Pastor pleads not guilty to charges By Dennis Box Editor Malcolm Fraser, the Enumclaw assistant pastor of Sound Doctrine Church charged with first-degree rape of a child, entered a plea of not guilty Thursday during a King County Superior Court arraignment hearing.

Fraser, 39, is accused of sexual misconduct with a girl less than 12 years old. The alleged crimes were said to have happened seven years ago while he and his wife were living in the girl’s home. Fraser was accompanied by his wife and about six other members of the church during the arraignment. The plea was entered in Courtroom GA at the Regional Justice Center in Kent. Fraser has been ordered to have no contact with the alleged victim. He is being represented by Seattle attorney Ann Carey. She declined to offer a comment following Thursday morning’s hearing.

Members of the Enumclaw Mens Club have gone public with their concerns about the dayto-day upkeep at the city-owned golf course. For its part, the city disputes many of the recent criticisms while drafting a plan that would seek an outside vendor to manage the 18-hole course. Mens Club complaints came to a head the evening of March 26, when club member Brandon Chevalier addressed the Enumclaw City Council. While acknowledging the city is in a precarious financial position, Chevalier said club members were compelled to attend the council meeting “to voice some concerns we have with the playability of the community golf course.” Reading from a prepared statement, Chevalier complained about course issues ranging from tee box mowing and spraying weeds to the frequency with which cups are changed on the greens. “There’s nothing more frustrating or discouraging that playing from a dandelion patch or trying to find your ball in a hundred-foot-wide plot of chickweed,” Chevalier said. Regarding general maintenance issues, he noted, “These tasks are minimal in expense and should not even have to be discussed.” Club members also have concerns about larger issues like drainage, Chevalier said, noting that

Onions are sauteed in bacon grease. Otherwise, things are pretty basic: seasonings include garlic powder, salt and pepper; clams go in late to avoid overcooking; heavy cream gives it body and a roux thickens the entire mix. A few drops of Tobasco sauce provide the final touch. Ostlund’s chowder is a Friday-night staple for members and guests at the Wilkeson Eagles, where he serves as secretary.

Growing up, his family headed to the beach every summer for days of clam digging. It’s a passion that has lasted a lifetime and, through the years, Ostlund knew he had perfected a pretty good recipe. A year ago, he decided to enter the contest – with disastrous results. This time around, things went much better. Ostlund explains his contest-winning chowder is “pretty simple,” even though he can spend four or five hours preparing a batch. There is nothing exotic in his masterful blend, he said, emphasizing that fresh ingredients are

The city previously looked to hand the operation to an outside firm, but was not satisfied with any of the proposals received. Searcy said the effort to get out of the golf business will continue through this year, with the hope of an outside vendor taking over in 2013.

QFC Supports The Nature Conservancy’s Efforts to Protect Our Heritage Each month QFC is proud to support an organization that is making a positive impact on our community and our world. In April, we are pleased to continue our association with The Nature Conservancy as our Charity of the Month. This is a partnership that goes back over 20 years. The Nature Conservancy is doing important work to preserve plant and animal biodiversity in every state in the U.S. and over 30 countries around the world. For over a decade, The Nature Conservancy has been using a collaborative, sciencebased approach combined with key analytical methods to decide where to work and what to conserve. This approach is called Conservation by Design. The concepts of Conservation by Design include: setting goals and priorities, developing strategies, taking action and measuring results. Using these concepts, The Conservancy focuses on finding the highest priority solutions in places where they can have the greatest impact. There are four priority targets in Washington which the Conservancy has been working on. These targets are: clean up Puget Sound, restore Washington Coast salmon

runs, restore forest lands in Eastern Washington and preserve Washington State sagelands. The Nature Conservancy notes that “Puget Sound is slowly dying from toxic runoff, changes in the quality and quantity of fresh water, continued loss of natural shorelines and the effects of rising sea levels.” To clean up and protect the Sound, the Conservancy is working to reduce toxic runoff and to make conservation more profitable for for farmers, timber managers and shellfish growers, and the lands and waters they manage. It is working to protect and restore important rivers and shorelines to safeguard the clean water and habitat they provide. The numbers of wild salmon on the Washington coast have plummeted over the last few decades. Salmon need the clear, cold waters of Northwest rivers in order to spawn and survive. Protecting salmon on the coast becomes possible by restoring and protecting the rivers where they spawn. Recently, the Conservancy purchased 3,088 acres in a corridor along the Clearwater River and plans to restore the forests along the river. This restoration work will provide jobs and create an

