The Kirkland Reporter received several awards at the Society of Professional Journalists’ annual Northwest Excellence in Journalism contest. Winners were announced at the SPJ’s awards Carrie Wood banquet at Safeco Field in Seattle on Saturday. he proposed joint budget released Wednesday by the state House of Representatives and Senate will result in $5.1 million less for Lake Washington School District’s instructional programs for each of the next
two years. The proposed state budget cuts the remaining funding for kindergarten through fourth-grade class size enhancements designed to keep classes in those grades smaller. Two million dollars of this revenue was cut mid-year and the remaining $600,000 will
be cut in 2011-12 for a total reduction of $2.6 million. In addition, the state will provide about $2 million less in revenue due to cuts to employee salary allocations. These reductions are 1.9 percent for teachers and classified staff
and 3 percent for administrators. Additional cuts in programs and pension-rate contribution increases amount to another $500,000 per year impact. “This additional cut further erodes the funding we receive to provide a basic

In just four days the City of Kirkland will nearly double in size as it incorporates the neighborhoods of Finn Hill, Juanita and Kingsgate. City officials have set up a series of three events to not only celebrate “One City; 1 Kirkland” but give new Kirkland residents a chance to learn about their new city. “We put together a celebration committee that had council members and annexation area residents,” said Kirkland City Manager Kurt Triplett, who will attend all three events. “They found that they had three different needs and came up with three solutions.” Those needs are allowing residents to explore the services of Kirkland, meet the city staff and council and bring together businesses from current Kirkland and the annexation neighbor[ more EVENTS page 5 ]

Imagine landing yourself a spot on one of New York City’s Times Square billboards for an entire week. What would it take? For Redmond resident Rick Hoover, it took doing what he loved each week for seven years. Hoover volunteers at the Evergreen Hospital Medical Center in Kirkland playing piano an hour a day, four days a week. He began his musical gig in 2004, unexpectedly. “I have a hard time passing by a good looking piano and not playing it,” Hoover said. “So, without anybody’s permission, I just went up to it and started playing. I was here for the birth of one of my granddaughters.” Since impromptu pianoplaying isn’t the status quo at Evergreen, Hoover was told he could volunteer to play after participating in a tryout at a piano store. He nailed it, and officially became a volunteer. Much as he loves tickling the ivories, it’s not always easy for him. This is because he has lived with multiple sclerosis for the

So, I play pretty much by ear,” Hoover said. “I can’t play really fast, so I’m forced to play slow music. But I like slow music, so that’s okay.” Hoover was diagnosed 20 years ago, and began having symptoms in his early ‘20s. A passionate skier and defensive back for football at the University of Utah, he noticed his pace slowing during workouts, without any explanation. By 1991, he could hardly warm up for a tennis match without having to lie down and rest. A visit to a neurologist confirmed that Hoover had MS, but concluded that he didn’t have a very seri-
ous case of it, and that he would probably never be in a wheelchair. “Well, he was right, but he was wrong,” Hoover said. “I did have MS. But I progressed from one cane, to two, to a walker, and now I’ve been in a wheelchair for 10 years or so.” Multiple sclerosis varies from patient to patient, and Hoover’s is the type that remains constant, or without any remission. The disease affects the central nervous system. As Hoover explained it, the messages from his brain don’t reach his right leg at all. While playing piano, his right hand becomes fatigued, as well as his back. Or, some days when he’s playing, he becomes sleepy. “It could be a lot worse,” he said. “I don’t think anyone has caught me doing this, but sometimes I’ll put my head down on the piano and just rest for a minute.” Hoover’s 1,300-plus hours of volunteering at Evergreen as a person living with MS are what landed him a spot in Times Square in March. he Kirkland National Little League (KNLL) held its annual FanFest Saturday at the Finn Hill Park baseball fields and was expecting to have former Mariner Dave Valle as a special guest. They got Seattle Mariner great Edgar Martinez instead. Martinez visited with the players, gave a speech, signed autographs and threw out the first pitch during an hour-long visit. “He talked about how he remembered his days playing little league baseball and how special it was to him,� said Kirkland National Little League President Ken McCumber. “He also talked about carrying that feeling of having fun with the game throughout his time with the Mariners.� Martinez, who is a Kirkland resident, was not the scheduled guest and those in attendance were surprised to see one of the greatest designated hitters in the history of baseball walk onto the field. “There was a collective gasp,� said McCumber. “I was surprised at how many kids knew who he is. They
Frontier Communications and ESPN, along with Valle, who had to cancel his appearance, helped to get Martinez out to the event as a part of the two companies “Get your League into Gear� campaign. “Really, it was just dumb luck and being in the right place at the right time,� said McCumber. The event is organized to give younger kids a chance to play at the big baseball fields on Finn Hill. The teams played four full games during the morning and three more after the special events. The kids also participated in skills competitions such as a home-run derby and relay races around the bases. The KNLL also gave out its annual Presidents Award to Phil Lavery, who is a community volunteer with the KNLL. He is primarily in charge of organizing the fields and field preparation. “He is a businessman, but every time I see him he has chalk dust all over him (from putting down the foul lines on the fields),� said McCumber. “He is just a stellar person to have around.�

