Those wondering about what the future of Harrison Medical Center will look like received their answer this week in an announcement made Tuesday afternoon. Harrison has signed a non-binding letter of intent to affiliate with the Tacoma-based Franciscan Health System to expand services, improve the delivery and quality of care, and broaden access to services for individuals, employers and communities in the South Puget Sound and on the Kitsap and Olympic peninsulas. “This is a very positive thing for the communities we serve that can potentially very much enhance quality and reduce costs,” said Harrison Medical Center President and Chief Executive Officer Scott Bosch.
Leaders of the two nonprofit health systems expect to complete the affiliation process by June 30, 2013. That work will include hammering out an actual agreement, getting approval from state and federal regulators and finalizing the deal. Harrison’s board of directors hired a consultant a year ago to look at merging or selling and decided in January that they would pursue an affiliation. “It’s a long process that should take a while,” Bosch said. “This is a very long-term commitment that we’re making.” With an affiliation with Franciscan, Harrison will become part of an integrated health system in Washington state with nearly 11,000 employees, 2,000 medical staff members and projected annual net revenues of $2 billion. It was politics for lunch at the Port Orchard Chamber of Commerce Kitsap County commissioners forum Oct. 11 The chamber hosted the forum featuring the four candidates vying for the Kitsap County commissioner seats. For north Kitsap District No. 1 race was Chris Tibbs, R-Kingston and the incumbent Robert Gelder, D-Poulsbo. In the south Kitsap District No. 2 race was Linda Simpson, R-Bremerton and
incumbent Charlotte Garrido, D-Olalla. After introductions and some opening statements the candidates spent about an hour discussing the issues affecting Kitsap County residents.
Challenges and the budget Garrido answered a question concerning the challenges ahead if reelected stating, “I believe we are seeing some stabilization. We are not necessarily seeing increasing revenues, but I think we are stabilizing.” She said the commission has
learned many lessons during the Great Recession. “We have decided we will self insure health insurance at county government, which will save one to two million dollars a year,” Garrido said. She also said volunteers are a valuable asset for the county. “This is a forward looking, existing board of commissioners and I believe we are setting the track for a more positive future,” Garrido said.

Water, sewer and stormwater increases are coming in Bremerton. The two biggest questions that remain are, when and how much? Under one scenario, based on preliminary estimates, Bremerton utility users can expect to pay about $5 per month more in 2013 for water, sewage and stormwater services. From 2014 to 2018, the annual monthly increase would hover closer to $4. Under that model, the average monthly utility bill would go from $77.75 this year to 101.99 in 2018. Under a separate plan, monthly increases would be pushed back slightly, with a $2.88 increase in 2013 followed by increases of $4.22 to 4.64 per month in ensuing years. The average monthly bill under this plan would jump from $77.75 to $102.27 in six years. That news came during a recent City Council update on a $100,000-plus utility rate study that is far from complete. The City Council voted to conduct the rate study early last spring and the bulk of the work is being done by the Seattle-based FCS Group and CH2M Hill. “All of these numbers are very preliminary,” said Becky Hassert, the city’s finance director, noting that the estimates are based on a 2013 budget that hasn’t been adopted yet and a rate study that isn’t done yet either. Hassert also said that the preliminary rates were determined independently of the mayor’s proposed budget. When Councilman Roy Runyon asked Hassert if the rate study would be done before the council has to adopt a budget, she said it probably would not be completed. “So, we’re going to go on assumptions,” Runyon said. “You know, we discussed this last year and the year See INCREASES, A5

Simpson said, “The No. 1 problem here in Kitsap County for me is economic development. Economic development and the revenue base (from the development) will significantly alleviate the problems we are having when it comes to a budget crunch.” According to Simpson the Office of Financial Management stated Kitsap County lost 18,000 jobs between 2009 and 2010. “Have we recouped those jobs? No,” Simpson said. “So our focus needs to be on economic development.” She suggested forming an advisory committee to look at economic development in the county. “We can get rid of some of the policies that are not working for business development,” Simpson said. She also said customer service needs to be improved to help economic development. “We need to move forward on the projects where people want to create jobs in our

