US looks forward to more economic collaboration with PHL

US Embassy in Manila Chargé d’Affaires Heather Variava

MANILA – The United States looks forward to closer economic cooperation with the Philippines as both countries plan for a post-pandemic future. In an economic briefing hosted by the Philippine Embassy in Washington D.C., US Embassy Chargé d’Affaires Heather Variava said the two nations could start working on new areas of cooperation, including clean energy, information technology, and supply chain resilience. On energy, the US would start by facilitating the long-term transition away from fossil fuel, Variava said as she recognized the importance of affordable, accessible, and sustainable sources of clean energy. Variava said this would particularly benefit the climate-vulnerable countries, including the Philippines. The Embassy is likewise ready to con-

nect US and Philippine companies that are focused on solar, wind, and geothermal power development, among others. Variava said the US would also work with Philippine authorities to “lay the foundations” for safe and reliable nuclear energy generation. “As we look ahead toward the postpandemic global economy, our continued partnership on a range of economic issues would become increasingly important. We look forward to engaging our partners in the Philippines to strengthen this collaboration,” she said. Philippine Ambassador to the US Jose Manuel Romualdez, for his part, said Manila would continue to pursue its current priorities on climate change and clean energy transition, including enhancing its participation in the global supply chain and im-

proving its digital economy environment. “We are seeking engagements with the United States on these economic priorities that will help transform the economy as these sectors are expected to grow in the coming years,” he said. “The United States has also signified its willingness to assist the Philippines in pursuing its energy transition from coal to clean energy, including nuclear energy,” he added. Almost two years into the pandemic, Romualdez noted that the Philippine economy is “indeed poised” for recovery. Citing the Philippine economic team, the Filipino diplomat said the gross domestic product (GDP) would likely go back to pre-pandemic levels starting this year, supported by a strong 5.6 percent full-year GDP growth last year.

Villar’s wife quits DOJ post to help in campaign MANILA – Justice Undersecretary Emmeline Aglipay-Villar has resigned to campaign for her husband, who is seeking a Senate seat. She will assist former Public Works secretary Mark Villar, who stepped down shortly before filing his Certificate of Candidacy last year. If elected, he will join his mother, incumbent Senator Cynthia Villar.

“It is with deep sadness that I announce the resignation of Atty. Emmeline Aglipay-Villar as undersecretary of the Department of Justice effective on March 21, 2022,” DOJ Secretary Menardo Guevarra said. Undersecretary Villar is the youngest daughter of former Philippine National Police chief Edgar Aglipay and was a former party-list representative

(Diwa) prior to her DOJ appointment in 2018. At the DOJ, she is spokesperson and in charge of the Inter-Agency Council Against Human Trafficking, gender and special protections group, and Guevarra’s legal staff. Lacson backs NEDA fiscal consolidation plan for next admin

Senator Lacson MANILA – Partido Reporma standardbearer Senator Panfilo “Ping” Lacson thanked the National Economic and Development Authority (NEDA) for crafting a fiscal consolidation plan which will be presented to the next president. The fiscal consolidation plan seeks to repay the country’s rising debt and narrow the budget deficit caused by the coronavirus disease 2019 (Covid-19) pandemic. “Thank you NEDA. This is what I’ve always been saying during budget deliberations. With a yearly average of PHP328

(billion) unused appropriations for the past 10 years (2010-2020) and P700 (billion) in misused/abused budget each year, there couldn’t be a better advice,” Lacson said in a post. Lacson was referring to the lack of proper planning that led to an average of P328 billion in appropriations in the budget going unused every year from 2010 to 2020 - and corruption that led to the loss of some P700 billion a year, quoting a statement from former Deputy Ombudsman Cyril Ramos. Socioeconomic Planning Undersecretary Rosemarie Edillon was quoted in reports as saying the plan will include proposed cuts on non-priority budget items. Lacson is known for his tight scrutiny of the proposed budget of various government agencies during deliberations in the Senate. The former national police chief and his running mate, Senate President Vicente Sotto III, are running under a platform of fixing the government’s woes where they plan to initiate much-needed reforms to the preparation and implementation of the national budget.

This brings the total number of donated Covid-19 vaccines by the American people to over 29 million, she said. Variava noted that even as parts of the Philippines begin to shift to Alert level 1 starting March 1, and the number of Covid-19 cases is decreasing, the pandemic is still something that should be given focus as people head to the “new normal”. Also at the arrival of the vaccine doses was Undersecretary Isidro Purisima of the Office of the Presidential Adviser on Peace, Reconciliation and Security. San Juan mayor sees zero active Covid-19 cases soon

SAN JUAN CITY – San Juan residents are reminded anew not to be complacent despite having only seven coronavirus disease (Covid-19) active cases in the city as of March 2. Mayor Francis Zamora said the public minimum health standards must be always adhered to and urged those who are still unvaccinated to avail of the Covid-19 jabs. “We are very close to zero [active cases] and we expect to hit this in the coming days,” Zamora said. The city government has also started the house-to-house Covid-19 booster shot vaccination program in various villages in the city. Zamora said the house-to-house booster vaccination to all the qualified residents will provide much-needed protection, especially now that the National Capital Region (NCR) has shifted to the most lenient Alert Level 1 status.

Pasay, San Juan active Covid-19 cases below 25 PASAY CITY – The Pasay City government over the weekend reported that only 15 out of its 201 villages have active cases of the coronavirus disease 2019 (Covid-19). Its latest Covid-19 case bulletin showed active cases were down to 19. Barangay 183 has four cases, Barangay 38 has two, and the rest have a single case each -- Barangays 13, 65, 100, 133, 144, 145, 154, 161, 175, 184, 189, 195, and 197. Pasay’s current positivity rate is at 0.07 percent, with 98 percent or 28,181 of 28,782 total confirmed cases already recovered. The death tally has remained at 584 since February 22. Active Covid-19 patients isolated in each village are given food packs, multivitamins, and ready-to-eat meals.

Quezon town mayor survives gun attack INFANTA, Quezon – Mayor Filipina Grace America of Infanta, Quezon survived an ambush try past noon on Sunday, February 27. Coast Guard gets first multi-role vessel

MRRV-9701 MANILA – One of two 97-meter multi-role response vessels (MRRVs), the Philippine Coast Guard’s (PCG) biggest acquisitions, has arrived at Port Area, Manila. The MRRV-9701 has a maximum speed of not less than 24 knots, an en-

durance of not less than 4,000 nautical miles, and is capable of conducting sustained maritime patrols, according to a news release. The MRRVs are modeled after the Japan Coast Guard Kunigami-class vessels and will be deployed to support the ongoing operations of the PCG Task Force Pagsasanay (Exercises) that conducts anti-terrorism and antipiracy simulation. The vessels were acquired under the Department of Transportation’s (DOTr) Maritime Safety Capability Improvement Project Phase II, funded by an Official Development Assistance loan from the Japan International Cooperation Agency. PNP active Covid-19 cases down to 28 CAMP CRAME, Quezon City – The Philippine National Police (PNP) reported just 28 active cases of coronavirus disease 2019 (Covid-19), lower than the previous day’s 33. The PNP also ended 2021 with 28 patients. There were six new recoveries that raised the total to 48,655 out of 48,811 confirmed infections while the death toll has remained at 128 since February 11. PNP active cases soared to as many as 4,015 on January 17 before starting to go down to 100 on February 19. OCTA Research fellow Dr. Guido David disclosed the result of their presidential survey where Marcos obtained 55% preference votes. The survey was conducted from February 12 to 17, after the official launch of the campaign period for the May 2022 elections, with 1,200 individuals responding to the survey question, “If the election will be held today, who will you likely vote for as president?” According to David, Marcos scored 46% in Metro Manila, 56% in Balance Luzon, 47% in Visayas, and 65% in Mindanao. On Wednesday, March 2, the Department of Health (DOH) reported only 866 new cases of coronavirus disease 2019 (Covid-19), the lowest single-day tally so far for this year, pushing the overall tally of confirmed infections to 3,663,920. The March 2 figure is higher than the 421 infections reported on Dec. 28, 2021 -- the last time the country saw the lowest three-digit daily new cases. The active cases went down 50,827 after 1,622 new recoveries were logged. Meantime, the total recovered cases increased to 3,556,589, the DOH said, adding the death toll reached 56,504 with 53 new deaths reported. Following the continued downtrend of COVID 19 cases, Metro Manila which consists of 16 cities and one town and 38 other areas, including the adjoining provinces of Cavite, Laguna, Rizal, Bulacan, Batangas and Quezon, have been placed under Alert Level 1, the least restrictive in a 5-tier COVID quarantine system, beginning March 1 and initially up to March 15. Almost 1.7M Pinoys to participate in overseas absentee voting MANILA – Close to 1.7 million Filipinos abroad are expected to participate in the overseas absentee voting (OAV) which is set to begin next month, the Commission on Elections (Comelec) reported. Putin’s folly

