One Discover Pass for two cars is likely Community foundation Senator Ranker adds transferability to state’s Discover Pass program by COLLEEN SMITH ARMSTRONG Editor/Associate Publisher

It was citizens’ number one complaint: the Discover Pass was only good for one car. A clause in the program that limited transferability between vehicles will become a thing of the past under legislation proposed by state Senator Kevin Ranker, D-Orcas Island. “We’ve known since before we wrote the legislation that it would be a work in progress,” he said. “Often you don’t get it right the first time – you get it out there and then make changes.” Ranker, the prime sponsor of the bill creating the Discover Pass last spring, said in a press release that the intent of his new legislation is to add a level of convenience for prospective purchasers and families across the state. It would amend existing law to allow transferability between two vehicles and would take effect immediately. Current pass holders would be

allowed a second vehicle as well. “Different activities require different vehicles and modes of transportation,” he said. “After hearing from citizens statewide, it’s clear that a non-transferable pass places too large a burden upon already strained family budgets.” The $30 pass ($35 if you buy it online or at a retail store) is now required of anyone who intends to park a vehicle, motorcycle or moped at any state park for longer than 15 minutes. Because of this new fee, all of Washington’s 119 state parks and its 7 million acres of recreation lands were slated to remain open despite a $4.6 billion projected drop in state revenue over the next two years and the many cutbacks in spending that lawmakers have implemented. Visitors can also purchase a $10 day-use permit. Residents who volunteer 24 hours of service per year will receive a complimentary pass and hunters and fishermen will be issued a vehicle access pass for Washington Department of Fish and Wildlife lands when they purchase their game license. A preliminary analysis tipped them off: some islanders are having difficulty getting access to needed medical, dental and mental health care. The Orcas Island Community Foundation wants to know more. “What is the real status of mental, dental and medical care on the island?” asked board member Helen Bee at a recent gathering of health care professionals, philanthropists and other concerned citizens. Over the next year, foundation board members plan to gather as much information as possible on the subject, and they want to hear

This initiative is in addition to the foundation’s annual grants distributions, and the budget has not yet been determined. Based on the foundation’s understanding of local philanthropists, said Bee, “If we present donors with clear, achievable goals, we think the pool will grow.” An 18 month-long Community Needs Assessment concluded last year surveyed about 50 islanders, and indicates access to care as a top concern. Now OICF wants to delve deeper. “We just know we don’t know enough,” said Bee. She asked attendees at the brainstorming session to suggest what kinds of information are needed; ways to gather it; and ways the foundation could potentially “move the dial,” increasing access to health care in each attendee’s area of expertise. A major topic that arose was coordination of services, executive director Hilary Canty told

“It’s like getting an early Christmas present,� said Jan Sunquist, Lutheran Church in the San Juans Council President, referring to Pastor Anne Hall’s acceptance of a two-year term call. She is replacing Pastor John Lindsay, who retired. The new “flying pastor�

serves three branches on Lopez, Orcas, and San Juan, all existing as one church. She recently moved to Lopez full-time but has visited the islands since 1975. Growing up in a suburb of New York City, Hall graduated from Radcliff College and has a Master’s Degree from the Harvard Graduate School of Education. She met her spouse David (from Seattle) while at Harvard. She became a Washington state resident soon after. Pastor Hall was a school counselor, an administrator, and a teacher of pre-school through college level students. She became involved with a small American Baptist Church that was assisting refugees. She then pursued theological stud-

ies and earned a Master of Divinity from the Pacific School of Religion. Hall was ordained by the American Baptist Church in 1993. Following a co-pastor position at University Baptist Church that she held until 2003, she sought a part-time pastoral position and, after a course of study, became rostered in the Evangelical Lutheran Church in America. She served at University Lutheran Church for the past eight years. “The pastor asks us about our spiritual journeys and joins with us in that discovery,� said Friday Harbor parishioner Sharron Kick. Hall says her goal is to “empower people to find their own vision and pursue it.� Hall’s husband, Dr. David Hall, is a psychiatrist with a practice in Anacortes working with children, adolescents and their families. The couple has two sons and two grandsons.

