department of the Interior and Local Government) already issued a statement and we joined the DILG in their sentiment to ensure people are safe which is very important. Let us remember that the prohibitions despite the health crisis are not specific or exclusive to Comelec that is not specific and exclusive to the election. Those are common-sense requirements of the law that must now be enforced by the IATF (Inter-Agency Task Force for the Management of Emerging Infectious Diseases) and the police,” he said in a press conference. He said by doing so, candidates are endangering the lives of their supporters. “So let’s not think of politicians as

exempted just because they say they are campaigning, they are not special. Don’t endanger your supporters...just so you can get your crowds, just so you can get your photo ops. Please think twice about doing that,” he added. While saying these activities are not yet covered by rules on poll campaign, Jimenez said authorities must be the ones to implement health protocols. “We always said that even drivers are fined when there is no mask or no face shield. How about the politicians who are deliberately endangering people through their negligence, through their omission. Do not endanger your supporters. Do not endanger the rest of the country,” he said. Both the DILG and the Department of Health have raised the alarm over big crowds in political rallies where health protocols such as physical distancing have been breached. Under Alert Level 2 which is in effect in the whole country, gatherings are allowed up to 50 percent capacity of the venue, with an additional 10 percent if the facility has a safety seal certification.

New Army, Air Force chiefs named MANILA — President Rodrigo Duterte has named the new commanding generals of the Philippine Army and the Philippine Air Force. Major General Romeo Brawner, Jr., commander of the 4th Infantry Division, is the new Army chief. Brawner will replace Lieutenant General Andres Centino, who is now the Armed Forces of the Philippines chief-ofstaff.

Prior to his stint at the 4th Infantry Division, Brawner was appointed as acting commandant of cadets at the Philippine Military Academy. Air Force Vice Commander Major General Connor Anthony Canlas, Sr. will now take helm - replacing Lieutenant General Allen Paredes. Brawner and Canlas were both part of the PMA Class of 1989.

Completion of OFW hospital pushed MANILA – President Rodrigo Duterte has signed an executive order to hasten the completion of a hospital that will cater primarily to the health care needs of overseas Filipino workers (OFW) and qualified dependents. “The Palace confirms that President Rodrigo Duterte signed Executive Order No. 154 today, December 7, 2021, directing the establishment of the Overseas Filipino Workers (OFW) Hospital,” Acting Presidential Spokesperson, Cabinet Secretary Karlo Nograles said. “We consider the establishment of this specialty hospital devoted to OFWs as a long overdue recognition of the valuable contribution of Filipino migrant work-

ers to the economy and to the nation,” he added. EO No. 154, signed by Duterte on Tuesday, describes OFWs as “unsung modern-day heroes of the Philippines as they brave living and working in a foreign land to support their families back home and their regular remittances have contributed to the stability and growth of the Philippine economy.” “The establishment of a specialty government hospital primarily devoted to OFWs will recognize the valuable contribution of Filipino migrant workers, and alleviate their health problems and concerns,” EO No. 154 read. EO No. 154 creates the Inter-Agency

Committee on the OFW Hospital (ICOH) chaired by the Secretary of the Department of Labor and Employment and cochaired by the Secretary of Health. ICOH is in charge of determining and undertaking, in coordination with the Governance Commission for Government-Owned and –Controlled Corporations, the appropriate steps for the formal establishment and/or incorporation of the OFW Hospital in accordance with RA No. 10149 or the “GOCC Governance Act of 2011” and assuming, performing, and carrying out functions and responsibilities of its Board of Trustees. Funding for the establishment and initial operation of the OFW Hospital shall

be charged against available appropriations of the Department of Labor and Employment (DOLE). Afterwards, the ICOH or the Board of Trustees shall coordinate with the Department of Budget and Management to ensure that the subsequent funding requirements, as may be necessary, for the implementation of this Order, shall be included in the annual General Appropriations Act, subject to the usual budget process. The OFW Hospital was initially set to be inaugurated by the last quarter of the year, but Ebarle said they are now targeting to complete it before the 2022 elections.

LAPU-LAPU CITY - A P24.81 billion skyway in Lapu-Lapu City, Cebu is in the works. The project aims to reduce traffic congestion and boost the city’s economy, its proponents said. Mayor Junard Chan said the Lapu-Lapu Expressway or LLEX can boost the economy not only of the city but also of the entire province of Cebu. Chan said the LLEX would be the first skyway in the country outside of Metro Manila. With the skyway, travel from the airport in LapuLapu City to the South Road Properties in Cebu City would take only seven minutes, he said. The project is conceived as a Public Private Partnership (PPP) initiated by three construction firms, namely Premium Megastructures Inc., Ulticon Builders Inc. and MTD Philippines, a SunStar report stated. Chan said the only re-

quirement needed for the project to proceed is a resolution coming from the City Council to give him authority to enter into a memorandum of agreement with the private consortium. Chan said he is worried that the project might be delayed because of political rigmarole. “I hope the city council will approve. I heard nga dunay (there is a) marching order from their party leader nga pababagan (to block it),” said Chan. According to Chan, the opposition could

not ask for more since the project is income generating, can solve the city’s traffic problem, and there is no cost to the local government since it will be constructed under a PPP arrangement. The city council, SunStar reported, is set to deliberate on the project, and the mayor said he is hopeful that the councilors will vote independently for the project to proceed. “I am sure nga ipatigbabaw nila ang kaayuhan sa kinatibuk-an, not only for one person nga mo dictate nila,” Chan said.

NCR declared ‘very low risk’ for Covid-19

MANILA – The 16 cities and one town in the National Capital Region (NCR) are likely to see a merrier Christmas as it logged an average of only 105 new coronavirus disease 2019 (Covid-19) cases per day from December 1 to 7. This was disclosed by the independent OCTA Research Group in its latest report in which it noted NCR’s average daily attack rate was less than one at 0.74 per day for every 100,000 individuals. With no trace yet of the Omicron variant, OCTA Research Group said Metro Manila

is now at “very low risk” for COVID-19. Infections in the region and the rest of the country continue to decline as more Filipinos get jabbed, official said. “The reproduction number was very low at 0.34 while the test positivity rate was just 1.1 percent,” it said. The 11 local government units (LGUs) in Metro Manila have been classified as very low risk for Covid-19. These are the cities of Malabon, Navotas, Caloocan, Valenzuela, Marikina, Manila, Parañaque, Pasay, Las Piñas, Mandaluyong and the mu-

nicipality of Pateros. Muntinlupa, Makati, Quezon City, Pasig, Taguig, and San Juan were classified low risk for Covid-19 as their health care utilization rate range from 31 to 33 percent; intensive care unit utilization rate, 36 to 67 percent; and ADAR, 1.10 to 1.51. The research group emphasized the metric they have used are based on covidactnow.org and the Department of Health which is not the same metrics used by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases.

Makati gives incentives to vaccinated senior citizens MAKATI CITY – Gift certificates worth P1,000 have been distributed to 37,743 fully vaccinated senior citizens in Makati as part of the city government’s efforts to promote inoculation against Covid-19. Vaccinating seniors takes more meaning as Christmas celebrations are nearing, Mayor Abby Binay said. “The P1,000 gift cheque incentive is one of the strategic measures to encourage the elderly to have themselves vaccinated

as early as possible. Our efforts have been rewarded because we have surpassed the target vaccination rate for their age group,” Binay said in a statement. “Senior citizens are among the most atrisk groups for severe cases of Covid-19. It is comforting to know that they now have the full protection of the vaccine and can enjoy the holidays with less worries,” she added. The elderly can likewise avail of free jabs against the flu and pneumonia. Makati has so far administered 932,606 doses. Of the total, 429,656 residents are already fully vaccinated against the disease, or almost near the target of 437,000 out of an estimated 624,000 residents.

Pasig mayor gives constituents food baskets for Christmas PASIG CITY - Pasig City Mayor Vico Sotto refuted allegations that the city government fell short of making the Christmas spirit felt in the city, once known for its colorful decors and holiday lanterns on lamp posts during the Yuletide season. “Mayroon naman, hindi lang siguro siya nakakaikot, hindi lang ganoon karami,” Sotto told ABS-CBN News, when asked about a social media post of former Pasig Mayor Bobby Eusebio questioning the lack of holiday decor in the city. The local government prioritized the procurement and distribution of Christmas food packs for all households in Pasig, he said. “Halimbawa, ang nabibigyan lang dati ng Pamaskong Handog, kung sino lang yung malapit sa nakaupo. Ngayon binibigyan natin lahat ng bahay dito. ‘Yun ‘yung hinahanap ng tao,” he said. “Ako, bilang mayor, kung ano ‘yung gusto ng tao, ‘yun ‘yung binibigay natin using their funds,” he said. The Pasig City local government spent P234.6 million to procure 375,000 Christmas food packs, Sotto said in an earlier tweet. Councilor in Ilocos Norte gunned down LAOAG CITY – A reelectionist councilor of Sarrat, Ilocos Norte was gunned down by unidentified gunmen on Monday, December 6. Police investigators identified the victim as Apolonio Garcia Medrano, 69, of Barangay 1 San Joaquin in Sarrat. Initial reports said Medrano was standing in front of his parked vehicle in front of the Sarrat municipal hall when he was shot by motorcycle-riding gunmen. Citing witnesses, police said the assailants fled toward the eastern direction after the incident. The victim was declared dead on arrival at a near-

by hospital. A checkpoint operation was immediately launched to intercept the gunmen. Medrano, a former police intelligence officer, was tagged in the killing of DZJC broadcaster Roger Mariano but the case against him was dismissed in 2010 due to lack of evidence. In a Facebook post, the municipal government paid tribute to Medrano for his unselfish public service for the people of Sarrat. “You will always be remembered as the Sanggunian “KP” who fought for the cause of the farmers and underprivileged,” it said.

