alking into the main building of the Totem Lake Malls is surreal, especially during the holiday season. The normal hustle and bustle, white noise of conversation and sale signs were replaced with a musty smell, shadows of old storefront signs and the echo of one set of footsteps. The silence is deafening with only 10 of the 23 available spaces occupied in the lower mall. That feel has persisted for years. In this fourth of a five-part series on Totem Lake Malls, the Reporter will look at the current state of the malls, the economic impact of the

full-time and have health and dental coverage. “They take really good care of me so I try to do the same for them,” said Fleshman. But the feeling of family comes from the top. Fleshman has worked at the store since he was 13 years old as his brother’s employee. Dennis Fleshman, the original owner, was the first business person to sign a lease in the upper mall. When Dennis started the business it was located in a space that was just 1,400 square feet. 1992. Those increases came despite Totem Lake Malls’ decline. The malls biggest decline in sales-tax revenue came between 2000-2009, dropping from $491,125 to $287,052, a 32 percent decrease. Also, in comparison the downtown business core has increased from 6.4 percent of the city’s total sales-tax revenue in 1992 to 7 percent in 2009. The downtown business core does not have the advantage of being seen from the freeway. Total revenues for all the areas have increased since 1992 with the exception of Totem Lake Malls. Kirkland’s downtown sales-tax revenue has increased from $493,006 in 1992 to $927,065 in 2009, an increase of 47 percent. The downtown had a high of $1.1 million in 2008, an increase of 56 percent from 1992. So what difference would a working mall make for the City of Kirkland? A huge difference – said Miller-Wolfe. “Anyone could say that if the mall were to be filled, it would be great. It would bring more people into the district, so that’s a good thing,� she said. Actual numbers from a cost analysis report commissioned by DDR in 2005 back that up. When the city negotiated a redevelopment agreement,

The malls’ overall sales-tax revenue has declined from $367,238 in 1992 to just $287,052 in 2009. That drop may not seem that significant

Bollywood theater beats the odds, thrives at Totem Lake Malls

rif Amaani always thought he’d be a professional soccer

player. Born in Bangladesh, he immigrated to the U.S. when he was 13. He attended the University of Washington and Seattle University, playing on their

soccer teams. But things changed about a decade ago, when he was nudged toward a business opportunity at the Totem Lake Malls. The large open space there, a friend told him, would be a great place to show films. “One thing led to another,” Amaani said, and he soon began his own theater company.

But as the owner of Totem Lake Cinemas, a threescreen theater showing only Bollywood films, Amaani realizes that a night at the movies isn’t quite what it used to be. “People’s interest in films is changing,” Amaani said. “With DVDs and so many other things, people have so many options. theater has stayed the same.” Only a handful of stores remain in the once-bustling shopping center that took root here in the 1970s. And the local movie business has taken a substantial hit in the recession: several independent theaters have shuttered their doors around Seattle. Yet Totem Lake Cinemas has benefited from the simple economics of supply and demand. It’s the only theater in the greater Seattle area that’s all Bollywood: cinema from Mumbai, India, rich with song and dance, flashy costumes and elaborate plots spanning hours (and sometimes several generations of characters). “With Bollywood films, everyone can watch almost

every film,” Amaani said. “It’s love, romance, family, drama. It shows friendship and relationships between families and friends. I think that’s a little different from Hollywood films.” The theater looks a lot like any cinema showing English-language films. Movie posters and twinkling lights line the lobby, and laughter echoes from inside the auditoriums. The snack menu has some slight variation — they serve samosas and pakoras, fried Indian pastries and vegetables — and all the films are subtitled in English. But what truly sets this theater apart is the sense of community it’s built for the Eastside’s growing Indian population. “It’s kind of a gathering place for people to

