They didn’t expect a father and son making bee boxes would stop traffic. But people saw them and the boxes, stopped by and asked for one. That’s Stedman Bee Supplies started more than 40 years ago. “Al just liked bees,” said Barbara Stedman, owner of the supply shop. The bee supply shop, located on Anderson Hill Road in Silverdale, sells everything a new beekeeper needs and is the hub for the West Sound Beekeepers Association. The association has about 12 hives in the backyard of the shop to use for educational purposes and holds meetings once a month. Last Saturday the association hosted a beginners bee keeping class that about 40 people attended. “It’s kind of an arcane skill,” said T.J. Jorgenson, the association’s president. “But anyone can do it.” Jorgsenson is going into his third year as a beekeeper and said his 7-year-old son kept his own hive for a 4-H project. Jorgenson started as a way to control where what he and his family eats, comes from. They already had a large garden and chickens in the yard of their Hansville home in North Kitsap County. “It’s another way to produce our own food. We like to know where our food comes from,” Jorgenson said.

This year however, because of the cold weather conditions during the summer, Jorgenson didn’t see much honey. Harvesting occurs in August or September and he said he harvested about two weeks ago. He said he got about 30 pounds per hive. He’ll be going into the winter with 15 hives. In a typical year, bee keepers can get upwards 250 pounds of honey per hive. The average is about 100 pounds, Jorgenson said. “Bees are like people. They don’t like getting out when it’s rainy and cold,” he said. When he first was looking into bee keeping, Jorgenson thought he could begin keeping bees at any time of the year. Bee keepers need to prepare in the winter for the start of caring for bees in spring when around early to mid-April, batches of bees arrive to the Stedman shop from California, he said. Stedman said she receives about

An era ended Tuesday, as the repeal of Don’t Ask, Don’t Tell, requiring that gay, lesbian, and bisexual service members serve in secret, went into effect. “They all thought it was cool,” Groslouis said. Others in Kitsap’s gay military celebrated in different ways. More than 60 people attended a celebration of the beleaguered policy’s end held at the Silverdale Beach Hotel,

Although it was a “lower-key” celebration than he expected, Goodnow said he was happy with the number of people who came Tuesday evening, and that the tone of the evening fit the character of the community. “I think one of the tough things (was) that in the community a lot of people thought it was a done deal,” Goodnow said. “It was very Kitsap in that it (wasn’t) a crazy Capitol Hill party, it’s people getting together, meeting people, with friends, and marking the occasion.” The day came as the end to a journey toward repeal, the most recent stage of which

Worker bees make up 90 to 95 percent of the colony. They are all female bees and guard and clean the colony as well as forage nectar and pollen. The third component to a colony are the drones, which are the male bees that serve no function except to mate with the queen when the weather is right, said Jorgenson. Purkett added that drones cannot sting because they do not have stingers. Purkett, of Port Orchard, said the main reason people in the area keep bees is to be able to pollenate their gardens. “That’s probably the biggest reason,” he said, although added that he got into the trade because his brother-in-law kept bees and it looked fun. Complaints from neighbors of his bees have never been a problem, said Purkett, adding that one time his neighbor said the bees were stealing chicken feed from her chickens. There was a high protein mix in the feed, and once he realized that he needed to go get pollen, it wasn’t a problem after that. When colonies reproduce, they swarm and their new hives may end up in trees or people’s homes. The association has a “swarm list” where residents can find a member who lives in their area who will remove the hive for free, said Jorgenson. What Purkett and Jorgenson said about bee keeping is that there is never one solution to the problem. There is a lot of trial and error, they said. “You’re not in charge, you’re part of it,” Jorgenson said.

While she had watched straight male chiefs emerge from more serious disciplinary proceedings able to at least finish their service, she said, within two months of admitting to fraternizing with a woman over whom she had no authority, she was discharged with only sic days’ notice. In her case, Mount said the famous unity of the chiefs’ mess - the fraternity of those in the three highest enlisted ranks, responsible for putting command orders into effect turned against her. After coming out, Mount said, her fellow chiefs wouldn’t speak to her, and even stopped making eye contact in the hallway. Eventually, she said,

she started taking her meals in her sleeping quarters, just to avoid fellow chiefs. Mount said she thought the severity of her punishment - and her ostracism by her coworkers - had to do with the fact that as a female chief she had admitted to fraternizing with another woman. “What is not going to be controlled by laws on paper is how they treat people,” Mount said. “That sort of bias is going to continue.” Before going into effect, the bill survived several attempts to block it, including a December move to add vocal opponents as certifiers of it, a June letter from House republicans asking President Obama to delay his signing of it, and a Sept. 16 request by two House lawmakers for further delays before its implementation. More than 13,000 service members were discharged from the military under DADT, many dishonorably.

