he N.E. 85th Street interchange with I-405 is one of the most busy thoroughfares in the City of Kirkland. Nabila Lacey and her kids have avoided it during the past year. “We have mastered not taking that route back from Costco,” said Nabila. But she returned to the site on Tuesday at 1:58 p.m., one year to the minute that her husband Steve was killed by a drunk driver. “We wanted a way to celebrate him, but not with a party,” said Nabila of two signs she purchased through the Washington State Department of Transportation (WSDOT). “We wanted to make a public statement.” The signs read: “Please don’t drink and drive, in memory of Steve J. Lacey.” They were placed on either side of the overpass following a ceremony at a nearby park and ride, attended by Nabila, two friends and WSDOT workers. Her two friends hugged Nabila as the sign was unveiled and Nabila was overcome by the emotion of the moment. Steve was killed instantly by Patrick Rexroat, who had three times the legal limit of alcohol in his bloodstream, on July 24, 2011. Nabila purchased the signs for $750 through a

The two-day event will be split between the second annual Cruise in and Dance at 3 p.m. on Saturday and the Kirkland Classic Car Show on Sunday. Both events are free to spectators. We also hope it helps to bring a little closure.” But the site has become well-known in Kirkland, with flowers and balloons appearing at different times during the past year.
“It makes me cry every time I drive by,” said longtime friend Anna Rising of the site where Steve was killed. “I don’t know if anyone who knows Steve doesn’t think about him when they drive by there … It’s nice there’s a tribute to him, besides all the flowers and little baskets.” Nabila talked about how difficult the past year has been for her and her two young children, especially through the holidays and her wedding anniversary
last Saturday. When her son realized the anniversary of his father’s death was near, he gave some comfort to Nabila when he said, “’Mom we made it.’” “It has taken all my energy to teach them that it is okay that we are a family of three.” Nabila and her family have gained strength from good friends and the Kirkland community. The sun was shining on Kirkland Saturday morning as friends, family and Kirkland council members (past and present) assembled at a ceremony to rename Houghton Beach Park to Doris Cooper Houghton Beach Park. In the late 1960s, Cooper, along with Judy Frolich and Delores Teutsch, decided that the former Standard Oil fuel tank site would make a great park. The
three housewives used tenacity and a secret hightech weapon of the day – the telegram. “They orchestrated a ferocious telegram campaign aimed at our congressional delegation in Washington D.C. and they succeeded in securing the funds for Houghton Beach Park,” said Kirkland Mayor Joan McBride. BRIEF YES! for Great Kirkland Parks launches campaign Following the unanimous Kirkland City Council decision on July 17 to place a $2.35 million annual parks maintenance, renovation and enhancement levy on the November ballot, a citizens’ group has officially launched a campaign to support the measure. “We’re encouraged and excited that the city council recognizes the value of parks to Kirkland’s residents,” said Jay Arnold, co-chair of YES! for Great Kirkland Parks, the citizens’ group supporting the measure. “With this parks levy we are investing in Kirkland’s quality of life, protecting and enhancing our parks, beaches and natural areas, and improving public safety. This will also keep our home values strong,” said Scott Morris, campaign co-chair and board president of the Finn Hill Neighborhood Association. “It just makes good economic sense.” An updated parks levy was envisioned and developed by the Kirkland Parks Funding Exploratory Committee (PFEC), a group of 50 citizens representing city neighborhoods, business, education, sports and civic organizations. In March the committee presented its recommendations to the council on the short- and long-term maintenance and capital needs of Kirkland’s acclaimed parks and open space system. Based on the recommendations and significant public input, voters will be asked in November whether to approve the investments in Kirkland’s
parks and open spaces. “The Parks Funding Exploratory Committee spent six months looking at the needs for Kirkland parks,” said Arnold, who served on the PFEC as chair of the Planning Commission. “This resulting ballot measure focuses on maintaining what we have now and investing for the future.” The measure includes funding to preserve, maintain and enhance Kirkland’s parks and natural areas. The maintenance and operations levy will provide funding to: • Restore and ensure funding for maintenance to ensure Kirkland parks retain high standards • Provide lifeguards at Houghton, Waverly and Juanita beaches to help ensure safety • Restore and provide healthy forests and habitat areas through the Green Kirkland Partnership • Maintain O.O. Denny Park, assuming responsibility from the Finn Hill Park District
[ DUI from page 1] panied Lacey to the sign unveiling, her former neighbor, Rising, and Deb McFarlane. “I have been friends with Steve and Nabila since they moved here,” said Rising, who is known to Nabila’s two kids as “auntie Anna.” She was also the first person Nabila called after learning of Steve’s death. Rising said that she stayed with Nabila during the next two weeks “helping her to deal with things. This was a huge loss. She just told me, ‘the worst possible thing has happened. The police are here and Steve has been killed.’ It is still a shock.” When a mutual friend told McFarlane what had happened to Steve last year, she was stunned. “I couldn’t believe such tragedy could happen,” she said, adding, “There’s not a day that goes by that I don’t think about it.”
Nabila said that one thing she and Steve got right was the friends they have made. She said that her children’s school teachers, Bonnie Green and Luke Johnson, have had a huge positive impact on her kids during the past year. “Steve worked really hard as a parent,” said Nabila. “But we lost the balance.” Nabila knows the pain of losing a parent as her mother died when she was just 2-years-old. She also knows that there is still a long road ahead. “It hurt the most during the teenage years,” said Nabila. She believes the impact of the accident has been felt in the community in a positive way. “I feel like when I pick up the Reporter there are less DUIs,” said Nabila. The horrific events also helped to change Washington state sentencing laws for

