Phillips promised to follow up with the county during their meeting and one of the pieces of graffiti, “(expletive) KPD” was covered over the next day. By May 27 all of the graffiti was gone, including a huge piece at the very top of the building. Annexation officially took place on June 1. “We are doing everything we can to protect the property,” said First Citizens Bank spokesman Frank Smith from his offices in South Carolina. The bank foreclosed on the property in December 2010 and now seeks new owners. “We have put up fencing to secure the property and we have hired a contractor to paint over the graffiti.” The land and a singlefamily home were sold in 2002 by a private trust for $1.4 million to Juanita Point LLC, according to King County tax records. It was then sold again in 2005 for $2.6 million to Eisenhower and Carlson PLLC and permits for the [ more CONDO page 3]

Neighbors say that if there are public meetings for the permitting, or the construction of any new building the same size in the neighborhood, residents will attend to voice their concerns. “I doubt the city would be persuaded when you look at the tax revenue this thing will bring in compared to a few upset neighbors,� said Stiles. “But I would be at the meeting.� Bel Lago also represents something even more disturbing for many residents
with views on Goat Hill. “I am worried about this setting a precedent,� said Gant. “It doesn’t affect my
view, but the way it sits it is an eyesore.� And Gant has taken notice of the house directly next to the Bel Lago condominiums that has been for sale for nearly two years. “I have heard that they want to develop that piece of land too,� said Gant. Kirkland City Manager Kurt Triplett said that a building built in King County and then annexed into the city cannot set precedent for new buildings. “Ultimately it would be up to the city council and planning commission if a developer wanted to challenge the codes,� said McMahan. “But it is not precedent setting from that standpoint.�

building were approved that same year. The land rests right on the old border of unincorporated King County and the City of Kirkland. Bel Lago would not have been allowed within city limits under the cityâ&#x20AC;&#x2122;s Shoreline Master Plan. Stiles said there were about four public meetings about the proposed construction, but the meetings were not publicized. â&#x20AC;&#x153;I am boggled, perplexed and wonderstruck that this was allowed,â&#x20AC;? said Stiles, who pointed out that the building rests about 15 feet from the side of the road with a fire hydrant included in that space. â&#x20AC;&#x153;There is barely any room for a sidewalk ... The whole thing is just a sign of the times.â&#x20AC;? Many of the residents are upset because the building has devalued their property and wonder why the county allowed the building. Some even question how the permitting was allowed for a seven-and-a-half story building when the next tallest building is four stories. â&#x20AC;&#x153;This thing was built piecemeal,â&#x20AC;? said Dr. Thomas Gant, who lives just up the hill from
Stiles. â&#x20AC;&#x153;It wasnâ&#x20AC;&#x2122;t like other buildings where the frame goes up and then everything else. When I first noticed the building it was five stories and then all of a sudden it was seven stories.â&#x20AC;? The county appraised the building and land for $5.1 million in 2010. Signage on the property just prior to the graffiti being removed stated that the 18 individual condos were for sale. The cheapest at the ground floor was priced at $695,950 for two beds and two baths, while the top floor was priced at nearly $3 million for a three bedroom, three-and-half bath. Smith said that First Citizens is not looking to complete the building, but sell it to a new owner. But a new owner may run into some issues as the building permits for the structure have expired with the county and will have to be renewed through the City of Kirkland. But the fact remains that the building is there and there is no motivation by First Citizens to have it taken down. The buildingâ&#x20AC;&#x2122;s height and setbacks have been grandfa-

