October is the American Humane Association’s “Adopt A Dog Month” month. The organization is encouraging people to adopt a shelter dog and experience the joy of saving an animal’s life. Featured below are two stories of Orcas Island residents who adopted from an animal shelter.
Lexi, the active cattle dog High strung and energetic, Lexi the heeler mix was a hard sell. Even with her bright blue and brown eyes, potential adoptive families were put off by her liveliness. That was until Sarah Wesen walked through the Orcas Animal Shelter doors. “Lexi is the best dog we have ever had,” Wesen said. “She’s really, really smart and really gentle. And she’s able to be in my work environment.” Wesen went to the shelter late last spring with her daughter Talhia, who wanted to see the kittens. She thought she would check out the dogs until her daughter was ready to go. And then she met Lexi.

Land bank committee seeks to renew excise tax By SOUNDER/JOURNAL STAFF
It’s not the existence of the Land Bank itself that voters are being asked to decide upon. Rather, it’s the fate of San Juan County Land Bank’s primary founding source – a 1 percent tax on local real estate sales – that hangs in the balance of the Nov. 8 election. There’s no other like it in Washington state, dedicated solely to land conservation and open space preservation. Not that others haven’t tried. “Five other counties put it on the ballot back in 1990,” said Land Bank Commission chairman Tom Cowan. “All of them were defeated. Except here in San Juan County – and by wide margins.” More recent efforts have failed elsewhere as well, according to Land Bank Director Lincoln Bormann. “I think it’s now 12 counties where it hasn’t passed,” Bormann said of efforts to implement a voter-approved real estate excise
tax, or REET, similar to San Juan County’s. “Six or seven counties have tried it since 1990.” Not only are they unique, the county Land Bank and its real estate excise tax have proven popular among islanders as well. In 1990, roughly 70 percent of local voters supported the creation of both. Nine years later, just over 73 percent of voters agreed that the REET should remain in place. For Cowan, who 20 years ago helped lead the campaign for a change in state law that would usher in the Land Bank’s “enabling legislation,” the longevity of the Land Bank’s wide-spread support is firmly rooted in a long ago, determined effort to bring as many people on board as possible, realtors in particular, and in the art of compromise. “There was a broad constituency and compromises on all sides,” Cowan said of the campaign in support of that enabling legislation. “It wasn’t difficult for peo-