serving the community and not keep him to ourselves.” Mitchell Dubeau, a junior from Bremerton and member of the Foursquare Church said, “It is a great way to show who Christ really was serving.” The Big Day was organized by Enumclaw resident Brook Hickle, along with 10 other local women. The women reached out to youth groups around the state, which is how the Foursquare youth group found out about the event. The event began at 7 a.m. at the J.J. Smith gymnasium with teens and youth leaders gathering for prayer, a song and to hear the message of the day. Only nine communities throughout the United States, and just two in the western United States, participated in this year’s Big Day, founded by the organization Group Mission Trips. Groups of youth leaders and teens gathered from Moses Lake, Shelton and Kent. Angela Vaughn, a youth leader with East Hill Friends Church in Kent said, “The youth in our group suggested doing this. county,” Simpson said. Concerning the challenges Gelder said he thought the county was not out of the “woods by any means. One year does not a trend make. So we really need to wait it out and make sure we are conservative in our approach, so we don’t go back to some of the decisions we have had in the Robert Gelder past.” Gelder said another issue the county must consider is if Silverdale votes to incorporate. “If Silverdale goes forward with a vote, if they vote to create a new city, that has a projected impact to the county of about seven to eight million dollars, which is 10 percent of our general fund,” he said. Gelder said providing services could become a challenge with the loss of funds if Silverdale incorporates citing the “$12 million that we have lost over the past five years.” Tibbs agreed with Gelder that the potential incorpora-
tion of Silverdale was one of the most d i f f ic u lt puzzles facing the county.

Garrido talked about sharing equipment and services across the county. “There are many ways that we can be working across Kitsap County and county wide,” Garrido said.

The political playoffs have officially reached the homestretch, which Editor is evident the moment I turn on the TV looking for a football game. The first political event I covered since arriving at this publication was the Kitsap County commissioners forum Oct. 11, sponsored by the Port Orchard Chamber of Commerce. The candidates were Chris Tibbs and Robert Gelder for District No. 1 Dennis Box and Linda Simpson and Charlotte Garrido for District No. 2. I was impressed with the level of the discussion and lack of acrimony. Compared to most races I cover around the state, this forum was downright civilized, nearly unheard of in most American political boxing matches I follow. The candidates talked about tightening and loosening the nuts and bolts of county government – how to make it really work. There were clear differences, but the mechanics of our republic system of governing was evident. I always find that entertaining, which probably makes me a very boring individual. Many will attest to that. During the forum I began thinking about a lecture on Roman emperors by Professor Garrett G. Fagan that I listened to a few weeks ago. The lecture series is available through most public library systems and it is very good. Part of what hooked my attention was his theory about the fall of the Roman republic and a fight over a land use bill. During the past 10 years or so, I have covered a couple of the more controversial land battles in the state and the resulting political skirmishes. Every city and county in the state deals with land use on a daily basis. Whether bringing in businesses permitting walls and roofs to be built are all directly related to land use and the decisions that staff, elected officials and citizens must grapple with daily. The parents of Armin Jahr Elementary School shooting victim Amina Kocer-Bowman have filed a civil lawsuit against the Bremerton School District. Kocer-Bowman was shot in her third-grade classroom last February by a fellow student. Her parents, John and Teri Jolene Bowman, notified the district in August that they would be seeking damages. Under state law, public school districts may
be added as defendants to legal complaints 60 days after the legal notice was received. The original lawsuit was filed Aug. 15 in Kitsap County Superior Court and claims that the school district knew the 9-yearold boy, who brought the gun into the classroom in his backpack before it discharged, was dangerous. The lawsuit claims that prior to the shooting, the boy had brought knives to school in his backpack and was involved in bullying. In addition, the suit claims that the boy told fellow
students five days before the shooting that he was going to shoot someone in the classroom. “We hope this action helps ensure that Bremerton’s public schools will provide a safe environment where children can receive an education without harm,” the Bowmans said in a statement. They are seeking $400,000 in medical costs and $10 million in damages. Pattye Heuer in the school district’s communications office said that the district has no comment on the lawsuit.

This week’s motion to include the school district in the lawsuit is supported by declarations from two prominent voices: Judith Billings, former two-term Superintendent of Public Education for the state of Washington, and Ronald W. Garrison, nationally known school safety expert. Within her declaration, Billings stated: “…there is reason to believe that the Armin Jahr school administrators and staff failed to comply with the standard of care for a public elementary school in Washington in failing to take reasonable steps in response to information regarding risks of harm to students, or develop reasonable practices, policies and pro-
cedures to investigate and follow up on information regarding risks of harm to students and thereby protect Armin Jahr students from harm associated with bullying, student violence, weapons, and firearms.” Billings also declared: “…Based on my experience and the facts that I have reviewed to date, I believe that there is a wellgrounded basis to believe that the Bremerton School District failed to comply with state and national industry standards regarding taking reasonable steps to protect Amir Jahr elementary students from the risk of harm of a student harming another student, and that its failure more likely than not was a proximate cause of
Amina Bowman’s harms and losses.” According to Garrison’s statement: “Of crucial importance was the fact that Bremerton School District was aware that children had and/or had attempted to bring weapons to school, and upon inquiry would have known that (the boy) had bragged about possessing a firearm, intended to bring it to school to protect himself, and that the handgun probably was in his backpack for days before the shooting. Bremerton School District had sufficient information or such information was available upon inquiry to search (the boy’s) backpack before Amina was shot.”