ast week, the City of Kirkland marked a major milestone with the annexation of more than 31,000 new residents and 200 businesses from the Finn Hill, North Juanita and Kingsgate neighborhoods. The annexation pushed the cityâ&#x20AC;&#x2122;s population well over 80,000, making it the 12th largest city in the state and the fourth largest in King County. Some city officials say this makes Kirkland a major regional player, with an opportunity to compete for more grants and funding for things like road projects. For many residents and city officials, annexation is an exciting step and one the city has taken several times since incorporation in 1905. However, amidst the buzz of all the excitement and city-held annexation celebrations last week, several residents expressed outrage. Some newly annexed residents were upset at the most visible aspect of annexation â&#x20AC;&#x201C; the increased Kirkland police presence in the new area. Just one day after annexation took effect, one person commented on our Web site, â&#x20AC;&#x153;Shame on the City of Kirkland for the way they are treating their new taxpayers and new neighbors. Today while traveling from my Finn Hill home to Home Depot and back, I observed four different Kirkland police hiding in church parking lots on 145th; a private drive on Simons Road and two suburban neighborhoods with radar guns and cars pulled over with lights flashing like itâ&#x20AC;&#x2122;s Christmas.â&#x20AC;? But many voted in favor of the annexation for this increased police presence, as the King County Sheriff â&#x20AC;&#x2122;s Department had just three deputies to respond to the three large areas. Others, as you will read in the letters section on page 5, are concerned about the cityâ&#x20AC;&#x2122;s taxes on annexation area businesses and a council of seven for a city of over 80,000. The main concern we have heard from those who opposed
annexation has been the way the council seemingly pushed annexation through after the public vote failed in November of 2009. The initial vote for annexation and shared responsibility of the cityâ&#x20AC;&#x2122;s bonded indebtedness needed 60 percent to pass â&#x20AC;&#x201C; the vote failed by just seven votes. But the vote surpassed a simple majority, or the 50 percent needed to approve annexation without the assumption of Kirklandâ&#x20AC;&#x2122;s current debt. So the council repeated history, voting in December of 2009 to annex without putting the burden of the cityâ&#x20AC;&#x2122;s previous debt on the new residents. This also occurred with the annexation of South Rose Hill, North Rose Hill and lower Juanita neighborhoods in 1988. Trepidation, anger and discontent are normal reactions for anyone opposed to change. And during the immediate transition itâ&#x20AC;&#x2122;s a good thing to express those emotions, let city officials
know those concerns and keep them to their promises. But with annexation now behind us, we need to move forward. A good example of a proactive response to the annexation is Kingsgate resident Jason Gardiner, who filed to run for city council. Gardiner is getting involved in his new city, despite voting against annexation. The fact of the matter is that Kingsgate, Juanita and Finn Hill residents are now Kirkland residents. Becoming involved in the process of governance at the city level is the only way to properly make a statement of how you feel about the changes. Residents of those neighborhoods had to drive to Seattle in the middle of a work day to voice their concerns and attend a King County Council meeting as an unincorporated area. Now it is just six miles to the south on Tuesday night at Kirkland City Hall.

ith the current national focus on environment and high fuel prices, it makes me proud to live and work in the Puget Sound area, which leads other regions in our country when it comes to supporting alternative forms of transportation. While many automakers have created new products and technologies that increase fuel efficiency, decrease transportation emissions and use recycled materials when applicable, it is obvious that electric vehicles are another great option for our region. Our community agencies and environmental groups should be commended for their ongoing efforts to make this alternative option a reality. Aside from being a sustainable transportation option, electric vehicles also benefit our local economy: Washington State has received federal stimulus funds to install fast-charging public stations, as well as funding for residential and commercial charging stations. This provides job oppor-

Focus Electric owners will be able to recharge the vehicleâ&#x20AC;&#x2122;s advanced lithium-ion battery pack at home on a daily basis, using the recommended 240-volt wall-mounted charge station that will be sold separately or the 120-volt convenience cord that comes with the vehicle. They will also be able to monitor their energy usage using the Microsoft Hohm energy management application for Fordâ&#x20AC;&#x2122;s electric vehicles. Hohm will help owners determine when and how to most efficiently and affordably recharge their electric vehicle battery. Our regionâ&#x20AC;&#x2122;s efforts to make electric vehicles a strong and viable transportation choice is another great reason to live in the Puget Sound area.