environment that will help in salmon recovery. Restoring forests in eastern Washington is also one of the Conservancy’s priorities. Large-scale restoration projects will help protect habitat for wildlife and strengthen the overall ecosystem to protect against mega-fires and insect outbreaks. The Conservancy works with local communities and with public and private managers across ownership boundaries to pursue beneficial forest management practices. Washington’s sagelands contain hundreds of unique plant and animal species.

Unfortunately, two-thirds of these natural environments in Washington are gone due to ranching, agriculture or other development. The Conservancy is working with farmers and ranchers to restore sagelands and to provide a place for wildlife to roam free. The Nature Conservancy is working to preserve and protect our natural heritage for future generations. Remembering Uncle Sylvester

I had a great uncle, Sylvester Gaydeski, who died in 1970 at the age of 96. This, in and of itself, may not seem especially mind-boggling until you realize that when he was 10 or 11 years old, he migrated to this region via a covered wagon on the Oregon Trail. Granted, you still may not find that especially surprising, but I do. Prior to his death, we had a few extended conversations about his pioneer experiences. Contrary to what I expected, during the three or four months it took to complete the trip from Lincoln, Neb., to Oregon, he said the wagon train Wally DuChateau had no dealings Columnist or interaction whatsoever with Native Americans. However, the Indians were certainly around. Syl saw them nearly everyday. But they were always “off in the distance on a hill, sitting on their horses, just watchin’.” I asked him if he remembered Chimney Rock, supposedly an important landmark on the trail and today a national monument. He said there were several such landmarks along the way and no particular one stood out in his mind. When he arrived in our area, there wasn’t a town. There were only a handful of families scattered about a heavily-wooded region on land they’d claimed under the government’s Homestead Act. Syl homesteaded on 10 or 12 acres across the street from where Circle K is located. (Today, the Emerald Court apartments occupy the site.) He build a funny little house and barn and shared the place with his sister, whom I mistakenly assumed was his wife during my childhood. Syl never married. Initially, he and his sister lived off the land. Syl would occasionally shoot a deer in the backyard, but mostly they raised a garden, canned the produce and ate a

Letters Giving the facts about the KCLS annexation The Enumclaw City Council studied the KCLS annexation for over a year. The council listened to the board recommendation. The city had an open house to listen to public concerns. The council held public hearings. The council decided as a result of a carefully thought-out cost/benefit analysis to put the issue to the vote of the public. The statement in opposition to Proposition 1 to KCLS annexation and several letters to the editor have some glaring errors and misunderstandings of how representative democracy works in the city. Error: “City Administration sees it (the library) as nonessential and underfunds the library.” Fact: The big picture is that city revenue sources have been drying up and cuts have had to be made. City funds are not available. The city started the cutting process in the 2009 budget by laying off 11 employees. In the 2010 and 2011 budgets the administration and council have had to cut about $600,000/year to balance the budget. In the 2012 budget year, the library was not funded from the general fund. It was financed for one year only out of a reserve property fund that came from the sale of property on Battersby and Stevenson. Funding for long-term street maintenance and for an additional police officer were also not included in the 2012 budget. In effect, the council set the priority to keep the library open for a year over hiring another police officer and maintaining our streets. So in that sense, the council saw the library as more essential than police or streets at least for 2012. The writers of the con statement do not understand that the mayor and city administrator only propose the yearly budget, they don’t pass it. That is the job of the city council members who are elected by the voters. They get paid under $4,000 per year for many hours of service to the city. It’s service, not salary, that motivates them. Error: It has been stated in several letters to the editor that the council did not listen to the Library Board or allow public testimony. Fact: The council’s decision to put the issue of KCLS annexation before voters was based upon a letter from the Library Board to the council (See the Library Board Letter on FAQs on the city website.) The council compared the 40 cents per $1,000 assessed property value plus $260,000 from the general fund, equaling about 65 cents per$1,000 that was recommend by the Library Board and decided that it was far cheaper with better service to go with KCLS. Error: Enumclaw is classified as a “‘small district’ with no guarantee levied taxes will all return to our