So far, the response he has received has been “very enthusiastic” and he looks forward to bringing his “common sense approach” to the federal level. But for now, he will stay focused on his legislative seat. “I’m spending 12 to 14 hours per day in Olympia,” said Goodman. “I’m engaging in minimal fund-raising activities, but 100 percent of my work in Olympia is state matters. KDOG (Kirkland Off Leash Dog Group) is holding a meeting from 7-8:30 p.m. Feb. 10 to welcome the public to help out in designing and building Kirkland’s first fenced dog park as approved by the Kirkland City Council last November. However, “it looks like the political landscape is going to be shifting literally in my backyard,” said Goodman, adding his Kirkland residence could wind up being in one of three congressional districts – the 8th, 1st or the state’s new 10th District. “We don’t know which one.” It makes sense for now to run for the 8th District, he said. “I’ve made the decision to run and the most logical place for me to run is in the 8th District and if circumstances change, seats vacate, I’ll take a look at what my best chances would be,” said Goodman. As a champion for children and innovator in public safety, Goodman said he is ready to take those issues and others to the next level. “I would be a stark contrast to the current congressman of the 8th District, who is a very good public servant but hasn’t been much of a powerhouse in Congress,” he said of Reichert. “He has gotten one bill passed - an example of his limited ef-

here aren’t a lot of legal provisions enacted in 1789 still on the books today. But the ones that are have stood the test of time because they absolutely serve the public interest. One such provision is that the government be obligated to publish its bills, orders, resolutions and votes in a publicly available newspaper — a requirement dating back to the first Congress. The purpose was to compel government to report its actions to its citizens in a medium independent of government influence. Publishing public notices in a newspaper of record ensures decisions related to public debt, laws, policy, taxation and quality of life are made in the open. It empowers the public to get involved. And it contributes to a reservoir of archived material in a form that cannot be altered, changed, hacked, hidden or manipulated after the fact. Those principles will be compromised, however, if the state Legislature adopts SB-5360 and HB-1478, sponsored by former Kirkland mayor Rep. Larry Springer, among others. The measures would permit local governments to post notices only to their own self-maintained Web sites rather than a designated newspaper. Simply put, the objective of transparency in government is ill-served by a law that would make public officials

the gatekeeper of their own information. Advocates point to the convenience and cost savings of posting the notices online rather than in print. The problem is, there are still those who lack access to the Internet; meanwhile, newspapers such as this one publish legals online for free in addition to the paid in-print version. So for a nominal fee, governments currently get twice the exposure they would if the new laws were passed. This isn’t about saving money. It’s about preserving public access to the legislative process and continuing to provide a service without which fewer — rather than more — would know what their elected leaders are up to. Woodinville Water District has found a different way to increase profits while selling the same water at an increased price. We usually use 12 CCF (100 cubic feet) or less of water during a normal 57-60 day metered billing cycle at a cost of $2.95 per CCF. Our last bill was much higher because they read the meter on a 70 day cycle, which, of course, put our consumption far over 12 CCF, and the excess was billed at $4.30 per CCF. The over billing cannot be made up by using less water the next cycle, as we discovered last July when we were grossly over charged by misreading our meter. District spends funds in imprudent fashion I moved to the Lake Washington School District (LWSDS) from the Northshore School District in 2003. In all my 43 years I had never witnessed a complete demolition of a school and followed by a total rebuild. Many times I watched as

additions and renovations were made to expand and modernize a school. Yet, I watched in amazement as Juanita Elementary was razed and totally rebuilt, with a very wasteful facade placed on the outdoor basketball court. I am now watching Finn Hill Junior High apparently undergoing the same procedure. I am assuming that when the new buildings are finished that the old will be torn down so that the playfields can be replaced. I will actively oppose any new construction levies proposed by the district without adequate and prudent information regarding why the monies are to be expended in the same imprudent fashion.

