No word on staff layoffs

Bremerton Mayor Patty Lent says she and Financial Services Director Becky Hasart are “scrubbing and vetting” 2013 budget request proposals from the city’s various department directors. It’s too early to tell if layoffs will be required to balance next year’s budget, but by the end of the week, Lent expects to have met with every department head in the city and have talked about their balance
sheets and their expectations of revenues and expenditures for 2013. During the 2012 budget preparation cycle last fall, the city faced a small rebellion of public works employees facing layoffs who teamed up with a few outspoken citizens to criticize “fat” salaries of city managers. The Bremerton City Council balked under the pressure, canceled the planned layoffs and reversed direction to raise taxes by more than $1 million. To keep 25 workers employed, the city raised taxes on utilities, parking and car registration. See PREP, A10

Going into the first day of classes this week, local schools continued to keep pace with statewide improvements in math and science scores and a small decline in reading scores. In both the Bremerton and Central Kitsap School districts, officials said scores were mostly positive but also said there was room for improvement. Washington Superintendent of Public Instruction Randy Dorn, in an Aug. 28 release, cited a 10.4 percent jump in state-wide fifth-grade science scores, from 55.7 percent of students passing in 2011 to 66.1 percent in 2012, and an increase of 4.7 percent in eighthgrade scores from last year. Reading scores showed increases in fourth, fifth and seventh grades and decreases in third and eighth grades compared to last year while sixth-grade scores stayed the same. Statewide testing scores for Washington school districts for 2011-12, were released Aug. 29. Dorn said, overall, he was pleased
with statewide results but found room for improvement in the scores. “We have more ups than we have downs,” Dorn said during a press conference held Aug 29. “Students continue to make progress.” Science scores in the state had greatly improved and he credited the improvement to schools placing an increased emphasis on science in earlier grades. Officials at the Central Kitsap School District pointed out that students’ science scores had topped state averages at all grade levels in the district. The district also fared well in reading with scores higher than the state average in reading in every grade tested, and the district scored higher than the state average in math in all grades except third and fifth. For high-school math in year one, the district scored almost a full ten percentage points higher than the state average and in year two the district scored more than six percentage points higher. The district also scored slightly higher in overall biology than the state average. Central Kitsap School District
Superintendent Greg Lynch said he was pleased with the results and felt the scores reflected the commitment of district staff to students’ education. “I am exceptionally pleased with the results,” he said. “The bottom line is we’ve got a wonderfully capable staff, and I attribute the results you see in these assessments to a tremendous job of teaching.” Franklyn MacKenzie, Director of Secondary Education for the Central Kitsap School District, said the positive numbers reflected the district’s work in restructuring communications within the district. “I think our focus on our instructional framework and a common language that administrators and teachers are using is one of the factors and will pay off over a long time,” he said. Kitsap County Prosecutor Russ Hauge isn’t asking for anything extra for next year’s budget. In fact he’s asking for a little less. “Our budget position is simple: We have what we need,” Hauge wrote in his recently released annual report. Hauge gauged necessity on what he said is a mostly static crime rate and the need to keep county resources held at current levels. “We have to hold onto the portion of the county’s resources that we now have, but right now we don’t need to ask for more.”
In a 2013 budget submitted to The Board of Kitsap County Commissioners, Hauge asked for $7,854,538. The prosecutor’s adopted budget for 2012 was $7,975,000 and the total budget for 2011 was $7,907,000. Hauge says that his office faired relatively well, losing about 12 employees, compared to other departments in the years since the economy went south starting in 2008. “In the depths of the recession we had to make substantial layoffs,” Hauge said. “Everybody has been dramatically cut. For 7-year-old Zach Wolf, having a live alligator for a hat was a blast. “It was awesome,” Wolf said breathlessly as he rubbed his hands through his hair. “But it made my head a little itchy.” Wolf was not the only one to try on the alligator accessory. Children and adults laughed and smiled with wide-eyed appreciation as zoologist Scott Petersen, also known as the Reptile Man, made his way through a crowd of almost 500 at the Silverdale Mall on Sept. 1 letting people pet Lucy the Alligator and sometimes placing the reptile on their heads. Petersen made his rounds after making a presentation on reptiles that included a king cobra, a rattle snake, Lucy the alligator and a tortoise named Sponge Bob Scale Pants. After the presentation, Petersen let others hold a nine foot python and released a tortoise who wandered the space with a convoy of young people following behind. Eleven-year-old Haley Wolf, Zach’s sister, said she did not have the chance to wear Lucy, but she did get to pet the python. “I got to pet the snake,” Haley Wolf said. “I think it’s cool.” The reptilian romp was the first installment of See SNAKES, A7