Under terms of the transfer agreement with KCLS, the library will remain open for 50 years. If, for some reason KCLS decides to close it, the city will get the building back. Read it on the city web site www. cityofenumclaw.net under “Library Annexation Information.” Error: The city will find some way to fund the library. Fact: The choice about whether to keep the library open after 2012 is up to the council. Three have already stated they will close the library if the vote fails. To say that the council did not listen to the Library Board nor follow an open democratic process is simply not true. The council was right. Voting yes for KCLS is the best choice. The 65 cent per $1,000 Mr. Elfers quotes is the cost to the city. It is not the cost directly to residents in property taxes. This often quoted 65 cent figure is very misleading. A King County Library System (KCLS) annexation will be a direct cost to residents of 50 cents per $1,000 when up to now the direct cost to residents in city property taxes for the library has been 9 cents per $1,000 (pas 30, 34, 36, 37 of the 2011 city budget and reviewed with the city administrator and mayor). Instead of allowing KCLS to levy a new tax on residents of 50 cents per $1,000, residents might prefer to pay less than 50 cents per $1,000 with an increase in city taxes for a city library levy that would keep the library and the money under Enumclaw’s control. The library board followed the mandate of Council’s Resolution 1369 to explore alternative funding options and proposed a 40 cent increase per $1,000 in property taxes. That 40 cent increase plus the 9 cents already allocated to the library from property taxes in the general fund would be and still is more than enough to fund the library for less than what would be paid out of residents’ pockets with a KCLS levy. That was just one of several alternative funding options possible, and was presented to council to begin the discussion on alternative funding options. But a discussion never happened. Council felt there was no need to “report back” to an “advisory library board” and they did not ask for other many possible alternatives to KCLS annexation.

Based on 2012 Enumclaw city budget figures (pages 4 and 24) on property tax rates and taxable property values, the KCLS levy would be a 38.5 percent increase in property taxes for all Enumclaw residents. That 50 cent levy on property tax values will generate $515,585 and there is no guarantee how much of this KCLS levy will come back to our library – no guarantee at all. It is money totally under the control of KCLS to spend wherever they wish. So why not a less expensive 40 cent per $1,000 self imposed city levy for the library that will generate $412,468. That combined with the 9 cents per $1,000 already paid by residents’ property tax for the Library would give a total of $505,273 for the Library – enough to operate an increased Library schedule and improved level of service better than expected from KCLS. Library can be saved without joining system In regards to the annexation to the King County Library System, I have read some interesting misconceptions. The one theme that seems to run through the communications in favor of annexation is that the only way to have a library is to vote “yes.” Obviously that is not true. The city administration and the council are there to represent the wishes of the citizens! If you don’t wish to sign over the title of ownership (actual ownership) of the Enumclaw library to KCLS and wish to continue our own library then vote “no.” The citizens of our fair city will need to agree to pay taxes to Enumclaw to maintain our library. It shouldn’t cost much more than paying taxes to KCLS and we will know what our dollars are going for. The only way our library building and property will sit abandoned is if we allow it. I am certain the council will support us if we vote down the annexation with KCLS.

City should give another option for library control I can’t help but notice all the yard signs that have sprung up saying, “Save Our Library, Vote YES for KCLS.” Now that is just plain wrong. A yes vote for KCLS is saying, “Give our library to the King County Library System.” Give up all control of the library to an out of town organization. And, of course, pay additional property tax for the privilege. I have been very disappointed in how the current city administration has handled the whole matter. It seems quite apparent that they just want out as quietly as possible. Now, in all fairness, it appears that addi-

tional property taxes are going to be needed to keep the library operating. To me the question is to whom do you pay those additional property taxes? Vote for KCLS and you pay them to KCLS. Another option, and I fault the city for failing to propose it, is to

They are spontaneous moments of grace, almost accidental. His student asked, ‘Rabbi, if God- realization is just accidental, why do we work so hard doing all these spiritual practices?’ The Rabbi replied, ‘To be as accident prone as possible.’” God is always present; sometimes we have to trip over him to find that out.