deaths in DUI incidents. “It is never an accident,” said Nabila, noting that Patrick Rexroat, the man who killed her husband, was drinking alone prior to the incident. “How many more tragic incidents have to happen?” Rexroat was sentenced to four years in prison on March 9. Nabila hopes that what
her family has gone through will save someone else from the pain of losing a loved one. But she said that the Kirkland community has been good to her. “If you build up community they will catch you if you fall,” said Nabila, who noted she has moved since the accident, but just a block away.

Movers and shakers leaving Kirkland
A
s we reported in our story (page 6) about the Heathman Hotel’s re-opening next week, there will also be one significant change unrelated to the hotel’s renovation. General Manager Les Utley will leave his position on Aug. 1 to move to San Antonio, Texas. Utley is not just your average hotelier. He’s been a constant mover and shaker in Kirkland since he took his post at the Heathman several years ago. Here are just a few of his accomplishments: • He helped re-energize the Kirkland Downtown Association in 2009, when board members voted Utley as the KDA’s new president. • Utley took the lead in 2010 on adopting Heritage Park after city budget cuts eliminated garbage cans and portable restrooms in several neighborhood parks. Looking at ways his management team could participate and support the community, he contacted the city and offered to adopt Heritage Park. “I had this feeling that all too often companies will write a check to support things,”said Utley in a Jan. 12, 2010 story by the Reporter. “We thought it would be more meaningful to contribute man hours.” He committed a full day of service with his team every month at Heritage Park, weeding, pruning, picking up trash, and dog litter. As an added incentive, the hotel’s Trellis restaurant also provided brown bag lunches to everyone who participated. • Last October, Utley and his staff created a pink room, complete
with tasteful pink walls, curtains, artwork, furniture, towels and even pink robes and a coffee maker. All room proceeds - which totaled $8,000 - benefited the Puget Sound Susan G. Komen in honor of Breast Cancer Awareness Month. Belinda Jensen, the hotel’s director of sales and marketing, said he will be greatly missed by hotel staff and guests. But the community will miss him as well for all his years of dedication. Speaking of movers and shakers, KITH Executive Director, Jan Dickerman, will retire in September. KITH – a nonprofit organization that provides housing and services to the homeless – has made significant gains during Dickerman’s tenure, says Ron Olsen, KITH’s Board president. Here are a few of Dickerman’s accomplishments over the past
four years as executive director: • Utilizing her extensive experience and connections in the housing and human services field, she developed an effective Case Management Program and strengthened KITH’s Housing Programs. • She piloted KITH’s new Welcome Home family rent subsidy and case management program in 2010. The program continues in 2012. • She fortified KITH’s volunteer program, working with United Way and 501 Commons on a Volunteer Improvement Program Grant in 2011 and hiring KITH’s first paid volunteer coordinator in 2012. We thank Dickerman for her work helping Eastside families and individuals move out of homelessness.

Editorial cartoon touts gun violence Your publishing of the editorial cartoon “Wrong Direction” suggesting that a firearm be used to resolve dissatisfaction with a candidate’s views or performance is akin to shouting fire in a crowded theater. We are experiencing an epidemic of gun violence in this country. Gabrielle Gifford’s attempted assassination left six people dead and 14 wounded. Just today a shooting in an Aurora Colorado movie theatre killed 12 people and injured as many as 50 persons. I am for free speech but your editors have a responsibility to edit. You failed miserably in this case.