Old seawall removed at Children’s Park Beach to reopen soon after EPA funded restoration work is finished By KEVAN MOORE kmoore@soundpublishing.com
A person who has never been to Anna Smith Children’s Park near the fairgrounds would have no way of knowing that a 650-foot long crumbling bulkhead at the site once held out against the tide. That dilapidated bulkhead, on the shoreline of Dyes Inlet, has been completely removed
after work started at the site last week and all that remains is a gentle, sandy slope at the water’s edge. Contractors at the park this week said the beach could be reopened to the public any day now when they finish scouring the beach for any pieces of concrete that may have come and gone with the rise and fall of the tides. Kitsap County’s community development and parks
and recreation departments teamed together to use Environmental Protection Agency grant funds to remove the old seawall, improve shoreline access and safety and restore the natural conditions of the shoreline. “This project helps us get rid of an old bulkhead and demonstrates to the public how a shoreline can be restored,” said Kitsap County Parks Superintendent Dori Leckner. “It would be more expensive to rebuild and this project shows us that a bulkhead is of no use in preventing erosion here anyway.”
The bulkhead removal project is part of a larger Kitsap Regional Shoreline Restoration Project funded by the EPA Watershed Assistance Program. The project studied all Kitsap County shorelines and Anna Smith Park was shown as an important area for sediment source contribution to the nearshore. Around the state, shoreline is still being encased in concreete faster than it’s returned to a more natural condition. Bulkheads and seawalls often trap natural sediment contributions to beaches and can
impact salmon feeding areas and forage fish spawning grounds. When bulkheads aren’t protecting structures, their removal can help restore shoreline functions, officials said. County officials said that dedicated Beach Watcher volunteers participated in pre-bulkhead monitoring to collect valuable information on the state of the beach. The volunteers will continue to help track ecological and physical changes over the years to come.

Kitsap County officials plan to move forward on a $16 million road and bridge project to widen and improve Bucklin Hill Road that has been stalled by money problems for years. The Bucklin Hill Estuary Enhancement and Bridge Construction Project would widen Bucklin Hill Road into four lanes beginning at Blaine Avenue and continue widening the road into five lanes through Mickelberry Road by building a 240-foot abutment bridge across the Clear Creek Estuary. Tina Nelson, manager of the Bucklin Hill Project for Kitsap County, said the fifth lane would be a dedicated turn lane which would make needed access improvements at Levin Road and the overall project would increase
traffic flow on Bucklin Hill Road, which sees an average of 20,000 cars a day. Plans to fix Bucklin Hill Road date back to 1998, but funding issues have kept the project in limbo. Preliminary engineering on the project would cost $3 million. Land purchases are expected to cost $560,000 and construction costs are estimated at $13 million. County Commissioner Josh Brown said the county found partial funding for the project through grants in the amount of $5.8 million from the Puget Sound Regional Council. Brown said the remaining $10 million would come from the county’s dedicated road funds, but the county would continue to seek funding through other grants as well. Brown said the county is on a short list to receive money from state sources
for the project which could be as much as $1.7 million, although the money was not guaranteed. “The $5.8 million is guaranteed,” Brown said. “But we are on a short list to receive contingency funds left over from other projects throughout the state.” “We are not guaranteed the 1.7 million,” he said. “But I believe we will receive some of that, which will put about $7 million towards the project.” Brown said the grant funding would mean that such financial maneuvering would not be necessary. The county will continue to seek grants and other funding sources for the project, but that either way he was committed to making the project happen,
he said. “The only way it will not move forward is if we get a new board of commissioners who kill it,” Brown said. “As long as I am sitting in this seat, it will go through.” According to Nelson, the project would improve the estuary by allowing a freer flow of water in and out of the area. “It will now provide a flushing in and out of the estuary which will increase the habitat,” Nelson said. “It will be significant environmental improvement because of that.” Tex Lewis, spokesman for the Clear Creek Task Force, a group charged with protecting the estuary and the Clear Creek Trail said the group believes the project would
have positive impacts on the estuary. “It would help open up that estuary, and we are looking forward to that,” he said. Lewis said the group is concerned with changes on possible access to the trail made by the project. “We’re for the bridge,” Lewis said. “I think it will make a healthier estuary and flush out that area. We just want to make sure that people on both sides have access to the trail.” Nelson said planning for the project took such concerns into consideration. “There will be an official trail crossing,” she said. “It will be like it is today with a signal. There will also be provisions made for crossing beneath the bridge, but during high tide you will not be able to cross.”

