The city-owned ShoWare Center took a deeper loss than expected in the second quarter of this year because of an additional $100,000 business and occupation tax payable to the state Department of Revenue. “We were better than budget for the quarter and year to date we were $6,000 behind before the B&O tax,” said Patrick McCluskey, ShoWare finance director, at a Public Facilities District board meeting on July 26. “It was not in the budget so it is an unexpected expense.” The payment of McCluskey $100,000 left the ShoWare Center with financial losses of $290,741 through June of this year, about $106,000 more than the SMG projected loss of $184,430, according to the ShoWare income statement. The arena had expenses of $1.2 million through June and income of $963,000. The ShoWare Center is on the way to losing hundreds of thousands of dollars for the fourth consecutive year. The arena lost $451,723 in 2009, $398,013 in 2010 and $457,480 in 2011 for a total of more than $1.3 million. The city sets aside money in its annual capital budget to cover the losses. That money could be used for capital projects such as improvements to city streets and other facilities. ShoWare and city officials initially believed that salaries paid to SMG,

the property tax increase. Voters will be asked to approve a six-year property tax levy lid lift of 37 cents per $1,000 assessed property value or about $111 per year on a $300,000 home.

Stevens enjoys an active life – as a Portland-area salesman of medical equipment and as an amateur golfer with an impressive 2 handicap. “I am better than that,” he said after sending his approach shot wide of the par-4 17th hole at Kent’s Riverbend Golf Complex last Saturday. “I am much better than that shot.” Stevens is much better for someone who lost his lower right leg in a horrible accident seven years ago.

It was Kent’s largest field for the two-day tournament, which attracted players of all abilities and from many destinations. “It’s just awesome,� said Ed Wilson, tournament director and 18-year amputee golfer. “It’s great to see so many players. They enjoy coming here every year.� The 36-hole test at Riverbend brought out Renton’s Pete Nichols, a quality insurance inspector for The Boeing Co. Nichols lost his lower left leg in a motorcycle accident on the Benson two years ago. Fitted with a chrome-clad prosthetic limb, he is back doing the things he enjoys most. Like swinging the driver. “I love it,� he said of his new leg, a medical marvel. “For what it is, I’m happy as hell with it.� Sam Surowiec was happy to be in Kent to share a round or two with friends. The 39-year-old middle school teacher from Everett makes it a point to play Riverbend each year. After a vehicle accident severely injured his leg in 1996, Surowiec fought to keep it for eight years, but was forced to have it amputated above the knee when he developed a rare form of E. coli. “I have a supportive family,� he said of dealing with his ordeal. “You have those moments, those dark stages, for sure, always. I don’t an-

Kelly was one of more than 25 Hanger Clinic amputee patients and clinicians who participated in the tournament. The clinic has been a 10-year title sponsor of the event. For Kelly, the new technology has made an impact in the lives of active amputee men and women. He is encouraged in the advances that enable patients to follow an active, healthy life. “Our goal is to educate them, get them there ‌ we want them to get back to that same function level,â€? Prosecutors charge couple for promoting sexual abuse BY STEVE HUNTER shunter@kentreporter.com

FIREFIGHTERS READY TO FILL THE BOOT Local firefighters will hit the streets today with boots in hand, as they kick off their annual Fill-the-Boot fundraising campaign for children and adults with muscle-wasting diseases. Firefighters will be at the Smith-Central intersection to collect donations. Committed to the eradication of neuromuscular diseases, the International Association of Fire Fighters (IAFF) is a longtime friend and supporter of the Muscular Dystrophy Association. Fill-the-Boot drives are the primary means by which the IAFF has raised nearly $475 million for MDA since 1954. In 2011, firefighters in Kent raised more than $8,000, one boot at a time.

