For some kids, the free or reduced breakfasts and lunches they receive during the school year may be the only time they are guaranteed a balanced meal. And while summer is a time to relax and have fun, it can be difficult for young people who may
not know when their next meal is coming. City of Redmond’s teen and 50plus programs administrator Ken Wong said this has always been a concern for them: What happens in the summer to kids who no longer have access to those regular meals through school? “We think it’s very important,”
he said about the issue. To address this concern, Wong said the city applied for a grant from the Food and Drug Administration (FDA) through the state’s Office of Superintendent of Public Instruction (OSPI) to provide free lunches to anyone ages 18 and younger every weekday this summer. In addition, the city
program received a grant from the United Way. The program also receives support from Nourishing Networks, an Eastside organization that works to address hunger issues within local communities. The summer meals program started July 9 and will be offered through Aug. 24 from noon to 12:45 p.m. Lunch is served [ more lunches page 3 ]
Redmond woman was sexually assaulted in her apartment near the 8500 block of 148th Avenue Northeast at knifepoint early Tuesday morning. The Redmond Police Department (RPD) received a 911 call saying the incident occurred shortly before 2 a.m. The suspect entered the victim’s ground-floor apartment through the rear sliding door, which RPD spokesperson Jim Bove said they believe was unlocked. The suspect then went into the bedroom where the victim, who is in her early 30s, was studying, put a knife to her throat and proceeded to rape her. Bove said the victim did not recognize the suspect, but added that the suspect may know her — whether he is a neighbor, an acquaintance or has seen her in passing — and the victim has been unaware. “She has no idea who it was,” he said. Bove said it is “extremely rare” for a victim to not know their attacker. He said the last time this occurred in Redmond was about four years ago. The meals typically include a sandwich, some fruit, another source of protein such as cheese and milk (regular or chocolate). Wong said their food vendor is the Lake Washington School District, meaning the city buys the lunches from the district. PCC Natural Markets has been donating the fruits for the meals as well. “I think we’re very fortunate,” said City of Redmond recreation program assistant Rana Shmait about all of the support they have received. “There is a need and we’re able to serve it.” Shmait, who has been onsite to serve the lunches, said they have served an average of 25 to 30 lunches per day — many of which go to kids who were in the area. Wong said Sunset Gardens Park was chosen based on a set of income criteria for the surrounding area. He added that in order to host the program at a school, the school would need more than 50 percent of students on free or reduced meals and all the schools
closest to meeting this requirement in Redmond were just on the borderline of meeting this requirement. Although there is the income requirement for the site, Wong said the program is open to all as they are not allowed to ask anyone about their income status. “The majority of the folks we have seen so far … it’s only been local,” Wong said. They have mostly been serving elementary-aged kids who have been out with their parents, but a few middle schoolers who have been playing basketball nearby have stopped by and brought their friends on the following days, he said. One mother from the area, who declined to share her name, brought her four children to the park for lunch last Friday for the first time and said this may turn into a weekly routine. The Redmond woman said when she fixes meals she won’t always include fruit or other aspects the city program provides because she gets too busy with her kids. “It’s pretty cool,” she said about the program. “I like the fact that it’s a balanced meal.”