Humor with a point IN OUR OPINION
Since publishing last week’s editorial cartoon we’ve received more than the usual number of comments from readers. None were supportive of the satirical statement made by the cartoonist about former President George W. Bush who that week was about the only Republican President not mentioned at the Republican convention. Complaints claimed the cartoon was disrespectful. Among caricatures of the Republicans such as Eisenhower, Nixon and Reagan, Bush was drawn as Curious George. Cartoons can and will continue to be used to express opinions and concerns in a way that the written word cannot. Nothing brings more public comment, most of which is unprintable, than cartoons. We will continue to run them always hoping the image will incite a conversation. From colonial days when Paul Revere made a depiction of the Boston Massacre to the great Thomas Nast campaign against a bloated and greedy political machine at Tammany Hall to David Horsey’s critical and Pulitzer Prize winning work today, cartoons have tackled the messy issues of politics, religion, graft, war, greed and stupidity. Political cartoons have both consciously and unconsciously shaped our national self perception. We will continue to do our part by printing those that foster critical thought or debate, in our opinion. George W. Bush does indeed stand out as a simple man against the backdrop of Republicans that preceded him and surrounded him, as alleged in last week’s cartoon. In the depiction as Curious George, Bush got off easy. The basic statement about a simpleton with big ears among men of substance nowhere near approaches the depth reached in Comedy Central’s South Park Nov. 6, 2002, episode which expressed ideas that President George W. Bush believed Iraqi President Saddam Hussein was going to attack Heaven with weapons of mass destruction. However disturbing the political cartoon is to some Americans, “A Ladder to Heaven” turned out to be a reasonable interpretation of the Bush administration’s blind belief in something 100 percent untrue as motivation to invade Iraq six months after the cartoon shown on cable TV. No public official is above satire and surely no President is above the people’s right to poke satirical fun at them for any reason they see fit.

You go in early, feed the animals, get your hand stamped and head straight back in after school. The curse was having your high-school campus located less than four blocks away. Traveling between classes and open windows in classrooms drew in the tempting food smells and screams from roller coaster riders like a beckoning siren call that made a typical day of classes seem like an endless torture on your teenage senses. The fair brings together the best of what is offered locally and regionally in Western Washington. Go, but make sure you check out the animal barns, the 4-H and agricultural barns, the hobby halls and the craft displays. Skip a few of the rides and a few of the foods you know you should not be eating anyways and find the life of the fair. Be sure to appreciate how the host residents of the Puyallup Valley have adapted to ensure that your visit and everyone else’s to the fair is the best it can be. My hope is that someday, the Bremerton area is able to attract and host such a large, well-attended and premier event with the same organized, welcoming and easy attitude.

