QUEZON CITY Due to lower risks in the country and high vaccination rate in higher education institutions, COVID-19 vaccination is no longer a requirement for students, teachers and non-teaching personnel attending in-person classes in colleges and universities, the Commission on Higher Education (CHED) announced. At the same time, CHED urged colleges and universities to continue following minimum health protocols and hold another round of school-based COVID-19 vaccination.
Senators Aquilino Pimentel III and Hontiveros are the only members of the minority.“There has been a change of term here on the A oor. ut ust or the record, the history is clear kasi sa kasaysayan naman po tayo nagbabatay ng mga usapin ng tradisyon (because it is history where we base our discussions on tradition),” she said. Cayetano said Hontiveros’ interpretation that there has been a change of nomenclature is inaccurate. “The nomenclature or the labeling is based on the Rules of the Senate. Based on the Rules of the Senate, if I’m not mistaken, in the House (of Representatives), it’s the same. If you vote for the Senate President, you are in the majority. If you do not, you are in the minority,” Cayetano said, emphasizing the diff erence between the rules o the Senate and HontiverosCA. said it concerns her that Cayetano, an independent senator, is voted as CA Minority Leader. “It is important for bodies such as these to have clarity as to the positions of each member. This is important for lines of accountability and important to ensure that we have a genuine minority voice,” Hontiveros added.

QUEZON CITY – Now, after the alleged shortage of sugar and white onions, the Department of Agriculture (DA) is grappling with the reported lack of supply of salt. In-person classes were banned in early 2020 due to COVID-19, forcing Philippine schools to shift to remote learning. Colleges and universities have gradually resumed the traditional classroom setup since last CHEDyear.Chairman Prospero de Vera said the commission decided to lift the vaccine requirement following consultations with health experts and assessments of the COVID-19 situation in the country.“Students and HEI (higher education institution) personnel regardless of vaccination status can now participate in face-to-face classes,” De Vera said. “Looking at November 2021 and today, so much has changed. Vaccination rates have gone up... In many other countries, health and education authorities have started to take back the requirement for vaccination ... because the risk is now easier to control,” he added. Last year, CHED ordered that only fully vaccinated students and personnel can join in-person classes. Apparently, the budget has not been released, unused and maybe “missing” prompting Panganiban to order DA-BFAR to locate the funds and appropriate it to support the country’s salt maker. uring a televised aging anda briefing, Panganiban said BFAR failed to utilize the P100 million budget to help the dying salt industry.
9 September 1-7, 2022 NATIONAL NEWS (From page 1)
Panganiban, who had served as agriculture secretary be ore, however, immediately cleared FA o cials of any liability for their failure to develop the country’s local salt production. his is not negligence, but rather o cials overlooked the program for the salt industry due to the bigger projects of the agency,” he said. But Philippine Chamber of Agriculture and Food President Danilo Fausto said BFAR failed to utilize the P100 million funding because of the incompetence of the o cials and corruption at the agency.
At least 93 percent of the salt supply in the country is being outsourced as only percent of the commodity is locally produced, it was reported.
This prompted President Ferdinand Marcos Jr., who is also the Agriculture Secretary, to order an investigation and directed epartment o Agriculture o cials to come up with a plan to revive the edging salt industry. Agriculture Senior Undersecretary Domingo Panganiban disclosed that there may have been some negligence on the part o past o cials to support the salt industry following the discovery that the DA, through the Bureau of Fisheries and Aquatic Resources (BFAR), has an allocation last year of P100 million for assistance to salt makers in Pangasinan, Central Luzon, Mindoro and other provinces in the Visayas and Mindanao.
“For the last two or three years, I did not see any activity being done by BFAR. It has the money but still neglected the salt production. The bureau has at least P100 million in 2021 but has yet to [tap it]. I already tasked BFAR to follow up the P100 million so that it can be used to increase the salt production,” Panganiban said during the briefing.
Panganiban said that the funding can be used to provide financial assistance to small fisher ol to return to salt production, but admitted it will take at least two to three years to revitalize the salt industry. e need to provide assistance to our fisher ol involved in the salt production, particularly in Occidental Mindoro, here in Central Luzon, in Pangasinan, and even in the Visayas and Mindanao,” he added.
The plan includes the following: DA to implement programs and initiatives for boosting salt production and supply; Bureau of Fisheries and Aquatic Resources (BFAR) to lead various research and development initiatives on salt production and assist marginal and artisanal salt makers;Realization of the Development of the Salt Industry Project (DSIP) for salt makers in Regions 1, and 9; DA to expand salt production areas and push for the development of technologies to accelerate salt production;DAandto work with the Department of Environment and Natural Resources (DENR), Department of Science and Technology (DOST), and Department of Trade and Industry (DTI) to fully develop the local salt industry under Republic Act 8172, or the Act for Salt Iodization Nationwide (ASIN)
This as several salt brands increased prices in January and May based on Department of Trade and Industry’s suggested retail price. The agency said manufacturers last increased prices half a decade ago, DTI Undersecretary Ruth Castelo said Philippine Chamber of Agriculture and Food Inc. president Danilo Fausto earlier urged lawmakers to amend Republic Act 8172 or An Act for Salt Iodization Nationwide to reinvigorate the country’s salt production industry.TheMarcos administration immediately set in motion its plan to enhance the salt production in the country. n a statement, the ce o the Press Secretary PS said the Department of Agriculture, which is headed by President arcos r., will lead the efforts together with other government agencies.

