he City of Kirkland is preparing to enter into a franchise agreement with the Woodinville Water District (WWD) that will bring the city nearly $200,000 during the next two years. But the agreement will come at a cost to 1,800 annexa-

tion residents. The rest of the annexation area that is covered by the Northshore Utility District (NUD) will also see a rate increase. “This will increase the rate that those customers pay,” said Ken Howe, WWD general manager. “But they

will continue to receive the excellent service they have had all along.” The agreement will only affect the customers of the WWD, which is located in the northeast section of the Kingsgate neighborhood. The increase for the average customer will be around

10-10.5 percent, said Howe. “That could change over time but that is what we are looking at initially,” said Howe. WWD has a franchise agreement with King County, but they do not pay a fee. The franchise fees are general-fund revenues for the city and will be used to fund services in the annexation area. The fee in

this agreement is $1.73 per foot of right-of-way that is encumbered with WWD facilities. The agreement will bring the city $73,500 during the remainder of 2011 and $126,000 in 2012. A franchise agreement between the city and WWD is necessary for the utility to continue to provide service in this area after the annexation date of June 1, 2011. Diamonds can be a girl’s best friend, but for Coralyn Whitney, they are more of an addiction. In fact, sparkling yellow diamonds in a storefront window is what lured her to become a jewelry designer. The retired University of Washington bio-statistician professor was strolling through Seattle when the diamonds caught her eye and she wandered into Turgeon-Raine Jewellers. She became a very good customer of the store. “I’m addicted to diamonds, they are my favorite stone,” said Whitney, whose artwork will be available at

her Kirkland home during the eighth annual Kirkland Artist Studio Tour (KAST) on Mother’s Day weekend, May 7-8. The self-guided tour will feature more than 55 local artists. “But a well cut diamond – not all diamonds are created equal.” And as a gemologist, Whitney knows the science behind a well-cut diamond. “If you cut it right – that’s where the science is,” she explained on a recent afternoon in her studio, with drawers, bins and boxes full of assorted stones, beads and other jewelry components. “What gives it its sparkle and scintillation is the fact that the light goes in, bounces around inside the stone and

Shari Silva-Compton, 50, gets goosebumps when she thinks about how desperate her life was in 2003. In fact, she said it’s a miracle she survived to tell the story. It’s not an easy story to tell, as she said it carries a stigma with it. Silva-Compton is a survivor of domestic abuse and a hurricane of events that almost destroyed her family. She said her ex-husband’s relapses with drugs and alcohol left her, a Bellevue mother of three, emotionally wounded, badly beaten, nearly homeless and facing financial ruin. During this chaos, her teenage son lost his will to live and attempted suicide – twice. Local police and school staff recognized the signs of abuse in the boy’s self-destructive and illegal behavior. But today, Silva-Compton’s family isn’t broken. Far from it. Thanks to counselors at the nonprofit, Youth Eastside Services (YES), her family was able to get free counseling to help heal, legal services for Silva-Compton’s divorce

and protective orders, and advocacy to allow the woman and her children to get back on their feet. In front of 800 audience members in a Hyatt Bellevue banquet room, SilvaCompton shared her story at the YES annual fundraiser – Invest in Youth Breakfast – Tuesday morning. If it hadn’t been for the free YES services, the engineer assistant at Puget Sound Energy said she may not have recovered from the trauma. “When I met (YES counselor) Marsha Meyers [she]

became my biggest fan and advocate, the only person during this time in my life who never walked away from or abandoned me and my boys,� Silva-Compton said. One of the largest providers of youth and family counseling in Puget Sound, YES relies on donations to be able to provide its programs free of charge, which include substance abuse treatment, counseling, education and prevention. Her fascination with diamonds and gems led her to pursue her gemologist degree at the Gemological Institute of America. She points to a row of blue binders on a shelf in her studio. “I learned everything in there on diamonds and colored stones and gem identification,” she said, noting she knows where stones are mined, how to determine the quality of stones and how stones undergo treatment. “But the biggest thing is how do you identify a stone. How do you tell a natural ruby from a fake ruby – not so easy.” She is passionate as she discusses the elements that make up certain stones, including alexandrite, another favorite of hers. She even helped the Smithsonian Institution fund alexandrite for the museum’s gem collection. The colorchange gem stone turns a raspberry color indoors and radiates a teal blue in the natural sunlight. “Alexandrite is just one stone, but the element chromium is spread out differently and that’s why it is two different colors, depending on the lighting situation,” explained Whitney, who is also an accredited jewelry professional. “Chromium is also responsible for making ruby red and emerald green. But it’s how the molecules are

