Look inside...

The case involving longtime Buckley City Councilman Randy Reed took a sudden and dramatic turn last week, when his 31-year-old son was charged with attempting to bride a witness. The elder Reed was hit in September with two charges stemming from allegations of inappropriate sexual contact with a young girl. Now, his son is alleged to have contacted the victim’s mother, offering money if she would

agree to drop the charges. Randy Reed, 54, was charged with first-degree child rape and first-degree child molestation. Pierce County Superior Court papers allege he inappropriately touched a 7-yearold and exposed himself to her; it also is alleged he had the girl touch him. Court documents indicate the 7 year old and her mother were living with Reed at the time of the alleged crimes, as the mother was in a relationship with Travis Reed. The incident apparently came to

Once that basic need is filled, other needs and services can begin to be met, but for hundreds of people living in the forest, hill sides, parking lots and couches of East Pierce County it is the most basic of needs that remain a top priority. “We are in desperate need for housing,” said Marilee HillAnderson, director of the Sumner School District’s STARR project. So far this year, the STARR program, which offers assistance to low-income and homeless families to ensure children receive an education and are fed during the school day has served 184 families, with an expectation of 200 before

HOmeless FROM 1 the school year ends. “Our unending goal is to make sure we do everything we can to provide stability for students,” HillAnderson said. STARR is responsible for the Sumner/Bonney Lake Family Support Center, located at Daffodil Elementary School in Sumner. “Families come to us when they’re in need,” she said. Both Williams and HillAnderson said the economy has forced many families to consolidate or become unable to pay rent, which is high in our part of the county. But even as people lose jobs, they don’t want to move too far away from what they - and their kids - know, even to an urban area such as Tacoma, where there is easier access to services for those in need. “Parents and children want to stay in Sumner and Bonney Lake because

of the quality community and quality schools we have in this area,” Hill-Anderson said. Both Hill-Anderson and Williams said the starting point for anyone in need of help is the Pierce County Access Point 4 Housing. A joint project between the Associated Ministries and Pierce County, Access Point 4 Housing is a centralized intake and referral system for families or individuals at risk of or experiencing homelessness. “That’s the easiest way for someone to enter the system,” Williams said. Hill-Anderson said in 2011, Access Point 4 Housing processed 15,000 unduplicated requests for assistance. Williams also pointed to local family centers, like the one in Sumner or the similar White River Family Center in Buckley as wealths of information. “The family centers know pretty well where the local resources are,” he said, calling Sumner a “premier” district that does a great job in

NEWS BRIEFS Photography on display at Enumclaw’s Gallery 2012 • The work of Bonney Lake photographer Michael Dilbeck will be on display at Enumclaw’s Gallery 2012 beginning Thursday. His show runs through July 2 in the gallery found in City Hall, 1339 Cole St. Dilbeck’s photographic images can be visually read in many different ways. Electronically capturing distant images or focusing on the smallest detail of something nearby allows viewers to wonder about the reality of what they’re seeing. Dilbeck’s works has been shown in Auburn, Puyallup, Yakima and Port Townsend, as well as Enumclaw. In a prepared statement, Dilbeck wrote of his work: “It is simplistic, complicated and everything in between all at the same time. It is also, many times, not recognizable, which are the type of images I enjoy presenting. Making people pause, look a little deeper and think about what they see. I hope to illustrate that there are many dramatic scenes in nature that tend to be overlooked because they are around us every day just waiting for us to stumble upon them. I’m constantly looking for those unique moments when nature presents itself in a truly magnificent way.” The collection to be shown in Enumclaw provides a wide assortment of subjects,

The group also tries to make house calls when it is not possible for the families to make it to the center due to transportation issues, something only compounded by he recent loss of bus service through the region. “We want to meet families where they are at,” HillAnderson said. Charging papers indicate she told Travis Reed she “could not, nor would not, drop the charges against his father.” Instead, the mother contacted Buckley Police Department Detective Jeff Plaster, who took her cell phone and secured copies of the text messages. “Every day I’m looking at jobs the families I am working with might qualify for,” Williams said. But nothing comes cheap. “The help people need costs money,” Williams said. His organization is funded primarily through grants from the federal, state and county government. The STARR Program and Family Center is a partnership between the school district, the cities of Bonney Lake and Sumner, the Health Department, Good Samaritan and grant funding from the state, county and federal government, as well as support from several local churches and businesses. But the key for any organization or any assistance is finding the hidden homeless of Pierce County in the first place and convincing them that there are people who care and there is a way out of their struggles. “We want to talk to you, we want to help you keep your kids in schools,” HillAnderson said. “And call us earlier than later.”