e finally did it. President Vladimir Putin ordered Russian forces into Ukraine last week, sparking what could potentially be the worst threat to peace in the region since World War ll. His excuse was as nonsensical as they come. Putin accused Ukraine of the very thing that he was doing, committing an act of terrorism against a peaceful nation that wanted nothing more than to escape Russia’s moves to revive the old USSR. Military analysts say that Putin was expecting a quick end to his war, with Ukraine surrendering and eventually becoming a puppet state to Russia. Putin’s call for Ukraine’s military to oust President Volodymyr Zelenskyy fell largely on deaf ears. His countrymen knew that their leader’s claim that he was ready to die for them was no joke. Instead, what Putin and the world saw was a proud nation putting up a fierce and gallant stand, which unexpectedly exposed numerous weaknesses in the Russian military. Tanks ran out of gas, fighter jets were shot out of the sky, and the Ukrainian people put up a united front, especially in the capital of Kyiv. For all intents, it appears that the Russian invasion of Ukraine will end up as quite similar to its invasion of Afghanistan – a humiliating standstill if not outright defeat for the Russian occupying forces. Meanwhile, back home, Russia’s oligarchs and ordinary citizens have expressed their dissatisfaction at what their leader had done. He may have been a master politician, but he was clearly no brilliant military strategist, despite controlling the second most powerful armed forces in the world, next only to the US. He has also been wanting in support from the global community, which was united in calling for an end to the hostilities and a retreat of Russian forces from Ukrainian territory, airspace included. Having painted himself into a corner, the Russian president does not know what happens next, and this may drive him to take dangerous steps. Putin has gone so far as to imply that use of nuclear weapons was not out of the question, not only against the country he had invaded but also of European neighbors who would dare join the NATO alliance. This must stop now. As he, too, is a proud man, Putin needs a way out of the mess he got his country into without appearing like a weak leader. He could, for one, agree to peace talks at the soonest time possible. Diplomacy should always be an option and now is the best time to resort to this globally acceptable step. Putin could also declare some kind of victory by claiming that the Russian military had punished Ukraine enough, adding that a similar action is not out of the question should their next door neighbor continue to pivot towards potential NATO membership. The Russian president needs to take immediate action to end the invasion as the US and its allies had imposed such strict sanctions as to endanger his country’s economy. In the end, his invasion may have hurt Ukraine and its people, but the painful consequences would also be felt by the Russian economy and its citizens.

High blood pressure is not uncommon on the side of her father Gentry Saria, but cardiomyopathy, stroke and other cardiovascular illnesses have claimed the lives of relatives on her mother’s father’s branch of the family, Jenylyn shares. N APRIL 2013, I wrote a column titled “Nuclear Blackmail,” where I talked about North Korea’s Supreme Leader Kim Jong-un’s saber rattling, threatening to send nuclear ballistic missiles to the United States and Guam. Although nothing came out of Kim’s threat to send nuclear missiles to the U.S., it brought to the forefront of PERRY DIAZ geopolitics the notion that a nuclear power no matter how small, poses the danger of nuclear holocaust by threatening to use nuclear missiles against another nuclear power. And once North Korea uses her nuclear weapons, the U.S. will respond by unleashing a torrent of nuclear missiles against North Korea. Conceivably, this could lead to World War III and could, ultimately, end in a Mutually Assured Destruction or MAD, as is commonly used to depict what would result in such an exchange of nuclear missiles. Putin’s nuclear threat Nine years later, the same situation happened but on a bigger scale as a result of Russia’s invasion of Ukraine. Russian President Vladimir Putin’s threat to use nuclear weapons if the U.S. and her allies would invade Ukraine has caused concern in Washington DC. Indeed, with the U.S. arsenal of 5,500 nuclear warheads and Russia’s 6,000, it clearly raises the specter of a nuclear war that would destroy the entire civilization, which raises the question: What kind of a man is he who threatens to destroy mankind? Does the war in Ukraine warrant MAD? Only a mad man could think of such destruction, which makes one wonder: Is Putin crazy to risk nuclear war over some civil disturbances in Ukraine? I don’t think Putin is crazy. His problem goes far beyond the current situation in Ukraine. One has to go back to December 25, 1991 when the Soviet Empire disintegrated. Vladimir Putin, then a KGB spy, was out of a job. He ended working as a taxi driver to survive. But he lucked out when he found himself working for then-President Boris Yeltsen. One thing led to another. Pretty soon Yeltsin appointed him Prime Minister. But Yeltsin was very sick, which forced him to resign. He appointed Putin – a virtual unknown – as Acting President. Three months later, Putin was elected President of Russia. He’s been in power ever since. Geopolitical catastrophe In 2005, Putin told the Russian nation: “The demise of the Soviet Union was the greatest geopolitical catastrophe of the century.” He lamented, saying, “It became a genuine tragedy for the Russian people. Tens of millions of our fellow citizens and countrymen found themselves beyond the fringes of Russian territory.” Since then, he became obsessed with reviving the Soviet Empire when Russia ruled over Eastern Europe, from the three Baltic States down to Poland, Romania, and nine other former Soviet satellite countries. By 1997, all of them had joined NATO, except Ukraine who chose to remain neutral. It was a tragic mistake because Ukraine did not avail of the protection of NATO, whose Article 5 states that “an attack on one member will be an attack on all members.” Putin, who cannot touch any NATO country, took aim at Ukraine. Putin encouraged two separatist regions of Ukraine – Donetsk and Luhansk – to declare independence from Ukraine, which Putin readily recognized as independent countries and declared them as allies. Once again, Putin’s evil genius was at play. But Biden made a strategic blunder when he vowed never to invade or enter Ukraine. It emboldened Putin, which gave him the wrong message; which in effect was like saying, “Go ahead and invade Ukraine, I’ll stay out of it.” Biden’s reason was that once the U.S. forces entered Ukraine, it would trigger World War III. My God, didn’t Biden remember history? What he did was appease Putin just like when Neville Chamberlain appeased Hitler in 1939 when he declared “Peace for our time” and signed a peace treaty with Hitler. Eight months later, Hitler invaded Czechoslovakia, which ignited World War II. Appeasing Putin Eighty-four years later, Putin invaded Ukraine. Appeasement failed to work again. Reception followed at the UPA (United Pangasinanes of America) Building, 5028 A Mission Street in San Francisco, California. The reception at the UPA Social Hall was well attended by friends, relatives and officers and members of the UPA and the Senior Divino Tesoro Calasiao Association. Alvin Padilla, UPA vice president, checked the temperatures of all attendees who wore face masks. Other UPA officers at the reception include Fred T. Almeron, UPA president; Ernie Abalos, past president of UPA and the Senior Divino Tesoro Calasiao Association; Pacita Aningalan, wife of the late past UPA president Alfonso Aningalan; Lorette de Veas, wife of past UPA President Sozimo de Veas; Gloria Junio, former Mrs. Pangasinan; and others. Fondly called “Ludy,” she was called “Ate” and mother figure to all her siblings: Alfonso, Ben, Salvador, Tita, Delfin, Cardy and Caridad. She was the townmate of my beloved wife Virginia Jimenez Madlaing, who was born in Calasiao, Pangasinan, Philippines, last February 16, 1934 as the eldest daughter of Maria Abulencia and Lauriano Aningalan. As a young adult, she attended the University of Santo Tomas in Manila, Philippines where she studied medicine. She married Romeo (Romy) Cantiller in 1961 and had three children. With her father in the U.S. military service, Ludy and her siblings were able to immigrate to the United States in 1967. Ludy is survived by her three children and their families . . Edgar, Gina and Nikko… Arnel, LJ, Megan and Ashley . . . and Shellane, Chris, Pepper, Jacob, Michael, Jordan and Deija. She is also survived by her older brother Delfin, her youngest sister Caridad and many nieces and nephews. Ludy and her late husband Romy were very active officers of the UPA and the Senior Divino Tesoro Calasiao Association where they found lifelong friendships, brotherhood and love from “kababayans.” I am blessed to have Ludy, her late husband Romy, her son Edgar and wife Gina as valued clients of Mobile Signing Services (MSS) which I founded. Through the years, I have notarized and followed up the authentication and/or apostille of several Special Power of Attorney, Affidavits and other documents needed here in California and in the Philippines. My wife and I were also blessed and fortunate to visit Ludy in her home in Colma/Daly City and in her children’s home in Elk Grove and Sacramento area where she was taken cared until she passed away last February 13, 2022. Too much ado over snub of debates

