Kent Democratic challenger Bud Sizemore continued to hold on to a chance he might overtake State Rep. Mark Hargrove, R-Covington, in what remained

a tight race for the State House District 47 Position 1 seat. But Hargrove remained confident he could maintain his lead and earn a return trip to Olympia for a second, two-year term. Hargrove led by 369 votes through Tuesday’s tally by King

County Elections, the latest count available prior to the Kent Reporter’s press deadline. Hargrove has 50.33 percent (25,162 votes) while Sizemore has 49.59 percent (24,793 votes). There were 44 write-in votes for 0.09 percent.

“Not knowing how many ballots are left in the 47th District, it’s too early to throw in the towel,” said Sizemore during a Tuesday phone interview. “There is still potential to close the gap. It’s an incredibly close race.” Close, but still in Hargrove’s

Neighbors and volunteers got dirty to help spruce up a part of an East Hill community greenbelt last weekend. Kenton Firs Community Association members and friends spent two sunny, crisp fall days last Friday and Saturday in Kent removing invasive overgrowth to plant an assortment of native trees, plants and shrubs. “It’s great … to beautify this,” said Donna Schell, a resident of the Kenton Firs neighborhood since 1981. The project was made possible through a matching $5,000 neighborhood grant the city of Kent awarded to the association. About 350 plants and trees of many native species and sizes were carefully planted throughout a quarter-acre parcel of the

Kenton Firs’ 3-acre greenbelt. “We want our community to see what it would look like when it’s taken care of properly,” said Marsha St. Louis, the Kenton Firs project coordinator. The association traditionally conducts spring and fall cleanups in the neighborhood, but had not focused on the greenbelt – until last weekend. St. Louis said it was important to restore the parcel so it could become a visible, beautiful, safe feature in the neighborhood. Joselyn Cook, St. Louis’ granddaughter, was more than happy to join the planting party. “It’s my grandmother’s pet project,” Cook said, “and I want to help out whenever I can.”

King County prosecutors charged a 24-yearold Kent man with two counts of second-degree

assault of a child for allegedly inflicting substantial bodily harm upon his 7-week-old twins. Jason Mark Dodd is scheduled to be arraigned Monday, Nov. 19 in King

County Superior Court at the Norm Maleng Regional Justice Center in Kent, according to the King County Prosecuting Attorney’s Office. As of Tuesday, Dodd

Instead she got an interview with the program manager for the agency’s Watson Manor Transitional Living Program. It was a chance meeting that would turn her life around. Seventeen years later, Sample has a master’s degree from the University of Washington in social work, is an elementary school counselor and is married with two children. “It (Watson Manor) gave me an opportunity to get an education and become self-sufficient; I won’t need any type of assistance now,” said Sample. This is important to her, she says, coming from her original family who always seemed to need public assistance. Sample is able to give her children the kind of life she didn’t have growing up. It is due in part to “people believing in me and supporting me and being like a surrogate family for me,” she said. This is just one story from the program that’s been around since 1991. “I always try to tell myself and the staff we’re planting seeds,” said Laurie Peterson, the teen and parent program manager for Kent Youth and Family Services. “We may never even see them [ more WATSON page 8 ]

Group cleans up East Hill street The stretch of Benson Road between Southeast 240th and Southeast 248th streets on the East Hill of Kent is looking much better, thanks to efforts of volunteers organized by the Kent Chamber of Commerce East Hill Partnership (EHP) Committee. The group, which met at the Golden Steer Steak ‘N Rib House to check in and organize, finished the

cleanup with a luncheon provided by restaurant owners Jim and Suzanne Berrios and members of the EHP committee. The committee, having decided to participate in the Adopt-A-Street program, met with Gina Hungerford from the Kent Public Works Department prior to the Nov. 3 event to ensure the safety of all participants. The event was the first

of four that the committee will participate in over the upcoming year. The committee chair, John Schneider, and event leader Michael Skarin divided the team of 24 into groups on the east and west side of the road, with a focus on the area around the sidewalks and into business parking lots, collecting more than 400 gallons of trash and recyclables.