ect, shared their robot’s design and programming, were judged on teamwork skills and also competed with their robot to complete missions in two and half minute matches. The Northwest Robotics team focused their research project on the consumption of raw oysters and the related Vibrio parahaemolyticus bacteria, which can result in vibriosis, an illness with flu-like symptoms. The team won the Inspiration Award, an honor that represents the “Core Values,� and qualifies them to compete in the state competition. The primary principles of the FLL program are its Core Values, which emphasize contributions of others, friendly sportsmanship, learning, and community involvement. Over the past two months, the dedicated team of students met two to three days a week after school and worked many hours completing research and programming the robots. Not only did they focus on a local, real-world issue, but they also wrote an original song accompanied by ukuleles to open their project presentation, which was a hit with the judges. “The group participated in the competition with enthusiasm and pride, and truly displayed the characteristics of a great team,� said team coach Diane Clifton.

Eastsound constructed wetland done; phase three set for 2012 After 17 years, the Eastsound constructed wetland is complete. The county purchased the 0.9-acre “Mount Property� next to the Village Green in 1994 to create a facility to treat surface water runoff. During the next 12 years, a number of studies were completed to evaluate stormwater treatment options best suited for the site. The final concept was designed into a three phased project. A grant from the Environmental Protection Agency funded the construction of phase one in 2010. That phase included the installation of pipe from the treatment facility to Fishing Bay. Phase two was just completed with the installation of the constructed

wetland treatment facility. The final phase of the project, planned for 2012, will include piping to convey stormwater runoff from A Street, and part of the Prune Alley and North Beach Road drainages, into the constructed wetland. Stormwater runoff is one of the largest sources of pollution entering Puget Sound and the Salish Sea. The constructed wetland facility will treat a portion of Eastsound’s stormwater road runoff before it reaches the water. The facility consists of a sedimentation basin and a constructed wetland with the capacity to treat 370,000 gallons of stormwater at one time. The small existing wetland located at the

western edge of the site was incorporated into the facility. By slowing the flows, the sedimentation basin allows pollutants and particles to settle out of the stormwater. It then enters the wetland and meanders through vegetation and soil to be further treated by a variety of plants providing a range of capacities for toxin and nutrient uptake, and by infiltration through the soil. The treated stormwater is discharged into the existing downstream piping system. A kiosk with information on the constructed wetland will be installed prior to the spring. The wetland is expected to be fully functional by the fall of 2012 and winter of 2013.

Public comment sought on solid waste The process of revising San Juan County’s solid waste plan is making headway. Public Works Director

SHERIFF’S LOG San Juan County Sheriff’s Department reported responding to these calls: Nov. 23: A delivery driver who got lost on Orcas Island vowed to make sure damages were paid for after he backed a 70-foot long semitruck into an electric fence and gate, knocking them down. The 55-year-old man, employed by a Lynnwood-based company, also damaged about 100 feet of roadway while struggling to turn the semi around in driveway on Scott Hill Road. He was confronted at the ferry landing shortly after the delivery snafu first by the fence owner and then by a deputy. Nov. 24: A green and cream colored rug was the only household item that disappeared from a Lopez Island home in an apparent burglary and theft. Valued at $250, the 6-by-8-foot rug vanished from a residence on Normandy Lane, where authorities found no sign of a forced entry. Nov. 25: Several Orcas Island teens could face alcohol-related charges following an alleged booze theft at a Deer Harbor home on Thanksgiving Day. The homeowner’s 18-year-old son, who lives elsewhere on the island, allegedly broke into the home, pirated several bottles of alcohol, most of which was later recovered, and then handed them over to several friends. Nov. 29: Allegations of assault prompted the arrest of an Orcas Island man accused of attacking a live-in girlfriend. The 30-year-old, also charged with resisting arrest, was taken into custody at the couple’s home on Green Cow Lane in mid-morning. The 22-year-old woman, who suffered wounds which were reportedly visible, was also taken into custody so her injuries could be processed as evidence.

