When Lizzie Udeschini scored first, she was ecstatic to get things rolling for her Bear Creek team. “The first goal feels so good because it sets the pace for the rest of the game,” said the Grizzly senior captain, adding that her 24th-minute netter “freaked out” the Napavine players because they knew it was time to strike back or a win would elude them. But Bear Creek’s defense held tight and the Grizzlies tacked on three second-half goals en route to a 4-0 victory and second straight 1B/2B state championship last Saturday at Sunset Chev Stadium in Sumner. “It was nice to see that our hard work paid off, and we played seamlessly as a team,” said Udeschini, who also scored Bear Creek’s last goal of the match. After reviewing City of Redmond Mayor John Marchione’s Budgeting by Priorities (BP) proposal for 2013-14 in twice-weekly study sessions, Redmond City Council is scheduled to adapt the proposed budget on Dec. 4. The budget was first presented to council in October and in addition to their input, the public also had the opportunity to provide feedback during public hearings
throughout the process. The last public hearing regarding the budget was held Tuesday. The new two-year budget is $581.5 million — a slight increase from the 2011-12 budget. City staff used the BP process for the third time to create the budget. This was the third time they have used this process, in which city services are reconsidered through the prism of what citizens value most. Six priorities were determined by citizens in

INFRASTRUCTURE AND GROWTH
At $250.04 million, infrastructure and growth is about 43 percent of the city’s overall budget. This priority covers a number of things including the city’s utilities such as waste, water and stormwater. “They’re not the ‘sexy’ things,” said Redmond Public Works Director Tim Fuller. “(But) they’re

critical to the city.” Fuller said a lot of the work under infrastructure and growth involves maintaining and replacing infrastructure throughout the city as it gets older, adding that much of this takes place underground where citizens can’t see it. “We have to pay attention to the aging infrastructure, as well as the new infrastructure,” he said. The days are growing shorter and the weather is getting colder. Thanksgiving has come and gone and the search for the perfect gifts has begun. All of these are tell-tale signs that the holiday season is here, but one in-
dicator specific to the City of Redmond is the annual Redmond Lights festival. This year’s celebration will be Dec. 1 and in addition to the usual festivities that come with the event, there will be special daytime activities to mark Redmond’s Centennial. “That’s a once-in-ahundred-years event for us,”
said City of Redmond event and marketing manager Lisa Rhodes.

The Centennial Celebration will be from noon to 4 p.m. at the Redmond City Hall campus, 15670 N.E. 85th St. and Redmond Lights will be from 4-8 p.m. at City Hall and Redmond Town Center, 7525 166th Ave. N.E. During the day, there will be food, music and activities with “a little different twist than what we would have at night,” Rhodes said. Redmond Lights has always been about celebrating different cultures within the community and Rhodes said this year is no different as the event features Hawaiian, Japanese American and Celtic performances and more. “We have all different kinds
of cultural music,” she said. “For us, it’s the traditional part of this event (and) we try to do the best we can.” Although different cultures have different traditions for this time of year, many involve light and Rhodes said Redmond Lights is a chance for the entire community to get together and celebrate — whether it may be Christmas, winter or family. “That’s kind of what sets us apart (from other communities’ celebrations),” she said about Redmond Light’s inclusiveness.

Crews from the City of Redmond’s stormwater, wastewater and water divisions responded to 19 calls during Monday’s storm regarding plugged storm drains and minor flooding. In addition, the city’s streets division responded to three reports of downed trees. City officials said there was some minor nuisance flooding, but no major impacts or road closures resulting from the rain.

local bluegrass group The Tall Boys, a Penny Candy Hunt for kids at 1 p.m. and artifacts on display, courtesy of the Redmond Historical Society and the Eastside Heritage Center. There will be a traditional Native American performance by the Snoqualmie Tribe and art demonstrations by local wood carver Tomas Vrba. The Redmond Chorale will also be performing a special, centennial-themed song written by chorale director Laurie Betts Hughes at 12:30 p.m. Rhodes said local organizations are also participating in a gingerbread building contest, recreating historic buildings throughout Redmond to be displayed in the City Hall lobby. “People are getting really into it, so that will be interesting,” she said about the groups’ competitiveness. In preparation for the centennial time capsule, citizens are also encouraged to donate items of interest or historical significance. Suggestions include Redmond High School class of 2012 memorabilia, Derby Days ribbons or historic photos. For details, visit 100years.redmond. gov. Rhodes said capsule items will be on display at City Hall through Dec. 30. After that, the items will be put in the capsule, which will be placed into the city vault, not to be opened for another 100 years, hopefully, Rhodes said.
Because the event will be running longer than usual, Rhodes said they will be selling food for the first time. Metropolitan Grill will be at City Hall from noon to 8 p.m., offering warm beverages and a selection of hot meals, including barbecued pulled pork and salmon, prepared onsite in their traveling smoker. There will also be a free carousel in the City Hall parking lot, sponsored by Puget Sound Energy. Like the Metropolitan Grill, the carousel will be up for both the Centennial Celebration and Redmond Lights.