Food bank volunteers kick off fall drive Sen. Ranker, D-Orcas, all island families needing food without question, and it deeply thanks the community for its continuing generous support. Orlov says he thought commercial collapse would follow financial disaster, but “now it appears that governments here and in Europe have decided to continuously go ‘double or nothing’ on a dwindling jackpot,� indicating that political collapse will come next. Orlov thinks the Orcas community will be interested in his lecture because of its unique geographical position. “Orcas is potentially self-sufficient, and its geographical isolation may help insulate it from social and political upheavals that will afflict the mainland,� he said. “At the same time, as it stands, it can’t survive without the umbilical cord that ties it to the mainland. Collapse is likely to come suddenly to each place. Look at what happened to Yarmouth, Nova Scotia, once the ferry from Portland, Maine stopped running: it became a wasteland overnight. To the Editor: Approve land bank tax We just returned from a six-day camping trip up near Mt. Baker so I could get my mountain hiking in. I finally broke down and bought a new hiking book entitled “Day Hiking North Cascades.� It covered day hikes in the San Juans as well. I was moved to see a page called “Saving the Turtle,� which gave the reader some history as to how Turtleback Mountain was acquired and saved for the people of this county and those who visit our islands. It mentions the joint efforts of the citizens of this county, mostly on Orcas Island, the San Juan Preservation Trust, The Trust for Public Land and The San Juan County Land Bank. The land bank owns the property, while the SJ Preservation Trust retains a conservation easement. It made me realize just how important the San Juan County Land Bank is. It has worked with others and by itself to acquire many easements and land that has benefited this county immensely. As we drive down Orcas Road and see pasture land, as we walk at Crescent Beach, as we hike Turtleback and look up at Turtleback, as we hike or enjoy Watmough Bay on Lopez – the list is endless – we are enjoying the efforts of the Land Bank. We have been able to have the island beauty and scenery that we all love, that exemplifies “island living� and that visitors come to enjoy. To me, to be able to have a stretch of undeveloped land next to my land that was purchased through an easement freely sold by other concerned property owners would only enhance my property and its value. It is a win-win situation for us all. When you drive down Orcas Road and look up at Turtleback, think proudly of your own efforts and what a wonderful thing it is, to have Turtleback Mountain and the many other properties to enjoy, for the public and for our children’s children in the years to come. Historical museum thank you Each year the “Cruise into History� tour sells out more quickly, and this year was no exception. Even though our historian/narrator Tom Welch unfortunately was not able to make the boat because of a health emergency the day before, Captain Dan Wilk and our talented team of board members stepped in and took turns on the microphone to tell about various aspects of Orcas history as the 56-foot Orcas Express circled our fair isle on the five-hour trip. It was a beautiful day and the guests were treated to great food and stories about well-known Native residents as well as the early white settlers who came here in the late nineteenth century, including fascinating facts and tidbits about the small industries they set up in waterfront villages all around the islands. We know that Tom is on the mend and hope the very best for his good health in the long term. We also would like to extend a heartfelt ‘thank you’ to Denise Wilk and Captain Dan for donating $2500 – the proceeds of the tour – to the Orcas Island Historical Museum. Senior project a success thanks to community The best part of living on Orcas is the support we give each other in the community. This past Wednesday I served a meal at the cafeteria with food all grown locally on the island. I couldn’t have done it without the help of lots of friends and family. CAO common sense Why do we live on Orcas? I believe most of us live here because it provides a healthy, beautiful and safe environment for ourselves and our children. I feel compelled to respond to the recent property rights debate spurred by the Critical Areas Ordinance and Shoreline Master Program. Our personal property is an investment. But to justify destroying the ecological health of the Sound, and the property of our neighbors, in order to maintain our personal property values, is not common sense. I’m tired of people yelling “my rights! my rights!� at the expense of the environ-