Bremerton City Council expected to approve new district boundaries but at the same time said he hopes no neighborhoods are being divided. Jackson lives in District 8. “They shouldn’t break up neighborhoods,” Jackson said. “Because it’s like family — people know each other and they help each other.” The city says no neighborhoods were torn apart. “We didn’t split up any neighborhoods, as far as I’m aware of,” said Bill Eley, a city information technician who was assigned with redrawing the district boundaries. He said working in information technology and not having familiarity with Bremerton neighborhoods, he ran the proposed changes by the Department of Community Development. Eley said that about 2,000 people were moved out of District 4 and into districts 7 and 5. From the newest census data, the population in District 4 was a little more than 6,000 people and

The Bremerton City Council were expected to pass an updated City Council district boundaries Wednesday. The nine district boundaries were redrawn to even out population numbers in each district according to 2010 Census data. “Every 10 years we’re required to do that — populations shift, there have been annexations — so we try to even out the districts,” said Will Maupin, City Council president. A main change was removing some people out of District 4, and into surrounding districts. Other districts were not affected as much. Some Bremerton residents find neighborhoods being split while others don’t have any concerns at all about the boundaries. Hurene Jackson, 81, said he is happy to see the districts boundaries updated

the target is supposed to be around 4,192, he said. The updated districts include populations from 4,143 to 4,228 people. Ten years ago when the city went through the redistricting process, Maupin said an outside consultant was hired and “took the liberty” to even out the number of votes that were cast in each district, which is why numbers in District 4 increased. Because Puget Sound Naval Shipyard is in that district, many of the navy personnel vote in their home state and not in Bremerton, which leaves the district with a lower voter turnout, said Maupin. “The law clearly states to do it on number of residents and not on voter turnout,” said Maupin, adding that he is not sure why the redistricting was done that way 10 years ago. “When you think about it, it’s not for us to decide whether or not people are

going to vote,” he added. Some residents, even if they are voters, don’t have issues with the redistricting — even if it split up their neighborhood. “It wouldn’t matter to me,” said Mary Walden. “I don’t think it would affect me that much.” Walden, 86, who lives on Madrona Point Drive, said that she doesn’t have strong feelings toward the process because she and her neighbors do not talk much with one another. Daniel Abramson, an associate professor with the Department of Urban Planning at the University of Washington, said keeping neighborhoods together during redistricting has its advantages, including giving an effective voice to a community that often has meaningful common interests in a shared space. “Neighborhoods are often composed of groups who share certain demographic characteristics,” he said. Although, Abramson said that districts should have roughly the same population sizes in order to maintain representation equity. For some Bremerton residents, breaking up neighborhoods seems inevitable —

and an issue. “When you have one side of the street in one district and another side in another district, you don’t have a unified neighborhood,” said Todd Best, who lives in District 7. Best, 38, was initially concerned with the original proposed redistricting boundaries when he saw that Carol Arends, city councilwomen of District 7 and Forest Ridge Park, were removed from District 7 and added to District 8. “I was a little ticked off that they removed our city councilwoman out of our district. And they took a park, that we worked on,” Best said. “Is this a way you say ‘thank you’ to a woman who has given service?” After voicing his opinion to the City Council, Arends and the park were placed back into District 7. Best has lived in the area since November 2006 and in District 7 since 2008 and said the boundaries should not have been drawn that way in the first place. Sara Gregoire, who also lives in District 7, said she hadn’t paid much attention to the redistricting, but said that if it affected where her son goes to school in the future,

she may have something to say. Gregoire, 31, said that she grew up in Bremerton and because of redistricting, she attended both Naval Avenue and Crown Hill elementary schools during her childhood. “As a little kid, it was hard. I didn’t move,” Gregoire said. Living in the area of Callow Avenue and Burwell Street, Gregoire said her neighborhood is “enough of a community to say we don’t want a methadone clinic.” “Everyone says Callow is making a comeback. I hope so,” she added. Although the districts have now been updated, should voters decided to shrink the City Council size from nine to seven members this November, the city would go through the process again. “Let’s not waste tax payers’ money or time,” said Best. Maupin said that if voters decide to retain nine councilmembers, nothing more would need to be done. If the council size does decrease, “at least we had the experience of doing it once,” he said of redistricting. “I just want to see things get done, see the city move forward.” Best said. “It’s a gold mine waiting to be mined.”

