No. 9: Orcas wins Island Cup again

No. 10: Orcas Fire brings piece of World Trade Center to Orcas This August Orcas Island Fire and Rescue welcomed to the island a 750-pound chunk of steel I-beam from the World Trade Center. Fire chief Mike Harris requested the relic in 2009. When it was finally ready for pickup, firefighter and EMT Ted McKey hopped in his biodiesel F-250 with his dog Merry to tote it cross-country back to Orcas. Harris said the artifact is a way to remember those in the brotherhood of firefighters nationwide who died in the line of duty on 9-11. “The true value of this World Trade Center relic wasn’t so much as a gravestone or memorial so much as it is a light-house or a beacon,” McKey said. “It honors not just what the 343 firefighters [and paramedics] were attempting, but what we all attempt –whether as parents,

With just 18 seconds left on the clock, the Vikings pulled out a win against Friday Harbor, bringing home the Island Cup trophy for the second year running this September. “This was a game for the ages,” said coach Mark Padbury. After winning the Island Cup last year, Orcas hosted the annual face-off on its own turf. It was a closely matched game from start to finish. With just 2:23 remaining, a 32-yard touchdown pass on 4th and 10 to C.J. Woods over tight coverage by the Orcas secondary gave the Wolverines a seemingly insurmountable 15-13 lead. The Vikings gathered on the sideline before the final drive. The boys were 70 yards from the end zone when quarterback Robbie Padbury completed a 25-yard pass to Devon Stanzione.

The real Colton Harris-Moore bears little resemblance to the image of the brazen Barefoot Bandit who captured worldwide headlines with his exploits during a two-year crime spree. Instead, his defense attorneys, a forensic psychiatrist and even prosecutors described him as a painfully shy young man who survived a horrendous childhood, is embarrassed by media attention and does not consider himself a folk hero. Harris-Moore stared at his feet during most of his sentencing hearing that spanned Friday morning and most of the afternoon in Island County Superior Court in Coupeville. The stories of Harris-Moore’s trials and tribulations apparently swayed Judge Vickie Churchill, who pointed out that she had sentenced him in a different case four years ago. She balanced the

Flynn attended Friday Harbor High School, where he was on the honor roll and graduated with honors in 2008. He is awaiting his next posting, which will take him to the Bettis Atomic Power Laboratories in Saratoga Springs, N.Y., where he will study and practice to qualify as an operator on nuclear reactors.

Orcas Island man pleads guilty to third-degree assault by SCOTT RASMUSSEN Journal editor/county reporter

An Orcas Island man with a long list of criminal convictions faces no less than a year in prison following a late November altercation with deputies and an assault on his live-in girlfriend. On Dec. 9, Brian Kelly Nelson Bernstine, 30, pleaded guilty in San Juan County Superior Court to one count of third-degree assault, a Class C felony, and to one count of fourth-degree assault, a gross misdemeanor. Bernstine, identified as a Woodinville resident in court records, is slated to be sentenced Jan. 13 under a drug offender “prison-based� sentencing alternative. He

was ordered to be held in custody pending that mid-January sentencing hearing. Bernstine, convicted of six misdemeanors this year alone, including fourth-degree assault and violation of a domestic violence protection order, was arrested Nov. 29 on suspicion of assault and taken into custody at his Green Cow Lane home in late afternoon. He did not surrender willingly, however. According to court documents, Bernstine struggled with deputies inside the home and became increasingly combative after two of three officers involved in the arrest steered him into a patrol car. He reportedly began kicking a window of the patrol car and then began kicking both deputies as they tried

to get him to stop. He was struck at pointblank range by a Taser at least seven times and became, according to court documents, even more aggressive before deputies were able to gain control and secure him inside the squad car, and then close its doors. A Class C felony, third-degree assault carries maximum penalties of five years in prison, a $10,000 fine, or both. The standard range of sentencing set by the state, given Bernstine’s criminal history, is 17 to 22 months. He will be required by court order to pay for the medical care of his 22-year-old girlfriend, who he reportedly hit in the face the morning before the arrest and who suffered two black eyes. According to court documents, Bernstine

