Maureen Judge has entered the race for state senator in the 41st District, taking on incumbent Republican Steve Litzow. In 2010 Litzow, a Republican, defeated Randy Gordon, who had been appointed to the vacant position by just 192 votes. The seat had been held by Islander Fred Jarrett, who left to work for the King County Council. Judge says that in his first term, Litzow did not do enough to support education, and he appears to put his party affiliation above the needs of constituents. Judge said she became interested in running for the Legislature after a turn shepherding a new bill through Olympia to safeguard infants from toxic substances.

On health care he said, no matter what the Supreme Court decides on the Affordable Care Act, there will have to be major changes because the system, as it is now, is not working.
“We spend more money per capita than any other country, and yet we’re ranked 35th or worse in many categories,” he said. “There is twice as much demand as there is money to pay for it.” He said that currently, as a nation, the deficit and health care are probably two of the biggest dividers, which are causing a very wide rift for Americans. help guide us in the future. I really want to know what is in the voters’ heads.” During a different portion of the meeting, City Manager Rich Conrad and City Council member Dan Grausz were on hand to talk about a possible future development. The city has been working on a project in the Town Center, which — should all the pieces come together — would free up the land where City Hall is currently located. While the four-acre parcel isn't big enough for a school by
itself, the space is a possibility that the board and city will discuss more in the future. “As the process has been going on and we’re looking for opportunities to work together, the idea of joining administrations in the same space has come up,” said Conrad. “Were we able to re-site City Hall, the northeast site would have potential. Of course, there are a number of players, and it is always complex.” Conrad said it could be three to five years before
construction begins on a downtown site. “There is probably a timing issue here,” he said. Several board members felt it was important to discuss all possible sites on the North end for a new school, even if there are some that quickly get eliminated. “I think we need to have a bigger conversation. I think that’s the only way to show we’ve looked at everything,” said Frohnmayer. “No one gets a holistic view if we only look at one site,” said Adair Dingle. The board and City Council Ad Hoc Committee will look into possible sites and bring back a short report for the joint meeting on May 21. The joint meeting will take place on May 21 at 5 p.m. in the City Council chambers.

There is a lot of uncertainty, and right now we don’t know what we’re going to do about it.” Smith said the uncertainty at the federal level is having an effect on businesses across the country, which are waiting to see how and if changes in the coming year will change their business. Smith also touched on the deficit and how there seems to be a widespread denial of the importance of getting it under control. “The depth of denial is huge,” he said. “There is an endless array of debates on what we should do, but all I know is right now the [numbers] don’t add up. Judge | FROM 1 Judge was the executive director of the Washington Toxics Coalition. WTC works to keep toxic chemicals out of homes, schools, and workplaces. They promote alternatives, advocate policies, empower communities and educate people to create a healthy environment. Her most important accomplishment during her time there was the passage of a law to ensure that baby bottles, children’s food and beverage containers, and sports bottles are now free of the hormone-disrupting chemical bisphenol A (BPA), as a result of a 2010 ban by the state legislature. She spent a good deal of time and effort, she said, personally working in Olympia and with members of the Legislature to ban these products. Her experience there led her to want to do more in Olympia and to do so in a nonpartisan way. “I want to be part of the solution,” she said of Olympia. Her issues are: education, women’s health — in particular, a woman’s right to determine her own health
care choices, fighting traffic and congestion, and championing the environment. She said that beyond her experience in the Toxics Coalition and her work in high tech and marketing, it is who she represents in the 41st district that makes her the right candidate. She is a woman and a sin- Maureen Judge gle parent making her way in tough economic times. “I am the 41st District,” she said. When she was tapped to become the director of the Toxics Coalition, the group was in dire financial straits. There was no money — and no money coming in due to the recession. Her first moves were to cut expenses at the nonprofit. Within the first few weeks, she had to let employees go. “It was very tough,” she said. Now, she said, the organization is in much better financial shape. Judge is a member of the Mercer Island Chamber