ERCULES, California— There’s too much ado over frontrunning presidential contender Bongbong Marcos’ non-appearance at the CNNPhilippines’ forum that was staged recently. Some of his opponents took potshots at their chief rival and it’s pretty obvious why. I came across a group of TEDDY P. MOLINA Pinoy old timers at a Macdonald store here one morning when I dropped by for coffee and, not surprisingly, they were talking Philippine politics. I asked for comment on the raging issue back home about Bongbong’s no-show at the CNN forum. “Eh, di ba ang binabato ay ang mabungang mangga,” (Isn’t it that people throw stones at the mango tree that bears much fruits), they said almost at once. Throwing stones, so to speak, at Marcos Jr. has been happening since Day 1 of the campaign or even before the campaign began. The muckraking is beginning to look boring and unfair to Bongbong who’s been conducting his campaign on a high note. Whatever pulling or “fooling” they’re doing, their efforts to catch up with the leader of the pack look dismal. They’ve been lagging poorly behind in the surveys while Marcos Jr and his teammate presidential daughter Sara Duterte are constantly increasing their leads by leaps and bounds. This is happening while more and more groups are coming out declaring their support for the BongbongSara tandem. Here in U.S.A., the United States Pinoys’ Alliance for BBM-Sara (USPA for BBM-Sara) announced that the group has been catching fire, increasingly expanding its membership since they started the movement. Headed by former 6-term Milpitas, California Mayor Jose Esteves and construction magnate Lito Alcantara of Honolulu in Hawaii, USPA is taking the lead in mobilizing Filipinos to throw their support, campaign and “get the votes out” for Bongbong Marcos and Sara Duterte. Both political, business, civic, cultural and socioeconomic leaders, Alcantara and Esteves wield huge followings and influence among the various Filipino communities in the United States and back home. Alcantara, who earned his Engineering diploma from Mapua University in Manila, was born and raised in San Vicente, Ilocos Sur. He owns the Honolulu-based Group Builders, one of the largest construction companies in Hawaii and a top employer of Filipinos. He is considered a Pinoy patriarch in Hawaii. Mayor Esteves, who was a product of the University of the Philippines where he obtained undergraduate and graduate degrees (MBA), was a top executive of leading corporations like Meralco and Concepcion Industries before he migrated to USA. He traces his roots to Dagupan City. Mayor Esteves is an acknowledged leader in California’s Silicon Valley and is credited for relocating to Milpitas top IT companies which happened during his term. The move generated a lot of coveted jobs for Milpitans including Filipinos living there. Hawaii and California are considered as having the largest concentration of Filipinos in America. Hawaii’s Pinoy population consists mostly of Ilocanos. So plenty of Ilocanos that there’s a joke out there that got around and that is: you’re not a Filipino if you don’t speak Ilocano. In other words, Ilocano is regarded as the race, not Filipino. They’ve been noted for their solidarity. The Aloha state is the only one that ever elected a Pinoy governor in USA, as far as I know. Benjamin Cayetano whose migrant family came from Pangasinan practiced law before he ran and won as governor. Although Cayetano lost the Honolulu mayoralty race later on, another outstanding Pinoy ‘politico ‘ in Honolulu is Romy Cachola who served as state congressman and Honolulu councilman. He’s also a lawyer who had migrated from Vigan City in Ilocos Sur.

he answer to my question is no, the Commission on Elections as it is composed now cannot be trusted to hold honest elections less than three months from today. This mistrust is well earned, as the recent actions by the poll body say that the odds are being stacked in favor of the son and namesake BETING DOLOR of the late dictator Ferdinand Marcos. This bias is so obvious that a good many people say that the only way for Leni Robredo to win is for the electorate to give her such a sweeping victory that no one can dare alter the results. Sad to say, the Comelec has long been an institution that not only lacks sound management, but is also one that will think nothing of defying the will of the people, especially in local elections. There was even one time when the poll body tried and almost succeeded in being part of the government’s cheating machinery, back in the snap elections of 1986. Luckily, some of its people staged a now famous walkout when it became clear to them that the results were being manipulated in favor of the dictator, who exit polls had shown had lost to the widow Cory Aquino. Pro-Marcos elements in the poll body have come back in full force. Their decisions where the son of the dictator were concerned make this painfully so. Consider that all of the disqualification and/or cancellation of the presidential bet’s certificate of candidacy were rejected very quickly, even if some had been filed by legal luminaries including a former Supreme Court spokesman and, more importantly, a respected associate justice. Lawyers and law groups were not alone in recognizing the clear bias that the Comelec had shown Marcos Jr. Then there was the poll body’s Oplan Baklas, where election paraphernalia of Leni Robredo were removed, while similar materials of Marcos Jr. were left untouched. The poll body even had the audacity to instruct the police to enter private property and either remove tarps or paint over murals done in pink, the color of the Robredo campaign. Worst of all is the use of Marcos Jr.’s campaign colors of red and green to light up the façade of the Comelec headquarters in Manila. The message sent was loud and clear. Marcos Jr and his running mate, the daughter of the incumbent president, must win at all cost. The Comelec is supposed to be an independent body, free from political interference by whoever is in power. This is clearly not the case. After the resignation of commissioner Rowena Guanzon, the Comelec leadership is now controlled by Duterte appointees, none of whom have earned any kind of reputation for their honesty and integrity. Excuse me if I fear that the coming elections will be so fraught with cheating that a worst-case scenario could follow. There will not only be a repeat of 1986, and the subsequent Edsa revolt that followed, but it may not be as peaceful. Should this be the case, the only hope that the people will have is yet another Edsa-style mass action, which will not bode well for the democracy we pride ourselves in having, but which is constantly undermined by the political system that favors the moneyed. We all know which candidate has the deepest pockets in the elections, and who suffers from a severe shortage of funds. Again, the Comelec has turned a blind eye to the obvious massive spending done not only by Marcos Jr., but also his vice presidential running mate and their assortment of crooks and incompetents who are their poor excuse of a senate slate. What then can be done to salvage the May elections to assure that the vote will be free and fair? This time around, there is no Namfel which had thousands of volunteers spread out throughout the archipelago as what happened in 1986. There is no Jaime Cardinal Sin to serve as the voice and the conscience of the Filipino people. There are, however, two groups which could conceivably make a difference. One is the Armed Forces of the Philippines (AFP). Never mind its generals, whom Rodrigo Duterte has claimed has been bought with sacks of money. (Continue on page 27)

ven if RussiaUkraine relations are nowhere near my wheelhouse, I have spent the last several days captivated by Ukrainian President Volodymyr Zelenskyy and the people he is leading in self-defense. By now, everyone reading this paper has heard about the brave response of these people to an invasion by Russia. The rest of the world watched and Biden wagged his index finger while Russia, under Vladimir Putin’s direction, built up Ukrainian facing troops. And then they invaded, which was a half surprise. But the biggest surprise of all is how bravely the Ukrainians have fought off the invaders. Under resourced, often unarmed, it is a testament to how much this population has grown to value its freedom. At least, that’s the way I read it. These days, I am glued to the news. I am worried about the welfare of President Zelenskyy. I want him to live, despite the rockets the Russians are lobbing into the major cities in Ukraine. Part of my motive is selfish: here is a true leader, someone who transitioned from being a comedian to becoming President of Ukraine, whose bravery and leadership skills has had the chance to emerge in front of the world. And it is so impressive. I want to see him succeed. I want to see Vladimir Putin fail. From my distant view, the Russian gangsterdictator is backed into a corner. If he stands down in his invasion of Ukraine (and why would he), he gets egg on his face in front of the world. If he succeeds, he sends a message that he is the winner who gets what he wants. Europe, on the other hand, and the rest of the free world is grappling with its own wimpiness. Like a bunch of snowflakes, they can’t bring themselves to boycott Russian fossil fuels. With prices of these commodities surging, Putin needs to sell even less volume to bring in the same revenue. It seems like the world is sanctioning everything that it wants to sanction except the one key thing. The rich free world can’t take the pain of some extra inflation (due to less supply of natural gas and oil). I suppose they have not reconciled that Putin is war hungry and will impose his will on the world continuously if he is allowed to succeed with the Ukraine. The risk is that our sons go to war sometime in the future if this escalates. Finally, there is the notion that a country legitimately wants to be part of the free world. The people and their leadership has proven it with their actions. Democracies must protect their own. Otherwise, the bullies win. My mind is consumed with the Ukraine, with President Zelenskyy and the Ukrainian people. I can’t help it, even if puzzling developments are also happening in the Philippines, i.e. the resurgence of the Marcos family. I will right about that in the coming weeks so consumed am I with the Ukraine.