Green Job Failure This Democratic administration’s push of its environmental agenda has translated into a false and failing green jobs economy. This administration has subsidized every alternative transportation and energy

Bureaucracy looks at community in numbers. On occasion, the big decisions of leadership are illustrated with a single person. Going into budget cuts for the fourth straight year, the Kitsap County Board of Commissioners has the ever harder job of squeezing a belt already drawn to the hipbone. We encourage the commissioners to keep in mind the individual citizen, the one on whom the whole shebang is built, as they make long-reaching decisions when calling for deeper cuts to the general fund in effort to ballance the budget. Particularly troubling is the lauding of a 2011 cuts that shaved $500,000 out of public defense inside the prosecutor’s office to balance the budget. It’s an example that should be questioned. A county commissioner recently applauded the prosecutor’s ability to push felony cases, normally tried in Superior Court, down into District Court by increasing the number of plea bargains. The commissioner said civil cases in Superior Court have increased as a result. Those are cases that pay fees in cash. There are actually two net results of pushing plea bargains; the county contributes the “savings” to balance the budget on the macro view while the county’s poor and disenfranchised get served a lesser choice-less judicial system on the individual basis. Under a dominant plea system poor people simply don’t have access to the jury trial system that residents with the education or money do to offer a defense in a jury trial. With or without intent, the effect is that the prosecutor’s office becomes a triad of “justice” for the county when it is intended to be one leg of a stool. Alone the prosecutor becomes the cop, judge and jury with the ability to press on those they believe are guilty. With costs of Superior Court involved, further aggravation such as higher prosecutorial charges encourage a plea of something lesser to avoid the presumed “gamble” of a jury.

in the winter. It’s a real struggle now.� Hayfield and his wife Kathy have owned the restaurant for 31 years and said since the bridge closure, business has been down 25 percent. Kathy Hayfield said that because of the closure, people don’t know how to get to the restaurant — or if they do, they must take a detour — and the restaurant’s parking lot is also now gone due to construction. “It’s a triple whammy,� she said last week. Rebecca Dove Taylor, who lives in Manette and has been the owner of the Manette Saloon and Side bar for 16 years, also said she hasn’t seen a hit like this to the business community before. “It’s the first time I’ve seen such a travesty,�

she said, adding that Manette already lost two businesses after the bridge closure. Since the city knew that construction and a closure to the bridge would occur, Dove Taylor said she wishes something had been done to better prepare for it. “Now that we’re all suffering, that’s when we get help,� she said. A recent meeting bringing business together in search of solutions to the geographically driven downturn was held by Bremerton Mayor Patty Lent and City Councilman Adam Brockus, whose District 3 includes Manette. Last Friday they discussed the struggle to do business on a corridor that. for the moment, doesn’t act like one. Dove Taylor said a meeting to prepare prior to the bridge closure would have been ideal. “We didn’t realize what would happen by the early bridge closure,� Lent said. “The economy has affected the city and county and now businesses are exasperated with the construction site.�

For Sariann Irvine, owner of Special Fx Salon, the bridge closure has not affected her business as much as it has others. “Our clientele is pretty solid, even if it takes GPS to reroute them,� Irvine said, adding that many live locally in Manette. However, Irvine said that the food and beverage establishments in the area are struggling. One of the original advantages to the old bridge and eventually the one replacing it is that Manette became a consistently walkable distance to downtown and the shipyard. “We’re one of those lucky ones,� Irvine said. “It will only get better when the bridge opens.�

Jessica Husted, owner of Der Blokken Brewery, said her Manette business has been steadily growing since its March 2010 opening. However, since the bridge closure, her numbers have been lower than when she first opened. “We are doing everything we can to get people in. I don’t know what more we can do,� Husted said, adding she doesn’t have a budget for big marketing projects. Husted acknowledged her regular customers and that because Bremerton is a transient community with the military, businesses just need to reach out more — especially with the bridge closure. She added that they did not

expect as many preclosures before the old bridge closed for good in July. The Manette Bridge is scheduled to reopen Nov. 10 and Jeff Cook, the project engineer with the state Department of Transportation, said the project remains on track but that it is “weather sensitive.� “If we get a string of bad weather, it may affect that,� Cook said Monday. “It’s on track but there’s always risks. As of today, that’s the date.� The business owners and city officials hope there are no delays. “We’ll make it through. It’s nice to have help,� Dove Taylor said.

Thompson had difficulty getting back into his kayak and had held onto his friend’s kayak in an effort to be towed ashore. The search began at approximately 10:45 p.m., police said, and Thompson’s kayak, paddles and lifejacket were discovered. The search area involved approximately 45 square miles with six boats and two Coast Guard helicopters participating at one time. Water temperature at the time of the initial search was 55 degrees with 10-knot winds and waves less than two feet, according to the Coast Guard.