Lapulapu, not Lapu-Lapu, says EO

MANILA – Lapulapu, the Mactan leader who is considered the country’s first hero, should be written without a hyphen, according to an executive order (EO) signed by President Rodrigo Duterte. EO No. 152 Amends EO No. 17 and EO No. 55 which created the Order of Lapu-Lapu, an award given to government officials and employees as well as private individuals who rendered extraor-

dinary or invaluable experience in relation to a campaign or advocacy of the President and the National Quincentennial Committee (NCQ), which was tasked to spearhead the 2021 Quincentennial Commemorations in the Philippines that include events celebrating the victory in the Battle of Mactan, respectively. Under the EO, the earliest rendering in the Latin alphabet of the name of the

hero of Mactan is “Cilapulapu”, with “Ci” apparently being an honorific title, from which our founding heroes Jose Rizal and Juan Luna derived their own references to him as “Si Lapulapu.” “Adopting a common rendering of the name of Lapulapu, so as to conform to earlier references, will aid in the education of our youth about Philippine history which is foundational to the formation of national identity,” the EO read. The EO also states the name Lapulapu is “understood to refer to the Filipino here who bravely and victoriously fought in the Battle of Mactan in the 16th century.” “Thus, all references to the name ‘Lapu-Lapu’ in EO No. 17, as amended, and EO No. 55, as amended, are hereby amended to read as ‘Lapulapu’,” it added. The EO directs all government agencies and instrumentalities, including government-owned or –controlled corporations, and state universities and colleges as well as enjoins local government units, non-government organizations, civil society groups, and the private sector to adopt “Lapulapu” when referring to the name of the first Filipino hero. However, the official names of places such as Lapu-Lapu City, which have been established by statute, shall continue to be respected.

BI sees more Pinoys returning home amid tightened travel rules

MANILA – The Bureau of Immigration (BI) reported that 85 percent of Filipinos who arrived in the country on the first day of December are overseas Filipino workers (OFWs) and balikbayans (returning Filipinos). “Of the more than 6,000 arrivals during the first day of December, majority are Filipinos. While the numbers remain relatively low, we expect it to slowly rise as we near Christmas and New Year,” Commissioner Jaime Morente said in a statement. In December last year, only around 152,000 passengers entered the country. Morente, however, is optimistic that the arrivals for the holiday season will increase despite the travel restrictions implemented due to the coronavirus disease 2019 (Covid-19) Omicron variant. “We see that domestic travel is, little by little, bouncing back, and we see the same coming soon for the international travel sector,” he said.

Morente added that several measures are in place to prepare for the possible rise of arrivals for the Christmas season. The new testing and quarantine protocols for arriving international passengers from countries, territories, and jurisdictions in the “green” and “yellow” list took effect on Dec. 3, in the wake of the Omicron variant threat. Passengers coming from these states are required to submit a negative RT-PCR (reverse transcription-polymerase chain reaction) test conducted within 72 hours prior to departure from the country of origin. Travelers will undergo facility-based quarantine and will undergo testing on the fifth day for fully vaccinated travelers and on the seventh day for unvaccinated and partially vaccinated travelers. They shall be required to undergo home quarantine up to the 14th day from the date of arrival even if they test negative for Covid-19. Meanwhile, South Africa, Botswana, Namibia, Zimbabwe, Lesotho, Eswatini, Mozambique, Austria, Czech Republic, Hungary, The Netherlands, Switzerland, Belgium, and Italy had been placed under the country’s red list. Countries on the red list are deemed high-risk areas for Covid-19 and travelers from these countries are temporarily

barred from entering the Philippines. Except for Filipinos returning via special repatriation and “Bayanihan flights”, all inbound international travelers from these nations are barred from entering the Philippines. On the other hand, lawyer Carlos Capulong, BI port operations head said Filipino passengers may now pass through the egates installed at the immigration arrival areas of all three terminals of the Ninoy Aquino International Airport (NAIA) and at the Clark International Airport (CIA) in Angeles City to prioritize arriving OFWs who are expected to arrive this December. He added that the reopening of the egates was earlier ordered by Morente who wanted the project relaunched in time for the Christmas holiday break when an influx of international travelers is anticipated. Earlier, the bureau said that the e-gates cut the processing time for passengers from the present 45 seconds to as low as eight seconds. Apart from the relaunch of the e-gates, frontline personnel have been disallowed from filing vacation leaves during the holiday season. Launched in August 2018, the e-gates were in operation until March last year when the Covid-19 pandemic prompted the bureau to suspend the scheme. Additional immigration officers have also been hired to augment manpower, and a rapid response team composed of officers deployed in back-end offices was activated to serve as added manpower if needed.

Pamasko niyo na lang sa akin na huwag na po kayong pumunta ng Comelec at magtipun-tipon dyan lalo na’t delikado pa rin ang panahon dahil sa pandemya (To our supporters, I appeal that you understand my decision. Please stop using tarpaulins and other campaign materials. Think of it as a Christmas gift to avoid gathering at Comelec especially now that there’s a pandemic),” he said in a press statement. Citing the Comelec, Go said he had until May 9, 2022 to formally withdraw his candidacy. He urged his supporters not to get their hopes up anymore. “As a matter of principle, do not consider me as a candidate anymore dahil nakapagsalita na ako. In Geneva, WHO experts admitted the Omicron variant appears to be no worse than other coronavirus strains. The United States agreed but said more research is needed to judge its severity. “Emerging data from South Africa suggests increased risk of reinfection with omicron,” said WHO chief Tedros Adhanom Ghebreyesus, adding that “there is also some evidence that omicron causes milder disease than Delta.” Dr. Anthony Fauci of the US Center for Communicable Diseases said Omicron did not appear worse than prior strains based on early indications — and was possibly milder. More Omicron variant infections, however, continue to spread in several US states, including California where it was first reported and New York. From San Francisco, Omicron variant cases were detected in Los Angeles county. In Manila. Health Secretary Francisco Duque III also said that based on evidence, the Omicron variant of the coronavirus disease (Covid-19) only causes mild symptoms after meeting with WHO country representative Dr. Rabi Abeyasinghe. At press time, the Department of Health has not detected any Omicron variant but more Delta variant cases were detected, including from two Filipinos who arrived from the United States. The number of daily coronavirus infec-

tions in the Philippines has stayed below 400, with only 370 fresh cases logged on December 8. The Department of Health also reported that the country’s active case tally is at 12,510, down from Tuesday’s 13,026. The death toll, however, reached 49,761 with 171 new deaths. The DOH detected 571 more cases of Delta variant, two of which were from two Filipinos who arrived from the United States. Meanwhile, experts warned that Filipinos should remain vigilant in taking steps against the spread of COVID-19 after the Department of the Interior and Local Government’s announcement that 23 cities have achieved herd immunity. Dr. Lulu Bravo, director of the Philippine Foundation for Vaccination, said there was no evidence that “acquired herd immunity” would be effective against the Omicron variant. In South Africa, Filipinos stranded there have been advised to remain calm and contact the Philippine Embassy, their agencies and employers after the Philippines imposed a temporary ban on travelers from the said country due to the Omicron COVID-19 variant threat. The DOH said an additional 571 cases of the highly transmissible and dominant Delta variant of the coronavirus have been recorded nationwide. Health Undersecretary Maria Rosario Vergeire said the new Delta variant cases were from a total of 629 samples collected

and sequenced on December 6. Of the samples collected and sequenced, about 571 or 90.78 percent were Delta variant cases, one case or 0.16 percent Alpha variant, and one case or 0.16 percent are Beta variant. “There were five overseas Filipino samples sequenced – two were coming from the USA, one from Iraq, and one from Kuwait, and we are still verifying the country of origin for the last one. These samples were all positive for the Delta variant,” Vergeire added. The new cases pushed the total Delta variant cases to 7,848, Alpha variant cases to 3,168, and Beta variant cases to 3,630. The latest sequencing brought the number of total sequenced samples with assigned lineages to 19,305. Vergeire noted that all regions and all cities and municipalities in the National Capital Region (NCR) either have Alpha or Beta variants detected. The Delta variant, initially detected from returning overseas Filipinos, is now detected in all 17 regions and all NCR cities and its lone municipality. It was the second straight day when the country logged less than 400 new cases, following Tuesday’s 356 new infections -- the lowest single-day number of infections in 17 months. Another 861 new recoveries, meanwhile, raised the total tally to 2,773,322. Recoveries account for 97.8 percent of the total case count of 2,835,593 since the start of the pandemic last year.