Clinton Mills, a chemical dependency counselor on San Juan Island, has had his credential suspended for misconduct with patients. The Washington State Department of Health charged Mills with allegedly crossing professional boundaries with a patient, failing to report substance abuse to a patient’s probation officer and using a diploma from an unaccredited university to obtain payment from the state of Washington for services provided to a client. The alleged behavior was outlined in a “Statement of Charges� and “Final Order,� which are available to the public. “A statement of charges is in some ways similar to criminal charges – they have not been proven yet,� said Tim Church, director of communications for the department of health. “The provider can contest it and make the board prove that they did what the board says they did.� Mills did not return several phone calls made over a period of one week from the Islands’ Sounder. On Nov. 17, Mills waived his opportunity for a hearing. On Nov. 28, the Washington State Department of Health Medical Quality Assurance Commission ruled that Mills committed unprofessional conduct. His credential to practice as a certified chemical dependency professional in the state of Washington was suspended. Mills can petition for reinstatement in five years. Prior to any reinstatement request, he must pay $5,000 to DOH. Mills was also reprimanded for using a fake diploma to attempt to establish his credentials.

Mills, 47, moved to San Juan Island in 2006 and a year later married his long-time girlfriend Shahn McGuire, a mental health counselor with whom he partnered professionally in a Friday Harbor-based counseling practice, Allied Counseling Services. He joined the town of Friday Harbor planning commission in 2009 and ran against San Juan County Sheriff ’s deputy Felix Menjivar for a vacant position on the town council later that year. Menjivar won the election and Mills resigned from the planning commission less than a year after accepting the appointment. Mills is also the former owner of Warehouse Coffee, a Friday Harbor espresso shop and delicatessen now renamed Criminal Coffee. He purchased the business in September 2009 and, after he reportedly stopped making payments in January 2010, the business was reclaimed by its former owner, Dwight Ware, who later resold it. DOH documents provide the following outline of Mills’ alleged misconduct. Beginning in February 2008, he provided chemical dependency and counseling services to “Client A,� a teenage male. Mills hired him to clean the office, paying the boy $100. Client A wanted to purchase a video game, which Mills did for him over the internet. According to the Statement of Charges, this “blurred the professional boundaries between counselor and client and fell below the standard of care.� In addition, Mills did not keep complete session notes or other records regarding Client A nor did he provide a disclosure statement to that patient or any party

responsible for him. Beginning in April 2009, Mills provided chemical dependency and counseling services to “Client B,� a 22-year-old woman. She was court-ordered to obtain an alcohol and drug evaluation as a condition of criminal action. According to the Statement of Charges, she appeared at counseling sessions while under the influence of alcohol or drugs. Mills also saw Client B outside of sessions, when she appeared to be intoxicated. Mills did not record this information in her chart, and did not report these violations to her probation officer until Client B made allegations against Mills. On one occasion, when the patient arrived at Mill’s home, he allowed her inside, where they were alone. Mills then drove the patient to

her aunt’s house. They went inside, at which point Mills drank alcohol with Client B’s relatives. Mills also hugged his patient and gave her a “peck on the cheek� at the end of some of her treatment sessions. The Statement of Charges also says that Mills obtained a “master’s degree� online from Belford University, based on his stated “life experience.� Belford University is not accredited with the United States Department of Education. Mills used this diploma in his practice to obtain payment from the State of Washington for services to Client A and/ or Client A’s family. He also provided this credential to the court to attest to his competency to provide mental health treatment. Church says nearly

had already been convicted of six felonies and 22 misdemeanors since 1998, prior to pleading guilty to the recent offenses. Though the majority of prior convictions consist of property crimes and driving offenses, the list also includes three misdemeanor assaults and one felony assault, as well as several drug-related crimes. Under the prison-based sentencing alternative, Bernstine will first be evaluated by state Corrections officials as to whether he would qualify for an in-prison drug treatment program. If that alternative is accepted by the judge, his sentence would consist of confinement in a state-run facility for at least 12 months.