Watch for local candidates on the primary ballot
I
f you have not received yours yet, ballots for the Aug. 7 primary were mailed this week. There are several local candidates Redmond residents should look for on the ballot to decide who should represent you in Olympia. There are three candidates running for the 45th Legislative District, Pos. 1. Those candidates include incumbent Rep. Roger Goodman, D-Kirkland; political newcomer Jacob Bond, a Democrat from Kirkland; and Republican Joel Hussey, of Redmond. Goodman, who is seeking a fourth term in his seat, said he is running again because he feels like Olympia is getting things done. He wants to add to that and build on his own record of things he accomplished, including introducing 123 bills, with 68 enacted. Just one of nine in the state legislature who has a law degree, Goodman has put his background to use in Olympia, helping to reform domestic violence, DUI and wage garnishment laws. Bond, however, says that Olympia is broken. The 27-year-old combat veteran vows to bring common sense back to Olympia. His priorities include veterans, education and job creation. Also a political newcomer, Hussey wants to bring some “business sense” to Olympia’s growing debt disasters. A University of Washington MBA graduate, Hussey founded his own company, Tailwind Capital, which leases
commercial aircraft to clients all over the world and manages their investments. The fiscal conservative believes the state’s top priority, education, can be properly funded by trimming other expenditures, not additional revenue. In the Municipal League’s annual review of candidates running for local elected office, the organization gave Goodman the highest rank of “outstanding.” The league also rated Hussey “very good” and Bond “not qualified.” The top two candidates from the primary race will advance to November’s general election. Statewide, there are other several important races to
look for too, including governor, lieutenant governor, attorney general and state auditor, to name a few. Don’t forget to return your ballot through the U.S. Postal Service or at a ballot drop box. The deadline to return ballots is election day, Aug. 7. Ballots must be postmarked by then or in a ballot drop box by 8 p.m. on that day. Council should not raise property taxes in the next budget At Tuesday night’s Redmond City Council meeting, Finance Director Mike Bailey outlined the state of the current Redmond budget as we passed the 75 percent mark of the biennial period. The highlights are that Redmond’s cash-on-hand position is $9.5 million better than projected for this point in time. Even excluding a $4 million sales tax special payment from the state, we are still more than $5 million ahead of our own projections. This strong cash position is due to our recovering sales-tax revenue as well as property tax collections that are about $1.5 million better than projected. On the expenditure side, Mayor Marchione and his director team are underspending the budget by 7.63 percent (compared to 7.08 percent last quarter). The council is the most frugal department, underspending its budget by more than 23.5 percent. Last week, Mr. Bailey presented an analysis of overall economic trends that show a strengthening recovery, particularly locally. If sales taxes follow the economic
trends, we should see significant improvement in our single-largest revenue source. Unlike other cities in our area, Redmond continued to raise property taxes in each of the last four years of the great recession. In dollar terms it is not a big amount, but it is not the only tax increase our residents have had to pay and it came during a time when real income was declining. Looking at all this, there are three excellent reasons why we should not raise property taxes in the next budget. First, we don’t need the added revenue. We are looking at a budget-end cash surplus approaching $12 million. This is the third cash surplus in three budgets. At the end of the last budget we added a new multi-million dollar reserve fund that puts our reserve capacity well above city averages in our state. At the end of 2008 we created an innovation fund to encourage more efficient service delivery out of that surplus. By contrast, increasing property taxes the allowed 1 percent raises just less than $1 million for the biennium. Our residents rate city service delivery at impressively high levels. Conservatism is a laudable virtue in budgeting, second only to accuracy.
Next, how a government considers its citizens is vital. Except for a small amount of development services, all of the general fund revenue comes from taxing the productivity of the community. There are easy rationalizations for tax increases: “It’s not a lot of money” or “Other governments are raising taxes more.” The bottom line is that any government that puts its own needs ahead of those of its citizens is not worthy. Besides, the property tax is the only general tax within the direct control of the city. Third, the budget will be structurally balanced without a tax increase. We did not need the property tax increase in the current budget to assure a six-year structurally balanced budget, nor did we need it in the previous one. The question is how do we use our current surplus to create the most sustainable benefits for our residents? We have spent the last two surpluses creating innovation funds and super-safe reserve levels. Now is the time to use our surplus outside of City Hall, almost literally putting it on the streets for the benefit of everyone. My suggestion is to dedicate the entire surplus from the cur-
rent budget to our badly needed, but sadly underfunded Capital Improvements Plan. We should consider leveraging these funds by taking advantage of incredibly low interest rates and construction prices. Most of the money would go to transportation projects such as improving downtown traffic flow by restoring two-way traffic on Cleveland Street and Redmond Way, reducing local bottlenecks in Overlake and Red-Wood Road and repairing sidewalks and curbs throughout the city. Our stated goal is to dedicate operating budget surpluses to capital projects, but we seldom honor that commitment fully. By front loading our capital program, we also create an option of lower capital contributions later if times are bad. We even have the last resort of raising property taxes again if needed. To be sure, the administration has worked very hard to spend every tax dollar wisely and effectively, just as our taxpayers have worked effectively to support the tax base. As we give thanks to Mayor Marchione and his superb directors, let us also remember who provides the money.

McOwen was sentenced to 50-and-a-half to 100 years in prison, the report stated. “No matter how serious of a sentence they get, it’s never enough compared to what the victims go through,” Bove said. “(The crime) is just as disgusting as it can get.” Thompson is currently in King County jail with his bail set at $50,000. His arraignment is scheduled for July 25. If he is convicted, Thompson faces 87 to 116 months in prison. “For us to be able to link (our case) to another person … is very rare,” Bove said, adding that advances in technology have definitely helped police in cases such as this. hile regular physical activity has long been regarded as an important component of healthy aging, its impact on mental health has remained less explored – until now. Several new studies on the role of exercise for the prevention of mental decline in older adults have been presented at this year’s Alzheimer’s Association International Conference (AAIC) in Vancouver, British Columbia. For these studies, researchers from the United States, Canada and Japan conducted six to 12 month clinical trials with focus on potential benefits of different types of exercising, including weight lifting, aerobics and balance-stretching training,