Among active cases, 4,974 are mild, 883 are asymptomatic, 476 are critical, 2,261 are severe, and 3,916 are moderate. “Of the 113 reported deaths, only 14 occurred in December 2021. About 21 percent of the reported deaths today occurred in November 2021 due to late encoding of death information to COVID-Kaya,” the DOH said. The COVID-Kaya is a digital application used by health care workers to collect and share data about Covid-19 cases. The DOH added that this issue is currently being coordinated with the Epidemiology and Surveillance Units to ensure information is up to date. According to DOH data on December 6, about 1.6 percent of 28,942 who were tested turned out positive for Covid-19. “About 27 duplicates were removed from the total case count, 25 of these are recoveries and one is death. Also, there were 95 cases that have tested negative and have been removed from the total case count as 92 of these are recoveries,” the DOH said. To date, 24 percent of 3,500 intensive care unit (ICU) beds, 24 percent of 19,600 isolation beds, 13 percent of 12,900 ward beds, and 14 percent of 3,000 ventilators are utilized by patients with Covid-19 nationwide. Meanwhile, 24 percent of 1,200 ICU beds, 21 percent of 4,700 isolation beds, 19 percent of 3,900 ward beds, and 16 percent of 1,000 ventilators dedicated to patients with Covid-19 are in use in the National Capital Region.

Maria Ressa flies to Oslo to receive Nobel Peace Prize

MANILA— Rappler executive Maria Ressa will personally claim her Nobel Peace Prize in Oslo, Norway after three courts allowed her travel there. On December 7, she was seen in a video on her way to her flight to Oslo. The Court of Appeals ruling, signed by Associate Justice Geraldine Fiel-Macaraig, said Ressa’s travel to Oslo is necessary and urgent as there is no option to receive the Nobel Peace Prize virtually. The Court of Tax Appeals also allowed Ressa’s travel. It added that the journalist

is not a flight risk. The CA ruled, however, that she must return to the Philippines first from Boston before leaving for Oslo. “The travel period shall be from Dec. 8, 2021 to Dec. 13, 2021 and only for the purpose of attending the Nobel Peace Prize Award Ceremony in Oslo, Norway, and participating in the events specifically mentioned in the attached confirmation and invitation letter,” the document read. The Court of Appeals also last month, just 10 days after the Nobel Peace Prize was announced, allowed Ressa to attend a month-long program at the Harvard University in Boston after previously denying her attempts to travel following her libel conviction. She was also allowed to visit her parents in Florida on Thanksgiving. the Commission on Elections (Comelec) yet another case that seeks to end the presidential run of the son and namesake of the late dictator Ferdinand Marcos. Calling themselves Pudno Nga Ilocano, the group cited the conviction of Marcos Jr. for tax evasion as grounds for his disqualification. In their petition submitted to the poll body on Tuesday, Dec. 7, the group cited the “successive convictions for four counts of non-filing of income tax return and non-payment of deficiency income tax” as the reason the former senator should be banned from running for president in next year’s election. The petitioners added that the acts of Marcos Jr. were tantamount to “a crime involving moral turpitude.” Political observers said the action tended to show that there were cracks in the so-called Solid North, comprised of Ilocano speaking provinces which Marcos Jr. had been counting on to help him succeed Rodrigo Duterte as president. Similar disqualification or cancellation of his Certificate of Candidacy cases had been filed against Marcos Jr. last week, but equally unexpected was one from members of the political party that first drafted him to run for president. Officers and members of the Partido Federal ng Pilipinas (PFP) stated in their petition that Marcos Jr. could not be their official candidate because he was never a member of the party in the first place. The PFP petitioners were led by retired police general Abubakar Mangelen, who also serves as commissioner of the National Commission on Muslim Filipinos. Their petition said Marcos Jr. had been issued a certificate of nomination and acceptance by other members of PFP without informing the majority of their members. As such, the COC issued by the Comelec to the candidate was deemed “unauthorized, unilateral, illegal, and improper.”

The PFP petition was filed at the same time as the one submitted by the party-list group Akbayan, which like Pudno Nga Ilocano also cited the candidate’s conviction for tax evasion. While the Marcos camp released a photocopy of a document stating that their candidate had already settled his tax obligations, a Quezon City court issued a statement saying that there was no proof that this was the case. Observers further noted that the document from the Marcos camp had erasures of certain sections. Marcos spokesman Victor Rodrigues said they respected the right “of every disillusioned group” to take whatever legal action they saw fit, adding that they also had the “right to be heard.” The latest cases brought to eight the number of petitions seeking to disqualify the 64-year-old Marcos Jr. The other cases were filed by victims of martial law. While his defenders say that Marcos Jr. was “too young” to be involved in the atrocities committed by his father’s regime, he was actually 28 years old at the time his family was ousted by a mass movement known as the People Power revolt in 1986. At least two of the cases, however, are likely to be dismissed as one was filed by an unknown person also surnamed Marcos, who insisted that he was the real presidential bet. The other claims that the real Marcos Jr. had already passed away and the PFP candidate was an impostor. Meanwhile, social media was abuzz early this week after a photo showing a huge crowd being addressed by Marcos Jr was found to be fake. An aerial shot showed a much smaller crowd at the event held in Nueva Ejija, indicating that the picture released to local media had been photoshopped. While trolls had shown photos of “Marcos followers” in red that were found to be fake as they were taken in foreign countries, the latest doctored photo was released to local media by the Marcos media bureau.