Russell E. Glover baited his final hook April 3, 2012. He was born St. Patrick’s Day 1941, in Enumclaw, Wash., to Raymond and Juanita Glover. Russ graduated from Enumclaw High School in 1959. Sports were a large part of his life and he lettered in football, basketball and tennis. At one point he ranked fourth in the state among high school tennis players and had an opportunity to compete against, then unknown, Ricky Nelson in a tournament. After graduating high school, Russ attended Wenatchee Valley Community College on a tennis scholarship. In 1961, he joined the International Brotherhood of Electrical Workers and began a career as a lineman. He was a proud member of the IBEW for more than 50 years and made several lifelong friends. The “tramping” lifestyle of a lineman took him to many different locations, including St. Croix, Alaska, Montana, Oregon, California and several other states. In keeping with the fisherman spirit of life, Russ cast his line and caught a “keeper” when he met Sharon in 1976. They were dyed-in-the-wool Seattle Seahawks fans and original season ticket holders for many years. Their love of travel took them to several Superbowl games, a spectacular vacation driving the Alcan highway, Hawaii and their final trip together on a Caribbean cruise with family members. Russ’ greatest love was fishing. He never lost his desire to cast a line. He fished most of the rivers in Western Washington and even hired out as a guide on one of his favorite rivers, the Toutle, prior to Mount St. Helen’s eruption for several years. He was never shy about bragging how good a fisherman he was or how many fish he had caught during his life. Russ will always be remembered for his sense of humor, even if he was the only person who appreciated it. During his last vacation to Las Vegas in 2010 with his stepdaughter Ginger and her husband Steve, he made a point of telling every female who would give him the time of day in the casinos to, “Stick with me and I’ll turn your diamonds into apples.” He was preceded in death by his wife, Sharon; and his father, Ray. Russ is survived by his mother and stepfather, Juanita and Earl “Pops” Allen; a brother, Darrell (Diane) Glover; a son, Patrick Glover; and two stepdaughters, Ginger (Steve) Thompson and Dinese Elder. A service will be announced at a later date. Cremation has taken place under the direction of the Neptune Society. In Greek mythology, the River Styx separated the living world from the underworld. Passage was gained from the world of the living to the next by paying the ferryman who would row your soul across the river. You can bet Russ made him stop along the way so he could wet a line. Here’s to good fishing and we’ll catch up with you on the other side..

Our Mother, June Louise Semprimoznik, passed away April 1, 2012 with family by her side. Born June 5, 1926 to Grant and Nellie Goodale, she grew up in Enumclaw with her sisters, Doris, Margie and Roberta who pre-deceased her and her brother, Donald. June graduated from Enumclaw High School with the class of 1943. High School sweethearts, Mom and Dad married on April 2, 1945 and started their family. She began her career at Farmers Mutual in 1953 and retired in 1988. Mom was an energetic, fun-loving, independent woman and loved her family and friends so much. She so appreciated the visits, calls and special gifts of love during her brief illness. We will all treasure the memories she created with each of us.