he City of Kirkland does not have a code of ethics. The council has been working toward adopting a code of ethics since 2009. Mayor Joan McBride suggested the council adopt a code of ethics nearly two years ago after heated arguments and ethical issues plagued the council during the last session. A five-member Ethics Task Force was formed, which drafted a code of ethics for the city last year. Modeled after the City of Seattle’s, the code of ethics addresses policy and rules, an ethics board to deliberate on ethics infractions and complaints and addressing infractions. The seven members of the City of Atlanta’s board are city residents selected by legal, business, civic and educational groups. Other cities – including the cities of Danbury and Baltimore – go so far as to stipulate that one or more ethics board members must be an attorney of law in the state. We agree with Atlanta’s approach and believe it would allow council members to avoid conflicts of interest. But board or no board, whatever the council decides, it is time for the city to establish a code of ethics. The code should address some of the “lessons learned” over the preceding council session and ultimately help maintain the council’s collegial spirit of moving forward.

New bill could protect kids from toxic chemicals Mother’s Day this month has gotten me thinking a lot about what it means to me to be a mom. I became a mother almost four
years ago and it’s an awe-inspiring job. I get to have the amazing experience of watching my kids grow and change each day, make sure they get all the food, sleep and love they need, and do everything I can to protect them and keep them safe. It is the keeping them safe part that has prompted me to write today. Over the last four years I’ve learned that despite all I do, I can’t protect my kids from harmful chemicals. Even though I constantly spend my time wading through a sea of scientific data about harmful chemicals like bisphenol A (BPA), lead, mercury, formaldehyde, and phthalates that are linked with serious health problems and yet found in many children’s products, I still can’t know if the many products I buy my kids contain one of those chemicals. Thanks to weak laws that don’t protect my kids or the rest of my family from toxic chemicals, these toxins have invaded our
homes in seemingly harmless products like crib mattresses, carpets, soup cans, clothes and even shampoo. As a parent, I’m left powerless, as the companies who make these products don’t even have to tell us what chemicals are in their products, nor do they have to prove that the chemicals they use are safe! But there’s hope. A new bill called The Safe Chemicals Act of 2011 was just introduced in the U.S. Senate to help fix America’s outdated chemical laws. It will help make sure only the safest chemicals can be used in consumer products so that parents everywhere can breathe a sigh of relief that their children aren’t being exposed to toxic chemicals. That’s why I’ve asked Senators Maria Cantwell and Patty Murray to stand up with moms like me and help us protect our families from unsafe chemicals by cosponsoring the Safe Chemicals Act. I urge you to do the same. The chemical companies have
strong lobbyists who are working hard to convince lawmakers that this new law is not necessary. But as a mom who has spent countless hours researching these chemicals and the products they are used in, I know that I need the support of my senators and laws like the Safe Chemicals Act to help me protect my kids. It will have a huge impact on the health of our kids and future generations.

