But they have nothing on Dave Foley. “I drink about 50 cups a day when I am on set,” said the iconic comedian and actor, who will play Laughs Comedy Spot in Kirkland July 7-9. “They keep two thermoses around just for me so I don’t have to keep taking breaks to go get one.” But the idea of an amped up actor is in stark contrast to Foley’s calm delivery of Dave Foley comedy dialogue as the news director on the late 1990’s TV show “Newsradio.” The five-season NBC show ended just after the death of actor and friend Phil Hartman. “That was an amazing cast,” said Foley. “The director, James Burrows, could go to any one of us for a laugh. Excitement filled the air on July Fourth as kids, parents, grandparents, dogs and even a child with a doll dressed in its USA finest proudly marched in Kirkland’s children’s parade in downtown Kirkland. Bicycles, unicycles, scooters and wagons were decked out in red, white and blue for the occasion, delighting thousands of spectators along the route. And that was just the first parade of the day. The larger old-fashioned parade, hosted by the city, followed. Veterans groups marched, bands blared out patriotic songs, and local businesses and
community groups greeted onlookers as they moved through the festive streets. As a gymnastics group went by, a small spectator named Emma stated, “Mom, look at that, couldn’t I do that?� Mayor Joan McBride noted that “the idea for an

old-fashioned parade was a gem of an idea many years ago. ‌ Kirkland needed a family event. “This is our signature hometown parade,â€? McBride continued. “Half of the people in Kirkland are in the parade and the other half of the people watch.â€? Deputy Mayor Penny Sweet, one of the event founders, said they had 77 entrants in the parade, and the kids’ parade was the biggest it has ever been with 2,500-4,000 kids. “There had to be 10,000 people in town - it was pretty amazing,â€? Sweet added. And parades were just one part of the day’s festivities. The Rotary Club of Kirkland held its annual Duck Dash, inviting participants to adopt

There are approximately 200 official Seafair Pirates. â&#x20AC;&#x153;But there are only 56 on
the active roster,â&#x20AC;? said Jensen. â&#x20AC;&#x153;Some are dead!â&#x20AC;? joked Anderton. â&#x20AC;&#x153;You are a pirate until you die ... or we throw you out.â&#x20AC;? Being a pirate is a demanding and unpaid adventure. But one of the perks is the travel. Some of the groupâ&#x20AC;&#x2122;s most exotic destinations include Taiwan and the Cayman Islands. The Piratesâ&#x20AC;&#x2122; Week Festival in the Cayman Islanders is patterned after Seafair and the pirates have been taking part for 28 of its 30 years. The Seafair Pirates have also sailed into the 21st Century with a Facebook page. As for a Web site, the Reporter checked for www. seafairpirates.AAARG, as Anderton suggested, and found nothing. One Heritage Society member asked what type of ear protection the pirates use for all the loud cannons they use at events, to which they all answered: â&#x20AC;&#x153;What?â&#x20AC;? The last time they participated in the Kirkland Fourth of July parade was 2001. â&#x20AC;&#x153;We helped dedicate the sailor statue in Marina Park in 2000,â&#x20AC;? said Jensen. â&#x20AC;&#x153;It was supposed to go to Seattle. But when they found out that there was a similar one in San Diego and Norfolk they said they didnâ&#x20AC;&#x2122;t want it. Then (former Kirkland Mayor) Larry Springer came into the picture ... Do us a favor and make sure it stays there.â&#x20AC;? Jensen said that the group gets between 1,000 and 2,000 appearance requests each year. But the pirates have some standards. â&#x20AC;&#x153;We have to be invited,â&#x20AC;? said Jensen. â&#x20AC;&#x153;We wonâ&#x20AC;&#x2122;t pay an entry fee or have someone pay it for us because it is a good way to find out who really wants you.â&#x20AC;? Until the 1980s the group had an annual budget of $10,000. But it has seen some amazing growth and now has a budget of $300,000. But the pirates also gained a bad reputation during the 1980s, said Jensen.