Hassert also said that limited resources and city staff have played a role in not getting the work done sooner. But Runyon and Councilman Greg Wheeler took exception to that as well. “When we signed the contract we looked at all the deliverables and put the goal of adopting rates in December,” Wheeler said. “So, I don’t think we needed to spell out that we would need some (work done by) November to make that happen. If you don’t have the resources, I guess I’m a little
confused because I thought our budget had set resources in place to get this done — to get a deliverable done.” Much of the work that remains in the rate study includes “benchmarking” and public input. Hassert noted that benchmarking goes beyond simply comparing rates with similar cities and looks at things like staffing levels, the amount of linear feet of piping in a system, costs associated with plant operation and upkeep, employee costs and more.

County and its cities. What caught my attention during the Fagan lecture was when he addressed the seeds of destruction that eventually took down the Roman republic. He described one theory from Ronald Syme’s 1939 book, “The Roman Revolution.” Syme believed the republic was “ripped to pieces by self-serving Roman aristocrats who paid lip service to highfalutin ideals, but were seeking nothing but their own dominance.” Fagan argued that while Syme’s point is valid, the seeds of the Roman republic’s destruction were in its “normal functioning.” “The Roman republic didn’t collapse or fall apart,” Fagan said. “It committed suicide.” The inciting incident, he said, was a battle over a proposed land use law by a tribune of the plebs (or regular-guy Romans). Tiberius Gracchus proposed a land use law that made a bunch of senators and land holders start sweating up their togas. He wanted to reallocate public land to the homeless and soldiers who had fought for Rome. The soldiers had lost their land holdings because they were out marching around eating bad food and singing dumb Latin songs. When they returned from war many were homeless.

Fagan said the problem was the way Tiberius went about proposing the land law as a plebeian. “He bypassed the senate entirely and proposed his bill directly to the assembly of the plebs, as tribunes had the technical right,” Fagan said. Technically Tiberius could do this, but it violated the unwritten Roman tradition that allowed aristocrats and senators to keep grabbing land – not a healthy thing to do. The senators decided the remedy was to grab some table legs and beat Tiberius to death then throw him in the Tiber River. His brother and many friends met a similar fate. The Romans had quite a way of settling constitutional questions. What intrigued me was that the inciting incident was a battle over land and a constitutional question. We have been fighting over land use and governing questions for thousands of years and we continue to this very day. Fortunately, we seldom see table legs used today. I think our system of governing continues to work because it can tolerate intensely personal political battles without resorting to whacking opponents and tossing them in the river. When it comes down to checking the box on election day, each voter, individually, must decide the answer for better government. Elections are personal and how we decide to govern ourselves is critical. It matters.

A man that shot a Canadian border guard Tuesday at the Peace Arch border crossing in Blaine once lived in Bremerton. Canadian news agencies reported Wednesday morning the unidentified man shot himself on the Canadian side of the crossing and that the bullet then struck Lori Bowcock, the female border guard. The white van
the man was driving at the time of the shooting was registered to an address in Bremerton and agents from Immigration and Customs Enforcement asked the Kitsap County Sheriff ’s Office for assistance in their investigation. Deputy Scott Wilson, a spokesman for the sheriff ’s office, said that detectives went to the home in the 5000 block of Sixth Street in Bremerton, near the Forest Lawn Cemetery,
and determined that the deceased man no longer lived there. “Once they determined that the person moved to King County, in Seattle I believe, our participation was done,” Wilson said. Bowcock was in stable condition at a hospital in British Columbia on Wednesday. The shooting occurred at about 2 p.m. Tuesday and the crossing remained closed t hroughout Wednesday morning.