ment which provides our local seafood and many other pleasures, and at the expense of our neighbors, and community as a whole. These islands are sanctuary to people from across the country and beyond. Those willing to compromise the ecology are thus willing to compromise the Orcas economy, because the economy depends on the ecology. To those who say “environmentalists� care more about the environment than people, I say that is selfserving and untrue. No matter how often it’s repeated, it remains untrue. Our quality of life, the health of our island’s economy, and the health of the environment are inextricably linked. Protecting eelgrass protects forage fish. Forage fish feed the salmon. The salmon feed us. Whatever toxins enter the fatty tissue of the fish and animals we eat, end up in us. The property rights issue always revolves around property values. Protecting our environment is about property values. Anytime you buy anything it’s an investment and it’s a risk – that’s what happens whenever you buy a piece of land. To those who believe that the protection of our local ecosystems decreases property values to the point of a taking, are you also seeking compensation from the corporations who brought us this economic downturn and the resulting loss of our property values? Let’s be honest and call things what they are. Common sense is being good neighbors and good stewards of our environment. Sustainable waste options In response to this week’s County Council meetings, I’m advocating for two things: 1) an educational process for remodeling toxic waste practices locally, for schools, households, neighborhoods, and businesses; and 2) a citizen task force to research and recommend valid options for initiating minimal to zero waste systems in our county. It’s time to practice stewardship 101 from here on out. Mothers, fathers, educators: decisions may be made that keep us in a parasitical relationship to the finite resources here. on the table for immediate and longterm policies, to be delivered in the traditional black and white ballot format. There is no acceptable margin of safety for trashing our land and water, nor for delivering our waste to any distant, unsustainable facility. The buck stops here because we own it. Where there are money, time, and resources to be spent, let these be on alternatives we know are working elsewhere. Denmark and Japan have models that are replicable in our area. I want more than a plan A or B on the ballot, since I cannot, in clean conscience, vote for either one at present. If a plan C can be formed by the citizens of our county, then it will represent the voice of a community consensus. The golden rule must not be suppressed on any issue. The well-being of the many must weigh upon the individual right until a consensus can be established. A consensus retreat could be created and the necessary voices and options can be sanely heard. Superheroes at Lopez School Whereas other communities around the country may be “waiting for Superman,� I have to tell you that on Lopez Island, at Lopez School, one does not have to look very
far. In the movie by the same name, one of the featured “experts� bemoaned the fact that by his observations, education in general was going to heck in a hand-basket in this country, and he largely attributed that to the lack of quality educational staff in schools. At Lopez School we have a team of dedicated, highly skilled and student-focused educators that are doing the job of Supermen day after day, with every student and every job assignment which is placed in front of them. The level of commitment to do “what is best for children� is amazing and represents a true gift to the Lopez community. One of the manifestations of this commitment to students is clearly evident in the sacrifices and collaborative efforts that all staff made to address last spring’s unfortunate action by the state legislature to reduce employee salaries by 1.9 percent and administrative salaries by 3 percent. Without threatening to strike, picketing, or other harmful actions to voice obvious frustrations and anger, Lopez staff made collective sacrifices that enabled the district to build a balanced budget that greatly reduced significant direct negative impact to the classrooms and students. The teaching
and other certificated staff accepted the new (reduced) state salary schedule without flinching, and also gave up a much valued day of inservice, for a total sacrifice of 4.4 days of pay. Ten-month classified staff volunteered to give up 3.6 days of paid work during non-student days, and twelve-month classified staff volunteered to take 5 non-pay furlough days during the year. The newly hired administration accepted contracts that represented significantly less salary than the legislated 3 percent reduction for administrators would have called for. Despite these sacrifices, the sense of enthusiasm for the work, and love for young people as one walks our school hallways, is palpable. Lopez School is a great place to be! That these sacrifices by staff were voluntarily made and done with such a generous spirit of collaboration and commitment to students makes me immensely proud and humbled to be the leader of the Lopez Schools. approaches. Wesen has had heelers before, so she knew what to expect. “They are stubborn but very smart,� she said. When a family came to look at Lexi for a possible adoption, Wesen thought, “Oh no! She’s mine.� That’s when she knew that Lexi had found her forever home. Wesen realized that with Lexi’s separation anxiety, she needed with be with her 24/7. She talked to her boss at Frontline Call Center, who agreed her new canine companion could accompany Wesen as long as the
dog behaved. “She’s been with me there ever since,â€? she said. “Clients love Lexi. She knows her rounds. All the desks have doggy treats ‌ Now there are two other dogs in the office.â€? Wesen’s family members are also shelter dog advocates. Her cousin is involved with rescuing Boxers and many of her relatives have adopted unwanted canines. “Take the time to get to know them,â€? Wesen said. “That’s the #1 thing. With Lexi, she went nuts in the shelter. But out of there, she was the mellowest dog I have ever had.â€? While Lexi has run away a few times, she always comes back within minutes.
Wesen’s favorite quality in Lexi is her temperament. “She is so gentle,� she said. “It makes it so you can interact. She is gentle with cats, kids, and birds.�

She always liked cattle dogs, and when Weber emailed her a photo of a dog about to be euthanized in the south, Stowell “immediately fell in love with him.� He was flown to Orcas soon after. Stowell named her new canine Charlie Bear Paw. While he doesn’t appear to have any Dalmation in him, he is definitely part cattle dog. “I completely believe that we should adopt instead of purchase,� Stowell said. “I am all for adopting puppies and dogs that are homeless.� She has always had a twodog home, so Stowell eventually talked to Weber about adopting another rescue pooch. Jimmy Grey Wolf, who was also on doggy death row in the South, has settled into his new home since his recent arrival on Orcas. “They both seem very appreciative that they live here,� Stowell said. “The cat takes walks with me and the dogs. They are all fast friends. The cat sleeps with

I probably wouldn’t get out of bed in the morning if they weren’t there staring at me to get up.� Stowell is now best friends with Weber, and it’s all thanks to Charlie and Jimmy. “Dogs bring people together too,� she said.

Solid waste: parcel fee or self haul? 2011 ELECTION by MEREDITH M. GRIFFITH Staff reporter
A Nov. 8 ballot measure will determine whether San Juan County property owners will pay a parcel fee to fund solid waste operations for the next 15 years. “No matter what happens, it’s going to be a fundamentally different system next year,� said council member Jamie Stephens. If it passes, solid waste service will remain at current levels. But if voters boo the measure out of the ballot box, county council members say their only recourse is to cease county operations of county transfer stations.
Is it legal? Whether the parcel fee is legal has been a matter of some debate. “There is some risk in being the first county (in the state) to adopt a parcel fee for solid waste services,� said county prosecutor Randy Gaylord. It’s possible the state supreme court will rule the fee an “unlawful tax� and require the county to refund up to three years of receipts. Due to Gaylord’s interpretation of legal precedent, the measure has been crafted as a fee-for-use based on estimated use for each type of development. “We believe this connection between land use and waste generated will carry the day and serves to distinguish the parcel fee from a flat rate charge to all parcels, which would be a tax,� he said.
Plan A explained The parcel fee, dubbed “Plan A,� would fund the maintenance of current solid waste service levels and lower tipping fees for trash and recycle, paying for needed capital improvements and for the county solid waste department’s nearly $1.5 million debt. According to county administrator Pete Rose, much of the debt was incurred during the county’s ultimately unsuccessful attempts to develop its own solid waste facility on San Juan Island, which involved spending $500,000 on environmental impact statements on five potential transfer station locations between 20062008, and $116,900 for environmental testing. Another $167,400 was incurred for design of industrial storm-
water compliance measures for both Orcas and San Juan Island sites. “Under Plan A, self-haul is assured,� said council member and solid waste sub-committee head Patty Miller – but for most homeowners, Plan A would also be more expensive. The fee for a single family residence, vacation rental or unit in a multi-household building is $100; it’s $150 for homes or bed and breakfasts with an ADU, and $75 for condos. For non-residential properties, the fee is $10 or $20 per 100 square feet, and there is no fee for undeveloped properties or utilities. Per-ton tipping fees will equalize to $175 per ton, down from $225 per ton for San Juan Sanitation and $335 for self-haulers. Today, self-haulers pay $9.50 per can; it’s not stated how much this would decrease under Plan A. Current San Juan Sanitation pickup rates range from $7.77 per can for weekly pickup, to $8.45 per can for monthly pickup. Manager Calvin Den Hartog said if the fee passes, rates could drop 10 percent. To complicate matters, the county’s long-haul contract expires in 2013, and the renegotiated rates for removal of the county’s waste from transfer stations are likely to rise.
Plan B explained If the measure fails, under the council’s backup “Plan B� the county would no lon-
ger operate county transfer stations. “It isn’t mandatory curbside pickup, but predominantly curbside,� said Miller. “Self-haul service may or may not still be available,� depending on whether the private sector decides it would be profitable. The county’s designated commercial solid waste hauler, San Juan Sanitation, would continue to offer curbside pickup regulated by the Washington Utilities and Transportation Commission. The company has said it can directly serve 93 percent of the county’s residences, but the rest may need to place their cans at the end of certain roads instead of at their homes. Den Hartog said it’s likely curbside pickup costs would go down at least 15 percent due to economies of scale provided by higher volume. The transfer stations would be made available to private entities to run for profit on a free market basis, with rates not regulated by the WUTC. Miller said operation by a private company could involve reduced services and infrastructure: for example, packer trucks parked at the transfer stations that accept waste only on a per-can basis, and no tipping floor or scales. But such self-haul is expected to cost 10 to 15 percent more than curbside pickup. Plan B could jeopardize the existence of both the Orcas Island Exchange and the Lopez Take-it-or-Leaveit, which are located at