actually clustered together inside the stone.” That is what excites her, she says, and why she is passionate about her jewelry designs. Whitney hand-crafts her fashion jewelry using fine quality gemstone beads and pearls of all shapes and sizes. Fashion pieces include both the transparent gems such as amethyst, citrine, clear quartz, chalcedonies, and occasionally rubies, emeralds, sapphires, and diamonds, to name a few. Opaque gemstones are extensively used, such as tiger eye, lapis, jaspers, and agates. For fine jewelry, she creates her own beaded designs. But there’s a method to her bead designs, too. “Typically people think, oh, it’s just beads, you just slap them together and you can make jewelry,” said Whitney. “But it’s not just slapping it together because number one you have to design some-

thing, but more so, you won’t go into any bead store here, you won’t find these beads, you have to go to special shows to get it.” All other fine and highend fine jewelry designs are crafted by master jewelers, utilizing gems Whitney has personally selected at shows for fine quality and uniqueness. Whitney, who has been involved with KAST since 2007, says it’s a lot of fun when people stop by her studio to see her jewelry and ask her about her artwork. Husband, Dwight Gadd, added “The nice thing about the tour is that kids who want to buy something for mom Coralyn can cover that price range too. But if dad wants to buy something really nice for mom, well we’ve got that too.” For this year’s tour, Whitney will have some finer items for sale between $1,000-$1,500. However, most of her jewelry pieces are under $100. Some highlights include vintage lucite beads, spring colors and paper beads made by Ugandan women. For a special Mother’s Day touch, Whitney will also give each mother a carnation during the tour.

The Kirkland Reporter Police Blotter is not intended to be representative of all police calls originating in Kirkland, which average about 1,000 per week. Between April 22-28 the Kirkland Police Department reported 613 traffic violations (seven DUIs), 18 traffic accidents, 10 noise complaints, 10 thefts, six domestic violence calls, 21 alarm calls, 11 car prowls, three malicious mischief calls, seven cases of civil disturbances, three burglaries, five disturbances, seven cases of fraud and two harassment calls. At least 36 people were arrested.

April 27 DUI: 10:42 p.m., 400 Central Way. While conducting a traffic stop an officer observed a 1980s Ford Bronco travel across four lanes of traffic and strike a Honda Accord as it made an east-bound turn. The officer followed the vehicle for three blocks as it also drove onto the median and back into traffic. The driver refused a field sobriety and blood alcohol content tests. The driver was arrested.

Kirkland has had a franchise agreement with NUD for many years, covering a small portion of current residents at the north end of the city. The majority of Kirkland residents receive utility service from the City of Kirkland. “As far as just water service is concerned, the city serves 82 percent of residents, with the Northshore Utility District serving 18 percent,” said Tracey Dunlap, the city’s director of Finance and Administration. “After annexation, those numbers will be about 50-50.” She added that the city serves 85 percent of Kirkland for all utilities and that city leaders may decide to become the utility provider for the WWD and NUD areas at a later date.

A 22-year-old Kirkland woman was arrested for domestic violence after she bit a 25-year-old Sequim man in the face and scratched his neck.

April 19 Informational report: 12 p.m., 5200 block of 111th Ave. N.E. A 46-year-old Kirkland man, who was recently separated from his wife, reported that his wife may have broken into his home while he was in Alaska. When the options of actions were provided to the man he became really quiet and would not provide any further information about the situation or his wife and did not want to pursue criminal action.

Question of the week:

n the hours after President Obama announced that Navy SEALs had killed Osama bin Laden, crowds spontaneously gathered in many cities to celebrate. People in Times Square, at the White House, on college campuses and all around the United States assembled to commemorate the killing. The jubilation was seen on Facebook, Twitter and other social networking sites as well. It was nice to know that the people who had said “Al Qaeda will wait us out,” had to eat a little bit of their hat. Those pundits did not take into account that we are patient as well. But in watching the groups celebrate and reading comments on Facebook, I wondered if some are celebrating for the wrong reasons. There is a difference between saying justice has been served and getting revenge. Don’t get me wrong, those who lost loved ones in bin Laden-ordered attacks on innocent people had a reason to celebrate justice and possibly gain a sense of closure. And never forget that those attacks stretch far beyond those perpetrated against American citizens. But it was unsettling to watch people celebrate death. Those images normally come from the very terrorists we’re fighting. Throughout our history, we have tried to be the nation of civil thought and justice, not a nation just out for revenge. The biggest reason it made me feel uncomfortable is what it teaches our children. I saw kids younger than school age at these gatherings. They were cheering that someone had been

killed and probably not old enough to understand a war that has been raging from before their birth. Those kids are not old enough to fully grasp or even be allowed to watch news reports or see photos from 9/11. Try explaining terrorism, the cost of war or the complicated differences between religions to a 5 year old. Some adults don’t fully grasp those issues. And is it a good idea to expose a child that young to those issues before they fully grasp their own mortality? And think about how a child that young will process the fact that people are celebrating death. Beyond the impact on children, what does it say about our society if we celebrate death, even of an individual who perpetuated hate. We did not see such celebrations after Timothy McVeigh, the master mind of the Oklahoma City

bombing, was put to death. And he physically set the bomb off that killed 168 people and injured 450. I heard some criticizing the Obama administration and military for giving bin Laden a proper Muslim burial. Our rallying cry for the war on terror is that we did not start it, but we will end it. You do not end a war on terror by creating more terrorists. As much as most of the world hates bin Laden, he is revered by those who want to do us harm. Making them more angry and creating new terrorists just incites war and is not worth two minutes of self gratification. In these instances, we have to rise above the carnal impulses and try to end the hatred. In the words of Mahatma Gandhi: “An eye-for-an-eye makes the whole world blind.”

