There’s no reason the activities planned for this evening’s self-defense class should be fun, but they are. People are talking quietly or laughing out loud, sprawled on the floor of the Snoqualmie Fire Station, or doing some gentle stretches. They’re relaxed and joking, but transition quickly to all seriousness for a final review of their training, and of the evening’s program with Officer John Lievero. Well, mostly serious. When Lievero repeats the final rule for the night, “no weapons, OK?” he gets a quick retort from one student, flexing her biceps as she says, “None except for these babies!” Just like that, the 17 women go back to joking, and the first few students gets geared up for practice.

Lost alleys, found After decades of overgrowth, Snoqualmie survey is reclaiming paths By Seth Truscott Editor
Bordered by fences on both sides, the strip fronting River Street is a patchwork of tall grass, concrete blocks, stacked firewood and leaf litter. Roots of big maples furrow the ground. A child’s fort overlooks the scene. On the city’s official maps, this place is supposed to be an alley. But the connector between River and Newton Streets went back to nature years ago. Not for much longer. The city of Snoqualmie is in the midst of a complete survey of downtown alleys, with the aim of transforming how people move around this historic neighborhood. See ALLEY, 5

The Kind Alternative Medical Marijuana Collective in Preston has been temporarily shuttered since early August, after receiving a warning letter from the federal Drug Enforcement Agency. The letters, sent to the operators and landlords of 23 medical marijuana facilities in western Washington, stated the operations had to cease immediately because of their proximity to school zones or drug-free zones. A sign on the Kind Alternative’s windows stated that the facility was closing as a courtesy to neighboring businesses. Although the collective has closed its storefront, the operator said they have continued to make deliveries to patients. The adjoining Go’in Glass Lounge, which does not provide any marijuana, but sells pipes and other devices, and provides a patient-only area for consumption of marijuana, will remain open. Collective operators hope to return to their Preston facility in the near future, as Seattle and unincorporated King County zoning laws are updated. See MOVE, 5

DEFENSE FROM 3 They all go silent again, when they hear the approaching creak of protective gear. That’s the sound of their would-be attacker, Officer Dave Bond, covered head-totoe in red padding. He’s coming to help them practice their defense techniques in realistic but safe scenarios, or more concisely, to take a beating from each one of them. The sound of his approach is when the fear—and the fun—really begin. “I just want you guys to know, I am really nervous,” the first woman to face Bond announced as she stood alone in the practice area. “It may not look like it but…” Lievero wasn’t surprised. He and Bond, both Normandy Park Police officers, are certified instructors of Rape Aggression Defense Systems, or RAD (www.rad-systems. com) and they’ve been offering these women-only classes for years. “This is a really difficult thing for a lot of women,” Lievero said. “It’s very uncomfortable to have someone put their hands on you.” For these final exercises of the class, each woman was put into several uncomfortable situations, and experi-

Added to that were a supportive audience of fellow students shouting out encouragements and techniques to try, and hoots and applause for every clean escape. No wonder each and every one of them revealed a wide grin when their helmets came off. Then again, Bond also seemed pretty happy, despite the punishment he was taking. Before he was half done with the group, Bond had been thrown on his back, stripped of his helmet once, kicked and punched countless times and his ears were probably still ringing with the verbal abuse his students had let fly, all part of the training.
On a water break, he wouldn’t even consider giving someone else the suit for a few rounds. “Honestly, we fight for who gets to do this,” he panted. The “we” he’s talking about is the small group of RADcertified instructors who host classes throughout the Puget Sound Area. Member police departments of the Coalition of Small Police Agencies, like Snoqualmie, have access to specialized training like theirs, said Snoqualmie Officer Nigel Draveling, who coordinated this first Snoqualmie class. “That’s where the Coalition is really cool,” said Draveling, adding that the Snoqualmie department had been receiving requests for self-defense classes for some