Vote ‘yes’ on levy As a community, we all benefit by living in the LWSD. Though there are always improvements to be made, LWSD consistently outperforms comparable districts, with achievement scores well above the state average. Quality schools draw families to this area, keeping our cities vibrant and property values up, as prospective buyers often search based on securing an excellent education for

their children. Continued development in the east and greater density in Redmond have combined to rapidly increase the number of students in our schools, creating a critical need for classroom space. The proposed levy, if passed, will address this immediate need, ensuring that every student will receive the enriching educational experience for which LWSD is known. With LWSD serving a large geographic area, it is natural for needs to vary in location over time. There is a long history of community support that has addressed a variety of needs over the years. By 2013, 16 of 20 schools in Kirkland/Juanita will enjoy facilities aligned to current education practices. These voterapproved projects were supported and paid for by all district residents. Now, the families in Redmond and Sammamish need everyone’s support so that their children are assured the same opportunity. It is our duty as residents of LWSD to look beyond our neighborhood schools and provide for all students in the district.

Levy passage would allow district to proceed with school replacement With all due respect to the individual LWSD and Juanita High School board members who recently endorsed the levy, there is no space crisis. The district has just refused to use some of the money earmarked for modernization and other means to handle the long anticipated increase in east side enrollment in a timely manner. Using a little of that money to handle the extra kids would not cause the voters to lose trust in the district to do what they promise. That trust was already lost when they continued to tear down and replace our schools instead of modernizing them, as they promised in the two bond issues we approved. There should be more than enough money left from those bond issues to both modernize the schools left in phase 2 together with handling the growth. Passing the levy will only encourage the district to proceed with their replacement policy instead.

LWSD levy garners support and opposition Students feel cramped and they need more space. That is the message many Lake Washington School District (LWSD) students are echoing throughout the community as the voting deadline for the levy approaches. The rain showers on a recent evening were not enough to deter more than a dozen Redmond High School (RHS) students from trying to garner support for the upcoming levy, a vote-by-mail election that ends on Feb. 8. Members of the school’s Associated Student Body (ASB), drama department and others gathered at the intersection of Avondale Road and Union Hill Road to hold up signs encouraging people to vote yes on the $65.4 million measure that would address the overcrowding issue the district is facing. “It’s really important this passes,� said 18-year-old Tian Kisch. organization that was formed in the 1970s and is made up of PTSA members and other community members. The committee’s role is to raise awareness of district funding measures such as the upcoming levy, provide accurate information for the public and ask taxpayers to vote yes. He said just about any parent in the district could attest for the overcrowding issue. Although it is concentrated at certain levels, schools all over the district are feeling it. Paul Hall understands and respects the district’s overcrowding issue, but is still against the levy. The Kirkland resident does not

have any children enrolled in the district, but has lived in the area since the late 1960s and his three sons graduated from Lake Washington High School. Hall said now is not the best time to spend extravagantly. He suggests instead of asking taxpayers for more money, the district should use some of the money from its modernization program, which was approved by voters with bonds in 1998 and 2006, to build the new classrooms. Instead of modernizing schools, the district has built new schools in many cases and Hall feels this has been an inefficient use of funds. “I feel it’s extremely wasteful,� he said. Police find marijuana grow, bombs during welfare check The Kirkland Police Department discovered a marijuana grow opera-

www.kirklandreporter.com tion and several explosive devices while conducting a follow-up welfare check at a Kirkland residence early Thursday. Officers had initially been called to Evergreen Medical Hospital around 1 a.m. to contact a 23-yearold male who had accidently shot himself in

the hand while emptying a handgun. Officers then responded to a home in the 12200 block of N.E. 80th Street where the accidental shooting incident had occurred to conduct a welfare check. Another resident answered the door and cooperated with officers on the scene. Paid Advertisement

Several marijuana plants were viewed by officers while inside the residence. The Eastside Narcotics Task Force was notified and assisted in obtaining and serving a search warrant for the residence. In addition to the marijuana plants, explosive devices were found in the resi-

dence. The Bellevue Police Department’s Bomb Squad responded to the scene and safely removed two sparkler bombs and one pipe bomb. The devices did not pose a danger to area residents. Criminal charges are pending the completion of further follow-up.

Between Jan. 21-27 the Kirkland Police Department reported 634 traffic violations (seven DUIs), 19 traffic accidents, 11 noise complaints, six thefts, five domestic violence calls, 19 alarm calls, nine car prowls, 11 cases of civil disturbances, six burglaries, 11 disturbances, nine cases of fraud and five harassment calls. At least 28 people were arrested.

