The latest public works’ project on Orcas Island has excavators uprooting trees, tearing out stands of shrubbery and creating a huge swath of broken soil behind the Village Green bandshell to build a constructed wetland for stormwater treatment. Some wonder if this really an improvement, noting an existing wetland indicated on county maps. “No one will set foot in that wetland,” said Shannon Wilbur, the county’s senior project engineer, saying the professionally delineated wetland comprises just 15 to 20 percent of the .93-acre property, and won’t be disturbed. Wilbur said current non-natives like blackberry, hawthorne and holly will be replaced with highuptake capacity native species, including cedar, fir, flowering dogwood, vine maple, nootka rose, salmonberry, huckleberry, ferns, bleeding heart, larkspur, camas, sedges, rushes and water parsley – nearly 6,000 plants. The constructed wetland will provide treatment for 40 percent of Eastsound’s runoff, with a treatment capacity of 370,000 gallons or 1.13 acrefeet at a time. It will be finished in October, and monitored by the county as it matures over the winter. It should be ready to receive piped runoff from “A” and Fern Streets in the winter of 2013. At present, two main pipes collect stormwater from the commercial core of Eastsound and discharge it through a single 55-inch outfall into Fishing Bay at the north end of East Sound. The antiquated system provides no treatment, and it shows: the sound is considered “polluted” based on the state’s Clean Water Act surface water quality standards, with low dissolved oxygen and sensitivity
to stratification and eutrophication. “High fecal coliform levels, total suspended solids and temperature have been found in stormwater water samples collected in Eastsound,” stated the county’s application for the EPA grant now funding the project. “A 2009 study discovered pesticides levels in clams collected near Eastsound’s stormwater outfall that are above federal food standards.” The 2,238-acre Fishing Bay/Ship Bay drainage basin includes Eastsound village and covers 1230 parcels. An untyped stream running north to south through both of Eastsound’s major wetlands finds its outlet in Fishing Bay. Wilbur said the new wetland won’t treat all of Eastsound’s runoff because there just isn’t enough space. An 18,700-cubic foot drainage basin in the wetland will provide primary treatment as particulate matter settles out; then the water will be filtered by an installment of new plants specifically chosen for their ability to remove pollutants; finally, the water will filter through the soil, presumably recharging Eastsound aquifers instead of being shunted into the sea. Located just south of SeaView Theater, tax parcel #271413011000, the project site was purchased by the county in 1994 for stormwater treatment. The wetland was designed in 2006, but not funded until the 2010 EPA grant was secured. County modifications of its initial plans in response to aesthetic review committee advice include a shallower settling pond with no bridge or safety fence, retaining a few mature trees, and rerouting the proposed walking path to loop 600 feet around the perimeter of the wetland.

salmon returning to Orcas hatchery Despite losing fish in the power outage, salmon are back to spawn in huge numbers by COLLEEN SMITH ARMSTRONG Editor/Associate publisher
The salmon are coming home. And this year, it’s in record numbers. A good spawning season for the Glenwood Springs Hatchery is around 700. In recent years, that total has gone down to as low as zero, but this season, the numbers have already reached 1300. “(In 2005) we began a new program that raised the chinook for a year and then released them, but they weren’t surviving that well, so we switched to releasing them at a much younger age,” said hatchery manager Mike O’Connell. “After three years, we saw the first results of that switch last year.” OPALCO and Bonneville Power Administration’s planned outage last week caused a slight hiccup for Glenwood Springs. “We were unaware of the Bonneville Power Administration’s scheduled outage for maintenance that included all of the San Juan Islands,” O’Connell said. “Our aerator lost power, causing the loss of fish. Fortunately, many survived and there are so many more fish waiting in the hatchery bay to come up the ladder that it poses no problems for us getting our egg take for 2011.” Last fall O’Connell counted 750 returning salmon, which return to the hatchery from September to October to spawn. This season has been a bumper year for the Chinook. “It’s safe to say we’ve had 1300 fish come up the ladder,” O’Connell said. “We have several hundred more in the bay … If it’s this good this year, it probably will be next year too, if the ocean conditions stay the same.” Long Live the Kings’ Glenwood Springs Hatchery is celebrating a milestone: its 25th anniversary. The hatchery is hosting an open
house on Saturday, Sept. 24 from 2 to 5 p.m. at 1649 Olga Road. It will feature tours of the hatchery, holding ponds, and grounds and science displays. The hatchery was created by Orcas Islander Jim Youngren in 1978, when he decided to find out whether a salmon run could be created in an area that had never before hosted one. His 300-acre property includes three natural artesian springs on the west side of Mount Constitution, which he funneled into a series of manmade rearing ponds that eventually pour down a fish ladder into a little bay. Youngren got his answer in 1982, when several hundred salmon returned to spawn. In 1986, Youngren founded the Seattle-based nonprofit Long Live the Kings, which now has two hatcheries: Glenwood Springs on Orcas and Lilliwaup Creek Hatchery situated just north of