To do nothing is wrong; to side with evil is evil

t’s reassuring to know that the Philippines has voted with other peace-loving nations to support the United Nations General Assembly resolution condemning Russia’s invasion of Ukraine. In condemning Russia’s aggression, the Philippine statement said: “We strongly urge the cessation of hostili- VAL G. ABELGAS ties; but while an offense can be stopped at will, the defense cannot rest until the offense stops.” “We especially condemn the use of separatism and secession as a weapon of diplomacy for inviting and inflicting terrible cruelties and indiscriminate killings far in excess of that of any other kind of conflict,” the country statement added. Before the explicit condemnation vote, the Department of Foreign Affairs could only say, the welfare of Filipinos in Ukraine is the country’s “chief, singular concern” in an apparent effort to stay away from the conflict. Earlier, Defense Secretary Delfin Lorenzana said the country would stay neutral in the conflict. Three presidential bets agreed with Lorenzana when asked whether they agreed that the Philippines should stay neutral – Manila Mayor Isko Moreno, former presidential spokesperson Ernesto Abella, and businessman Faisal Mangondato. Moreno said the government should focus on the welfare of the Filipino first, especially in the time of the pandemic. Six other candidates did not raise their hands when asked who agreed that the country should stay neutral -- Vice President Leni Robredo, Sen. Panfilo Lacson, Sen. Manny Pacquiao, labor leader Leody de Guzman, Dr. Jose Montemayor, and former Defense Secretary Norberto Gonzles. Lacson said as a signatory to the UN charter that abhors aggression, the Philippines should condemn Russia’s action towards its neighboring country. Coming to the aid of an aggrieved nation being attacked by a bully country without provocation is the logical and reasonable action of a leader in such conflicts. By staying away from the conflict without even condemning the aggressor and helping the aggrieved, in whatever way he can, is a sign of cowardice and lack of compassion. Who was it who said, “The only thing necessary for the triumph of evil is for good men to do nothing”? This was reportedly falsely attributed to Edmund Burke, but the essence of the phrase can be attributed, according to openculture.com, to the philosopher John Stuart Mills, who said during his address at University of St. Andrews in 1867: “Let not any one pacify his conscience by the delusion that he can do no harm if he takes no part, and forms no opinion. Bad men need nothing more to compass their ends, than that good men should look on and do nothing. He is not a good man who, without a protest, allows wrong to be committed in his name, and with the means which he helps to supply, because he will not trouble himself to use his mind on the subject.” People from all over the world are condemning Russian President Vladimir Putin’s aggression in Ukraine, under the pretense of defending itself from possible aggression by members of the North Atlantic Treaty Organization (NATO) with the acceptance of Ukraine into its fold, and nations are doing what they can, including imposing stiff sanctions against Russia, its leaders and oligarchs, and providing military supplies to Ukraine. Even the historically neutral Switzerland got out of its neutrality shell to announce it was imposing sanctions against Russian banks and other businesses. The world would have understood if Switzerland just stood watching the conflict because it has played neutral in both the First and Second World Wars. And yet, the country’s leaders understood that this time, they should side with other peace-loving nations to deter the world’s aggressors. ith the invasion of Ukraine by Russia, the next question is will the Philippines be invaded by China? A look at the reason why Russia invaded Ukraine is because of its strategic location, meaning bordering the NATO countries which Russia is at odds. It is also the producer of gas and oil and other minerals that Russia need. The gas pipeline of Russia has to pass through Ukraine in order to sell its gas to most of EU countries. So it is very important that Russia own Ukraine. On the other hand, the Philippines is strategically located in the South China Sea which China wanted to control the passage of all ships going the United States and other countries. Once China controlled the sea lane, it could control the trade of nations and militarily control other countries. The Philippines is also important to China because of its rich natural resources including oil deposits, minerals and abundant fish and sea resources. For China, owning the Philippines is a must for its economic and military ambitions. In the 2016 elections there are news that China interfered by supporting the administration with significant financing. In the current election of May 2022, it is supporting again the administration candidacy of BBM. Before the Ukraine invasion, there are already Russians working as spies inside Ukraine. In the Philippines, there are about three million Chinese, ( under Chinese Constitution are required to be members of Chinese military) who are already working in the POGO (Philippine Online Gaming Office). The Chinese bought many coastal lands in the Philippines in Cavite, Cagayan. Bataan and Palawan, These coastal land are very important in any country for its defense and access to navigation. But there are major differences between Ukraine and the Philippines. The Ukrainian government is fighting the invasion with its own citizens. In the Philippines, the administration is supporting China and not resisting interference in election. The Filipinos are not as nationalistic as the Ukrainian in that if there will be an invasion, it is not clear if Filipinos will have the resolve as the Ukrainian to fight the invaders. Concepcion: Alert Level 1 came just in time for economy and workers MAKATI CITY- Presidential Adviser for Entrepreneurship Joey Concepcion said the IATF’s decision to downgrade the National Capital Region (NCR) and 38 other areas to Alert Level 1 starting March came just in time. “It’s a critical juncture for our economy. We are just coming out of the worst of the pandemic and straight into rising commodity prices worldwide. To have remained closed would have created a perfect storm for our MSMEs,” he said. Concepcion said that encouraging indicators on the country’s hospital utilization rates, positivity rates, and the number of new infections should help in encouraging more confidence in people as they return to normal activities. The Go Negosyo founder said the Philippine economy cannot afford to remain closed as the consequences of the war between Russia and the Ukraine are certain to reach local shores. “We have to have a strong economy if we are to weather this oncoming storm,” he said. Concepcion said the resilience of MSMEs in particular will be critical in keeping the Philippine economy strong. The war in the Ukraine has driven up commodity prices worldwide and is expected to have an immediate effect as

the local economy opens. Commodities like wheat, milk, sugar, vegetable oil, plastic resin, paper and gasoline have seen increases of over 100 per cent since the beginning of the conflict, sending shockwaves in markets across the world. “We’re moving from a pandemic and into a storm of rising commodity prices,” Concepcion said, “and this will surely affect our MSMEs as they already have difficulty recapitalizing their businesses.” He said reopening the economy has now become even more urgent as the country has entered a critical level in its debt-to-GDP ratio, which now stands at 60.5 percent. The Philippines has P11.73 trillion in domestic and external obligations, as it incurred an additional P1.93 trillion, or US$37billion in 2021. “Our ability to pay back our loans hinges on increased economic activity, which is dependent on more mobility,” he said. “With more establishments being allowed to operate at full capacity and now intrazonal and interzonal travel, this will greatly aid mobility. With greater mobility will come more economic activity.”

PASIG CITY -- The shift to Alert Level 1 in more parts of the country will generate an estimated P9.4 billion per week of economic activity in gross value-added terms, the National Economic and Development Authority (NEDA) said. During the Talk to the People of President Rodrigo Duterte, Socioeconomic Planning Secretary Karl Kendrick Chua presented the benefits of moving to the most relaxed coronavirus disease 2019 (Covid-19) alert level and the Economic Development Cluster’s proposed 10-point policy agenda. “Ang Alert Level 1 ay magdudulot ng benepisyo sa 62 percent ng ekonomiya at sa halos 20.3 milyon na manggagawa o 48 percent ng total workforce ng bansa. Sa pagbaba sa Alert Level 1, tinatayang mababawasan ng 170,000 katao ang bilang ng unemployed sa susunod na quarter ,” Chua said. He said the benefits would increase to P16.5 billion of economic activity in gross value-added terms and translate to P5.2 billion more in salaries per week if the whole country shifts to this alert level. This would also result in 297,000 fewer unemployed workers over the next quarter. If not for the pandemic, he said, the size of the Philippine economy would have reached P25.3 trillion in 2022. “Nakabawi tayo sa 2021 with a 5.6 percent growth, ngunit kailangan pa natin bawiin ang nawala sa nakaraang dalawang taon na nagkakahalagang P3.8 trillion.