Frank Mulcahy said he anticipates the changeover from a primarily self-hauled system to a primarily roadside pickup to occur in late summer. But before the changeover occurs, the county council must adopt and the Department of Ecology (DOE) must approve a revised County Solid and Hazardous Waste plan. The plan is slated to be com-

pleted for public inspection in early February, adopted by the council in early May and approved by DOE in mid-July with an opportunity for public review along the way. The public works solid waste team presented a draft of the first seven chapters of the plan to the Solid Waste Advisory Committee on Dec. 1. Those chapters address legal requirements

and the county’s solid waste operations: collection, transfer, and disposal of waste. Another chapter deals with waste reduction and recycling. The remaining three chapters are scheduled to be completed by Feb. 7, 2012. The preliminary draft presented to the solid waste committee is

To the Thanks, Senator Ranker Editor:

W

e made our dissatisfaction with the Discover Pass well known in the pages of this newspaper. In theory, we thought the $30 pass to park a vehicle, motorcycle or moped at any state park was a reasonable way to keep our parks open. But the legislation came out with a few flaws, and we commend Senator Kevin Ranker, who sponsored the original bill, for putting forth new legislation that not only eases the financial burden on the consumer but will likely bring in more revenue for the state. The problem: the Discover Pass lacks transferability. Because the pass is assigned to a vehicle, rather than an individual, that means it can’t be swapped between cars. As one reader told us, “My husband and I take our small car to the park when it’s just the two of us. When family is up, we take the van. That means we have to buy two $30 passes.� The solution: if Ranker’s new legislation passes this week, which he feels it is very likely to do, state law will allow transferability between two vehicles – starting immediately. Current pass holders would be allowed a second vehicle as well. This is a move in the right direction and we hope it encourages more families to buy a pass to keep the parks alive and well. The Discover Pass was slated to bring in $17 million by the end of this year, but so far it’s only at around $10 million. We’re still not happy about the surcharges tacked on to the $30 pass if you buy it through the state’s website and phone or a licensed dealer, of which there are five in San Juan County. The markup comes from a 10 percent transaction fee and $2 dealer fee. A one-day Discover Pass costs $11.50, which includes the $10 base price, a 10 percent transaction fee, and a 50-cent dealer fee. The only way to avoid paying the extra cost is to buy the pass directly from state park staff or the Department of Licensing. But that’s a minor detail in the bigger scheme of things, and we are grateful that Senator Ranker listened to his constituents and amended this bill. We’ve gone from dissatisfied to satisfied and we hope this change is enough to bolster the park’s diminished fund balance.

Return the favor: shop on island I am not a local business owner but have been a business owner in the past in another community and would like to remind the residents of Orcas Island, especially the teenagers, why we should all shop locally as much as possible. When a school group or individual needs sponsorship, money or donations of goods, where do they go to raise these needed items – to Target, Wal-Mart, Costco, Penny’s, or any online site? No, we ALL go to our local merchants. These people have to set aside a large percentage of their profits for local donations to help the sports programs, cheerleaders, band, trips, equipment, recreation, personal help, emergency housing, clothing, building supplies. So when we ask for donations, where do we go? When we spend our money where do we go? Have

an enthusiastic part of the building of a structure that serves the highest moral endeavor of the land. I have watched as our state has built a public school system that effectively serves our young people. Card by card, we have built a system that not only serves young people well, but has also harbors the potential and hope for a positive future for us all. The recent crisis in school funding, manifested by the governor’s recently released recommended budget, has the very real potential to dismantle our house of education. One card, one reduction at a time and our house will likely begin to crumble. We owe our children, and our future, more! The recommendations include a reduction of four school days, the elimination of important programs such as Readiness to Learn and CTE start-up funding, a revised attendance reporting procedure that will potentially reduce funding, a reduction to small high school funding, salary reductions for all educational employees, a reduction in health coverage for educational employees, and other cuts. Also on the list is the elimination of, and/ or significant reduction to levy equalization funding, of great significance to many districts with low tax bases. The governor’s reductions are estimated to be well more than $100,000 to Lopez School, with similar damages to other school districts in the San Juans. The recommendations will be considered by the legis-