When the appeals court issued a stay of Judge Serko’s ruling to close the Kitsap Rifle & Revolver Club, some of the stipulations were that video recordings be made while shooting was occurring and that Kitsap County officials be allowed access to the video recordings to check for compliance. Those reasonable precautions weren’t enough for Neil Wachter of the prosecutor’s office. He alleged a violation of the court’s order, based not on something tangible like a police report, but on some nebulous rumor that led him to believe that someone at the range may have violated the court’s prohibition against using fully automatic weapons. When KRRC attempted to comply with the court’s order by offering access to the video in question, they were rebuffed by Mr. Wachter and hauled back into court. Now, the county has in its possession 78 hours of video (26 cameras x 3hrs). What is the prosecutor’s office going to do with it? Are they really going to waste money and time reviewing

all that video? I doubt it. The most likely explanation is that the request for the video was made to harass KRRC and to attempt to intimidate its patrons. No one, not even the most law abiding, likes to have “Big Brother” looking over their shoulder. CKSD budget cuts, least impact on students By Patrick McDonough pmcdonough@soundpublishing.com
The Central Kitsap School Board adopted its final budget for the 201213 school year on Aug. 22 and district officials said no positions or programs will be cut entirely. Officials of the district said they were able to deal with a $700,000 to a $900,000 shortfall in the budget through attrition with staff and trimming programs while maintaining minimal impact to student’s educations. The shortfall was an improvement on the financial picture presented early this year when the district faced a $6.3 million shortfall. A supplemental levy passed in February and funding from the state helped to close the gap to the current amount. David McVicker, Business Director for the Central Kitsap School District, said although hours had been cut through a full-time equivalency model no jobs would be lost. “A number of FTEs are reduced, but no one is losing a job,” McVicker said. “We’ve effectively done this with attrition.” Proposed cuts to library and band were taken out of the budget entirely, and McVicker said cuts
to programs such as those that help at-risk students at $7,000 and diversity efforts in the district at $40,000 were minimal in the face of the larger deficit the district had faced earlier in the year. McVicker said concerns for the future, including cuts to custodial in the amount of $17,500 and grounds maintenance in the amount of $30,000, would continue to face scrutiny by officials as the year progresses. “We just don’t have enough manpower and enough dollars in our supply budget to meet the needs of that,” he said. “These are areas we’ve got that we are going have to address as we move forward.” He said that every budget the district’s adopted has faced unknowns in the future, but officials were hopeful about the coming year. “We are hopeful that enrollments are pretty close to what’s projected and we’re hopeful the state’s not going to do anything drastic,” McVicker said. “We hope if there is some form of sequestration at the federal level that it doesn’t increase beyond what we anticipate.” McVicker also said the district would continue to seek savings in areas that would have the least effect

David Balderrama said he brought his son 7-yearold son Joseph to see the reptiles and to support the library. “My wife and I are avid readers, and we want the same for him,” he said. He said he had loved reptiles and amphibians since he could remember and wanted to share that passion. “My mother said as soon as learned to walk I was bringing in frogs and snakes,” he said. “It has been a source of excitement and happiness for me and I want kids to know that excitement, too.” He said the presentation for the library also reflected his passion for reading. “I think it’s great working with the library,”
he said. “If you get kids interested in science and nature they are going to want to read. I read copious amounts of books when I was young because of my interest in science and nature. I think they go hand in hand.” The Fall at the Mall events will be held at 1 p.m. each Saturday through Oct. 27 near the food court at the mall, and presentation lengths will vary. Schuyler said she hoped people would take advantage of the presentations and learn more about the library. “We like to believe the library should be the center of everyone’s world,” Schuyler said.

As the school year begins, some families and students will need assistance with nutrition during the school day. Eligible families are encouraged to apply for Washington’s free and reduced-price meal programs. The program includes lunch and breakfast programs with some school participating in a free milk program. Meals are prepared under United States Department of Agriculture guidelines and reflect 2010 dietary guidelines for Americans. Foster children, homeless students, migrant students, households taking part in Food Distribution Program on Indian Reservations (FDPIR) and
students in Head Start and Early Childhood Education and Assistance Program (ECEAP) are eligible for free meals. For other students, eligibility is based on household income. About 60 percent of the Bremerton School District’s students use some portion of the program during the school year. To receive free meals, a household of one must have an annual income at or below $14,521. Income eligibility then increases by $5,148 per additional household member. For reducedprice meals, a household of one needs to have an income at or below $20,665. Income eligibility increases by $7,326 per additional household member.