time. “They can come in and assist us, since we don’t have our own instructors.” They love to do it, too. Bond’s only disappointment for the evening was that, although his program now owns two suits, they couldn’t use both of them that night because the third RAD instructor they work with in the Valley was unavailable. In another month, though, they should be able to use both suits, because Draveling will be taking the RAD certification course in October, and the Snoqualmie Police Department just authorized another RAD class for later this fall. Draveling is excited, both about the training he’ll be getting, and the community’s response to this training session. “We’ve been wanting to do citizen classes for three years, as a police department,” he said. When the timing and opportunity were right to offer one, Draveling knew it would be a self-defense class, but he didn’t know

which one until he’d done the research. He chose RAD, he said, because “this is the one that fits best with what we wanted to do.” The response was overwhelming. “We had 18 spots, and it booked up in three days,” Draveling, “I’m not kidding, I’m still getting e-mails from people!” He doesn’t attribute the interest in self-defense to any trends in the community, but to general awareness. “I think people just want to be prepared,” he said. The four-day class covers more than just the physical maneuvers. In fact most of the first two sessions discuss ways to improve safety at home, at work, and online. “After that first night, I went home and cancelled my Facebook, my LinkedIn account, everything,” one student said. “I talked to my kids, too.” Each of the three men was gratified to see how well this first RAD class in Snoqualmie had learned from them. That the women had learned from each other was apparent, too. When that first student confessed that she was nervous about the practice, some women laughed, some said “me, too!” and a few more echoed the sentiments of one student, who said “Don’t worry, we’ve got your back!” For information about the next RAD class and other self-defense offerings such as pepper-spray or firearms training, send an e-mail to Officer Nigel Draveling, ndraveling@ci.snoqualmie. wa.us.

