The council unanimously adopted an ordinance authorizing the executive to enter into an interlocal agreement that provides field officers, shelter services and licensing services. “This model partnership between the county and municipalities will bring consistent, cost-effective and compassionate solu-
tions to our animal control challenges,” said Council Vice Chair Jane Hague, the prime sponsor of the ordinance. “By beginning to establish a greater correlation between cost and use of services, this interlocal agreement is a step forward in encouraging local jurisdictions to increase their rates of licensing their animals,” said Councilmember Julia Patterson. In 2010, the council approved the creation of
a regional animal services program, the culmination of three years of work by the council and the county executive to reform the county’s animal services system. The agreement defined services, euthanasia rates, expenditures, cost allocation methodologies, with the cities agreeing to pay a greater share of the cost of the services they received from the county. A man in his 20s was shot and injured in Kent after an altercation at about 1 p.m. Sunday in the 22400 block of Benson Road on the East Hill. Paramedics transported the man to a hospital with possible life-threatening injuries, according to a Kent Police media release. Several people witnessed the altercation and gunshots but the reason for the dispute remains to be determined. Police identified the shooting suspect as Wendall Oliver Adams Jr., 26, a black man who is 5 feet 9 inches tall and weighs 170 pounds. He fled on foot after the shooting and has not yet been found. He was wearing a black T-shirt, black shorts and a gray hooded sweatshirt. He carried a black handgun. Adams is considered armed and dangerous. A TACOMA MAN received a oneyear jail sentence for his role in the Kent car show, gang-related shooting last July that injured 12 people. King County Superior Court Judge James Cayce sentenced Patrick Anthony Auble on July 6 at the Norm Maleng Regional Justice Center in Kent. A jury convicted Auble in May of one count of first-degree rendering criminal assistance. The jury convicted Auble for hiding one of the vehicles that carried shooters away from the shooting at the La Plaza strip mall, 23311 Pacific Highway S. Auble began serving his sentence on July 6 at the county jail at the Regional Justice Center. The sentencing range was six to 12 months and the judge agreed with the prosecutor’s recommendation of one year in jail. Twelve people were injured at the lowrider car show attended by about 250 people. Another person was injured later that night in a retaliatory shooting at a Kent East Hill apartment. Of the 13 victims, seven were gang members, according to Kent Police. None of the injuries were life threatening.

OSTEOARTHRITIS & BENEFITS OF HYALURONIC ACID
As a fundamental component that helps maintain cellular structure and function, Hyaluronic Acid (HA) acts as a lubricant, an antioxidant, a shock absorber during weight bearing, and a cushion to protect against physical trauma. However, HA levels often decline with advancing age. HA is ubiquitous throughout the body, the highest amounts being found in the extracellular matrix of soft connective tissues such as synovial fluid (joint lubricant). It is involved in several key processes, including cell signaling, wound repair and regeneration, morphogenesis, and matrix organization. HA supplementation can help make up for age-related deficiencies of this nutrient. Research has shown success with HA supplementation in inflammatory processes in areas such as rheumatology. HA is a vital component of cellular structure and offers a multitude of benefits including anti-inflammatory and antioxidant effects, pain-relief, joint lubrication and cartilage-protection, collagen regeneration, and enhancement of cell viability.