Flight to safety A Snohomish Sheriff Department helicopter transports several first responders with the Airborne Tactical Extraction Platform (AirTEP) at the Government Services Administration complex in Auburn on Monday. The exercise was part of the Seattle Urban Areas Security Initiative preparation for large-scale disaster drill slated for multiple sites in South King County on Aug. 29. The AirTEP is a 115-pound device that rescue choppers use to insert and extract up to 10 people. The Valley Regional Fire Authority, King County Fire and Rescue, and the Maple Valley, Enumclaw, Kent and Tukwila fire departments participated in the drills. SHAWN SKAGER, Reporter

King County prosecutors have charged a 44-year-old Kent woman and her 32-year-old boyfriend with promoting commercial sexual abuse of a minor for allegedly setting up a 15-year-old girl and two other girls to work as prostitutes. Altesa Bernice Turner and Bernard Demond Watkins are scheduled to be arraigned on the charges Aug. 6 in King County Superior Court at the Norm Maleng Regional Justice Center in Kent. Turner remained Friday in the county jail in Seattle with bail set at $50,000. Watkins remained in the county jail in Kent with bail at $50,000. Kent Police arrested the couple July 12 at their Kent apartment. The couple allegedly pimped several juvenile girls this summer through advertisements posted on www.backpage.com, a website known to be used by pimps and prostitutes to find customers through ads posted for escorts, according to charging papers. Detectives tracked down Turner and Watkins after police responded to a 911 call about a fight July 11 at a bus stop in the 10800 block of Southeast 208th Street. Officers arrested Turner for investigation of fourth-degree assault in the fight for reportedly exiting her car and initiating a fight with another woman at the bus stop. The two women knew each other. Officers discovered during their investigation of the fight that Turner and Watkins were involved in prostitu-

tion activity, narcotics and firearms. Watkins moved from Indiana into Turner’s apartment in Kent around March of this year. Turner reportedly took photos of the 15-year-old girl wearing Turner’s purple lingerie and black high heels, according to charging papers. The photos were used to post an ad on backpage.com. Detectives saw an ad on the site posted July 9 that listed Turner’s phone number as a contact and included five photos of the girl, including one wearing purple lingerie and black high heels. The girl also had a distinctive tattoo on her chest that helped detectives determine it was the same girl who had been photographed in the couple’s apartment. Another photo of the girl showed a couch that matched a couch found in the couple’s apartment. The ad on the website also listed two other females and Turner’s contact number. Watkins allegedly also posted ads on the website with his phone number as a contact. He would collect 50 percent of the money that the girls would get while working as a prostitute. The girls would meet some clients at the couple’s apartment. A Valley SWAT team raided the couple’s unit July 12 at the Indigo Springs Apartments, 11101 SE 208th St. Detectives searched the residence and found several items depicted in backpage.com ads, including purple lingerie, black high heels, leopard print lingerie and a distinctive floral patterned couch. During an interview with detectives, Turner said she allowed girls to use her lingerie, heels, couch and apartment to take photos.

The levy would raise about $29 million over six years, $18.3 million for parks and $10.7 million for streets as 23 cents per $1,000 would go to parks each year and 14 cents per $1,000 to streets. The levy would expire after six years. The ballot measure will describe the park and street projects to be paid for and require a simple majority. Council members Dennis Higgins, Deborah Ranniger, Bill Boyce and Dana Ralph voted to send the measure to voters. Jamie Perry, Elizabeth Albertson and Les Thomas voted against the measure. “We are here to solve a problem that isn’t going away,” said Higgins, the council president, in his opening statement at the meeting. “If we don’t deal with facilities that are falling apart and streets that are falling apart today, they will have to be shut down, they will have to be rebuilt and they will have to be torn out.” The council formed citizen committees earlier this year to come up with recommendations for parks and street funding and to help prioritize repairs. Those recommendations went to an ad-hoc committee of council members Higgins, Ralph and Albertson. Those three came up with final recommendations to the full council. Perry strong opposed asking voters to approve a property tax increase, especially with no solid plan by the council to charge businesses more to help pay for street