A new policy for improving Snoqualmie Valley School District was adopted in a 4 to 1 vote by the school board Thursday, Sept. 27. The “Curriculum Pathways and Benchmarks” policy, number 2423, calls for the school district to implement “curriculum pathways” for grades 6 to 12, and to create a scorecard to determine how the district is progressing. The goal is “to allow all students access to courses necessary to build the transcripts recommended for competitive application to post-high school education, including top four-year universities.” All of the details regarding the implementation of pathways and the creation of the scorecard will be determined by the district administration and staff. Originally presented at a Sept. 13 board meeting, the policy proposal by board members Geoff Doy and Carolyn Simpson, drew both high praise and strong criticism. It did again at last week’s meeting, attended by roughly 60 parents and teachers. Board member Scott Hodgins supported the original policy, and noted that Doy and Simpson had simply done as they were asked by the board, when they were assigned to think about strategic planning. He also supported the rewrite. President Dan Popp overcame his initial opposition that the first draft was too prescriptive, and supported the new version, too. Marci Busby maintained her opposition to the policy, on the grounds that Doy and Simpson had talked to teachers and administrators from other school districts, but not their own. “I think our experts should have been able to weigh in on this,” she said. Busby cast the only opposing vote to the new policy. The split opinion on the policy was shared by audience members, many of whom took the opportunity to comment on the policy before the vote. Some felt the policy was too elitist, focusing too heavily on four-year colleges, while others felt improvement was always a worthwhile goal. Others had general statements they wanted to make. Teachers described the work they’ve already been doing in increasing curriculum offerings, and didn’t want that work to be discarded. Consider joining Friends groups to help Valley libraries in changing times
I
’m halfway through the out-of-print history book I picked up back in the Friends of the North Bend Library book sale. And yet the buck I paid for the book has probably already been earmarked to help a Valley family discover the pleasure and utility of reading. Perusing the sale is a guilty pleasure—‘guilty’ because I must go to the sale five or six days running, rounding up pocket change, trying to justify another purchase and wondering where I’ll find room on the shelves. I love the written word, and Seth Truscott indeed make my living from Valley Record it. So I see the importance and potential of what libraries and Editor their Friends do, and in my own small way, am proud to support that. We live in an age when knowledge, more than ever, is power: Crucial to succeeding in education and getting a decent job. This week, the Snoqualmie Valley school board took a bold step, approving new guidelines to ensure local high school graduates are fully prepared for college. Such success has roots very early on in a child’s life, and indeed, in the reading habits of his or her parents. Our local libraries, and their Friends, are key to that. There is a reason that, every week, I make sure to include the round of children’s library storytimes on the Record’s calendar page. I see such activity as important, perhaps more than almost anything else on that page. Yes, the civic classes, benefits and live shows are vital to a community, but more important than that is the literacy, the love of learning, that make young people thrive and become those active members of tomorrow’s community. The annual book sale is just one manifestation of what Library Friends groups do. Proceeds from these fundraisers supplement your tax dollars, making for a richer experience that includes not only books on shelves, but special speakers and programs. Since libraries can’t make gifts of public resource, the Friends use their proceeds to buy books for special children’s giveaways, ensuring that little ones love books. That’s an awesome way to get a child on the road to literacy. It’s worth noting that things are changing in our local library network. Our current library cluster manager, Michelle Drovdahl, is going to the Issaquah/Sammamish system. A new replacement, Laura Boyes, takes over. She is currently cluster manager in the Lower Valley, and her arrival means that Valley libraries are now being woven into a tighter river-valley network stretching from North Bend to Woodinville. Now more than ever, it’s a good time to get involved at the library. “We’re starting to get a real good grasp on the city’s infrastructure in the older parts of town,” says Dan Marcinko, the city’s director of public works and parks. “We really need to clean it up, so that we can have access.”
The survey says In historic Snoqualmie, alleys date back a century. Over the years, the back alleys were ignored, then lost as property was exchanged, lived in and built on. “Homeowners took them over,” with garages and sheds, chicken coops, fences and playsets, trees planted decades ago, Marcinko said. “It sort of fell by the wayside,” Marcinko said. The problem with the lost alleys, though, is that the city’s sanitary sewer runs under them. Marcinko said the city wants to ensure access by sewer trucks, fire trucks and garbage vehicles. In August, the city council approved $19,000 for the second phase of an alley survey by Perteet, Inc.
The city paid Perteet last year to survey property ownership within the Fir Street alley between Cedar Street and Fir Street, and within the three “Greek Street” alleys between Falls Avenue and Schusman Avenue. The next phase includes the alley behind Cedar Street between Cedar Place and Fir Street, and the alley east of Silva Avenue between River and Newton streets. The survey will set the property corners, search for roadway monuments, lines of occupation such as fences, shrubs, curblines, and determine the center lines of Southeast Cedar Street, Cedar Place, Southeast River Street, Silva Avenue and Southeast 384th Street. A record of the survey will be filed with the county within 90 days of setting the property corners. The Perteet survey gives the city a definite answer on “what’s ours, and what’s homeowners’,” Marcinko said. Visiting the River-Newton alley, Marcinko points out how much of the overgrowth will have to go—fences and possibly trees, too—if this space is to become a 16-foot-wide alley served by garbage, fire

The city has already made some surprising discoveries about the alleys and pipes in the oldest part of town. One alley runs under the Snoqualmie school administration building. The sanitary main runs under the high school, and also under some property owners’ fences. One road that the city believed was its alley turned out to be partly someone’s driveway. “This is all private, and we’ve been maintaining it,” Marcinko said. When the survey is finished, the city’s downtown map will be more complete.