AGR Contracting, Inc. was awarded the sandbag removal contract by the city of Kent to remove the nearly 20,000 bags within city limits. AGR is using heavy equipment to load the bags into dump trucks for removal. The bags are expected to be removed by the end of September. The approximately 3-foot high sandbags were installed to provide extra flood protection to the cities of Kent, Auburn, and Tukwila after the 2009 announcement by the U.S. Army Corps of Engineers that severe flooding was possible due to a damaged Howard Hanson Dam embankment. The Corps announced last fall that they are once again operating the dam at full capacity. “The sandbags did their job during a time of increased risk of flooding,” said Flood Control District Executive Committee Chair Reagan Dunn. “It’s time, however, for the eyesores to be removed and to restore the Green River environment to its previous state. Removal will allow greater public access to our beloved regional trail, and let King County continue to properly operate and maintain the levees along the river.” The first bags are being removed between South 200th Street and South 212th Street as well as a portion of the Horseshoe Bend Levee in south Kent in order to make way for other levee improvements currently under way. The contractor will then continue to remove bags in the most efficient and costeffective manner.
sand. It isn’t suitable for sanding streets, for use in gardens, sandboxes or constructing sidewalks and patios. AGR Contracting, Inc. plans to deliver the fill material to Cedar Grove Composting, which will evaluate its best use. Plastic sand barriers that are in usable condition will be cleaned and returned to the Corps, which loaned the barriers to the cities. The metal of any damaged barriers will be recycled and the linings disposed. “Now that the dam is operating at full capacity, our priority is to remove the sandbags as quickly as possible,” Higgins said. “We are all anxious to have our trail back, but we ask for patience as it will take some time to assess if the sandbags caused damage to the trail and to make any necessary repairs.” The cost for removal of the sandbags is shared between the Flood Control District and the cities, with the District paying approximately $4.4 million and the cities paying approximately $1.4 million collectively. Kent’s portion is nearly $224,000.

Circus is cruel to animals
Letters policy
Why would any parent or grandparent want to encourage their little ones to cheer cruelty and violence? Taking their toddlers to the Ringling Bros. Circus is doing just that. Elephants used in circuses spend most of their lives in chains and are controlled by the use of bullhooks (a rod with a sharp steel hook on the end). Out of public view, trainers hit animals and keep them afraid to force them into submission. No government agency monitors training sessions. Animals are hauled around like freight in stifling boxcars and tractor trailers from one town to the next. Pretending animal abuse does not exist at the circus does not make it any less real; shielding children from the truth is unfair to them and to

Unwanted war, bad consequences Our continued expenditure of both money and lives in the
corrupt desolation of Afghanistan is outrageous. Hillary Clinton can crow to her ridiculous heart’s content about how much international cash has been raised on behalf of Hamid Karzai’s larcenous regime, but Americans ought to care only about our ongoing sacrifices in that wretched place. This war, by far the longest in our national history, exceeds even Vietnam in terms of its futility. It is truly a lamentable thing to realize that our policymakers are repeating in Afghanistan many of the Vietnam War’s worst errors. As was the case in Vietnam, U.S. officials keep turning a blind eye to the sordid nature of the regime we are supporting. The so-called “government” in Kabul is not worth even one American life.

Community must support parents to educate children Many education reformminded organizations focus on the legislature, teacher evaluations, charter school initiatives and an assortment of other approaches to achieve better education results and to close the achievement gap. However, there is a longstanding body of research that says, what families do at home is the best
indicator of how well a student will perform in school. It is also noteworthy that at least a couple of larger organizations are beginning to focus attention on parent engagement, something this writer has been calling for in editorials, in meetings and in coffee shops for months. Even though

Question of the week:
Dave Watson was a kind and generous man who gave much of himself for the betterment of others. Family, friends and students gathered at Kent Covenant Church on Monday night to remember the gregarious Kent man who was a devoted husband, a caring father of four children, a beloved Green River Community College instructor and a warm host for international students learning English. Watson also was an ordained minister and an adventurous man, fond of travel and learning, but, most of all, people. Watson died July 4 when he broke through about 4 feet of snow in Mount Rainier’s Paradise area. He was swept 30 feet down the creek while underneath the snow, according to Mount Rainier National Park spokeswoman Patti Wold. Despite rescuers’ efforts, Watson later died at Harborview Medical Center in Seattle. He was 51. “He was a good man and dear friend,” said Mark Dawson, who went to college with Watson and maintained a close friendship for 30 years. “He was caring, cheerful, generous and kind. … He loved others, he loved Christ.” Born and raised in Pennsylvania, Watson graduated from Wheaton College, where his father was a graduate of the class of 1936, and where his daughter, Leah, attends today. He earned a master’s degree in religion at Westminster Theological Seminary. Watson spent two years teaching English in China. He traveled the world and met his wife in South Korea. They were married in Seoul on Feb. 13, 1992, and again in Broomhall, Pa., the following Aug. 8 – two ceremonies, two families. The Watsons raised four children. The family moved to Kent in 2002.
there seems to be more attention given to parent engagement, caution also is warranted. In a meeting where professionals were looking for answers to the parent engagement issue, one person described how community members were trying to assist schools by going into the classrooms working with students who had attendance, low achievement and discipline issues.
The community members also were trying to strengthen the families of the students by providing well researched information and support so parents could better support their students’ education from home. One response to this description of parent engagement was something to this effect, “… Do you get the impression that the [ more TATE page 7 ]