Why we report on medical misconduct

W

e received a slew of emails from angry readers after we wrote about a local medical professional being investigated by the state department of health last March. So this time around, we’re being proactive: sometimes the Sounder is tasked with reporting a story that casts a community member in an unfortunate light. It is uncomfortable for all involved, but it never stops us from following the ethics of our profession: seek the truth and report it, minimize harm, act independently, and be accountable (Society of Professional Journalists). This week we published a story about a San Juan Island chemical dependency professional who lost his license for inappropriate conduct. The Washington State Department of Health Medical Quality Assurance Commission made that ruling after reviewing the evidence. The State Department of Health notifies newspapers about its investigations so the public is aware of and protected from poor or unethical health practitioners. This regulatory and professional oversight helps ensure quality health care for the public. On its website, www.doh.wa.gov, the department regularly publishes allegations of misconduct and the disciplinary actions against health care practitioners. Typical offenses range from sexual relationships with patients to failing to properly treat a patient to stealing medication. Local newspapers, in turn, relay this information to their readers so it doesn’t pass unnoticed. Local patients of doctors disciplined by the state need to be apprised. Medical misconduct is serious. That’s why the state has a Medical Quality Assurance Commission to protect public health and safety by assuring the competency and quality of physicians and physician assistants. To not report on this story because it would embarrass those involved is completely antithetical to the code to which we prescribe. If your doctor was caught practicing in an unsound or ethical manner, wouldn’t you want to know?

To the Editor: A wonderland of lights For those who have not had the opportunity to be in Eastsound at night, you are missing out. It is worth a trip after dark. There are so many buildings and trees lit up. You will be proud of what our little business community has done to brighten the Christmas season for us. Thank you all. Velma Doty Eastsound

Leash your dogs and your anger It’s human nature: when a privilege we are accustomed to is taken away from us, our most primitive responses are triggered. Full-grown adults are reduced to childish reactions. For example, dog owners who for decades have enjoyed the freedom of letting their dogs run loose on South Beach within the National Park have come to believe it is their right to do so. Enter stage left: chief ranger Barry Lewis. Fresh from Haleakala National Park in Hawaii, he was hired last year as a Level One Commissioned Ranger at American Camp National Historic Park. This position requires him to wear a 20-pound “duty belt� including a pistol. Despite his friendly face, the outfit doesn’t endear a warm and fuzzy presence. His first assignments? Stop the dogs from running loose, and stop the feeding of foxes at American Camp. Barry, an experienced ranger with more than 20 years in the National Parks, did his best at what he was hired to do. He put up new signs and for the first three months talked to dog owners and wrote warnings. He explained the regulations, the reasons for the regulations, and the fact that he has no authority to alter the regulations. The regulations are the same in every National Park. During the summer, one unfortunate interaction with an angry dog owner led Ranger Lewis to make an arrest. This action was held up in court.

Barry has since been the target of unremitting unleashed anger, some of it from people he has never met. We believe we live in a friendly place where locals are reasonable and kind - a place where we respect the historic and natural values of our National Parks. Please, let’s extend a warm island welcome to Barry Lewis and his partner, Marianne Karraker, who also works for the park. Ranger Lewis invites people to make an appointment to come into his office as we did, and hear about the programs he would like to implement at American Camp and English Camp. Thanks, Ron and Mary I’m writing to express my gratitude to Ron and Mary of Orcas Village Store. I have a son in the Navy who expressed disappointment that he would be missing Thanksgiving and his birthday for the fourth year in a row. After additional training, he is being transferred from Hawaii to Japan and was given leave for the month of December. We decided to postpone our traditional dinner until he was here, so we ordered a turkey for pick-up on Dec. 1 after our return on the 7:30 p.m ferry. However, when we stopped by to pick it up, it was nowhere to be found. I was very disappointed and, although it probably wasn’t apparent, I appreciated the clerk’s calm and kind demeanor. I had chosen some wonderful looking candy canes while waiting, but left without them, as I

had no turkey to purchase. On Friday, Ron called. He remembered my request but in the holiday confusion had forgotten to order my turkey. He then offered me a turkey that had been in his refrigerator for a couple of days. I initially thanked him but said I didn’t want to make the 45 minute, one-way drive to the market. Instead, he offered to bring it to me. Not only did I end up with a turkey twice the size as I had ordered, but Ron also gave me a beautiful bouquet of Asiatic lilies and a cup full of the candy canes I had admired! As he refused to take any payment, I am passing that money on to the food bank for the Christmas holiday. I love living on this island and realize more and more what a wonderful community we have here. Thanks to the generosity of Ron and Mary, we were able to have a wonderful Thanksgiving dinner with my son. Ann Peterson Eagle Lake

CAO and mitigation The county council is completing the General Section of the CAO update. This section covers “Mitigation, Reasonable Use Exception, and Nonconforming Use.� The latter two are pretty straightforward legal issues, while mitigation is not. Mitigation is defined as causing something to be less harmful or severe; conceptually it feels good. In its regulatory usage, it means providing compensation for harmful actions or the replication of something which has been destroyed. It’s easy to check off a box,