She moved to the Island in 2006 and lives on the North end with her daughter, who is a freshman at Mercer Island High School. She has left the WTC and has returned to being an independent marketing consultant with clients such as Allegiant Air. In the past, she was a manager for Real Networks in Seattle and later moved over to Expedia.com in Bellevue. She is a graduate of Boston University with a degree in political science and English. She grew up in the Seattle area. In addition to her volunteer work as board president of the Mercer Island Youth and Family Services Foundation, Judge was a member of the Executive Committee of the Board of Directors of the Starlight Children’s Foundation, a nonprofit serving seriously ill children and their families. She has also served on the King County Conservation Voters Board and four years on NARAL Pro-Choice Washington’s PAC board. She was also recently
appointed to mayor Bruce Bassett’s Sustainability Task Force. In 2007, Judge ran unsuccessfully for Position 3 on the Mercer Island City Council, now held by incumbent Mike Cero. The issues in that election are not that different than what is being discussed now. She said then that she wanted to be a Councilmember to bring some fresh ideas to the Council. “The skills I gained from managing in the tech industry have given me the experience reaching a consensus with a group of people with disparate ideas,” Judge said then. “I think that women bring to politics a whole set of great strengths,” Judge said. “It’s a planning and organizing sensibility that women bring to political office that is such a strength.” Judge is in the process of putting together her campaign. Islander wins AJC Max Block Award By Reporter Staff
Mercer Island High school senior Jose Alberto Gonzales has been selected by the American Jewish Committee of Seattle for a Max Block Award. The award honors high school students who advance the principal of justice and equality for Alberto Gonzalez all. Gonzales, who came to Mercer Island High School as a junior, quickly became a leader, according to his counselor, Susan Sutherin. He was tapped as a Bridges (student advisory program) leader, and earned a 3.88 GPA despite a challenging course load. His work through the schools’ International entrepenuer class brought him into contact with a school in Ghana. He later became the CEO of the class business, Mercer Trade, Inc. Gonzalez was voted a captain of the MIHS

Whooping cough is epidemic By Reporter Staff
Local and state officials are saying that the number of whooping cough cases in King County and Washington state is reaching dangerous levels. Gov. Christine Gregoire appeared on television last week to urge people to update their vaccinations. Even U.S. Senator Maria Cantwell weighed in on the matter. The number of confirmed and probable cases of the illness reported through April 28, 2012, in Washington state is up to 1,132 — an increase from 117 in the same period a year ago. According to the Washington State Department of Health, statewide there have been
between 184 and 1,026 cases of pertussis each year over the past decade, with zero to two deaths each year. The majority of cases reported so far this year have occurred in people 18 years and younger. More than half of the cases have been reported in the three most northwestern counties in the state; Whatcom County with 78 cases; Skagit County, with 234 cases; and Snohomish County, with 229 cases. Skagit County, with just 119,000 residents, has the highest incidence of cases statewide, with one confirmed case for every 196 people. All three counties lie along the I-5 corridor adjacent to the Canadian border. Continuing south along

I-5, there have been 125 cases reported in King County, and 147 in Pierce County. Nearer to the Oregon state line, there have been 39 cases in Cowlitz County and 84 in Clark County. Pertussis (whooping cough) is a highly contagious bacterial infection that causes a long-lasting and often severe cough. Bordetella pertussis, a bacterium, causes pertussis. The illness usually starts with mild cold symptoms or a cough, which can turn into severe coughing spells followed by gagging, or vomiting, and sometimes a “whoop” sound when trying to catch the breath. Infants who are very susceptible may or may not make the ‘whooping’ sound, but can turn blue, lose their appetites and become lethargic.

The Northwest Multiple Listing Service statistics for residential home sales for April indicate that for Mercer Island, both the number of sales that closed and final prices remained about the same as a year ago. There were fewer home sales pending, but prices were within one percent of what they were in April of 2011. The number of homes sold last month for both single-family homes and condominiums were up from 29 to 31, while seven more home sales were pending. The number of homes on the market were down, however, from 136 on the market last year versus 99 last month. The median closed home sale price was $859,000 last month, up 1 percent over a year ago.

