Council President Dennis Higgins suggested looking at reducing the city’s subsidy to pay for recreation programs as well as contracting out operations of the city-owned and run Riverbend Golf Complex. The city’s Neighborhood Program (funded at $112,000 per year) that helps residents form councils in order to work more closely with the city also will be looked at as a potential cut. Councilwoman Deborah Ranniger said the city needs to carefully look at where it cuts programs. “We can’t just look at the cost but the return the community is getting as far as people served and community connections,” Ranniger said. Cooke also informed the council that the $200,000 subsidy listed in the budget to help cover the revenue losses at the city-owned ShoWare Center will need to be much larger. “It’s closer to $500,000 or $600,000,” Cooke said.

Wolters said the council and Mayor Suzette Cooke asked the Seattle Thunderbirds (the junior hockey team with a 30-year lease to use ShoWare) and SMG (which manages arena dayto-day operations, including event booking, the budget, vendor selection, public relations and marketing) to provide recommendations to the city for revenue growth. Those recommendations are expected to be released soon. A consultant report also is expected to be released in early November about the ShoWare Center’s economic impact on the city. The council approved the $36,400 study earlier this year. “Even as we are grappling

with very frustrating operating deficits, I’m pleased to see what I’ve observed in the (early) numbers coming back to the community that otherwise would not be spent here,” Wolters said. “I look forward to the findings that ShoWare is pushing money back into the community.” ShoWare officials blamed higher losses than expected in June, July and August on lower ticket sales at concerts for a drop of about $34,000 and an unexpected $69,000 cost to repair a compressor, which helps cool the ice. “The adjusted gross income for July we missed by about $30,000 because [ more SHOWARE page 3 ]

The arena lost $451,723 in 2009, $398,013 in 2010 and $457,480 in 2011. “We will tackle the problem,” Councilwoman Elizabeth Albertson said after Boyce raised the issue. “Figuring out a way to make that facility work has got to be a priority for the council.” Ben Wolters, city economic and community development director, said at a Public Facilities District (PFD) meeting on Oct. 25 that some answers could be coming in the next few weeks. The PFD board oversees operations of the $84.5 million arena.

A trial date has been scheduled for Jan. 15 for a former Kent-Meridian

High School teacher and track coach charged with communication with a minor for immoral purposes. Ernie Ammons, 37, of Black Diamond, had a court hearing last month at King County Superior Court to set the trial date, according to the King County Prosecuting Attorney’s Office.

November 2, 2012 [3] Ammons pleaded not guilty to the charge in December. He is free on bail. King County prosecutors charge Ammons sent sexually explicit test messages to a 16-year-old girl at the school. Ammons taught health and physical education at Kent-Meridian. He also coached boys and girls track

and cross country at the school. The Kent School District placed Ammons on paid administrative leave last fall when the allegations first came to the district’s attention. Ammons resigned from the district in January. If convicted as charged, he could be sentenced up to one year in jail.

The murder trial has been continued again for the Oregon man charged with first-degree murder for the 2010 stabbing death of Seth Frankel, a city of Kent employee and Auburn resident. William L. Phillip had been scheduled to go to trial on Monday, Oct. 29. But King County Superior Court Judge Beth Andrus granted a request from Phillip and defense attorney Kristen Murray to continue the date to Jan. 7. They requested the additional time because an investigator assigned to the case had to be replaced when he left his current position, according to court documents. Phillip, 32, of Portland, remains in custody at the county jail at the Norm Maleng Regional Justice Center in Kent with bail set at $1 million. He pleaded not guilty in March 2011 to a first-degree murder charge after being extradited from Portland. The trial had been scheduled for June 20, but Andrus in May pushed

that date to Oct. 29 after she granted requests from attorneys from both sides for more time to prepare the case because of so many pre-trial motions by defense attorneys for additional discovery requests for materials held by the state, additional witness interviews and scheduling conflicts. Frankel, 41, a city videoprogram coordinator, was killed May 21, 2010 in his Auburn home. He was discovered the following day by a neighbor who was checking on his welfare, looked through a window, and saw the body. Prosecutors allege that Phillip, a former boyfriend of the woman Frankel dated and lived with, drove to Auburn to kill Frankel because he was angry that someone else was dating the woman. Detectives connected Phillip to the murder through a bloodstained towel found at Frankel’s house as well as cellphone records that put Phillip near the home the night of Frankel’s death. Frankel’s girlfriend tipped off detectives that Phillip could be the one who killed Frankel.