improvements. “Our residents are already paying far more than their surrounding communities,” Perry said. “And asking them to raise their rates further without looking at other options, I cannot do.” Perry came armed to the meeting with statistics to back up her statement. She said Kent residents pay 60 percent of the property taxes that come into the city, with business property owners paying the other 40 percent. Perry said a Kent resident with a $350,000 home pays $4,805 in all property taxes to support schools, the city, King County, fire department and other entities supported by the tax. She said in Bellevue, an owner of a $350,000 home pays $3,237 in property taxes. In Seattle, the property tax on a $350,000 home is $3,559. The councilwoman then pointed out the differences between Kent and other cities as far as business taxes. “You have Bellevue, Seattle, Tacoma, Everett, Bellingham, Burien, Des Moines, Issaquah and Olympia all have a B&O (business and occupation) tax,” Perry said. You have Spokane, Vancouver and Renton who all have a head (per employee) tax. Kent has neither. “A B&O or head tax or some sort of business tax seems like a much more reasonable option to me than asking our residents to further burden themselves than what they’re already paying. It’s time this council stood up and enacted one of those business taxes.” Despite Perry’s plea, the council

voted down 5-2 on Tuesday night a proposal to levy a B&O tax of 0.2 percent on wholesalers or warehouse distributors. Perry and Albertson voted for the tax as a method to help get companies whose trucks damage many of the roads to help pay for repairs to the streets. After that vote, the council voted 6-1, with Albertson against, to pass a resolution that the city will enact some type of business tax or fee by the end of the year. Most of the council wanted more time to work with the business community to see how to come up with another $4 million or so per year through a new tax or fee to pay for streets. Several council members said they realize in order for voters to approve the property tax increase the city needs to adopt a new business tax or fee of some type. The council agreed unanimously on one item Tuesday. They asked city administration to hire a consultant to study the city budget and operations in an effort to find further efficiencies to reduce the budget by as much as $2 million per year. Kent Mayor Suzette Cooke told the council she did not yet know how much such a study would cost or how long it would take to complete until she has a chance to look into the issue. “I recognize the fact the council and I would like to use the results of this in support of any kind of effort we take to the public for a levy lid lift,” Cooke said. “I’m very cognizant that it needs to be sooner rather than later.”

State says Kent property can come off contaminated sites list REPORTER STAFF

The state Department of Ecology proposes to remove a Kent property from a statewide list of contaminated sites because it has been shown to meet state cleanup standards. The five-acre, vacant parcel at South 218th Street and 90th Avenue South contained slag from steel recycling, used as fill material. The slag imparted high pH to storm water and ground water that flowed through the material, according to a July 27 state DOE media release. This made the water highly caustic and therefore harmful to aquatic life in ditches and streams that flow to the Green River. The property owner has agreed to remove the slag, replace it with clean soil and plant vegetation to stabilize the replacement fill. Based on that work, DOE officials have determined that the property no longer poses a threat to human health or the environment and is eligible for removal from the Hazardous Sites List. Before doing so, the DOE invites public comment until Aug. 27. Cities need to work, allow safe marijuana access points

It doesn’t make any sense. Various cities are outright banning medical marijuana access points from operating within their boundaries for the sake of public safety and/ or concern for the exposure of children to marijuana. If the cities are truly concerned about safety and the potential of kids being exposed to this drug, then I think they’d want these access points to exist in order to regulate and monitor the disbursement of the marijuana. If it is the threat of the federal government that the city officials are afraid of, they need not be afraid – there has not been a single incidence where a city, county or state official has been convicted

Student employment sinks to 20-year low We all know about the nation’s weak economy and tough job market, but the prolonged recession is hitting high school and college students as well. As Valley Medical Center has reached the one-year anniversary of our Strategic Alliance with UW Medicine, I am pleased to report that we have already increased the availability of quality health care in our community. In the July 2011 to July 2012 period, we have increased the clinical expertise and services available to our residents by expanding coverage at Valley in neurological surgery and thoracic surgery, expanding education and training through the UW emergency medicine residency, standardizing reporting for patient safety and quality, implementing a rapid process improvement program to reduce the costs of care and creating additional access to primary care, secondary care and highly specialized care when needed. The coming year should bring expansion to oncology services, cardiology, urology, ophthalmology and several other clinical areas. With official safe access points for medical marijuana patients, these type of occurrences are less likely. Medical marijuana patients will get their medication in a safe place – which means safety for the patient and for the general public as well. Cities banning medical marijuana access points are in essence encouraging back alley drug deals exposing the general public to unnecessary risks and denying public safety education to the patients who will find and have access to the marijuana regardless of city policy. It seems some cities