“We have manholes that are buried,” Marcinko said. “We don’t know where they’re at. We need to start clearing the main out.” When a homeowner needs to make room for an alley, “We send them a letter,” Marcinko said. “We say, please remove everything from the public property, and we send them a copy of the survey.” The city doesn’t require homeowners to get a permit for a fence less than six feet tall. That’s being re-examined, Marcinko says. Citizens who call the city’s planning department can get advice on infrastructure near their property at no cost.
Gary Carroll, a six-year Snoqualmie resident, is among those who weren’t happy with the new alley between Gamma and Delta streets. The alley behind his rental home is now a straight shot from Falls Avenue to the Mount Si High School parking lot. “We have people coming through that we’ve never seen before,” Carroll said. “We’re picking up garbage all the time. Why did they do this?” Resident Gennese Page said that the trees cut down to make way for the alley weren’t in a perfect line. She didn’t see why some couldn’t have been left standing. “They could have made a perfectly wide alley and left trees for privacy, wildlife, oxygen.” “We were well content,” Carroll added. actually looking to move.” Marcinko acknowledges complaints over the change— some residents never wanted the alleys—but “The next thing you know, you put it in: ‘When’s mine coming?” he says. In some cases, “they’re not happy, but they understand,” he added. “We have to be consistent.” At the same alley that Carroll laments, Marcinko describes the project as a success, describing the many discarded items that were cleaned out. “It’s really turned out well,” he said. “It looks beautiful.” Marcinko said the city is willing to work with residents to look at the traffic issue and consider solutions, such as one-way access.
More access As for the reason, Marcinko stresses the need for access by utility vehicles. It was “absolute dumb luck,” he says, that when the city sewer backed up a few weeks ago on one of the Greek streets, the alley had been restored. “If we didn’t have access to the manhole and weren’t able to get our vacuum over there,” sewage might have gone into someone’s home. That saves the city liability and everyone a big mess. But after sewers, the alleys help create a better residential look to downtown, driving garbage and other trucks off the main street. “This is where your garbage belongs, your deliveries,” Marcinko says. “The front turns out prettier. It allows for on-street parking.” As the downtown is redeveloped, “This is going to become more of an issue,” Marcinko said. “We don’t want driveways to go out onto the public road. We want them to go to the back alley.” Marcinko points out roadsides along the end of Delta where residents’ bushes are growing onto city property. That’s going to change soon. “People just haven’t been paying attention, which is unfortunate,” he says. Marcinko points out a business on Beta Street, where a new owner called ahead and learned that his new fence needed to be placed a few feet back. That call saved a lot of trouble; otherwise, the city might make a property owner move it at the owner’s expense. “All it takes is a phone call,” Marcinko said. “We’re not here to harm, we’re here to help and work with the community. But by the same token, we have to be firm with what’s ours, with the public right of way.” • Call the Public Works Department at (425) 888-2311.