Departments have asked for more money than is available in 2012, specific cuts remain unknown Office’s which faces the loss of nearly $1 million in revenue, at the same time years of off put maintenance costs have come due. “There will be some budgets cut,� she said. County Commissioner Robert Gelder said that several departments had already seen enough cuts in recent years, such as the auditor’s and treasurer’s office along with coroners office which he says is a “24/7 operation� that has been cut thin enough. “The coroner can’t be cut anymore,� Gelder said. With the announcement last week of an additional state budget shortfall estimated to be $1.3 billion, the county can expect additional cuts from the state as well. But for now the county will proceed based on the revenue numbers given by department leaders and the Kitsap County Auditor’s Office, Garrido said. “Clearly the state will make reductions that will effect us,� she said. Garrido said commissioners and budget staff spent this week working with Excel spreadsheets cutting one budget to see the potential effects across the board. They’ll continue moving budget reductions around county departments to try to find the best and most efficient places to cut, she said. In a February 2011 memo, county commissioners warned employees that every budget cycle “from now on� will require cuts. Revenue can never keep up with “our growth for ongoing expenses,� said the commissioners. Between fiscal year 2008 and February 2011 the county cut 150 positions from the total 1,600 employees and cut hours for another 180.

Back then, the commissioners said status quo budgets would not cut it in 2012, yet at the same time announced that the assessor, treasurer and auditor budgets had been cut to “virtually unsustainable levels.� No department presented a 2010 budget with significant cuts on their own. Nearly all were “status quo.� Gelder said that a few departments have asked for a little less that the in 2011, such as the County Commissioner’s budget which asked for $1,000 less in 2012, he said. Departments are projecting less revenue and therefore asking for less to begin with, commissioner Josh Brown said. Commissioners say the largest among the general fund expenses is “law and justice.� Though no single budget contains “law and justice,� it is generally comprised of the sheriff, the courts, the prosecutor’s office, the county clerk and the local juvenile system. Past cuts to the county law and justice system included $100,000 in sheriff department uniform expenses and $160,000 in overtime cuts. The prosecutor’s office cut $500,000 from public defense expenses in 2010 and cutting staff in the district court netted $200,000 savings, according to the commissioners memo. Garrido say they add up to about 70 percent of the sought $79 million budget. Last week the director of Kitsap County Parks and Recreation revealed that about 13 percent of every parks employee’s hours during a calendar year actually go to support the Kitsap County Fair and Stampede. The translated salary and wages equal $236,000, according to James Dunwiddie. The fair and parks each have separate budgets, but with the knowledge of the additional costs in support from taxpayers, Dunwiddie said the fair did not actually pay for itself. To contextualize, the annual maintenance budget for all the property covered by the department is $1 million, Brown said. He said his choice between a years worth of work and maintenance for the entire parks inventory or five days of county fair, will be easy – cut the $236,000 in support to the fair. Brown, Gelder and Dunwiddie said the

previous parks director never broke down the numbers far enough to see the parks money leaking into the fair indirectly. None have said how the cuts the indirect support of the fair would look like or be structured, but Gelder said he thought the money was on the table. Dunwiddie Wednesday said he doubted he could cut hours by 13 percent, but that the commissioners would decide. Another fair related efficiency to be discussed is the hours of police presence required for an event of such size, Gelder said. “It’s a huge impact on the Sheriff ’s Department,� Gelder said. “There is a cost associated with no recovery.� Brown last week said cutting the first million from the balance gap will be the easy part. “Low hanging fruit� he called it without giving specifics. “The last million is going to be very

tough,� he said. The county is already “lean,� Garrido said. “It means we look across the spectrum and think creatively.� One perspective on the commissioners concept of balance comes with the county’s $120,000-a-year contract with a lobbyist to push Kitsap County government needs and wants down in Olympia. Brown said it’s worth renewing because John McBride is working to get the county more flexibility with less state oversight while also obtaining more in direct services. McBride was worth the money because he’s brought $3 million in additional state funding to Kitsap County, Brown said. With the goal of having a solid budget for public comment by early December, Garrido said “a lot of discussions� would occur during the coming weeks. The cuts will materialize by Oct. 10 as the BOCC deliberates on a preliminary budget.

The trial for the Kitsap County lawsuit claiming the Kitsap Rifle and Revolver Club is a nuisance and danger has been moved again. Now set to begin on Sept. 27, the trial is expected to last two weeks and will occur in Pierce County Superior Court. The most recent start date was Sept. 19 after being bumped in August and an original March trial date. In September 2010, Kitsap County Prosecutor Russell Hauge filed the lawsuit against the Seabeck-area gun club for allegedly violating nuisances laws following a spate of noise and safety complaints by neighbors. The most recent trial delay comes from a tight schedule according to Kitsap County deputy prosecutor Neil Wachter. The judge has an ongoing criminal trial, he said.