LETTERS FROM 4 approve a mitigation plan, and feel the problem is solved. But, the reality of implementing a plan is complex and exceptionally difficult when replacing biological and physical functions. Maintaining wetland functions, for instance, is one of the most difficult mitigation activities. Each wetland is a unique feature, whose presence is due to factors such as topography, soil type, vegetation, and micro-climate characteristics. Even small-scale wetlands are very complex systems which provide a variety of valuable functions through physical, biological, and biochemical activities, but they can be functionally overwhelmed by inputs as well as physical damage. Determinants of success or failure of mitigation include nurturing and monitoring for many years. Human nature and our regulatory system do not lend themselves to a long-term commitment of cultivation or compliance when dynamic systems are involved. Mitigation provides an excuse to permit injury to a valuable function, pardoning ourselves for the deed and expecting the impossible result of No Net Loss. This may satisfy an applicant and the regulators, but as guiding policy the result will be cumulative loss of irreplaceable values and beneficial functions throughout our county. The best policy is to avoid the impact in the first place. It is easier to avoid a problem than to solve it. I personally prefer the medical dictum: “First, do no harm.� San Olson Lopez Island

Friends’ claims about CAO false The Friends of the San Juan’s, in their recent newspaper ad blitz supporting the county’s radical rewrite of the Critical Areas Ordinance, claims that homeowners, farmers and businesses (structures, improvements and uses) will not be affected by the new Critical Areas Ordinance. According to the Friends, a property owner will be able to continue to do what they have always been doing as though the ordinance did not exist. Shireene Hale, county planner, has repeatedly made the same statement at town hall meetings. According to the Friends, and the county planning staff, existing uses will be

“grandfathered� and will not be affected by the proposed multiple restrictive overlays that will be blanketing most private property in the islands. If this is in fact true, then the new ordinance should say so directly with no ambiguity; no “ifs,� “ands� or “buts.� If the council does not insert a stand-alone statement into the ordinance that all existing structures, improvements and uses (including farming activities) are “grandfathered,� the claims of the county and Friends are not true. As a side note, “the rest of the story� is that anyone who wants a permit to add on to their home, to plant a new orchard or to move a septic drainfield will be required to comply with the new critical areas ordinance. Good luck to any property owner who gets ensnared in the county council’s open-ended, vague permit requirements and use restrictions enumerated in the new critical areas ordinance. They are in for a very expensive, up close and personal adventure with the county’s permitting bureaucracy. Wanda Evans Olga

Craft time a hit The Orcas Open Arts Board would like to thank the many supporters who made last Sunday’s “2nd Annual Holiday Crafts Time� such a great success. Over 55 children and parents gathered to make holiday gifts from felted wool, wood, paper and lots of creativity and love. The Orcas School cafeteria was buzzing with activity and everyone was sorry when our time was up. Special thanks to the many volunteers who helped children (and grown-ups!) make lavender sachets, picture frames (complete with pho-

IRHI has second successful year Programs for affordable and confidential, sexual and reproductive health care for teens and young women are threatened with severe funding cuts and restrictions. However, Islands Reproductive Health Initiative strives to insure that these important services continue to be available on Orcas, especially for all who need financial assistance. In this season of thanks and giving, IRHI wants to thank those who have made its existence possible. Since it began in January 2010, IRHI has received generous private contribu-

tions amounting to approximately $6,500 per year from more than 50 Orcas donors. It also received a $1,000 grant from the Orcas Lesbian, Gay, Bisexual, Transgender Fund, and an $800 Youth Grant from the Orcas Island Community Foundation, awarded by Orcas High School’s government studies class. These donations have helped meet medical clinic expenses of over $10,000 per year for treating IRHI patients. Thanks to OICF sponsorship of the OICF/IRHI Fund, and to the Orcas Medical Foundation for overseeing reimbursement of patient costs to all local medical clinics, IRHI is able to function solely through volunteers, without any administrative overhead. Julie Pinardi, Family Support Specialist for Orcas middle- and high-school students, values being able to count on IRHI to accept referrals of teens with STDs. “I’ve referred sexually active teens not using birth control and/or not practicing safe sex,� she said. A 23-year-old mother of a four-year-old who does not want to have another child at this time said this about IRHA services: “I am not eligible for medical insurance through the state. I clean houses, but my work has dwindled. Her father and I now essentially live on his salary. He has medical insurance, but the cost of adding me to his plan is too expensive. So I depend on the financial assistance of IRHI for the cost of my reproductive health care and birth control pills.� IRHI is thankful for the contributions of all supporters, and looks forward to helping teens and young women receive the sexual and reproductive health care they need throughout the coming new year. One of the best parts of being a volunteer at the library is the opportunity to observe the expressions of patrons when they sheepishly walk up to the front desk to apologize that a book is overdue. Then a question follows, “How much is the fine?� I reply, “Nothing. The library does not charge for overdue books.� I love seeing the looks of awe and relief when people realize they are off the hook. Folks are always appreciative and vow to return books on time. The Booster Club is also hoping to raise an additional $63,000 by fall of 2012 to ensure all sports will be fully funded programs outside the budgeting process of the school and work with the Orcas Island School District, Orcas Island Park and Recreation and the community to create sustainable funding for scholastic athletics.