Vote for Justice Gonzalez On Aug. 7, the voters will have the opportunity to re-elect to the Washington State Supreme Court one of the best jurists in the state – Steven Gonzalez. Justice Gonzalez served for 10 years as a trial judge in King County Superior Court. In 2011, he received the prestigious “Judge of the Year Award” from the Washington State Bar Association. I tried a case before him and found him to be one of the best judges I
have encountered in my 38 years as a lawyer. Justice Gonzalez is rated “exceptionally well-qualified” by both the King County Bar Association and the Tacoma Pierce County Association. He is endorsed by all the Supreme Court justices, 250 lower Court judges and both candidates for governor. By contrast, his opponent is a solo practitioner with no judicial experience or other expertise, which would qualify him to serve on the Supreme Court. This race will be elected in the primary on Aug. 7. Please vote for Justice Gonzalez.

Schools don’t need more funding I was under the impression that the schools were having money problems but they have enough money to put in a field for $900,000 at Juanita High School! Do we want a future? The opposite of “sustainable
development” is just what you’d think: development that cannot be sustained. Individual and property rights are important, to be sure. But none of those rights matter one whit if we consume ourselves into oblivion. Individual rights can be upheld only insofar as they do not infringe on the rights of others. Unsustainable development does exactly that, by taking from neighbors and our children, the neighbors of the future. ICLEI is behind precisely the kinds of regulations that brought us clean water for drinking and recreation, clean air for breathing, and the overall protection of the living planet that allows all of us to survive. Regulations that at this very moment are under attack by Republicans at the behest of wealthy big-business owners who care only about how much money they can extract from everyone else, no matter the cost. Advocacy of “individual rights” at the expense of the health and welfare of others is no less selfish. Want to know where that leads? Look no further than major cities in China today such as Beijing and Shanghai, or major U.S. cities from the first two-thirds of the 20th century (before we had those regulations in place and we started being
able to see from one end of a city to the other again). I encourage anyone who saw Malm’s letter to go ahead and take a look at the climate-change-denying Freedom Advocates website she recommends, and think long and hard about whether the future that policies promoted by them will lead to is really the future they want to live in. Me? I strongly support Kirkland’s involvement with the ICLEI, and expect anyone who cares about something more than their own immediate wants and desires would do so as well.

Police Blotter The blotter feature is both a description of a small selection of police incidents and a statistical round-up of all calls to the Kirkland Police Department that are dispatched to on-duty police officers. A former Joint Base Lewis-McChord soldier accused of stabbing a Kirkland woman to death in November of 2011 pleaded not guilty to firstdegree murder on Monday morning at King County Superior Court. Dakota Miles Wolf, a 20-year-old Kirkland native, remains in jail on $2 million bail, according
to Dan Donohoe, King County Prosecutor’s Office spokesman. Wolf was charged with first-degree murder last December for allegedly stabbing 19-year-old Scarlett Paxton to death behind her apartment complex in Juanita on Nov. 30, 2011. Wolf was AWOL from the military during this time, according to military records. Wolf, who had a record of going Absent Without

Leave, assaulting a noncommissioned officer and a history of drug abuse, was held at the base following the murder while he awaited court-martial charges. He was found guilty on April 20 of several charges, including six AWOLs, missing four unit movements and disobeying an order from a superior commissioned officer, according to JBLM officials. The U.S. Army discharged Wolf on bad conduct in April and released him back to Washington state authorities on July 16. His next court hearing is set for Aug. 29.

According to former City Manager Terry Ellis, Cooper was a strategic thinker and considered decisions in the long term, such as “what is this going to be like in 50 years?” Ellis remembers doing a master plan with Cooper on the Kirkland Cemetery. “She explained it like this: We need to expand the cemetery. After an unexpected temporary closure in May, the Heathman Hotel will reopen its doors on Aug. 3. Hotel guests can expect the same high level of service from the full-service luxury hotel that received its fourth AAA Four Diamond Award this year, says Belinda Jensen, the hotel’s director of sales and marketing. But patrons can also expect some changes. The hotel experienced a catastrophic main waterline malfunction on May 25 that caused significant damage to the Heathman Hotel, Trellis restaurant and Penterra Spa. “So we closed the hotel and tried to make a positive out of a negative,” said Jensen. “While the hotel was closed, we did some renovating that we’ve wanted to do. We did retain most of the staff on payroll through the
closure, so they’ve been on shifts cleaning, preparing, scrubbing – doing all those things to prepare for the hotel’s opening.” She said the hotel’s guest rooms were completely refurbished, with new carpets in the hallways. One of the biggest changes to the hotel is that it no longer has the Penterra Spa. Instead, it has a new private dining/meeting room with its own adjoining reception area with floor-to-ceiling windows. “The reason why we chose to do away with the spa is we had such a high demand from our corporate guests for a private meeting space that we thought it would be best to remove the spa,” said Jensen. In addition to the new private dining room, the hotel also added two meeting rooms downstairs, and a new expanded fitness center with all new equipment.