Helping Hand House does checks and interviews of the families they help to make sure that those receiving the service are in the right frame of mind to make the best of the aid they are given, “What we’re looking at in that is simply ‘Are you at a point in your life where you can do something to help yourself?’” Williams said, adding that Helping Hand House is looking for folks “willing and able to make a change right now.” Both the family center and Helping Hand House can offer immediate financial assistance for qualifying families, such as car payments or child care or just food. All your hydrangea questions are answered When June arrives you may notice your vegetable seedlings and annual plants experiencing a growth spurt. Just like a teenager, they now have a huge appetite so this is your reminder to fertilize. Roses and perennials also benefit from a feeding this month and if you still have not fertilized the lawn, make sure you do so early in the month before the hot weather arrives. You should not feed clematis vines in bud or bloom. Clematis is the queen of all vines here in the Northwest and thrives in our cool summer weather but if you give clematis a big dose of plant food just as it starts to bloom it sometimes drops the f lower buds before they open in a misguided effort to grow more foliage. first winter will help it to survive and grow into a tough shrub that flowers each summer. I had a blue hydrangea but once I moved it closer to the house it turned more purple and almost lavender. Why do hydrangeas change from blue to pink? P.P., Enumclaw Hydrangeas are the only shrub with such gender issues, coming out to the world blue in our naturally acid soil of western Washington. If you add lime around the roots of your big leaf hydrangeas the acidity of the soil and the flowers will change to pink or lavender depending on the amount of aluminum available in the soil. I suspect the gender confusion in your case is caused by the cement foundation of your house. Enough lime may have leached from the concrete to make the soil less acid, so the flower color changes. To feminize your blue hydrangeas you can add

lime around the base of the shrubs. Start with just one-half cup of dolomite lime per plant as too much lime will turn the soil too alkaline and cause yellow leaves. Add aluminum sulfate to the soil to make it more acid and to keep your hydrangeas a more manly blue. •

the winter here and bloom again next year? It sounds like you’ve received one of the new gift hydrangeas called Strawberries and Cream and the good news is it can go out into the garden in our climate for years of enjoyment. The flowers you describe are called “lace cap” as the center blooms do not open, giving the illusion of a lacy frill around a center cap of buds. Enjoy the blooms indoors but by June remove the plant from it’s pot and replant into a spot where it is protected from the hot afternoon sun. Hydrangeas love moist soil and newly-planted hydrangeas will need extra water the first summer and into the fall until they establish a strong root system. There’s no need to fertilize your newly-transplanted hydrangea as you want this greenhouse-grown plant to harden off or acclimate to the outdoor life. A mulch over the roots during the