Between May 27 and June 2, Kirkland Police reported 578 traffic violations (six DUIs), 22 alarm calls, 20 car accidents, 24 noise complaints, six thefts, 11 car prowls, six domestic violence calls, six calls for harassment, five acts of fraud, 15 calls for disturbance, eight calls for malicious mischief and five calls of civil disturbance. At least 22 people were arrested.

A 51-year-old Kirkland women reported that she and her husband were having an argument when he allegedly threatened to punch her in the face and knock her teeth out. The woman picked up a baseball bat to protect herself. Her husband took the bat out of her hands and threatened to hit her with it. The man then left the house and was arrested in Seattle for domestic violence harassment. Theft: 6:45 p.m., 10000 block of N.E. 137th Street. A 22-year-old Woodinville man was arrested for shoplifting $4.89 worth of merchandise.

Illegal substance: 10:46 p.m., 12800 N.E. 124th Street. An officer contacted a 23-yearold Kirkland man for riding his bicycle without a light. During a pat down for weapons the man informed police that he had marijuana and a pipe in his pocket.
May 29 Minor, liquor violation: 2:25 a.m., 25 Lakeshore Plaza. A 16-year-old male was contacted by police while vomiting. The teen submitted a blood alcohol level of .142. The two other 16-year-old males were contacted and all said that they were attending a foam party at Club K Town. Car prowl: 5:20 a.m., 500 block of 11th Place. Two 16-year-old Kirkland boys were arrested for car prowl and mail theft.
May 28 Sex offense, other: 6:55 a.m., 12400 block of 116th Ave. N.E. A barista at Java Licious called police to report that a man in a red Acura drove up to the business and she thought he was not wearing pants and only saw his white shirt and what she thought was underwear. The man asked her for directions to Evergreen Hospital. The barista asked the man if he was wearing pants and he said â&#x20AC;&#x153;Yes I am.â&#x20AC;?The woman realized she had seen the man several years ago while working at another coffee stand. At that time the man came to the stand wearing a short miniskirt, but never exposed himself. Police traced the license plate and attempted to contact the man at his home. There was no answer at the door, but the car was in the driveway.

A Kirkland man sentenced to 30 years in prison for kidnapping, molesting and beating a 6-year-old boy in 2001 will now be serving nine years less, thanks to a re-sentencing on Friday. An appeals court ordered that Richard Allen Dunn, 48, be re-sentenced due to a change in state sentencing standards last year. Dunnâ&#x20AC;&#x2122;s sentence was reduced from an exceptional sentence of 30 years to 21 years during a re-sentencing hearing
in King County Superior Court. Dunn was initially convicted of first-degree kidnapping, first-degree child molestation and six counts of possession of child pornography in 2004. According to court records, Dunn kidnapped a six-year-old from an apartment complex in the Kingsgate neighborhood in 2001 and took him to his apartment where he tied him up with rope and beat him repeatedly with a belt. Police later found the boy in Dunnâ&#x20AC;&#x2122;s bed with his hands bound. During a search of
Dunnâ&#x20AC;&#x2122;s home, detectives found approximately 63,000 pornographic images, the majority of which were images of children engaged in sexually explicit conduct,
according to court documents. Dunnâ&#x20AC;&#x2122;s criminal history includes a 1985 conviction for indecent assault and battery in Massachusetts.

A Kirkland man told police that he heard a knock on his front door and when he answered the door an unknown man punched him twice, once in the face and once in the stomach, before running off. The victim repeatedly told police that he had no ongoing feuds with anyone. But the man also told police that he had been receiving â&#x20AC;&#x153;oddâ&#x20AC;?texts from an unknown person.

