Collision with utility boxes brings questions Power outage not caused by crash; PSE shut down substation for safety By Mary L. Grady
editor@mi-reporter.com
The impact between a car and the utility boxes on the sidewalk at The Mercer Apartments in late June at the corner of 77th Avenue S.E. and S.E. 27th Street has raised questions about the safety and placement of the electrical equipment there. The accident was caused by the driver of a 1991 Toyota Camry who ran a red light at the intersection, and was hit by another car, then veered onto the sidewalk, hitting the first utility box and pushing it into the second one next to it. The Camry was left straddling the

opening in the sidewalk beneath the box. The incident, which began at 12:30 p.m., caused a power outage that lasted an hour or more for thousands of Islanders. The good news is that no one was injured despite the fact that the equipment inside the big metal can holding electrical equipment was energized. The car that hit the box was scorched by the arcing of the electricity inside. The driver of the car was safe as she remained inside until she was told it was safe to leave. Puget Sound Energy and Mercer Island emergency personnel agree, however, that there was a possibility that the ground surrounding the accident site could have been energized and that those near the scene were at risk of receiving an electrical shock. To get a better understanding of the role of the utility boxes referred
to as ‘switching cans’ by PSE, and the sequence of events that caused the outage and why, the Reporter posed several questions to engineers at PSE. What is the nature of the utility boxes on the corner of S.E. 27th Street and 77th Avenue S.E. and what do they do? The boxes, called padmount switch cabinets, generally 5 feet wide by 5 feet deep by 3.5 feet high, house connection points for underground power lines serving a neighborhood. They are built to operate at 12,470 volts (12.5 KV), which is PSE’s typical (distribution) voltage. The cabinets provide protection to segmented groups of homes and businesses. If a problem occurs on the electric system serving the area, the switching equipment in the cabinets isolate the problem to a segmented area and prevent the problem from disrupting electric service to a larger group of customers in the area.

This car hit two electrical cabinets on at the corner of S.E. 27th Street and 77th Avenue S.E., on June 24. PSE crew ordered power cut off at the north end substation to protect the public. That distance kept onlookers safe. We are unaware of any onlooker reporting a tingling sensation in their feet or legs, which would indicate the presence of gradient voltage.. Why are the boxes placed at street level rather than underground at that location? It’s estimated that moving an existing above-ground cabinet to underground would cost up to $500,000 — an expense that would be passed onto utility customers. What are the obligations of PSE, the property owner and/or the city for the placement and/or protection of the boxes? Since the padmount switching cabinets on 77th Avenue S.E. are approximately 15 feet from the street, they are considered well protected for pedestrians and well out of the path of car traffic. Councilman Mike Cero voted against the measure, saying in part that the proposal was getting too big. “It’s a satellite station with a limited mission,” said Cero. He specifically objected to the funding of a new fire truck within the proposal. The Council did discuss limiting the size of the new station to reduce costs. A motion to limit the size of the new station to 8,000 square feet passed with a vote of four to two, with Jane Meyer Brahm and Mike Grady voting no. In locations where switching cabinets or other utility equipment would be exposed to physical damage, sturdy, concrete safety posts or bollards are installed to prevent damage. They are within the boundaries of an easement established long before the more recent redevelopment of the corner.)
The City Council also vetted the idea that the city sell Mercerdale Park to the Mercer Island School District for a new school. The school district is in the midst of formulating a plan to rebuild and update its facilities. The Council conferred on the need to help the school district while agreeing the park is an irreplaceable community asset. A motion by Councilmember Mike Cero to transfer ownership to the school district failed. Finally, the Council voted six to one to stipulate that Mercerdale Park is not for sale.

WINE | FROM 1 otherwise. “We generally tend to show wines that are more obscure and original,” Rasmussen said, “and it seems that customers like that.” Customers often buy wine after tasting it. To have a wine tasting, a grocery store must obtain a license from the State Liquor Control Board, serve food with the tastings and notify the state at the beginning of each month of when the tastings will be held. Customers must drink the wine within the tasting area and may have no more than four ounces total, and no more than two ounces of a specific wine. Those 40 years old and younger must show a valid ID, and visibly intoxicated custom-
ers will be refused service. Rasmussen said the South end QFC has never had a problem with intoxication, although other stores have. Rasmussen and Davis usually have four bottles out for tasting. Customers can have one ounce of each of the four if they like. The number of people who come to try new wines depends on the night. “Some nights we get 10 people; sometimes, we get 40-50,” Rasmussen said. “It depends on what’s going on. It’s a neighborhood store, and people often have kids to take care of. They might be in a rush, so they can just come try a wine quickly, then buy it.” The North end QFC is currently undergoing renovations, but will most likely have wine tastings when the remodel is finished.