Graduates provide Letters Enumclaw to hope for the future Welcoming the county library system I took a Friday off a couple of weeks ago and drove to Spokane. I am not supposed to tell you why I was there, based on orders from my daughter, Katy, who has decided running my life with a remote control from Spokane is a good idea. So I will just say I attended a graduation at Gonzaga. This one was a little different because state Supreme Court Justice Debra Stephens was the keynote speaker. She had graduated from Gonzaga Law School. Dennis Box I thought it was Editor fun to see law students acting pretty much like a bunch of happy high school kids. The hope and enthusiasm in that room was infectious – even for me. I understand some may think I am a little grouchy, but let it be known I am often known as Mr. Happy… somewhere. It was very easy to see hope for the future of this country in that room. The keynote speech by Stephens was the best I have ever heard. She talked about how the practice of law was changing in this country. She also addressed how this country in the near future will be in need of good legal minds more than ever. I think she is correct. After the graduation I took Katy and some of her friends out to eat, then I got out of the way so she could have fun without Mr. Happy around. Driving home I had some time to talk to myself like a crazy person without anyone catching on. I figure I’m in a car and if someone sees me they will either think I am singing, talking on my bluetooth or I have an imaginary friend. I remembered the seven years earlier when my wife, Ginny, and I took Katy to Eastern Washington University to start school. It was about 10 at night and we got her settled in the dorm room and took her out to eat dinner somewhere in Spokane. On the ride home Katy burst into tears and told us to take her home. She didn’t want to go to “stupid college.” It may be the one of the hardest things I have ever done, leaving her at the dorm. As we left Cheney for home I kept telling Ginny I was fine to drive. “I got it all under control… no sweat.” After about five minutes or so Ginny asked me what all the lights were ahead. “Spokane… I guess I’m going the wrong way.” Oh well. I didn’t get lost going home this time, but it seemed like a very long drive.

LAST WEEK: Would you support a move making seats in the Legislature full-time positions?

The Enumclaw library will join the King County Library System on June 1 and KCLS is pleased to welcome all Enumclaw residents to the KCLS network of 47 community libraries. We know you love your Enumclaw library and hope you will be equally delighted as the newest member of KCLS. We will do our best to ensure a smooth transition with minimal disruption to your library services. What does this mean for Enumclaw residents? Through your beloved Enumclaw library, you will have access to the entire KCLS collection and library services. That means you can browse

and place holds on any of the 4 million items KCLS offers – all delivered to you at the Enumclaw Library (or other KCLS library location of your choice). And you’re always welcome to visit all branches of the KCLS network, which you can find at www. kcls.org/locations/index.cfm. As a KCLS library, the Enumclaw library will offer a refreshed and expanded selection of books, magazines, music, DVDs, learning kits, computer workstations, computer classes, online resources and programs tailored to the needs and interests of Enumclaw residents of all ages, from infants to seniors and everyone in between. On June 1, the current hours at the library will continue to be in place but, over the course of the summer, hours will be expanded to a total of 63 open hours, including Fridays and Sundays. More details will be announced as dates are finalized.

How will the transition happen? Enumclaw library’s collection will be expanded with new materials, new computers and workstations and wireless Internet access will be installed. During the transition, we will do everything possible to continue to fill your hold requests and keep library operations as normal as possible. The Enumclaw library staff will be involved in the changeover, with support from KCLS staff as well, to complete the necessary changes as quickly and smoothly as we can. Though Enumclaw library is now part of the King County Library System, it remains a vital part of your community. Please come in, get your new KCLS library card if you don’t yet have one, say hello to your Enumclaw library staff and meet a few new faces from the KCLS staff who will serve in Enumclaw. Economy in precarious position It was October 1929 and the stock market had crashed. It was well known by the public at that time that some commercial banks had loaned money to stock speculators who had then gone to their stockbrokers and bought stocks on margin. That means they only put a small percentage of the cost of the stock down (say 10 percent) and promised to pay the balance when stock prices rose. Unfortunately for the stockbrokers, the speculators and the commercial banks, they couldn’t be repaid because the speculators had lost all their money with the crash. Some average citizens began to make the connection that their life savings at the local bank might not be safe because of these loans to stock speculators. So, just to be safe, some people went to their banks to take their money out. Others saw people waiting in line outside the bank, so they began to be worried, too. They went to their banks and wanted their savings withdrawn. This fear set off a cascading series of bank runs and failures that spread across the nation in the years between 1930 and 1933. To stop the panic, Franklin Roosevelt closed all the banks in the nation when he took office in March 1933 until the government could check their soundness. He had Congress pass what is called Federal Deposit Insurance (FDIC) to federally guarantee bank