“Criminal issues tend to always trump any civil litigation matter,� added Marcus Carter, executive officer of the gun club. Wachter said that the county is bringing in a new expert, a forensic expert, and that the defending party has been notified. Carter said Monday that he was unsure if the club was planning to hire a countering expert. “We certainly don’t want to spend more money. It’s going to be a matter on what we see in the report,� he said. The court indicated some flexibility if the defense needs extra time to respond, Wachter said. “The court is very interested in getting this trial off the ground,� he said. The club hopes the trial will begin next week and not be pushed back any further, said Carter. “We’d just like to get through it and be done with it,� Carter said.

Puget Sound Naval Shipyard commuters taking part in a federally-subsidized mass transit program got their first look at newer, more comfortable and fuel-efficient buses Monday. Purchased to replace aging buses in Kitsap Transit’s Worker/Driver program, the 28 coaches were presented to workers inside the shipyard’s Controlled Industrial Area in a lunchtime ceremony Monday, the organization said in a release the same day. John Clauson, service development director at Kitsap Transit, said that the coaches, which he described as “touring- or greyhound- style coaches,” went into service that afternoon. Previously, Clauson said, the Worker/Driver pro-

gram carried its 800-900 daily riders on buses left over from the county’s regular routed service. “It was something we’ve been wanting to do for a while,” Clauson said. “But historically it’s been very difficult to justify the acqui-

the buses, including paint, interior repairs, and minor mechanical repairs. More than 80 percent of the purchase cost of the coaches was paid for by a Federal Transit Administration grant, he said, with income generated by an $18 increase in monthly passes for those who ride the bus covering the rest. The worker/driver program trains interested commuters to drive Kitsap Transit buses, then pays them a wage to do so, Clauson said. As with a van pool, the operators pick up the buses in the morning, then drive a route past or near their workmates’ homes, Clauson said. Parking the bus at the shipyard, the driver then goes to work, and reverses the process in the evening. “[The worker/driver program] is relatively efficient when you look at it in comparison to regular routed services,” Clauson said, because it saves the county money otherwise

The replacement coaches augment part of the shipyard’s larger Transportation Incentive Program, in which the federal government reimburses more than 4,000 employees for

the cost of passes, said the release. The worker/driver program currently maintains about 30 routes, Clauson said, of which 28 bring workers to and from the shipyard and two bring workers to Naval Base Kitsap - Bangor. Clauson said grants had been solicited for buses for the Bangor routes, but that Kitsap Transit had yet to receive any bids.

Bremerton man struck by Taser near his yard KITSAP 911

A Bremerton man was struck by a Taser near his yard after questioning men who were standing in his yard Sept. 16. A police officer arrived to the man’s residence on Sunset Vista Place at about 11:24 a.m. The 46-year-old man said he was looking out his window when he saw two men were standing in his yard on the east side of his property. They were standing near trees inside his fenced off area, according to police reports. The man went outside and asked the men what they were doing, but they did not answer and began to walk north toward a wooded area that is owned by the Bremerton School District. The man walked up to the men and asked them again what they were doing in his yard. One man, who appeared to be about 22 years old, pulled an object out of his pocket that started “sparkling.� The 46-yearold said that he then realized that it was a Taser. The man pointed it at the 46-year-old and said he would strike him if he did not get out of the way. The 46-year-old returned to his home. When he returned to his house, his chest was

stinging and he realized that he was struck by the Taser. The officer observed two welts on his chest. The suspects were not located during a check of the area before and after talking to the 46-yearold.

Bremerton man finds knife under Warren Avenue Bridge, asks officer if he can keep it A Bremerton man reported finding a knife under the Warren Avenue Bridge Sept. 17 and asked the officer if he could keep it if no one claimed it. The 35-year-old man reported at about 12:03 p.m. that he found a fixed blade hunting knife and leather sheath while cleaning the area under the bridge with a church group. The man asked if he could keep the knife if no one claimed it and the officer, not sure of the policy, gave the man the case number for the report. The knife and sheath were placed in the Bremerton Police Department’s property room as found property.

Seabeck woman arrested for drunk driving and possession of heroin An intoxicated Seabeck woman was arrested for driving under the influence as well as for the possession of heroin while driving in Bremerton Sept. 17. A police officer was driving west on 11th Street at about 3:20 a.m. when he observed a white Jeep Wrangler swerve across the yellow line from the westbound lane to the eastbound lane. The officer stopped the driver in the area of 11th Street and Montgomery Avenue. The officer asked the 22-year-old driver if she knew why she was pulled over. She said it was because she was swerving, which she explained was because she had received a text message stating that her grandfather was ill. She added that she knew she should not be texting while driving. The officer noticed the woman’s eyes were bloodshot and watery and detected an odor of intoxicants coming from her vehicle.

