King County prosecutors Dec. 8 charged a Kent-Meridian High School track coach and teacher with communication with a minor for immoral purposes. Prosecutors claim that Ernie Ammons, 36, of Black Diamond, allegedly sent “sexually explicit” text messages to a 16-year-old girl, a student at the school, according to charging Ernie Ammons papers. “The defendant engaged in sexually explicit text messaging with the 16-yearold victim,” wrote Charles Sergis, senior deputy prosecutor, in the charging papers. “He did so knowing both her age and the fact that she was a former student of his. The Kent City Council reflected the split in the city and country over medical marijuana when it voted 3-3 on a collective garden zoning ordinance Tuesday. Without a majority, the ordinance failed to pass. The council passed an CITY OF emergency six-month moratorium in July against the operation of medical marijuana dispensaries and collective gardens. Since the enactment of the moratorium, the city’s Economic and Community Development Committee has taken public testimony, consulted with staff and the legal department as well as discussed zoning ordinances for the collective gardens.

Student earns his high school diploma BY SARAH KEHOE skehoe@kentreporter.com

Eduardo Uriostegui’s life could have stopped at 17. He was suspended from high school because of an altercation, he didn’t have enough credits to graduate and was going through personal turmoil. Eventually, an administrator at Kentridge High School told Uriostegui he was no longer allowed to attend. “I don’t know why, but there was something inside of me that was holding me back,” said Uriostegui, now 21. “I didn’t want to learn, I didn’t want to go to school; so there were days I just didn’t show up at all.” But Uriostegui didn’t give up.

“I thought about my mom and how I had made a promise to her that I would make a good life for myself,” he said . “I thought about my future and how I wanted a family and to be able to provide for them. I knew I had to go get that diploma.” Uriostegui enrolled himself at the Kent Phoenix Academy when he was 19. “I was so pleased to discover how nice the teachers and the principal was,” he said. “They not only listened to me and treated me well, but they truly believed in me.” It took Uriostegui seven years to graduate, but he did it this month. “Holding that diploma was the best feeling in the world,” he said. “I felt so grateful to everyone that had helped me out and I felt so excited because I knew my future could finally start.” Uriostegui said he realized the need for a diploma when he was rejected for a supervisor position at a

with character, kindness and professionalism,” Loftis said. Ammons is the second South Puget Sound League coach charged with a sex crime by county prosecutors in the last month. Prosecutors on Nov. 16 charged Daniel Gregory Lum-Lung, who coached girls volleyball at Mount Rainier High School in Des Moines, with third-degree attempted rape in connection with a 15-yearold girl he met in October at Kent’s Lake Meridian Park. Ammons also has volunteered as an assistant Green River Community College men’s and women’s cross country and track coach in Auburn since 2009. His wife, Tori Ammons, is the head GRCC cross country and track coach. Ernie Ammons helped coach GRCC Nov. 12 at the Northwest Athletic Association of Community Colleges cross country championship meet. GRCC officials have not yet determined if Ammons will be allowed to return as a volunteer coach. “That depends on the outcome,” GRCC spokesman John Ramsey said about the charge against Ammons. Ramsey said the college did not find out about the investigation of Ammons until the story appeared this week on the Kent Reporter website.

with the student started on Facebook and the contact continued via text messaging. The teacher told Barringer that he had exchanged text messages with the girl asking for money for sex. Ammons said he never intended to act on the suggestion, but he was afraid to stop texting the girl out of fear that she would expose him. School officials contacted Kent Police Nov. 8 about the allegations and the police investigation started. Detectives gathered cellphone records and emails that showed Ammons had contacted the girl. Detectives found as many as 46 calls between the girl’s phone and Ammons’ phone from June 27 to Oct. 24. Several more text exchanges occurred after Oct. 24. Barringer sent a letter to Kent-Meridian parents Dec. 9 to notify them about the allegations against a teacher at the school, although he did not name the teacher in the letter. Loftis sent a district letter Dec. 8 to all staff about the incident. Loftis also sent a statement to the Kent Reporter about the case. “We can’t let the alleged bad acts of one person reflect on the great work of over 3,300 people who come to work every day

Ammons teaches health and physical education at Kent-Meridian. His classes this year included health and weight training. The district hired Ammons in 2004 and he has taught for all eight years at the school. The series of text messages were exchanged between Ammons and the girl from June 27 through Nov. 6. In an Oct. 13 text message, Ammons asked the girl to meet him for sex in the school’s weight room before school. The two also exchanged messages about Ammons paying the girl cash for sex. The case came to the attention of school officials in early November when a student at another school who knows the 16-yearold girl contacted KentMeridian Principal Wade Barringer about inappropriate conversations between a health teacher at the school and a student. The teacher was later identified as Ammons. Barringer talked to Ammons about the allegations, according to court documents. Ammons told Barringer the phone contacts