What is this “road diet” project that I have been reading about on Island Crest Way? The City of Mercer Island has already begun its 2012 phase of the “road diet” project. The city will be taking the four lanes of Island Crest Way between S.E. 40th Street and S.E. 53rd Street and resizing it to a threelane road (one northbound lane and one southbound lane with a middle left turn lane). Engineers have stated that the resizing of the roadway will not significantly add congestion for traffic along Island Crest Way. The resizing will also make it safer for residents pulling out of their driveways onto Island Crest Way, and make left turns easier along Island Crest Way without stopping the flow of traffic. The city has already begun this project and is slated to have it completed in 2014. Have a question for Officer Jira? Write to him at Rob. Jira@mercergov.org.

The family of Richard Sweezey, a Mercer Island resident presumed drowned late last month in Lake Washington, has hired a private organization to continue the search for him. On July 20, Sweezey’s boat was found washed up on shore in Kirkland. He had left the Queen City Yacht Club in Seattle on his boat to conduct some repairs. Police searched for the man without results. Since that time, the King County Sheriff ’s Office also conducted a search, but found nothing. Media reports indicates that Sweezey was at home around the water. The family is anxious to find out what happened.
The family has now employed a nonprofit dive group called Innerspace Exploration. It will use divers and sonar technology to find Sweezey and find out what happened. State on the lookout for gypsy moths By Brita Moore
bmoore@mi-reporter.com
Islanders may have noticed bright orange or neon green triangle-shaped boxes hanging from Island trees. The tiny boxes are gypsy moth traps, part of the Washington State Department of Agriculture’s (WSDA) program to prevent the infestation of gypsy moths. These moths are some of the worst pests in the United States and are well established in 19 eastern and upper Midwestern states. They cause extensive environmental and economic costs every year, destroying crops, timber and wildlife habitats. “It isn’t native to the U.S., so it doesn’t have any enemies,” said Mike Louisell, public information officer at the WSDA. The two varieties of gypsy moth are European and Asian. The European moths are established in the east and Midwest, but the Asian moths are a greater threat to Washington state’s environment because they can eat evergreen trees, and females can fly. Thus, they would
be much harder to contain than European moths. Fortunately, Asian gypsy moths do not have a foothold in the United States. The WSDA has kept the g y p s y m o t h population in c h e c k since 1974 and has prevented a major outbreak in the state. “Small infestations do happen, but we’ve always been successful in eradicating them before they become a problem for damaging trees and vegetation,” Louisell said. The triangle-shaped traps, which are either bright orange or bright green, hang on trees and shrubs across the state. This year’s trapping began in early July. Workers check the traps every two to three weeks and monitor the number of moths that have been caught. The trap releases a sex pheromone that attracts male moths, and if they fol-

low the scent, they fly inside the trap and get stuck to the walls. Entomologists determine if it is a gypsy moth, and trappers may put out more traps to pinpoint the location of a possible infestation. The traps will be taken down in October for further research. “It’s an early warning detection measure to increase awareness about repro ducing populations,” Louisell said. Only two moths have been found so far this summer, in the Skyway area in Renton. None have been found on Mercer Island. Last year’s total state count was 16, with 13 of those in Pierce County. Gypsy moths can get here from their established states if a resident moves and the moth eggs are attached to a car or barbecue. The egg masses found in Pierce County were sprayed with biological insecticide before the caterpillars could become moths. “The program protects the agricultural reputation of Washington state,” Louisell said. Get some exercise, use a rake, not a leaf blower I heartedly “second” Tom Owens’ letter advocating the abandonment of leaf blowers. Get out the rake and/or the push broom, and allow the neighborhood to be more peaceful. Mercer Island’s National Night Out useful and fun I would like to thank the city of Mercer Island, especially Officer Jennifer Franklin, for its support of the National Night Out program. I recently had the pleasure of planning a National Night Out event for my East Seattle neighborhood. Coming by foot, wagon, scooter and even paddle board, over 40 families enjoyed an evening of getting to know one another. Some had lived in the neighborhood for decades, others for only five days. The highlights of the evening were visits from a Mercer Island police car, a Mercer Island fire car and Mayor Bruce Bassett. Ours was only one of many events on the Island that night. Officer Franklin scheduled cars and civic officials to visit each one and provided all with emergency preparedness materials. Thanks to her efforts, a great time was had by all. But before we can support building an arena in Sodo, we need to be absolutely convinced that it will have no impact on the long-term health of the Port of Seattle. It is the job of Seattle and King County to pass judgment on the financing plan and ensure it is in the best interest of citizens and is within the law. We have no comment on that part of the debate. SAN BERNARDINO, Calif. — The Mercer Island Little League team may have fallen short of its quest to win the Northwest Region baseball tournament, but its treasure trove of accom-
plishments this summer will surely overflow for years to come. Mercer Island won 12 consecutive games before it was eliminated Thursday night, Aug. 9, in the semifinals of the Northwest Region, played in the siz-