t is called “The Mile.” The Longacres Mile is the longest-running professional sporting event in the state. Over the decades the Mile continues to be the marque sporting event in the third week of August. The Mile, a grade 3 handicap stakes race with a $200,000 purse, draws many of the top thoroughbreds from across the country. The two-turn classic was born Aug. 24, 1935, because Longacres founder Joe Gottstein thought Washington thoroughbreds needed a highlight race. In 1935 the added purse was $10,000, the richest mile in the country, and the winner was Coldwater. The 20-1 long shot Coldwater was facing the grandson of Man o’ War, Biff. In the stretch, Biff, carrying an extra 16 pounds, tired and Coldwater won by a neck. The 2011 winner of the Mile, Awesome Gem, trained by Craig Dollase for West Point Thoroughbreds, was highest earner to win the race at $2.6 million and tied for the oldest with Little Rollo, 1951, and Gigantic, 1959, at 8 years old. Awesome Gem had lost to Howard Belvoir-conditioned Assessment in 2009. In 2011 the gelding broke the sevenrace win streak of Noosa Beach, winner of the 2010 Mile. The Doris Harwood-trained gelding won 10 of 12 races stretching across 2010 and 2011. Noosa Beach was honored as Horse of the Meet in 2010 and 2011. chances at a repeat. “I’ve been working with Gallant Son, who I rode in the Breeders Cup,” Mawing said. “He’s been working really hard. Frank (Lucarelli) has a lot of great young horses. I’ve been working with Winning Machine, who is working great. He’s had some time off and he’s coming into the races fresh.” He said he’s also looking forward to riding horses trained by Chris Stenslie, Jim Penney and Doris Harwood. “I know it’s going to be tough year because we’ve got some good riders coming

back,” Mawing said. Although Mawing admits he is looking to future, he has no immediate plans to quit riding. “I’ve always had a good business mind on me, so I’ve always looked at other things,” Mawing said. “But I enjoy being a jockey, it’s my passion. Of course I’ve looked down the line at other things, but if Russell Baze is still going strong at 53 I can do it. I have short-term goals and longterm goals. Down the line I’d like to have my hand in the horse business. Maybe as a steward or a horse owner eventually.”

A rich history of thoroughbred racing By Joe Withee

Emerald Downs opened on a beautiful June 20, 1996, with a huge crowd welcoming back live racing to western Washington. Strawberry Morn won the first race by 10 lengths and Sneakin Jake, a stakes winner at Longacres and Yakima Meadows, later won the Auburn Stakes in a thrilling finish. Now the total is 13,938 races over 1,522 days that make up Emerald Downs’ track history as the 2012 season approaches. Emerald Downs is well established as noteworthy Northwest sports and entertainment facility. The grounds have matured with growth and greenery and the grandstand building is as well maintained as any facility in the nation. The fan base has grown as

horsemen, race fans, bettors, families and tourists have all found their favorite areas to enjoy outdoor sport. The Longacres Mile (this year, Aug. 19) has grown in stature in its 16 runnings in Auburn and Washington-bred horses continue to perform well here and in all western states. The stars in this sport are both human and horse. The best horse in track history? Many, including this writer, say it’s been Noosa Beach. He’s still active, getting ready to excite fans and

take on another generation of competition to his division.

He had lots of personality – mostly ornery, but plenty capable. • Fleet Pacific - speed and tenacity made for an outstanding career taking the Emerald Downs distaff twice and nine total stakes wins. She was tied for track record upon retirement

• Handy N Bold - won a record four Governor’s Handicaps but that wasn’t all. The gelding won 10 total stakes, all sprints, which was track record until 2011. • Flying Notes - his 11-length Emerald Derby win of 2002 is best single performance in track history. The time of 1 minute, 45 2/5 seconds is a Washington record and one of fastest in history. • Flamethrowintexan had it all as a racehorse. He had looks, speed, desire and personality. He set a singleseason earnings mark in 2006 after winning a very memorable Mile. • Halonator - it took her many minutes to go into the gate on April 30, 2005, but she came out running and didn’t stop until she won eight straight, including the Belle Roberts.

Olivia Bannerot is a three-sport standout By John Leggett Sports Columnist

If speedy sophomore Olivia Bannerot of Enumclaw High’s track and field squad flew any faster, she would need a set of wings. Individually, she was second in the bars, fourth in the vault, 10th in the floor exercise and tied for 15th on the beam. Bannerot, who also maintains a perfect 4.0 grade-point average, plays club soccer year round and helped the EHS volleyball squad earn a berth in the state tournament last winter at St. Martin’s University, filling the important libero role. Despite her varied resumé, Bannerot maintains that gymnastics is her favorite sport because it allows for self-expression within the realm of competitive athletics. EHS gymnastics coach Ben Skipworth said, simply, that Bannerot is “naturally good.” Without putting in a great deal of offseason work, she turned out for her sophomore campaign and was improved over her

Using the informal lexicon of prep track and field, Bannerot can flat out pick them up and put them down. During the Hornets’ first South Puget Sound League 3A meet of the season at Peninsula High, Bannerot came out of the gate fast in the 100 meter dash and never looked back. She was first across the line, setting a personal record of 13.1 seconds. In addition to speed, Bannerot has a penchant for athletic versatility that allows her to stand head and shoulders above the garden-variety high school sportsman. During her freshman season as a member of the Enumclaw High gymnastics team, Bannerot became the Class 3A state champion in the vault with a score of 9.65 in the finals. During her sophomore season, she led the team to a state championship while placing second in the all-around competition.