Police search for assault suspect, strangled female in Kingsgate Kirkland Police are seeking more information about a male suspect who allegedly assaulted a female in the parking lot of a Kingsgate apartment complex while walking home from work on June 25. The assault took place in the 14500 block of 124th Ave. N.E. just after 11 p.m. The victim reported seeing an unknown male following her as she walked home. The victim attempted to walk faster, but the man grabbed her around the neck, according to police. The male began to strangle the victim and she struggled to get away from him. The Kirkland Police were called and a K-9 track was conducted, but did not locate the male. The description of the

Between SR 520 and the I-5 ramp closures, congestion is expected to increase on I-90, I-5 and I-405, especially from 10 a.m. to 8 p.m. Saturday, July 9. On SR 520, construction crews plan culvert installation to improve fish migration as part of the Eastside Transit and HOV Project. At the same time, maintenance crews will spend the weekend testing, inspecting and repairing components of the floating bridge to prepare it for the next storm season. Partnerships help protect Kirkland parks

he Reporter recently ran a two-part series on the future of Lake Sammamish State Park – once a popular regional destination for families, boaters and picnickers. The park has little appeal to those groups now. And, really, who can blame them? Families must contend with the absence of lifeguards at the swimming beach, boaters find sunken docks in the winter, and picnickers must negotiate grass dotted with goose poop – hardly a reassuring sight for parents who want their kids to run and get some exercise. This dilemma is compounded by the fact that the state has precious little money to spend on parks, but that doesn’t mean nothing can be done. Bridle Trails State Park in Kirkland is thriving thanks to people who formed a foundation to help maintain the park. Similar to Lake Sammamish with its urban placement, Bridle Trails State Park struggled to keep its gates open for about 20 years. Now, the foundation works in cooperation with Washington State Parks to provide one half of the operating costs of the park – about $30,000 yearly. Why not something of the same for Lake Sammamish? In fact, Kirkland leads the way when it comes to these sorts of community partnerships and initiatives to help protect our city’s 40-plus parks. The Green Kirkland Partnership – an alliance between the City of Kirkland, nonprofit partners and the community – seeks to remove invasive plants in city parks and plant native species. Last year, more than 2,000 Green Kirkland volunteers contributed over 10,000 hours to restore natural areas in Kirkland parks. Volunteers also planted more than 3,000

These natural areas rank amongst the highest of things that make the city a great place to live and play. I agree with Edward J. Bell’s assessment of the Kirkland Wednesday Market in last week’s letters. My entire family has been disappointed with the market this year. My husband misses Veraci pizza, my kids have no space to frolic and play with other children, and I can hardly find any fruits and vegetables to buy. Last year, we always looked forward to wednesdays because that meant spending family time together at the market, but so far this year, trips to the KWM have been quick and unsatisfying. I ask that the organizers of the market move it back to Marina Park where there is more space for food, fun, and community.

The committee is expected to advise the council on ways to approach funding, including a possible 2012 ballot measure.