“A household is defined as all household members, related or unrelated, living together and sharing living expenses,” said Donna Parsons, Director of Child Nutrition Services for Washington state. “A mom and her child would be considered as a household of two. A two parent household with one child would be a household of three. And so on.” Lisa Johnson, Supervisor of Child Nutrition Services for the Bremerton School district, said the district tries to make all students and their families aware of the program and how to apply. Johnson said more than half of the students in the district relied on the program for meals. “Last year we were 60 percent eligible for free and reduced-price meals,” she said. “We promote it to all kids in the district.” Application packets are available at schools. Applications will be reviewed within ten working days of receipt. For more information, contact the child’s school. Johnson encouraged anyone interested in the meals to fill out an application packet. “If families think they are eligible, they should apply for benefits,” Johnson said.

The district also showed an increase of 12.3 percent in seventh grade as well as an increase in reading in all but third, fourth and sixth grades compared to last year. Bremerton School District Spokesperson Patty Glaser said the district continued to make progress in educating students. “We’ve been working hard for the last several years to identify what students need to be successful,” she said. “We know that we have some increases and some decreases but we are pleased with our information.” She said the district owed a measure of success to communications between teachers.

“We are very pleased with our science and math scores,” she said. “We have been working hard creating common planning time for our teachers. They are creating their plans together, which I think is a huge thing.” Glaser said the district’s continued success was due to a focus on the individual achievement of each student “There is always the state assessment piece,” she said. “But our accountability is to individual students.” She said the district hoped to see continued improvement in scores due to methods such as having instructors create their teaching plans together and offering students after school interaction with teachers. Although Dorn said he was pleased with the overall progress of students in the state, he pointed towards lower graduation rates among student subgroups as a topic of concern for educators. He said statistics from 2011 showed what educators call an achievement gap within the student subgroups. Among the subgroups, Asian students graduated at a rate of 82 percent followed by white students at 80 percent. Students who report their ethnicity as two or more races, graduated at a rate of 73.6 percent, Pacific Islanders at 66.2 percent, black students at 65.4 percent and Hispanic students at 64.5 percent. Native Americans graduate on time at a rate of 56.5 percent. Dorn said the numbers indicated the need for state
educators to help such students. “Our goal is to educate all kids in Washington State,” Dorn said. “It’s clear there are kids who need targeted attention to get to graduation.” Officials of both the Bremerton and the Central Kitsap school districts said they continue to work to close such gaps through training and attention to individual students. MacKenzie said the Central Kitsap School District is aware of the problem and continues to seek to serve student subgroups. “We recognize that we, the state and the nation have that gap,” he said. “We still have an achievement gap where our underserved students are not scoring as well as our other students.” MacKenzie said the district continues to try to close the achievement gap through culturally responsive teaching strategies that are designed to benefit all students. “We just finished a training the last two days with all our teaching staff for those kinds of strategies that really help minorities but are a benefit to all students,” he said. Glaser said the Bremerton School District continued to meet the challenges of the achievement gap through attention to every student. “We do formative assessments and close the achievement gap by looking at each individual students,” she said. “Once again, it comes down to individual student making growth.”

An actual budget proposal is not scheduled for printing until October 8, about eight weeks before it needs to be balanced and approved by a city council vote. Meanwhile, Hasart is spending lead time constructing an actual budget document while the mayor prepares to deliver a budget message by the end of the month. Lent said she has told her directors to be prepared for a three- to fivepercent change in whatever their initial bottom line proposals come to. So far, the city is slightly ahead of schedule when it comes to budget preparation. When asked whether or not that trend would continue, or if residents could expect another eleventh-hour scramble come
December, as happened at the end of last year, Hasart said that next year’s budget could be adopted as early as December 5. “Quite frankly, as with every city facing hard economic times, the budget process is more deliberative and involved than I’ve seen in my career and that’s a good thing,” she added. Lent said that the city is bracing for increased health insurance costs next year as well as an increase in Public Employees’ Retirement System (PERS) expenses. “State PERS will go up because back in the downturn they gave us a break,” Lent said. “Now, they want municipalities and counties to catch up. Their pension program isn’t strong enough and they need us to put some reserve money in there.” Lent said she labored for
many long hours over last year’s budget and expects this year will not be any different. “I took a long, hard look at middle management and supervisory areas where we could do without and still get the job done,” she said. “I anticipate doing the same thing this year.” Hasart and other department directors are set to meet with the city council for three, three-hour “dinner meeting” workshops October 22, 24 and 29. A public hearing on revenue sources, property taxes, rates and fees, utility rates and ordinances for each of them is set for November 7. An optional budget summary meeting is slated for November 28 and a public hearing and adoption of the budget is set for Dec. 5.