A state audit of the city of Kent’s Public Facilities District that oversees the ShoWare Center came out “good and clean.” State Auditor’s Office representatives presented the draft report at a Public Facilities District special meeting Nov. 8 at City Hall. “Our perspective is the financial statement is a good report and there are no issues with accountability,” said James Griggs, audit manager for the state Auditor’s Office. This marked the first audit of the city-owned arena. Voters approved performance audits of agencies in the state with the passage of Initiative 900 in 2005. The arena, which opened

in 2009, has become a controversial topic in Kent with losses of more than $1.3 million in its first three years of operation. “This was not a look at profit and loss,” said John Hodgson, city chief administrative officer, who attended the Auditor’s Office exit conference meeting with the Public Facilities District board. “It’s more to see that we’re following the legal rules.” Auditors looked at contracts, financial statements and made sure the district follows public meeting requirements. “We did not identify any deficiencies in internal control over financial reporting that we consider to be material weaknesses,” State Auditor Brian Sonntag said.

Nov. 3 after he admitted to abuse of the twins on multiple occasions between early September and Nov. 3, according to charging papers filed Nov. 6. The abuse investigation began after the mother of the twins called 911 on Nov. 1 because one of the babies was spitting up blood and gagging. Paramedics transported the baby to Seattle Children’s Hospital

where doctors determined the baby had a small abrasion and was bleeding from his posterior pharynx (top of the throat). The child needed ongoing care, but with no room available at Seattle Children’s, paramedics transported the baby to Mary Bridge Children’s Hospital in Tacoma. A doctor from the Mary Bridge Hospital’s child abuse intervention depart-

ment examined the child and met with the parents. Dodd told the doctor the mother was busy with one child when the other child began to cry. Dodd said he picked up the baby, which would not take a pacifier, so he put his finger in the child’s mouth to try to soothe him and the baby started to choke and spit up blood. That’s when the mother called 911.

in Kent before moving his office to Maple Valley. Engle came to the attention of law enforcement following the investigation of an international movie production company that operated a website offering DVDs and streaming videos for sale. The materials depicted young boys in sexually explicit activity. Between 2005 and 2011, investigators allege Engle purchased 78 different items from the website, spending nearly $3,000. The international movie production company was put out of business in May 2011, when agents seized its

inventory and records. The company and the owners of the company are being prosecuted for child exploitation offenses, including the production and distribution of child pornography. Engle is a divorce attorney who has practiced law since 1992 in Washington and whose law license remains active, according to the website www.avvo.com. The site lists Maple Valley as an office address for Engle. If found guilty of receipt of child pornography, Engle faces a mandatory minimum sentence of five years in prison and up to 20 years and a $250,000 fine.

WWII memories still vivid for 95-year-old vet To the patter of drums and the blare of horns, the oom pa-pa of tubas and the thunderous roar of motorcycles, veterans with comrades at their sides made their way down Auburn’s Main Street Saturday to the approval of onlookers. Some of the most frail among them, perhaps WWII veterans who could no longer walk Auburn’s Veterans Day Parade route, waved from cars and jeeps. An image filled the eyes. Then the moment passed, the eye moved on. It’s easy to forget that in their youths, as Oliver Wendell Holmes wrote of his Civil War generation, the hearts of the frailer service members “were touched with fire.” Annie McDonald served 22 months as a nurse with the U.S. Army, much of it in the European theater. Her service was one of the defining experiences of her long life. McDonald, who as of Saturday, had reached 95 years, was content to sit in the passenger seat of a Jeep, a blanket over her legs to protect her from the sting of the November air. After the Empire of Japan bombed Pearl Harbor on Dec. 7, 1941, McDonald was one among a group of nurses at King County Hospital in Seattle who decided join the Army and help the nascent war effort. McDonald, then 24, and her fellow nurses took time getting organized but finally they got their stuff together and made their way to King Street Station in Seattle before heading off for 15 months of toughening at Camp Carson, Colo. “Training, training, training,” McDonald recalled. The drill sergeant under the direction of a Col. Buckner — first name McDonald has forgotten — put the greenhorns through the same sort of hardships that troops undergo on the front lines. “We had to crawl under gun fire, and if you raised your head, too bad for you. You don’t raise your head. We’d crawl on our bellies until we got over to a little ditch and we had to fall in that ditch length wise. We couldn’t crawl in. From there on we had training and training.” McDonald would go on to spend 26 months in the Army, many in blood splattered battle hospitals in the European Theater, typically about a mile behind the front line. “We had to move as the front line moved, and we moved a lot because the front line moved a lot. Finally we got to where we could stay in one place for a while, until the front line moved again and we kept moving. We called it leapfrogging over. “We had somebody guarding our area