The ordinance presented to the council Tuesday was the result of committee work over several months, but there was a split decision coming out of committee meeting Monday. Two of the committee members, Council President Jamie Perry and Councilwoman Elizabeth Albertson voted in favor of the zoning ordinance while Councilwoman Deborah Ranniger voted against it. After an extended discussion Tuesday, the council split down the middle with Perry, Albertson and Dennis Higgins voting for the zoning ordinance. Les Thomas, Ranniger and Debbie Raplee voted against it. Councilman Ron Harmon was not present and had an excused absence. The members also did not extend the moratorium, which expires Jan. 5.

The 2012 council, which will have two new members, will likely consider the issue at the Jan. 3 meeting. The new members are Bill Boyce and Dana Ralph. Boyce beat Raplee in the election and will take her seat. Ralph won the election to Harmon’s position after he decided not to run for a third term. When the emergency moratorium was passed last summer, city staff pointed to the confusing position left to the city after Gov. Chris Gregoire vetoed 36 of 58 sections of a 2011 medical marijuana regulations bill passed by the Legislature. On top of this problem, City Attorney Tom Brubaker recommended the moratorium be extended. “If the moratorium expires before the zoning ordinance takes effect we will have a gap, Brubaker said. “An unregulated period of time for medical marijuana

Why zone an illegal substance? recast today as “Invasion of the Phone Zombies. I am occasionally accused of being grumpy by everyone who even marginally knows me or sees me. Despite what has been rumored, I am Mr. Happy-Happy — you know, joy to the world and all that stuff. However, smarty-pants phones have been making me a little grouchy lately. There has been some discussion by a certain writer (who shall remain anonymous, we will call her Kris Hill) talking about the wonders of her stupid smart phone. I have a phone that is meant for talking, rather than communicating with the god of lunacy, for a price and a contract. If I am not mistaken a guy with funny hair named Faust taught us something about contracts. But someone likes to put her phones in a reclining lawn chair next to her computer with a palm tree and sun lamp. I am not saying that is weird, but, just think about the invasion of the phone zombies. Dennis Box Editor

OUR CORNER

Question of the week:

I like to watch movies. I grew up watching movies with my grandma and I knew all the stars from the ‘20s, ‘30s and ‘40s by the time I was 10. I watched part of “A Summer Place Sunday. It’s a 1959 picture starring Sandra Dee and Troy Donahue as steamy teenagers. They are playing across Richard Egan and one of old Hollywood’s greatest, Dorothy McGuire. I thought the film held up better today then it did in the ‘60s. The cinematographer, Harry Stradling Sr., was a pioneer with Technicolor. He knew how to shoot a scene. Here is another movie we might consider from the ‘50s that can inform us about our world today — the 1956 film “Invasion of the Body Snatchers, directed by Don Seigel, staring Kevin McCarthy and Dana Wynter. At the time it was made it was making reference to the communist hunting going on in Hollywood and across the county. The picture could be

I can see myself right now. Just like Kevin McCarthy playing Dr. Miles J. Bennell, I will be trapped in my office with Dana Wynter playing Becky. The zombies have us surrounded, waving their smart phones at us maliciously. Becky gives the best line of the movie at this point. “Why don’t they give us a shot or a sleeping pill or something? At that point I have to say something cool so the girl doesn’t think I’m a dope and run off with the phone zombie and ruin the movie. I have discovered, covertly, I am not the only one left fighting the dumb phone cause. The other day I was at

a meeting and Andy the Great nodded for me to come over to him. He turned sideways so no one could see, then pulled out his phone and smiled. It was a dumb phone. A fellow traveler sent me an email yesterday quietly admitting he also had a dumb phone and intended to keep it.

Oh yeah. We are out there. The struggle continues. Soon we will be expected to put our phones in a reclining chair, play music to be bored by and make little bug sacrifices to it at noon. As Dr. Miles J. Bennell said at the end of the movie — be careful, you could be next.

Time to speak out on budget Our state budget is a moral document. Our governor and state legislators are faced with the difficult task of preparing a balanced budget and are calling for extreme cuts in government services to match the severe income shortfall created by these tough economic times. There are some services, like public safety, that our tax dollars must support.

