According to court documents, the man admitted to being drunk and had trouble maintaining his balance. His blood alcohol level at the scene was 0.328, four times the legal limit. According to Lacey’s blog site, he just celebrated his 10th anniversary

Lacey previously worked for Microsoft in Redmond until 2006 and Facebook for a short time, according to his Web site. Chee Chew, Engineering Director at Google Kirkland, issued a statement Monday: “We were saddened to hear this
tragic news. Our hearts go out to Steve’s family during this difficult time. He will be missed by all of us at Google.” An educational trust has been established for Lacey’s children named the Children’s Memorial Trust of Steve Lacey. He was a great man. I wish I had spent more time with him. I can’t believe the bad luck, and tragedy in his life being cut short.”
The page had well over 600 “likes” by Tuesday afternoon. “I am shocked,” posted Bob Silva. “I worked a bit with Steve in the games groups. Not only did I see Steve at Costco earlier that day (and I hadn’t seen for years), we then drove by an unexplainable accident that puzzled us for hours. How can cars crash with such force in a clear view, relatively low speed area? In the end, explanations
did not matter. My family cried for the anonymous (then) victims of that freak accident on that beautiful sunny day.” Investigators are looking for the car that allegedly cut off the SUV and said that it is possible they didn’t know they were a part of the incident. Kirkland Police are investigating a vehicle collision that resulted in the death of a bicyclist on Juanita Drive Friday. John Przychodzen, 49, of Kirkland died while he was riding his a bicycle as a truck struck him from behind
at approximately 3:45 p.m. in the 8600 block of N.E. Juanita Drive. Przychodzen, who was wearing a helmet, suffered severe injuries in the accident and despite EMS efforts, he was pronounced dead at the scene, said Kirkland Detective Allan O’Neill. The bicyclist did not have any identification on him, but appeared to be in his 40’s or 50’s,
he said. The driver of the vehicle was an 18-yearold man and “there were no indications that the driver of the truck was impaired by drugs or alcohol,” O’Neill added. The Kirkland Police Department Fatality Investigation Team responded to the scene to investigate the collision. Northeast Juanita Drive was closed for several hours during the investigation.

Go Dog, Go!: Who had the best ‘pooch smooch’?

ast Saturday, dogs parading along the shores of Lake Washington created a magical sight. Some walked, others rode in strollers, and a few peeked out of purses or were carried by their owners. The event was a twomile dog walk, part of the third annual Go Dog, Go! Kirkland Canine Festival at Juanita Beach Park. German shepherds, collies, terriers, Labradors and other breeds came to play and participate. There was no admission charge to attend the festival, although the Dog Walk fee was $20 per family. Funds raised assist the city to maintain dog-waste stations at Kirkland parks. Events held throughout the day – musical chairs, dog races, dog tricks – were all designed to showcase dogs. After his dog won the “best tricks” award for the second year in a row, Ray Smutek, 75, said, “I do it because it’s fun!”. Woody

The Humane Society presented adoption papers to one lucky young lady, Brenda Williamson, who said, “I am just so excited, the dog just came right up to me! I knew he was the one, and, I got to take him home today.” Contests kept the crowds entertained, including “Who is the best pooch smoocher?”. There were hilarious displays of kisses as the dogs lapped and slobbered all over their owners’ faces. After watching all the participants and their four-legged friends smooch, the judges awarded the “Best Pooch Smooch” to Oscar and his owner, Kathryn Clarke. Dogs danced, barked and played. Contessa, 11, “has been dancing for four years,” said Patty Brooks, her owner. Decked out in a blue sequined collar, Contessa was beautiful with her shiny black fur and
she performed her routine flawlessly. Cascade Dog Sports Club held races throughout the day. The dogs raced, jumping hurdles to obtain the coveted golf ball and get it back to their owners. Susan Martin, a Kirkland resident, held her Yorkshire terrier. When asked if she was participating in contests, she smiled and said, “We just enjoy watching the dogs race.” The flying disk event had dogs jumping high in the air to catch the disks. One contestant’s routine, combining speed and the colors black and yellow, captivated the audience as the dog caught the flying disk time after time. Another contestant, MaryAnna Swainston, 7, said, “I’m not nervous, I do this all the time.” Her dog Gus seized the flying disk, jumping high in the air to make the catch and returning it to the smiling girl. Yes, it is amazing that dogs have social calendars—but don’t forget they are man’s best friend.