Isko Moreno: Now we know

or the most part of the Duterte presidency, Manila Mayor Isko Moreno was supportive of the administration. He has been photographed many times flashing the fist bump with President Duterte and other administration officials. He was even criticized for not protesting Duterte’s deadly drug war in “his city. They were buddy-buddy VAL ABELGAS for the most part. And then the crack began. In August, Duterte – apparently aware that Moreno would run for president -- said he would withhold from Moreno the power to distribute lockdown cash assistance that has already been downloaded for distribution to Metro Manila local governments, claiming that Moreno was “disorganized,” citing the chaos that ensued in Manila vaccination sites the day before the August lockdown in the National Capital Region. Moreno countered by publicly criticizing the Duterte administration’s pandemic response and accused the government of inefficiency, corruption and politicking. He said the government was “living in Wonderland” and have “no idea of reality.” He also took a jab at the reported anomalies in the government’s procurement of Covid-related medical supplies. “Your bellies are so big, yet you’re still not scrambling. When will you be satiated by power? When will you wake up to the truth?” Moreno said then. Duterte hit back by saying a local chief executive whose training was to be a “call boy” obviously referring to Moreno, who was an actor playing sexy roles before he became Manila mayor. Duterte warned the public against getting fooled by a politician’s antics and dramatics. The word war went on until about two or three weeks ago when Duterte started slamming former Sen. Bongbong Marcos as a “cocaine user” and a “weak leader” and when it became clear Sen. Bong Go would withdraw from the presidential race, leaving avid Duterte supporters without a clear candidate to support in the May 2022 presidential elections. From out of the blue, Moreno said during a rally in Bulacan that the government’s recent three-day vaccination drive was “worth commending” and that Duterte deserves the credit despite the widespread confusion that marred the government’s initial pandemic response, adding that Duterte “listens to the public and corrects the mistakes of the people working under him.” That was after he said that he would accept an endorsement from Duterte and the PDP-Laban. And then in vote-rich Cebu, which had given Duterte 1.2 million votes in 2016, Moreno said he would be happy to add the President to his three-man Senate slate if the latter would agree. Moreno then went on to praise Duterte, saying the Chief Executive seemed “capable” of doing Senate work and pointing out national government initiatives like the Malolos-Clark Railway project and National Vaccination Days, which, he said, have benefited Manileños and Filipinos in general. He also said he would continue Duterte’s much-maligned drug war with some innovations, and the latter’s “Build, Build, Build” which while commendable at first look, buried the country deep in debt and gave China the opportunity to place us under a “debt trap” and to trample on our sovereignty in the West Philippine Sea. Many Filipinos were hopeful when Moreno filed his certificate of candidacy for president, thinking here was a “principled” man who understood the needs and aspirations of the poor because he came from the poor, and who showed his quality as a leader through actions, rather than words. And then he started talking. When asked in an Esquire Magazine interview, shortly after formalizing his presidential run who his inspirations were in the field of governance, Moreno replied: ““Lee Kuan Yew. Lincoln, because of (what he did for) equality. Martin Luther King Jr. for his patience. And Marcos for development.” Two of these four were dictators, or, for some people, strongmen who made economic development an excuse to rule with iron fists and suppress the people’s rights and freedom. N DECEMBER 15, 1791, the U.S. Congress ratified the Second Amendment, which states: “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” It is part of the 10 amendments that constitute the Bill of Rights. PERRY DIAZ For almost two centuries, the Second Amendment was unquestionably the right that Americans were willing to die defending it. It was the sacred cornerstone of American patriotism and democracy. But in the aftermath of an alarming number of mass shootings over the past 50 years, Americans began to believe that the Second Amendment had caused more harm than good. Indeed, gun violence in America is rising at a very alarming rate. But Americans don’t want to raise issues against it lest they be accused – or branded – as disloyal and unpatriotic, although study showed that 75% of murders and 51% of suicides resulted form shootings. Mass shootings But as mass shootings increase, people are beginning to ask themselves: Shouldn’t there be some moderation in acquiring the type of arms that people can buy? A recent Gallup Poll shows that 57% of Americans are in support of stricter gun laws. There is now a bitter debate over gun control with proponents pointing to the Second Amendment as the source of their constitutional authority to bear arms, while those in favor of tighter gun control disagree with that interpretation. Two mass shootings that were headlined recently were the Kyle Rittenhouse murders and the senseless killing of Ahmaud Arbery. Rittenhouse was a vigilante who fired an AR15-style assault rifle at three protesters in Kenosha, Wisconsin and killed two people and wounded the third person. He was acquitted of the killings, which sparked protests in several cities across the country. Did Rittenhouse murder two unarmed protesters in defense of his Second Amendment right? Or was it an act of vengeance against people he regarded as misfits? Did the acquittal serve justice at the expense of human lives? In the case of the murder of Ahmaud Arbery, three white men were convicted for Arbery’s murder. While jogging in a residential street, three white men in two pick-up trucks chased Arbery, a black man, and shot him to death in Satilla Shores, a neighborhood in Brunswick, Georgia. Defense attorneys contended the white men were attempting a legal citizen’s arrest when they set off after Arbery, seeking to detain and question him as a suspected burglar after he was seen running from a nearby home under construction. Claiming self-defense -- which was effective in getting Rittenhouse acquitted -- the killer of Arbery said that Arbery had grabbed the shotgun that was used to kill him. But a leaked cellphone video showed Arbery being shot three times at point blank range, which killed him instantly. During the jury deliberation, the jury asked to have the cellphone video of Arbery being shot played back three times. It was evident that the killing was not self-defense. It was murder. However, the question remains: If not for the leaked video, would the jury convict the men accused of shooting a black man? After the verdict was announced, the Rev. Al Sharpton said, “Let the word go out all over the world that a jury of 11 whites and one Black in the deep South stood up in the courtroom and said Black lives do matter.” Indeed, it was uncommon for an almost all-white jury to convict white men for killing a black man in Georgia. It never happened before. The recent deadly shooting at an Oxford, Michigan high school signifies the 29th school killing in the country this year. In 2020, there were only 10 shootings, which was mainly due to the pandemic when most schools were closed. In 2018 and 2019, each had 24. What’s going on in America? Young people are being killed mercilessly in the confines of their schools! In the wake of these mass shootings, Senator Chris Murphy, a Democrat from Connecticut and a leading gun control advocate, had requested unanimous consent to pass the Enhanced Background Checks Act of 2021, which would require new background checks for gun transfers between private parties, as well as expand a 10-day review for gun purchases and transfers. always look forward to meeting up with my high school batchmates from La Salle Greenhills as a lot of them have accomplished much in the business world. Our valedictorian, for example, became president of Globe Telecom, while the batch also has executives in the Top 1,000 corporations. Best of all, we have a large BETING DOLOR group of self-made millionaires literally starting from scratch. Our class president, for example, began retailing rice while still in college as he had gotten married right out of high school. He is now semi-retired, but only after putting up a multi-million peso construction company. There are a couple of billionaires in the batch, as well. One inherited his family’s small real estate development company building middle and low-income homes. He has since joined the condominium bandwagon, and has projects all over the country. He also has a handful of hotels and resorts. Meanwhile, one of our big guys – literally at 6’2” and 200plus pounds – not only became a Green Archer who won a championship with our team, he then managed to become a top airline executive as well as a professor in marketing. I met with three of the four abovestated batchmates for an afternoon of food and drinks, hosted by yet another ultrasuccessful businessman who runs a power firm in his home province. His younger brother is running for mayor in his progressive city in Central Luzon. One would think that it would be all serious talk on business and politics, but this was only part of the lengthy conversation we had on topics ranging from the serious, to the sublime, to the silly. I can’t mention some of the big stories as they were shared on the condition of secrecy. This is a shame really, as the inside stories came from the most credible sources. There were nine of us in the happy afternoon session, and unsurprisingly six were pro-Leni, two were for Marcos Jr. and one refused to tell us who he was voting for. We all agreed that the Marcos camp had done a magnificent job of rebranding their candidate, at least from a marketing perspective. What they had accomplished was nothing short of genius in making the public, especially the youth, forget or reject history and the abuses of the martial law regime. All of us agreed that the race was between Leni Robredo and Bongbong Marcos, with Isko Moreno a distant third. The other presidential bets Manny Pacquiao and Ping Lacson had little chance of winning, so it would be best for them to back out now. The pro-Leni camp feels that she will win because her followers have become a movement, with Ms.Robredo being the incarnation of the late Cory Aquino, only better. It is her being a lawyer and accountant that makes her the best candidate, but we will be watching carefully who she picks for her Cabinet. All of us remember that Cory had the best of intentions, but had some very questionable Cabinet appointees. A Marcos presidency will be worse, as few good and honorable men and women will be willing to join his Cabinet, which means he will have to settle for less qualified Cabinet secretaries, undersecretaries and assistant secretaries. One very interesting detail concerning one of the probable losers came to light. His camp has become so desperate for funds that they are now offering a 10 percent monthly interest on “loans” from rich supporters, but with a minimum loan of P10 million. This smacks of a pyramiding scheme, of course. Anyone who lends them P10 million will receive P1 million a month between now and election day, and there is no way this can be done realistically. We then discussed our various health concerns, with a good number suffering from acid reflux. One thought he was suffering from acid reflux one early morning around 3am. The discomfort turned to pain so that by 4am he asked to be taken to a hospital. Surprise, surprise. He was actually having a heart attack, the attending physician told him. He will also certainly not support the dictator’s son’s attempt to ascend to power to reclaim the family’s lost glory and vindicate his father’s honor after he was chased out from power in 1986. Fidel V. Ramos is a very principled man. MANNY MOGATO He wants the country to remember him as the man who helped restore democratic institutions in the Philippines and protected it from numerous attempts by misguided military officers to unseat Corazon Aquino. A cabal of colonels wanted to install a power-hungry politician who regretted handing over power to the widow of a martyred senator, a symbol of the opposition to the strongman who plundered the country’s coffers. As the successor of Cory Aquino in 1992, he strengthened the democratic institutions and introduced reforms to stimulate the economy through his 3Ds — decentralization, devolution and deregulation. He dismantled the monopolies in the country’s airline and telecommunications industries, levelling the playing field to move the country up with the region’s tiger economies. The US-trained army general willingly hung up his uniform after 38 years of dedicated service, rolled up his sleeves to confront in 1992 the debilitating 12-hour brownouts hurting the economy, and laid down plans for massive infrastructure. He did not think twice to discard the military mind-set and offered an olive branch to rebel forces, offering amnesty to Maoist-led guerrillas, Muslim separatist rebels and rightwing mutineers. There was political stability and incremental economic growth from 1992 to 1998 when he was chief executive. It was the best years of the post-Marcos years. Ramos was not perfect. There were corruption issues, like the Mount Pinatubo rehabilitation funds, PEA-Amari land deal and the Clark centennial city. But these were controversies blamed on his political allies in the political party, Lakas-Christian-Muslim Democrats (CMD), which pulled him down in the surveys before he stepped down from power. It is the same political party with the familiar political families that is bringing shame today by supporting Ferdinand Marcos Jr. in next year’s national elections. It is unfair for Ramos, considered to be one of the EDSA 1986 heroes, to be dragged into today’s partisan politics just because the party he founded in 1991 is backing Marcos Junior. At 93 years old, Ramos has retired quietly from politics. He has already done more than enough for his country. In 1950, he chose to serve his country’s military after graduating from the US Military Academy in West Point. He fought in the Korean War, leading a platoon in holding back large numbers of attacking Communist Chinese and Korean forces, and served later as commander of the Philippine Civil Action Group (Philcag) in the Vietnam war in the late 1960s. He organized two elite units in the armed forces — the Army’s Special Forces Regiment and the defunct Constabulary’s Special Action Force. But he was also chief implementer of martial law, as the commanding general of the Philippine Constabulary and Integrated National Police. In February 1986, he broke off from the corrupt Ferdinand Marcos to spark a nearly bloodless civilian-backed military mutiny, which became a popular uprising that ended a 20-year iron-fisted rule. Filipinos do not have short memories but they needed to be reminded of what they stood for in 1986. Filipinos gathered on EDSA for three days to demand Marcos hand over power after he cheated in an election. For two decades, the Marcoses stole from the people. They lied and deceived the people so they could live like royalty while millions suffered in poverty. In 1986, the country was bankrupt as Marcos siphoned (Continue on page 27) the money and stashed it in fat