Kirkland changing zoning restrictions without notice Do you own a property in Lakeview or Central Houghton? You likely have the expectation of “due process” if the city wanted to change what or how you could develop your property. Would you be surprised if
you weren’t contacted by the city and they just changed how you could use your land? Would you be equally surprised if you didn’t receive notice that the property next door was being reclassified from a single family home designation to a high intensity commercial development? Since there are arguably dozens of zoning changes about to happen with no “official notice” of specific zoning changes, you may want to quickly inquire about properties around you that are currently in the final stages of rezone. If your property or neighbor’s is being rezoned in an objectionable way you have only until Friday, July 8 to send written comments to the Kirkland Planning department. They have stopped accepting public spoken testimony. To provide some insight, during the Lakeview Neighborhood Advisory Committee meetings we had many large zoning changes come before us. Many of the land use and zoning changes were ones that the committee was not in favor of implementing. Many seemed as though they would create hardship or unanticipated changes to residents and we objected, but they were pushed on through the rezone process. We
asked that specific public notice be mailed to impacted owners and their neighbors. We were told “they will be informed.” Now we are in the 11th hour. I believe that the city is relying on things like notice boards that say “comprehensive plan and code updates.” I have been unable to find anyone who has received specific, official notice mail and I fear that most folks don’t realize that these broad terms may have a very specific change on the property that they own. “Code updates” equal zoning code updates - this is a fact that has likely escaped the radar of most residents. I read with interest where Supreme courts have held that due process requires more than newspaper notice of a zoning change. It seems unfair if standard “notice of zoning change” with the particulars is not sent out by mail or any other delivery method, particularly since our residents are easily contacted with their property tax bills. Supreme courts have held that even though the minimum required legal standard may be met, this does not comply with constitutional madates. “(T)he Mullane (US 1950) Court held that notice by publication is not sufficient with respect to an individual whose name and ad-
dress are known and easily ascertainable.” The court noted, “Here, under all of the circumstances, we do not believe that service was reasonably calculated to inform the plaintiffs of the pendency of the zoning meeting. My experience goes farther with the recent Shoreline Master Program Amendments. Somehow a major reclassification of a property happened so that a residential single family designation of low impact became a high intensity 116/acre high intensity commercial use. When I asked for a copy of the “notice postcard” that the city claimed to have sent it was titled and written as follows: “We will be soliciting feedback on issues such as: Setback provisions; Piers and Shoreline Protection Structures, such as bulkheads; Incentives for restoring shorelines.” I urge neighbors to inquire as to any land use or zoning changes that may currently be in the approval step. You have one day to get your public comments before the Planning Commission and the Houghton Community Council. I only wish we’d been more successful getting the city to notify you directly.

It was a truly inspiring day that united everyone in supporting our grandmothers, mothers, daughters, sisters, cousins and friends who are fighting and surviving breast cancer, and also in honoring those we have lost to the disease. The morningâ&#x20AC;&#x2122;s atmosphere was as positive and vibrant as any Race for the Cure I have attended â&#x20AC;&#x201C; gorgeous weather, delicious food, exciting entertainment, dedicated Komen staff and volunteers, and most important was the enthusiastic crowd of thousands. Between June 24-30, the Kirkland Police Department reported 463 traffic violations (three DUIs), 30 alarm calls, 21 car accidents, 30 noise complaints, 30 malicious mischief calls, 18 thefts, eight car prowls, seven domestic violence calls, eight calls for harassment, 10 acts of fraud, 19 calls of a disturbance, eight
calls for illegal substances and 15 calls of civil disturbance. At least 45 people were arrested.

June 29 Burglary: 1:30 a.m., 12033 N.E. 80th Street. Police responded to a silent alarm call at Lake Washington High School. When officers arrived they found an open door and went in to search the premises. While inside the officers observed two males run past the windows on the outside of the school. Both were stopped
June 28 Order violation: 7:45 p.m., 13400 block of N.E. 133rd Street. A 26-year-old Kirkland man was arrested for violating a protection order served for his sister. The man showed up at his motherâ&#x20AC;&#x2122;s apartment, which is located next door to his sisterâ&#x20AC;&#x2122;s apartment, and got into an altercation with his motherâ&#x20AC;&#x2122;s boyfriend. Upon contact police found out the man talked to his sister in the parking lot.
June 27 Domestic: 4:20 p.m., 7500 118th Ave. N.E. After an argument about cooking, a 22-year-old Kirkland man shoved his brother, causing him to fall over a TV tray and land on the ground. The suspect then punched his bedroom door, nearly breaking it in half. Both brothers live with their parents who were present at the time.