So the Kirkland Downtown Association has found a new way to ask residents and businesses to help support downtown Kirkland events. And the organization will only ask once. â&#x20AC;&#x153;Over the years, the KDA and all the people the organization works with on events would basically get what they needed by asking event by event,â&#x20AC;? said Bill Vadino, KDA executive director. â&#x20AC;&#x153;For the first time, weâ&#x20AC;&#x2122;re going to ask once for all the events. Every year itâ&#x20AC;&#x2122;s a struggle to fund these events, so if we can find a way to engage citizens and change the model, itâ&#x20AC;&#x2122;s going to help.â&#x20AC;? A Park Out of Place Lake Sammamish State Park losing its footing and funding

From a distance, the popping sounded like fireworks, illegal but not uncommon at Lake Sammamish State Park. But then a park aid who had been cleaning a restroom called over the radio: some idiot had just unloaded 10-15 gunshots into the air to break
up a brawl. Before Ranger Tor Bjorklund, a 15-year veteran at the park, had time to react, a second call buzzed across the radio. â&#x20AC;&#x153;Oh shit, someone just shot him.â&#x20AC;? The ensuing gunfight left two dead and several more injured, all at a favorite picnic spot filled with families. While the July 2010 shooting was isolated â&#x20AC;&#x201C; nothing like that had happened in 20 years â&#x20AC;&#x201C; it caused locals to look anew at the park. What became obvious was years of neglect at a once rural state park, which is now seemingly out of place in an urban
small concession stand and a place to rent boats. However, Sunset Beach, which has been used for swimming since the 1950s, has been overtaken by weeds and goose poop. The parking lot resembles 1,000 small lakes in the spring and is closed during winter. Those who try to walk through adjacent grass picnic fields risk losing a shoe to the mud. The state also cut money for lifeguards in 1992. They came back for a two-year pilot program, but the guards were gone again in 2010, said Ranger Rich Benson, the park manager. Last summer, a man drowned on the unwatched beach. Some say it could have been prevented. â&#x20AC;&#x153;As park manager that operates two swim beaches, Iâ&#x20AC;&#x2122;d like to see lifeguards come back,â&#x20AC;? Benson said. However, he added, lifeguards arenâ&#x20AC;&#x2122;t a priority for state parks.
Fallen facilities Itâ&#x20AC;&#x2122;s a soggy April afternoon and park rangers are ripping out the interior of the Sunset Beach restrooms. The building isnâ&#x20AC;&#x2122;t heated in the winter, so mold turns the stalls black, and leaks rot out window frames. Typically the rangers take buckets of bleach to the inside of the 1950s bath house, but this year they were given permission to renovate them, at a cost of about $6,000. Theyâ&#x20AC;&#x2122;ve had the money and the supplies for a few years, but were told to hold off, while the state tried to win grant money to build an entirely new building. The money never came. lems were addressed in a 2007 master plan, but like all the plans before it, the money fell short. â&#x20AC;&#x153;It was a victim of timing,â&#x20AC;? said Peter Herzog, a state parks stewardship program manager, who has taken the park to heart. The economy is bad, but state parks have been short on money for much longer than problems with the stateâ&#x20AC;&#x2122;s budget. Itâ&#x20AC;&#x2122;s become an annual state project to publish a list of park closures. Nevertheless, the Lake Sammamish advisory committee still felt its master plan was solid, and it began applying for money. It nailed a large grant, but without matching dollars [ more PARK page 14 ]

LAKE WASHINGTON HOSTS KANG KLASSIC TOURNAMENT NEXT WEEKEND The annual Kangs Klassic basketball tournament will be held next weekend. The tournament, featuring local varsity and junior varsity squads, will begin on Friday June 17 and runs through June 19 with the championship games. All varsity games will be held at Lake Washington High School, while the JV tournament will be played at Kirkland Junior High. Admission is $5 for adult, $3 for seniors and anyone 11 and under is free. The tournament will feature local teams such as Lake Washington, Bothell, Juanita, Woodinville as well as Kentwood, Roosevelt, Stadium and Burlington Edison. Games on Friday begin at 4:30 p.m. and run until 9:10 p.m. and pick back up on Saturday starting at 9 a.m. The varsity championship game will be held at 4 p.m. on Sunday. The 17-year-old Inglemoor High School junior may not look like the typical weightlifter from a casual glance, but heâ&#x20AC;&#x2122;s got the credentials to prove it. Peasley has national and international powerlifting records to his name â&#x20AC;&#x201C; all thanks largely to an accident. When he was in eighth grade Peasley got a stress fracture in his back. Stuck in a plastic back brace for six months his physical therapist told him he could lift light weights. As someone whoâ&#x20AC;&#x2122;d been lifting and worked with gym machines in the past, it was a way to stay as active as he could with the injury. â&#x20AC;&#x153;Once I got out of that I