Immigration and Customs Enforcement (ICE) officials allege in court documents that Stuart “has been involved in drug trafficking for approximately 20 years.” Stuart was also allegedly one of five pilots who flew the planes. One of the most disturbing charges is that Stuart, along with Wolverton and others, were caught on wire-tapped cell phones planning the kidnapping of a female friend of an associate that had gone missing with a substantial amount of money.
“(Stuart) was intercepted discussing violent acts to be directed at various people who owed the organization money,” federal prosecutors told the court. Stuart also hired private investigators to find former associates that had taken money from the group. The group used prepaid cell phones, encrypted Black Berries and a coded language to communicate. Most members of the group had nicknames that they went by such as Shorty, Old Guy, Slim, Harley, Betty and Slick. According to court documents, intercepted and decoded messages
showed that Stuart was aware of the consequences of getting caught: “That (expletive), that is what I am looking at, like not being able to see my kids ever again.” The federal government has seized more than $1.4 million, real estate in California and Seattle, two airplane hangers in California, a Beech airplane and 1,800 pounds of cocaine. Most of the defendants, including Stuart and Wolverton, have entered not guilty pleas in the case. If convicted, prosecutors said Stuart could face 30 years to life in federal prison, with a minimum term of 10 years.

In addition, there will be an unofficial unveiling of a “Welcome to Kirkland” sign at midnight between May 31 and June 1 on 124th Ave N.E. near N.E. 149th Street in the Kingsgate neighborhood. “It is an unofficial event, but we wanted to have something to mark the transition,” said Johanna Palmer, a member of the annexation celebration committee. “It has been very nice to work with the city. We want to make it as successful as possible. We know that people are still apprehensive, but I definitely think it will be beneficial for everyone.” Triplett supports the unofficial event and said he may even attend. The city manager said he is aware of the trepidation from some
annexation residents who did not vote for the annexation process. But being a former King County Executive he also knows what was looming for the area without annexation and the county as a whole. “The annexation area would have seen a slow withdrawal of resources,” said Triplett. “The county has always done what it could to maintain the services, but it is not funded the way cities are. One of the reasons I was so excited to come to Kirkland was because when I was with King County I had to watch the inability for us to provide services and now I get to see those services be provided to that area again.” Triplett said that he hopes residents will see that Kirkland has taken on the responsibility of this annexation in a different way than many cities. “The council and city staff have gone out of their way to try
and make room for annexation residents,” said Triplett. “They have made room on boards and committees for annexation residents to serve immediately. Annexation residents can run for city council this year. Not many cities will do that, that quick.” Palmer chaired the Annexation YES committee and said that she hopes those from the annexation area will run for city council. “One reason I wanted this was to give people a voice at the local government level,” said Palmer. The filing period to run for city council is between June 6-10. “Many of these people have not seen a local government in a long time,” said Triplett. “We want them to know how excited we are for the chance to serve them.”

Man shoots pit bull at Juanita Beach Park REPORTER STAFF
A
Kirkland man shot a pit bull after the dog first attacked his dog and then turned to attack him at Juanita Beach Park on Saturday. The man was in the park with his German shepherd when three pit bulls came into the area around 4 p.m. All the dogs were off-leash and one attacked the Ger-
man shepherd that was also off-leash. The man attempted to get the pit bull off his dog when the other two pit bulls also joined the attack, according to Kirkland police Sgt. Rob Saloum. The owner of the pit bulls, a Seattle man, also attempted to remove the dogs from the German shepherd. The dogs continued to go after the German shepherd each time they were pulled
from the dog. However, one dog pulled from the attack and turned on the Kirkland man in an aggressive manner, police said. The man took his concealed carry pistol out and shot the dog once. The man has a registered concealed carry permit for the handgun. The owner of the pit bulls took the three dogs and left to an area veterinarian hospital. The dog received surgery and
is expected to survive, said Saloum. King County Animal Control was notified and any citations concerning the animals would come from that agency. Kirkland Police will complete the investigation on the discharging of the firearm. Initial witness statements corroborate with the Kirkland man’s version of the event, Saloum added.