ith one of the country’s leading doctors who also advocates the reduction of malnutrition among poor Filipino children. When I told Dr Rowena Burdem that every year Mindanao’s vast plantations and farms of the export-bound Cavendish Bananas throw away an estimated 1-million metric tons of rejects, her eyes MANNY PINOL literally twinkled. We right away agreed to start a venture which would process the banana rejects into nutritious food for the country’s malnourished children. A foundation she belongs to, SimplyShare Foundation, Inc. will partner with the Mindanao Development Authority for the establishment of a banana flour processing facility. Banana rejects are hands or fingers which are either too small or too big for the market standards. Also included in the rejects are bananas which are blemished during harvest or handling from the farm to the packing houses. The bananas which meet market standards are packed in 13-kilo cardboard boxes which are loaded into refrigerated containers and shipped abroad. The rejects are either given out to workers’ groups who feed the bananas to their animals or process these into chips or flours. Those which could not be absorbed by the backyard processors are just thrown in dumps to rot. Many of the big banana farms are just too willing to share the banana rejects as part of their CSR projects. The Mindanao Development Authority (MinDA) had explored partnerships with groups interested to turn the banana rejects into flour to feed Mindanao’s hungry children. The program aims to address malnutrition in many rural areas in the island. With this program, we will be turning thousands of tons of banana rejects into food which would nurture healthy Filipino children. ***** I visited the Balintawak Market in Quezon City to check on the prices of products coming from the provinces to complete my study of the food marketing system of the country and how it could be improved. In my conversations with the sub-dealers of vegetables and fish in the market which in turn are bought in volume by smaller vendors to be brought to community markets, I was able to confirm that the commodities from the farm gate to the kitchen of Filipino families pass through at least five hands. Assuming that each middleman or trader makes a mark up of P10 per kilo, a kilo of Bangus which sells for P130 at source would be sold for P180 to P200 in the market. The added P50, of course, would be shouldered by the consumers. There are two things which could be done. First, the marketing system in the country of over 7,000 islands, should be reformed with government providing the enabling facilities to bring the goods from the production areas to the big cities like Metro Manila, thus cutting the number of middlemen and traders. The proposal to establish Food Consolidation Centers in the regional food production areas coupled with the Farmers’ and Fishermen’s Outlets in Metro Manila and other big cities to be operated by an expanded Food Terminal Inc. would be the answer. Second, the processing of agricultural products at farm level into high value products would be another option as it would give farmers or fishermen added value and bigger income. One example would be the Kalabasa or Squash which now sells at P3 to P5 per kilo at farm gate. The Dept. of Science and Technology had already established processing facilitiies in several parts of the country turning raw squash into healthy and delicious noodles. They are now doing this in Cabadbaran, Agusan del Norte but the production volume is very low because the facility operates as a backyard livelihood project. There should be government funding support for projects like this and I am looking at the establishment of a national fund to support industries like (Continue on page 27)

Should you reaffirm a debt in bankruptcy?

good bankruptcy attorney will guide clients whether or not to reaffirm a secured debt. There are considerations before a debtor would want to reaffirm a debt. In a Chapter 7 bankruptcy, the debtor must submit to the court a schedule (Schedule D- Creditors Holding Secured Claims) indicating all of their secured debts (mortgages, vehicle loans, and purchase money loans for furniture, jewelry, or household goods, as well as any other debt for which you have pledged property as collateral to the creditor). In addition to filing a list of all secured debts, Chapter 7 debtor also file a form called the ‘Statement of Intention’. Q. What is a Statement of Intention? A. The Statement of Intention is required to be filed in Chapter 7 cases. It is not required in Chapter 13 cases. Statement of Intention is a form completed by the debtor that advises the court, the Trustee, and your creditors what you intend to do with your secured collateral such as your home or car. This document also applies to leases. It must be filed within thirty (30) days after the debtor files a petition under Chapter 7 or on or before the 341(a) Meeting of Creditors. It requires the debtor to state the following: 1. whether the property will be surrendered or retained, 2. whether it will be claimed as exempt, 3. whether the debtor intends to redeem the property, and 4. Whether the debtor intends to reaffirm the debt secured by the property. Q. What is redemption in bankruptcy? A. In redeeming a debt, a Chapter 7 debtor pays the fair market value of the collateral, usually in one lump sum — in full satisfaction of the debt. This option can be especially helpful when the debtor’s collateral is underwater, meaning the value is less than the loan amount. Q. What is Reaffirmation in bankruptcy? A. In reaffirming a debt, the debtor agrees to remain responsible on the debt after bankruptcy and will continue making payments to the creditor, while keeping the collat-

eral. Once the debtor signed the reaffirmation agreement, he or she will have 60 days from the date of the signing or up until the day the court discharges the case, whichever is later, to change his or her mind and withdraw the agreement. However, once the court enters the Chapter 7 discharge, the agreement is binding and in effect. If the debtor defaults on a reaffirmed debt after the court entered the discharge, the creditor can repossess the collateral and sue the debtor for any deficiency balance, fees and costs. Q. What are the disadvantages of Reaffirmation Agreements? A. The following are the disadvantages of reaffirmation agreements: 1. Instant Liability - A reaffirmation agreement binds you in contract. If you missed payments in the future, it could mess up your new credit, cause you to lose the property, and make you responsible for the balance of the loan. 2. Approval of Lawyer is Needed - Your lawyer must review and examine all the circumstances and only sign the reaffirmation agreement if he believes it will not inflict an undue hardship on you and your family. Your lawyer must determine and decide if you are in a good financial position to repay the debt. 3. Approval of the Court is Needed - Reaffirmation Agreement is not accepted until the U.S. Bankruptcy Court approves the terms. Usually, bankruptcy courts are not delighted to let you carry on personal liability when you have already shown that your expenses go beyond your post-bankruptcy income. Q, What are the basic considerations when signing reaffirmation agreement? The following are some tips when signing a reaffirmation agreement: Try to reduce the principal and interest, or stretch out the payment length. This is restructuring the payment terms to be more favorable. You have 60 days to change your mind. In California, most secured creditors are willing to let

you keep making payments without signing a reaffirmation agreement. Chapter 7 Bankruptcy lawyers often refer to this as the KEEP and PAY OPTION or RIDE THROUGH. Comelec rejects Nora Aunor’s party-list, okays Alden Richards father’s group, others By Jeanne Michael Penaranda Superstar and movie icon Nora Aunor’s bid to become a member of Congress has suffered a setback as her partylist group was among the 107 groups rejected by the Commission on Elections (Comelec) with finality for the 2022 elections. The Comelec decision surprised many sectors, including the thousands of supporters, fans, celebrities and fellow actors and singers of Nora, 68, who is Nora Cabaltera Villamayor in real life. Nora Aunor’s party-list group is the National Organization for Responsive Advocacies for the Arts (NORAA) which aims to help formal and non-formal artists, many of whom are needy and poor. Nora’s NORAA has yet to file a motion for reconsideration as various groups vowed support to the group. Nora, who was one of those who were vocal against the shutdown of ABS-CBN, started her career in showbiz after joining “Tawag ng Tanghalan” in the ‘60s.