When it comes to planning for retirement, it’s easy to get overwhelmed. Who do you visit first—an insurance salesman, a financial adviser, an accountant, a mortgage broker or an attorney? A newly formed group of Valley professionals hope to make that decision a lot easier with a free monthly lecture series beginning this fall. The talks will give locals a way to answer questions in a less formal setting than a typical office. The group includes Glen Sypher of Windsor Financial Services, Colin Barber of Edward Jones, Alan Dance of Gothelf Dance Miller CPAs, Sean Sundwall of American Family Insurance, Matt Baker of Joner and Baker PLLC, and Scott Rhode of Reverse Mortgage Direct. Chaplins, Youth Soccer partner this fall In the spirit of teamwork taught by youth sports, Chaplin’s North Bend Chevrolet is teaming up with Snoqualmie Valley Youth Soccer Association to provide their players and coaches with soccer kits, a sponsorship check and an opportunity to help them raise more funds. Snoqualmie Valley Youth Soccer Association can raise as much as $10,000 through a fundraising opportunity in which one lucky recipient will win his or her choice of a 2012 Chevrolet Equinox or Cruze. Another winner will receive a Home Entertainment Package. All proceeds go directly to the leagues. Mount Si tennis team growing in spite of tough league By Seth Truscott Editor
It’s tough as the underdog. After a punishing session against Bellevue last Thursday, Sept. 27, the Mount Si boys tennis team grouped on the bleachers, counting their successes and trying not to dwell on the Wolverines’ 7-0 win. Facing heavyweights like Bellevue, Lake Washington and tennis power Mercer Island in the KingCo league, Mount Si celebrates wins as they come— especially the Sept. 11 team win over Juanita—and finds triumphs in smaller ways. “We fought for every point,” said doubles player Logan Cochrane, following his and teammate Drew Hadaller’s 6-2, 6-1 set against Bellevue. “The score doesn’t Ryan Fischer always reflect how we play.” There is always a lot of effort from Mount Si, adds senior doubles player Rhett Haney. “Most of our matches are competitive,” he says. Players improve over the season, and are proud of that. “Sometimes, near the end of the year, they get banged up,” says head coach Jim Gibowski. “A losing streak like that is tough for guys to bounce back from. Still, “it’s a really good group of guys.” Gibowski wants to set some matches with teams outside of KingCo. “There’s a lot of teams in the state that we could beat. They’re just not in our conference,” he says.
Key players At the head of the group is senior Josh Hamann, an experienced Robinswood club player at number-one singles.
“Josh has been playing tough guys,” says Gibowski. “One is the loneliest number.” Hamann has had some successes, winning individual games against challenging opponents. “It’s just one game, and you’ve got to keep playing,” he says. “You’ve got to keep being positive,” adds Matthew Griffin, Mount Si’s number-two singles athlete, who is also club experienced, at Sammamish. Gibowski “told us to hit as hard as we could,” Griffin says. “Just go for it.” Kevin McLaughlin, at number three, will be a strong prospect with Griffin, should they return next fall. He fared the best out of Mount Si’s players against Bellevue, falling 6-3, 6-1. Allen Reid is a newcomer to the sport who held down number-four singles spot, faring 2-6, 1-6 against Bellevue’s Dexter Chan on Thursday. In doubles Thursday, Cochrane and Hadalle teamed up for the first position, with Riley Dirks and Rhett Haney in position two. John Day and Ryan Fischer played number-three doubles. Formerly on junior varsity, the two freshmen play extra, and it shows, Gibowski said. Spots on the varsity aren’t locked down, and younger players like Day and Fischer can successfully challenge for the right to represent. “One of the nice things about tennis are the challenge matches,” Gibowski said. “It’s show up or put up. There’s the score—I can beat you.” McLaughlin was excited about facing Juanita again on Monday; Mount Si beat the Rebels again on team scores. With the season winding down, Gibowski wants to see stronger serving and more motion out of his team. “That’s something they can practice on their own in the off season,” he said. A key to 2013 depth will be play in the offseason. “Some of these guys won’t play again until next August,” Gibowski says. “If you can’t play in a club, play with each other. A few guys do that—they’re the ones that show.” Mount Si plays at Liberty Tuesday, Oct. 9. Game time is 3:45 p.m. Mount Si also plays host to the KingCo tournament this year. An employee recognized the suspects, who on a previous visit had tried to use four different credit cards to make a purchase. This time, they stashed a dress in the back of a baby seat, but the manager followed them.
Snoqualmie Wednesday, Sept. 26 Past due: At 12:14 p.m., an officer in the 39200 block of Southeast Park Street stopped a vehicle with a 2011-expired license. The driver said the vehicle was a

friend’s and had been sitting unused for a couple of years. He’d just gotten the vehicle running after moving to the area, and hadn’t licensed or insured it yet. His Colorado driver’s license was revoked.
Saturday, Sept. 22 Too fast: At 1:12 a.m., an officer patrolling Meadowbrook Way saw a vehicle speeding, and followed, stopping it after it wove in and out of its lane. The driver was shocked that he was traveling 50 in a 35-mph zone. He appeared intoxicated, and after several sobriety tests, was arrested for driving under the influence.

The man also had two arrest warrants. He left the business in the passenger seat, but his driver also had a suspended license.