In boys soccer from Lake Washington, Taylor Berg and Justin Manao were named to the first team. Andrea Verduzco,
noticed I was able to do a lot more than everybody in my grade,â&#x20AC;? said Pealsey. â&#x20AC;&#x153;In ninth grade, after Iâ&#x20AC;&#x2122;ve been doing a bunch of stuff with free weights, I went online and looked and saw the records and that I could beat them if I wanted to. I decided to go out and do a competition and I tried to break some records my first competition, but by my second one I started doing it.â&#x20AC;? Peasley found competitions online, and learned more about the sport in magazines. He went to his first competition in 2006 in Kennewick. â&#x20AC;&#x153;We drove to Kennewick for me to pick things up and put them back down,â&#x20AC;? he said laughing. But obviously it worked. The teen, who works out in his gym, got things going and hasnâ&#x20AC;&#x2122;t looked back. â&#x20AC;&#x153;For his birthday we got him rubber mats for the whole garage and slowly have Jordan Cox and Merlin Granados were named to the second team for the Kangs, while Juanitaâ&#x20AC;&#x2122;s Nick Horne was also named to the second team. Earning honorable mentions from Juanita were: Noah Bochner, Jonathon Ellis, Dylan Marshall and Ryan Morissey. Corneliu Capusan, Stevie Cox, Jason Curlanis and Adam Krebs earned honorable mentions for Lake Washington. In softball, Allison Rhodes from Juanita was named the leagueâ&#x20AC;&#x2122;s most valuable player, while

In that first competition, Peasley said he hit the 205 weight mark, but then started noticing he was adding sometimes up to five pounds a week to his total. But as an ever busy teenager, there are

He said it didnâ&#x20AC;&#x2122;t take long however to overcome that obstacle. â&#x20AC;&#x153;The most Iâ&#x20AC;&#x2122;ve ever benched is 320, the most Iâ&#x20AC;&#x2122;ve ever dead lifted is 450 and the most Iâ&#x20AC;&#x2122;ve ever squatted is 320. Iâ&#x20AC;&#x2122;m not much of a squatter. I havenâ&#x20AC;&#x2122;t tested reps in a while, because Iâ&#x20AC;&#x2122;ve been doing different stuff,â&#x20AC;? he said. For the last several weeks though, the weights have taken a back seat to Peasleyâ&#x20AC;&#x2122;s after high school plans. He is currently in New York attending a week long leader-
ship camp at the United States Military Academy in West Point. Peasley said he hopes to go to West Point and join the infantry. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve been interested in West Point since the eighth grade. I learned about it in my history class and kind of researched it and found thatâ&#x20AC;&#x2122;s really what I want to do,â&#x20AC;? he said. â&#x20AC;&#x153;I already thought about going into the military, but I

Central Park Tennis Club, located near the north end of Bridle Trails State Park, may become the largest memberowned hard court indoor tennis club in the country, when members vote later this month to approve a proposed expansion of a new third building with four new tennis courts. This would bring the clubâ&#x20AC;&#x2122;s total court availability to 12 indoor and six outdoor courts. The expansion would also allow them to increase the voting members from 435 to 500, with 65 new memberships becoming

starts with children age 3-18. Some of the topranked players in the country, like 14-year-old Henrik Wiersholm and the number one recruit for the Huskies and second ranked 18-year-old in the country, Emmet Egger, call Central Park home. The club will host the Adult USTA League playoffs June 17-19 and the Washington State Junior Champs tournament July 15-17. Central Park will also be a site for the MXD Event hosted by Bellevue Club, July 29-30. This event benefits First Place School. All of these events are open to the public.

