A SIMPLE MESSAGE: PREPARE WINTERWISE The flood threat posed by the Green River is over, with the repairs to the Howard Hanson Dam. However, Mother Nature still has plenty of bad weather and havoc it can send our way. The message of our annual WinterWise special section is to prepare, and not wait until winter strikes hard. Meteorologist Ted Buehner was right when he predicted in early October that the summer and fall dry spell would end abruptly. The first 11 October days were dry, part of that 81-day streak. Then the rains came and seemingly didn’t go away. October ended tied as the fifth-wettest October at Seattle-Tacoma International Airport, where records have been kept since 1945. “I would say that’s abrupt,� he said. Buehner is the warning coordination meteorologist with NOAA’s National Weather Service Seattle. He was part of the annual kickoff in early October of Take Winter By Storm, a regional campaign to help everyone get ready for whatever Mother Nature throws at us this winter. This year, Western WashTed Buehner ington can expect a neutral El Nino, similar to weather patters in 2006 and 2009, when the dry weather changed dramatically, bringing heavy rain, flooding, windstorms and snow. There’s even a good chance for a Pineapple Express, when warm, moisture-laden air flows toward the Northwest from around the Hawaiian Islands. The rain can fall for days. Whether enough rain and snow fall to keep water reservoirs at acceptable levels in the Cascades is unclear, Buehner said. The prediction now is for dryer conditions than normal and predictions for the mountain snowpack are “all over the map.� The odds are in favor of a smaller snowpack, compared to the last two winters when the colder La Nina weather patterns meant more

Weather Service Seattle The Cedar River is also controlled by a dam at the Chester Morse Reservoir, but that dam doesn’t hold back the water added downriver from creeks and runoff. The Cedar can flood, especially in the lowland areas in the Maple Valley area.
So what does all this mean? Simply, get ready – before the bad weather hits. As Buehner puts it, don’t wait for the ice to thaw, the wind to blow, the river to rise or the snow to fly. Get the car or truck ready for winter driving, buy chains (or find them), get your home ready for the cold onslaught and prepare an emergency kit for yourself and even your pets. Prepare to be on your own for at least three days. “Don’t wait until the storm strikes to prepare – that’s too late,� he said. This special section, WinterWise, will help you get ready for winter. SANDBAGS ALONG THE GREEN RIVER ARE GONE Successful repairs to Howard Hanson Dam mean that most, if not all of the sandbags that lined the Green River Valley have been removed. All of the sandbags along the Green River Trail in Kent were removed in September. Some work in Tukwila was continued in late October. The City of Auburn awarded the contract to remove flood control barriers to Henderson Partners LLC, a Gig Harbor-based company, beginning in August. The Corps announced
last fall that it is once again operating the dam at full capacity. Removal will begin in August, and completion is expected by the end of the year. That decision means that the flood threat along the Green River has returned to what is normally expected. AGR Contracting, Inc., of Monroe, removed all of the sandbags in Kent, according to city officials. The company also has completed about 90 percent of repairs to cracks along the trail from the nearly 20,000 giant sandbags that sat along the levees for three

three years ago for extra flood protection along the levees after the U.S. Army Corps of Engineers discovered a January 2009 storm had damaged an abutment next to the Howard Hanson Dam on the upper Green
River. The Corps completed repairs to the dam last fall. No heavy rainstorms ever tested the sandbags. The King County Flood Control District covered most of the cost of the sandbag removal by delay-
ing certain levee projects along the river. The district is funded through a countywide property levy of 10 cents per $1,000 assessed value.

Metro has prepared for winter weather by planning snow routes for most bus routes, creating communication tools to keep riders informed about changes to service, and designing an Emergency Service Network that will operate during the most severe conditions. When it snows, it is not possible to predict exactly how service will be affected or which Metro routes or trips may be revised or canceled. Metro may not be able to adhere to published schedule times. Unpredictable delays and other service disruptions

may occur. Even pre-planned ice and snow reroutes do not always work. Metro’s ability to provide service during winter weather also depends on road conditions. Metro works with local jurisdictions to make it a priority to clear roads needed for transit. Safety is Metro’s primary concern, and we may make unplanned changes in service to keep you and our bus drivers safe during adverse driving conditions. The best approach to winter travel is to be prepared, stay informed, and have a backup plan.
Emergency Service Network During the worst weather or other emergencies, Metro may activate its Emergency Service Network (ESN). That means Metro service will be severely reduced to 52 core bus routes serving only key arterials and transit centers. Some neighborhoods and areas of the county will have no bus service because of difficult travel conditions or geography. The Snow, Ice & Flood map on Metro Online, metro.kingcounty.gov/ up/rr/snow.html, will be BLUE when
When streets are snowy or icy, Metro may reroute buses away from hills onto flatter roads. Buses may also shift from neighborhood streets onto arterials that are more likely to be plowed. To find the planned snow route for your bus, check the map in your printed time-table or on Metro Online. Be sure to have your route number. The maps will show the regular route and a dashed line for the snow route. Metro may operate chained shuttles along hilly portions of some routes to help connect riders to rerouted service. Chained shuttles are signed “Shuttle.�

When neighbors pitch in and clear a clogged storm drain, they are helping to protect their neighborhood from flooding.