Tax businesses that wear down city streets Now that Proposition 1 has been defeated, the message the Kent City Council should get is that the streets-and-roads issue calls for a robust B&O (business and occupation) tax on the businesses in Kent that do the primary damage to the streets and roads. Homeowners don’t drive heavy 16/18-wheelers that gouge the streets and require constant repair. I live near South 228th and I paid a hefty assessment for construction of that street, which provides cross-city access for huge trucks like those owned by Sysco, which is based on 228th. But the City Council has yielded for years to Chamber of Commerce pressure, and most Council members resisted imposing a B&O tax that would hold Kent businesses responsible for road/ street damage done by their trucks. The B&O tax is nowhere near the average paid by other Washington cities. In a city that houses one of the largest warehouse districts in the nation, council members would only agree to a pitiful B&O tax to give the impression that the business community was now, finally, doing its fair share. It has avoided doing its fair share for years and now Kent

Kent homeowners do care about the streets and parks. But we disagree that we are the passive patsies who should carry all the financial responsibility. Suggestion: Maybe Lake Meridian homeowners could do some private fund-raising for repairs to the swimming/fishing dock on their lake. The exemption categories in the B&O tax’s fine print seem to cover every possible business activity: “manufacturing activity” (isn’t that what the tax is for?); “research and development” – why not? (does this exempt Boeing?). Exemptions should cover non-profits, but not all these other business/profit-making-enter-

prise categories. It appears that the chamber’s most influential members were able to get their businesses exempted. We are telling the city, by our votes, that the business community has to really step up to the plate and really pay their fair share. City Council members need to rethink their priorities and get the Kent business community to contribute responsibly to the city’s financial well-being and the health of the city’s streets and roads, which they use every day in furtherance of their business interests. I think Mayor (Suzette) Cooke understands this and has recommended that the Council require broader contribution from the businesses in the Valley. Eliminating some of the broader exemptions would help solve the city’s budget issues. Or, the percentage amount per square foot needs to be increased to approach the average for other cities with B&O taxes. Councilmember Jamie Perry has done the research and presented persuasive arguments to other City Council members regarding the realities of the situation. She’s an able advocate and vocal representative for all of Kent’s residents. overnight, and if he blew a whistle, we were supposed to go out in the foxholes, which were very shallow, but we just never had to do that,� McDonald said. that, it was just everyday calamities.� Amid those scenes of carnage, one scene in particular scorched into her brain: a young man shot in the throat. “The hardest thing I saw was a young, 21-year-old GI. He had a bullet through his neck, and it severed his spinal cord, and we couldn’t do a thing for him, just couldn’t do anything. That was the hardest thing to take,� McDonald said. “It was just terrible.�

Flood Control District funds projects Preparing for a predicted wet flood season, the King County Flood Control District Board of Supervisors recently adopted a 2013 budget totaling $41 million. The board also adopted a six-year capital improvement program (CIP) that will guide the Flood Control District’s flood risk reduction activities into the future. The budget funds 14 major levee rehabilitation projects across King County, provides over $3.7 million to 40 jurisdictions for local flooding and stormwater

projects through the Flood Control District’s Opportunity Fund and improves flood awareness, response programs and facility maintenance. Auburn parade celebrates veterans past and present Auburn continued its 47-year old tradition of honoring war veterans this past Saturday with the annual Veterans Day Parade. Beginning at 11 a.m. the parade, featuring more than 200 entries, wound its way west down Main Street, from E Street Southeast to A Street Northwest near Auburn City Hall. The parade, one of the largest of its type west of the Mississippi River, featured more than 30 marching bands and local junior ROTC units, honor guards, military units and antique military vehicles. Grand Marshal John J. Hauff, Sr. presided over the parade.

