With the heart — and face — of a competitor, Blake Ronald, 4, of Mercer Island, fends off older children to secure his place on the starting line before the half mile kids’ dash on Sunday, March 25, at the Mercer Island Community and Event Center. The dash was part of the 40th annual Mercer Island Rotary Run, a charitable event to benefit colon cancer research and awareness.
Over 4,500 turn out for 40th Rotary Run By Megan Managan

Just over 4,500 runners enjoyed a sunny Sunday morning during the 40th annual Rotary Run. The event, with the second largest crowd ever, drew many local residents to participate in one of the many events. According to one of the race organizers, Dawn Naye, the race had 4,521 runners, the second largest ever. “Two years ago we had 4,800, so it was very close to the record,” said Naye. There were approximately 500 registrations the weekend of the event, which Naye said is fairly typical, but the good weather helped to draw people. “The half marathon definitely had a larger number of people,” said Naye. About 2,200 people

had signed up for the event, with 1,867 finishing the race around the Island. Islander Eddie Switaj was the first Island finisher in the half marathon run, coming in 34th overall with a 1:24.04 time. Switaj, a professional triathlete, uses the Rotary race as training for events later in the season. “It was a good time,” said Switaj. “I’ve done the 10k a couple of years ago, but this was my first time doing the half. I usually do shorter races, since 10k is the standard length for triathlons.” Switaj said running has been the weakest part of his triathlon races, so this was a chance to work on it — plus, he couldn’t beat the commute To see more pictures and YOUR JUMBO to the start. visit pages 12 and 13. was pretty nice,” he said. “I would definitely do it again. It was a lot of fun to see people from the Island all over.” Top Island finishers in the half marathon run among men included: Aaron Koopman in 55th place at 1:26.33, and Sean Sigmon in 68th with a time of 1:27.52. Lauren Knebel, a Mercer Island High School student, was the first Island female to cross the finish line in 1:43.24. “It was probably the best run event we’ve done. Every year we try to make it better,” said Naye. She said one thing the event organizers noticed this year was a greater number of people acknowledging the cause. “I think that was partly because the cause piece stood out more, and because we promoted it and the anniversary,” said Naye.
At the Mercer Island School District Board of Directors meeting held last Thursday, schools superintendent Gary Plano announced that the school district will not pursue constructing a school on the five-acre Stevenson property. After a recent meeting with 100 neighbors from around the parcel, school district administrators heard loud and clear that a school would not be welcome there. District administrators had moved to purchase the Stevensons’ land, as it is one of the last large

School district hires new MIHS principal By Reporter Staff
Educator Vicki Puckett, a former principal of Woodinville High School, will become the newest principal of Mercer Island High School. She has been an educator for 28 years. Puckett will be leaving her current post as director of Northshore School District’s alternative education programs, including the Secondary Academy for Success. She has worked as a principal and school administrator for both the Northshore School District and the Renton School District. Puckett was awarded the Educator of the Year in 2011 and was honored as a Distinguished Principal of the Year in KingCo School Districts in 2005. Puckett was introduced on the Mercer Island School District website last week. It said in part, “Her 13 years as a high school principal in a high-performing,
comprehensive high school and her experience with personalized learning in an alternative setting, along with her special services experience from years in the Renton School District will enable Vicki to lead a highly distinguished staff of educators at MIHS.” Puckett, who attended the meeting with her husband and a close friend from Mercer Island, Vicki Sherwood, said she was impressed by the Island community and its support of schools. “What attracted me was the commitment to the schools by the community,” she said. But she is also anxious to get back to school with students after the last couple of years as an administrator of alternative programs. “I have missed the interaction with students,” she said. “I like seeing them come in the door every morning and heading out