The man known to Seattle residents as the “Santa Claus burglar� was arrested in Kirkland Saturday after attempting to steal a portable generator and nearly running down two people with a car. Shon Shanell, 24, of Seattle, along with Arlene Corpuz-Agcaoili were arrested by Kirkland Police after the tenant arrived home in the 700 block of State Street S. to find the two on the property. The tenant found CorpuzAgcaoili in the driveway and visibly upset, according
to court documents. The woman asked where the bus stop was, but the resident was suspicious of her nervous demeanor and the fact that she continuously looked to the back of the yard. The resident heard a loud bang come from behind the property and noticed a car he had never seen before backed up to the rear of the yard. He then saw Shanell get into the vehicle and drive towards Corpuz-Agcaoili and the tenant without regard to their safety. Both the home’s resident and Corpuz-Agcaoili had to jump out of the way of the vehicle, according to charging documents.
As the car drove away Corpuz-Agcaoili began to yell, “Where are you going?� and then ran from the scene. The tenant then noticed that the homeowner’s portable generator was gone. The vehicle, with Shanell and Corpuz-Agcaoili inside, was spotted driving east on 520 and stopped by Clyde Hill Police. Shanell was also found with .27 grams of marijuana and was driving with a suspended license. Corpuz-Agcaoili, who was recently released from jail for trafficking stolen property and has six felony convictions, admitted to going to the home with Shanell, ac-
cording to court documents. Corpuz-Agcaoili and Shanell were arrested together in 2009 in a similar incident in Seattle. Shanell is currently in the King County jail with bail set at $150,000 and CorpuzAgcaoili bail is set at $10,000. Shanell made headlines in February 2009 after he was found stuck in a chimney for six hours at a Seattle home. At the time he claimed that he got stuck trying to retrieve his backpack. Firefighters pulled the naked man out after 45 minutes and he was eventually arrested for burglary. Shanell served 17 months in jail for the crime.

A pregnant Kirkland woman got the biggest scare of her life Saturday as her Range Rover dragged her 30 feet down her driveway and into a neighbor’s yard. The unidentified 38-year-old woman had just returned home in the 500
block of 9th Ave. at about 10:45 a.m. She was retrieving items from the passenger side of the vehicle thinking it was in park, when it began to roll backwards down her driveway, according to Kirkland Police. The woman attempted to stop the vehicle, but got caught in the door and was dragged across the street
and into a neighbor’s yard. The vehicle crashed through the neighbor’s front-yard fence, crushed a small tree and was finally stopped by smashing into the unoccupied home, causing minor damage to the property. A man who witnessed the incident called 911. The witness told a dispatcher that the Range Rover was

“in the neighbor’s house,� said police. Medics arrived on the scene at about 11:10 a.m. to assist the woman, who had minor scratches and bruises. She was taken to Evergreen Hospital to check on the status of her unborn baby. There was no additional word on her condition.

Dr. Marion spoke from her souped-up, 50s-era Greyhound bus – parked in the middle of Times Square’s pedestrian walkway. “These long-term care needs can sneak up on us as quickly as a flash mob – which is why it’s so important for Americans to plan ahead.� The high costs of longterm care add a financial strain to the physical and emotional toll that caring for an aging loved one already brings. According to the U.S. Department of Health & Human Services, average long-term care costs in the US are over $20 per hour for home health aides, $200 per day for nursing homes, and $3,000 per month for assisted living. To help Americans plan ahead, Dr. Marion’s bus will crisscross the country this summer to talk with seniors and caregivers. Kirkland Wednesday Market to open on Park Lane Special to the Reporter
Summer is on its way – grilling season begins, the weather gets hot and people spend long days in the outdoors. The Kirkland Wednesday Market begins on June 1. The Kirkland Wednesday Market runs from 2-7 p.m. Wednesdays through October. The farmer’s market is a place where people go to get food, flowers or plants, or to just relax and enjoy the weather. Last year, the market was in Marina Park by the water, but this year it will be moving to Park Lane in downtown Kirkland, where there is less wind and it is easier for the vendors, says Christina Martin, the new manager of KWM. The market will have approximately 40 vendors this year, 24 of which are farmers selling fruit, flowers, berries, and vegetables and four vendors are nursery and plant vendors. Some returning favorites will be: Classic Kettle Corn, Bill’s Fruit,