A o cials said among the programs o the FA to enhance the salt industry is the distribution of modern equipment, as well as knowledge-enhancing programs to ensure food safety among salt makers. The Department of Trade and Industry, meanwhile,m increased the price of salt after years of it remaining unchanged. It approved an increase in prices of iodized rock salt to P21.75 for 500 grams and P23.00 for one kilogram.Thesuggested retail price for a 100-gram pack of iodized salt is set at P4.50. The price for a 250-gram pack ranges from P9.00 to P11.75. It is P16.00 to P21.25 for a 500-gram pack. One kilogram of salt is priced at P29.00. arlier, the A o cials said that the country has been importing 93% of its salt supply, “an unfortunate circumstance to a country with 36,000 kilometers of shoreline.”TheDA said that the BFAR has a P100-million Development of the Salt Industry Project (DSIP) under the Special Budget Request (SBR) of the Congressional-Introduced Initiative Project but was apparently not implemented fully well. Covering Regions 1, 6, and 9, the project aims to increase salt production and produce excellent quality salt through enhancement and improvement of the different methods and practices on salt production and product compliance to food safety standards.
“If our area of local salt production increases, the importation will definitely decrease, he added.

This is what all good CEOs of Top 1,000 corporations do.
The current CEO of Philippines, Inc. is, of course, one Ferdinand Marcos, Jr. For better or for worse, the stockholders opted to give him a six-year-term despite another possible CEO having far superior credentials. arcos r. did what other s do upon assuming the top post. e invited people to oin him in his board. See, the Philippines’ CEO is also concurrently the chairman of its board of directors, which is also not unusual in a private corporate setting.
Most of all, why is he planning to spend money that the company does not have to stay operational for the next 365 days? He seems unaware of the smart policy of spending only what one earns, and saving aside some savings for a rainy day.
Not everyone succeeds, of course. Very recently, a CEO of a top food company was let go a ter he une pectedly led his company to red in in his first and only year as the boss. he stockholders demanded his head and got it. Such was the case after FVR. His successor made a mess of things, and he was let go. Then came a series of CEOs who had their share of successes and failures, but who managed to serve the six-year term that the stockholders granted them.
Why, they ask, are there shortages of various products where there should be none? Why is there an insu cient supply o sugar, and other commodities And why are oil and gas prices shooting through the roof? Why is there a seeming breakdown of law and order in some areas?
Most of all, borrowing money to pay for past loans is one of the worst things a chief executive can do, especially when those loans bear high interest rates.
e will allow him a little more time, at least enough to complete his first days. hen we will give a fair assessment of his executive skills, and determine if he is worthy of a full si -year term, or is better off orced to retire.

It was the recently departed President Fidel V. Ramos who popularized the concept of Philippines, Inc. The idea wasn’t original, but FVR hammered home the message that the Philippines should be treated like a private corporation, which has multiple department heads, all expected to deliver the goods for the company and its stockholders.