Chua said the shift to Alert Level 1 would further improve the performance of key sectors, such as tourism. “The contribution of domestic tourism to the economy fell by P1.5 trillion or 7.4 percent of the GDP (gross domestic product) in 2020. We can recover at least half of that or P750 billion by shifting to Alert Level 1,” he said. Chua also reiterated the need to reopen all schools for face-to-face learning as this will provide a big boost to the economy and improve learning and productivity. The NEDA estimated that resuming face-to-face learning would increase economic activity by about P12 billion per week due to the return of services around schools, such as transport, dormitories, food stalls, and school supplies stores. This will also avert about P11 trillion in productivity losses and improve learning outcomes by about 50 percent. However, Chua said Alert Level 1 is not fully implementable if working parents need to stay home to help their children study. He said resuming face-to-face learning is expected to free up the time of onefourth of parents who skip work or reduce work time to accompany their children in home learning.

SEC implements cap on lending, financing firms’ interest rates PASAY CITY – The Securities and Exchange Commission (SEC) has issued the memorandum circular implementing the cap on interest rates and other fees imposed by lending and financing companies, and their online lending platforms (OLPs). SEC Memorandum Circular No. 3, Series of 2022 (SEC MC 3), which will take effect on March 3, provides the guidelines on Bangko Sentral ng Pilipinas (BSP) Circular No. 1133, Series of 2021, on the ceiling/s of interest rates and other fees charged by lending companies, financing companies, and their online lending platforms. The BSP circular prescribes the maximum interest rates and other fees charged by lending and financing companies, and their OLPs. The central bank fixed the maximum nominal interest rate at 6 percent per month, or about 0.2 percent per day, and the effective interest rate (EIR) at 15 percent per month, or about 0.5 percent per day for covered loans which are unsecured, general-purpose loans that do not exceed the amount of P10,000 and with a loan tenor of up to four months. The EIR is expressed as the rate that exactly discounts estimated future cash

flows throughout the life of the loan to the net amount of loan proceeds. It includes the nominal interest rate along with other applicable fees and charges, such as processing fees, service fees, notarial fees, handling fees, and verification fees, among others. It excludes fees and penalties for late payment and non-payment. Meanwhile, lending and financing companies may only charge penalties up to 5 percent per month for late payment or non-payment on outstanding scheduled amounts due. A total cost cap of 100 percent of the total amount borrowed, applying to all interest, other fees and charges, and penalties, regardless of time the loan has been outstanding, will also be imposed. The cap on interest rates and other fees will apply to covered loans which lending and financing companies will offer once the rules take effect on March 3. Lending companies, which fail to comply with the rate limits, will be subject to penalties worth P25,000 and P50,000 for the first and second offense, respectively; while financing companies will be penalized with P50,000 for the first offense and P100,000 for the second offense.

Mortgages Rates Rising Fast

ortgage rates hit their highest level since March 2020 last week, clocking in at 3.96%. Despite the recent increase, rates remain below what they were before the pandemic and near historic lows. Loan Experts have attributed the recent upward trend in mortgage rates largely to the highest inflation in 40 years, and expectations that the Federal Reserve will ease up on pandemicassociated monetary policies such as raising short-term interest rates above zero. COVID has definitely injected uncertainty into the markets. Interest rates are likely to move up more when the Fed raises its rates, a process expected to begin this March. Here is what last week’s mortgage rate changes mean for existing homeowners. Despite rates being higher than they were a month ago, it still might make sense to refinance your loan if you’re in certain situations. It was only a few years ago that rates were close to or above 4%. Refinancing makes the most sense if you can snag a new interest rate close to 0.75% below your current one. If you are refinancing a non-owner occupied property, those rates are off the charts but seems like more non owner cash out loans are in our pipelines. These investors of these rental homes are wanting to cash out and prepare for another real estate bust so they can buy more properties as I am told. Now might be the time to go forward with a refinance if you’re on the fence about it. Experts anticipate rates will generally keep moving up, so consider crunching the numbers with a few lenders to see if you can benefit. You might be one of the nearly 6 million homeowners who could save money by refinancing. Those homeowners, who could see their interest rate drop by 0.75% or more, could save an average of $276 a month. What the Latest Mortgage Rates Mean for New Homebuyers You might need a larger down payment to stay within an affordable range because of rising home prices the past few years. Pinoy boxer wins world champion belt as another champ falls in Vegas DUBAI/LAS VEGAS/MANILA - Unheralded Filipino boxer Vincent Astrolabio defeated Cuban champion Guillermo Rigondeaux via a unanimous decision upset on February 27 at the Dubai Marina of the Emirates Golf Club in the United Arab Emirates. With his victory, Astrolabio snatched the World Boxing Council (WBC) international bantamweight title. In Las Vegas, Nevada, meanwhile, Filipino world champion Jerwin Ancajas lost his International Boxing Federation (IBF) super flyweight belt to unbeaten Argentinian Fernando Martinez in a 12-round unanimous decision by the judges on February 26. Martinez pressed the action as early as the first round at The Cosmopolitan, consistently outworking Ancajas to earn the upset victory, with two judges scoring it 118110 and a third seeing it 117-111 for the 30-year-old challenger. Martinez improved to 14-0 with eight wins inside the distance. Ancajas, who was making his 10th defense of the title he won in 2016, fell to 33-2-2 with 22 knockouts. PATAFA-Obiena row worsens, dims top pole vaulter’s chances

MANILA – It seems the issue involving world-class pole vaulter Ernest John “EJ” Obiena is worsening which may affect his chances at competing in the world arena. Juico filed the case four days after the Senate hearing where Obiena finally agreed to mediation and the PATAFA de-

claring the same. Senate Sports Committee Chair Christopher “Bong” Go presided over the hearing with Senators Francis “Tol” Tolentino, Pia Cayetano, Franklin Drilon and Ronald “Bato” dela Rosa in attendance. “Where’s the good faith there?” Tolentino asked. “The POC thought they [Patafa] were for mediation and even EJ already agreed to the procedure.” Tolentino added: “Filing a complaint against Obiena and the POC means the PATAFA is included in the complaint because PATAFA is a member of the organization.” The Executive Board, in a hybrid meeting at the Knights Templar Ridge Hotel in Tagaytay City, authorized Tolentino to hire a lawyer and appoint a CAS juror, as well as appropriate still undetermined fees for the defense. All except Chairman Steve Hontiveros and First Vice President Al Panlilio attended the meeting, with lawyer Charlie Ho of netball who ran under Juico’s ticket in the November 2020 POC elections filing the motion for the appropriation of

lawyers and CAS fees. POC Chief Legal Counsel Wharton Chan said Juico filed the complaint through his lawyers, the Aranas Cruz Araneta Parker & Faustino Law Offices. The complaint cited the POC’s breach of jurisdiction on the Obiena issue, dismissal of the case Obiena filed with the POC through its Athletes Commission and withdrawal of the persona non grata sanction on Juico. Chan said the POC could not be cited on issues over jurisdiction on the Obiena case, saying “the POC is not a judicial body but a corporate one and the focal issue is on the attitude and unethical conduct” on Obiena’s complaint of harassment against the PATAFA. “The CAS asked for more evidences from the PATAFA such as proof of notices, among others,” Chan said. The International Olympic Committee created the CAS “to bring about the resolution of sports-related disputes which are submitted to it through ordinary arbitration or through appeal against the decisions of sports bodies or organizations.”