transfer stations and rely on self-haul traffic to provide takers and leavers. Stephens said under Plan B it would become legal for county residents to haul their waste outside the county. The county would continue to charge a 10 percent excise tax on solid waste transactions, and would use that money to pay off its debt. Recycling rates would be roughly 70 percent of garbage costs, and could be even lower if the county passed an ordinance requiring curbside recycling pickup for homes using curbside trash pickup.
Voices by island Each main island currently housing a transfer station has a different stake in the measure. If the fee passes, the portion of the parcel tax proceeds designated for Lopez Island solid waste operations could be given to the Port of Lopez, now in negotiations with the county council. Port of Lopez commissioner Dan Post has indicated that the port wishes to run operations regardless
of whether the parcel fee succeeds. “If the initiative fails then with Plan B the Port of Lopez would be more creative with the financing of the dump with user fees, memberships, efficiencies, donations, recycle sales, etc.,� he said. As a junior taxing district, the port has the authority to put a property tax on the ballot to fund Lopez solid waste. Post said he has consistently voted against taxes, and supports finding efficiencies instead. The Town of Friday Harbor has already abandoned taking its trash to county transfer stations in favor of Skagit County’s cheaper tipping fees. Although the parcel fee would not be charged on properties within the Town of Friday Harbor, all county voters can vote on the measure. Town residents could benefit from the resulting lower tipping fees if the measure passes. “[Lower] rates under Plan A would encourage Friday Harbor to re-enter the sys-
tem, provided that a tipping floor is put back in place on San Juan; that’s under assessment,� said Miller. Town of Friday Harbor administrator King Fitch agreed, provided “the price is right.� Miller said tipping fees charged to the town would reflect actual waste disposal costs, but the costs of infrastructure and legacy debt would be paid by the rest of county property owners through the parcel fee. She said the town’s added volume could improve overall county solid waste finances. The town still takes its recycling to the county-run Friday Harbor transfer station; under Plan B it could pay more to haul its recycling off island. Fitch said the town, already the landowner, could also choose to rebuild and operate the San Juan facility for its own use. At community meetings, many Orcas residents have said they highly value selfhaul and waste reduction. “In the 28 years of the Exchange, the council has never acknowledged it as part of the waste management plan,� said George Post, asking for concrete evidence that the county is committed to waste reduction.

The enabling legislation adopted by the state Legislature contained a sunset clause. That meant the local voters would have to ratify the REET’s continuation every 12 years, or earlier.
Land bank facts The San Juan County Land Bank was launched with this mandate: to preserve in perpetuity areas in the county that have environmental, agricultural, aesthetic, cultural, scientific, historic, scenic or lowintensity recreational value and to protect existing and future sources of potable water. The organization is guided by a county ordinance and run by a small staff and a commission of seven citizen volunteers. The primary source of funding is a one percent real estate excise tax paid by purchasers of property in San Juan County. Other sources of revenue include the conservation futures tax, private donations, grants and interest income. The county doesn’t lose any property tax revenue from the 1 percent tax on real estate sales or when the land bank buys land or a conservation easement. Instead, the amount of revenue the county is allowed to collect via its property tax levy – a predetermined amount each year – gets redistributed across all property-tax paying properties that remain on the property tax rolls. sor’s office, the owner of a $500,000 home pays about $10 more annually in property tax because of land removed from the tax rolls by land bank property purchases. There are two kinds of land bank purchases: a feesimple acquisition (buying property outright) and conservation easements on privately owned property, legally bound to preserve conservation values. Most easement properties do not provide public access. Land Bank fee-simple acquisitions are typically called “preserves� and are open to the public. As of December 2010, the land bank owned a total of 3,180.42 acres. Turtleback Mountain Preserve, which is 1,578 acres, makes up close to half of that number. There is a total of 111,000 acres in San Juan County; the land bank owns 2.86 percent. The land bank also has 2,078.88 acres in conservation easements and a 400-acre lease on Lopez Hill. The land bank has collected a total of $49 million in real estate excise tax. It has spent $69 million in acquisitions, easements and building up its stewardship fund. Harvey Himelfarb, an Orcas resident who is on the Land Bank renewal committee, says “Every 12 years, unless it’s renewed by our community, [the land bank] goes out of existence in terms of new acquisitions. That’s nothing,â€? she said. “It’s your contribution for living here, as far as I’m concerned. It doesn’t cause my land value to go down; if anything it enhances the value of my property. I think you can never have enough property for people. It’s a no-brainer to me. I’m really rooting for it; I can’t imagine it’s an issue.â€? Himelfarb says, “Some day we will have enough land to preserve the quality of these islands. But I don’t think we are there yet. We need more beach access on Orcas.â€? Orcas bookseller Doug McDonald says having attractions like land bank preserves is a draw for tourists. “Our whole economy is basically tourist-based,â€? McDonald said. “The richer places we have for people to come, the more we can help the local economy. Once a piece of land is developed it can never go back. We want to buy as much land as we can now.â€? Orcas realtor John Erly is uncertain about the measure. “I’m all for preserving land,â€? Erly said. “I sometimes question whether or not a county like San Juan County can afford to take land out of the tax base.â€? A local committee, “Opposing the Land Bank Initiative,â€? wrote the following: “[The Land Bank’s] mission has digressed. Rather than focus on their core mission of preserving open space, the Land Bank has become entangled in ‘urban’ projects ‌ The Land Bank has exempted 3,580 acres. As they remove more from the tax base something has to give. Either rates on the remaining base have to increase, or income for government services is reduced.â€? The statement reads further, “It’s time for a much needed public discussion about the length of the funding window, the management of LB holdings, and the focus of its mission. Vote no and start the dialogue.â€?