Former naval officer takes Islanders Bank gives helm of public works supplies to Orcas School

Frank Mulcahy. The San Juan County Council has confirmed County Administrator Pete Rose’s appointment of Frank Mulcahy of Groton, Conn., as the new head of the county’s public works department. Mulcahy has just concluded a career of more than 20 years with the U.S. Navy. His most recent assignment was as public works director of the Navy’s submarine base
in New London, Conn. The position opened in April of this year when Jon Shannon stepped down after serving for eight years. Russ Harvey has been acting public works director in the interim. In all, 36 candidates were reviewed by the county administrator, staff, and consultant Lynn Stokesbary of the Prothman Company of Issaquah. Five finalists were invited to attend a three-day interview process, which began Sept. 8. Mulcahy holds a bachelor’s degree in civil engineering from Virginia Military Institute and a master’s in construction management from the University of Washington. Some of the positions Mulcahy held during his career in the Navy included crisis response
operations engineering team leader in Italy; staff action officer for economic development in Iraq; and construction and contracts director at Norfolk Naval Shipyard in Virginia. “I knew Mr. Mulcahy had the requisite skills to work with us islanders when he gave the example of a successful experience he had negotiating a new road that required the agreement of both Serbians and Albanians,� Rose said. The San Juan County Public Works Director oversees the county’s largest department with 65 fulltime employees and a budget of $13 million. Mulcahy’s start date is Oct. 17. At that time, Harvey will return to his position as public works operations manager.

OPAL honors four islanders ‘Batmobile’ bursts into Marilyn Anderson, Peter Fisher, Penny Sharp Sky and Michael Sky will be honored as the first lifetime and charter lifetime members of OPAL Community Land Trust on Oct. 1 at an annual benefit dinner and gala. “We welcome all members of the community to attend the gala, to support the honorees in receiving welldeserved accolades. They’re all long-time islanders, who have had a great influence on shaping the Orcas community,� said Helen Bee, chair of the event. “OPAL is certainly a significant part of that story. Mona Saunders and her son Ron Savelle were driving their 1979 navy blue Lincoln Continental near Madrona Point when flames began shooting out of the hood. “We were meeting for lunch at Madrona Point but then we decided to go to North Beach,� Saunders said. “We were driving up the hill and I was going really slow to let a group of kids go by. And suddenly my son said, 'Mom, the car is smoking.' I got out and saw flames shooting out of the hood. I said, 'Get out! It's going to blow.' Once a mom, always a mom.� Saunders and Savelle both escaped the vehicle without injury. Emergency responders were on the scene within minutes of the 911 call that came in around 2 p.m. on Sept. 15. A crowd gathered to survey the scene. The vehicle, which is known around town as the “Batmobile,� is totaled. Saunders said she was able