‘Truly phenomenal woman’

ELIZABETH NIEVA – JUBIDA

ELIZABETH NIEVA - JUBIDA was born November 19, 1950 in Lucena, Philippines. She was the seventh of Manuel and Estrella Angeles Nieva’s 10 children. Called “Beth” by intimates, she led a storied life dedicated to family in the name of Christ that cancer ended too soon on February 22, 2022 in Vancouver, Canada. She left behind her husband Rafael Jubida, their sons Jonas, his wife Karen and daughters Sadie and Abigail; Jonathan, his wife Cristymarie and daughters Jada and Jule of Vancouver, Canada; and their daughter Joyce, husband Allan and daughter Amelia of Orlando, Florida. Her youngest child and only daughter Joyce J. Magbanua honored her as “a truly phenomenal woman” at March 2 funeral rites. “Loving, funny, and sassy” best described their matriarch, Joyce said. “She showed her love through spending hours making kwento and laughing, or cooking and feeding her loved ones. My mom’s favorite past time was seeing how many extra plates of food she could encourage you to eat, of every Filipino dish she learned to make.” While warm and affectionate, Elizabeth was cerebral, strong and fearless. She was articulate and eloquent, engaged passionately in discussion of subjects that mattered to her. She was unafraid the speak up, but she was empathetic and respectful of other perspectives. “Like so many of the dishes she created, my mom had many layers of flavor,” Joyce shared. “She was opinionated, fiercely loving, intelligent and thoughtful, never one to back down. She evolved and reinvented herself many times in her life, as her priorities changed and the family immigrated to Canada and the United States. Before she retired, she worked for years at a large pediatric medical practice. “Oncology was her specialty, ironically,” Joyce noted. “I think back now and maybe God had placed her there to witness the strength and fortitude that would be needed to face what would ultimately be the reason why she was taken from us so early.” (Continued on page 25) OBITUARY

UIS, the son of Vicente and Nemesia Cardozo, and brother to Teresa, was born in Manila, Philippines. He later moved to Lico, near Daet, Camarines Norte. Luis attended Daet Parochial School/La Consolacion, Class of 1970. He obtained a Bachelor’s Degree in Electrical Engineering from University of the East. Some of Luis’ fondest childhood memories were with his parents and sister, nicknamed Marita. They had family picnics with fresh chicken, green papaya, pepper leaves, and homemade coconut milk. He loved swimming in the river. He fondly remembered his parents for being patient, caring, and loving. If you had a chance to talk with Luis, you would enjoy wonderful talks about many things. He could engage with you on his background as an electrical engineer and a mortgage broker-realtor. He would chat about his fascination with music, finance, physics, and science. He enjoyed tutoring to his children, and he was a tireless student, always picking up new interests and trades. Luis was passionate about singing, tennis, ping-pong, and, later, golf. Tips for your game? He always had techniques to share. Luis Vicente Cardozo One of Luis’ greatest achievements was the Bay Area July 10, 1954 – Feb. 17, 2022 Camarines Norte Association (BACNA), which he founded with his wife, the former Brenda Dwyer, in 1980 to unite fellow Bay Area Filipinos to give back to their hometown. He was nominated and elected as the first President. BACNA raised funds for goods, medicines, and medical supplies to their hometown folks and hospitals. BACNA evolved into an annual surgical mission to Camarines Norte providing free surgery to those in need. Forty-two years later, after over 20 years of surgical missions, BACNA continues to thrive with the support of its officers, members, and volunteers. Luis was also one of the signatory founders of the Devotees of Our Lady of Peñafrancia. (Continued on page 25)

Virginia Chiong Fausto Cruz (June 2, 1929 – February 23, 2022)

V

irginia (Veging or Nene as she was fondly called) was born in Santa Cruz, Zambales (Philippines)on June 2, 1929 to Dr. Natalio Fausto and Mercedes Chiong. The eldest of eight children, she grew up and spent her teenage years in Santa Cruz until she graduated from High School. She moved to Manila to pursue her college education and in April 1951 she received her Bachelor of Science in Home Economics from University of Santo Tomas (UST). In April 1953 she met her future husband Jesus Fernando Cruz. After a few months of whirlwind courtship they tied the knot on July 18, 1953 in Victoria, Tarlac. They settled down in Paniqui and have nine kids of their own. Together with her two youngest sons and two youngest daughters, Virginia followed her husband to San Francisco in December 1980. The rest of the family followed five years later. They’ve been married for forty-five years when her husband Jess passed away in 1998. She loved traveling and playing mahjong on her spare time but mostly enjoyed babysitting her grand kids. Virginia passed away last February 23, 2022 before 4:00pm in South San Francisco. She is survived by her nine children, daughters & sons in-law, ten grandchildren, three great grandchildren, only surviving brother Carmelito (from Australia), brothers & sisters in-law, cousins and many nephews and nieces. His other humanitarian efforts included his time as President of the Philippine Professional Business Society of Santa Clara County (PPBS). PPBS provided mentorship for professional development, youth scholarships, disaster relief donations, and senior assistance, among many other efforts, for the Filipino community. Amazing as his accomplishments were, Luis would point to his family as proof of his life well lived. “Many of the happiest times of my life were with my wife. With her, time just flew by…,” he often said. Although all he could only eye her from a distance at first, he worked up the courage to court her, which paid off. He shared with anyone who would listen that Brenda is “gorgeous, intelligent, compassionate,” and so many qualities he had dreamed of his life partner. The childhood sweethearts married on November 29, 1976. Luis and Brenda had three children: Kathryn, followed by Jaclyn, and Bradley. Luis was a dedicated and loving father, always reserving every Sunday for Family Day and summers for family vacations. He enjoyed driving the kids to school every morning, during which he would always find ways to impart his wisdom to his captive audience. Luis taught his children not only practical knowledge, but also how to live a happy life and to be a contributing member of society. All three kids graduated college – Kathryn with a BA in Communications & Political Science from the University of California, Santa Barabara and the University of Glasgow, Scotland; Jaclyn with a BA in Urban Studies & Sociology from Loyola Marymount University; and Bradley with a BA in Anthropology & Asian Studies from Cornell University, an MA in Anthropology at the University of California, Los Angeles, and he is currently completing his PhD at UCLA. The family grew when Kathryn married Burton Sue, and Luis treasured his role as Lolo to his three loving grandchildren, Mateo, Alyssa, and Asher. Will Livermore also joined the family and became one of Luis’ cherished golf partners. We will all miss Luis – husband, father, lolo, uncle, and friend. May he inspire us all to live a Life Well Lived, just like he did. Joyce urged her relatives to remember her mother as a loving wife of 48 years, a model parent and grandmother. She was a caring daughter, sister, best friend and colleague, a devout Catholic. “What she would want us to remember is that she was grateful and she cherished every day of every year with my dad and our family. My mom would want us to remember her laugh, her jokes, her macaroni salad, her thoughtfulness and wit,” said Joyce, a registered nurse and senior director of a company specializing in home and community-based services. Elizabeth Nieva - Jubida is also survived by her siblings and their families in Orlando, Vancouver, Chicago and San Francisco and her many friends around the world whom she touched with her grace, wisdom and fidelity. PG&E Develops, Scales and Expands Deployment of New Technology; Eligible Customers Can Get It for Free SAN FRANCISCO, Calif. — As part of its work to build a stronger, more resilient energy grid for the hometowns it serves, PG&E successfully developed a first-of-its-kind personal microgrid backup power transfer meter device for customers that fully integrates into PG&E’s existing electric SmartMeter system. The device provides customers with a more reliable solution for interconnecting backup power sources, such as portable generators or batteries, to power essential devices and appliances during a power outage. Customers in High Fire-Threat Districts (HFTD) as defined by the California Public Utilities Commission who have been issued a rebate for a qualified backup generator through the Generator Rebate Program are eligible to receive a backup power transfer meter device and have it installed by PG&E, free of charge. The device comes with a universal adapter allowing customers to safely connect off-the-shelf backup power sources as needed, helping PG&E’s most vulnerable customers safely and easily attach auxiliary power to their homes. ProRobredo forces have not only battled Marcos Jr.’s trolls to a standstill over social media, they have been winning the war. Any and all acts by the Comelec favoring the son of the dictator should be disseminated over social media, all the way to election day and the important days and weeks that follow when a winner has not been proclaimed. And if massive cheating is the reason why a lying and incompetent drug user ends up as the winner, then nothing should be considered as being off the table, even foreign intervention, as tasteless as this may seem. Otherwise, the Philippines goes back to being a democracy in name only, with only a pretense of being an independent republic. His actions have become even more dangerous in the aftermath of his previous attacks on NATO and his threat to pull out of the long-standing alliance when he was president of the nation that was supposed to lead the fight to protect democracy all over the world. Sen. Mitt Romney was not fully right when he said Trump’s words were “almost treasonous” because it is “absolutely treasonous.” At a time of major conflict that could involve the US in a wider and more devastating war, “sleeping with the enemy” is an act of treason. Equally treasonous is the holding of a rally by white nationalists whose leader, Nick Fuentes, proudly proclaimed in his messaging app Telegram, ““I am totally rooting for Russia,” and referred to Putin as “my Czar.” The Russia-Ukraine conflict is a war between right and wrong, and between good and evil. To side with wrong is wrong, and to side with evil is evil. It’s as simple as that.