The question gave me pause for thought, and I subsequently bounced it off a few people, simultaneously posing the argument that the community should accept some of the responsibility for the education of its children. Several responses to the argument went something like this, â€œâ€Ś Educating students is the schools responsibility, parents and community members don’t have the skills and knowledge to educate children for the 21st century ‌ â€? That tired, worn out, uninformed response doesn’t take into account some of the raw data that most people can see without reading research. That is, educators

have most students for only about six hours out of a 24-hour day. There is not much an educator can do if the parents allow their student to watch TV four hours a night, instead of requiring them to study a couple hours a night. The raw data says educators only have the students 180 days out of a 365 day year. The remaining 185 days students are either in the home or in the community full-time. Considering these figures the students are in the home and/or community close to 90 percent of the year. Under these circumstances parents and community should have a stronger role in the education of students. Community members could work with families in the home to inspire parents to value education by informing parents in a variety of ways, e.g., to ask their student

a huge difference in whether they will later visit their child in jail, or whether they will visit their child in college or on the job. That’s how strong the correlation is between a good education and success in society. Teachers are already teaching sex education, which used to be a family function. Students today often receive their only nutritious meals at school, free or at a reduced price. There is no doubt that some family supports from teachers and schools are warranted, but what are we going to ask teachers and schools to do next, become social workers? Some schools and teachers are the only stable influences in students’ lives, therefore, to some extent educators already serve as social workers by default. Joyce Epstein and other experts

Attorney joins office in Kent Attorney Mark Albertson recently joined Hanis Irvine Prothero, LLC, 6703 S. 234th St., Suite 300, Kent. Albertson, after 20 years at his previous firm, which he owned until 2009, was offered the opportunity to join what he considers the premier law firm in South King County. “I was offered a partnership at Hanis and the
opportunity to build and grow their estate planning services,” Albertson said in an email. “It was a challenge I couldn’t refuse, and because Hanis is a full-service law firm with great administrative support, I feel that I will be able to enhance the quality of my service to my clients. “I will be continuing my practice focusing on elder
she got a bounty of good feedback. In addition, as she prepared for her new role with the school board, Burchard said she spent a lot of time thinking about and talking about the diversity in the district. It is a blessing for students to have the opportunity to learn from their peers who come from a wide range of socioeconomic and racial backgrounds because it prepares them for what they will face later in life, she said. Yet, it can be a challenge for teachers to provide support to that wide range of students on an ever-shrinking budget, Burchard said. Many educators find a way, though. “We have amazing teachers in the district,” she said. “We have a high number of national board certified teachers.” Burchard has also been active in the district since her daughter started school 10 years ago while at the same time serving as a
Girl Scout leader when her daughter signed up as a kindergartner. In addition, she was on the district’s strategic plan committee, so Burchard is excited to play a part in how that plan is put into practice. At her first board meeting June 27 district staff gave a presentation on the status of the strategic plan, which Burchard thought was the perfect way for her to start her term, which runs through November 2013. Often, she explained, after a strategic plan is developed it sits on the shelf and no one looks at it. In the Kent School District, however, “the strategic plan … it’s really a living, breathing document.” “I’m not coming in with a particular agenda,” she said. “My goal is to help the kids … to increase their academic achievement. I definitely think there are things the district needs to change but those are all outlined in the strategic plan.”