9-11 memorial On Sept. 27 Harris mentioned to the board that firefighter Ted McKey, who picked up the steel beam from the World Trade Center wreckage in August, was owed $800 in promised reimbursements for fuel and a per-diem during the cross-country trip. Out of his total $1,300 in expenses, McKey had been paid $500 out of the firefighters’ association funds. Fire commissioner Jim Coffin stated, “I want all the money to be volunteer money,� and then he, Barbara Bedell, and Clyde Duke each offered a
$300 donation to cover the remainder. An earlier cost estimate to ship the relic came in around $1,000, Harris said, but he felt it was more respectful to pick it up in person.
DH fire station landscaping The winning bids for fencing and landscaping at the new Deer Harbor fire station have been awarded, at a total of $39,362. Lum Volvo and Tractor won the fencing contract, for $6,132; KC McCoy won the landscaping contract for $28,723, along with a twoyear maintenance contract for $4,473 that includes
dead plant replacement, new mulch and monitoring the station’s water catchment system. The fire district applied for a conditional use permit in 2008 in order to site the Deer Harbor Station, and though dialogue with the station’s neighbors-to-be the district agreed to additional fencing and landscaping screening beyond that required by county zoning. “Costs of $20,000 were directly related to siteobscuring measures necessary because of public comment,� said Harris. “Maybe as much as half of that would have been used anyway in any landscaping plan that we adopted.� He said permit conditions also prohibit public meetings at the station’s meeting room.
“The fire department wants to be a good neighbor,� said the station’s permit coordinator, Teri Williams. “Part of county approval was making sure the neighbors were happy with what we were doing.� McCoy received permission from the commission to sub-contract out some of the work with the other bidder, Greening and Greening, whose total bid came in just $33 over the McCoy bid. McCoy said factors in the cost of the landscaping include the need to bring in soil from off island and the restriction that the station use only catchment water for its landscaping. She said some of the work she has done for the district in drawing up the landscape plan has been as a volunteer.

Domestic violence takes many ugly, destructive forms. It is far more common than many in society want to acknowledge, and far more dangerous than many realize. Family violence between spouses, intimate partners, parents and children or siblings is often concealed in shame, thought of as a “private matter,� or cloaked in threats of further violence. Every non-vehicular homicide in San Juan County for several decades has been a domestic violence homicide. For law enforcement officers, domestic violence calls are always high risk and potentially dangerous. Alcohol and other drugs are frequently a component in a domestic violence call, and often add yet another layer in an already volatile, emotionally charged environment. Every year across our country, police officers are injured and killed in responding to domestic violence calls. These are among the most dangerous calls police are required to handle. Throughout San Juan County, domestic violence calls are among the most frequent type of call handled by the sheriff ’s office. Fundamentally, it is our duty to make sure everyone is safe and to try to protect victims from further harm. If no crime has been committed, information is provided and referrals made to other agencies and service providers in the community to prevent further incidents. If there has been criminal conduct, we then have a duty to take the appropriate law enforcement actions. Relationships that include domestic violence are unhealthy. Domestic