undeveloped parcels on the Island. They saw purchasing the land as an opportunity. The intent was either to build a school there or to ‘bank’ as an asset that could be used toward acquiring land at another location. Both board members and the superintendent agreed that if an additional school was to be built, a North end property would be best. The body pledged to work with the city to find a suitable site for the future. Plano said he did not expect the amount of ‘push back’ from residents around the Stevenson land; horses were boarded there until a year ago. Their concerns were centered mostly around the amount of traffic a school would generate. Board member Brian Emanuels was also surprised by the response to a possible school at the site. “It would be hard to proceed,” he said,
“with the amount of opposition there.” The School Board has signed an agreement with the Stevenson heirs to purchase the five acres by August of 2013. The property would be paid for with proceeds from the upcoming bond issue. Plano also announced that the school district will also continue to be open to working with Redeemer Lutheran Church and a possible acquisition of their land. If such a purchase was to be made, the school district would commit to an arrangement to let the congregation remain on the land. With that topic set aside, Plano said that the board should move ahead to focus on the first item on the school rebuilding plan, which is the design and reconstruction of Island Park Elementary School.

Slides, rain damage still possible this spring By Megan Managan
mmanagan@mi-reporter.com
It seemed like Mercer Island might escape into spring with a fairly mild winter, without the torrential downpours that sometimes come with the colder, wetter time of year. Alas, the last couple of weeks have proven that La Niña wasn’t quite finished with the area, bringing rain, snow and wind. Luckily, the Island hasn’t seen drainage or landslide issues as much as could have happened. “Even with all the rain we’ve had at the end of the winter and beginning of spring, the public system has done fine,” said Assistant City Manager Glenn Boettcher. “There’s been no significant problems or damage.” Typically, rain equals landslides around the Island, as the slopes lose integrity after becoming saturated. Last week, a small slide near 80th and 65th did some damage to private property. Don Cole, the building official for the city, said a portion of one house and the

He said so far this landslide season, which is almost over, slides have not damaged any public areas. “It’s been good this year,” said Cole, of slides. “This was really the first one.” Cole said the city has several handouts available to Island residents, and the city also publishes several information pieces about prevention. In a typical year, there are between six and 15 slides on the Island, which can greatly affect homes built on steep

map shows the areas on the Island that are most susceptible to slides. The city uses the United States Geological Survey’s system of indicators, which can help show the likelihood of a landslide based on current conditions. Cole said, recently, the Island has been at a level 2, which indicates there is a potential for slides. The city can do assessments for homeowners about where landslides on property are most likely and how to prevent them from happening. Some of the major points to preventing slides include: controlling drainage features, controlling surface water, avoiding slope disturbance, preserving natural vegetation, verifying the integrity of site features such as retaining walls, performing periodic inspections of the property and staying informed about slide potential. While the landslide season will be ending soon, several days of heavy rains could increase the potential of slides at any time. Nancy Schaps Memorial Grant The Mercer Island PTA Council is currently accepting applications for the Nancy Schaps Memorial Grant (formerly Scholarship). Until her death due to cancer in 1996, Nancy Schaps was an active supporter, through her PTA and other volunteer service, of Mercer Island children in our community who must face the terminal illness or death of a parent. The Grant was established in memory of Nancy Schaps by her family and the community, and has been given annually since 1996 to more than 44 recipients. Consistent with Nancy’s wishes, the Grant recognizes a child who has suffered the recent loss of a parent, or who is currently experiencing the terminal illness of a parent. In 2010, the Schaps Family funded an endowment for this grant. At that time they requested that the grant also include children who have a parent serving on active duty with the military. A Grant award of up to $500.00 will be given to an elementary, middle or high school student to be used for an activity or other purpose that will aid a child or youth’s adjustment to this difficult life change. For example, the Grant may be used for lessons, a camp experience, a trip, sports equipment, or a musical instrument. Applications and information are available from the Mercer Island PTA Council by contacting Paula Orehek at 206-236-2537 or orehekp@comcast.net, or by contacting any MIYFS counselor at our Mercer Island schools. Public contributions to the Grant fund are welcomed and encouraged! Please consider a donation! Grant applications and donations should be sent to the Nancy Schaps Memorial Grant, c/o Mercer Island PTA Council, Attn: Paula Orehek, Mercer Island School District, 4160 86th Ave SE, Mercer Island, WA 98040. Deadline: Applications must be postmarked by Tuesday, May 15, 2012.