UI incidents have plagued the pages of the Reporter for many years in tragic stories and in the weekly police blotter. This week was no exception. A drunk driver killed Kirkland resident and Google engineer Steve Lacey on Sunday as he drove home along N.E. 85th St. after running an errand at Costco. Some people may become desensitized to seeing so many unfortunate stories of driving under the influence and its harrowing consequences. But it is important to remember the victims are real people. Lacey, a 43-year-old father of two young children, recently celebrated his 10th anniversary with his wife. It is difficult to imagine how this mother will explain to 5-year-old Jasmine and 7-year-old Julian that their father will never come home. Last year, we reported on Snohomish resident Matthew McDonald, who pleaded guilty to four counts of vehicular homicide after he ran a stop sign at a high rate of speed and smashed into a car. McDonald had a blood alcohol level of .123 when he and a passenger climbed into his vehicle after drinking beer for nearly 12 hours. The legal limit for blood alcohol content in Washington State is .08. McDonald survived the crash; the four victims did not. Those victims include Tom and Hilda Woods, the son and daughter-in-law of former Kirkland Mayor Bill Woods. The other couple was Brad and Melissa Agerup. The two couples were returning home after planning a birthday party. Bill Woods got to spend Thanksgiving with his only son before he was killed. He later told the Reporter: “The driver walked away with little or no injuries. But that’s pretty typical – drunks always fall down and never get hurt.” Another drunk driver killed two Federal Way students in June
of 2010 on their last day of high school. Derek King and Nicholas Hodgins were both Decatur High School seniors set to graduate three days before they were killed. Kirkland resident Alexander E. Peder’s vehicle rear-ended the students’car that had broken down on southbound I-5, completely smashing the rear end of the car and almost pushing it into the front seat. Peder was sentenced to102 months last April. During the emotional sentencing that was attended by more than 100 family members and friends of the victims, many spoke of their loved ones who were killed. “I spent my time looking out for him,”said Brandi Gleason, Hodgins’older sister. “This is one thing I couldn’t protect him from. There is a day when (Peder) can rebuild his life. Our family can never
regain what we’ve lost. We are stuck with this for the rest of our lives.” While DUI offenders can brush off the lives they took after serving quick sentences, victim’s families can never forget. We should not either. It takes a great deal of social responsibility to prevent DUI incidents. If you plan to drink, simply put – don’t drive. If your friend plans to drink, don’t let them drive. Take the keys and throw them in a lake, if necessary. If you serve alcohol, know the limits. Allowing someone to purchase one more mixed drink just to increase your bottom line may be the difference between sobriety and pushing someone over the drunken threshold.