Walking with God from youth to old age (Part-II )
July 1981. My wife Mira and I were vacationing in the United States and we spent a few days with her medical school classmate and best friend forever FF , r. rie ira or ague. Erie whom I also grew up with at the New Bilibid Prison reservation, was married to r. Fer ague, a ellow UST medical school graduate.Since they migrated to Boston, Massachusetts in the late 60s, Erie and Fer Bague had hosted over the years quite a number of Filipinos who were either just passing through, or attending courses in Harvard. They also met regularly with members of the Filipino community in and around Boston. Fer Bague became more than friends with Ninoy Aquino. Ninoy was also Fer’s physical rehab patient.

I recounted to Fer that Doña Aurora used to visit the Bureau of Prisons and during those frequent visits, she managed to ‘convert’ my father. My father was baptized a Catholic but he never went to church except when he got married to my mother and when his children were baptized. Doña Aurora convinced my father of his errors. Soon my father was again regularly attending church. o celebrate my ather’s return to the fold, Doña Aurora gifted him with an autographed bible and a rosary. The following morning, while we were having breakfast, the phone rang. “It’s for you,” Fer said. It was Ninoy at the other end. He greeted me profusely as if he had personally known me all his life. And then he invited us for dinner which I gladly accepted. At the Bisuteki, Ninoy, Fer and I were huddled while the wives ory, rie and ira - had their own woman talk. I could overhear the wives discussing where to go for bargain dresses. inoy was practically non-stop. e tal ed about what was happening here, there, everywhere. Articles written about inoy’s long solitary confinement in aur, Nueva Ecija describe how the moments of solitude brought him in closer communion with God and steeled him spiritually for the struggle that lay ahead. After dinner, Ninoy asked if we would like us to oin him or coffee at his home. readily accepted. At ewton, we pic ed our discussion where we le t off. Before parting, Ninoy autographed a copy of book which he was giving away to friends. It was entitled “When Two Dictators Meet.” hat was the first time would meet inoy up close. Ninoy tore a tendon in one leg and he regularly visited Fer at his clinic. Erie also became close to Cory Aquino and the elder Aquino children. A F F V. RAMOS on July 31, 2022, at the age of 94 brought sad news to Filipinos who remembered him for his heroism, patriotism, and leadership. He died at the Makati Medical Center in Makati, Philippines as a result of an unsuccess ul battle with-amos. began his military career in 1950 when he graduated rom the .S. ilitary Academy at West Point. When he went back to the Philippines, the newly appointed Secretary o ational e ense amon agsaysay was so impressed with nd ieutenant amos that he offered him to be his aide-de-camp. ut amos respect ully declined and told Magsaysay that he’d rather be sent to war. Magsaysay sent him to serve in the Korean War under the Philippines’ 20th Battalion Combat Team of the Philippine Expeditionary Forces to Korea (PEFTOK). Ramos was assigned to lead a company of 44 men into the highly contested Eerie Hill, which was overran by Chinese forces. He led his company to sabotage the enemy in Eerie ill. Prior to his ta ing command o the company, his company attempted nine times at capturing Eerie Hill and failed. Capturing it was there ore essential, and they primarily relied on the -man team Ramos assembled for this objective. Ramos, who was untested, proved his mettle when his team was tas ed to attac and capture erie ill. According to historical account, Ramos divided his men into four separate groups the sniper group, the ri e group, scouts, and forward observer group. Each group had a radio operator, a medic, and a runner who would act as a messenger between the Whatgroups.happened was a brilliant execution of warfare. Then, Ramos called for air and artillery support, which were promptly delivered by the U.S. Air Force. Positions on Eerie Hill were bombarded with napalm but were not enough to drive out the majority of the Chinese inside the bunkers. Ramos and his men then charged forward and resorted to close- uarter fighting in order to capture the ront trenches. Surprisingly, they were able to drive back the Chinese forces. amos then ordered the ri e team to assault the an while the sniper team provided support. Most recently, I had a long if sad conversation with some industry friends regarding the state of Philippine journalism, specifically the respectable broadsheets.tallbegan when one made the observation that newspapers had disappeared rom the airlines, hotel lobbies, and even ast ood oints. One of the guys had taken a local ight recently, and asked the stewardess – ok, ok, they’re ight attendants i he could have a newspaper to read during the two-hour ight. he young ight attendant giggled at the re uest. eing new to the airline, she was not yet working in the industry when newspapers were given to passengers. he broadsheets, however, had to be returned at the end o the ight, where they would be re olded to loo li e new or the ne t set o passengers.aving wor ed with one o the top broadsheets not too long ago, new there was some bidding on supplying copies to the ma or airlines, which actually paid or them. We also engaged in mostly friendly competition against the other two top broadsheets in supplying copies to the big hotels, which then made the papers available to their guests, both in the lobby and in their rooms. his, too, is no longer in vogue. o be honest, the last time went on a local business trip was be ore the pandemic, and still saw ree local newspapers in the lobby o the hotels where stayed. he big national dailies, however, were no longer to be ound, but could purchase a copy at their gi t shops i so desired. Then there are the giant fastfood chains, which used to lend copies o the broadsheets, but only i their customers as ed or one. A lot o oldies were the top clients, especially when they had their brea ast at the li es o ollibee and conald’s.’vebeen having brea ast at one o these big burger oints lately, and noticed that nobody reads newspapers anymore. r at least no ree copies are made available to patrons. So what happened?