Our students can’t wait E
veryone can agree that the face of education is changing faster than ever. What students will need to meet the cognitive and social challenges in the coming years will not be met within the existing school buildings here. Within the uncertainty of the economic landscape, our duty is to make sure our students — no matter what their abilities — have the tools and skills they need for what lies ahead. Through numerous studies, hours of analysis and hard work, the Mercer Island School District Board of Directors has sought to clarify what our schools should offer in the coming years. So why are many citizens uneasy about what they are asked to vote on in the April 17 election? From our perspective, there are three broad issues that underlie the discussions about the school bond. First, why is it necessary to demolish the existing buildings? Next, how will overcrowding — and the fact that an entire school’s worth of students remain in portables — be dealt with sooner rather than later? Finally, has the district exhausted all of its options for using existing school land and resources for learning spaces to ease crowding and enhance learning? The plans to modernize the schools began some four years ago,
as the district looked at the shape of the existing buildings weighted against what educational facilities need to be like in the coming years. The board hired consultants to help. Later, they wisely enlisted the considerable talent in the community to help them define what was needed and what was possible. Their conclusion was that the most cost-effective way to provide a 21st century education is to rebuild. As this work got started, enrollment was falling. In 2007 and 2008, 128 outof-district students were admitted. But in 2008 and 2009, an equal and unexpected number of Island students also enrolled. The trend has continued as the Island population has grown. As a result, the justification for new buildings began to shift away from the need for a new way to deliver teaching and learning to one that is focused on overcrowding. Muddying the issue is also the fact that in the years prior, parcels of school land had been sold or tied up in leases with private entities. The high school block is occupied by long-term tenants such as Youth Theatre Northwest and PEAK. The process of conducting a master plan for the entire ‘superblock’ around Mercer Island High School — that was to be finished within two years of the legal settlement with neighbors regarding

PEAK in 2008 — might have served as a useful entree for educating the community about what 21st century schools are all about, and the suitability of existing sites. It has not been done. And, while the School Board has been deeply involved in this issue, they have forgotten that citizens are not. Perhaps half of Island citizens do not have students in Island schools. All have long memories. They want to know why the structures they have paid for, that have educated their own children, are now not good enough and must be discarded. And what about the cost? It will be a stretch for some taxpayers. When the present school bonds expire in 2015, the new bond will replace it and increase it. For Islanders living in a home worth $1 million, school taxes will increase $700 per year. On the other hand, Island citizens have an obligation to pay for schools both now and in the future. Part of that obligation is voting for school directors and recognizing that we put those people in place to act in our best interests. In our view, the School Board should have given voters more time and more specific information to process these proposals. Yet, operating a public process is a tough road. No one is ever satisfied. This vote should not be a referendum about how well the board has marketed its plans — but on schools and the children they serve. We need to get started now. We say vote yes.
To the editor Thank you from the Wettack family We want to extend our heartfelt appreciation to the entire Mercer Island community for the tremendous and generous outpouring of sympathy and support as we attempt to cope with the enormous tragedy of losing our son and brother, Timothy Wettack. We are most grateful for all the kindness we have received, including the expressions, actions and offers of help. Tim, Connie and Jonathan Wettack
Vote yes for schools The proposition put forward by the School Board has been well-thought out and many questions and options vetted in the exhaustive work done by the 21st Century Facilities Committee. Yes, the amount requested is
staggering; but put in perspective, it is very supportable if one considers the historical level of taxes that my parents and their fellow homeowners paid in the ’50s and ’60s to build those schools half a century ago. The money per income per capita that Islanders paid in the 1950s-60s was more than the amount being asked for in the present bond request to build new, modern schools. It’s our turn. We all benefit from sound schools and the great teachers and programs our schools provide in this community. If we can meet the same level of commitment that previous generations paid for schools, our community will continue to be a strong, vibrant place to live. Susan Blake