The Lake Washington School District (LWSD) plans to offset the stateâ&#x20AC;&#x2122;s major budget cuts to education by using district levy funds, extending the school year and making small reductions in staff through attrition â&#x20AC;&#x201D; not layoffs. The state legislature cut funding for teacher salaries by 1.9 percent in the recently completed session, but an agreement between the district and the teachersâ&#x20AC;&#x2122; union will offset any salary reductions, the district announced Wednesday. LWSD teachers agreed to work two extra days during the school year to avoid a pay cut as a result of an agreement between LWSD and the Lake Washington Education Association (LWEA). These additional work days would include time devoted to preparing for the grade reconfiguration coming in fall 2012, which will bring the district to a K-5, 6-8 and 9-12 system. The school year calen-
dar for 2011-12 has been extended to 181 days from 180. Next year, there will be one extra day of instruction on June 21 and the last day of school will be June 22. The other work day for teachers will be May 25, the Friday before Memorial Day. That day was a regular school day, but next year, students will not go to school that day and make up for it at the end of the year. The result is the last day of school will be moved from June 20 to June 22. â&#x20AC;&#x153;These days will provide great opportunities for teachers and students alike to go to the schools they will be moving to in the fall of 2012, to get a chance to familiarize themselves with their new location in advance,â&#x20AC;? said LWSD superintendent Dr. Chip Kimball. â&#x20AC;&#x153;Staff will be able to plan additional activities to help students and families prepare for their transition to a new school or new grade.â&#x20AC;? Wednesdayâ&#x20AC;&#x2122;s announcement is the result of budget revisions for the

In addition, the district will continue to work with other employee groups to maintain salary compensation, similar to the deal struck with teachers.
Avoiding layoffs The district will avoid having to make any teacher layoffs as the staff reduction will be done through attrition, but K-4 class size will increase slightly. According to a LWSD press release, studentteacher ratios at the K-4 level will increase by about one student per class.

she would send over a bottle of Jägermeister with a friend and urged the woman to have Lewis drink the alcohol before they went out that night and to have a good time. A friend Sengpharaghanh’s had reportedly told her that the bottle might be poisoned.
Later that night, Sengpharaghanh poured Lewis a full shot glass of the alcohol and he drank the contents. The woman also had a smaller amount of the alcohol, according to the Kirkland Police Department’s investigation. The woman told investigators that she immedi-
ately felt ill, lost her sight and blacked out. The two victims were found the next day by a friend. Lewis was pronounced dead at the scene and Sengpharaghanh was taken to the hospital. The woman was diagnosed with having a stroke from lack of oxygen to the brain and
was temporarily blind. Smith told police that she purchased the bottle of alcohol at a Redmond liquor store and had opened it and stored it in her freezer prior to the incident. After being contacted by police, Smith flew to Los Angeles in order to
locate an attorney should she be arrested. The woman subsequently flew to Thailand with tickets purchased for her by her daughter. Smith was arrested in Great Britain in 2008 for the murder and has fought the extradition ever since.

TENNIS CLUB EXPANSION APPROVED On June 21, The Central Park Tennis Club membership overwhelmingly approved the project that may give the business bragging rights as the largest member-owned hard court indoor tennis club in the country. This will bring the clubâ&#x20AC;&#x2122;s total court availability to 12 indoor and six outdoor courts. The expansion allows them to increase the voting members from 435 to 500, with 65 new memberships becoming available. The club is already home to 170 Kirkland residents, 184 Bellevue residents and 59 Redmond residents.

Robert Paul Meyer
Robert Paul Meyer (Bob), age 64, passed away Thursday, June 30, 2011, after a 3½-year battle with Idiopathic Pulmonary Fibrosis. Bob was the youngest of 3 sons born to Leo and Wanda Meyer in West Union, Iowa. After serving in the Navy, Bob graduated from Iowa State University, and began working for Hormel. In 1980, Bob was transferred to Kirkland. After leaving Hormel in 1991, Bob owned and operated TJ Cinnamons Bakery in Redmond, Bullseye Bakery in Seattle and Anchor Consulting. Bob loved golfing, biking, boating and 1-putting, but not necessarily in that order. His passion for serving others brought him to Bridge Ministries in 2007 where he coordinated the donation and redistribution of medical equipment. Bob is survived by his wife of 40 years, Judy and his three children: Jere (April), Janene Roudebush (Brian) and Erik (Anousinh); two grandchildren: Lily (5) and Max (2).