Third straight district title for Juanita softball
KIRKLAND COAST SOFTBALL TEAM WINS DISTRICT 9 TOURNAMENT The Kirkland Coast Glory softball team recently won the District 9 mid-season Coast Tournament held May 13-15. The tournament included teams from Kirkland, Bellevue, Redmond and the Snoqualmie Valley in the Coast division – made up of 9 through 11-year-olds – and the Majors division, of 11 and 12-year-olds. Glory was undefeated in the tournament, beating Redmond West LL Heat in the final game with a 20-10 score. The Glory team included: Jordan Schroeder, Ashlyn Schoen, Jane Wilson, Heather Bramlett, Anja Hanson, Haimanot Hansen, Grace Behrman, Devon Chapman, Alexis Johnson and Grace Heiner. The team is coached by Toby Schoen and Stacia Schroeder and managed by Dean Wilson. The team’s bat girl is Ashley Schroeder. The Kirkland Eruption team also won the Majors division. or the last two years, the Juanita softball team has been handed the district trophy, earning the No. 1 seed to state. It happened again last Thursday evening, after the Rebels beat Holy Names 3-1 in the championship match. The title earned the Rebels the top seed from District 2 to the 3A state tournament, which begins Friday, May 27. During the game against the Cougars, Juanita faced stiff pitching against Sylvie Thomas, but the Rebels scored first in the second inning for a 1-0 lead. Rebels pitcher Allison Rhodes struck out five Holy Names batters before a walked batter rounded the bases to tie the game. But Rebels head coach Kristian Dahl knew soon into the sixth inning that everything was going to be

Their pitcher (for Holy Names) played a phenomenal game as well. We were able to get in there at the end and do what was needed,” said Dahl of the two game outing.

Hanford started the afternoon off with a huge first inning, scoring nine runs to Lake Washington’s single trip across the plate. The 9-1 lead was extended by four in the second. Lake Washington began to connect and shake off their first round jitters in the third, with three runs of their own, and another two in the sixth and seventh innings, but it was not enough for the win. Hanford had 12 hits for 14 runs, while the
Kangs had 11 hits and five errors. During the game Chris Moore was 2-4 at the plate with two runs and an RBI, while Zach Johnson was also 2-4 with a home run and four RBI. Bob Bruikshank was 1-3 with a run, while Kory Kohlwes was 2-3 with a run and an RBI. Neil O’Connor scored a run, as did Alac Wong and Nick Johnson. The Kangs finished their season with a 13-11 record overall.
Members of the Juanita and Lake Washington track and field teams earn spots at this weekend’s state competition after the SeaKing district meet last week. The top five in each event at districts earned a spot to move on to state. The 3A state meet started Thursday, May 26 at Mount Tahoma High School in Tacoma. The event runs through Saturday, May 28. In the boys competition Travis Marshall earned a third place finish in the 100 meter race, while Alex Wallin finished third in the 110 meter hurdles. Vincent Ly will also compete in the state hurdles race after a fourth place finish at districts. Wallin will also compete in the 300 hurdles event after a 40.11 time earned a second place finish.

About KDOG KDOG, which has more than 250 members, was formed by Kirkland citizens in 2007 to create a safe legal dog park for the city. After citizens requested a dog park for more than 11 years, the Kirkland Council authorized KDOG to build a public dog park on city property last November. According to KDOG, the park must be privately funded, including annual operating expenses. KDOG volunteers have worked

Hereâ&#x20AC;&#x2122;s a sampling of what farmers JoanE (CQ) McIntyre and Michael Shriver have nurtured from seed since the dark days of January: lettuces; garden greens like spinach, chard, kale and arugula; artichokes; heart-healthy Brassica family members like broccoli and cauliflower; strawberries; endive; culinary herbs galore; flowering and edible peas; onions, garlic, leeks and other Allium family members; tomatoes; peppers; and a rainbow of perky bedding flowers.