At the end of June, Washington state’s new “Discover Pass� became a requirement for vehicle access to state parks and recreation lands. The pass is intended to help generate sufficient funding to keep those lands open following deep state budget cuts. An annual pass is $30 and a one-day pass is $10. Citizens’ primary complaint was its lack of transferability. Many felt that one pass should be good for multiple cars in one household. In December, Sen. Kevin Ranker, who sponsored the original bill, announced he was pushing through new

legislation that would allow transferability between two vehicles. Current pass holders would be allowed a second vehicle as well. Not only would it satisfy the consumer, Ranker hoped it would bring a boost in sales. The pass was projected to bring in $17 million by the end of the year; so far, it has raised around $10 million. It needs to bring in $72 million in a full year to maintain the current levels of parks.

No. 6: Rec District Levy passes This February islanders voted in a levy supporting the Orcas Island Park and Recreation District. The district was created by popular vote in November 2009, after the county withdrew financial support from the previous Orcas Recreation Program, but the new district was not funded at the time. The levy is for 9 cents per $1,000 of assessed property value. At 56 percent voter turnout, the levy received 61 percent approval. The Orcas Park and Recreation District will begin receiving levy funds in May 2012. To begin setting up the district’s infrastructure in the meantime, the district borrowed $65,000 from the Port of Orcas this July. To date, OIPRD has used half of those funds to set up operationally; secure insurance for sponsored activities; negotiate for the transfer of Buck Park; resurface the Buck Park tennis courts and train 25 community volunteers in Quick Start tennis; repair the Buck Park fields; refurbish the irrigation system; and negotiate for an online registration and payment system called ActiveNet that will greatly reduce the time and expense of coordinating group activities. During this transition time between Orcas Recreation Program and the new Orcas Island Park and Recreation District, many local organizations and volunteers have stepped up to continue to provide recreational activities on the island. The district has not hired any staff, but contracted with Orcas resident Leslie Schmitz to help set up required accounting, auditing and legal document management systems for OIPRD. The borrowed funds must be repaid out of levy funds received in May 2012. Part two will run in next week’s edition.

Moreover, Churchill said it was amazing that the young man didn’t use drugs and alcohol and follow his mother down the path of addiction. “This represents the triumph of the human spirit and the triumph of Colton Harris-Moore. He survived,� the judge said. Still, Churchill said she had to follow the law and couldn’t give him an exceptional sentence below the standard sentencing range, as the defense had asked. She said she considered the victims, though she pointed out that his crimes were non-violent. and alcohol were involved. “All these factors went into the calculus of deciding the appropriate sentence for Mr. Harris-Moore is about 10 years,� Banks said. “The consensus was, this is about right. This is what he deserves.� Randall Gaylord, the prosecutor for San Juan County, detailed the 17 crimes Harris-Moore committed, which included the theft of six boats and airplanes. Harris-Moore crashed one of the planes and damaged two others in landing. Gaylord said the Barefoot Bandit exhibited “a high level of sophistication and planning.� He explained how Harris-Moore broke into a business, ordered a DVD about “how to fly airplanes� and broke in again three days later to steal it. Gaylord described how Harris-Moore created a little “den or lair� in an upper level of an Orcas Island hangar owned by Mike Parnell and his family. Harris-Moore kept the family “under surveillance� and moved into the home when they were away. “He would eat their food, take their shoes and put on their clothes,� Gaylord said. “He made the place his own when they were not there ... I would say Eastsound lost its innocence at the hands of Mr. Harris-Moore.�

On the day before Thanksgiving, Susie Shipman found her dog Max lying in blood, his dense, grey fur matted with red. She quickly called Dr. Ron

Schuler of Orcas Veterinary Service. He suspected it was rat poisoning and told her to meet him in town immediately. “I had to be really strong and hold it together,” Shipman said. “Max is my everything. He’s my family.