The issue is funding, and more basically, economic structure of our state’s colleges. But let’s back up a bit, to basics. Tell me where in the Washington State Constitution (1889) does it mention funding college? Granted, UW was in existence (1861) when the Constitution was approved, but still, we must ask the basic question: is it even a proper state function

to subsidize higher education beyond land grants? The education part of our Constitution, doesn’t mention the words “higher,” “college,” or “university.” It only mentions “education of children” and “common schools.” Colleges are not “common schools,” or what we call today “K–12.” So does this mean UW and Washington’s 33 other community colleges should not get tax funding? Yes. To change this would require an amendment to the state’s Constitution.

The “paramount” duty of the state is K–12 education, per Article IX, Section 1, but not college. College is not the state’s duty, and is not mentioned in Article IX. There is no constitutional grant of power to have government universities. That’s the cold, hard, constitutional truth. Colleges are obliquely referred to in the state Constitution in a couple of places, but not the tax fund university land.” And there is reference to “any other state education fund” in art. But this shouldn’t be taken

as a basis for the tax funding of higher education. Land grants, maybe, but not taxes. Big time college sports should similarly be privatized and professionalized like former UW President, William Gerberding suggested in 1989.

Drunk driver sentenced for killing two teens BY CASEY J. OLSON Reporter Newspapers

The driver that killed two teenagers three days before their graduation from Decatur High School last spring will be spending the next eight and a half years in prison. Kirkland resident Alexander E. Peder was sentenced to 102 months Friday afternoon by King County Superior Court Judge James Cayce for two counts of vehicular homicide while driving under the influence after killing Decatur seniors Derek King, 18, and Nicholas Hodgins, 18, on June 9, 2010. The driver of

the car, Anthony Beaver, also a Decatur senior at the time, survived. “These three young men were supposed to be launching into adulthood,” said King County Deputy Prosecutor Amy Freedheim during the sentencing hearing. “This was their last day of high school, but only one would survive the day.” Freedheim, along with Peder and his attorney, John Wolfe, recommended to Cayce for the maximum sentence possible under the law, which was the 102 months Peder received. Peder, 51, was emotional during the two-hour sentencing hearing that was

attended by more than 100 family and friends of the victims. He wiped away tears on several occasions during the eight emotional speeches as well as DVD tributes from family members of King, Hodgins and Beaver. “I accept full and complete responsibility for my reckless actions,” Peder read from a piece of paper Friday. “Today, I’m here to face their families and friends. I’m sincerely sorry for the pain and suffering I have caused them. I selfishly chose to drink and drive that evening. I wish I could turn back the hands of time.”

Peder’s sentencing included a pair of two-year enhancements for two prior DUI-related convictions. He was convicted of firstdegree negligent driving in 1998, and of reckless endangerment in 2008, after pleading down both alchohol-related incidents. “They would be alive if he was punished correctly the first or second time,” said Mary Bobbitt, the mother of Nick Hodgins. “Robbing a house that’s empty will get you more time in jail. A measure that took aim at the Houghton Community Council last legislative session is seemingly back in play. House Bill 1812 was introduced in February at Rep. Larry Springer’s (D-Kirkland) request and passed the House on Feb. 26. But prompted by public outrage, Springer asked the Senate to remove the bill from the agenda in March. Now, Houghton residents are questioning why the bill - which aims to effectively end community councils in Washington

State - is back before the House Rules Committee in Olympia. Several HCC members contacted the Reporter, calling the move a “surprise” and “nontransparent” process. In a situation where the real event is not going to come out, it may be time for the toy to go away, the friend to go home, or to play quietly in a different area since things don’t seem to be going well right now. This ends the issue without assigning blame, other than to the circumstances, and the child will get your message about “real� anyway. If you consistently turn telling what’s real into a teaching moment for why we don’t behave or do things, the child learns to trust that telling the truth is safe to do. This allows you to mentor children into more constructive behavior, and eliminates turning the dialog into an unwinnable argument over whether the child is lying or not.