BLOTTER wanted to come visit with their son. The visit started out smoothly before the man started to accuse the woman of sleeping with other men. The woman then opened the front door and told her ex-boyfriend to leave. But he reportedly forced the door closed, grabbed her arm and twisted it behind her back as she held their baby, who was not hurt. After the woman grabbed her cellphone to call 911, the man took away the phone and threw it against a wall. He eventually left the house. The man told officers his ex-girlfriend had hit him in the face, but the officer noted he did not see any marks on the man. The woman had bruises on her arms. The man said he went to the home to talk to her about "who she was sleeping with." Police transported the man to the city jail.

Theft Officers arrested a man for investigation of third-degree theft after he reportedly took a bottle of liquor and a six pack of pop at about 10:06 p.m. Oct. 20 from the Safeway grocery store, 210

Washington Ave. S. Store security reported that the man had left the store with no attempt to pay for the items, according to the police report. The man told police he inadvertently left the store without paying for the items because he was looking for his wife before he paid and that they got into an argument so he forgot to pay. Police located the man's vehicle outside but did not find his wife. After officers booked the man into the city jail, he changed his story and said his wife was not at the store with him.

Assault Police arrested a man for investigation of fourthdegree assault after he allegedly threw rocks that hit a bar employee at about 12:30 a.m. Oct. 21 at the Bad Monkey Bar and Grill, 623 Central Ave. S. An employee told officers that the man had been kicked out of the bar and then became angry, according to the police report. The man reportedly started to throw rocks at the bar from the parking lot and one of the rocks struck an employee in the head, causing minor bleeding. Kent Police arrested a man for investigation of fourth-degree assault after he allegedly grabbed his former girlfriend's arm and twisted it behind her back as she held their 11-monthold baby in the other arm. The incident happened at about 11:02 a.m. Oct. 22 at a home in the 600 block of Kensington Avenue, according to the police report. Officers searched for the man after he fled on foot but the man called 911 a short time later to report that his ex-girlfriend reportedly had assaulted him when he visited her. Officers detained the man in the 200 block of Central Avenue North, where he told 911 police would find him. The woman told police she had broken up with her boyfriend about three months ago and he

GUNSHOT SERIOUSLY INJURES KENT MAN: A 24-year-old Kent man was shot and injured Thursday night, Oct. 25, in downtown Kent. Officers responded to 911 calls that a man had been shot at about 7:24 p.m. in an alley behind the 500 block of North Central Avenue, according to a Kent Police media release. Officers found the man lying in the alley with at least one gunshot wound to the torso. Firefighters and paramedics treated and stabilized the man. Paramedics transported the man to Harborview Medical Center in Seattle with life-threatening injuries. Officers fanned out throughout the area but could not find the shooter. Kent Police are asking that anyone with information about this crime call the TIP line at 253-856-5808.

Stolen car Officers thought they had recovered a stolen truck at about 1:36 p.m. Oct. 20 in the 8600 block of South 218th Street. The truck had been reported stolen earlier in the day out of Tukwila, according to the police report. But when police contacted the truck's owner, he told them the truck was not stolen but that co-workers had played a prank on him and moved his vehicle without telling him. He said when he called to report the stolen truck he didn't know about the prank. By the time he found out, he already had reported the vehicle as stolen. Kent Police removed the truck from a stolen vehicle list.

Question of the week:

What would change if we fully funded education? That’s a question that was asked at the recent Kent Area Council PTA forum on charter schools. The point being made by the “No on 1240” speaker was that the State Supreme Court had just found our state guilty of not fully funding schools. She said full funding of public schools needed to happen before public funds were used for charter schools. To answer the question of what would change, let me tell you a story. Actually, let me tell you several. In my fourth-grade classroom recently was a sweet little girl we’ll call Sarah. In third grade, Sarah qualified to be in a daily small intervention group to work on reading skills. She qualified for this group because of her test scores. As a result of this daily intervention, Sarah was able to pass the state test in reading. But in fourth grade, because she passed the state test the previous year, she no longer qualified for the extra help. Sarah passed at the exact score she needed and not one point higher. She still needed daily intervention to maintain that growth. Without the daily small intervention group, Sarah became one of almost 30 who had to share their group time during the week with the remaining students in the class. Guess what? I bet you can. Sarah didn’t pass the state test in fourth grade. With full funding, there would be sufficient personnel to work on a daily basis with every student who showed a need. Right now, the number of personnel is limited due to the budget and some children with needs are not receiving the amount of extra help they require to bridge the gap. [ more GUEST OP page 7 ]