ECA Thrift Shop celebrates 30 years This year marks the Eastside Community Aid Thrift Shop’s 30-year anniversary. It all started when a group of 14 neighbors in Bellevue decided to hold a garage sale. The sale went so well that they decided to donate the money to some local charities. The charities were so grateful that the neighbors decided they were on to something. So, on Nov. 19, 1981, the Eastside Community Aid Thrift Shop was officially formed. Jo Legan was one of those 14 women who helped start ECA. She volunteered at the shop until she became ill. She was the last one of the original women to still work at the shop until her death in January 2004. That is why when she died we decided to start the three Lake Washington Technical College scholarships in her name. We do one engineering and two human service scholarships in honor of her because she was an engineer at Boeing and the Thrift Shop is a human service organization. The shop started in Redmond and is presently at its fifth location in Kirkland. Today, we have approximately 60 all-volunteer staff members who sort new and used donations, price it and put it on display at the
shop’s Totem Lake West store. After paying the rent and bills, the surplus money is then donated back to our Eastside community through non-profit organizations and three Lake Washington Technical College student scholarships. The list of nonprofit organizations that have benefited from the shop’s monetary and physical donations is long. We have given money to 74 different organizations. Some are: Eastside Domestic Violence Program, Assistance League of the Eastside, Helping Hands for the Disabled, Hopelink, the Humane Society, Evergreen Hospice, Eastside Medic Response Units, Sibling House, King County Search and Rescue, Eastside Baby Corner and Compassionate Friends. In February of this year ECA also celebrated reaching a milestone of giving more than $1,000 in cash back into our community. The shop is not affiliated with any church, service club, school or any other organization. It’s something all its own: a group of volunteers, anyone can join who simply want to help make our Eastside community a better place to live. The volunteers put the best items on display at the shop. The less-than best is passed on to other organizations that can use the items. Nothing goes to waste. Colored tags are put
on each item, that way donations are rotated through the shop on a threemonth cycle. As a result, the shop is one of the more upscale thrift shops on the Eastside. In many cases, clothing sales benefit the buyer as much or more than the store. As people lose their jobs, and need a good shirt or jacket for an interview, they can easily find a quality garment for $4 to $10. That same clothing item would be worth 10 times as much new. All-aged kids love putting together nice school outfits or Halloween costumes at the shop. The quality and rock bottom prices seem to attract almost everyone at one time or another. Eastside Domestic Violence clients come in and each member of their family get three complete outfits along with housewares, and additional supplies if needed. Eyeglasses are donated to the Lion’s Club. Cell phones go to Domestic Violence. Clothes and shoes are passed on to clothing banks. There is a place for all to pass on donations. ECA also is a green business where everything possible is recycled. To celebrate 30 years in the community, ECA is having an open house with a storewide half-off sale from 10 a.m. to 5 p.m. Aug. 12-13. ECA is located at 12451 116th Ave. in Kirkland. Toby Nixon not best choice for Kirkland Mr. Toby Nixon was not prophetic or prescient when it came to annexation. Instead, he was pathetic. He did not represent the citizens of Kirkland. Instead he endorsed more government controls, more regulations, millions more in debt, and policies that seriously impact our personal freedoms. He also failed to acknowledge the true cost to those in the annexation area. He was seeking an opportunity to re-ignite his political career. He didn’t care what they wanted to the extent of endorsing the denial of letting the citizen’s vote on the issue. He believed he knew best. Are the citizens going to let him decide what’s best for them or do they believe they can decide for themselves? He would be a terrible choice if the people who voted for him thought they were voting for someone who will represent them. His opponent, Ms. Jessica Greenway, has a far better record of representing the people and their neighborhoods. She’s a far better choice if you want someone to represent what you believe.

One of the biggest issues he sees for the next term is reminding people that annexation began on June 1 and it is a long process to get it right. “Annexation isn’t over and I am surprised that it is more of a new idea than I originally expected,’� said Asher. “Some in

A 60-year-old Kirkland man contacted police to report a verbal disturbance between himself and three Kirkland teenagers over litter on the street. Upon contact one of the teens, a 15-year-old boy from Seattle, was found to have an outstanding warrant out of Seattle. The other two boys were warned about littering.
July 18 Theft: 11:07 p.m., 100 block of Lake Street. A 37-year-old Kirkland man was contacted by police outside a restaurant after disrupting and refusing to pay his $50.60 bill. The suspect stated that the restaurant had his credit card and it could be charged but his credit card had been left at a bar previously during the night. The card was subsequently declined. The suspect could not provide payment and refused a trip to the ATM. He was arrested on two counts of theft.
July 17 Domestic: 9: 30 p.m., 13400 block of N.E. 133rd Street. A 22-year-old man and his 20-year-old wife, both of Kirkland, got into an argument over hair dye. The suspect grabbed his wife’s writ and twisted it causing her pain and to fear him. The man was arrested for domestic violence.