Jan. 25 Illegal substance: 5:51 p.m., 11300 N.E. 124th Street. A 47-year-old Kirkland man was stopped for expired registration. During the stop a strong odor of marijuana was coming from inside the vehicle. He initially denied being in possession but eventually admitted it. The man initially resisted arrest and was tased. Informational report: 7 p.m., 9500 block of 130th Ave. N.E. A 36-year-old Kirkland man called to report a 58-year-old Kirkland man acting suspiciously in front of Mark Twain Elementary who was accompanied by large signs that said “Get out of Afghanistan” and “No war.” The 36 year old pulled over to ask the man why he was yelling at passing cars. The man quickly grabbed a garden gnome to defend himself thinking that the 36 year old was going to confront him. The 36 year old backed away to a safe distance and called police.

Jan. 24 Warrant arrest: 9 p.m., 11200 N.E. 124th Street. A 25-year-old Kirkland man was arrested in the QFC parking lot on multiple warrants. Burglary: 5 a.m., 10500 block of 115th Place N.E. A 58-year-old Kirkland man called police to report a burglary at his residence. Among the items stolen were a 55-inch Sony LCD TV, a coin collection and a stainless Ruger .357 revolver. The entry point was a ground floor rear window that was forced open. The man was unable to provide the serial numbers for any of the items and the revolver was not registered to him. Burglary: 5:45 p.m., 12000 block of 130th Lane N.E. An apartment complex was broken into with damage to the front door estimated at $300. The suspect stole a Beretta handgun from the victim’s bedroom. Nothing else was taken. DUI: 11:46 a.m., 11800 block of N.E. 85th Street. A 28-year-old Lynnwood man was found asleep behind the wheel of his vehicle while at the gas pump. According to the reporting party, he had been there for more than an hour asleep and she could not wake him up. Upon contact the officer noticed that the man was asleep with his foot on the brake, the car turned on and in drive. After several attempts to wake him, he finally arose and exhibited several factors of being under the influence. The man was transported to Evergreen Hospital and eventually arrested.

Jan. 23 Assault: 12:15 a.m., 100 block of Kirkland Ave. A 24-year-old Gig Harbor man threw a beer in the face of a 25-year-old Federal Way woman and a 25-year-old Auburn woman began calling her “nasty” names. The Federal Way woman punched the Auburn woman in the face. All three were arrested.

Jan. 21 Minor, liquor violation: 11:56 p.m., 106 Kirkland Ave. A 19-year-old Everett man was contacted inside Tiki Joe’s where he was using an ID issued to another person. The man admitted to consuming alcohol and was arrest.

Have your Broker negotiate financial penalties to encourage both parties to stick to those dates. Know your price point. And, of course, just like you’re asking for with your buyers – get pre-approved. Get an inspection and make sure the new home can be insured. Having a buyer’s notebook or laptop where you can record all of your notes on your home search and jot down questions is an excellent tool to have handy when choosing which home you want to make an of-

fer on. Ultimately, selling and buying a home is a lot to handle, but it can be a smooth transition if you have professionals at your side. Kirkland tennis player wins prestigious French tourney BY MEGAN MANAGAN

F

or the first time since 2005, an American won the French Les Petits As Tennis Tournament at the end of January. Kirkland resident Henrik Wiersholm, 13, won the tournament, and only lost one set on his way to the title. The tournament, which features the top interna-

tional players ages 12-14, is often considered the European equivalent of the Orange Bowl in Florida because of the caliber of players who attend. Wiersholm entered the tournament as the No. 2 seed, and beat No. 5 Bogdan Borza of Romania 6-2, 5-7, 6-3 for the title. The win makes him the seventh American to bring home the championship since the tournament began in 1983.