Support parks, roads, vote for Proposition 1 We are supporting Proposition 1 to help repair and maintain our local parks and roads. While no one likes to be taxed, we agree this is the fairest way to pay for the upkeep of our local parks and streets. The proposed property tax spreads the costs of maintaining our community assets to all those who benefit from safe parks and roads. They are our parks and streets. We need to keep them safe and functional. Proposition 1 opponents argued the business community was not contributing enough for road repair. But now, that is no longer a viable argument. Inadequate B&O tax is disgraceful Business is not doing its “fair share” by adopting the Kent Chamber of Commerce’s pitiful B&O tax on valley businesses. I lost track of the zeroes in the 0.00000000084 percent per $1,000 gross revenue or 1,000 square feet – or some other ridiculous assessment computation, with exemptions for businesses making less than $250,000. Compare that with the Prop 1’s $1 per $1,000 tax for homeowners. The business community got a pathetic “pass,” just so they could

say they were paying something for the road damage that their big trucks do to the streets and roads. This B&O tax is laughable – far less than the average charged in other cities. The pro-business/anti-homeowner council members and the mayor abhor any tax on business in spite of the appalling state of city finances. The B&O that was enacted recently does nothing to address the city’s overall budget mess. Council members Albertson and Perry have been staunch defenders of city homeowners who are struggling with underwater mortgages and, now, high cable fees (thank you, council, for additional fees we have to pay) along with other living expenses. We don’t need another tax piled on our backs. Close the ShoWare Center until the economy justifies such a facility. There isn’t enough discretionary money in our budgets to attend the events. How bad does it have to get before city officials start taxing the “haves” proportionately instead of always taxing the “have nots”? Citizens should not fool themselves into thinking that, just because there is a B&O tax in Kent, that business is doing its fair share. They are not. Money better spent elsewhere I echo the sentiments of Donald Villenueveâ&#x20AC;&#x2122;s letter suggesting that a grade separation on South 228th Street at the UPRR crossing is a poor choice of spending our limited road improvement funding dollars. I disagree with his suggestion of an overpass at West Valley Highway, however. Why not a grade separation on South 212th at the BNSF railroad crossing? In my opinion, that should have been done before the existing 228th/BNSF proj-

Redefining marriage brings troubled waters I am voting to reject R-74. What the good citizens of Washington are about to do is equivalent to changing

the course of the flow of the Columbia River. It certainly can be argued that the river of traditional marriage has been polluted by far too many selfish, male husbands who have oppressed their female wives, often leaving mothers alone to care for their children. And even greater damage has been done to children in the loss of stability in their homes. However, rather than clean up the Great River of Marriage and put effective efforts into rebuilding strong and stable heterosexual marriages, the demand has gone out: â&#x20AC;&#x153;Reroute the Columbia. The traditional route is not working very well.â&#x20AC;?

Fellow citizens, this is equivalent to what our state is about to do. Rerouting the River of Marriage. But of one thing I am certain, if in actuality some group were demanding a re-routing of the traditional flow of the Columbia River, another group would counter-demand that there be a thorough environmental impact review of the consequences and implications of such a change. But sadly, our Legislature glibly ignored such a request for a cultural impact review of the consequences and implications of redefining marriage. Our legislators who voted to impose a new definition of marriage on Washington did not do

R-74 does not â&#x20AC;&#x153;redefine marriage,â&#x20AC;? contrary to popular belief. There is a common misconception that parents will somehow â&#x20AC;&#x153;lose control over what their children are taught about marriage.â&#x20AC;? I would ask who exactly will be doing this teaching? If the belief is the public schools, I would argue otherwise. As a parent who spends many hours annually in my childrenâ&#x20AC;&#x2122;s schools, I suggest this particular subject is far from the educatorsâ&#x20AC;&#x2122; minds. Teachers will not be marching up and down the halls with rainbow flags redefining marriage. They are way too busy making sure their students are adequately fed and dressed so the children are mentally and physically