Teen brings knife to Bremerton High School A police officer was called to Bremerton High School Sept. 16 after it was reported that a student brought a knife, baseball bat and marijuana pipe to school. The incident was reported at 8:21 a.m. and the 19-year-old became “agitated� and left the school before an officer arrived. The officer found the 19-year-old in the area of 12th Street and Sidney Avenue and transported him back to the school to speak with school officials. The school’s assistant principal said the 19-year-old is not registered for classes this year and comes to school to eat, adding that he stays in a classroom part of the day but does not do coursework. The 19-year-old said he has no place to live and sleeps outside at times so he keeps the knife and bat for protection. He added that the knife belonged to his father. The assistant principal prepared a trespass form since the teen is not a student and the officer issued it to the 19-year-old. The teen said he understood that he is not allowed on school property until the school district lifts the trespass. The officer returned the knife and bat to the teen and transported him to Coffee Oasis. The marijuana pipe was placed into evidence for destruction. When the officer asked her if she drank anything, she answered that she had one beer earlier in the night. The woman complied with participating in field sobriety tests. She missed walking heel to toe in every step, according to reports. After agreeing to submitting a voluntary preliminary breath test, a captured sample came out to being .109. The woman was arrested and transported to Kitsap County jail. While

searching her purse at the jail, several syringes were found as well as two plastic bags containing a brown tar-like substance. The woman said she was

diabetic but the substance tested positive for heroin. She was booked into jail for driving under the influence and the possession of heroin.

Police investigate surge in catalytic converter thefts BY KAITLIN STROHSCHEIN PORT ORCHARD INDEPENDENT REPORTER

A thief, or a small group of them, drives up to a South Kitsap car, slides under with a power metal saw and cuts the catalytic converter out of the exhaust system within a minute or so. The robber then sells the converter for about $100 at a scrap metal yard. It’s happened at least 14 times in South Kitsap since June. “It’s a quick and easy way for someone to steal something and turn it over for a profit,” Port Orchard Police Commander Geoffrey

Marti said. The thieves seem to be stealing the converters during the day, in public parking lots like those at apartment complexes, downtown and at the high school. “It’s really a blatant act,” Marti said. “They don’t act like they’re doing anything wrong.” People have seen the thefts, he said, but didn’t think to call the police. It would be really helpful, he said, if the public helped them catch the robber in the act, he said. “If they see someone sliding around under someone’s car, they need to call the police.

POULSBO — County Commission candidate Rob Gelder is endorsed by the Home Builders Association of Kitsap County’s Affordable Housing Council. Candidate Chris Tibbs is endorsed by the Kitsap County Association of Realtors. They served together on the county Citizens Budget Committee. Both believe charter government may be in the county’s future. Both believe county government must prioritize its services, but their paths diverge on what those priorities should be. They are running in the Nov. 8 election for the right to serve the one year remaining in the term, vacated earlier this year by Steve Bauer, who resigned. Commissioners earn $109,907 per year. They approve laws, set policies, and manage a $325 million budget. Here’s a look at the candidates, their take on the status of the county, and what they would do if elected. ROB GELDER Gelder, 45, was appointed to the County Commission and took office March 14, succeeding Steve Bauer, who resigned.

Previously, Gelder worked as director of fund development for Martha & Mary for seven years. He served two terms as chairman of the 23rd Legislative District Democrats and served on the county’s Citizens Budget Committee. He has a political science degree from the University of Rochester. In 2010, he was a candidate for appointment to the county treasurer’s post, but he withdrew citing other commitments. Since taking office, he has found serving as a commissioner to be all he expected it to be and more. Two weeks after he took office, County Administrator Nancy Grennan left to work for King County’s Human Resources Department (she had announced her resignation a month earlier), and Gelder found himself in the shared role of administrator. The County Commission left the position vacant, and instead meets weekly with department heads. A month later, Gelder was in a public meeting in a room full of residents opposed to the proposed explosives handling wharf at Bangor, explaining the county’s support for the project. He told the Navy and residents that construction of a second wharf was generally favored