struggle with zoning for these type of facilities. Here’s an idea: Keep it in a well-lit commercial zone. No growing of live plants allowed, no closer than 1,000 feet of a school, daycare or public park from property line to property line, and no closer than 1,000 feet to another access facility. Mandatory video surveillance with recording device and alarm systems installed. With these type of zoning requirements there won’t be facilities popping up on every corner and the city can be certain the facility is a safe and secure location for patients and the

public as well. There is no reason why marijuana access facilities and a city cannot work cooperatively to educate the people and monitor the safe distribution of the medicine. www.kentreporter.com [ TAX from page 1 ] the Philadelphia-based operator hired by the city to run the 6,000-seat arena, were exempt from the B&O tax because it is a city-owned facility. “We had always assumed that the ShoWare Center was the city and that no B&O tax is payable,” City Finance Director Bob Nachlinger told the Public Facilities District board. “We had a Department of Revenue auditor come in and he had a different opinion. We did get them to only assess the tax on the actual salaries paid out by the ShoWare Center and not including all of the ancillary costs. The number initially was about twice as much and we managed to get them to

agree to move it down.” The $100,000 assessed by the state in April covers the tax on salaries since the arena opened in 2009. The actual tax per year will be about $30,000, McCluskey said. Board member Mike Miller said arenas operated directly by cities do not pay the B&O tax on salaries. But because the city hired SMG to run the facility, it is considered a third party and therefore subject to the tax. That comment led board member Greg Haffner to ask Nachlinger if there is any potential legal challenge to the ruling by the city. “We had one of our attorneys who is very familiar with the B&O tax look over everything

and we could challenge it but we would lose,” Nachlinger said. The state ruling surprised Greg Haffner, a business and real estate lawyer. “I’m frankly shocked it’s applicable,” Haffner said. “I’m not a tax expert so I don’t want to sit here and say the Department of Revenue is wrong. But they’re not always right.” McCluskey also explained that the state considers SMG a third party rather than part of the city staff. “The city is giving money to SMG for salaries so they’re saying that’s revenue to SMG so the tax is on the salaries,” McCluskey said. “They initially went after all expenses.”

Students walk out of college smack into a job market with 23 million Americans who are unemployed, underemployed or who have given up looking for work. These graduates are often disillusioned, frustrated and losing hope. Pollster John Zogby calls them the CENGA generation: College Educated, Not Going Anywhere. They’ve lost faith in all of the traditional institutions including government, politics and the church. Zogby says the CENGA generation is largely responsible for the surprising number of young people who support Libertarian presidential candidate Ron Paul. Simply put, they’re against whoever’s in charge. The real problem for

The job crunch has also hit college students. NCES reports that in 2000, over half of the full-time college students worked. That total has now fallen to 40 percent. College students also face skyrocketing debt, as tuition at our major universities has increased by 14 percent each of the last two years and is projected to go higher as states struggle with a sluggish economy and shortfalls in tax collections. America is the anemic economy recovery is not producing even close to the number of jobs necessary for people entering the workforce. So what is the answer? Our elected officials must remove barriers to expanding economic opportunity. It does no good to spend billions in federal money on training and retraining programs if the jobs don’t exist. It’s a regional crime trend, not just in Kent, Wood said. “We aren’t seeing the mob or ‘flocking’ happening here too often, but the idea of small groups going to a neighborhood – more of an organized method to breaking into homes, we

Kent Police will visit events along with other city staff, including Mayor Suzette Cooke, City Council members, the Valley Regional Fire Authority, Parks and Public Works staff. There also will be representatives from Washington state government and Target, a national sponsor of National Night Out at events from 5 p.m. to 9 p.m. Meadow Glen will host massages, an ice cream social, crafts and games for kids and collect dead electronics to recycle at their Night Out event from 6 p.m. to 9 p.m., Tuesday at 20820 114th Place SE, Kent. “We want to make sure everybody knows who everybody is,� Wells said. “If not at least get to make one new friend on the property.� The Meadow Glen community has experienced dropped stolen cars in the past and recently a rash of breakins in the last year, she said. “We had a successful arrest right after the Block Watch was opened,� Wells said. Three and a half weeks after Meadow Glen formed their Block Watch of nine members and three “ghost� members, who remain anonymous, two men were arrested with a car full of stolen merchandise on the property. Torrence seeks third Top Fuel win BY KRIS HILL