development in a lab somewhere.” Hauge said that a large drug related spike could return to the county with business methods that involve theft and violence but that would be dealt with then. In the meantime, the prosecutor’s office has handled major events and crimes as they have occurred. Hauge noted such examples as the last February’s fatal shooting of Washington State Trooper Tony Radulescu, a murder in Poulsbo, the emergence of a likely serial killer in Bremerton, an officer-involved shooting that resulted in a death at a tire store in Poulsbo and an accidental shooting at Bremerton’s Armin Jahr Elementary School that left Amina Bowman critically wounded and a nine-year-old classmate in the Juvenile Detention Center. “We have to plan and prepare for these storms,” Hauge said. “They are natural disasters just like floods and earthquakes. We are responsible, together with our police agencies, for controlling the damage.” One of the big ways that the prosecutor’s office has been able to find efficiencies has been by beginning all felony cases by filing complaints in Kitsap County District Court. A felony charge can only be resolved in Superior Court, so this may sound
like we are adding steps rather than streamlining the process,” Hauge said. “However, because of the limited nature of the District Court’s jurisdiction, we face fewer hearings in that court.” Hauge said that after years of discussion, the change was instituted in late 2009 and early 2010. “If we file a felony charge directly in Kitsap County Superior Court, we would face at least four hearings before trial, many taking an hour or more,” Hauge said. “Often we were forced into seven or more hearings before disposition. In the District Court, we have two or three hearings at the most. And the result of those hearings is usually an agreement by the defendant to plead guilty.” Under the new system, Hauge notes that there is often only one hearing in Superior Court: entry of plea and sentencing. He says that the net result is a 50-percent reduction in the number of felonies set for trial in Kitsap County Superior Court. That time savings, in turn, means that civil cases can to to trial in a reasonable period of time. Including unpaid interns, the prosecutor’s office has about 90 employees, and Hauge said he anticipates no more layoffs.

For many women, Kathleen Sutton Fund is a ‘lifesaver’ By MEGAN STEPHENSON Kitsap Week

une Morane of Kingston heard of the Kathleen Sutton Inspirational Fund by chance. Diagnosed with breast cancer in January, Morane had two lumpectomies in the spring and followed up with radiation treatment in May. Although she was fortunate enough to receive her treatment at Peninsula Cancer Center in Poulsbo, the retired single mother was concerned about paying for the gas to drive her to her 30 treatments. “It was a godsend, literally,” Morane said of the fund. “It was a miracle for me. I didn’t know how I was going to pay for that gas.” Morane was at Fishline Food Bank in Poulsbo when she heard someone ask for a gas voucher.
Morane also inquired, hoping to receive some money to offset her nearly daily visits for treatment. When she explained the reason for needing gas money, a worker at Fishline told her about the Kathleen Sutton Inspirational Fund and gave her Vivi-Ann Parnell’s number. Parnell is one of the founders of the fund. She was friends with the organization’s namesake, who died in 2004. Parnell said the pain of being diagnosed with cancer is overwhelming — physically, emotionally and, in many cases, financially. The fund helps cover the travel expenses that many West Sound women face when trying to get to their treatments. The women started the fund in 2003, and as the nonprofit prepares for its 10th annual fundraising auction, more women are reaping the rewards.
Kathleen Sutton The fund recently expanded to include women diagnosed with all female-related cancers (ovarian, uterine, cervical and breast cancers) who live in Kitsap, Jefferson or Clallam counties. The fund helps cover the cost of ferry tickets, gas, taxis and parking. The fund’s board members work with patient navigators and social workers at cancer treatment centers in
Seattle and Sequim. “You can have a nice house, but maybe you don’t have the money to buy the tickets, buy the gas,” Parnell said. “We believe in women.” Parnell used to drive her friend from Sutton’s home in Shine to treatment in Seattle. One day in 2003, they discussed the difficulty of paying for so much travel. Both women were involved in the local Susan G. Komen Foundation, but that day Parnell suggested holding their own fundraiser. “Instead of [the money] going to a big national organization, why don’t we keep the money here in our community and help women with breast cancer,” Parnell suggested to Sutton. “It was just spur of the moment. I’m Swedish, we have everything paid for.” Parnell wondered how women in the U.S. could afford to pay for their travel expenses on
top of cancer treatment. Both women still supported the Susan G. Komen organization, but Parnell remembers Sutton had a bad dream one night — that she couldn’t afford to travel for her treatment anymore — and said the next day they should try Parnell’s idea. Their first auction raised about $5,000. Sutton died before the second auction in October 2004. Since then, the auction has climbed in donations, last year raising more than $30,000. Parnell said the fund has eased the burden for more than 500 women. Morane said she was “blown away” when she heard from Parnell, and that she could receive money for her medical trips. “I thanked her over and over again,” Morane said. “It’s just a big lifesaver for me, literally.” Morane plans to volun-