BRIEFS JHS splits two with Kangs baseball team On Saturday, April 30 the Juanita baseball team played a double header against Lake Washington at Lee Johnson Field. The teams split the afternoon, with Juanita winning the night game 5-2 and Lake Washington taking the earlier game 6-0. The win over the Kangs snapped a three game losing streak for the Rebels.

Thursday, April 28 the team lost 12-8 to Mount Si. The Rebels held a 2-0 lead going into the fifth inning when Mount Si went for several runs around the bases, scoring all 12 points in the last three innings. The Rebels had five in the sixth, but couldn’t overcome the Mount Si lead. Juanita recorded seven hits and two errors in the game. The next evening, hosting Bellevue the Rebels lost 8-3. Tuesday, April 26, the team traveled to Vashon Island, where the Kangs earned their seventh win of the season. Vashon plugged away in the second half, adding goals to their score to close the gap to a 9-6 game going in the fourth quarter. But Lake Washington held on to the

Rachel O’Neill was 2-2 at the plate with two runs and an RBI, along with a home run, while Cami Pettengill was 2-3 at the plate, two runs, three RBI and a home run of her own. It remained dead even until Kody Clearman found his way through scoring the winning goal in the 77th minute. Friday, April 29 the team traveled to Liberty, where the Rebels lost 1-0. Blake Kessler scored the only goal of the night for the Patriots, assisted by Josh Muttart in the 65th minute.

Hauntingly beautiful choral works by Gabriel Faure and Franz Liszt will be presented by the Kirkland Choral Society in two Saturday evening concerts, May 7 at Bastyr University Chapel in Kenmore, and May 14 at First United Methodist Church in Seattle. Faure’s Requiem and Liszt’s Missa Choralis are superb examples of late 19th century masterpieces combining rhythmical plainsong and harmonic melodic lines. Dr. Glenn Gregg, director of KCS, noted that with these works, Liszt and Faure set a new mode by challenging the dramatic tenor of religious music that dominated the earlier 19th century. Gabriel Faure wrote his popular, soaring Requiem because he wanted to write “gentle music,� different from the sonorous funereal mode that he had played so frequently. He viewed death as “a happy deliverance rather than as a painful passing away.� Originally composed in 1887, the Requiem underwent several revisions, which enlarged the orchestra and added the powerful Libera Me with baritone solo. long time. They began by stenciling in their kitchens, but got braver and eventually moved on to murals, said Shriner. Shriner also used to paint designs on leather clothing to give her an edge in horse shows, which she participated in when she lived in California. “In horse shows your attire is almost as important as the horse you’re riding,� she said. When she was growing up, Seward took many painting lessons with her mother (Shriner’s grandmother), who also painted a lot. Shriner says they only have two rules at Palettes and Pairings: 1: Don’t put your paintbrush in your wineglass. 2: Don’t drink the paint water. The idea to start the business came to Shriner when a friend brought her to a similar business in Denver called Sipping and Painting. She had never seen anything like it in the Seattle area and wondered why. “I came home and I said, ‘Guess what? We’re opening a business.’� About two months later, on Valentine’s Day of this year, the store opened. Everything came together about as easily as she could’ve hoped, she said. Shriner and Seward both still work full-time, in the hospitality and real-estate industries respectively, in addition to running their store. “We’ve always been looking for something we can do that was enjoyable, but wasn’t a regular 9 to 5,� said Shriner. Despite their day jobs, Shriner said that Palettes and Pairings is quickly becoming their main job. Both mother and daughter have casually painted for a

Many people have entered the new Kirkland business Palettes and Pairings and asked the question, confused by the businesses’ logo and imagery that show artist palettes and wine, said Elizabeth Shriner, the store owner. But the store actually provides customers with a casual environment to enjoy wine and paint with acrylics. Customers paint, drink, eat and laugh about work, family and life while being instructed on how to make the particular painting of that night. Palettes and Pairings is a new kind of art business for Washington state. The store owners and customers agreed that they had not heard of anything like it in the Pacific Northwest. “Basically, what we’re trying to do here is make art accessible to everybody,â€? said Shriner. Many art classes are expensive and have multiple sessions, she said. Instead,

she is trying to provide a different atmosphere. This is why they use acrylics instead of oil or other kinds of paints. Acrylic paintings can be finished in one night, she said. This is also why Palettes and Pairings provide all the brushes, paint, canvases, palettes and smocks. Amanda Seward, Shriner’s mother and partner, said that most people have been appreciative of this simple and casual creative outlet. “What a hunger, a thirst, a human being has to express themselves creatively, and I think that’s why this has been received so well,� she said. Many of the customers seemed to agree with Seward. “I finished the painting and hung it. It was just so amazing. I’m like, I made this,� said Lynette Miller, a returning customer. Shriner also noted that the business is unique because it provides a new kind of night out for people. Palettes and Pairings is something different to do on a Friday night rather than go to a restaurant, bar or the movies. “It’s a fun place to get together with girlfriends, have