Kevin O’Brien for fire chief I’m writing to express my utmost support for Kevin O’Brien as Orcas Island Fire Chief. I have known Kevin for many years, and have only the greatest respect for him. I grew up with Kevin here on Orcas in the 1980s and we were at college together at the University of Washington. Recently, when I moved back to the island five years ago, I reconnected with Kevin again, as his family had also moved back to Orcas. I think we were both drawn to this very special place and we moved back not only to raise our families but also to give back to a community that gave so much to us growing up. In the past five years, I have seen a lot of division on this island in areas like the fire department and the public school. I am currently serving on the school board, and for two years I have come to realize that bringing people together towards a common goal, ÀÀÀÀÀÀÀÀ

Obituaries Betty Sumrall Betty Sumrall died peacefully in her sleep on Dec. 5, 2011, at the age of 95. Born Elizabeth Anne Clark on Oct. 16, 1916, she grew up in a house her father built on a vast sheep ranch outside Laytonville, Mendocino County, Calif. She was the eldest child of Frank and Kathryn Clarke. Frank’s grandparents came out to California from England in a covered wagon, homesteading in the 1860’s. Betty’s only brother, Douglas, was killed in WWII; she outlived her beloved sisters, Virginia, Fran and Marge. Betty attended Oakland Arts and Crafts before falling in love with a jazz drummer, Bill Mouser, whom she married in 1939. After daughter Carolyn was born she divorced Bill and married Ben Sumrall, a commercial artist. John and Melinda were born before the family moved from San Francisco to Palo Alto “for the sunshine.� While raising her children, Betty volunteered for more than 10 years as a Gray Lady at the Stanford Hospital, especially loving to care for sick and recovering infants. She also volunteered at the Allied Arts Guild and for several homeless shelters in the San Jose area. When she and Ben divorced, Betty began working at Kepler’s Books in Menlo Park for $1.30 an hour. She became manager at Roy Kepler’s Los Altos store, and children’s

She later described these 20 years at Kepler’s as “the best years of my life.� In the 1960s she also volunteered for Congress of Racial Equality (CORE) and NAACP and was outspoken about civil rights and the Vietnam war. She liked to see things from the underdog’s point of view. Betty moved north to Ashland, Ore., which she ever held dear, and at 82 moved again, further north to Orcas Island, Wash. to be near her son John. John and his wife Charlotte took tender care of her as she advanced in years. She eventually spent her last years

at the Life Care Center at Friday Harbor, where the staff cared for her beautifully. Her family is very grateful for the staff there. We will remember Betty for her love of animals. She loved flowers and always created wonderful flower gardens wherever she lived. She loved to read, and wrote clever and poignant doggerel. She generously shared her money and time with causes that moved her, and loved a good irreverent comment or joke. We will miss her. She is survived by her children: Carolyn and partner Dwight; John, his wife Charlotte, his sons Matthew, Joseph, Joseph’s wife Val, and great-grand children Joseph and Lissa; Melinda and her partner Susan, and Melinda’s children Noah, and fiance Sari, Eli and wife Andria, Gideon, Tessa and fiance Chris, and Josiah; and her great-granddaughters, Talullah and Tilda; and many nieces and nephews. A memorial service is planned for Jan. 21 beginning at noon at the Oddfellows Hall on Orcas Island. Contributions may be made in her name to any animal welfare organization of your choice. Anthony “Bart� Pontecorvo Anthony “Bart� Pontecorvo died at his home on Orcas Island on Nov. 29 from complications of emphysema. He had turned 88 just three days earlier. The first born of Italian immigrants in 1923, he grew up in New York City’s lower east side, was a track star in high school - running the mile in 4:22 before the 4 minute mile had been conquered – then served honorably in the 302nd Signal Operations Battalion in the WWII European Theatre and came home to settle in the West. After one unsuccessful marriage, he met and married Barbara Bredouw (and her two kids) in 1962 in Sausalito, Calif. After moving to Seattle in 1966, then to Fresno in 1971, they eventually settled on Orcas Island in 1996. Barbara, the love of his life, predeceased Bart in 2002. Bart worked as a longshoreman, in the aerospace industry and, after going back to school while working fulltime to earn his PhD, became “Dr.� Pontecorvo and had a private psychology practice until his death. He loved gardening and was obsessed with trees; carrying saplings with every