Sheriff Rob Nou violence related behaviors are cyclical, and will escalate both in frequency and severity over time without some kind of intervention. Children living in homes with domestic violence will learn those behaviors and accept them as “normal,� predisposing them to grow up to be either the batterer or the victim as they choose partners in adolescence and into adult life. As a community, we cannot afford to turn a blind eye to domestic violence. It is far too destructive to families and especially children. Be the friend, the co-worker or the relative who will ask the questions about the unusual injuries, or find out what’s going on when someone seems uncharacteristically withdrawn. Be the neighbor willing to call 911 when the neighbors are screaming at each other or fighting in the yard. Domestic violence can thrive in isolation, behind closed doors. It is often all about power and control over others, through threats, intimidation and violence. We need to pull back the curtain on domestic violence and get those issues out in the open. We need to break this cycle and prevent further harm. The sheriff ’s office takes calls of domestic violence very seriously. We work closely in cooperation with the prosecutor’s office, victim services, DVSAS, the courts and a myriad of community based service providers to protect victims and break this potentially deadly cycle.

New boat will serve the county well by PETE ROSE San Juan County Administrator
In the past couple of weeks the county has been on the receiving end of attacks that I can only describe as meanspirited and ill-informed concerning the purchase of a work boat by the Public Works Department. The previous lack of an appropriately sized and equipped boat has cost the county a lot of money – through delayed work, workdays cut short because of transportation problems, and money spent on maintaining aging fiberglass boats that were beyond the end of their useful lives. The Public Works Department did exactly what it should have done. It determined what equipment that would get us the most bang for the buck and,
because it funded depreciation on its existing boats over the years, it was able to purchase a 35-foot aluminum-hulled boat that we expect to be an asset to the county for the next 20 to 40 years. Though at $325,000, the boat was not cheap, we were able to get a top quality vessel at a good value price by taking advantage of the same bulk purchasing program used to acquire boats for the Coast Guard, law enforcement, and other State, Federal and local agencies. Why does a county consisting entirely of islands need a durable work boat? The new boat will be in service almost daily during the peak summer work season, carrying crews and personal equipment among islands. In the past, when chip seal work was being done, the County did not own a boat that could ferry a dozen people and their equipment to the work site in a single trip. Now it does. During the fall and winter months, rough seas have largely forced us to leave our existing boats moored; and even in other months, the threat of storm or wind has often forced the Public Works Department to cut workdays short on outer island projects because none of our three public works boats were designed to operate in choppy seas.
Administrator Pete Rose. The new boat is. Why not just use the ferries? Even on ferry-served islands, matching work schedules with the ferry schedule is difficult. Crews can lose hours of work time and, if a ferry runs late, the taxpayers can end up paying overtime to a crew that is just waiting for a ride home. Why not just rent? The county will still hire vessels to transport heavy equipment or gravel, but it does not make financial sense to depend on rental boats for the day-to-day transportation of crews, personal equipment and even light vehicles. Finally, while this boat was not purchased specifically with emergency response in mind, it will be a major asset if there is an urgent need to move people and equipment between islands, even in rough seas. We expect the new work boat to save time and money in the short, medium and long-term. Under state law, the money we purchased it with could not have been used to save jobs or reduce taxes. The people who made this possible, particularly acting Public Works Director Russ Harvey and ER&R manager Mike Copas, deserve recognition for a job well done. I hope our citizens will join me in thanking them.

Sea slug or not, nudibranchs are some of the most colorful creatures in the Salish Sea, and they come in an astonishing variety of shapes. “They’re as extraordinary as exotic flowers, and they’re one of the main drivers of Washington State’s multimillion dollar recreational SCUBA industry,� Miller said. Come find out how nudibranchs’ bright coloration protect them from predators, how they are important in the ecosystem, and how most are hermaphroditic while some species switch from male to female over time. Aside from their beauty, nudibranchs also are important to scientists because they are good indicators of ecosystem health.