Burchard liked it so much here, she stayed, settling in Kent where she has raised her daughter who will be a sophomore at Kentwood High in the fall. until the weather warms up in mid summer. Purple leaves are also a sign of a phosphorus deficiency because our acid soils do not release phosphorous well. Spread wood ashes around the tomato plants or use a complete fertilizer such as Osmocote or Miracle Grow that contains potassium. . My neighbor and I bought Early Girl tomatoes from the same nursery and he planted his in a container while I planted mine in the ground. His tomato plants look much better than mine. Is this because tomatoes love potting soil? Love growing in pots? He just has a green thumb? He claims he does nothing special and we use the same plant food. J., Email . It’s all about the night temperature. Tomatoes grown in pots, especially black plastic pots that absorb the heat will be Marianne Binetti
The assistance you need
The second week of July and some lucky home farmers may taste their first ripe tomatoes. Most Western Washington gardeners will still be struggling to keep tomato plants alive after the cool and rainy weather of early summer. Here’s the most-asked tomato growing questions: . Why did the leaves of my tomato plant turn purple? I have successfully grown tomatoes for years and this is the first time this has happened. R.P., Buckley . Blame it on the cold, the wind and the wet weather. Anytime the temperature drops below 65 degrees tomato plants shiver and suffer in silence. happier in cool climates like ours. Container grown tomatoes can also be moved close to the house and under the eaves during rain storms. I like to place metal tomato cages around my young plants then wrap this support system with plastic bubble wrap leaving the top open. This creates a mini greenhouse to raise the night temperature. By mid summer I remove the plastic walls so the growing plants can expand. . How often should one fertilize tomatoes? K. Email . Tomatoes are hungry plants - but too much nitrogen plant food can encourage foliage over fruit. Organic gardeners use a liquid seaweed extract two or three times during the growing season according to the package instructions. You can also use a slow release plant food like Osmocote once at planting time so the nutrients will
be released all summer. A flower and vegetable plant food like Miracle Grow, Bonnie’s Herb and Vegetable food or Peter’s Professional plant food will get the nutrients to hungry tomato plants quickly because they can absorb the nutrition from their leaves when these water-soluble plant foods are used. With so many options for feeding tomatoes the most important advice is to read and follow label directions and remember that the first number on the fertilizer label is nitrogen — and for tomatoes, that first number should not be higher than the other two numbers (potassium and phosphorous) listed on the label. The most important time to feed your tomatoes is two to three weeks after transplanting and again once the fruit is set but before it has ripened.

Kent Police arrested a woman for investigation of third-degree theft and obstructing a public official after she allegedly took about $245 worth of underwear, bras and belts from a store and then tried to run from officers. The incident occurred at about 1:38 p.m. July 1 at the Fred Meyer store, 25250 Pacific Highway S., on the West Hill, according to the police report. A store security officer saw the woman reportedly take items, place them in her backpack and exit the store without paying for the items. When the security officer tried to stop the woman in the parking lot, she fled on foot northbound on Pacific Highway South. Security then called police. A nearby police officer heard the report and stopped the woman along the highway. When the officer started to talk to the woman, she turned and ran across the street.

uke Goodgion didn’t think he would ever play ball again four years ago, much less get drafted in the 33rd round by the Tampa Bay Rays in June. After Goodgion had a string of bad luck after his first year of college it seemed unlikely he would get back on the baseball diamond. First, he broke his elbow in the middle of a pitch playing summer baseball, then six months later he suffered a detached retina in his right eye and a couple months later injured his ankle to the point he was in a walking boot. Goodgion, a 2007 Kentlake High graduate, was out of baseball after having high hopes for some kind of a professional career his senior year of high school. A lefty who stands 6-foot-4 and weighs 220 pounds, Goodgion had a lot going for him before he broke his elbow. “When I was in high school and a little bit of my freshman year I talked to a couple scouts,” he said. “They were like, ‘You’re tall, left handed and throw 90 mph, which is what we’re looking for …’ But, they couldn’t legally draft me or talk to me until my junior year so I didn’t really have much contact after that.” He played his freshman year of college ball at the College of the Ozarks in Missouri. “I went there for one year, then came back that summer, broke my elbow and didn’t play for two years,” Goodgion said. “After I had the two years off I was just kind of working stupid jobs and going to school.”