for maintaining cognitive abilities at old age. The results showed that even low-impact activities such as walking can help improve memory and other mental functions. What’s most striking is that the human brain seems to be able to grow and develop even late in life if sufficiently stimulated, not only by staying mentally active but physically as well. the respective studies agreed that their findings are preliminary at best at this point in time. “Very little is understood regarding the molecular processes that contribute to enhanced brain health with exercise, or the impact that greater brain volume has on cognitive function,” said Dr. Kirk Erickson of the University of Pittsburgh, who worked on one of the studies. But he also pointed to some immediate implications. “Our findings suggest that the aging brain remains modifiable, and that sedentary older adults can benefit from starting a moderate walking regimen,” he said. Walking, not for the purpose of exercising but as a normal daily function, was the subject of another study presented at the conference. It found that older people’s slower gait could also be a symptom for mental decline. A reduced pace has always been considered as a natural part of aging. But the results of this study seem to indicate that being less swift and steady on one’s feet may be a sign that cognitive functions are suffering as well. This is potentially a new perspective for health care professionals who treat older patients with mental health issues. “People who are focused on cognition largely never watch people move,” said Dr. Stephanie Studenski, a geriatrician at the University of Pittsburgh who did not take part in the study, in an interview with the New York Times (July 17). “The tests are all done sitting down.” Simply by observing how older people walk could provide doctors with an additional tool for diagnosing impairments such as Alzheimer’s disease. Although the studies reported at the conference have yet to undergo peer reviews before being released for publication, they have already generated a considerable buzz in the medical community and beyond. The AAIC is the world’s largest of its kind and is sponsored by the Alzheimer’s Association, the world’s leading health organization in Alzheimer care, support and research.

According to analysis of data involving nearly 37,000 men in the Health Professionals Follow-Up Study, a potential link exists between obesity and gingivitis and periodontitis. The study involved men who did not have gum disease at the beginning of the study. Every two years, the men were asked to report their weight, hip and waist circumferences, and gum disease status. VCC President Harry Terhanian said this is the fourth year they have held the festival — the first year was at King County’s Marymoor Park — one of the reasons for Anandamela is that about 12 percent of the area’s population is of Indian or South Asian origin. “Redmond is a multicultural community now,” he said. Terhanian added that the Redmond Arts Commission also wanted to hold a festival that would unite all demographics, which is what Anandamela does with its spirit of inclusion for all ages. “You see that in the cooperative spirit that manifests in the festival,” he said. Terhanian said one of his goals is to bring more cultural events to the Eastside. One such event to help with this is the VCC’s upcoming Flavors of India food festival to be held in Bellevue Sept. 2-3. Sambamurti is also doing her part as she said she is working to bring the Latin Film Festival — normally held in Seattle — to Redmond and the greater Eastside in October. “I want to make Redmond a happening place,” she said. “People from Seattle should come here.”