Teens and drinking: talk about it now

t’s a new school year for teens, which means they are learning, socializing, and playing sports. The choices our kids make now – joining a new club, applying to college – impact their lives after high school. One of the most important decisions your teen will make is whether or not to drink alcohol. To the Editor: Thanks for making DH post office happen It is a win-win situation when you can combine having a good time and raising money. The wine tasting event hosted by the Deer Harbor Community Club in August was very successful, thanks to the generosity of several businesses and many helping hands. The proceeds of $10,300 will help reduce the mortgage on the post office building that was purchased two years ago. Due to federal cutbacks, the Deer Harbor post office was slated for closure along with hundreds of other rural post offices. With the promise of a 10-year lease from the federal government, the community banded together to raise sufficient funds for a down payment and then obtained a mortgage. 10th anniversary of the 9/11 terrorist attacks on New York and Washington, DC. The new station, on Channel Road at the head of Cayou Valley Road, serves a large population that according to recent statistics represents the second greatest fire response need on the island. It will provide increased protection for our homes by housing an ambulance, water tender, and WASP unit for wildland protection. The station is completely self-contained, which is particularly important because our community is connected to the rest of Orcas Island by only one road that could easily be blocked off in a disaster. In the future it will have overnight firefighter capacity, when warranted. The building is also a visual asset to Deer Harbor, with a design that complements the architectural vernacular of the island. The plan for the fire station took many years to reach fruition, and included considerable community input. Special recognition should be given to Chief Harris and the Fire Commissioners for their dedication and hard work, Clyde Duke for donating the labor for the roof and Dwight Guss for work far beyond the duties of a project manager. should be an appealing and practical addition to town. Until recently I worked part-time with our Marine Resources Committee and it was through their efforts that the county obtained a grant to construct the wetland. I understand the concerns that some folks have about removing trees and their roots. While the prior trees and vegetation in the area did treat the water that naturally flowed into it, the new overall system, with a wide variety of wetland plants and shrubs, will collect rainwater that picks up pollution from many village streets and parking lots and much more effectively reduce the toxins now streaming into Fishing Bay. This is a good thing for our local marine plants and animals. I commend the group of citizens who advised the county on the aesthetic aspects of the project. Their work resulted in the retention of some large trees on the site and other improvements. In time the project will result in an attractive, working open space. In many localities, constructed wetlands like this have been recognized as innovative ways to treat polluted runoff, becoming sources of community pride. After years in the planning and many months of building, Orcas Family Connections has opened in our new larger space in the new Kaleidoscope annex! enough for staff to work, families to meet while children play, and for larger meetings as well. After just a few days in our new office, we are already able to work more comfortably and efficiently and have been able to serve more families and individuals in a greater capacity. Aug. 27: An Orcas Island woman was arrested for DUI following a late-night singlecar collision in the 500 block of Orcas Road. The 42-yearold, who reportedly drifted into a ditch and then hit an embankment, and whose SUV came to a stop on its side, escaped the collision without serious injury. She was taken into custody at the scene shortly after 2 a.m. Aug. 28: A man and a woman from Whidbey Island were arrested on alcoholrelated charges while traveling on a ferry bound for Friday Harbor. Taken into custody at about 2 p.m., the 23-yearold man was charged with furnishing alcohol to a minor, while his 19-year-old female companion was arrested for underage drinking. Aug. 29: Allegations of assault led to the arrest of an Orcas Island man accused of striking an ex-girlfriend during an altercation at her home the day before. The 25-yearold was taken into custody without incident at his home at about 5:30 p.m., after being questioned by deputies about the alleged altercation. Sept. 1: A warrant led to the mid-afternoon arrest of a Lopez man at his Robin Lane home. The 21-year-old was taken into custody without
incident at about 1:30 p.m. • The rear window of a Lopez Island Senior Center van was shattered in an apparent episode of devil-may-care driving. Tire marks suggest that a driver was spinning wheels in the center’s gravel parking lot and may have kicked up a rock that busted the window. Sept. 2: Five school busses were spattered with raw eggs in an apparent act of late night vandalism on Orcas Island. The egg tossers targeted the windshields of the buses, parked on the south side of the school at the time. Sept. 3: A Lopez Island teen was arrested for misdemeanor theft after allegedly snatching a sandwich from the deli of a Friday Harbor grocery store. The 17-year-old boy, who reportedly left the store without paying for the sandwich, was taken into custody shortly after 1 p.m. Sept. 5: Someone used black spray paint – and possibly a ladder – to deface the backboard of a basketball hoop on Orcas Island in apparent case of vandalism. Taggers would have needed a boost to reach the backboard, located at the end of a cul-de-sac on Orion Lane, because of its height. Sept. 8: A warrant led to the mid-afternoon arrest of
an Orcas Island man who was apprehended following a failed attempt to escape two officers in pursuit. The 30-year-old, taken into custody in Eastsound at about 1:30 p.m., was also charged with resisting arrest. Initially spotted walking in the parking lot of an Eastsound hardware store, the man reportedly climbed into the driver’s side of a nearby van, dashed out the passenger’s side and tried without success to run away.

and Southeast Alaska,� O’Connell said. Glenwood Springs is a pioneer in natural rearing practices that mimic nature. The results are out-migrating salmon that resemble their wild cousins – in appearance, behavior, and biochemical makeup – more closely than most hatchery fish. “It’s been a fantastic year so far and a lot of people are enjoying it,� O’Connell said. “We typically have a lot more males than females returning, so we cull really good males and give them to the food bank.�

For several years now, the Orcas Middle School sixth grade class has taken a field trip to the Olympic Park Institute. The tradition of this five-day environmental learning camp has been a wonderful experience for the students as well as the adult chaperones who attend, say school representatives. This year the Orcas Island Education Foundation realized that the cost of the trip would be a stretch for many parents. “Recognizing both the educational value to students, and the potential hardship this could cause to parents, OIEF reached out to its donors over the summer,� said OIEF
president Janet Brownell. “The success of this specific direct ask was incredible. Because of donors on and off the island, and because of a generous grant from Olympic Park Inst itself, the cost of the trip has been reduced to a mere fraction of what it would normally cost ... The Education Foundation would like to continue the support of this invaluable experience for future 6th grade class, but it all comes down to donors. Hopefully, we’ll be as successful next year as we were this year; we will just have to wait and see.�

OPALCO merges limited service with residential tariff The OPALCO board has approved a cost-of-service increase to the limited service tariff covering small loads for barns, gates and other outbuildings. With this second-year adjustment, the limited service rate, now the same as the residential service rate, will be eliminated and the 140 members affected will be moved into the residential tariff. The change will take effect with the September 2011 billing. The change is as follows: Basic energy charges per month – $25.50/mo (was $19.50) Energy Charges (per kWh) – $0.0758 (was $0.1115) OPALCO says the rates are going up because

OPALCO, a non-profit cooperative, sells power to members at cost. In late 2008, OPALCO completed a cost-of-service study to determine whether each member rate class was paying its fair share of the cost. The study showed that the cost of delivering electrical service is rising and will continue to fluctuate, and that a number of OPALCO’s rates were performing below its cost of service for fixed costs. Residential rates have not changed since March of 2008. The OPALCO Board will begin a process of examining its overall rate structure this fall. There are a number of models for how rates could be restructured. Many co-ops charge a higher base fee to cover costs and then sell the kilowatt hours at cost (OPALCO’s cost is about $0.04/kWh). Others have adopted a higher cost per kilowatt hour to encourage conservation and energy efficiency. The board will consider those members who are least able to pay
their bills – particularly in these tough economic times – while also considering the value of sending a price signal to members that would encourage conservation and energy efficiency. OPALCO’s new contract with BPA includes a tiered rate structure that guarantees the co-op a certain amount of mainly hydro power (Tier I) up to a measured ceiling of demand. When the co-op load grows beyond that ceiling, BPA will purchase power at market rates to meet the additional demand. General Manager Randy Cornelius anticipates that with growth in San Juan County of roughly one percent per year, OPALCO will not be subject to market (Tier 2) rates until about 2014. School receives repair grant by MEREDITH M. GRIFFITH Staff reporter
The Orcas School District has been awarded $68,584 to upgrade its fire alarm systems through an Urgent Repair Grant program created by the state legislature. “This is a great program,� said Randy Dorn, the state superintendent of public instruction, whose office administers the program. “It gives the state a chance to give quick help to districts that need minor but critical repairs, such as fire sprinkler systems and roofs and water systems.� Sixty-two school districts received a total of $5 million in grants to fund 73 capital construction work projects. The Orcas School District’s second request, for $19,000 to replace the water heater in the old gym, was not granted. Parts of its fire alarm system are 30 years old. OSPI communications manager Nathan
Olson said the office used a competitive selection process to evaluate and prioritize requests from 108 school district applications seeking more than $12 million in funding. Factors included the urgency of each project and the financial condition of each district. “Orcas Island identified a 30-year-old alarm notification system as an immediate health and safety issue,� Olson said. “The district stated that the system did not meet local health and safety codes.� The state has 295 public school districts and nine educational service districts, encompassing more than one million students. “The data provided by the applicants provides excellent information for future budgetary considerations,� Olson added. Fall ferry schedule starts Sunday The fall sailing schedule starts Sunday, Sept. 25. The Anacortes/Sidney, B.C., route will go from two trips a day to one, and four vessels will serve the San Juan Islands instead of the summer’s five. Fare changes slated to be implemented Oct. 1 include
a 2.5 percent general fare increase; a new fare category for vehicles less than 14 feet long; elimination of bicycle permits; and a per-ticket surcharge of 25 cents to help fund new vessel construction.

Obituary Larry Everett Larry Elton Everett was born on Aug. 31, 1943, in Carmel, Calif. Larry left this life on Sept. 15, 2011 with his loved ones and family at his bedside. Larry is survived by his wife Kathy, son and daughter-in law Lantz and Ali Everett, his daughter and son-inlaw TJ and Chuck Wright, his two grandsons, John and Greg, and his granddaughter Miranda. Larry is also survived by his cousins Emory “EJ� Hart and Judy (and Cliff) Jimeson. Larry was raised in Monterey, Calif. He joined the Navy in 1960, at the age of 17, and served until 1966. During his time in the Navy he was an aircraft mechanic. He served on both the USS Yorktown and the Ranger during his military career. He was always grateful for the traditions, discipline and dedication he learned in the military and placed a great value on those principles throughout his life. He returned to Monterey when he left the Navy and worked for the local water company, Calam Water.