Leadership San Juan Islands, a local leadership training course, will offer open houses on Orcas, Lopez and San Juan Islands in October. Former LSJI graduates will be available to answer questions and share their experiences. “Living in the San Juan Islands offers many unique ways for residents to become involved in local life – with local government, schools and other local educational affairs, non-profit efforts, health and social services organizations or committees, and environmental groups,� organizers say. The course helps introduce islanders to many of the interconnecting “systems� that make up daily life throughout the county. Through a series of Retreats and Challenge Days - which involve skill building - participants will have opportunities to meet with current leaders and professionals, discuss and interact over local issues and to learn and

A loss for girls soccer The Wolverines beat the Vikings girls’ soccer team, 4-0, on Sept. 27. The first 20 minutes featured quality, even play from both teams. Wolverine Emily Guard took a pass just past midfield and slotted the ball past the Vikings' keeper. The Wolverines finished 2-0 at half time. The second half featured more of the same with another pair of goals.

A win for Vikings FB The Vikings football team traveled to Bellevue on Saturday to take on the division 1A Christian Vikings. After Bellevue’s initial 14-0 lead, Orcas launched a passing attack. A 45-yard kick return by Aubrey Schermerhorn was followed by quick passing strikes down the field and a 3-yard touchdown run by Jake Zier. Quarterback Robbie Padbury found Keenan Phalan for a 41-yard touchdown bomb, tying the game at 14 with four minutes left in the first half. The Vikings took the ball over at the 27-yard line. A 44-yard completion followed by a 32-yard touchdown
pass both from Padbury to Schermerhorn gave the Vikings a 20-14 advantage. Orcas shocked the home team with 51 seconds to go in the half with a 47-yard completion from Padbury to Phalan to the 4-yard line, leading to a 4-yard touchdown pass to Stanzione. A two-point conversion by Jake Zier left the home crowd looking up at a 28-14 disadvantage at the half. Padbury locked the game away with touchdown passes of 47 and 63 yards to Stanzione and Phalan respectively in the third quarter. Orcas won with a final score was 41-27. For Orcas, it was a close win. For Friday Harbor, this one can be remembered as “the one that got away.� With two games in the bag and just one more to go, a scrappy but inexperienced Friday Harbor volleyball team failed to land the knockout punch in their league opener at home on Sept. 27 against Orcas. They dropped the last three games of a best-of-five contest and then watched helplessly as the Vikings marched out of Turnbull Gym with a plucky comefrom-behind league win in tow. The Wolverines were first across the finish line in the first two games, but just by
a nose. They tallied a 25-21 victory in the opening game and took the second at 25-22. But the Vikings proved resilient. They jumped out to an early 4-point lead in game three and, with senior Kathryn Tidwell fueling the offense, snagged 7 of the final 11 points to seal a 25-18 victory. In game four, the Vikings fell behind for the first time at 22-21, but rebounded to take the next four points and the game, with junior Freeda Crow delivering the game-winner, and to even the match at two games apiece. With the match on the line, Orcas again grabbed an early lead in the deciding fifth and final game — first to 15, win by two. The Wolverines clawed their way out of a hole and then into a 14-14 tie. But the Vikings outlasted the home team over the next two hotly contested points to clinch the match with a 16-14 win in the finale.
Vikings trounce Concrete The Vikings volleyball team trounced Concrete 3-0 in straight sets on Sept. 29 in a league match. Outside hitters Tidwell and Jenna Tully led the spikers with 6 kills each, while Freeda Crow scored 4 kills and Mary Wilson notched 3 in the middle. Libero Tika Zbornik had a season high 5 serving aces. Next up for the team is playing Darrington on Oct. 4 at home.

Artsmith residency Private lunch, tour raises funds for F2C taking applications by MADIE MURRAY

The application period for the 2012 Artsmith Garden Party artist residency is now open. Each year Artsmith grants up to five Artist Residency Fellowships for a one-week residency for artists, scholars and writers to have focused time to create new works. NOTICE OF APPLICATIONS: SEPA Determination: San Juan County has determined that the projects noted above with a DNS or MDNS will not have probable significant adverse impacts on the environment and has issued a Threshold Determination pursuant to Sections 197-11-310 and 197-11340 WAC. An Environmental Impact Statement will not be required under Section 43.21C.030 (2)(c) RCW.