Prior to playing in France, Wiersholm and a contingent of other American players traveled to the Aegon Junior International tournament in England. The Kirkland native lost a 3-set match to his U.S. teammate Stefan Kozlov in the final. Wiersholm’s coach in Kirkland, Dan Willman said it was unbelievable for Wiersholm to win the tournament, but there was

BRIEFS LW boys splits week The Lake Washington Kangs earned a 1-1 record last week, beating Samammish, before falling prey to the top KingCo team, Bellevue. Last Tuesday, the Kangs hosted Sammamish, winning 59-56 over the Totems. Lake Washington was down 32-26 going into the half, but rallied with an 18-point third quarter to take a one point lead going into the final minutes of the game. Despite attempts by the Totems to retake the game, Lake Washington held on for the win. In one of his highest scoring games of the season captain Matt Staudacher had 23 points, while Kramer Taylor posted 20 for the Kangs. Teammate Guy Lynott added 11 points, followed by Robert Reyes’ four points and one from Cody Bernstein. Last Friday, the Kangs traveled south to face Bellevue, the No. 1 team in the league. Bellevue picked up a decisive win with a 72-44 score. Both Staudacher and Taylor had 14 points during the game, while Bernstein had seven points, Reyes earned five and Lynott had four. JHS girls falls twice to KingCo opponents The top rated KingCo team fell twice last week, but managed to hold on to the top spot in KingCo. The Juanita girls basketball team lost to Mount Si and Mercer Island for the Rebels first two conference losses of the year. During the 52-40 loss to Mount Si, the Rebels were down 37-20 going into the half and could never dig out of the hole. Kate Crydermann had

16 points in the game, while Mount Si’s Hailey Eddings and Kassidy Maddux each scored 13 points for the Wildcats. Bre Carter had eight for the Rebels, while teammate Mikayla Jones put up five. The team followed the loss with another, this time to Mercer Island 61-40. New schools, new district Reith said throughout the modernization process, LWSD considers many options with each school. She said the needed renovations can range from superficial such as new floors to deeper such as updating utility systems so they are up to code. Sometimes, however, a new building is the best route because older buildings were not designed to accommodate current educational practices. For example, Reith said, nowadays same-grade students from different classrooms work collab-

She also said if a school’s renovations cost 80 percent of what it would cost to build a new school, the district would build a new school. The building would have a longer life and fewer issues are likely to crop up during construction and later down the line. “Keep in mind that if we build a new building next to the old school building, we can still hold school in the old building,” Reith said. “If an extensive remodel happens, we usually will need to find space for the students

and teachers in another building for the year or more that construction takes, which we just don’t have. That adds on to the construction cost.” She added that in order to redirect funds from the modernization program, the school board would need to hold a hearing to ask the community how the funds should be used. Another reason Hall opposes the levy is because he said the bulk of the money would be used toward the STEM school, but not necessarily classrooms since a new school would need things such as administration offices and a cafeteria. Longtime Kirkland resident Richard Ekins opposes the levy because he thinks the district has overspent in the past and it should be more efficient with the resources it already has. For example, he said the building of the new Lake Washington High School was unnecessary. “The old one could have been remodeled at far less cost,” he said. Ekins would also like to see Kirkland break off into its own district. “I think a smaller school district would be more efficient,” he said. “Maybe even one district for each high school.”

Life around the mall There are still many reasons to venture to the Totem Lake neighborhood for business. West Totem Lake, across 405, has been built up in recent years with some notable businesses such as My Home Wholesale, Play N’ Trade video games, QFC, Courtyard Mariott hotel, Azteca and an Olive Garden have joined long-time businesses Fred Meyer and Dunn Lumber. South of the mall is a shopping area that has Laughs Comedy Spot, a thrift store, some restaurants and an auto row across the street. But the lively atmosphere to the west makes mall tenants think about their future. “I always wonder how much better we would do with more businesses around us,” said Denny’s Pet World owner John Fleshman, who has two years left on his lease. “... I would love to sign a 10-year lease.” The Totem Lake neighborhood accounts for 36 percent of Kirkland jobs on just 13 percent of the city’s acreage and 11 percent of