She is known for her award-winning films such as “Himala,” “Tatlong Taong Walang Diyos” and “Bona.” After staying in United States for five years, Aunor returned to the Philippines in 2011 to make a comeback in local showbiz. How your debts can affect your mortgage application approval If you’re a first time homebuyer, then the process can seem overwhelming and stressful. But if you do your homework and talk to the right people to guide you in this process, it will be a piece of pie. Understanding your limits should also play a big factor in your processing experience. Understand that there is a point where the lenders will not approve your loan and if you know not to get to that limit and stay within what you will qualify for, that itself will work wonders in your experience to commit to this investment. You earn a steady income and pay your bills on time. Yet it’s your debt-to-income ratio that could make or break your chances of getting a mortgage. Here’s why it matters for loan approval: Calculating debt-to-income ratio Debt-to-income ratio is the percentage of your gross monthly income that goes toward paying debts. It is calculated by adding all of your monthly debt payments and dividing them by your gross monthly income, which is the amount of money you have earned before taxes and other deductions are taken out. A good rule of thumb is to keep the debt-to-income ratio below 45 percent. This will increase your chances of getting a loan. For example, if you pay $2,500 a month for your mortgage ( including taxes, ins & HOA), another $500 a month for an auto loan and $300 a month for remaining debts, your monthly debt payments add up to $3,300. If your gross monthly income is $7,500 then your debt-to-income ratio is 44 %. With a good enough credit score and properly documented funds for down payment, this should be a slam dunk loan. Related expenses Lenders also review related housing expenses such as condominium dues and homeowner association assessments, insurance premiums, mortgage insurance, student loans and other recurring obligations. While a high credit score is considered good, a low debtto-income ratio is a more important factor. Lenders look at the big picture to determine whether you can comfortably manage monthly bills. If you have an Auto loan on a purchase that is less than 10 months to pay, we wont include this debt in qualifying you. If you co-sign for an auto loan with your family and make the payment to the bank, this will be considered your debt. To avoid the debt to be included in your mortgage debt ratio on a co-sign, both names have to be on the auto purchase and the actual owner has to provide proof of making all recent 12 car payments in order for the lender to omit this debt from your application. Pay down debt You can reduce your debt-to-income ratio by increasing your income or paying off loans and credit card accounts. If your lender will not calculate earnings from side jobs as income, you can use the extra money to pay down debt. You can also allocate funds from bonus pay or a cash windfall to reduce debt. Lenders also look at student loan debt when calculating debt-to-income ratio. Whether it will count against you depends on the type of loan and whether the payments are current or have been deferred. If you currently are paying the student loan, we will use your minimum payment to calculate your ratio, but if the loan is deferred we will use typically 1% of the balance as your minimum payment to qualify you. Reimagine your dream home A debt-to-income evaluation could serve as a heads-up to consider a home that better fits your budget. Leading Manila publications and other media outlets played up this week the supposed public support of Mayweather on his erstwhile rival Pacquiao. At the same time, the American boxing icon disclosed he may be visiting the Philippines soon to help his former nemesis and fellow boxing great with his presidential campaign. “Absolutely,” Mayweather answered when asked by the media if he will campaign or co-sign Pacquiao’s presidency as posted by FightHype. Mayweather also revealed in an interview posted on FightHype’s Youtube channel that he and Pacquiao are set to play in a celebrity basketball game in the country in January next year. “Me and Pacquiao, we’re actually gonna play basketball in the Philippines. More Communities Now Eligible to Pursue Microgrids as a Part of PG&E’s Efforts to Build a Stronger, More Resilient Electric Grid California Public U�li�es Commission Approves PG&E’s Proposal to Expand Eligibility Requirements for Community-Proposed Microgrids Oakland EcoBlock Project an Example of How PG&E Can Collaborate on Community Resilience SAN FRANCISCO, Calif. — As part of its mission to build a stronger, more resilient energy grid for the hometowns it serves, Pacific Gas and Electric Company (PG&E) is paving the way for more community-proposed microgrid projects to be constructed in its Northern and Central California service area. The California Public Utilities Commission (CPUC) recently approved PG&E’s request to update its Community Microgrid Enablement Tariff (CMET), broadly expanding the eligibility requirements of where microgrids connected to PG&E’s electric distribution infrastructure can be built. Prior to this update in October 2021, community microgrids—or self-sufficient energy systems serving a specific community or geographical area—were authorized only in CPUC-designated High Fire Threat Districts as a mitigation measure against extreme weather and Public Safety Power Shutoff events. Under the new rules, communities anywhere in PG&E’s service area are now able to pursue a microgrid as part of their unique energy resilience plans. “Microgrids are a critical part of the sustainability and climate-resilience goals of many of our customers and home-

towns. By expanding the rules around where these microgrids can be built, we’re able to remove barriers that would have prevented projects from moving forward, and instead work collaboratively to make these projects a reality,” said Quinn Nakayama, PG&E’s director of grid planning and innovation. The expanded eligibility builds upon PG&E’s Community Microgrid Enablement Program, launched in April 2021 to support the development of microgrids centered around critical facilities in highfire threat areas. To date, PG&E has engaged with more than three dozen communities and customers to explore potential financial and infrastructure support options for developing microgrids and resilience solutions through the CMEP. “We strongly support PG&E’s leadership around microgrids and the innovative ways they are meeting the needs of customers. Nagales makes it a point to recognize his mentor, who passed away this year, for trusting him to join his Assembly staff when Mullin sought higher office after serving on the South San Francisco City Council. Nagales’ political training culminated with his appointment to constituent services director at the Office of US 14th Congressional District Rep. Jackie Speier. That 10-year employment concluded when he decided to seek elective office himself. By then he recalls having bridged older adults and families to access services, topbilling recovery of “over $5 million in veterans’ benefits” for district residents. Predictably Speier, who two weeks ago announced her retirement from public office, virtually administered the oath of office for her former legislative aide from Washington DC. Nicolas’ potential as a city official had grabbed the attention of longtime Council members while she was “giving back” to the city that rallied around her and her family when they found themselves in challenging situations as newcomers from the Philippines. “This moment was farthest from my thoughts 30 years ago,” the new Vice Mayor opened her remarks. Nicolas, who is Vice-President and Head of Global Drug Safety and Pharmacovigilance at Rain Therapeutics, immigrated with her husband Nenar Nicolas and their children Genevieve and Elijah in 1988 and immediately confronted adversity. Barely had they settled in when Flor was diagnosed with cervical cancer. A few months later, their house burned down while they were on family holiday in Chicago. Their choice of a new home was determined by the Catholic parochial school that welcomed their children in the middle of the school term. What they ultimately found was a community that cared, where neighbors offered assistance and encouragement in time of need and cheers in moments of triumph. “My family is not unique. There are many families like ours – we try our best, we are resilient. Like everyone else, we need acts of kindness and compassion (in hard times). We need to think of others,” she said what was foremost on her mind as she assured her Council peers and the electorate “that I can be trusted” to do what they expect. Nicolas’ volunteer commitments astound: Besides her 20-year service at All Souls Catholic Church, she sat on the committee of the popular SSF Day in the Park. She was SSF Housing Authority Board Commissioner and SSF Historic Preservation Commissioner. The SSF Conference Center Authority Board Commission, Kawayan Folk Arts, Scottish Rite Childhood Language Center Board, SSF Friends of Parks and Recreation, SSF Historical Society, SSF Sister Cities Committee and SSF Chamber of Commerce benefit from her membership. She is a longtime booster for the SSF Police Activities League, the Asian Alliance and Mater Dolorosa Catholic Church. “I hope that we will continue to be a city proud of its diversity,” she had told Inquirer.net when she was first elected. She put her heart in her words when she embraced Addiego’s appointment for her to chair the city’s Commission on Racial and Social Equity whose aim is to “proactively advance equity in the City’s internal and external processes, as well as to recommend policy and program changes to overcome institutional inequities in education, public safety and policing, healthcare (including mental health and addiction services), and other social services.” Nicolas walked proudly with some fellow elected officials and city managers in the peaceful vigil last year to promote understanding between the community and law enforcement. Early this year she joined other City Council members speak up against anti-Asian hate crimes resulting from politically fueled COVID rhetoric. In October her effort to honor her mentor Alice Bulos came to fruition when Westborough Community Center was named after the late leader, the city’s first tribute to a FilAm. “I’m committed to the future of South San Francisco,” said Nicolas, who was proud to have her mother attend her oath-taking. Nagales and Nicolas symbolize a shift in the leadership of South San Francisco, home to about 68,000 predominantly Asian followed by White and Latino residents. .With two Filipino Americans, foreign born but burnished early in public service now holding the gavel, the near future looks promising for South City. Not even a hot brew, but iced canned coffee is their favorite now, it seems. When heading out, they then go straight to Starbucks for their overly sweet, iced coffee concoctions. Our age began to show when talk turned to Tik Tok and to this South Korean boy band BTS. The daughter of one of our batchmates actually begged her dad to take her to a BTS concert when they were in the US, even if it involved a four hour drive to get to the concert site. We agreed that this male group was exciting today’s boys and girls the way we raved over the Beatles in the ‘60s. I do not understand why. Their music just can’t compare to anything Lennon and McCartney and later Harrison churned out in the Swinging 60s, as far as most of us were concerned. As for this Tik Tok thing…what can guys our age say? When he had a secretariat for one of our big reunions five years ago, we appointed a secretary who was a graduate of the night school in LSGH that we had sponsored. She remains a FB friend of mine, and I was mildly surprised that she was doing Tik Tok videos, dancing along with her teenaged daughter. So went an afternoon with the best friends any guy can hope to have. We’ve known each other for at least 55 years now, and a few have been friends even longer. The only thing we can no longer do is play a 3-on-3 game of basketball. As for sex, that’s a topic for another day, although one did cite statistics saying 40 percent of guys our age can still enjoy a regular roll in the hay. Good for the heart, you know. The jokes we shared, however, are definitely not for public consumption.