Once again, it shows the tokenism that has characterized the Biden administration. On February 26, the U.S., the U.K., Canada, and Europe committed to remove some Russian banks from the SWIFT system

At first, Biden was hesitant in supporting the expulsion of Russia from SWIFT. Arguably, it is one measure that appears to strike fear at the heart of the Kremlin, which is to cut Russia from the global banking system. It is interesting to note that in 2014, Iran was blocked from the SWIFT system because of its nuclear program. In 2019, then-Russian Prime Minister Dmitry Medvedev said losing access to SWIFT would be akin to a declaration of war against Russia, which demonstrates how vulnerable – and dangerous -- Russia is to such action. I guess that’s what scared Biden. Deterrent move Indeed, SWIFT would be one deterrence that would stop Russia from further invading Ukraine, simply because it would cause severe economic dislocation in Russia. It might even bankrupt – and implode -- the Russian economy. That’s like dropping a nuclear bomb without the radioactive effect. We might witness the second disintegration of the former Soviet Empire. But after Putin broke his word that he’ll never invade Ukraine, Biden was still optimistic that “peace can be achieved for our time.” “There’s still time to avert the worst-case scenario that will bring untold suffering to millions of people if they move as suggested,” Biden said. “The United States and our allies and partners remain open to diplomacy, if it is serious when all is said and done. We’re gonna judge Russia by its actions, not its words.” But Putin’s actions say it all: Ukraine has been invaded and thousands of Ukrainians are running to Poland, Romania, and Hungary. For all intents and purposes, World War III has begun! But if Biden wants to achieve peace, all he has to do is appease Putin by accepting his demands; to wit: (1) Ukraine promises never to join NATO; (2) Recognize Russia’s annexation of Crimea; and (3) Demilitarize Ukraine’s armed forces. However, Ukraine has stood firm in its resolve to join NATO and the European Union in the future, which was enshrined in Ukraine’s constitution of 2019. Zelensky, ever defiant, said, “We are not afraid of anyone or anything.” Meanwhile, the Trump cult has gotten behind Putin. Following Trump who said that Putin is a “genius,” cult member Mike Pompeo parroted Trump’s praise, saying Putin is “very shrewd, very capable. I have enormous respect for him.” Tucker Carlson, a FOX News host, had nothing but praises for Putin. But after Putin invaded Ukraine, Carlson changed his tune, which just shows if he truly means what he says on FOX News. At the end of the day, while I wish Biden would show more resolve in fighting for the Ukrainians’ independence, I hope that Putin would realize that threatening to use nuclear weapons against the U.S. is nothing more like when children fight, threatening each other but hardly throwing a punch. In Putin’s case, his threat was nothing more than nuclear blackmail – mark of a coward -- that threatens to use nuclear weapons against the U.S. but doesn’t have the guts to press the First Strike button knowing too well that the U.S. would respond with a devastating Second Strike that could wipe out Moscow off the face of the Earth. WHO recommends antiviral drug molnupiravir for patients with non-severe covid-19 GENEVA - The antiviral drug molnupiravir is conditionally recommended for patients with non-severe covid-19 who are at highest risk of hospitalisation, says a WHO Guideline Development Group of international experts in The BMJ. Patients who are at highest risk of hospitalisation typically include those who are unvaccinated, older people, and those with weak immune systems or chronic diseases. However, the panel says that young and healthy patients, including children, and pregnant and breastfeeding women should not be given the drug due to potential harms. Molnupiravir is an antiviral medicine that works by stopping coronavirus from growing and spreading. Used as early as possible after infection, it can help prevent more severe symptoms developing. Today’s recommendation is based on new data from six randomised controlled trials involving 4,796 pa-

s the pandemic continues to infect and kill people in the United States and around the world, Ukraine is ravaged not only by COVID-19 but by Russia’s Putin-22, a modern-day Hitler, a ruthless power-hungry land-grabber and murderer. The unprovoked attack has PHILIP S. The bold and steadfast leadership and supreme courage of Ukrainian President Volodymyr Zelensky have heartened and emboldened his people, including old men and women and teenagers (as families) to fight the superior, well-armed, Russian invaders, many Ukrainians with Molotov cocktails only (a brilliant strategy), some with kitchen knives, as their weapons to protect their country. Zelensky has inspired the whole world with his love of country and resolute bravery, insisting on staying in his office, risking his life, ready to personally join the battle, arm-to-arm with his people and other Ukrainian officials, against the Russian tanks and soldiers marching towards the capital city, Kyiv, as the world watches with anxiety, admiration, pride, solemn joy, compassion, and prayers for Zelensky and his people. All nations of goodwill must support this bitter struggle of the Ukrainian people, and get rid of Putin, who is now threatening “any country meddling in his invasion of Ukraine” with his “nuclear option,” which could endanger the entire planet. Indeed, Vladimir Putin must be stopped now and charged with a crime against humanity and be brought to justice before the Hague Tribunal, to serve as a warning to all other brutal tyrants and potential invaders around the globe. Still undefeated and undeterred, Zelensky, the David, deserves a Novel Peace Prize, while despot Putin, the crazy Goliath, owns the condemnation of the world. Nuclear Putin is potentially much worse than all the COVID-19 variants in this pandemic combined. Omicron deaths Omicron (BA.1), and its subvariant, Stealth Omicron (BA.2), are milder but not mild and should not be confused as non-killers. Almost 4,000 COVID-19 deaths were reported in the United States Wednesday last week, 99.8 percent of them suspected as caused by Omicron by the US CDC, and around 69-74 a month before. Stealth Omicron, after more than 50 mutations in the bodies of the unvaccinated, and which has been found in all 50 US states, is considered to be 30 percent more contagious, perhaps more lethal too, than Omicron, which is still dominant in many countries. In Denmark and South Africa, the BA.2 is the dominant variant, between 80-90 percent. The UK Health Security Agency (HSA) reported on February 25th that BA.2 accounted for 30.5 percent of its cases the previous week, which was only 4.1 percent in January. UK found no evidence of increased risk of hospitalization with BA.2 compared with Omicron, and that the vaccines are effective for both and for other past variants. Studies revealed that there was 67 percent effectiveness against symptomatic BA.2 infection two weeks after a booster shot. Florida reported 131,699 cases and 1,324 deaths from Stealth Omicron in the first week of February. This subvariant also has the ability to reinfect those who already had the Omicron infection in the past, as sown in dozens of cases in Denmark. In the United States, Covid-19 infections continue to flatten out. The US CDC revealed the 7-day moving average of new cases was 68,815 on February 15th, plunging from 105, 794 the week before. There are almost a million deaths in the United States so far. For seniors, especially with health issues (COPD, diabetes, hypertension, heart disease, kidney illness, etc.), people who are immunocompromised, those with severe allergies, are still at high risk to get sick with breakthrough infections. We cannot let our guard down yet. It’s too premature. The virus is still replicating and mutating the bodies of those millions of unvaccinated

people in the United States, and churning out new, possibly more serious strains. New subvariant H78Y The Stealth subvariant of Omicron had “spawned a potentially deadlier subvariant” of its own, H78Y, found in Denmark, making up about 30 percent of its cases a few weeks ago, now diving to around 1 percent of the cases, perhaps because more than 81.6 of the people are fully vaccinated. Those who are fully vaccinated, or those who had COVID-19 infection before, could still be infected or re-infected (breakthrough infections and reinfection by new variants and subvariants that are still not identified. After an infection, one is immune only to the infecting variant, but not to other variants. (New York Times) - This seems to clear the mystery around the origin of SARS-CoV2 virus of COVID-19. A New Hampshire hospital received hundreds of harassing phone calls and a bomb threat from a group called “The Truth Seekers,” whose members demanded that a COVID-19 patient there receive ivermectin. (Washington Post) - Ivermectin, like hydroxychloroquine, has been found to be effective against COVID-19. Scientists around the world believe “that many countries lifting protective measures against SARS-CoV2 have increased the spread and contributed to more mutations.” Many states in the USA are beginning to unmask and do away with social distancing, which is premature. Together with more than 3,700 other scientists, leading experts in the United Kingdom posted an open letter “criticizing Prime Minister Boris Johnson’s decision to end all protective measures against COVID-19, warning that increased and uncontrolled SARS-CoV-2 transmission would bring new risks.” Indeed, we still need to be careful, vigilant, and patient. LESSONS WE LEARN FROM PANDEMIC By TIM PEDROSA