While gymnastics might be No. 1, Bannerot has gained a fan in EHS track coach Janelle Murrell. “Olivia comes to practice each day with a purpose and works diligently to improve each week,” Murrell said. “Also, she inspires others through her actions and always has encouraging words for her teammates.” The road to Bannerot’s success apparently starts on

the home front. She says her hero is her older sister Juliet, a junior who just concluded a starring role in the EHS production of “Les Miserable.” “My support group is my family, which always encourages me to do the best that I can do,” Bannerot said. While Bannerot has finetuned mind and body to excel in the world of athletics, she has a handle on what she would like to do in the future. She aspires to become a nurse because she believes it is her calling in life to make others feel better about themselves both mentally and physically.

Different ways of saving the Enumclaw library Library: a place set apart to contain books and other literary material for reading, study or reference. (Webster’s Dictionary) I find it interesting that a subject of such contention and such emotion in this community is…a library, a place of learning and growing, a place to do research, a place to spark an interest in books and reading for children, a place to gather for meetings and functions. I think it says a lot for our community, our town, that this is what is important to us, so important that we take desperate measures to hang on to it. We recognize that our library is no frivolous thing, that it is essential to the health and wholeness of our town. What if the consensus among the citizens was, “Who cares? I don’t go there anyway? And I certainly don’t want to pay taxes to support it.” We, the citizens

of Enumclaw, obviously don’t, as a general rule, hold that view. I see red and white signs around town that say “Save Our Library” and black and white signs that say “Keep Our Library”. The pro and con groups essentially want the same thing: a viable, healthy community library. They just have different ways of approaching that same end. Opposing SB 6442 I am writing in opposition to Senate Bill 6442. I am a National Board Certified teacher in the Kent School District and I reside in Enumclaw. SB 6442 is bad for everyone: taxpayers, employees and school districts. Under SB 6442, a state bureaucracy would take over the healthcare system for K-12 school employees. According to the state’s own fiscal note, it would cost taxpayers $45 million or more in the coming years. SB 6442 eliminates private-sector competition among insurance companies and limits options. The tavern was located within a block or two of a switchyard the Northern Pacific Railroad was building. A few years later, particularly after the White River Lumber Company was established around the turn of the century, a community started to take shape. By this time, Syl had a few milk cows, but he was never much of a farmer. Mostly he worked for the railroad laying track connecting various hamlets like Selleck and Cumberland. He also worked in the woods, falling trees for White River. Around 1915, Syl bought a suit. Just one. It was the only suit he’d ever own. He wore it to church, weddings and funerals, includ-

ing his own. Each and every Saturday night for a least 40 years, he’d put it on and walk into downtown Enumclaw. By then, there were seven or eight taverns within a block of the Cole and Griffin intersection and Syl and his friends would smokea cigar or two and drink a couple of beers. Even during Prohibition, from 1920 through 1933, the “poolhalls” had backroom speakeasies where illegal “hooch” was readily available. But Syl would very rarely get drunk. He was never a really heavy drinker. Nevertheless, whenever I visited his house he’d fix me a “hot schnapps” – that is, a halfshot of whiskey in a cup filled with hot water from a teapot on the woodstove. Most of the booze would evaporate when the hot water hit it. Syl lived long enough to watch the moon landings. I find this quite astounding. Both the landings and the fact that he lived long enough to see them. From a horse-drawn covered wagon on the Oregon Trail to the moon landings. I dare say, there are relatively few people in the entire history of mankind who have witnessed such incredible technological change within their lifespans.
