CONTEXT & JUSTIFICATION ART-ISI@MED is an Initiative, developed by UNDP office in Geneva, under the ART GOLD programme, capitalizing on the existing innovative framework which uses the local/subnational approaches to address MDGs achievement. The initiative was launched by UNDP in 2009 and joined Marseille Center for Mediterranean Integration (CMI) platform in 2010. ART-ISI@MED is designed to support and contribute to the capacity building of local public policy makers and economic actors in the Mediterranean region. Through the use of Information and Communication Technologies, the Initiative is providing innovative tools and ways to address the planning, the implementation and the monitoring of sustainable development policies at the local level. In December 2010, UNDP and CMI held the first Workshop of the ART-ISI@MED Initiative in Marseille during the Mediterranean Economic Week. The meeting provided the opportunity to open up a dialogue and knowledge sharing mechanisms among Mediterranean sub-national decision makers on the role of ICT for the local development of the Region. President of Regions, Mayors, and other high level representatives from Lebanon, Morocco, Syria, France, Spain, Senegal and Mauritania gathered for two days. The outcomes of their discussions and exchanges formed the foundation of the ARTISI@MED Handbook. The ART-ISI@MED Handbook “Harnessing the Power and the Potential of ICT for Local Development: A Practical Handbook for Local Mediterranean Policy Makers” is the joint flagship knowledge product between UNDP Geneva and CMI for 2011. The primary objective of this joint publication – available in Arabic, English and French- is to provide local decision makers across the Mediterranean Region, with a set of concrete and easy-to-use guidelines on why and how ICTs should be integrated into local development policy plans. Another raison d’être for this publication is to offer a space -for all the partners involved and those interested in the ART-ISI@MED Initiativewhere to share their experiences, knowledge, knowhow and lessons learned, learning from each other’s projects and best practices. Along the same lines, series of capacity building workshops (in Chefchaoune, Morocco; in Beirut, Lebanon and in Tunis, Tunisia) are planned to be held throughout the year 2012 with the aim to build the capacities of local authorities and local policy makers and their Teams on the use of this practical tool. Each one of those events will coincide with the launching and/or presentation of the ART/ISI@MED initiatives in the field. From best practices to evidence based policy choice, the potential of ICT for strategic urban planning In Lebanon, the key strategic objectives of the workshop are twofold. On the one hand this international event will focus on sharing with peers the experience of Tripoli by showcasing and launching the Tripoli GIS platform developed under the ART-ISI@MED Initiative with the support of the City of Malaga, Spain and on the other hand the workshop will provide participants with a

practical training on the use of the Handbook to be able to formulate and implement similar ARTISI@MED initiatives in their own cities and regions. The Tripoli GIS platform The Spanish city of Malaga supported Tripoli Municipality in Lebanon to develop a Geographic Information System (GIS) for the city of Tripoli as part of UNDP/ART Programme in Lebanon. The partnership between the municipalities of Malaga and Tripoli underscores the significant role of decentralized cooperation in linking communities together, fostering social dialogue among them and promoting development within their regions. The experience of Malaga municipality has been entirely disclosed and lessons learned shared with their Lebanese counterparts in Tripoli, fostering a sense of collaboration and cooperation between the two cities. The initiative, launched in February 2010, set up a GIS platform for managing street names and postal addresses that provided the City of Tripoli with a powerful, customizable and technologically advanced system for creating and maintaining a directory of the municipality’s streets and postal addresses, as well as for enabling better strategic planning of the municipal services delivered to citizens. Training on the use of the Handbook The ART-ISI@MED training workshops are designed to provide participants with key information on the Initiative, but also and above all with concrete training sessions for them (i) to understand, (ii) to learn and (ii) to develop new skills on the use of the Handbook as a tool to enable local development. (i) Understand (General objective 1) Through these training workshops participants will familiarize themselves with the ART-ISI@MED framework and ICT4D concepts as well as with the typology and functioning of decentralized cooperation. (ii) Learn (General objective 2) Participants will learn how to use the Handbook as a concrete and practical tool to develop their ART-ISI@MED initiatives (How to use the Handbook? What is the key information in the Handbook? How to use the practical sheets/forms? etc.) (iii) Develop new skills (General objective 3) This part is a hands-on training. Participants will go through concrete training sessions, which will allow them to transform the information received during the first sessions of the workshop into knowledge. It will also help them to develop the needed skills for the implementation of ICT4D based local initiatives. It will be a “putting into practice” session, where each participant will be requested to participate actively into the whole life cycle of a local development initiative: diagnosis, needs’ assessment, project formulation, implementation, etc.

EXPECTED OUTCOME Expected results of this workshop are i) to deliver concrete methodology based on field evidence (bottom up approach) and best practices on the use of ICT to improve strategic planning and local

decision making in the Mediterranean region; ii) to lay the ground for a network of stakeholders and iii) to initiate the framework of collaboration through Triangular and South-South cooperation.