Marriage fraud is a major part of USCIS investigations because they believe that marriage is a fast way to get a green card. In some cases containing weak documentary relationship evidence, the adjudicator may refer the case for an investigation. This additional scrutiny may include deep public record searches, an early morning visit at their home, and interviews with neighbors, family and co¬ workers.

To detect frauds, the immigration authorities require a lot of proof that a marriage is real, including more documentation than for other family-based immigration applicants. They subject marriage-based immigrants to a longer and more detailed personal interview than other applicants go through, as well as a two-year testing period for couples who have been married less than two years when their green card is approved or when they enter the U.S. on their immigrant visa. The U.S. government will not normally follow a couple around or investigate their life beyond the required paperwork and the interviews it always conducts. But it has the power to do so if it sees grounds for suspicion. Inspectors of the Department of Homeland Security can visit your home, talk to your friends, and interview your employers, and so on. By requiring more of married couples than of others, the U.S. government has set up a system that gives it a lot of information about whether a marriage is the real thing or not. What is the information that the USCIS is looking for a married couple?

Q: Do I have to file bankruptcy if I don’t want to even if I should?
A: No one has to do anything they don’t want to but there are some things sometimes that are beyond our control and we must act accordingly. Here’s an example. A couple called because the husband was served with a summons and they had some credit card debts that have not been paid in two years. I told them we can help. They provided credit reports they obtained from another company they called. After summing up their debts, it came up to $25K. We created their budget because they only made $16K together. After creating their budget, they had very little to spare to pay into a program. In short, they cannot afford it. e wanted to pic and choose which debts he wants to enroll, so I told him we will not enroll him. very word rom this chapter infinitely debun s all words o lament, complain, or any idea against God’s seemingly rigid or tyrannical dominion over us humanity. Thanks be to The Divine Clemency in judging. Thanks be to God’s leniency in governing. Thanks be to His patience that gives hope to the sinful being given time to repent. All praise to Your Boundless Merciful Love, O Lord! Have we asked ourselves sometimes, dear reader, if God is not merciful, not patient, not lenient, not clement what could happen to us or to the whole of creation? If God would be as we think of Him to be rigid or strict or unfair, would we even be avorable to im given the act o our countless offenses against im Precisely, God is abounding in love for He is Love Himself, He is mercy Himself, that is why He treats us more than we deserve, and punishes us for our wrong doings less than we deserved. n this re ection, dear reader, find in your li e’s e periences the times you doubted on God’s mercy and kindness, and ask sorry. Find moments in your life when God lavished you with His merciful love; then, sincerely express your utmost praise and gratitude. God cannot be what He is not. He is not rigid but lenient. He is not a tyrant but tolerant. He is not unfair but rather more than fair and just towards us. Waking up in the morning is od’s first proo to us in our conscious moment that He loves us; in spite of, the many ways that we can be unlovable. Let every moment of our day, as we are conscious and awake, be moments of gratitude and praise to Him through all the good things that we make and actions that we do. Amen. God’s
There are many people, if not all of us, lament that God is rigid, giving Rules and Commandments, telling always do this or do not do that, always wanting everything from ourselves that nothing should be spared for Him and nothing to be kept for ourselves. He wants total dominion to our life. These words of lament, complain, or whining especially happens when our lifestyle is the one being attacked, our forms of indulgencies like vices are being required to be abandoned, and or in whose lives take for granted God and whatever that matter to Him. What are your usual complaints toward God, dear reader? Is God rigid or a tyrant for you? But the Lord God is merciful. Precisely of His merciful love, He treats us with patience, He judges us with clemency, He governs us with leniency. The chapter 12 of the book of Wisdom eloquently and beautifully proclaims this theme we are to re ect now. wish to bring here the entire 12th chapter but we do not have the space, kindly read for yourself, dear reader. cite or us here only the verses - ou rebu e offenders little by little, warn them, and remind them of the sins they are committing, that they may abandon their wickedness and believe in you, Lord! …the ancient inhabitants of your holy land, whom you hated for deeds most odious, wor s o sorcery and impious sacrifices parents who took with their own hands defenseless lives… But even these you spared, since they were but mortals and sent wasps as forerunners of your army that they might exterminate them by degrees. Not that you were without power to have the wicked vanquished in battle by the righteous, or wiped out at once by terrible beasts or by one decisive word; But condemning them by degrees, you gave them space for repentance. …For neither is there any god besides you who have the care of all... But as you are righteous, you govern all things righteously; you regard it as unworthy of your power to punish one who has incurred no blame. For your might is the source of righteousness; your mastery over all things makes you lenient to all. …But though you are master of might, you judge with clemency, and with much lenience you govern us; for power, whenever you will, attends you. You taught your people, by these deeds, that those who are righteous must be kind; And you gave your children reason to hope that you would allow them to repent for their sins. …you punish our enemies with measured deliberation so that we may think earnestly of your goodness when we judge, and, when being judged, we may look for mercy.”