account deposits. We still have this today, with the government protecting up to $250,000 per account of our Rich Elfers deposits. Part of the FDIC Columnist Act was called Glass-Steagall and was passed in 1933 to separate commercial banks, where people kept their savings, from investment banks that are financial institutions that loaned money to people to buy stocks and bonds. This was meant to prevent the mistakes that caused the Great Depression of the 1930s. For 66 years, until 1999, this law functioned well, until with the push from Federal Reserve Chair Alan Greenspan, Secretary of the Treasury Robert Rubin, and some large financial institutions, the law was dropped. I remember hearing about President Clinton signing the act that ended the Great Depression safeguard. Having taught about the causes of the Great Depression for more than 20 years at that time, I wondered what effect that decision would have upon the economy. We all found out in October 2008 when the economy went into a tailspin. A new regulatory act was passed in 2010 called the Volcker Act, which is due to come into effect on July 12, 2012. It will seek to prevent some of the causes of the 2007-08 economic meltdown. But its chief weakness is that nothing equivalent to Glass-Steagall is part of that act. The end of Glass-Steagall in 1999

In Focus

allowed financial institutions to grow “too large to fail.” The reason it wasn’t added is because lobbyists from financial institutions spent many millions of dollars successfully fighting against any such regulation. They had a lot to gain from blocking such a provision. The problem that I see as the major issue is that when the government comes in to bail out corporations that are “too big to fail” it creates what economists call “moral hazard.” This means that since financial corporations now know that the government will bail them out as they did in 2008, they are less responsible with their investments. They are likely to get greedy again because there will be no consequences for them from their irresponsible actions. Why might you care? My fear is that not having a Glass-Steagall type provision in place will lead to a repeat of the 2008 economic disaster. Unless Congress and the president act to reinstate a form of Glass-Steagall, we will see a repeat of the 2007-10 fiasco. Ignorance will not be bliss. I recommend you go online and watch two Frontline videos. They’re free and all they will cost you is some time. They’re called “Frontline: The Warning” and “Frontline: Money, Power, and Wall Street.” To view them, type these titles into your search engine with quotes. The time you take to watch will help you understand how precarious a position we are in economically as a nation and that’s not even dealing with the Euro Zone crisis over Greece.

Volunteers honored with Champion Award Four volunteers were honored May 21 as recipients of the 2012 White River Communities Champion Award at a special meeting of the White River Families First Coalition. The Community Champion Award was established in 2011 as a way to recognize those contributing to communities within the White River School District. Recipients were nominated by members of the community because they have made a powerful difference without holding an office, title or public position. The 2012 recipients were Ann Trullinger, John McArtor, Bob Howie and Mark Thompson. Trullinger has been a volunteer with the Ida Marge Guild and has been active in the local fundraising for Mary Bridge Children’s Hospital since 1972. She serves on the Rainier Foothills Community Health Network steering committee with the Enumclaw Regional Healthcare Foundation. A longtime senior center volunteer, she was instrumental in bringing new senior housing to Buckley, involved in everything from the purchase of the land to the details of the housing complex. She has been a Buckley Fire Department volunteer for many years and serves on the Citizens for a Better Buckley board. In that capac-

ity, she helped get the new fire station on the ballot and was instrumental with the EMS levy. She volunteers at the fire station, greeting visitors and answering phones. Further, she is active in the food backpack program at her church, which provides weekend food for children on the free and reduced lunch program in district schools. She is involved in the church quilt group which makes blankets for veterans and quilts for children, the fire department aid car and the Women, Infants and Children program, as well as pillowcases for children at Mary Bridge. McArtor has been a teacher his entire life, though he is not certified. Described as a walking book of knowledge and a classic “abstract-sequential” learner, he serves as a volunteer tutor in the White River High School Connections Program. He has