Kentlake grad Luke Goodgion winds up to hurl a two-seam fastball for Lewis-Clark State College in a game in the spring. COURTESY PHOTO screamed as loud as I could in the bar,” he said. “It was one of the best days of my life because I have dreamed about this for a long time.” Goodgion brings to the Rays minor league system a four-pitch repertoire. He still throws hard, he said, with a four seam fastball that’s straight heat along with a two-seamer which
has some nasty movement that fools batters when he’s got control of it along with a slider and most recently a changeup. He is living in Florida now, playing rookie ball, throwing in relief thus far. “I haven’t given up a hit, haven’t walked anyone, [ more DREAMS page 15 ]

be just a normal person, I know that God sent me here for something better after recovering from that and finally feeling like I was back to normal, I just gave baseball another shot.” At Lewis-Clark Goodgion threw in 10 games, seven of which were starts, finishing with a 2-1 record and a 2.48 earned run average, according to the school’s athletics website. In 36.1 innings he struck out 33 and held opposing batters to a .222 average. Goodgion knew there was a possibility he could be drafted. He had conversations with the Texas Rangers and the Seattle Mariners as well as Tampa Bay. In fact, the Rangers left him with the impression they would take him somewhere between the 13th and 19th rounds, but when the 19th round passed, then 11 more rounds went by without his name being called as Goodgion watched on his computer he threw up his hands and left his apartment to meet a buddy at a nearby bar. “Right as I got to the bar, the Rays called me and said, ‘Hey, do you want to play pro ball?,’” Goodgion said. “I asked, ‘What round are we in, because I’m not even watching.’” The Rays representative who called him told Goodgion the 33rd round was about to start. Just a few moments later, Goodgion’s phone rang again. “They said, ‘Congratulations, you’re a Ray.’ And I

He decided to play softball with his uncle and a bunch of friends. Goodgion realized he could throw a softball so, maybe, just maybe he could pitch. “I decided to give baseball a try again,” he said. “I played at Green River from 2010 to 2011. I did really good there and I got a full ride scholarship to LewisClark State College in Lewiston, Idaho. Going into Green River I didn’t really have any intention of getting drafted because I didn’t think I could throw as hard as I did. My main goal was to get a scholarship to a four-year school and finish college for free.” Goodgion is one of four sons, so, it made sense he wanted to find the least expensive way to pay for his college education and if he could use his arm to do it, why not. Two of his brothers are going to school and participating in ROTC, one through the Air Force the other through the Army, which isn’t a big surprise since Goodgion’s father, grandfather and uncle all served in the military. He briefly considered joining the military but that detached retina caused him issues with the eye exam when Goodgion visited with recruiters and he was told he couldn’t serve. Quietly relieved, Goodgion was glad to focus on baseball, and it seems to have worked out well. “At that point I was just looking at my life, what am I supposed to do now,” he said. “I don’t want to

Auburn/Kent All-Stars play in state tourneys REPORTER STAFF
The dream is still alive for several Auburn Little League softball players, as three teams battle for state titles in the Washington State Little League Championship Tourneys. For the 12U Auburn/Kent Dynamite, who won the District 10 regional title two weeks ago, a slim chance remains.
The team, which includes several players from the Auburn Little League Lady Huskies Tournament of Champion winners, began play in the Majors tourney this past Friday at Everest Park in Kirkland, losing its opener against Gig Harbor. The team played a consolation bracket game to stay alive on Wednesday, with results unavailable
at press time. The Auburn/Kent Hurricanes begin play in the U11 tourney at p.m. Sunday at the Northshore Athletic Fields in Woodinville. For the U14 Auburn/Kent Phantoms, the Junior tourney begins at 3 p.m. Saturday against Battle Ground at La Center Community Park in La Center.