The convicted plunderer and an opportunistic politician tainted by corruption have joined forces with the daughter of an incompetent leader to rally behind Marcos Junior. It’s an alliance of pure selfish interests — families who want to claw back to power and another to stay relevant after June 2022. Ramos, the hero of EDSA, will not be a part of this despicable alliance. He will be true to his democratic principles and will preserve his legacy as the man who fought for and defended democracy. Either way, it means an obvious lack of principles, a virtue that is shared by the present alliance that supports the Bongbong Marcos-Sara Duterte-Carpio tandem. Opportunists attract fellow opportunists, as shown by the recent defection of a group of supporters of Senator and presidential aspirant Manny Pacquiao, who announced on Monday that they were switching their loyalties and support to Moreno. It is notable that among his idols are two dictators from the past, Lee Kuan Yew and Ferdinand Marcos, and a strongman from the present – Duterte. The last time a lover of dictators took over the reigns of our beloved country - the six years under Rodrigo Duterte, who took pride in saying he idolized dictators Xi Jinping of China, Vladimir Putin of Russia, and the late Ferdinand Marcos – the nation was plunged to the depths of darkness and despair. He condemned it as “hostile towards gun owners and lawful firearm transactions.” He argued that “so-called universal background checks will not prevent crime and will turn otherwise law-abiding citizens into criminals.” It’s an old cliché that the National Rifle Association (NRA) had always used to promote gun ownership. But while owning a gun is every American’s right, shooting an innocent American is a crime. It’s murder! Murphy chided Grassley, saying that the Republican Party cares “more about the health of the gun industry and their profits than they do about the health of our kids.” Touché. Gun control Today, with a spate of mass shootings in schools, the Second Amendment may be losing relevance in the gun debate. The gun control advocates are winning. They’re no longer challenging the right of individuals to bear arms, they want to regulate gun ownership just like the way driving a vehicle is regulated: You need a license to drive a car. Unfortunately, there is no such thing as a National Gun Registry. However, some states have established some form of additional registration. Handguns must be registered in New York. New residents must report all firearms in California and Maryland. All “Pre-Ban” assault weapons must be registered in California, Connecticut, Hawaii, Maryland, New Jersey, and New York. All firearms must be registered in Washington DC and Hawaii, which makes one wonder: Why not require firearms to be registered throughout the country? It seems that the NRA’s clout in Congress is so strong that politicians are scared to oppose its dictate. But there is the National Firearms Act (NFA), which is the closest thing to having a National Gun Registry.

WHO advises against use of convalescent plasma for Covid-19 Current evidence shows no improvement in survival and other important measures GENEVA - Convalescent plasma (a transfusion of blood plasma from someone who has recovered from covid-19) is not recommended for patients with covid-19, says a WHO Guideline Development Group of international experts in The BMJ. Despite its initial promise, current evidence shows that it does not improve survival nor reduce the need for mechanical ventilation, and it is costly and timeconsuming to administer. As such, the WHO makes a strong recommendation against the use of convalescent plasma in patients with non-severe illness, and a recommendation against its use in patients with severe and critical illness, except in the context of a randomised controlled trial (RCT). The recommendations are based on evidence from 16 trials involving 16,236 patients with non-severe, severe, and critical covid-19 infection. They are part of a living guideline, developed by

the World Health Organization with the methodological support of MAGIC Evidence Ecosystem Foundation, to provide trustworthy guidance on the management of covid-19 and help doctors make better decisions with their patients. Living guidelines are useful in fast moving research areas like covid-19 because they allow researchers to update previously vetted and peer reviewed evidence summaries as new information becomes available. To make their recommendations, the panel considered a combination of evidence assessing relative benefits and harms, values and preferences, and feasibility issues. The strong recommendation for patients with nonsevere illness reflects the panel’s view that drug treatment in patients with a low risk of mortality and other important clinical outcomes is not justified. And although convalescent plasma should not be used routinely in any patients, regardless of how se-

verely ill they are, the panel acknowledged that there was sufficient uncertainty in patients with severe and critical illness to warrant continuation of RCTs. They also noted several practical challenges, such as the need to identify and test potential donors, as well as collect, store and administer donor plasma, which they say further limits its feasibility and applicability. After thoroughly reviewing all the information, the panel judged that almost all well informed patients would choose not to receive convalescent plasma. The guidance adds to previous recommendations for the use of interleukin-6 receptor blockers and systemic corticosteroids for patients with severe or critical covid-19; conditional recommendations for the use of neutralising monoclonal antibodies in selected patients and against the use of ivermectin and hydroxychloroquine in patients with covid-19 regardless of disease severity.

It does not take an Einstein to understand that clean air, pure water, and unpolluted environment are conducive to health and longevity. In certain parts of the world, like in the serene Okinawa to the verdant valleys of Ecuador to the unspoiled hills of the Himalayas, a significant PHILIP S. A common denominator among these centenarians is an environment that is nature’s best, untainted by the toxic byproducts of the advances in technology in this modern world of ours. Today, man, in most parts of the earth, especially in well-developed cities, is no longer living in harmony with nature. He has been hostile to his environment, gradually killing it with poisonous gases and deadly chemicals from our factories and toxic smokes from our vehicles that pollute the air and deplete the ozone layer which shields and protects us from dangerous solar radiation. Irresponsible massive deforestation, obviously for financial gains, disregarding the law of nature, has caused widespread flooding and mudslides that kill thousands every year. Individually, we use countless noxious chemicals at home for cleaning which eventually end up in rivers and oceans destroying bodies of water and their priceless inhabitants and contaminating our drinking water. And there are other human activities, some criminal like arson causing forest fires, that negatively alter the “homeostasis” in our world and the equilibrium in our environment and in our own selves. These unwise and negligent human behaviors against Planet Earth and Mother Nature for centuries have boomeranged, causing untold calamities worldwide, in the form of human diseases and destruction of our physical milieu, not to mention their immeasurable adverse effects on the human psyche around the globe. Our immune system as a species, for one, has been negatively impacted. Various diseases, including cancer, diabetes, high blood pressure, diseases of the heart, lungs, and various other organs, and some unexplained ailments, have increased, especially in the last century or so. Our

misadventures are now haunting us and our children. While the governments of the world are trying to remedy this dire global “climate change,” it behooves us, earthlings, to do our daily share in showing more respect and love for our environment. After all, planet earth is the only home we’ve got today. And destroying it is like helping detonate a bomb on board a plane we are in. Organic is Healthier Most of the produce and products on the market today are “contaminated” with some type of chemicals used in fertilizing them, protecting them, making them more appealing, preserving them, or enriching them. Let’s opt for organic foods, vegetables, meat products, fruits, etc. that are raised and produced without pesticides, herbicides, hormones, antibiotics, preservatives, coloring. We must also avoid processed foods, which increase our risk for cancer. Versatile plastic wares abound in the world, many of them releasing vinyl chloride and other toxic gases, or phthalates, which are cancer and birth defect-causing agents, and which are also harmful to the lungs and liver. Surprisingly, unbeknownst to most of us, some plastics are also used in chewing gums, cosmetics, carpeting, mattresses, toilet papers, sanitary napkins, polyester clothing, and tissue papers. The use of glass containers, natural fiber clothing, personal care-cosmetic products made with natural ingredients, wooden toys for kids, etc, and staying away from aluminum cookware, to prevent aluminum poisoning, are the healthier ways to go. All white paper products are bleached with chemicals that leave behind residues of cancer-causing dioxin, which are likewise found in lunch bags, coffee filters, diapers, paper towels, napkins, tissue, and toilet papers. Dioxin, like other harmful chemicals, enters the soil and eventually contaminates groundwater. The use of organic household cleaners, “Green Your Clean Routine,” is the safer and healthier alternative. An effective and safer cleanser, for instance, is diluted vinegar, for use in the kitchen and bathroom tiles, mirrors, and even in carpets, to inhibit mildew and bacteria. For hand sanitizer against viruses, alcohol (must be 75 percent or higher) is effective, but frequent handwashing with soap is still the safest. For COVID-19, social distancing is beneficial, and vaccination, is a must to prevent getting infected with this killer virus with its Delta

variant, and now, the new South African Omicron strain, which experts are closely monitoring. Our obligation The corporate world, our community, and we, as individuals, have the moral duty and responsibility, as members of society, to protect and preserve our planet and Mother Nature for our survival and the survival of our family and all our fellow human beings traveling with us in this journey on planet earth. We, as a species, our genus, our race, will only survive if we all endeavor together to save Mother Earth. We do not have any other option. If we don’t stop poisoning and destroying our only home where we are all trapped, the end of man is not far behind. I pray that reality catches up with our race sooner than later, while there is still time. The basic principle in all this is for us, the inhabitants of Planet Earth, to be responsible and be good to our environment by not contaminating our natural habitat with poisons in whatever form, and to allow Mother Nature to flourish at its best. We each can start this education, positive awareness, behavioral modification, compassion, and responsible practices in our own homes and community. The purer the air we breathe in, the cleaner the water we drink, the unadulterated food we eat, the more robust the ozone layer is, and the healthier our lifestyle is, the more wonderful our world will be, not only for us and our loved ones, but for humankind as a whole, and for all the future generations to come. Before the year 2021 ends, in the midst of this deadly COVID-19 pandemic which has so far killed 5.3 million, let’s be wiser and kinder to ourselves. Let us protect ourselves and others around us by wearing a mask and doing social distancing in public. More importantly, let us all get vaccinated. AGING GRACEFULLY AND HAPPILY By TIM PEDROSA