BENJAMIN HEADED TO U OF MARY Kentwood High graduate Mykala Benjamin was accepted into the University of Mary in Bismarck, N.D., starting this fall. Benjamin took part in soccer, basketball, track and field and Conk Crew. She has earned recognition as a member of the 2012 Soccer 4A Washington state championship team and the 2011 track 4A state championship team, is a 400 and 800 meter state champion, the 2011 soccer offensive MVP, first team All-League, and All-State honorable mention. The Marauders are part of the Northern Sun Intercollegiate Conference in NCAA Division II. Benjamin plans to major in athletic training. She is the daughter of Horace and Angelina Benjamin of Kent.

Like many professional drivers in the National Hot Rod Association, Steve Torrence, pilot of the Capco Top Fuel dragster, grew up at the drag strip. Unlike other drivers, however, he’s known tragedy, which propelled his career forward and brought it to a halt. An accident that killed a driver led to an incredible run for Torrence in 2005 after cancer had sidelined him in 2000. “That was probably the biggest victory of all (beating cancer),� Torrence said. “That was way bigger than any Wally I’ve ever won. It’s been a life changing experience.� (A Wally is a trophy awarded to winners of an NHRA national event.) Yet having overcome that and the other obstacles it takes to assemble a race

team, Torrence has come screaming out of the gate this season. He’s already gone to four finals, taken two event wins and comes into the 25th annual O’Reilly Auto Parts Northwest Nationals at Pacific Raceways in fourth place in the Top Fuel class. “We started 2012 just with the hopes of being somewhat competitive,� Torrence said. “I don’t think we could’ve plotted it out any better than that.� All this after racing just three full seasons from his 2006 start in Top Fuel. His father, Billy, began racing sportsman when Torrence was 6 years old. Before the younger Torrence got behind the wheel of a super comp car at the age of 15, he had already raced motorcycles, although bypassing the more typical entry into drag racing, the Junior Dragster series. In 2004, Torrence went

A total of 160 teams in 19 divisions competed in the third annual ShoWare Shootout 3-on-3 basketball tournament presented by Allied Waste. That’s up slightly from the 156 teams that competed in 2011. Inspiration from Russia: Grand vistas, clipped yews You may not have the expansive es-

tate and army of gardeners that Peter the Great enjoyed in his gardens but you can add a bit of Russian grandeur to your home landscape by choosing the same plant material as the great Tsars. Long, cold winters did not stop the royalty from turning St. Petersburg into one of the most magnificent cities of Europe. Use yews as upright evergreens in your own garden and you won’t have to worry about deer, winds, drought or freezing winter temperatures. The English Yew (Taxus baccata) comes in many varieties some with new foliage that is a golden yellow (look for the variety ’Aurea’) and a column shaped yew (‘Fastigiata’) that both do well here in Western Washington. Yews can tolerate full shade and wet winter soil. Create your own grand garden vista by framing a mountain, sea or woodland view. Just place a yew on either side of the scene

His home and garden is a beautiful example of a living museum with his favorite plant and namesake “Linnaea borealis: or the twin flower still blooming in early summer. Western Washington gardeners are lucky that this woodland ground cover plant is native to our region. KENT DRIVERS should prepare for a complete closure of Highway 167 in both directions Aug. 10-13 between South 180th Street and Interstate 405. The Washington State Department of Transportation and its contractor Scarsella Brothers will install a new fish-friendly culvert on Panther Creek where it passes under SR 167 in Renton, according to the state DOT website at www.wsdot.wa.gov. The work is part of mitigation for an emergency culvert repair at Thunder Hills Creek in Renton near I-405.

Starting at 7:30 p.m. on Friday, Aug. 10, crews will close SR 167 for 58 hours. Crews will cut through 65 feet of pavement to install a new fish-friendly culvert. To take advantage of the closure, crews will also work on other road maintenance in the work zone. Leading up to the weekend of Aug. 10, the DOT will close lanes of both northbound and southbound SR 167 on a weekly basis to prepare for the full closure.