Services to victims of sexual assault and domestic violence are part of our public safety network and benefit all of us. Having served on the board of King County Sexual Assault Resource Center for the past eight years the severe cut in funding for sexual assault and domestic violence will have a devastating effect on our communities. Do we want to live in a community, a state, which fails to meet critical safety needs of our citizens? What does this say about our care and concern for

our neighbors; if therapy and legal advocacy services for these victims of crime are not available? What if they were not available for your loved one? The facts are obvious. 63 percent of the victims of sexual assault and abuse KCSARC helps are under the age 18. Criminal sexual assault cases in King County now take 18-24 months to be resolved (up from previously 12-18 months). This greatly increases the strain on victims and families. We know that untreated victims face huge hurdles in their future. A recent Washington state survey reported that 100 percent of women who had multiple sexual assaults as adults had been victimized as children. Problems with school [ more LETTER page 15]

treatment through medication and lifestyle measures like diet and exercise. Prehypertension should be seen as a warning sign, according to Dr. Bruce Ovbiagele, a professor at UCSD and lead author of the study that lead to the revised guidelines. “This doesn’t mean that people with prehypertension should start taking anti-hypertensive drugs. Instead, they should modify their lifestyle, maintain an ideal weight and lower their sodium intake.” The worst you can do is to ignore the numbers, said Dr. Ovbiagele. “You shouldn’t be deceived because nothing seems to be going on.” Because there are no specific symptoms for prehypertension or hypertension, people tend to think they can live with the condition. Nothing could be further from the truth. If you are overweight, even moderately, shed the extra pounds as soon as possible. Exercise regularly. Nothing is better for your blood pressure and your heart than a rigorous workout several times a week (consult with your doctor if you already have elevated blood pressure and don’t currently exercise). Eat plenty of fruits, vegetables, whole grains, fish and low-fat dairy products. Avoid foods that are high in sodium like processed and packaged food items. Eat foods that are low-fat, low-cholesterol and free of trans fats and other unhealthy ingredients. Cut back on meat, especially red meat. Drink alcohol in only moderation, preferably red wine. Last but not least, manage your stress and get enough sleep. Timi Gustafson

diagnosed with a condition called “prehypertension” had a 68 percent increased risk of suffering a stroke compared to those with normal readings. Prehypertension is defined by the National Institutes of Health (NIH) as a systolic pressure (upper number) of 120 to 139 mmHg and a diastolic pressure (lower number) of 80 to 89. Higher readings than 140/90 are considered to be hypertension. Ideally, the normal range should be well below the prehypertension threshold. When blood pressure rises, the heart has to work harder. If blood pressure remains chronically elevated, the risk of cardiovascular disease increases, which can eventually lead to heart attack, stroke or heart failure. A primary risk factor is obesity. The greater the body mass, the more blood is needed to transport oxygen and nutrients. The higher volume of blood circulating through the blood vessels puts ever more force on the artery walls. There are other causes as well. Atherosclerosis, the buildup of fatty deposits in the arteries, is quite common. Other contributing conditions are sleep apnea, kidney disease, thyroid disease and adrenal disease. Poor diet - and lifestyle choices are most often (at least in part) responsible for high blood pressure to occur. But even some medications, including birth control pills, cold remedies, painkillers and other prescription drugs can play a role. So can recreational drugs like cocaine and amphetamines. Maybe one-third of the people with diabetes are undiagnosed. When symptoms occur they include frequency of urination, excess thirst, weight loss, recurrent bladder or yeast infections and blurry vision. These are typical signs. What do you do if you think you might have diabetes? See your doctor. In folks with type 1 diabetes, the condition tends to occur quite abruptly. In those cases it’s important to be seen by your health care provider as soon as possible. In folks with type 2 diabetes, they may have no symptoms for many years – maybe 10 to 15 years before diagnosis. Your health care provider should be monitoring your blood sugar, especially if you have risk factors.