Affiliation discussions were prompted by the changing national and local health care environments, combined with the need to ensure that exceptional health care is available for residents of our community well into the future. Harrison entities that will be part of the affiliation with Franciscan include Harrison Medical Center campuses in Bremerton and Silverdale, Harrison’s Urgent Care Centers in Belfair and Port Orchard, Harrison HealthPartners medical group, and Harrison Home Health. Those are two tenants Marcus Logue, who was announced as the Wolves’ new coach Friday, would like to maintain. Logue, who turns 27 on Monday, will be just the program’s third coach in 38 seasons this spring. “All the head coaches that worked with him raved about his work ethic, conscientious and how well he works with kids,” South athletic director Ed Santos said. After playing catcher at Port Townsend, where he graduated in 2004 and won a Class 2A state championship as a senior, Logue eschewed opportunities to compete at smaller schools to attend Washington State University. He worked for the Cougars’ baseball program as an equipment manager for coach Donnie Marbut, whom he told that his goal was to eventually run his own program. Logue called South his “dream job.” Logue continued to prepare for that possibility during his first stint at the school as a studentteacher from 2008-10. Around the time Logue returned, he heard the baseball position might open. Jim Fairweather, who guided the Wolves to a 127-65 record and four state-playoff appearances in nine seasons, resigned in late June. Logue said he approached Fairweather before he applied for the position. “He gave me his support,” Logue said. “I appreciate everything he has done for me.” Logue said he hopes assistant coach Nick Kenyon, a former Wolves’ standout who pitched at WSU from 2000-03, will return. Kenyon was an assistant under Fairweather for several seasons. “I would like to have him come back,” Logue said. “He’s a great resource.” He said he eagerly anticipates the beginning of the season. “There’s a whole new energy now,” Logue said. teams placed first at the meet. She replaces Tami Lester-Dame, who did not have her contract renewed after one season despite leading the Wolves to state for the first time since 2003. Cabato, who could not reached for comment, is a 2000 Central Kitsap graduate who played at Bethune-Cookman University in Florida. She guided Olympic College to a 91-64 record and four playoff appearances before being let go by the school. “She just has such a vast world of experience,” Santos said. “She played at a high level. She did great things at Olympic College.”

William E. (Bill) Thonssen died Wednesday, Sept. 12, 2012 in Bremerton, Wash. Bill was born at Columbus Hospital in Seattle, Jan. 20, 1925, to John and Addie Bell (Watts) Thonssen. He graduated from Highline High School in 1943 and skipped a chance to play college foot-
ball to serve his count r y in WWII. After serving in the U.S. A r m y William Thonssen in the ChinaBurma-India theater, he returned to Seattle but followed his brothers north to Alaska in 1948 and stayed

there for 23 years. While visiting family in Seattle he met Alice Huycke at a party at Bill’s cousin’s house. They were married in Kodiak, Alaska, Jan. 20, 1956. Bill retired in 1989 after 45 years in the U.S. Army and government service and returned to Port Orchard

He was born March 9, 1934 Ol lie married Oliver Norby Arlene Joyce (Johnson) Nordby Sept. 19, 1953 and they moved to Washington in 1960 after farming the first 26 years of his life. He was a remarkable husband, father, grandfather, great grandfather, hunting and fishing partner, business man, mentor, leader and friend. He invested his time and energy as a Boy Scout leader, elder, deacon, and hospital and shut-in visitation champion. Ollie loved to serve. Everyone should have the right to marry who they love. I rarely write specifically about political issues that I have taken a personal stand on. I tend to keep this column more about general community issues that a wide audience can relate to. However a recent conversation with someone that I respect whose decision is guided more by faith than practical application had me reassessing what I was doing, how I would vote and what I would say. It made me consider that keeping silent was just the easy way out. That same easy way out that had me blindly accepting the social positions of others as my own for far too long. Before us now is Referendum 74. I will be voting YES in support of this Referendum. For me this is less about the political football that many of these impactive social issues have become from the left and the right and more about the individual rights and happiness of all the members of my Bremerton community.