With 10 apartment units and two additional units for on-site staff, Watson Manor houses mothers ages 16-25 who have unborn babies to elementary age children. “They come to us with a constellation of issues including substance abuse, mental health issues,� said Peterson. “Often they have co-occurring disorders, meaning they are diagnosed with both. They may be fleeing domestic violence or have it in their past. They may have special needs around learning disabilities. They might have a record or

an open CPS (Child Protective Services) case.� Some could also be street-involved with gangs or prostitution, Peterson said. Watson Manor’s clientele has changed during its existence and so has the prevalence of teenage pregnancy. When the program started the young moms were just women who found themselves in bad situations, but without all the risk factors and bad experiences of today’s young moms, said Michael Heinisch, program executive director. “That reality is long gone,� he said. “These are young moms who are highly damaged, who have no structure, who certainly have no idea about how to raise a child, or manage a family.� The program serves about 12 families per year. Residents are allowed to stay up to two years. Although teen birth rates are down in this country,

Walgreens, PODS help with toy drive To fill a child’s Christmas with the holiday spirit, PODS of Seattle, a moving and storage company, has teamed up with Walgreens and the Starlight Children’s Foundation to support the “Starlight Toy Drive� in Seattle and Bellingham. That’s who Watson Manor typically sees these days. Residents have to participate in 20 hours of school or work a week and abide by rules, including a curfew. Some residents chafe under the rules and structure the program enforces. “(It) doesn’t happen often, but any family you lose is a family you lose for another generation or two, considering the kids,� said Heinisch. Watson Manor has an 80 percent goal for women to complete the program and move into permanent housing and they always meet or exceed that goal, said Peterson. Watson Manor is funded through the U.S. Department of Housing and Urban Development, state money managed by King County, funds from the city of Kent, United Way and private donations. Man charged with vehicular homicide faces hearing BY STEVE HUNTER shunter@kentreporter.com

An 18-year-old Kent man charged with vehicular homicide had a court hearing continued to Nov. 21 in connection with the death of Kent motorcyclist Aug. 22 in the Panther Lake area. Justin Jerald Cordova had a hearing continued from Nov. 7, according to the King County Prosecuting Attorney’s Office. At

the hearing, attorneys could again ask for more time to prepare the case or a trial date could be set. Cordova pleaded not guilty to the charge Sept. 6. Cordova remains in the county jail at the Norm Maleng Regional Justice Center in Kent with bail set at $100,000. If convicted of vehicular homicide, Cordova faces a sentencing range of six to 8 1/2 years under a new state law that took effect in June. The previous sentencing

range was 2 1/2 to 3 1/2 years. Prosecutors allege that Cordova had a blood-alcohol level of 0.12 percent and traveled at high speed in a 1986 Nissan coupe eastbound Aug. 22 in the 12100 block of Southeast 223rd Drive when his car reportedly crossed the centerline and collided with a westbound 2006 Suzuki motorcycle driven by David Daniel at about 6:44 a.m., according to charging papers. Daniel died at the scene.

Witnesses reported that Cordova had been going an estimated 65 mph on Southeast 223rd Drive just prior to the accident. They described the car as going “freeway speed.” The posted speed is 25 mph in the residential neighborhood. Cordova told Kent Police officers that he had been drinking Red Bull and Jaegermeister at about 11 the previous night. He said he was going about 45 mph

and didn’t see the motorcycle. Cordova submitted to a portable breath test that indicated a bloodalcohol level of 0.12 percent, above the 0.02 level to cite a minor for a DUI and the 0.08 level for adults. Cordova has prior convictions for third-degree assault and obstructing in 2010, according to charging papers. He also had an unspecified alcohol offense in 2011.

The trial date has been changed to Dec. 11 for a former high school volleyball coach charged with thirddegree attempted rape in connection with a girl he met at Kent’s Lake Meridian Park. Daniel Gregory LumLung, 35, of Renton, had been scheduled for trial Nov. 8 at King County Superior Court in Kent. Attorneys were granted a request to reschedule the trial for more time to prepare the case. The trial has been rescheduled three consecutive months. Lum-Lung, the former Mount Rainier High volleyball coach, pleaded not guilty to the charge in November 2011. Kent Police arrested LumLung on Nov. 15, 2011 for investigation of communicating with a minor for immoral purposes, according to charging papers. He posted bail and was released two days later from the county jail. Bail was set at $50,000. Until his arrest, Lum-

Lung taught physical education at Cascade Middle School and coached girls volleyball at Mount Rainier High School, both in the Highline School District. Lum-Lung met the 15-year-old girl on a telephone chat line. They agreed to meet Oct. 22, 2011 at Lake Meridian Park, according to charging papers. While at the park, LumLung allegedly made several verbal requests of the girl to do certain sexual acts. The girl told him no. The girl also told police that Lum-Lung asked her to meet him inside the park restroom. She left the park after he entered the restroom. A couple of days later, the girl received an email reportedly from Lum-Lung that referred to “with you in the rain at Lake Meridian.” The email sender also asked if she wanted to see him again. They never met again. The girl and her mother reported the incident to the girl’s Kent school and police were contacted.