Diet is responsible for what the pancreas has to react to. If you overtax that poor little pancreas especially if there’s a genetic predisposition for the pancreas to fail, then the result is an increase in the frequency of diabetes. Also, diabetes, especially, type 2 has a strong family connection.

sprays really work? . Nothing works as well as a deer fence - but many deer repellents will work for at least a few weeks in our wet weather. The trick is to keep spraying the new growth and reapply after a serious rainfall. You may want to fence only the rose garden and just grow deer-resistant plants in the rest the landscape. Plants

Trapping is the only real solution and you can go online and try some newly-designed mole and mouse traps or buy a scissor-type mole trap from a nursery or home center store. It is not illegal to sell, buy or own mole

traps. You could also adopt a kitten with a family background in mole murder. Most cats prefer cat food to hunting moles and voles but the offspring of good hunters have had amazing success at removing moles and mice in many gardens. Using chewing gum, human hair and other tricks will not keep moles from your lawn if earthworms and grubs are under your grass. Moles eat insects but field mice and voles use old mole runways to nibble at your bulbs and plant roots. If you do trap a mole, bury it back into its runway to discourage any other rodents from using the tunnel. Just make sure that mole is dead before you bury it.

The end of 2011 means it is time to answer the most often asked questions of the year- those emails and letters I get over and over. Just wish I could give better answers to these perennial challenges when it comes to gardening in Western Washington. If you have better solutions for these common problems, send me an email and I’ll share your garden wisdom. What can I do about all the rain? My bedding plants and seedlings are rotting in the ground. Plant more ferns? Or wait until mid summer to add heat-loving plants like marigolds, tomatoes and peppers to the garden. Growing in raised beds or containers and using a lightweight potting soil that drains quickly are other ways to prevent plants from rotting in the wet soil. Slugs eat all the flowers in my garden and all the vegetables as well. I have kids and pets and do not want to use slug bait. Please help! You can blame it on the rain of course, because our damp climate encourages outbreaks of the imported European brown and black slugs. (The large yellow banana slug is a true native - the rest stowaways.) You can use slug bait safely if you chose one that uses pet-safe iron rather than tradi-

“She is a perfectionist and is ridiculously dedicated to her sport,” Judy Payseno said. “She would never miss practice unless someone tied her down and made her miss it. She just enjoys it so much.” Carissa Payseno believes working hard and getting better is more important than trophies. “Every time I compete, I’m just looking to do better than I did last time and maybe acquire a new skill,” she said. This attitude has taken Carissa Payseno far. “She has gone a lot farther than we both ever dreamed of when she was little,” Judy Payseno said. “It’s been an emotional ride, lots of highs and lows, but I am so proud of her.” Carissa Payseno has high hopes for her Kentlake teammates this year. “Everyone on the team is so talented and has a great work ethic,” she said. “I want us to try out best, give it all we got and just continue acting like a team.” Carissa Payseno doesn’t think she’ll compete on a gymnastics college team next year, but she knows she’ll always continue the sport on her own time. “I love it,” she said. “This is a talent and a passion I’ll always have.” [ more GYM page 13 ]

CONQUERORS LEARNING TO STICK THE LANDING For a team of beginners, Kentwood High School’s gymnasts have had a great start to the season. “The girls are progressing and doing better and better each meet,” said Ann Diaz, head coach. “We only have two girls out of 30 that have ever competed before, so we have a lot of work to do.” The team scored an overall total of 129 at their first meet Nov. 30 against Thomas Jefferson, Kentwood and Federal Way. They tallied a score of 137 against Rogers, Decatur and Puyallup at the latest meet Dec. 7.

News and Notes 4-H CLUB SEEKS NEW MEMBERS Hey kids 5 to 19 years-old! Grab your parent or guardian, a clean baby food sized jar, and a paintbrush to make a decoupage candle holder while learning about the new Share My Art (SMArt) 4-H Club. The club meets monthly at the Fairwood Library. SMArt 4-H Club helps members and their families discover 4-H opportunities in visual arts, performing arts, textile arts, and culinary arts. Girls and boys 5 to 19 years-old can join the King County WSU 4-H youth-development program through a wide variety of projects (plant & animal science, computer and robotics technology, and visual & performance arts) and gain access to activities (workshops, conferences, camps, public presentations, fairs, and community service projects). For more information about the SMArt 4-H Club,

“It’s really difficult to teach the girls everything they need to know for a meet in a little amount of time,” Diaz said. “We had less than a month to teach a bunch of new people gymnastics and it wasn’t easy. Gymnastics isn’t something you can just walk in off the street and master — you have to be cautious about what you’re doing because if you miss a step, injuries happen.” An added challenge is sharing gym space at Kentwood with the Conquerors’ wrestling squad. Still, the girls work around it. “What’s helpful is that they all have good attitudes and are willing to learn,” Diaz said. “I told them that

I don’t care what happens, I just want them to have fun, learn something and get better.” Sophomore Zoe Bregham is the team’s leader so far, scoring 14 points the first meet and 15 the next. She competed in club gymnastics for several years before high school. “She’s a solid gymnast, but she got a little freaked out the first meet,” Diaz said. “She felt that she was having to compete against people that were much better than her, I told her they probably felt the same way about her. She ended up doing a great job.” Bregham said her coach and her team’s encouragement helped her do well.