Island Forum: School Bond vote
Vote NO for school bond Vote YES for school bond value to approximately $3.60. This represents an increase of 43 percent. There may be other proposals that come from the city, including a new fire station and city hall, or from King County, Sound Transit and others. This bond calls for buying land for a “sixth school,” recently revised to be the purchase of the Stevenson property with the use of such property yet to be determined. This proposal has some funding for preparing a master plan for the north campus “megablock,” but not the money for any changes there. • Not based on a documented, thorough planning process. The district did not conduct an environmental review or professional analysis of alternatives. A list of 14 items was submitted by professional engineers serving on the committee as vital to be resolved, and they were not addressed. Alternative solutions were discarded by the planning committee based on false assumptions and insufficient data. Hence, the recommendation of the committee to tear down and re-build our schools is as flawed as the analysis that resulted in this conclusion.
• Not fiscally responsible. The Bond Resolution approved by the School Board gives the district the authority to eliminate any of the projects listed, and at the same time, add new, yet-to-bedefined projects without a vote of the people. (It says, “…the District shall not be required to accomplish such improvements and may apply the bond proceeds or any portion thereof to other portions of the improvements, to other capital improvements, or to payment of principal of or interest on the Bonds.) Vote NO and ask the School Board to: • Use professional planners to help rethink tearing down our schools and come up with a long-term plan for school facilities. • Provide data, research, documentation and itemized costs for all proposals. • Work with the City Council to present a big picture of Island needs and options. For more on why you should vote no, see: www. no-mi-school-tear-down. com. Trevor Hart Architect

Island is also forward looking, providing acreage on the South end for a potential future trade for North end property in case we ever need a sixth school. The financial elements of the bond are meticulously planned. Construction costs were estimated by the top school construction estimating company in the area, using the same approach that the district’s CFO used when he built 20 schools on time and on budget in his previous district. The bonds will be sold over five to eight years with one school built per year, an approach that allows us to keep our tax rate stable after an initial increase of $700 per year for a $1,000,000 home. We are grateful for the wise investments taxpayers have made to schools over the past 50 years. Now it’s our turn. Please support our students’ education by voting YES on the school facilities bond. much for in the ’50s, ’60s and ’90s, but we have to address our capacity crisis now, and another remodel won’t save money, give us the spaces we want, or provide a 50-year solution. Some ask why we don’t just build one new elementary school on the North Mercer site. That, too, is too expensive, requiring an additional $450,000 annually of administrative overhead, money that would otherwise go toward teachers. Our principals prefer three larger elementary schools. With three schools, there are four to five classes at each grade level — the perfect size for a small learning community and for teachers to collaborate. Finally, the high school will require rebuilding in 20 to 25 years, and the School Board wisely decided to leave the west side of the North Mercer mega-block available for siting the new school. The bond funds a master plan for the North Mercer property that will guide placement of facilities between now and then, and it pays for modernization of the pool and stadium to extend their lives by 10-15 years. The acquisition of one of the last large parcels on the
The following is correspondence from actual clients:
The school facilities bond is a wise and strategic approach to solving our overcrowding problem, providing an educational environment in which our students can excel, and establishing a comprehensive roadmap for the future. The bond will give us state-of-the-art science facilities K-12, allowing us to offer programs at all grade levels that neighboring districts have and we don’t, like robotics and material science in high school. It will provide flexible spaces that encourage personalized and project-based learning. The buildings will be designed to create small, intimate learning communities, and will have dedicated spaces for art, science, music, PE and lunch. Rebuilding rather than remodeling our three elementary schools and IMS is cost-effective and consistent with what our neighbors in Bellevue, Lake Washington and Issaquah are doing with their 1950s-1960s cinder block school houses. Remodels cost almost as much, and in many cases more, than rebuilding schools, and require many compromises. It’s hard to tear down buildings that our community gave so
I urge you to VOTE NO on this school bond proposal for the following reasons. • Not a logical, timely solution to school overcrowding. The current proposal does not solve the overcapacity problem for seven to eight years; therefore, on that basis alone, this bond proposal is not even close to being a solution. The time it will take to tear down and rebuild four schools will unnecessarily perpetuate overcrowding rather than do anything to reduce it. Just building one more elementary school and expanding or rebuilding the middle school would solve the problem in less time and for far less money. The other three elementary schools would no longer be overpopulated and could be remodeled for far less cost or rebuilt as needed. Other options exist and need to be explored, including that of building substantial additions for each school if this fourth school option proves to be unattainable. • Not the whole story. This proposal would raise the Local School Support Portion of your property tax bill from $2.52 per $1,000 assessed