Show and tell
The Mercer Island School District Board of Directors is right to conduct a survey to ask voters on what they think about the recent bond issue proposed to raise money to rebuild Island schools. No doubt Islanders will have a good deal to say. While we can guess at what those who voted no might say, it will be useful to ask them what might change their mind. And it will be helpful to find out who voted for each side. Was it just parents who voted yes and seniors who voted no? It won’t be that tidy. Each will have a different set of reasons for their vote. We expect that some of the responses may reflect the fact that many voters wanted to vote yes, but simply had too many questions about the proposal that were left unanswered. After the focus shifted from building 21st century schools to coping with overcrowding, the proposal seemed to become more complex. The real reasons for upgrading schools was lost. For many who remember voting for the school remodeling in the 1990s, it is too soon to discard the existing buildings. Others with knowledge about engineering and construction are critical about planning assumptions. Still others who just became aware of the plans for new schools are shocked by the scale of the plans. Just getting past the dollar figure involved — nearly $200 million — was too difficult for many. Despite endless public meetings over the past two or more years (and many stories in this newspaper), others believe the School Board has been less than transparent. Cautious, yes. Secretive, no. Going forward, a comprehensive communication strategy is key. The district should put together a digital, print and voice campaign to reach everyone. It is not enough to say that schools have to be different now or who says what size of elementary schools is best. Supporters of this initiative need to show, not tell. Islanders need to see and feel what their schools look like, through videos on Channel 21, YouTube or through regularly scheduled tours through school buildings. Such an approach might help bring the state of Island schools into sharper focus.
‘Islanders need to see and feel what their schools are like on the inside.’

TALK
To the editor Youth ballet buoyed by MI Community Fund Island Youth Ballet, a nonprofit, in residence with the Children’s Dance Conservatory of Mercer Island, was founded in 1998 to underwrite and promote quality performance opportunities for the children and youth of Mercer Island aspiring to learn the art of classical ballet. Ideally situated in the picturesque red schoolhouse on Mercer Island’s South end, IYB currently is preparing for its premiere of “Excerpts From Cinderella,” to be presented at the Mercer Island High School Performing Arts Center on June 10, 2012, at 2 p.m. To launch a new ballet and present it within a fairly short timetable is no small feat. This is reflective of a well-trained student body and parents who share the same vision for achievement and excellence for the arts within their community. This process demands commitment and sacrifice, which are put to the test in a myriad of ways. Ballet training is expensive and never-ending. Siblings groan at the mention of yet another rehearsal or class that may threaten and stifle their life interests, and the age-old adage, “you can’t do it all,” is challenged time and again. But, somehow, the show manages to go on! After five years of preparation in the studio, IYB first presented “Excerpts From The Nutcracker,” held at Youth Theatre Northwest in 2003. This ongoing collaboration with YTN and the support of the greater Mercer Island community is not only fulfilling but is now proving to be the opportunity to add Cinderella and
another ballet to its repertory. With a generous grant from the Mercer Island Community Fund, a gift of $2,000 for the project, “Excerpts from Cinderella” is now underway. IYB and Cinderella, it seems, share bits and pieces of the age-old rags to riches story. Island Youth Ballet is grateful for this opportunity to enliven and enrich the cultural experiences of all Mercer Island residents, and at this time it is especially grateful to the Mercer Island Community Fund for making this project possible. ICW ‘road diet’ poses risk for seniors When the idea of an ICW ‘road diet’ surfaced some years ago, citizens opposed to the scheme were able to convince the City Council to drop the proposal.
Much to the surprise of Mercer Islanders, the City Council voted to resurrect the unpopular ‘road diet,’ now named the ICW Corridor Project, at the June 21, 2010, meeting as part of the 2011-2016 TIP. As a result, bids for the first phase of the project (from Merrimount Drive to S.E. 53rd Street) have just been sent out. The bids are due to be opened at City Hall this week, and the City Council is expected to award the contract to the lowest bidder on May 21, 2012. Construction will then take place this summer. The City Council and the MI staff considers this a “done deal.” However, recently major concerns about emergency vehicle access, lack of a State Environmental Policy Act (SEPA) filing and the overall impact of this major change from four to two traffic lanes are emerging, and these concerns need to be addressed and subject to public scrutiny before the Council authorizes the construction

Interstate 90 drivers heading eastbound near Mercer Island have more real-time information available from 36 new electronic highway signs. The signs are part of the Active Traffic Management system to reduce collisions and keep traffic moving on I-90. Approximately 60 percent of the collisions on I-90 are congestion-related. The signs were made operational earlier on two other key commuting routes: Interstate 5 and State Route 520. “The growing demands on our transportation system mean we have to meet the challenge using

every tool we can,” said Transportation Secretary Paula Hammond. “We’re using this technology to operate the system efficiently and make the best use of existing lanes by reducing crashes that cause more congestion.” There are 289 variable speed-limit, lane-status and message signs now working on I-5, I-90 and SR-520. The system uses the overhead lane signs to alert drivers to reduce their speed or change lanes when lanes ahead are blocked or closed. This helps reduce last-minute lane changes and panic braking, primary factors contributing to collisions. Since the system began
operating in August 2010 on northbound I-5 between the Boeing Access Road and I-90, reported collisions in that section have steadily decreased. The last three months of 2011 have one of the lowest collision rates in the past four years. Collision data for SR-520 and I-90 is still in the early stages of study since construction work and tolling must be factored into the analysis.