DUI: 1:49 a.m., 14200 block of Juanita Drive N.E. A one vehicle traffic collision investigation revealed that the driver was under the influence of drugs. There was a minor injury to the sole occupant of the vehicle. DUI: 3:09 a.m., 1800 6th Street. A 21-year-old Seattle woman was observed unconscious in the driver’s seat of her parent’s vehicle, which was running. She was awakened by an EMT banging on the windows and refused a field sobriety test. The woman submitted a blood alcohol level of .224. She said she had not intention of driving but had the vehicle on for heat. Theft: 8 a.m., 1400 block of 124th Ave. N.E. A Kingsgate Safeway employee took a Starbucks’ coffee pot and a bag of coffee without paying for them while on the clock. The suspect was arrested. DUI: 4:31 p.m., N.E. 132nd Street and 116th Way N.E. Kirkland police units were dispatched to a report of a hit and run. A witness followed the suspect into a parking lot where she almost hit another vehicle and parked in a stall. The 76-year-old Kirkland woman was contacted by police and was unable to perform a balance test. The suspect submitted a blood alcohol content of .199. The woman was charged with DUI, hit and run and driving without an ignition lock.

Kirkland woman, turns 100, recalls life during ‘tough times’ Reflecting back on her 100 years of life and her career, former Washington State news reporter, Grace Weber, said her biggest accomplishment was during the years she worked as a newspaper reporter for both the Spokane Chronicle and the Wenatchee Daily World. She had always been interested in communication and was assigned to provide coverage of the Grand Coulee Dam project. “That was a fascinating story! Everyone was interested in the latest news of the project,” Weber recalled. She drove all over the Columbia Basin area. Her own son taught her press photography that he had learned himself while in the Army. The cameras, and the slides, were very large. “I would transport the latest photographs and stories by train or bus to get them published the very next day in Wenatchee and Spokane.” Weber was born in Salt Lake City, Utah on June 17, 1911. The oldest of five siblings, she and her family moved to Alberta, Canada at the age of 2. She lived in Canada through her elementary school years and feels she was fortunate to have had an excellent educational experience. At that time, Weber said the Canadian schools were much more
efficient than in the U.S. and her English teachers were so very good that she feels it contributed to her ability to gain a career as a news reporter later in life without obtaining a college degree. While in her teens, the family moved to Seattle where she graduated from Highline High School in 1929. This period marked the beginning of the Great Depression, and while in high school she secured a job in a Woolworth’s store. She was the only one in her family of seven who had a job and worked to support them all. “Young people today do not know what it was like to be in tough times. Those were tough times,” Weber said. She recalled feeling quite fortunate to earn money when jobs were so hard to come by. A family friend who worked in a bakery took small amounts of leftover bread and saved it in a bag, then about once a week, he would bring it to the family’s home and this was, sometimes, nearly all they had to get by on. Weber soon met a gentleman named Bill Mayer who she married and together they had a son, Pat. They eventually divorced and later, Weber traveled to Kodiak, Alaska where she took a correspondence course and worked during WWII. All the women were

evacuated to Seattle at one point during the war, which happened to be where she came from. She went to work for the Tacoma shipyards. There she was in charge of pipes and fittings used by destroyers during the war. She later moved to Eastern Washington, where she met and married Henry P. Weber and there she gave birth to twin girls, Stephanie and Sybil. Weber says this was the happiest time of her life. She lived on a wheat ranch with her young family and secured a job as a newspaper reporter for the area.