Take a trip to Red Mountain If there was ever a year to use spring break to get a little snow riding time, this would be that year. The snow just keeps coming, and conditions are really good t h r o u g h o u t On Snow the Northwest. In case you might want to consider going somewhere different than usual, I just happen to John Naye have an idea. Back in late January I drove to a mountain that has only four chairlifts, none of which are high speed; has limited lodging and dining options; and where slopeside entertainment and shopping is virtually nonexistent. And I loved the place… Ever heard of Red Mountain? Well, you have
now. Located 2.5 miles up the road from the historic mining town of Rossland in mountainous eastern British Columbia, the resort is just 10 minutes across the U.S./Canada border and 135 miles due north of Spokane. Skiing has been part of life here since 1897, when rugged gold miners trekked uphill so they could make some turns coming back down. Red Mountain Resort features world-class terrain with 2,919 vertical feet of incredible tree skiing, wideopen glades of champagne powder, corduroy groomers, terrain park, easy-toaccess backcountry, and even a snow cat operation that runs right there out of the resort. The 1,685 acres

The resort actually has two mountain peaks inbounds, Red Mountain and Granite Mountain, with Granite being the higher at 6,800 feet elevation. You can actually ski or ride off the top of either peak in almost any direction. There are some great beginner areas, but Red is primarily known for its gladed runs, challenging steeps and fantastic snow. According to management, the resort falls in the top 5 percent of all resorts in
North America for snowfall accumulation: over 25 feet annually. But it is the quality of the snow that distinguishes Red from other NW resorts. It is the first stop on the renowned Powder Highway in the Kootenay Mountains, and the skier will find a much fluffier snowpack than you would in the more coastal Cascade areas. It is seriously good stuff; this region is, after all, the birthplace of both heliskiing and cat skiing. Some new condos and homes in a range of prices share the base area with older style lodging and Red’s

After the first episode of NBC’s Fashion Star barely featured Mercer Island designer Lisa Vian Hunter, the show quickly made up for it on Tuesday night. Vian Hunter was one of the first three designers on the show to present their looks to the buyers. Her sleeveless, pleated empire waist dress was a big hit with Macy’s, which picked it up. The dress, which is currently on sale at Macy’s, is already sold out, but retails for $99. Prior to the showcase on stage, Vian Hunter met with the show’s mentors, as well as some actual customers. The mentors suggested a slightly lower neckline to the dress. Despite feeling wary about making the change so soon before going to the stage for the show, Vian Hunter winning, too. This can be illustrated in a mailer showing people with new cars, cash, if you only keep purchasing products that will make you a winner. Authority: The perpetrator uses strong persuasive tactics and works to engender trust with the victim. They are very convincing. Scarcity: The perpetrator uses tactics to inflate the perceived value of the prize, and this is the very last chance to get an item — “only 100 of these coins were minted, don’t miss out on this great offer.” So what to do about this? Remember that the very generation that is being targeted as victims are people who have lived through many changes in technology and have honed their skills in the fine art of courtesy. Using the telephone as an example — many people in their 70s and older grew up using a “party line,” where neighbors shared one phone number and you knew to answer it by the special ring. There was an operator on the other end making sure the call was connected. There was a level of trust that was established because there
lowered it — making the dress a hit. Thanks to the offer, Vian Hunter will be ‘safe’ and remain on the show for another week. Seattle’s other area designer, Lizzie Parker, who lives in Sammamish, didn’t impress as much this week, failing to garner offers from any of the three buyers. Parker, who did well in the first week, faced elimination, but was not picked to leave by the buyers, and will return next week. The show’s ratings improved the second week, hitting 4.9 million for the 10 p.m. time slot.