by county officials for the jobs that would be created — as long as the in-lieu fees program designed to mitigate environmental damage remained intact. Over the summer, he met with residents and sportsmen and worked out a compromise regarding the construction of the proposed b o a t launch at Point No Point. He and the o t h e r c o m - Gelder missioners and department heads have been trying to figure out ways to ensure the people’s business gets done efficiently in four days, and with less staff. It hasn’t been easy in the Department of Community Development, the target of public complaints about permit backlogs. Gelder said streamlining the department is part of department director Larry Keeton’s ongoing workload. One solution: The county plans to employ the SMARTgov software system, which will enable the public to file permit applications online and track the progress of their permit. Gelder said SMARTgov will give residents more empowerment in the permit process. Gelder said county government needs to operate “more as a service organization and less as a bureaucracy,” and he sees himself as a facilitator in that. “The people on the ground in their community — my job is to remove the barriers to their success, step out of the way and let them go.” Other restructuring may not come so easily. He thinks a county charter would make government more efficient and less costly. Currently, the county operates under a system of government established by the state. Under a county charter, the system of government is established by voters. Voters could make elected department heads non-partisan or appointed positions, consolidate departments, change of the number of county commissioners. “In terms of efficiencies, it would make sense,” he said. He is also developing a forest stewardship policy to support county-owned forested recreation areas, such as trails. Trees would be identified for selective logging – he calls it “thinning” — with the timber proceeds used to support forest stewardship and trails maintenance. He said much of North Kitsap’s forested areas are second-growth that needs to be thinned to improve biodiversity and improve recharge of water sources. He said this program is expected to be launched in 2012. “It’s extremely rewarding to serve the community in this capacity,” Gelder said. “The county is full of tremendous people, concerned about their communities and rolling up their sleeves to make it a better place. She works for the U.S. Commerce Department in Seattle. Tibbs swept floors, washed dishes, delivered newspapers. “Ever since I was 13, I’ve made a buck,” he said. In 1999, Tibbs he joined Sound City Food in Bremerton, working his way up to general manager. He took some classes at Olympic College in 2000. In 2001, he ran for North Kitsap School Board against Bethany McDonald, getting 2,753 votes to her 7,380. In 2003, he started four espresso stands, but in two years was forced to seek Chapter 7 bankruptcy protection. He operated the remaining two espresso stands until four years ago, when he joined Ootopia Coffee Roasters in Bremerton; he is Ootopia’s sales manager. In 2005, he earned his GED to encourage his sister, who was working for her GED. In 2006, he ran for Public Utility District 1, getting 22,829 votes to Lloyd Berg’s 42,399. In 2008, he was appointed to the county Citizens Budget Committee and became vice chairman. Tibbs estimates he’s knocked on 1,600 doors, and is campaigning hard in his native Bainbridge Island, a Republican in a largely Democratic city. He got former Gov. John Spellman’s endorsement because he asked for it; Tibbs said

Tibbs said county government needs to reprioritize its services. “Seventy percent of the population lives in unincorporated Kitsap County,” he said. “The critical issues there are law and justice, roads and land use.” He said commissioners must work with departments to identify potential cost savings. “Across-the-board cuts don’t work,” he said, adding that county government offices should be open five days a week to efficiently conduct public business. He said it can take between six months to two years from building permit application to construction. He said consolidation of district and municipal courts would eliminate “overduplication” of services because district and municipal courts have the same authority. The Kitsap County District Court has jurisdiction over misdemeanors and gross misdemeanor crimes, among them domestic violence, assault, and theft. The court hears criminal traffic charges and traffic infractions. Municipal court judges preside over non-traffic infractions, traffic infractions, parking infractions, criminal misdemeanors and gross misdemeanors occurring within their respective cities. They also order protection for victims of domestic violence. Tibbs proposes one administrator for a unified court system, with courts in North Kitsap, Bremerton and South Kitsap. revenue from Silverdale — a major economic center in the county and the home of Kitsap Mall — would be devastating to the county budget, resulting in more staff reductions in staff and level of service. And he doubts incorporation would be a boon for Silverdale residents; the new city would also inherit a commensurate share of county debt, as well as the costs of providing services that are now provided by the county. Noting that residents from throughout Kitsap County shop in Silverdale, Tibbs said, “Money generated in Silverdale should benefit the county.” Tibbs supports a county charter as a way to end partisan control of county government. Currently, if a commissioner or elected department head resigns, the official’s political party gets to select the replacement — a process that has been repeated 13 times in the last 10 years, he said. That’s a lot of power for precinct committee officers, he said, because county voters mostly vote to retain incumbents.

“We either need charter reform, or we need a change on the state level regarding bureaucratic positions,” he said, adding that the positions should be non-partisan. Regarding upcoming changes to the Shoreline Master Program, he supports grandfathering properties that would be considered “non-conforming” under new development rules. If a house is listed as non-conforming — meaning it doesn’t conform to current codes — a buyer could have trouble getting financing, and a property owner won’t get a permit for site improvements.“We need to keep Kitsap rural as best we can, but we have to balance that with respect for individual property rights,” he said. S’Klallam expands court programs with federal grants BY MEGAN STEPHENSON NORTH KITSAP HERALD REPORTER

The Port Gamble S’Klallam Tribe is expanding a few of its law enforcement programs after receiving more than $1 million in grants from the U.S. Justice Department. The grants go to strengthen tribal law enforcement -- for S’Klallam, adult court services and domestic violence were key areas in need of assistance. Denise Comstock, executive director of the tribe’s foundation which wrote the grant application, said the foundation spoke with all the tribe’s department heads to decide which programs needed the most help. “I’m surprised on how large the grant ended up being, although we certainly hoped for the best,” Port Gamble S’Klallam Chairman Jeromy Sullivan said. “A lot of our services really need an upgrade.”