New Brookfield vet hospital breaks ground By JOSHUA CHIN UW News Lab
Dirt flew Wednesday at a site near Redmond’s Whole Foods Market. It wasn’t a dog burying a bone, but the start of a new facility for a longtime local animal hospital. City of Redmond Mayor John Marchione joined owners, architects, contractors and veterinarians at a groundbreaking ceremony for the relocation of Brookfield Veterinary Hospital. Marchione and owner Dr. Howard Robinson grabbed shovels and plowed through the first layer of soil — the crowd gathered behind them, congratulating each other for this milestone. “It is a good thing to bring us together,” said project manager Kris Azizeh. “This is a good chance for somebody to say, ‘Hey, I have been working with you for six months, it’s nice to finally shake your hand!’” Brookfield, a familyowned veterinary facility currently at 16441 Redmond Way, was relocated due to the
city’s plan to convert the current location into Downtown Park. The hospital received relocation funds from the city in return, allowing the veterinarians to continue providing their services locally. “Change is sometimes good,” said Susan Tharp, a veterinarian technician at Brookfield. “We are going to be bigger, almost three times the size up with more staffs and doctors — we are bringing state-of-the-art medicine.” The current facility is 2,000 square feet and has minimal parking. The new building will provide the most advanced dental, surgical and radiographic devices, Robinson said. Architect Katerina Prochaska said the building is oriented south to take
advantage of sunlight, which will reduce the need for electrical lighting. SEA CON, a local contractor, is handling the construction and Seattle architecture firm PKJB designed the new facility. Oak Bank, a Small Business Administration lender specializing in veterinary-related businesses, has provided the funding. The current Brookfield location will be torn down, but is in operation until the expected opening date for the new facility, Dec. 31. The new hospital will be located at 6535 E. Lake Sammamish Pkwy N.E. Construction has only just begun and there is already a lot of excitement in the air. While Jack enjoyed the parade and breakfast, Daniel Rashevsky said one of his favorite parts of Derby Days is walking around the City Hall campus and visiting the various booths. This year, the 10-year-old made a time capsule at the Eastside Heritage Center booth to be opened at a later date in honor of Redmond’s centennial.
Daniel added that he also enjoys the annual fireworks finale that closes Derby Days. “I love it,” he said. This year’s Grand Parade featured more than 80 entries, a number of which acknowledged Redmond’s centennial, wishing the city a happy 100th birthday. The parade’s grand marshals were members of the Perrigo family, one of Redmond’s founding families. Other members of the family marched in the parade as well. Later in the day, the Perrigos gathered at the Old Redmond Schoolhouse Community Center for a 10-year reunion. Jay Inslee, the Democratic
candidate in the state’s race for governor, also attended Derby Days on Saturday. Although he could potentially represent all of Washington, he used to serve Redmond as a former U.S. Congressman. “I wanted to see old friends and new friends,” he said about attending Derby Days and participating in the Grand Parade. Inslee said he has participated in the Grand Parade in the past and one of the things he looks forward to about the parade and Derby Days is meeting and talking to forward-thinking people in the community. “I’ve always enjoyed it,” he said.

When Ray Keane told his two young sons they would be moving halfway around the world, their initial reaction was predictable. Neither Killian nor Karl, now ages 13 and 11, were interested in the prospects of leaving behind their lives in Ireland for the uncertainty of the United States. But with the help of a game that runs in their blood, the Keanes, and many other ex-patriots who have come to the Eastside, have found a new home among a familiar community.

Days festivities. The race was a multi-lap course in downtown Redmond, with a time limit. The racers average around 30 miles an hour and each lap is seven-tenths of a mile. The first rider to cross the finish line once the time limit was up won. The top 31 finishers in Crane’s category all finished within a second of each other. Josh Young doesn’t have a long lineage of rugby, or childhood tales of his conquests as a youth player. The former Boeing employee and teacher didn’t get into a scrum or do any rucking until he was a junior at South Kitsap High School, when he and a friend stumbled upon the local youth rugby club. A basketball and football player throughout much of his life, Young found that rugby provided a cross-section of his favorite aspects from other team sports-the quick pace and frequent ball movement of basketball, the physical nature of football- and matched it
with a sense of community not common among other sports. But it wasn’t until joining the team at Washington State University that Young found a true passion for the game. “We had a really good team, got to win quite a few games and I made a lot of great friends,” Young said. “That was definitely when I fell in love with rugby.” Ever since, his mission has been finding people to share in that love.

When the Eastside Lions began in 2007 as the Bellevue Tyrants, the program had fewer than 15 kids all ranging from 14-18 in age. Today, the program has grown to field sides at the U8, U12, U14, U16 and U19 levels, in addition to the Super Lions men’s team and a girls program that is still in its infancy but with a dedicated following. Founded in 2007, the Lions are the only rugby club on the Greater Eastside and has doubled in size each year of its existence. The club was founded by Matt Hudson, but after a year at the helm, an opportunity to coach his alma mater at WSU was too good to pass up, leaving Young in charge. “It’s been great meeting people from all the cities and finding out their interest in rugby,” he said. “It has been a lot of fun to have my passion as a job.”

Ray said one of the concerns his boys voiced about the move to the U.S. was how it would impact their opportunity to continue playing a game they hoped to turn into a career. “The guys have done a really good job,” Ray said of Young and others involved in growing the Lions’ base. “The key thing is kind of spreading the word.” Young estimates 15 percent of the 150 players in the Lions’ system are ex-pats. Most come from European nations, making rugby a fitting and reliable transitional tool. Ray has been so impressed that he has not only kept his own children involved, but along with another ex-pat from Ireland, helped Young found the “minis” program. Designed to ensure the accessibility of the sport for the next generation of athletes, the minis program is for kids ages five to 12 and was started only two years ago with only the Keane’s and a few others. Keane sees it as the next step in the evolution of the Lions. “It is great to get kids at that age,” Ray said. “I talk to Josh about setting their sights very high.” More than one player in recent years has done that, as the Lions have players at