our new dog during the day was simple, but what about the transitions around our home and lifestyle away from Scampers? Were we ready to train a new puppy? Could we ensure the comfort of our cats as our new puppy explores their existence within the home? How could we be sure which breed to adopt? How could I be sure the new puppyâ&#x20AC;&#x2122;s temperament would be right for us for the long term? The search to answers to these questions and the puppy were on. As we searched adoption Web sites to locate just the right dog, my daughter learned about a litter of puppies in central Washington that were described as Jack Russell terrier mixes. Knowing that Jack Russell terriers can be very high energy, I was concerned that this would be an inappropriate breed to blend into our home; he could overwhelm our much loved beagle, Rosie. However, my daughter had fallen â&#x20AC;&#x153;in loveâ&#x20AC;? so we agreed to contact the shelter, Wags to Riches Animal Rescue and Sanctuary, to learn more about the puppies. The volunteers were able to show us a photo of the feral mom, who looked much like a border collie/terrier mix. The puppies had been changing as they grew week by week, and the shelter volunteers were preparing to revise their published best guess as to the breeds mixed to create this litter. A conversation with the volunteer at the shelter assured me that during their evaluation of this litter of puppies, little â&#x20AC;&#x153;Hoganâ&#x20AC;? was one of the quieter, milder mannered pups. She had done a detailed evaluation of each puppy and could describe each to me from her notes during the early weeks of development. This evaluation was vital in our determining that we should at least meet him in person. Of course, once we had each held the little bundle of pooch and seen the joy in our daughterâ&#x20AC;&#x2122;s eyes, it was impossible to imagine walking away; but had it not been for the evaluation from the shelterâ&#x20AC;&#x2122;s staff, we would not have been as comfortable with our selection. It was â&#x20AC;&#x153;Hoganâ&#x20AC;? who we took home and named Sullivan (Sully) Heinz Hughes during the drive home. Sully is now 20 weeks old, and looks a lot like a border collie/labrador retriever mix. Heâ&#x20AC;&#x2122;s learning from his big â&#x20AC;&#x153;sisterâ&#x20AC;? Rosie about when and how much sheâ&#x20AC;&#x2122;s willing to play, but she allows him to lead her outside (he takes her by the ear!) to play chase in that great big back yard. Our daughter has taught him a number of basic skills using clicker training. And, while he is not really chasing our cats as much as just wishing they would play with him too, eventually he will learn the level of interaction they prefer. Heâ&#x20AC;&#x2122;s a great addition to the family, and weâ&#x20AC;&#x2122;re all in love now. Kirkland Postmaster Kathy Dela Cruz said the mail-delivery process is moving smoothly as of July 1, a month after about 2,700 households with Bothell addresses were annexed into Kirkland. Overall, more than 12,700 homes sat in the annexation area of Finn Hill, North Juanita and Kingsgate in unincorporated King County. She noted that three mail carriers cover the old Bothell addresses, with two covering their same routes and one staking out a new one. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re adjusting to a little bit more travel time to deliver the mail,â&#x20AC;? Dela Cruz said of the new route. Marie Stake, Kirkland communications program manager, said thereâ&#x20AC;&#x2122;s a bit of adjusting for everyone, especially new residents. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve been getting emails and calls from people asking about garbage service and police service,â&#x20AC;? she said of the two main concerns. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve also been getting praise and thank you, because thereâ&#x20AC;&#x2122;s more police, City Hall is right here and their elected officials are close to them.â&#x20AC;? City sets six-month moratorium on medical marijuana gardens The Kirkland City Council on July 19 enacted a six-month zoning moratorium that prohibits the licensing, establishment, maintenance, or continuation of any medical marijuana “collective garden” within city limits. The city’s actions are in response to amendments passed in this year’s legislative session to Washington’s existing medical marijuana law. The amendments, as contained in Engrossed Second Substitute Senate Bill (E2SSB) 5073, went into effect July 22. The city’s moratorium allowed the city to consider whether to zone medical marijuana
“collective gardens” away from schools and parks, whether to permit them in residential areas and whether to limit the number of “collective gardens” on a single property. The council will hold a required public hearing at 7:30 p.m. Aug. 2 at Kirkland City Hall, 123 Fifth Ave. to receive public comment on Ordinance 4316, which established the moratorium. A medical marijuana “collective garden” is an area or garden where qualifying patients engage in the production, processing, transporting, and delivery of marijuana for medical use as defined in a 1998 state law (RCW
69.50). In the 2011 Washington State legislative session, E2SSB 5073 was passed, which broadened the scope of the state’s medical marijuana law. Gov. Gregoire vetoed 36 of the 57 sections of E2SSB 5073. She did approve the allowance of medical marijuana “collective gardens.” Some of the sections the governor vetoed were in response to a warning by the U.S. Attorney’s Office that the bill would place state workers who implement state regulations related to medical marijuana at risk of criminal prosecution. The city is concerned that this warning also applies to city personnel. During the Aug. 2 public hearing, the council