He’s my constant companion.” Shipman doesn’t know how, but her dog ingested large amounts of rat poison, which causes hemorrhaging and leads to death if left untreated. After blood transfusions and a lot of supplements, Max survived, but it was a difficult journey.

A very sick canine Max, an enormous Shiloh Shepherd, was quickly losing blood through his mucus membranes. Shipman raced into Eastsound to meet Dr. Schuler, who treated the dog with vitamin K. He sent Max home, but the prognosis was grim. Soon after,

Max began bleeding heavily through his eyes and mouth. After consulting with Orcas vet Dr. Jill Bates, Shipman was on her way to the Northwest Veterinary Blood Bank in Bellingham. “I drove like a bat out of hell and just made the boat,” she said. “I knew that if I didn’t hop on that ferry, he would have died.” Shipman says the back of her truck looked like a murder scene. By the end of his ordeal, Max had lost two gallons of blood. He received a total of nine transfusions. “He’s such a majestic beast, I thought, ‘This is not how you are going to go,’” said Shipman, who remembers holding her dog’s paws,

wo small children were taken from their Bellingham home by authorities last year because their mom was addicted to meth. They were placed in Amber and Justin Paulsen’s foster home and became part of the island community for nine months. When unfounded allegations of child abuse by the kids’ birth mother – who was mentally ill and had no contact with her children – spurred an investigation of the Paulsens, they decided to stop taking kids for a while. “We could have lost everything,â€? said Amber, who directs Kaleidoscope Preschool and Childcare Center and has four children of her own. “We were incredibly traumatized.â€? The kids were sent to another foster home outside the county. “They came to me individually and said, ‘We don’t want to go,’â€? said Debbie Liblik, a para-educator who worked with the kids at Orcas Elementary School. The situation broke her heart, and she immediately began getting licensed for foster care, with the full support of her husband, Toomas. Roughly one year, a lot of hard work and thousands of dollars in expenses later, Orcas will once again have an open foster home. The Libliks hope to be accepting infants to teens by February. They’ll be able to care for five children at a time, plus their own seven-year-old son, TJ. The children who come to stay will either be island kids or destined for long-term care. “Everyone I’ve spoken to thinks we’re absolutely nuts,â€? laughed Debbie. “They say, ‘Well that’s a really nice thing to do.’ She explains her willingness to bridge the gap, saying, “I’ve just always been that parent – kids are more than welcome ‌ I feel for these kids liv-

ing in these situations that have no control.� Debbie raised six kids of her own singlehandedly before she and Toomas met, and has taken in “a few extras� along the way. Debbie’s parents fostered for part of her growing up years. She said sometimes kids are dropped off with little more than the diaper they’re wearing, so she’s been busy collecting furniture, bedding, clothing, toys, sports equipment and more with the help of generous islanders who have donated furniture and gift certificates. “We appreciate and want to thank the people who have stepped up to help us,� said Debbie. “To provide the best for these kids it takes more than just our little family. County foster homes There are eight foster homes on San Juan Island and two on Lopez. San Juan County averages just three calls to Child Protective Services per month, compared with 28 referrals for Oak Harbor. About one in 50 referrals results in a foster care placement. There have been four “emergency referrals� requiring immediate action in the county this year, one on Orcas. “We don’t have a lot of call for foster homes on the islands,� said Jan Stettler, newly appointed supervisor for Children’s Administration in San Juan County. “The islands are really unique in their response to children in need.� There may be room for interpretation of the county’s low call rates. Both Debbie and Amber said that friends and neighbors may refrain from reporting suspected cases of abuse, because they fear that calling