zling hot confines of Al Houghton Stadium before a nationally televised audience on ESPN. Gresham National Little League of Oregon knocked off Mercer Island, 6-2, then went on to beat a team from Idaho to capture the regional championship and earn one of eight U.S. berths at the Little League World Series beginning this week in Williamsport, Pa. “These kids just came out to play hard every single game, no matter how hot it was or who we were playing or what the circumstances were,” said Mercer Island manager Steve Poore. “I’m just really proud of them.” Bidding to become the second team from
Mercer Island to advance to Williamsport in the last four seasons, the boys showed their resiliency long before traveling to Southern California. Last month, the group of 12 and 13-year-olds lost the opening game of the Washington state tournament to a team from Kent, 10-0, before clawing their way back to the title game by winning six elimination games in six days, including a 3-2 victory against Kent. Mercer Island then had to return a day later and sweep South Kitsap in a doubleheader to advance to San Bernardino. They won 6-5 and 11-1 to complete the amazing comeback. “Our kids were just locked in, took one game at a time and never gave up, never got down, just super tough when it came to preparing for each game and getting ready to play,” Poore said. “The odds were against us, but we persevered.” They arrived in San Bernardino and continued their winning ways, capturing all four pool-play games to earn the top seed for the semifinals. “The reason why we were able to do that, in short, is because we have a really deep pitching staff,” Poore said. “We may not have the superstar, like some other teams, but we’ve got seven guys that can just come in on any given day and shut down the other team. That’s what allowed us to get on these runs and beat teams in pool play and make the run that we did in state.” Those pitchers were Parker Simpson, who

allowed just two earned runs in 9 1/3 innings at the Northwest Regional; Justin Ho, Nikhil Nayar, Robert Weaver, Jack Smith, Matt Boissoneault and Will Hamilton. Together, they combined for a 3.33 earnedrun average in five regional games. At the plate, Ho had the best batting average of any player at the regional, accounting for eight hits in 13 at-bats for a .615 average. Alex Shanks was right behind with a .600 average (6-for-14), the third highest mark at the regional. “Just from a leadership standpoint, those guys at the plate just had a great approach and just did a solid job hitting the ball hard just about every time they came up,” Poore said. “That’s our lead-off batter and our No. 2 hitter, and it really set the tone for the rest of the team.” The tone was also set three years earlier, when Mercer Island advanced to the Little League World Series. That accomplishment established a blueprint for success, one Poore hopes is repeated in the years to come. “When that team went to Williamsport, it really opened our eyes to what was possible,” Poore said. “Then these kids really took it seriously and worked hard and made baseball a priority, and dedicated a lot of time and effort and energy, and that’s one of the reasons why we were so successful … I hope that our guys are able to provide that same blueprint for the guys in our program that are coming up, and same for the coaches as well.”
Letter to Seahawks draws comments South-end residents complain about noise By Megan Managan
mmanagan@mi-reporter.com
In the Aug. 8 issue of the Reporter, Larry and Esther Barsher wrote asking for a petition to quiet the noise from the Seahawks training facility, located in Renton, across Lake Washington from the southern end of Mercer Island. The letter, which said the noise was too loud and bothered Island residents, drew many comments online, mostly saying they didn’t mind the noise. Suzanne Lavender, the director of corporate communications for the Seahawks and Seattle Sounders, said the team has received calls about the volume of music coming from camp. “We have received some calls from Mercer Island neighbors regarding the music volume that is played during Seahawks Training Camp,” Lavender wrote in a statement. “We appreciate their comments and understand their concern. We have taken steps to modify and limit the volume and

For nearly 20 years, the Mercer Island Rotary Club has hosted one student every year from another country who comes and stays on Mercer Island to attend Island schools and experience life in the United States. In return, Rotarians and host families can have a better understanding of the culture of another country. This year, youth exchange student Maria Paula Arruda, from Brazil, was selected.