that heavy congestion during these closures restricts access to the exits. There will be two separate bridge closures on Aug. 4: from 9:45 a.m to noon; and 1:15-2:30 p.m. The bridge will also close from 12:452:40 p.m. Aug. 5-7. Drivers who want to ensure they can cross the
lake using I-90 should drive across Lake Washington at least one hour before the announced closure times. No stopping or parking is allowed on the floating bridges. During the I-90 closures, the SR 520 floating bridge will remain open to vehicular traffic.
The Washington State Department of Transportation will close all lanes of Interstate 90 across Lake Washington several times from Aug. 4-7 for air show practices and performances by the U.S. Navy Blue Angels. By closing I-90, WSDOT is complying with Federal Aviation Administration rules to create a safer environment for drivers and Blue Angels pilots by reducing distractions to both. Closures include all mainline I-90 lanes between I-5 in Seattle and Island Crest Way on Mercer Island, and the entire length of the I-90 express lanes. Also, the bridge will be closed to all pedestrians and bicyclists up to 30 minutes prior to posted closure times. The exits from westbound I-90 to Island Crest Way and East Mercer Way on Mercer Island will remain open, although drivers should note

Two Kirkland athletes finished first in the 11th annual Seafair Triathlon at Seward Park. The event, which was sponsored by the Benaroya Institute, played host to nearly 2,000 athletes and took place on Sunday in Seattle. The Olympic style
triathlon was composed of a one-mile swim, 20-mile bike ride and a 10K run and had over 500 participants. Rusty Pruden was the top over all finisher and first male to cross the finish line, completing the course in 1 hour, 44 minutes and 59 seconds. Kimberly Pancoast was the first female to finish, completing the course in a time of 1:57:04.

It was one sweet homecoming for Kirklandâ&#x20AC;&#x2122;s Jennie Reed. The two-time former Olympian and national track cycling champion put on a show for the hometown crowd at the sixth annual Marymoor Grand Prix at the Marymoor Park Velodrome in Redmond last weekend, claiming three titles at one of the sportâ&#x20AC;&#x2122;s premier venues. Reed, who was on both the 2004 Athens and 2008 Beijing United States Olympic track cycling teams, led off her Grand Prix on Friday night with a win in the Keirin event. In the Keirin, riders are paced by a motorbike that gradually increases in speed until approximately a lap and a half remains in the
race, then itâ&#x20AC;&#x2122;s an all-out sprint to the finish. Reed was in the middle of the pack until well into the final lap, when she charged the outside along with Tela Crane, of Sammamish, trailing close behind. The local duo finished 1-2 in the race, eliciting a loud roar from a packed house at the Velodrome, that had spectators lining the entire 400-meter track as well as the stands. â&#x20AC;&#x153;There were a couple of fast girls coming up, and I donâ&#x20AC;&#x2122;t have the kick that I used to have,â&#x20AC;? said Reed on her race plan in the finals. â&#x20AC;&#x153;I have good instincts in Keirin, so I try not to plan
too much. I wanted to reel all the girls in on my hip and then just do a razor for the front, and it worked out great.â&#x20AC;? She added another win
in the â&#x20AC;&#x153;Miss-and-Outâ&#x20AC;? distance event, topping a field of 23 riders that had to stave off elimination by not being in last place at the end of every lap. Finally,