“Personally, we all did pretty good at the last two meets and accomplished all the goals we made,” Bregham said. “As a team we really connected during those meets because we cheered everyone.” Bregham thinks her team will continue to get better. “I think people that are new to gymnastics will pick up the sport and all that goes with it really soon,” she said. “I am most looking forward to getting to know my teammates and having fun with everyone.” Schedules for gymnastics meets can be found online at www.spsl.org. “Connor is a positive addition to our roster and he will help us this season,” said Russ Farwell, T-Birds general manager, in a team media release. “We look forward to watching him develop and grow his game with us.” Honey started the season with the Green Bay Gamblers of the USHL. He played in 17 games for the Gamblers and had seven points on one goal and six assists. Last year, Honey played for the Edmonton South Side Athletic team in the Alberta Midget Hockey League. He led the league in scoring with 56 points on 24 goals and 32 assists in 34 games. The South Side Athletic team won the prestigious Mac’s Midget Tournament last year. Honey, a 17-year-old center/right wing from Edmonton, attended the T-Birds training camp prior to this season.

people you invite, the more supplies you will need and the more potential there will be for waste. Do yourself and the environment a favor: Invite your closest friends and family only. Forget paper invitations. Send a text or e-mail instead, or phone your invites. Yes, some people will consider it bad etiquette, but it will save paper, and in a technologically savvy world, it may not create as much fuss as you might think, especially if you announce the party is green. If you must send out paper invitations, take the recycled route. Purchase or make your own from recycled paper and deliver all that you can by hand to save gas. Organize carpools among those coming or urge them to take public transportation if possible.

A baby born in 2009 can expect to live an estimated 78 years and 2 months, which is an all-time high. While U.S. life expectancy has generally been on the rise since at least the 1940s, a one-month dip occurred in 2008. However, that glitch has since been blamed on a computer programming error. On the basis of the latest data, overall male life expectancy stands at about 75.5 years while women can expect to live about 80.5 years. Although there is no single explanation for the continued rise in life expectancy, experts point to better medical treatment, better vaccination campaigns, and measures against smoking as being largely responsible for enabling U.S. citizens to live longer. Make wise food choices. Plan your menu using as much locally grown food as possible to reduce transportation costs. Go organic and keep the potential for consumption of pesticides low. Forgo boxed and canned drinks in favor of pitchers and set up a recycling center for those who bring their own beverages and a compost bin for food scraps.

Opt for washable over disposable. Paper plates and plastic utensils are convenient, but they also make for more waste. Get out the regular glasses, plates and silverware and slide them into the energyefficient dishwasher when everyone is done. Do the same with tablecloths and napkins. Use linens and throw them into the energy-efficient washer

afterwards. If you must use disposables, buy biodegradable products when possible. Reuse what you can for decorations. Get out the party box and make use of what you can. Shop around the house for items you can use as decorations and make your own from things you already have on hand. Give green goodies. While party bags and favors are great, they can make for waste later. Give your guests a memento that will help Mother Earth, like some seed packets or small, potted

plants. Request guests not bring gifts or make a donation to a local environmental organization in lieu of a gift. This will allow those who insist on giving a gift the opportunity to do so and help out the earth in the process.

Plan for green entertainment. Games like charades are party standards and don’t make for a lot of waste. Music is great, too. If dealing with a live act, request them to play acoustically to save energy. Better yet, consider planning your party around some eco-friendly activity, like a beachside cleanup or green paint demo. City of Kent, 220 4th Avenue South, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Naden Site Sand Bag Removal is located at 220 4th Avenue South in Kent, in King County. This project involves 4.4 acres of soil disturbance for construction activities related to removing the sand bags from the Green River and placing the material on the Naden Avenue property. Approximately 15,000 cubic yards of clean material will be placed on the property, graded, compacted and seeded to provide permanent stabilization. Stormwater will be discharged to the city’s municipal separate stormsewer system. The approximate dates of construction will be April of 2012 through July of 2012. A site specific Stormwater Pollution Prevention Plan will be designed for the project and will be fully implemented throughout the entire course of the project to ensure that erosion potential is minimized and controlled to prevent polluted discharges. Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology’s action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173201A-320. Comments can be submitted to: Department of Ecology Attn: Water Quality Program, Construction Stormwater P.O.