move and watching many of his babies turn into grandfathers like himself. He was also an excellent cook and baker; his single greatest regret being that he couldn’t complete the hundreds of recipes he had clipped out of his myriad cooking magazines. He left behind his brother, Michael Pontecorvo of Spring Hills, Fla.; sister, Marie D’Uva of Las Vegas; son, Michael Steven Pontecorvo of San Francisco; daugh-

Renee Fleming in “Rodelinda.” The Met: Live in HD’s fifth opera of the 2011 season, “Rodelinda” by George Fredric Handel, airs at Orcas Center on Sunday, Dec. 18 at 1 p.m. It stars Renée Fleming in one of her greatest roles and features the beautiful music of the Baroque era.

Stephen Wadsworth’s fast-moving production earned critical praise for drawing out the affecting human elements of Rodelinda’s story, in which a queen who is also a wife and mother must defend herself (and her absent husband’s throne) from an evil usurper. The title role in this opera is one of Fleming’s greatest roles; she’s been a success in it with critics and audiences since she starred in the Met premiere production in 2004. Fleming has starred in more than 200 performances of 21 different operas at the Met, in a wide variety of styles. This is the only Baroque role in her extensive repertory. The cast also includes two of the world’s leading countertenors (male singers with a soprano-like high range), Andreas Scholl and Lestyn Davies; mezzo-soprano Stephanie Blythe, a favorite with Met audiences in everything from Gluck to Verdi to Wagner; rising tenor Joseph Kaiser, one of Fleming’s co-stars in last season’s Capriccio; and Chinese bass-baritone Shenyang. The Lady Vikings hosted the Wolverines at the Orcas High School Gym on Dec. 10. Friday Harbor ran a fast-paced game, resulting in a close win for the Wolverines. At halftime the score was 22 to 12. The Lady Vikings

came out in the third quarter and soon the Vikings were within three points and striking distance. At the end of the third quarter the score was 30 to 33. At that point, Orcas was in foul trouble and couldn’t seem to get an edge again.

“Aliviah Garcia came off the bench to show an awesome, fiery spirit,” said coach Tim Hance. He named her “Player of the Game.” Bella Nigretto had 11 points, Lana Bronn had 9, Shelbi Rogers and Aliviah Garcia finished with 6 each, Alena Janssen had three and Alicia Susol had 2. wo days after the tsunami struck Japan, one man was found floating nearly 10 miles out at sea on the roof of his house. When Susan Osborn saw the image of this tiny, bedraggled figure in an online story, it struck a chord with her, not just because it was a story of survival amidst death and destruction, but because she had come to call Japan her second home – a home now in peril. “I knew many dear people there [in the epicenter of the tsunami] and it’s stunning how sturdy their spirits are – how strong they are to ride this through, to continue to ride this through,� said Osborn, who has worked as a professional singer throughout Japan. Inspired by those people and the man out at sea she wrote a song called “Little Boat.� That original composition, along with traditional Christmas songs and other holiday tunes, will be performed at her annual Christmas concert at Victorian Valley Chapel, Dec. 21 - 24. Osborn will sing and play the keyboard, guitar and violin, joined by Ritambhara Tyson on vocals and the cello and Carolyn Cruso voice, hammer dulcimer and flute. Osborn has been performing on Orcas for 22 years and expanded her concerts to Lopez and San Juan in the last five years, joining forces with Tyson and Cruso to create an intimate acoustic celebration of the season. During the last 21 years she frequently made the nine-hour flight from Orcas to Japan in what she calls an insane commute, but performing music in a land now dear to her heart has been worth it. She gained celebrity during her time there and was even mobbed by a class of