was a person actually connecting the calls. And you already knew the people who usually called you. Now, phone numbers and personal information are easily available at the touch of a button. Older people tend to be more polite on the phone when someone calls. It is difficult for them just to hang up or to tell the caller, “This is a ridiculous offer. Quit calling me.” And once the con artist gets his/her proverbial feet in the door, they can start using their very persuasive tactics. Ways to fight this are to either hang up immediately, get caller ID, or get more information so that you can take time to think about it and ask friends and family what they think. And there are ways to decrease junk mail and calls by putting yourself on the Do Not Call Registry and Direct Mail Registry (go to www.atg. wa.gov/ProtectingSeniors. aspx, Washington attorney general’s website). The bad news about these horrible scams is that most people never get their money back. This causes feelings of

Snow | FROM 14 no-frills daylodge. There is no base village, per se; just ticket windows, a rental shop, small store, and cafeteria where I had one of the best hamburgers to be found in ski country. You know why this would be a great spring skiing choice, besides the fact that lift tickets are one-third the price at Whistler? I’m now quoting from Red’s promotional brochure: “If you are looking for an antidote to the stale, predictable megaresort experience, you just found it. Many more famous resorts would kill to have our combination of deep, dry snow, accessible location, and exciting, varied terrain. They’d probably be a little intimidated by our uncrowded slopes and laid-back vibe, mind you. Us? We kinda like it this way‌â€?

Even if you don’t go this spring, keep in mind there are some other fine skiing options in this region as well, certainly worth planning a trip for next year. About one hour further north lies Whitewater, which if anything gets even more powder than does Red. Just outside the town of Nelson, British Columbia, Whitewater has an average snowfall of approximately 40 feet. Of course, only the top six inches really count, and this resort is blessed in that category as well. Lots of powder can be had here over its 1,200 acres and 2,000-foot vertical drop. There is no lodging at Whitewater, so a 25-minute drive from the Victorianthemed Nelson is the usual choice, but you could certainly make a comfortable day trip from Red Mountain if you were staying there. Whitewater is famous not only for its snow but for its
award-winning food service. Though the day lodge is not spectacular by Sun Valley or Whistler standards, from personal experience the food itself is superb. It was so good, it made going back out for some more powder runs way more difficult than I expected. But that seems to be a familiar refrain along the Powder Highway. There is so much reliable snowfall, with such small crowds, that getting on the lift late or having one more cookie won’t cause you to miss out on the powder. It’s a compelling combination. John Naye is a Mercer Island resident and past president of the North American Snowsports Journalists Association, and eagerly awaits a return adventure along the Powder Highway. He can be reached at jnaye@ trekworks.com.

MISD SCHOOL BOND UPDATE: MORE REASONS TO SEND THIS PROPOSITION BACK TO THE DRAWING BOARDS??? The KC Real Estate Tax Senior Assessor overseeing valuation of MISD schools pointed out recently that it is not unreasonable to expect well-maintained schools to provide useful service for over 100 years. Our schools, of course, were extensively upgraded 10- 15 or so years ago. She also pointed out that building component quality has tended to drop over the years, so newer is not necessarily better. Of paramount importance can be optimal matching of design with needs, which architects and other professionals can adjust for us with current structures as appropriate. For further details on the assessment process, she referred us to the Marshall & Swift Valuation System. Informed education management sources advise that all (or most) schools should not be placed on the same obsolescence schedule. Building ages should be balanced. Check out two new sources of information regarding the bond proposition: www.no-mi-school teardown.com/ https://sites.google. com/site/no mischoolsbond/ Tom Ulie