The economic impact can be actually seen in the lower mall as it looks like something from the 1990s. Pay-phone booths with no phones, clean walls where store signs once hung and a storefront called the Sweet Shop that looks like it could open at any time despite being vacant for years. The mall directory still identifies Lamont’s, the anchor store until 2000, as an active store, though it closed over a decade ago. One of the last businesses to close, the Old Country Buffet, still has the fountain machine and buffet lines in the dining area. A sign in the main area of the mall states the rules of conduct, despite being a “ghost town” most of the week. One area where the malls have struggled is in dining, as it has more banks on the property, three, than restaurants, one. Some mall elements have life. ShopSmart Bazaar brings new life to Totem Lake, for now

from Renton to sell their collectables that range from baseball cards to classic movie posters and a fourfoot high Donald Duck statue. “You can do this at the Monroe Fair grounds and such, but this is a lot more upscale,” said Weldon Vittitow. “They have dressed it up and it looks nice in here.”

Their first time in a bazaar, the Vittitow family has one of the largest areas in the store. “I never thought we would get it all set up,” said Helene Sutherland, who is a family member. “Luckily, it stays up during the week.” But the good times may be coming to an end. The start of the bazaar was marred by the initial

condition of the spot. Grammer and Rudowicz spent their own money to get the carpets cleaned and replace ceiling tiles, as a condition of the lease agreement. Most of the damage came from leaks in the roof. The co-owners have also paid to replace a majority of the lighting in the 40,000-square-foot rental spot. They said they have not had a day off in three months from a combination of their day jobs and putting together the bazaar. Leasing issues with the malls’ ownership, DDR/ Coventry, has also put the business in limbo. “Everything is pending what the landlord wants to do. There is a chance that [ more BAZAAR page 22 ]

uring the past two weekends Totem Lake Malls’ lower parking lot has been unusually busy. Voices and shuffling feet have replaced a deafening silence in the mall’s main hallway. Ken Grammer and Sig Rudowicz, who work in marketing during the week, have opened ShopSmart Bazaar in the space that still has the silhouette of the old Gottschalk’s sign above the main entrance. “It has been very positive so far,” said Grammer. “Many of the other stores have told us they have had their best weekends since we opened.” The “upscale flea market” is open from 9 a.m. to 5 p.m. Saturdays and 11 a.m. to 5 p.m. Sundays with more than 70 vendors selling everything from collectables and antiques, to jewelry, crafts, clothes and kitchen cabinets.

“This is not a garage sale,” said Grammer. “We are looking for more upscale stuff.” They have made an effort to keep an open feel to the bazaar by not allowing tents or putting up walls between vendors. All tables must have a black table cloth to keep a uniform look. The co-owners also have some guidelines to what can be sold. “Nothing offensive,” said Rudowicz, noting that one vendor was selling a classic motorcycle. “No guns. No nudity. It has to be family friendly … There is something for everyone and it is always changing. People like variety.” The idea for the business came from the economic downturn. “There are a lot of people who owned businesses and can’t afford the rent for a store,” said Grammer. “They have storage spaces full of merchandise. Angie Eggers Angelica (Angie) Eggers, long time resident of Kirkland, WA passed away on January 27, 2011 at the age of 90. She was born on April 29, 1920 in Snohomish, WA. She married Dale Eggers in 1937 and together they enjoyed 54 years of marriage until his passing in 1992. She loved her home and neighbors in Juanita, enjoyed gardening, sewing and baking. She was a member of the Kirkland Heritage Society where she took great pride in sharing local history with others. Angie is survived by her son, Dale (Jean) Eggers of Milwaukie, OR, her two daughters, Ilene Voltaire of Sequim, WA and Wendy (Steve) DeVoe of Concord, CA; 9 grandchildren and 6 great grandchildren. A memorial service in her honor will be held Friday, February 4, 2011 at 11:00am, at the Kirkland Heritage Hall, 203 Market St., Kirkland. In lieu of flowers, contributions may be made to the Kirkland Heritage Society. 459298