CPS will mean a child is removed from his/her island support system to a distant foster home. “There is a huge need for [foster homes] here on Orcas,� Amber said. Liblik said several teenagers on Orcas are effectively homeless, sleeping “from couch to couch.� Amber herself began fostering when she saw Kaleidoscope kids being flown off island to foster homes – sometimes in the middle of the night. Even after she opened her home, she said at times Orcas kids have been sent to Lopez or San Juan because there just weren’t enough beds for them. “The goal is always to keep the children in their communities, so that’s what they really strive for,� said Christina Urtasun, community liason at Fostering Together. “There is always a need for new homes.� A law allowing placement with carefully vetted friends or neighbors, dubbed “fictive kin,� also reduces the number of children placed in official foster care. Some kids need long-term homes; but others may just need a safe, loving place to spend the night. “There is such a need across the board for respite care providers,� said

Urtasun. “Also emergency care: they need a family for short term, just until everything is sorted out, maybe for a few days. There are a lot of different options.� When a child is in need of a foster home, potential foster parents can dialogue with the social worker assigned to the case to find a good fit. “You can always say no, and you can ask any questions you want,� said Debbie. State support to foster parents is designed to shoulder each child’s room, board and clothing expenses. This support includes monthly payments for food and basics; health, dental and vision insurance for the children; extra groceries for kids five and under through the state WIC program; free school lunches; and counseling services from certain providers. The biggest challenge is getting licensed, since the classes require spending three or four days off island on multiple instances. If at least four San Juan County families want to get licensed, the state will bring the training out to the islands for the course. If a dog consumes rat poison, some of the symptoms are green stool, profuse bleeding, anemia, lethargy, blindness and seizures. He is still taking supplements for his blood, as it will take a month for the rat poison to leave his system. Shipman urges people to think twice about using rat poison. She also encourages pet owners to donate their dogs’ blood at the Northwest Veterinary Blood Bank, which has saved canines and felines from extreme anemia, rat poisoning and infection. She said that in 10 years, the blood bank has received donations from only 300 dogs. Now that she and Max are back home, once again strolling through Eastsound and walking on the beach, Shipman is figuring out how to pay vet bills totaling $3,700. Her friends launched a donation website and have already raised a quarter of the amount. Busy week for Lady Vikings The Lady Vikings traveled to Concrete on Dec. 13, fighting hard against the Lions. Orcas lost, 53-49. The Deer Harbor Inn Restaurant will offer a free Christmas feast again this year, accepting donations for a local nonprofit and nonperishable items for the Orcas Food Bank. This year cash donations will benefit Orcas Montessori School, where chef Matt Carpenter’s son Kaiden attends. Everyone is invited to the 14th annual dinner at the Deer Harbor Inn Restaurant – young and old, rich and poor, with families or solo. “We usually gear up for 200 people,� Matt said. Restaurant owners Matt and his brother Ryan Carpenter, with their parents and Deer Harbor Inn owners Pam and Craig Carpenter, will prepare six roasted turkeys, homemade rolls, soup, salad, mashed potatoes and gravy, pumpkin pie, cranberry sauce and more to make the day a cheery one for islanders. The Carpenter family wants to make sure that everybody will be able to enjoy a delicious Christmas

dinner and get to spend Dec. 25 with friends and neighbors. They say it’s a way to give back to the Orcas community that supports their business throughout the year. They expect roughly 200 people to attend again this year. Reservations are required; call 376-1040. The dinner will be served from 2 to 6 p.m. Matt said they already have plenty of helpers this year. Matt and Ryan took over the restaurant and catering operations of the Deer Harbor Inn in 1998, then purchased the restaurant from Pam and Craig in 2006. Matt and his wife Sabrina recently opened The Island Skillet restaurant in Eastsound as a joint venture with friends Dave and Ioulia Yerly. Matt’s cooking breakfast and lunch at the Skillet in addition to working as a chef at the Deer Harbor Inn Restaurant with Ryan. This April Matt volunteered as a Celebrity Chef at Orcas Schools, whipping up a lunch of codfish wraps, split pea soup and strawberry shortcake.

An Environmental Impact Statement will not be required under Section 43.21C.030 (2)(c) RCW. This determination was made after review of the environmental checklist and other environmental information on file at Community Development and Planning (CD&P). The County has determined that the requirements for environmental analysis, protection, and mitigation measures have been adequately addressed in the development regulations and comprehensive plan adopted under Chapter 36.70A RCW, and in other applicable local, state, or federal laws or rules, as provided by Section 43.21C.240 RCW and Section 197-11-158 WAC, or as may be conditioned within any MDNS. SEPA Comments: Anyone desiring to comment on the Threshold Determination can do so by submitting a written statement to CD&P, P. O.