Comstock said the two grants -- nearly $500,000 for tribal court assistance, and $530,000 for domestic violence and sexual assault prevention -- will go to bolster existing programs. Jennifer Olanie, S’Klallam court administrator, said they can now have two probation officers to help support adult offenders; and are implementing a culture-based fatherhood support group, which will “reinforce the unique role fathers play” in tribal life, Comstock added. “We’re a small population [and] are cognizant of our issues and want to help the best we can in the most positive way,” Sullivan said. Jail is preferably the last option, according to Sullivan and Olanie, and their tribal system tries for supervised, rehabilitative programs first. The second grant will expand “stop domestic violence” programs, including additional personnel to

help with cases, and focusing on youth education. “We came to the conclusion we need to stop violent behavior at its core, which is teaching kids not to [commit domestic violence],” Olanie said. The Justice Department awarded $11 million in

grants to nine other western Washington American Indian tribes. “We’re thrilled to have this. Not only do we get to continue [the programs] but we get to expand them a bit,” Olanie said.

The North Kitsap Trails Association (NKTA), an all-volunteer, non-profit organization working to plan, build and maintain land and water trails in north Kitsap County, today announced that it has completed a master plan for nonmotorized trails in north Kitsap County. The plan, officially titled the North Kitsap String of Pearls Trail Plan, represents nearly three years of work by multiple public and private groups throughout the county, as well as hundreds of Kitsap County residents interested in preserving trails in north Kitsap County, said Linda Berry-Maraist, chair of the NKTA’s Trail Plan Committee. “This plan truly is a product of our communities’ vision for linking together north Kitsap’s unique communities

Tapping into our timber roots

f you enjoy carrying heavy logs on your shoulders, or excel at tossing eight-footlong logs like javelins, Old Mill Days in Port Gamble is your time to shine. Among other timberthemed competitions during the three-day festival Sept. 30 to Oct. 2 is the first annual search for the Kitsap Toughest Timberman. “In this amateur competition, strong men will have to use their brute strength,” said Johnathan Miller, Old Mill Days founder and organizer. “They will compete in old-school lumberjack sports like they used to do back in the day.” Other competitions at Old Mill Days include lumberjack shows and chain saw carving. The literal buzz around chain saw carving has become so loud that a major cable network will be filming the competition for a new television show called “Saw Dogs.” (Contract rules wouldn't allow Miller to name the network, but he did hint it is a very popular channel.) The weekend includes carnival rides, a car show, exhibits on forestry rejuvenation and vendors. Throughout the weekend, the main stage will entertain with live music, comedy and dancers. But the setting in historic Port Gamble, with its long history of milling (the mill operated from 1853 to 1995), lends itself to events that would make Paul Bunyan’s jaw drop. Hot Saws and Hot Saws Unlimited take place on Oct. 1 and 2. For those not familiar with the concept, Hot Saws are jacked-up chain saws that use motorcycle or snowmobile engines to cut through thick logs. Hot Saws Unlimited use V-6 or V-8 engines, though the festival has put the kibosh on allowing fuel additives. One year a saw caught on fire and burned the competitor. “There is no doubt about it that there is danger in these sports,” Miller said. “That’s why we have medics on-site at all times. We don’t want people to get hurt. That’s not our goal.”

his weekend, the glossy brightwork of 30 classic yachts will glisten in Poulsbo Marina during the 15th annual Poulsbo Yacht Rendezvous. “There is something about these old boats that is different from modern boats,” organizer Richard Randall said. “They repre-

sent a part of our history that we are gradually losing touch with, and this is an opportunity to preserve it.” The free event is open to the public and many yacht owners will welcome guests aboard their vessels, allowing visitors a peek back into time when boats were made from wood, not fiberglass. (Many owners ask that visitors remove their shoes, so plan accordingly and wear footwear that is easy to

Port Orford is native to small regions along the Oregon and California coasts and trees that were large enough to be used for lumber were exhausted long ago. Most of the teak available today is plantationraised and lacks the density of its old-growth relatives. Randall said an event like the Poulsbo Rendezvous is a time to share the old vessels with the public. It helps raise awareness of these historic boats and encourages others to get involved. “We are quite aware that we are only caretakers, and our challenge is to pass these boats on to future owners in at least as good, or better, condition than when we acquired them,� he said.