Great grapes are being grown at local estates S
te. Michelle Wine Estates is by far Washington’s largest wine producer. This fall, it will use two-thirds of the 200,000 tons of grapes that will be harvested in the state. And while most of its grapes come from throughout the 11 million acre Columbia Valley, it’s often forgotten the company has estate vineyards in the Horse Heaven Hills, Red Mountain and the Columbia and Walla Walla valleys. Chateau Ste. Michelle is the state’s oldest winery with roots that stretch back to 1934. Head winemaker Bob Bertheau is particularly fond of two estate vineyards: Canoe Ridge Estate and Cold Creek, and this week, we take a closer look at them. Cold Creek Vineyard is north of the Yakima Valley and south of the Wahluke Slope. It was first planted in the early 1970s and was decimated by a deep winter freeze in the late 70s. It was replanted and now is one of Ste. Michelle’s

According to legend, the Lewis and Clark expedition was floating past, and one of the explorers looked up and thought the ridge looked like an upside-down canoe. In 1991, Ste. Michelle
began planting wine grapes there. The vineyard now has more than 500 acres of grapes. Here are some wines from Cold Creek and Canoe Ridge that we have tasted recently: n Chateau Ste. Michelle 2009 Cold Creek Vineyard Chardonnay, Columbia Valley, $25: This Chardonnay opens
with aromas of pear, Gala apple, dried pineapple and Meyer Lemon stand out just above background notes of toasted coconut, butterscotch, oatmeal cookie and hominy. The drink shows remarkable contrast, opening with creamy butterscotch and tropical notes, followed by succulent flavors of lemon/ lime that provide length and balance. n Chateau Ste. Michelle 2009 Cold Creek Vineyard Cabernet Franc, Columbia Valley, $30: This Cab Franc opens with aromas of cherries, liquid smoke and mountains of chocolate, followed by flavors of black licorice, black currants, dark chocolate and tell-tale herbaceousness. n Chateau Ste. PAWS Pet Adoption In the last ten years, PAWS of Bainbridge Island and North Kitsap has found loving homes for more than 3,500 cats and kittens. Our 35-yearold nonprofit organization relies on individual donors and receives no government support. Many PAWS cats stay temporarily in foster homes where we assess their personalities in order to match them up with the perfect family. We are indebted to our many foster families for their wonderful work. Prior to adoption, PAWS cats and kittens are spayed or neutered, cleared for feline leukemia and FIV, given initial vaccinations, treated for worms, ear mites, and fleas, and implanted with microchip identification. The adoption fee is $150 per kitten, $110 per adult cat (1-5 years old), $50 per cat 6 years or older. Residents over 65 may adopt any cat older than 2 years of age for $50.