On the Kentlake High cross country team, he’s known as “The Flash.� Senior Alexander Martinez, the top runner for the Falcons, took 10th place at the Westside Classic District meet Oct. 27 then followed that up with a 14th place finish at state, the highest of any Kent or Tahoma schools boy runners with a time of 15 minutes, 47 seconds. His race time not only broke his own personal record by nearly 20 seconds, but he broke the all-time school cross country record of 16:03. “It was amazing,� said Carri Heitz, one of the Kentlake cross country coaches. “It was so gutsy. He kept moving up the entire race. Every time we saw him he was further up and further up until the very end.� For a runner who started out not even knowing how cross country worked as a sport and shaved nearly four minutes off of his personal record in a single year, he could also be called “Mr. Incredible.� Although Martinez was never particularly athletic, he said he always had an interest in running. The idea of speed came naturally to him. When he’d watch kids run as a child,

Two months before the season started, he decided to join the team, without any pre-training or preparation whatsoever. Despite the less than glorious aspects of cross country, including the hyper-sore muscles, the excruciatingly

taxing speed work intervals, and the lengthy runs, Martinez said he appreciated and enjoyed what the sport had to offer him. “I thought it (cross country) was hard, very tiring but it was definitely a fun challenge,� he said. “I enjoyed the fact that it was a test of endurance, of how far you could push yourself.� His first year wasn’t spectacular, he said, and his times, around 20 minutes,

Kentwood grad Bronson’s TDs help Eastern win Kentwood High graduate Demitrius Bronson helped Eastern Washington University’s football team get one step closer to a Big Sky conference title in a 31-28 victory over University of California at Davis Nov. 10. Bronson, a junior running back at Eastern, had 63 yards and a pair of touchdowns on the ground for the Eagles in the win, according to information provided by EWU’s athletic department staff. Bronson started his college career at the University of Washington, where he played sparingly in 2009. He did not play in 2010 before transferring to Eastern in 2011. Bronson missed EWU’s first two games with a hamstring injury. We started expecting a little bit more from him.� Among the many ways his coaches help him improve, such as proper posture and stretching, Martinez said they’ve also helped tell him when to not overdo it, and by “it� they meant running. Using the same formula for success as he did the previous summer, Martinez ran 400 miles in preparation for this season. Like most cross country runners, Martinez’s favorite moments are those when he manages to push himself to his limit, and then some, such as last year’s state championship meet, where he said he was able to push himself past not only his own limitations, but several runners around him to the finish line. “I felt I worked really hard for what I have now and it was a huge improvement,� he said. As Heitz sees it, though, this is just the beginning for Martinez’s running career. “I think he’s got more potential than he’s even shown,� she said. “He just keeps getting better. It’s pretty amazing.�

A lot. Around 300 miles of running. The intense road work paid off when he returned for his sophomore year. During the pre-season time trial, he clocked in at 18:11, a three minute improvement that left the coaches stunned. “We were super impressed,� Heitz said. “Nobody expected it. It came out of nowhere.� It was at the Seaside Three Course Challenge in Oregon, Heitz said, where they realized Martinez’s future spot on the team when he came running along the beach ahead of their top runner. The second week of November is my favorite week to plant bulbs. By now there is no use putting up with the water-logged geraniums, frost-bitten petunias and other dying annuals in your beds and pots so out with the old and moldy and in with beautiful bulbs. If you’re a lazy gardener like me, you can do things the easy way with these bulb-planting tips: 1. Use a big shovel, dig a wide hole. I don’t bother with a hand trowel or bulb planter because I like my tulips, daffodils and hyacinths to bloom in big happy families, crowed close together for broad sweeps of spring