No one could have foreseen the dramatic way in which the challenges of the year 2020 would alter people’s lives around the world. The COVID-19 pandemic has introduced new complications to people’s lives everywhere, but among those battered most by its economic impact were those living in emerging economies where prosperity was already struggling to take hold. Global progress against poverty during the past several decades has been fragile, if not misleading. The aftermath of the pandemic has pushed hundreds of millions into poverty, with some estimates suggesting as many as half a billion people could fall below the poverty line. We have learned that wealthy countries are better able to weather economic storms. In the US for instance, after the onset of the pandemic, the government moved quickly to mitigate its fallout enacting stimulus bills. We have learned some critical lessons during the coronavirus crisis. It has taught us that we can bring scientists together from all sectors in new and creative collaborative arrangements and get things done a lot faster than people might have thought possible before the pandemic. We have learned that we need to be better prepared for the future. We have learned how to work through the social isolation that our patients and frontline workers in the hospital and families are experiencing and finding novel ways to communicate via the use of IPods, Face Time, Face Book Messenger, etc. The use of telemedicine has greatly improved our ability to continue a provider relationship with our patients. We have learned how to embrace environments that are perpetually changing and to become adaptable in response to an ever-changing body of evidence. I believe that we have connected differently since the pandemic; perhaps our priorities have shifted and we value things we did not prior to pandemic. The amount of isolation that we have as a society has been difficult to experience. It has been a culture shock; however, we have learned that things like wearing a mask and social distancing are for the greater good. I believe it has also taught us how quickly we are capable of adapting to changes. Within months of the pandemic, many of us adjusted to living our lives differently; how we work, how we educate, how we interact with others, how we spend our time, and how we live our lives. I have also learned that the world, people, places, and activities with which we interact have become much smaller, but we have been much more grateful and appreciative about things and have become more charitable. As we reflect more on the tumultuous sequence of events throughout year 2020, we experienced many firsts, from wearing a mask to learning and communicating more online. It has been a learning experience for many of us all. Resilience is defined as the ability of people or things to recover quickly after something unpleasant, and this year has certainly shaped the way many of us, individuals, families and communities adapt to the significant changes. On a personal level, these are some key takeaways many of us bring into our personal experience. We have also learned of some people who serve willingly without expecting recognition, bless their hearts. However, we have also learned of some people who take the pleasure of announcing the good things they have acquired, the good food they eat and the accomplishments they have made to feel important. Bit of we think about it, at the end of the day, it is not about what we have or what we have acquired nor accomplished, it is about whom we have lifted up, whom we have made better; it is about what we have given back; that a genuine leader is a molder of consensus doing the right and noble things even no one is watching because certainly, silent water runs deep! The purpose of life is not to be happy. It is to be useful, to be honorable, to be compassionate and to have it make some difference that you have lived and lived well – Ralph Waldo Emerson.

Changing the Form in Sacraments The Seven Sacraments of our Catholic faith are instituted by our Lord Jesus Christ to give us graces specific to each sacrament. Each Sacrament has a MATTER and FORM (formula). The graces from the Sacraments are for our salvation and sanctification; they make us worthy of God and relationship with Him. We cannot live without the Sacraments of our faith. We are meant to approach and receive them as often as is taught to us by REV. JOSE PELAGIO A. PADIT, SThD our faith. Especially the Sacrament of Baptism, this is the first and fundamental Sacrament that ushers us to the life of God, to the life of the Church, and to the other Sacraments, must be given importance, seriously and reverently celebrated according to how it is intended by our Lord Jesus and by His Church. In past these weeks, there has been news and controversy about some deacons and priests who have changed the formula of the Sacrament of Baptism: Instead of saying the correct form; “I baptize you…” they used their own formula; “we baptize you…” The change of the “I” with the “we” may seem not disturbing or not a serious matter. However, it is in truth a very serious matter. The Vatican after being informed of this issue reiterated the fundamental position that ALL SACRAMENTS has Christ as the Doer or Actor; hence, any Sacrament, or precisely Baptism, not celebrated as it should be and done without using the correct formula is invalid. If a Baptism done with invalid formula; then, the person has not yet been baptized. No one can arbitrarily change the form or formula of the Sacraments; otherwise, they will also change substantially, it will no longer be what that Sacrament is about. A Sacrament ceases when it is tampered, it is no longer what it is. Focusing on Baptism, it will no longer be the Sacrament of Baptism intended and instituted by Christ Jesus when we change its form. Three fundamental reasons we must always remember in regards to the Sacrament of Baptism, which is also applicable to all Sacraments: First, by REASON OF INDENTITY, the Sacraments are identified to Jesus Christ as their Author and single Actor or Doer of them and in them. The “I” in “I baptize you…” is the “I” of Jesus Christ. The minister, the priest or deacon, celebrating the Baptism for a baby or an adult is doing it in the person and in the name of Christ; he becomes indeed Christ Himself. So, the ordained minister’s “I” is united to the “I” of Christ. It cannot be “we” because only Jesus Christ is the only author and single doer of the Sacrament. The instrument, the minister, cannot be the Primary and Source Cause of the Sacrament of Baptism nor other Sacraments. Changing the formula would mean it is no longer Christ doing it. It is like, the painter and his brush. The brush never owns the painting; the master piece bears the name of the painter; even if, the brush was used to paint it. Second, by REASON OF MERIT, the Sacraments’ graces come from the merits of the Paschal Mystery of the Lord Jesus Christ. The priest or deacon or the congregation present celebrating the Sacrament do not have merits at all; salvation and sanctification are works of God and only God gives salvation and sanctification won by the action of Jesus Christ. The Paschal Mystery of the Lord Jesus is the inexhaustible source of merits to give graces and blessings to the one baptized. It is Jesus who died, not the priest nor deacon, nor the faithful or family present. However good or saintly the priest or whoever is administering the Baptism, it is never by their merits that graces go into the person being baptized. It is Christ’s merits and from Him alone. The ordained ministers are mere instruments or conduits of God’s graces. Changing; therefore, the formula means Christ’s merits are undermined and not recognized mainly and exclusively as source of blessing and grace. Third, by REASON OF CHURCH LAW – Canon Law; the Holy Mother Church as a universal divine-human institution has set rules, norms, and laws that govern our communal and individual actions and worship, et cetera. Nobody can change arbitrarily any Sacrament or precisely the form in the Sacraments without the information and permission of the Universal/Catholic Church. Any change is flagrant abuse and offense against the Sacrament being celebrated; thus, rendering it invalid. That is why, the faithful present must also be aware and has the responsibility of citing, questioning, or correcting the minister when such changes occur for clarity and fidelity to Christ’s truths and teachings. California leads nation’s ZEV market, surpassing 1 million electric vehicles sold SACRAMENTO – As California’s booming zero-emission vehicle (ZEV) market continues to lead the nation, Governor Gavin Newsom lifted up the state surpassing 1 million plugin electric cars, pickup trucks, SUVs and motorcycles sold in California – more than the total sales in the next 10 states combined. New data also show that California, with only 10 percent of the nation’s cars, now accounts for over 40 percent of all zero-emission cars in the country. The Governor traveled to Stockton to visit Michael Macias, the owner of the millionth electric vehicle sold in California. Macias, a Central Valley native, received several rebates and tax credits on his purchase of a new Volkswagen ID.4. Watch the Governor’s conversation with Michael here. “This milestone is a testament to the success of California’s nationleading policies and investments to support our bold ZEV goals while driving down costs for all,” said Governor Newsom. “Creating a clean transportation future is the most im-

pactful step we can take to fight climate change. We’ll continue using our market dominance and historic investments to accelerate the ZEV transition globally while expanding access and affordability across the state, especially in underserved neighborhoods.” Bolstering a critical component of California’s climate action, the Governor has advanced bold investments and policies to move forward on the state’s ZEV goals, including the California Blueprint’s proposed $6.1 billion in additional funding to create a $10 billion total ZEV package. The historic investment will help make ZEVs more affordable and convenient for all Californians. The state has also implemented targeted policies to help more middle- and low-income consumers buy these ultra-clean vehicles. To date, over 30,000 low-income consumers have been assisted under the Clean Vehicle Rebate Project, which will now only apply to affordably priced electric vehicles. “Investing in a ZEV was the perfect opportunity to put my principles

of being a good steward of the earth into practice,” said Macias. “The rebates available in California are a huge help for middle class and lowincome individuals who feel priced out, and help make sure the communities most impacted by pollution and climate change have the chance to benefit from ZEVs.” Over the past 10 years, annual sales of plug-in electric vehicles in California have gone from just 7,000 in 2011 to more than a quarter of a