school children after she performed at the 1998 Winter Olympics in Japan. “I often felt like Forest Gump – wondering what I was doing there,� she said about her fame. “But I got to do what I love, which is singing.� But every return trip’s jet lag cost her 10 days of recovery, so she retired from performing in Japan in November 2010. Four months later the tsunami following the 8.9-magnitude earthquake wreaked havoc on the country. In some ways she feels like an honorary citizen of Japan, who must help to build a bridge from between two countries she has lived in. And the best way she knows how to do that is through music. “It’s a great gift that artists can give to translate whats going on in the world into a creative experience,� she said. Tragedy, preservation and song-writing When Dave Fisher died in a skiing accident on Mt. Baker, and Leta Currie Marshall died suddenly just two days later, Stanley Greenthal sat down with a pen and paper. Shocked by the sudden passing of two members of his small island community on Lopez, he started writing down wishes he imagined one might experience before dying – and words just started to tumble from his pen. It was like trying to catch someone else’s words running around in his head.

The words were transformed into lyrics, then came the melody and the song “One More Time� was created. “For me, the impulse to write a song most often begins with a feeling – sometimes vague or mysterious,� Greenthal said. “Or sometimes a clear emotional response to something happening in the moment, or remembered.� Greenthal’s original works and tunes from Scotland, Brittany, Greece and Turkey appear in his recently released album “First Song,� featuring seven musicians and 22 instruments including harmonica, the low whistle and the Greek bouzouki, from the lute family. It took Greenthal years to form such a group of musicians. He first enticed his wife, Kip Greenthal, to play percussion and harmonize with her voice. Then he befriended Christos Govetas, of Seattle, who plays the Greek clarinet, and Eliot Grasso, of Eugene, Ore., a uilleann piper, flute and whistle player. Those three plus Greenthal will perform on Orcas, Dec. 16, 7:30 p.m. at The Odd Fellows Hall, playing songs from the CD and other works with a winter celebration quality. Listening to the album is like being transported to the Middle Ages, but with lyrics that pull the listener back into modern day, and are reminiscent of Donovan the Scottish singer-songwriter and guitarist, who blends folk, pop, and world music. Stanley originally started to write music for himself, and over the years he traveled to other places like Greece and Brittany. In 1974, he visited Ireland and experi-

enced ceilidhs – traditional Gaelic social gatherings reflecting ancient ways – still practiced by some of the local people. “They were trying to preserve the culture,� Stanley said. “And make it relevant to the times we live in – not museum qualities.� He was inspired by the preservation of cultural music and close-knit communities similar to Lopez, where he and Kip moved to in 1971. But Stanley doesn’t see himself as preserving traditions when playing their music, but rather hopes that he is “passing on or introducing music to people in a way that increases their awareness of cultures still existing in the world today.� “It’s a challenge to learn another instrument from another culture and interpret it in your own voice, being faithful to the original work, but also making it unique,� he said. “Subjects vary for and about people and events that have happened and reflect on the human condition.� Other songs inspired by tragic events are contemporary, but have the same goal as the traditional Gaelic tunes performed in Ireland because both seek to preserve a moment, a feeling, or a gathering that has passed. “‘Song for David’ is an attempt to preserve the memory of my friend,� said Greenthal. “And the feeling of that moment, saying goodbye, and also paying tribute to him.� For more info, call 376-4320, or email eric@earthball.com.