Regina Schreel McMeekin
Regina Schreel McMeekin passed away April 30, 2012. She was born in Greenville, Ohio, April 8, 1912, the youngest of three sisters. After completing high school in Greenville, she went on the graduate from Ohio State University in 1936 where she was a member of Kappa Kappa Gamma sorority and where she met her husband, William Glenn McMeekin II. She was married in 1936 in Worthington, Ohio. The family moved from their home in Worthington, Ohio in 1952. They settled on Mercer Island where Regina’s three children graduated from Mercer Island High School and continued on to graduate from the University of Washington. Regina was widowed in 1972. She undertook her first jobs then, working in gift shops on Mercer Island, including James Crosby’s, for the next 11 years. Regina was active in her sorority and in the Women’s University Club, in which she was an officer for several years. After her working career, she divided her time between her daughter Ann, in Olympia, WA and her daughter Marilyn in Kailua, HI. Regina is survived by two of her three children: Marilyn Bauer (Glenn) and Bill McMeekin (Carol). Daughter Ann Saunders (Herb) is predeceased. She is also survived by five grand children, Gretchen Swanson (Greg), Heather O’Meara (Pete), Ross McMeekin ( Jess), Lindsey McMeekin, and Matt Bauer: and also by four great-grandchildren, Reland Tuomi, and Annie, Caroline, and Sean O’Meara. Regina will be remembered for her cheerful, optimistic attitude, her kindness and thoughtfulness of others, and her love of family and life. If you would like to make a remembrance in Regina’s name, you may send it to Foss Home and Village through its Foss Foundation at 13023 Greenwood Ave North, Seattle, 98133. 621483

In the case of the almost 20 percent of Mercer Island’s population that I belong to — senior citizens over 65 years of age — the road diet creates difficulties and distractions that we are ill-equipped to deal with. Seniors are not able to switch to bicycles, or for that matter, walk to and from bus stops — so the idea of switching to public transportation just does not make sense for seniors. Seniors living in their