He moved to Auburn, Calif. in 1978. In Auburn he worked as a tow truck driver and mechanic and then returned to construction for many years. In 1993, he became a property manager for CBM Property Management. In 1997, he and Kathy went to Irvine, Calif. Both worked for WNC Property Management until 1999, when they moved to Orcas Island. Larry again returned to what he loved: construction. Larry worked for others, but held his own general contractors license and owned his own business, Island Maintenance from 2001 thru 2009, when he retired. In December of 1996, Larry and Kathy came to Orcas for a visit with his best friend at Christmas time, where they were snowed in for the week. During this vacation, they fell in love with Orcas and the island way of supporting each other (and complete strangers) in times of need. In 1999 they made Orcas Island their home. In 2003, they were married here on Orcas Island at the Inn at Ship Bay. Larry’s contributions to the community he loved

The forecast was cloudy, the Kings’ win record a bit dim, but the sun beamed on the Orcas Kings Youth Football Juniors as they dominated the Tigers in Friday Harbor for the coveted Island Cup in a 20-6 victory on Sept. 17. This is not the high school Island Cup that the Vikings recently won – this is the first Island Cup trophy our 11- and 12-year-old players have a chance to win in football ... a cup filled with the first taste of island rival victory that had been elusive
to the Kings since 1999. Kings quarterback Miles Harlow controlled the offense, ran for the first touchdown and connected with receivers William Lewis, Jordan Randolph and Aiden Kruse for impressive yardage in the first half struggle while the Kings’ stingy defense kept the Tigers to six points. After many great offensive blocks by Evan Tidrington and a Harlow-to-Kruse touchdown pass, a fourth quarter defensive stop by the gritty Kings’ defensive line on a driving Tiger offense set the stage for a final Kings’

The new community group FoodMasters has been hard at work helping islanders learn how better to grow, harvest and preserve their own food – and how to save their own seeds for the next season. Now the group is helping with an effort to create a permanent “Seed Bank� for the island. The bank’s four organizers, Ken Wood, Dan Borman, Katie Wilkins and Learner Limbach, say their efforts will focus on “the continual development, propagation and preservation of locally adapted, non-GMO varieties of staple food crops,� starting with potatoes, beans and grains. “We take staples for granted,� said Wood. “These are foods that keep, that have a large volume of calories and nutrition; things you can eat in February or April, until the next harvest.� Unlike vegetables, which tend to be widely adaptable to many climates, Borman said staples are picky about where they like to grow, with each particular variety producing well only in

They are hoping to build the seed bank building this fall. “It’s going to look like a kind of hobbit structure,� said Borman. The seed bank will also be built on skids so that it is moveable. The structure will be sited near the Seed Garden on a property made available by Wood, located in the North Beach area. To raise the funds still needed for the building and storage equipment, FoodMasters will be holding a contra dance complete with freshly pressed cider and home-baked pie for sale. A FoodMasters information table will provide additional data about the project, as well as seed packets available by donation. Look for more information on the event to come.

she is also a person who inspires creativity in everyone around her,� volunteer organizer Jennifer Brennock said. “She’s just an incredibly gentle person, but her life story will stop you in your tracks.� Thirty-one years after receiving her master’s degree, Somadhi returned to school for an MFA in creative writing. There she completed her first novel, “Coming Forth by Day.� Currently, she is at work on a collection of stories and a memoir. Somadhi teaches at Sacramento City College and conducts writing workshops.

The Orcas Island Community Foundation is on target to double the amount of grants it facilitates this year. So far in 2011, more than $550,000 in grants have been made, an 80 percent increase over the $310,000 distributed in 2010. This growth in funding inspired the Board of the Community Foundation to take a fresh look at grantmaking opportunities. The OICF Board also recognized that in order for the growing needs of the community to be met, current and thorough information on issues facing the community was needed. OICF conducted a Community Needs Assessment, bringing together more than 100 nonprofit and community leaders in eight sectors. OICF has developed an island-wide nonprofit and service directory, which is now online at http://oicf.us/ oicf/directory. This resource contains contact information for more than 109 service providers and programs. The final needs assessment report will be presented at the upcoming “Report to Community.� The public is invited to attend the luncheon on Friday, Sept. 23 at 11:30 a.m. at Rosario Resort’s Discovery House. Island brothers Learner and Lucas, who grew up in a marimba-playing family, also had the opportunity to go to Zimbabwe for a year, where they learned to play mbira. They will be playing their own handmade instruments and sharing their experiences through music and story. The Turtleback Ceilidh evolved out of the Orcas Island traditional Irish music session that meets every Sunday afternoon to play tunes and share camaraderie, strong black tea and pints of amber beer.