Rather than regurgitating fictitious talking points, I would suggest teaching differing beliefs, the democratic process, tolerance and our right to choose our religion, which we love, where we live and our freedoms as citizens. A letter to the editor recently suggested that Catholic adoption agencies in Massachusetts and D.C. (she forgot Illinois) had to close because they had to â&#x20AC;&#x153;choose between fulfilling their social mission based on their religious beliefs, or accepting this new definition of marriage.â&#x20AC;? Catholic Charities were simply being asked to abide by non-discrimination laws in order to receive public funding. I assume the Catholic church is hesitant to allow same sex couples to adopt due to a fear there is a possibility of abuse? If so, I am not sure the Catholic church is very credible when it comes to issues of protecting children. I believe they had a bit of their own institutional scandal recently. This fear that â&#x20AC;&#x153;traditional marriageâ&#x20AC;? will be redefined, and the sacred bond of marriage is under threat, letâ&#x20AC;&#x2122;s gather some perspective. Our society treats marriage like a disposable commodity, with over half of all marriages ending in divorce. Where is the outrage over that? This statistic is way more destructive to our society, especially our children. I am not sure [ more LETTERS page 7 ]

However, you and I can put a halt to this ill-advised decision by voting to reject R-74. focus on school. Last year, a studentâ&#x20AC;&#x2122;s desk finally gave out, one leg sliding up and making the desk tip. All the studentsâ&#x20AC;&#x2122; supplies fell out, causing a big disruption to the learning environment. Time was spent picking up all the materials and calling the custodian who had to try to find another desk. The other desks we have are in a storage area containing those that have already died and gone to desk heaven. I then had to spend time settling the student into the new desk, quieting the class and trying to get us all back on the same page with what

we were learning. With full funding, weâ&#x20AC;&#x2122;d have desks that werenâ&#x20AC;&#x2122;t 30 years old and falling apart. This year, I took my 27 students into the computer lab to work on a poetry PowerPoint. The computer in the front of the lab used for teaching was not working correctly. Without a technology teacher, I had to call the district IT department and wait until the next day for the repair. With full funding, these issues are frequently resolved in building by a technology teacher. A technology teacher also has the most current training on pro-

Alan has watched his son progress up to level three dancing, with more challenging moves with each performance. This week William and 15 other theater boys and 16 girls rehearsed in the largest PNB dance studio, learning how to use props for their scene. His favorite thing to do is put on the stage make-up that brings out his eyes. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s kind of hard because you have to sacrifice going to birthday parties for friends and that sort of thing,â&#x20AC;? William said. He has been excited after each rehearsal. Practice began the week of Oct. 22 for students. â&#x20AC;&#x153;Heâ&#x20AC;&#x2122;s really excited about it. Heâ&#x20AC;&#x2122;s been bouncing around the steps at home and doing his steps on the sidewalk regardless of who might be around,â&#x20AC;? said his father. As a student in PNBâ&#x20AC;&#x2122;s Ballet School, William had to audition for his part in the Nutcracker. The Student Division begins at age 8 with auditions and consists of Levels I to VII. yet a specific total cost for the extension from South 200th Street to South 272nd Street. Specific costs will be known once more details for the extension are known. Light rail currently runs from Sea-Tac Airport to downtown Seattle. Sound Transit plans to open a new 1.6-mile line from the airport south to South 200th Street by 2016. That route will run on an elevated guideway primarily along 28th Avenue South. Sound Transit is funded through sales taxes and vehicle licensing fees. Because of the recession, funding estimates are much lower than initially projected which resulted in cutting about $4 billion in proposed projects. Revenue in South King County is about 40 percent less than projected through 2023 and has caused Sound Transit to consider asking voters to approve new taxes to fund more projects, which could include a $2 billion extension to Federal Way from South 272nd Street. Voters initially approved funding light rail in 1996 and approved a sales tax increase in 2008 to fund expansion projects through 2023 to Southwest King County, Overlake and Lynnwood. Sound Transit estimates it will cost $18