There are four phases
of intense treatment, according to Gunnell. It’s a treatment schedule that Gunnell predicts will take “years and years.” Ian will begin his next phase of treatment next week. He is expected to be in Seattle for at least six months.
Positive Fight Mode initiated The community is rallying behind Ian in what family friend Melisa Holmes is calling “grassroots momentum.” Fundraisers are springing
up all over. The next opportunity to donate to Ian’s treatment will be this Friday, Oct. 19 during the rivalry football game between Kingston and North Kitsap high schools. Kickoff is 7 p.m. at North Kitsap Stadium. Donations will be accepted at the ticket booth and throughout the night and bracelets will be sold. The football fundraiser was unanimously approved by the Associated Student Body, according to athletic director Chris Franklin. Franklin also coordinates school activities, such as ASB. Franklin and assistant principal John Waller thought this would be a way “for both communities to come together and support one of our own students going through a time of need,” Franklin said. Her son, also a Vinland student, and Ian are friends. She’s known Ian since he was a few months old, she said. Holmes has helped spearhead the fundraiser. Though the goal is to raise $100,000 as a community, Holmes expects much more will be raised. As of Oct. 16, the fund-
raising campaign raised more than $20,000, according to Holmes. That money was raised in three weeks. The first donation was made Sept. 30. “And we’re still counting,” Holmes said. A website (www.pfmforian.com) and Facebook page (www.facebook.com/ positivefightmode) have been set up for fundraising. The Facebook page reached 6,371 people in the first three days it went live. t 11/2 years old, Jacobi Henry has already endured what most people fear in their lifetimes. The young Kitsap boy went to the doctor Aug. 30 for what was assumed to be an ear infection. Doctors discovered a tumor in Jacobi’s brain instead. “The family was in shock,” said Jacobi’s grandmother, Susan Brown. “It had never occurred to anyone he had anything more than an ear infection. We did not know the extent of his illness until we got to Harborview, and then not until we got the tumor biopsy back.” Jacobi was immediately rushed into surgery at Harborview Medical Center in Seattle. There is some good news, however. “He had his stem cell extraction [Oct. 13],” Brown said. “The doctors said he broke the record at Children’s (Hospital), he had so many stem cells; a good thing. They will be frozen for the transplant if necessary.” Community members stepped up in September to support the local family through donations gathered at the Safeway on Bainbridge Island. But the family is not finished and needs further assistance. Another fundraiser has also been planned to help Jacobi’s family take on the mounting medical bills: Oct. 20, 5 p.m. at Hazel Creek Montessori School, 8903 NE Koura Road, Bainbridge. The fundraiser will be a dinner and silent auction. Tickets: $20 per adult, $10 per child. The Puget Loop is the last in a series of seven four-color regional maps that guide visiting birders to the best bird-watching sites in Washington state, along with detailed information about how to get there and what you can expect to see. The Puget Loop includes seven of Kitsap’s premier bird-watching sites. Not surprising to area birders, Kitsap’s Point No Point County Park tops the list of favorite wildlife viewing areas. Point No Point’s extensive wetlands and shoreline are vital stopovers for birds migrating along the Pacific Flyway. Its tidal eddies create an upwelling of nutrients that attracts schools of bait fish, which,

in turn attract salmon and migrating flocks of birds by the thousands. These often spectacular feeding frenzies are a magnet for fishermen and bird watchers. Point No Point has also been designated by National Audubon as an IBA, or Important Bird Area. Key locations all over the globe have been identified as vital areas for nesting or migrating birds that warrant special protection. These sites along the Pacific Flyway provide important stopovers as birds travel between summer nesting sites in the Arctic, to wintering sites in the southern U.S. as far south as Terra del Fuego. Habitat loss in these areas can have a huge impact on the survival of key species. During migration, Point No Point serves as a jumping-off point for song

birds crossing Admiralty Inlet, and migrating flocks of Common Terns, Heerman’s Gulls, Bonaparte’s Gulls, Rednecked Phalaropes and a host of others. It’s also a favorite of wintering loons, grebes and scoters, as well as our year-round, but threatened, Marbled Murrelet. There are many other
wonderful wildlife viewing sites in Kitsap County, so bird watchers never have to travel far from home to see great birds. Sinclair Inlet, Port Washington Narrows, Clear Creek, Liberty Bay, Fort Ward, Salsbury Point County Park, the Carpenter Creek estuary in Kingston, Dyes Inlet and Chico Creek are good birding spots if
you know where to look. Kitsap Audubon leads regular monthly trips, open to all, to these hotspots. We also lead trips to other premier birding spots, such as the Nisqually Wildlife Refuge, the Sequim area, Marrowstone Island, and Ocean Shores. We love to share the joy and wonder of seeing these beautiful wild
creatures. Protecting wildlife and preserving their habitat is central to our mission. The more people we can introduce to the joy and fascination of bird watching, the more they'll care, and the more they'll want to join with us in protecting nature and wildlife. People sometimes ask why we want to encourage people to feed birds in our backyards. Our answer is that it raises appreciation and awareness of our wildlife treasures. Not only that, bird watching is a huge and rapidly growing market. It’s a hobby that’s creating jobs and gainful employment while creating a passionately devoted constituency for wildlife everywhere.