Dickson off to New York, Dream Mile By Kevin Hanson Senior Writer

Marcus Dickson has been flying around local tracks for years, establishing himself as one of the best distance runners in the state. This week, he flies to New York to test himself against the nation’s elite. Dickson, a graduating senior, will be winging his way to the Jim Ryun Dream Mile, part of the Adidas Grand Prix. He will run Saturday at Icahn Stadium in New York City. There, he will join a select group at the by-invitation-only event. Other runners in the field hail from West Virginia, New Jersey, North Carolina, California, Ohio, Massachusetts, Arizona, Texas, Utah and Marcus Dickson will head to New York City to Indiana. On an interesting note, two of the compete in Saturday’s Dream Mile. File photo by nation’s best are friends who live less than an Vince Miller hour apart. Dickson is happy to be running with Izaic Yorks of Lakes High School. “We’ve become pretty good friends,” Dickson said. “He’s a good guy and an amazing runner.” Dickson has accepted an athletic scholarship to attend Brigham Young University while Yorks is bound for the University of Portland. Dream Mile organizers make a concerted effort to help young runners crack the 4-minute barrier in the mile. A professional runner paces the field for the first 1,000 meters, running at a clip that would allow for a 4-minute finish. Dickson admits breaking the elusive 4-minute barrier will be difficult, but figures he has a shot. “It’s reasonable,” he said. “I’m going to go for it. I’ve surprised myself before.” Dickson’s best time in the mile is 4:07, which he ran in the early spring. As one of the country’s top prep runners, Dickson was recruited to participate in the Dream Mile. Sponsors are paying the way for Dickson and one parent.

Dustin France received honorable mention.

Soccer Forward Zak Morris was named to the all-SPSL 2A first team. Sophomore Taylor Moser was a second-team midfielder and Conner Dayton was a second team defender.

Track, prom make for a long day By Sam Horn Staff Intern

Most girls take perhaps five hours to get ready for their high school prom. But AnnaMarie Forza, a senior at Enumclaw High School, did not have that luxury. Instead, she had about 30 minutes to get ready for the end-of-the-year dance. She and Zach Mason, a junior at EHS, competed Saturday at the Washington State Combined Event Track Championships – the same day as prom – so Forza and Mason, who attended the dance together, had to scurry out of the locker rooms garbed in their dance attire as quickly as possible in order to make it to the dance in Seattle on time. “I think it’s really neat that these kids are trying this,” Zach Mason’s mother, Jayne Mason, said. For Forza, Saturday was not her first time at the Washington State Combined Event Track Championships. She competed as a sophomore, taking third overall. Saturday, Mason placed 18th in a field of 48. Mason and Forza have been friends for about three years. They first met when Mason was a freshman on the track team and Forza was a sophomore. Both are involved in other sports at Enumclaw High School. Mason is a wide receiver for the Hornets’ football team and Forza

cheers on the Hornets on the sideline as part of the cheer squad. “The fact that my son, Derek, was on the cheer squad was enough inspiration for AnnaMarie to join the squad when she had the chance,” Pat said. Concerning the Washington State Combined Event Track Championships, the boys and girls competed in the decathlon and heptathlon, respectively. The decathlon is made up of 10 events. On the first day, boys competed in the 100-meter dash, long jump, shotput, high jump and the 400-meter dash. On the second day, the events were the 110=meter hurdles, discus, pole vault, javelin and 1500-meter run. The heptathlon features eight events in two days. On the first day, girls took part in the 100 meters, hurdles, high jump, shotput and 200 meters. The events on the second day were the long jump, javelin, and 800 meters.

Yet we must always bear in mind that God is not restricted by our decisions and limits. The danger exists when we assume that our definitions and boundaries are shared by God as well. During Jesus’ ministry he was constantly amazing and disturbing the selfappointed gatekeepers, be they the religious establishment or his own disciples. His grace and mercy were constantly extending beyond well defined boundaries, moving into previously uncharted territory. Those people who were always considered outsiders were closest to his heart, whereas his most heated confrontations occurred with those who would strictly define the borders of God’s kingdom. We are not the gatekeepers. One wise man of faith once said to me, “Jesus never called us to ‘save’ anyone; salvation is strictly God’s business. Our defined role is to make disciples.” And making disciples simply involves invit-