own homes along Island Crest Way depend on their cars to go shopping at the North or South end of the Island, visit their doctors and dentists both on and off the Island, and any other errands. The road diet is going to make it much harder for senior drivers to enter Island Crest Way during the morning and evening rush hours; and the addition of bicycle traffic is going to confuse and distract older drivers. Has the City Council even given thought to this at all? The City Council needs
Jay Yanick Jr. (“Little Jay”)
Jay Yanick Jr. (“Little Jay”) was born January 31, 1962 and passed away unexpectedly but peacefully April 25, 2012. Jay was a long time Mercer Island resident and a 1980 graduate from Mercer Island High School. He was an avid sports enthusiast as well as participant. He enjoyed tennis, snow skiing, boating with his dad and being in the outdoors. He couldn’t get enough of sports and enjoyed watching football (Seahawks and Huskies) and Mariners baseball. He just returned from a trip to Arizona to watch the Mariner’s spring training. Jay’s true love however was caring for animals of all kinds. In fact, in 2007 he started his own business called Happy Pets. It started out as a dog walking business and through time he became an ABC Certified Dog Trainer. Survived by his loving parents, Jay and Kay Yanick of Mercer Island, sister, Kim Yanick of Mercer Island and dear friend Marsha Rockett of Bellevue. Jay will be forever missed and remembered in our hearts. In lieu of flowers please donate to a charity of your choice or participate in other acts of kindness. There will be no public service. 622507
to take a deep breath and step back from its rush to implement the road diet. Quoting from the Council’s ‘Vision Statement’: Local land-use policies will be coordinated with transportation plans in order to provide safe, functional surfaces for vehicles, bikes and pedestrians while avoiding local “gridlock.” Local transportation planning will continue to emphasize a semi-rural setting for various arterial and collector streets. The Island Crest Way Corridor Project does not meet the above criteria. The ill-considered road diet will create gridlock and make Island Crest Way less safe, especially for our senior drivers. It is a bad idea for our small suburban community, and these drastic changes will affect vehicular access to our main north-south arterial road for many years to come. Claus V. Jensen
New HOV lanes OK for SOV Islanders? The April 4 article about the opening of a new eastbound HOV lane between 80th and the East Channel Bridge, and the May 2 editorial, both overlook a key benefit to Mercer Island residents. Mercer Island traffic is entitled to
use all the I-90 HOV lanes between Seattle and the I-405 interchange; thus, we can use the new HOV lanes east of 80th even with a single-occupant car. The 1976 Memorandum of Understanding between the state and the municipalities (www.mercergov. org/Files/I-90%20MOA%20 1976.pdf) guarantees to Mercer Island traffic the right to use the I-90 “transit lanes” (the HOV lanes), “between the south Bellevue interchange [I-90 /I-405] and I-5.” Nowhere in the MOU is there even a hint that the right of Mercer Island traffic to use the HOV lanes is restricted to the section between Island Crest and the west end of the Mount Baker tunnel. So, WSDOT signs notwithstanding, all HOV lanes between I-405 and the Seattle terminus by Uwajimaya are open to Mercer Island traffic under the terms of the MOU. The city manager has acknowledged in the past that the WSDOT signs contravene the rights of Mercer Island traffic, but the city has failed to take steps to ensure the rights of MI traffic. Nonetheless, the signs cannot override the rights we have under the binding 1976 MOU. The HOV lanes between 80th and I-405 can be a real blessing when traffic on the East Channel Bridge is bad, and our right to use them should not be obstructed. Scott Milburn
Editor’s Note: The agreements governing the use of HOV lanes by Islanders in SOVs are complex. We checked with former MI mayor, state senator and representative Fred Jarrett, now the deputy King County executive, to respond. “The confusion is in the definition of ‘transit lanes.’ The configuration of I-90 under the MOA is 3-2T-3, or three general purpose lanes in each direction and two transit lanes — not HOV lanes — but transit lanes. The access granted to Islanders is for those two lanes, not any additional HOV lanes (unless that was changed in the R8A agreement). To my knowledge, there never has been a document that provides Islander SOV access to any HOV lanes (center roadway or new HOV R8A lanes) east of Island Crest Way. Behind the MOA grant of Mercer Island access to the center roadway was a series of traffic studies forecasting Islanders would generate 2,000 cars per hour at peak at ICW by the year 2000. When the Eastside cities agreed to let go of the 4-2T-4 configuration in favor of the 3-2T-3 configuration, Mercer Island access to the center roadway accommodated the loss of one general purpose (GP) lane in the peak direction by diverting Island traffic to the center roadway, thus maintaining the peak capacity of 4-2T-4 with two fewer GP lanes. So, in short, the agreement was based on traffic generated at ICW westbound, not I-405. In 1976, there was no expectation that peak would be bidirectional.” Mr. Jarrett concludes: “I think people would be ill-advised to use the HOV lanes.”

Of course, there is more work ahead. We are working to reduce the time animals spend in our care. We continue to collaborate with adoption partners to help us place even more pets into new homes. We are always looking for more volunteers and foster families, and exploring ways to make our operations more efficient and stretch taxpayer and donor dollars further. We are proud to serve Mercer Island — and are optimistic our vision of hope, service, stewardship and transparency will earn us the opportunity to serve Islanders for years to come.

King County is pleased to have provided the city of Mercer Island with animal services for many years, and we hope to continue this beneficial working relationship in the future. The vision for Regional Animal Services of King County (RASKC) is one of hope for animals, service to our customers, effective stewardship for our limited public resources, and transparency for the communities we serve. As part of this vision, RASKC does not euthanize adoptable animals or have a time limit for how long animals can stay in our care. Our Angel Fund uses donations to provide life-saving medical care for injured and ill animals in our care, and foster families provide loving, temporary homes for hundreds of animals in need. Our numbers back our vision, as the euthanasia rate at RASKC has decreased dramatically in recent years. Regional Animal Services now has one of the lowest euthanasia rates in the nation for a public shelter. In 2011, 14.3 percent of the animals taken in by RASKC were euthanized, a dramatic reduction from the 49 percent rate in 2003. By comparison, using the same methodology RASKC uses to calculate its euthanasia rate, the Seattle Humane Society (SHS) had a 9.9 percent rate in 2011. Public safety is part of our mission, and we have to impound and euthanize dangerous animals, unlike SHS, which selectively admits animals into its adoption program. SHS also imports large numbers of highly adoptable animals from shelters outside our community, which affects their euthanasia numbers.