We should never get tired of doing little things for others. Sometimes those little things occupy the biggest part of their hearts. When we scatter seeds of kindness everywhere we go; when we scatter bits of courtesy and watch them grow and grow; when we gather buds o riendship and eep them till ull-blown we will find more happiness in our lives than we have ever known. I have learned that aside from generously sharing our possessions, one of the greatest gifts of kindness we can share is the gift of inspiration, encouragement and motivation. By inspiring others, we learn and we grow; they learn and they grow; everyone learns and grows for the better. owever, it’s sad to say that we tend to share or selfish reason s due to our innate desire for self-importance, search for control and self-centeredness. We share for instance, to attract attention, to gain recognition and for other egotistical intentions. It is very easy to notice these trends in our daily interactions with others. We seem to forget that it is when we give ourselves; when we share without expecting something in return that we truly give. The kindness we do for others always come back exceedingly more in many olds. As the story goes, a man stopped to help two women whose car had a at tire on a remote Wisconsin highway. Just minutes after this Good Samaritan got back into his car and continued driving, he started to have a heart attack. Almost immediately, the women whom he had just helped were able to pull over, perform CPR, and save his life. Had this man not stopped to assist with their tire, it is unlikely that there would have been anyone on the road to help him. Basically, because he went out of his way to help two strangers, his life was saved. This incredible story clearly shows us the value of acts o indness and the spiritual power o sharing. e never now the ramifications o even the smallest actions we take. If we could look into each other’s hearts and understand the unique challenges each of us faces, I think we would treat each other much more gently with more love, patience tolerance and care – Marvin J. Ashton. When we are a part of something bigger than ourselves or when we inject sharing into our daily actions, we can actually rise above the things that hold us down: heaviness, depression, procrastination, anger, and even, as in the case of our modern-day Good Samaritan, death. Act of kindness is our umbilical cord to life. The unity we create with others is what activates the universe and produces the “fruit” and blessings in our lives. I’ve learned that others will forget what we said, others will forget what we did, but they will never forget how we made them feel. Let’s all find ways to in ect acts of kindness into even our smallest actions. We must never forget that the Light will provide the opportunities if we are open to them. Sometimes, even if we never know it, each and every kind act affects someone, our small act of kindness might be the one small thing that keeps another holding on.