As we get older many of us feel unhappy, health-wise and security-wise, due to the diminishing importance given to us and our opinions. But, it should not be so, if only we understand the basic principles of life and follow them conscientiously. Here are some suggestions to age gracefully and make life after retirement pleasant, inspired by the writings of N. Jambunathan Lyer. Never say “I am old.” There are 3 ages: chronological, biological and psychological. The first is calculated based on our date of birth; the second is determined by the health conditions; the third is how old we feel we are. While we don’t have control over the first, we can take care of our health with good diet, exercise and a cheerful attitude. A positive attitude and optimistic thinking can reverse the third age. Health is Wealth. If we really love our family and friends, taking care of our health should be our priority. Thus, we will not be a burden to them. Have an annual health check-up and take the prescribed medicines regularly. Do take health insurance coverage. Money is Important. Money is essential for meeting the basic necessities of life, keeping good health and earning family respect and security. We should not spend beyond our means even for our children. We have lived for them all through and it is time we enjoy a harmonious life with our spouse. If our children are grateful and they take care of us, we are blessed. But, never take it for granted. Relaxation and recreation are important. The most relaxing and recreational forces are a healthy religious attitude, good sleep, music and laughter. Have faith in God, learn to sleep well, love good music and see the funny side of life. Time is precious. It is almost like holding a horse’s reins. When they are in our hands, we can control them. Imagine that every day we are born again; yesterday is a cancelled check; tomorrow is a promissory note; today is ready cash, use it profitably. Live this moment; live it fully, now, in the present time. Change is the only permanent thing. We should accept change, it is inevitable. The only way to make sense out of change is to join in the dance. Change has brought about many pleasant things. Believe in enlightened selfishness. All of us are basically selfish. Whatever we do, we expect something in return. We should definitely be grateful to those who stood by us. But, our focus should be on the internal satisfaction and the happiness we derive by doing well for others, without expecting anything in return and performing a random act of kindness daily. Forgive and forget. Don’t be bothered too much about others’ mistakes. We are not spiritual enough to show our other cheek when we are slapped in one. But for the sake of our own health and happiness, let us forgive and forget the hurt (but not the lesson we learned). Otherwise, we will be only increasing our blood pressure. Everything has a purpose. Let us take life as it comes; and accept ourselves as we are and also accept others for what they are. Everybody is unique and is right in one’s own way. Overcome the fear of death. We all know that one day we have to leave this world. Still we are afraid of death. We think that our spouse and children will not be able to withstand our loss. But the truth is no one is going to die for us; they may be depressed for some time. Time heals everything and they will go on. There is a fountain of youth: it is our mind, our talents, the creativity we bring to our life and the lives of people we love. When we learn to tap this source, we will truly have defeated age.

Mary and Joseph’s Excitement

W

e are in the New Liturgical Year, the Year Cycle C. Again, we encounter the prayer: “Maranatha, come Lord Jesus.” The invocation, “come,” must not be taken lightly. As humanity in sin and darkness who wants a Savior, this cry “come, Lord Jesus!” should evoke in us indeed some powerful energy to urge us to act and be disposed in the manner our cry and plea is about. We are calling for the God and Savior to come to us; then, we ask, are we prepared or are preparing REV. JOSE PELAGIO A. PADIT, SThD for His eventual coming? I want our imagination capture Mary and Joseph as they were waiting for the birth of the Messiah. Imagine, Mary some months pregnant; what could be her thoughts and what could she be planning to do in the event the child will be born? Imagine too, Joseph looking at Mary walking around the house pregnant, what thoughts flooding his mind? Being a carpenter, could he be saying, “Ah, I will be making a crib for the baby, or I will be making some wooden toys, or could he has imagined playing with the boy Jesus? Dear reader, to anyone of us, especially to the fathers or mothers, or grandparents, during the time of pregnancy there is so much excitement, anticipation and enthusiasm, for the coming of a child into the family. Especially for first born child, the new parents will have many things in their mind; all because the coming of a child is a gift from God. A gift that is fruit of the love of the father and the mother. A gift of life for humankind. I want us to have this disposition of excitement of Mary and Joseph. The Advent Season not only prepares us for Christmas; but also, it ushers us to the coming seasons of the entire Liturgical Year. We have to begin with a disposition of eagerness not of laxity. We must possess the motivation to serve and love God with renewed vigor and not with a passive and mediocre attitude. Like Mary and Joseph, think thoughts about your entire liturgical year in company with our Lord Jesus. How are you going to follow Him in this new liturgical year? Think thoughts of joy and gladness for every moment you are going to spend time for prayer, or you going to Church, or going do volunteer work in ways that these occasions are for you in direct contact with the Lord Jesus Himself being adored, being served, being loved by you dearly. Mary and Joseph were pleasing to the Lord God. The divine choice of their involvement in the work of salvation is the very proof that they were in the right position with God; they were aligned with God in everything of their being. Their example of life must be worked out also in our lives during this season. Let us give efforts in giving some deeper reflection or thinking over our actions and the words that we say to people. Let us give efforts to examining our behavior and activities if they are consistent with our pursuit of intimacy with Lord Jesus, the Emmanuel. Let us give time to personal introspection and examination of conscience during this Advent Season. Do not let this season be like the past, but make it truly different through efforts of renewal and godly living. Mary and Joseph though poor yet their hearts were rich in the love of God overflowing through their good deeds. We also should strive this advent season seeing to it we are multiplying good deeds – the corporal and spiritual works of mercy. Every good deed we do to others can be liken to a gold coin that we drop into our piggy bank, and on Christmas Day, we give this piggy bank entirely to our Newly Born Savior as gift joining the Magi in their offering of their gifts. Blessed Mother Mary and Saint Joseph, please I beg you, help me live throughout the Advent Season with enthusiasm and eagerness, never falling lazy but diligent in the affairs of pleasing and honoring the Lord God as you did. Please pray for me that I may sincerely work hard in casting out evil and sinfulness in my life. May I be prayerful this season as I must in order that I could know more about what my Jesus wants rather than what I want for my life. Amen.

Recipe of the Week Pork Estofado Pork Estofado, The Pinoy version of pork estofado is similar to adobo. It is pork stewed in soy sauce, vinegar and sugar. During the final cooking stage plantain banana is added Ingredients: 1/2 kilo pork cut into large serving pieces 3 pcs. saba , plantain banana, sliced diagonally 1 medium size carrot, sliced diagonally 1 small bundle spring onion, chopped 1/2 head garlic, crushed 2 tbsp. sugar 1/2 cup soy sauce 1/4 cup vinegar 1 tsp. peppercorns 2-3 pcs. bay leaf cooking oil salt Cooking procedure: In a sauce pan brown lightly pork on all sides and keep aside. In same pan stir cook garlic until fragrant. Add in pork and pour in soy sauce, vinegar and 3-4 cups of water now add in sugar, peppercorns and bay leaf. Bring to a boil, do not stir and simmer in medium heat for 20-30 minutes or until pork are almost tender, add more water as necessary. Add in carrot and banana and cook for 5-10 minutes or until carrot and banana are just cooked and the liquid has reduce to almost dry and oily. Correct saltiness if required and garnish with spring onion. Serve hot.

Daly City, California---A coalition of community partners gathered at Daly City Bart Station to showcase the latest advertisement campaign aimed at mitigating Covid-19 specifically for communities in North San Mateo County. While San Mateo County very high rates of vaccination county wide including 92.7% vaccination rate for individuals 12 and older and 88% for those five and older, some N. San Mateo County neighborhoods such as Daly City have rates as low as 60%. “We’ve seen during this pandemic the disparities. We’ve seen some people get left behind. We need to build trust in communities. Our vaccination rates are not only the highest in the state, and among the highest in the country, we must leave no one behind. That’s why we need trusted partners. The County can do so much, but it’s community organizations that are going to uplift us because they are rooted in community and invested in the people they serve.” ---- Supervisor David Canepa Daly City’s very own Pilipino Bayanihan Resource Center in partnership with North East Medical Services spearheaded the campaign bringing along a multitude of other community partners along with funders and San Mateo County to roll out the project.