Buckley to Florida A group of Glacier Middle School students traveled to the Florida Keys in early April, accompanied by teacher Joe Frame, as part of the WorldStrides program. Highlights included kayaking through the mangrove-lined channels of Key Largo, snorkeling alongside vibrantly colored fish in an offshore coral reef, getting in the water with dolphins and interacting with the playful creatures, visiting a hospital that helps rehabilitate injured sea turtles, dipnetting for a diverse array of species in seagrass beds and taking an evening hike through the Everglades while spotting alligators and other creatures with flashlights. The last day was spent on a daylight tour of the unique ecosystem with a park ranger leading the way and spotting alligators, snakes and countless birds in their natural habitat. Honored Bugler Kelli Taylor, a senior at Central Washington University and a 2008 graduate of White River High School, had the recent honor of playing Taps at Arlington National Cemetery. Two hundred buglers from all across the country gathered in the Old Amphitheater of Arlington for a mass sounding of Taps in honor of the 150th anniversary of the song. The buglers then moved to sites throughout the cemetery and bugled following the noon chimes. Taylor was recruited to be a VFW bugler after playing at a family friend’s funeral when she was 14. She has since volunteered several hundred hours bugling Taps, mostly at Tahoma National Cemetery and through the Enumclaw post of the Veterans of Foreign Wars. Taylor is a member of Bugles Across America, which was founded in 2000 after Congress declared that U.S. military veterans have the right to have Taps played at their funerals. Most have digital music, but there are now more than 7,500 volunteer buglers throughout the United States. Photo provided by Trina Taylor

www.courierherald.com and, yes, by golly, even newspaper columnists. The feds knew all about the affairs of presidents Kennedy and Clinton and kept a close eye on author Norman Mailer. As you move away from these extremes, the line between reality and para-

Linda Carol Rubado died May 28, 2012 from complications of leukemia. She was born September 9, 1938 in Seward, Alaska. Her father’s job had the family moving multiple times between Alaska and Texas before finally settling in Seattle. Carol married Jim Rubado in 1959, had 3 children and then later the family moved to Enumclaw, Washington. She worked much of her life doing administrative work, most recently at Wilkeson Sandstone Quarry where, in addition to her many duties, Carol received pleasure in providing the “guys” lunch and treats. Carol’s primary goal in life was to take care of those she loved. One of her biggest accomplishments was to raise her children, and later grandchildren, to be strong, capable and exposed to many of life’s adventures and cultural opportunities offered in Washington State. Pets, many of which were rescue animals, included horses, a donkey, a goat, a pig, geese, dogs and cats were a joy to Carol. Among her favorite hobbies were gardening, bowling, boating, a variety of crafts - large and small - and traveling to see family. Carol was a professional volunteer extraordinaire. She served with the Washington State Master Gardeners and loved helping people learn more about plants. In addition, Carol was active in the 1st Mates at Day Island Yacht Club, Enumclaw Police Auxiliary, PTAs, 4-H and numerous other charitable organizations. Those who knew Carol will undoubtedly remember her as being caring, giving and one who would TRULY give the shirt off her back if they needed it. Carol was predeceased by her husband James A. Rubado, father Eldon G. Grimes, mother Monterey L. Grimes, and cousin Faye Holland. She is survived by her loving children Patti (Rubado) Adam, Jeff Rubado, Diane (Rubado) and Horace Russell; grandchildren Britni, TJ Russell, Nicole and Justin Beale, Kaili Jo, and Brienna as well as her brother Michael L. and Judy Grimes; Grizzly, her black lab and Nikki, her cat. True to her practical nature, there was no formal service but rather a simple, yet intimate family gathering celebrating her life. The family asks that remembrances of Carol be given to the American Cancer Society and would appreciate your gift of blood, and especially platelets, to local blood banks.

as delusional and irrational suspiciousness. Paranoid people tend to build crazy and elaborate networks of spies who are watching them and spend a great deal of time analyzing these imaginary schemes. Like, who’s the man, who’s following the man, who’s following the man, who’s following me. On the other hand, if you believe the government is spying on you – and the government actually is – then, of course, you’re not paranoid. For example, if you’re doing something illegal – if you’re a

member of a drug cartel or a militia planning to overthrew the U. S. government – there’s a good chance the DEA or the CIA really is watching you. It’s also true that the FBI keeps close tabs on powerful and inf luential celebrities, politicians