billion for the expansion. The proposed 2013 budget includes $754.7 million in capital investments for work to extend light rail to the north, east and south. That includes $8.1 million for ongoing environmental review and public involvement to identify a route southward from South 200th Street to Kent/Des Moines and Federal Way. â&#x20AC;&#x153;We have to give our input now rather than later,â&#x20AC;? Kent City Councilwoman Elizabeth Albertson said at the committee meeting. â&#x20AC;&#x153;We have to get on the record soon.â&#x20AC;? That input will include letting Sound Transit know about the zoning regulations and design guidelines the council adopted last year for whatâ&#x20AC;&#x2122;s known as the Midway area along Pacific Highway from South 216th Street to South 272nd Street. Post time for the 1 1/8-mile race is 4:30 p.m. Feuerborn said the race is far and away the toughest challenge ever faced by the 4-year-old Class Included. She’s been nearly perfect, of course, compiling a 10-6-0 record in 16 starts and three titles at Emerald Downs.

Dane Manio-Hernandez capped off the regular season of his senior year as quarterback for Kentwood’s football team with two touchdown passes and a 1-yard scoring run to help secure a 31-21 win over rival Kentlake. Not only did the Conquerors win the Oct. 25 game, they finished undefeated in the South Puget Sound League 4A North division. This is just the second time in school history the Conks football team finished the regular season undefeated. The first time was in 2010. Kentwood (9-0) opens the playoffs against Arlington at 7 p.m. Friday at French Field. Kentlake (6-3) plays at 7 p.m. Saturday at Lake Stevens. Beating Kentlake was the icing on the cake. “Since my freshman year, Kentlake has been our biggest rival,” Manio-Hernandez said. “This is our biggest rival so hopefully we’ll keep chugging, have a good week at practice and just do what we do.” Kentwood didn’t take control of the game until the second half. Kentlake scored first when Riley Higgins ran it in from 21 yards out with 3 minutes, 50 seconds left on the clock in the first quarter.

“I’ve got so many options (offensively) it makes my job easy,” Manio-Hernandez said. “Terence catches anything I throw him. Jackson will catch anything I throw him.” Huerta said defenses have a hard time containing both him and Grady plus the quarterback has three solid running backs to hand off to in Chance KaluaFuimaono, Ryan Dozier who is also a standout on defense, and Lindstrom. “It’s hard to stop two guys like that when you’ve got a good quarterback and an offensive line who gives him time to make throws,” Huerta said. “It gives us confidence moving into the playoffs.” Manio-Hernandez was also able to count on his defense to hold off Kentlake’s high-powered offense which scored 76 points early in the season against Puyallup and 49 points against Tahoma a week earlier. Kentwood had a pair of defensive stands in the red zone which kept Kentlake out of the end zone. Beating Kentlake was critical, Manio-Hernandez said. “It’s very important,” Manio-Hernandez said. “That’s bragging rights in Kent.” Huerta said it’s also something the team can build on with the top seed out of the SPSL North heading into the district round of the playoffs. A year ago Kentwood lost to Kentlake by a point as the Falcons went on to take the top spot out of the North after going undefeated.

Hard work Huerta said the Conks were motivated to improve after last year. “It’s the work we put in this off season,” Huerta said. “We knew our goals.” Winning the division and getting a better seed into the playoffs is a good start. “We’re small but we’re going to fly around and play fast,” Huerta said. “The other team’s going to know they played Kentwood at the end of the night.” Manio-Hernandez, who has started for Kentwood since the end of his sophomore year, is ready to prove to the rest of the state what this team can do. “We’re going to bring it for the playoffs,” ManioHernandez said. “We’re a small team with a big heart. Don’t doubt us.”

Puyallup beat the Royals 45-13 on Tuesday at Auburn Memorial Stadium in a pigtail game that decided which team would advance to play Skyline, the top seed out of the Kingco 4A Conference. Kent-Meridian finished the season 4-4 in South Puget Sound League 4A North play and 4-6 overall. It was a season which featured wins over league

Special activities and vendor booths will round out the morning to create a festive atmosphere. Entry fees are $10 or $25, including a technical T-shirt, before Nov. 30.