...young at heart Reduce falls in the home The risk of suffering a serious injury from a fall is an unfortunate reality for many elderly people in King County, with more than 14 percent of Emergency Medical Services (EMS) responses for patients age 65 and older attributed to falls in the home. NEW In order to prevent future falls, EvergreenHealth and King County EMS are collaborating to provide assistance to elderly community members. In King County, there are more accidental deaths each year among adults 65 and older attributed to falls than there are deaths attributed to motor vehicle accidents among the same group. Two of the strongest risk factors for falls are older age and prior history of falls. King County EMS’ One Step Ahead program provides free assistance to patients who experience trauma due to a fall and are seen at a local emergency room, such as Evergreen-
Health’s locations in Kirkland and Redmond. The program provides an in-home assessment to determine each patient’s risk factors and to implement ways to eliminate or reduce that risk from causing another fall. This in-home program provides: • Education about staying safe in the home • A home safety walk-through • Assistance with inhome safety devices • Information about resources available in the community After the patient has opted into the program, the intervention specialist meets with that participant at home to identify the exact set of risk factors and to design a prevention action plan. The specialist evaluates the individual’s physical balance and strength, surveys the home for fall hazards, and reviews medical conditions and medications in order to customize the action plan. Kirkland’s ‘Little Tricky’ lives up to his name at X-Games A

Kirkland skater Mitchie Brusco, better known to fans as “Little Tricky,” performed a 900 during the recent X-Games competition in Brazil. CONTRIBUTED in California. Now a close friend of Hawk’s, Mitchie remembers meeting the skateboarding legend at a competition when he was just 4 years old. Ten years later, Tony Hawk sent out a congratulatory tweet about Mitchie’s 900 mega-ramp victory. Soon after, the Bruscos moved to San Diego to be closer to the skateboarding action, but the traveling never stops.
“I never get tired of it,” Mitchie said. While in town for a few days to visit friends, Mitchie said he’ll be glad to be back on the road. On Sunday, July 17, Mitchie was scheduled to perform in Vegas Monday morning and Sacramento the same evening, with his mother Jen in tow. Despite her son’s skyhigh antics, Jen insists that he “is the furthest thing
from a daredevil that you can imagine. He’s so technical, that you know if he’s considered trying it he’s already weighed every option,” she said. “Everyone thinks that I’m this daredevil who goes around and tries all these crazy things,” Mitchie chimed in. “It’s definitely not like that at all. I try to be really smart about it.” As for future tricks up Little Tricky’s sleeve, he
says he’s “never been one to make tricks goals. Skating has always just been about having fun.” While Mitchie sped around the skatepark, Mitchie’s father, Mick, remarked on his son’s ability to always remain modest. “He’s a great kid, and a great skater,” he said, “and really humble about it.” Shortly after Mitchie made history with his Xgames 900 feat, 12-year-old Tom Shaar, a skater in a different heat, landed two 900s on consecutive runs. Mitchie didn’t mind. “I lucked out and did it first,” he said. “He’s a great skater and I was definitely happy to see him land it too.” Although he’s now part of the elite eight who now make up the “900 club,” Mitchie insists he’s like everyone else. “It’s not like I walk into the grocery store and people recognize me,” he said. “I’m just a normal kid. … I can just skate, I guess.”

The Kirkland Junior All-Stars, a softball team of Kirkland American and Kirkland National Little League 12-14 year olds, will represent Washington Little League District 9 as the host team in the Junior Softball World Series (JSWS). Kirkland won the host berth by defeating Bellevue East 6-0 in the District 9 championship game on July 18. During the game against Bellevue East, Kirkland scored one run in the first inning when Brynn Radke walked, advanced to second on a single up the middle by Tori Bivens, and scored on an RBI grounder to third hit by Lisa Nelson. A second run was added in the next inning when Gianna Paribello led off with a hard line drive to left field. Julianna Lynch pinch ran for Gianna, stealing second base. Kara Phillips’ sacrifice bunt moved her to third and a single over the head of the second baseman off the bat of Kristina Warford drove in the run. The third inning continued the pattern.