But Pealsey found out just a week ago that a spot had opened up and was asked if he still wanted to attend. â&#x20AC;&#x153;The idea behind the whole summer seminar is they pick the top 1,000 candidates from across the US and offer them spots in the summer to go there. they do, itâ&#x20AC;&#x2122;s a pretty complex process,â&#x20AC;? said Mark Peasley. â&#x20AC;&#x153;They go by scholastics first, then physical fitness and then leadership.â&#x20AC;? While he still has a year left of high school, the camp will go a long way to helping him figure out if West Point is the place for him. If so, he hopes to continue lifting and who knows, maybe even join the team there.

irena Gelato has opened just in time for summer. The gelato shop, tucked away on Park Lane in Kirkland, offers more than 15 different, unique flavors of authentically prepared gelato. The shop is inviting and mimics the upbeat and family-oriented vibe of downtown Kirkland, with outdoor and indoor seating. Owners Fahri and Robin Ugurlu opened the first Sirena Gelato in the district of Fairhaven in Bellingham after their son, Brian, studied abroad in Italy and tried gelato for the first time. He called his parents and said that “we have to put together some gelato concept. It’s on every corner in Italy.” Brian was trained by a third-generation Italian gelato artisan from Venice named Leonardo Mazzero. “He taught me how to make gelato in a familyrecipe style when it was time for us to open,” said Brian, store manager. He used to make the gelato in Bellingham, but now, with their new location, the family has trained another employee to make authentic
gelato. “He’s a pro,” said Brian’s father, Fahri. Brian majored in history at the University of Washington, graduating in 2005. He said the name of the gelato shop reflects his college education. “‘Sirena’ means, in many languages, mermaid,” Brian said. “I think it’s a double meaning. If I’m not mistaken, I think Sirena was the goddess who called sailors to come to her.” The name will hopefully entice customers to stop by at Sirena Gelato. “We get tons of kids, but a lot of kids can’t relate to the traditional Italian gelato flavors,” Brian said. Most of the flavors in both Kirkland and Bellingham shops are what you might find in Italy. “I’m trying to create untraditional flavors and bring some American flavors into the shop, like oreo or bubblegum. We also have a flavor called pan dulce, which is a cake batter flavor,” Brian said. Sometimes the shop will feature unique creations, such as a lavender flavor. With choices between hazelnut, Thai coconut and mango, to name a few,

To ease this burden, the shop offers three different sizes. If you really can’t make up your mind, the large size will allow you to sample four different, creamy and refreshing flavors. The Bellingham location offers catering for weddings and other events, and the family hopes to offer the same for their Kirkland location. “In the future, for sure, we will offer wholesale
to restaurants between here and Whatcom County,” Brian said. “And maybe in the future we’ll have catering.” The Ugurlus are pleased with their Kirkland location and expect the shop to be as successful as their Bellingham location. “We just love Kirkland. It’s such a great place,” said Robin Ugurlu, Brian’s mother.
Brian said the Kirkland location reminds him of their other shop. “There’s a lot of foot traffic, it’s cute. There are a lot of unique shops. It has the same blueprint as Fairhaven,” he said. Sirena Gelato is located at 109 Park Lane in Kirkland.

Darrell Charles Eden Darrell â&#x20AC;&#x153;Rightyâ&#x20AC;? Eden of Kirkland passed away on May 20. He was born on July 25, 1920 to Beatrice (nĂŠe Linton) and Arthur Edward Eden, in Everett. He married Marilyn on Nov. 6, 1948. Darrell Eden was elected to UWâ&#x20AC;&#x2122;s Athletic Hall of Fame in 2000.