... and we will do this again in four years The 2012 general election was a lot of things. It was an exercise in democracy, a peaceful transition of power and as annoying as ever. The cliches alone are enough to make you want to throw something at the TV. We heard a lot of the same lines over and over again. The candidates even threw out many of the same tired old campaign lines. One cliche that we are used to hearing every four years is “this is the most important election of our lifetime.” How can every election be the most important? The election was also nasty, mean and full of annoying ads and robo-calls. But that is what we say every four years. The fact of the matter is that negative campaigning works. The race for attorney general was especially nasty. The ads for both sides were misleading at best and downright offensive in other cases. The number of robo-calls this year seemed to go up exponentially from four years ago. But it was inaccurate robo-calls in other states, telling people they had until Wednesday, Nov. 7 to vote, that got many up in arms on election day.

Politics, the overall spending on the presidential election through Oct. 17 was nearly $2 billion. And in another four years we will subject ourselves to more robo-calls, nasty TV ads, underhanded tactics and “the most important election of our lifetime.” But when you think of the alternative to democracy, we would all agree this isn’t bad at all — unless your candidate lost.

‘Super PACs’ aren’t a cause of the high cost of elections redmond
And while it seemed in Washington state that the TV election ads would never end, it was worse elsewhere in the United States. We in Washington state did not get the barrage that those in swing states received for the presidential election. In Ohio alone, the Romney and Obama campaigns combined to buy nearly 220,000 TV ads. Florida came in second with nearly 200,000 TV ads. According to the Center for Responsive

The differing sides in the recent election spoke of different themes and objectives for government. The major disagreements include: increased spending versus reduced spending; intrusiveness into the lives of citizens for the sake of progressive agendas versus for the sake of socially conservative agendas versus opposition to intrusiveness for any agenda; increased regulation of the economy versus reduction of regulation of the economy. The definition and scope of what should be considered private is hotly disputed by various factions. These are important differences. No observant person should be surprised at the intensity of the election efforts. To expect persons and organizations that will be affected greatly by the results of an election to fail to spend effort and money to influence that election is crazy talk. “Super PACs” are the latest attempt by people that care greatly about the results of an election to comply with the current rules about how funds may be accumulated and spent. Would the Redmond Reporter prefer that people don’t care about the results of an election? Would the Redmond Reporter prefer that people do not put their money where their mouth is in their support of the political causes in which they believe? If so, such expectation is irrational. The cause of the cost of elections is the enormous power in the hands of government at all levels, and the fact that people and organizations
care about the result. There is a lot at stake — in dollars of government spending and in the ability to use government to further the objectives of those elected. If the scope and intrusiveness of government is reduced, then elections will loom much less in people’s lives, cost less and involve less harsh contention. If government remains intrusive and new layers of regulation are added to the election process, people that care will find new legal mechanisms to try to influence their fellow voters. Then those that fail to understand the causes of expensive elections will rail against whatever new organizational forms are devised in response to the new regulations. The Redmond Reporter editorial board should invest time and effort to understanding the cause of the boogeyman they deplore — lest they advocate something that makes the current situation worse.

‘No one can afford a drink in this state’ (In response to last issue’s liquor privatization story.) The problem is not with the stores, it is with the state. They knew they would lose revenue so they put so much tax on booze that no one will purchase it. Border cities can reach to other states that are not as corrupt as Washington. We voted to take the state out of the business to lower price, instead the state makes it impossible to compete with Oregon, Idaho or Canada. I will never purchase any alcohol in this state out of protest for what the legislature has stuck in at the last minute. I encourage everyone to boycott this state. A bottle of scotch that sells for $180 in this state is $85 in Texas.
When the stores figure out that their floor space is not producing revenue, you will see booze removed from the floor. The state would do very well to lower their greedy taxation policies and concentrate on volume. No one can afford a drink in this state.

A hard fight to block real votes on ticket cameras (In response to last issue’s City of Redmond, Tim Eyman traffic-enforcement cameras court hearing story.) Cities and camera companies fight HARD to block real votes on ticket cameras because they have lost the votes 90 percent of the time (27 of 30 public votes went against the cameras). In Murietta, Calif., one lady and a small group of volunteers worked hard for 18 months to get an initiative on the ballot to end the use of red-light-camera tickets. A lawsuit tried to block the vote, but it was thrown out by an honorable judge. The camera vendors spent about $100,000 in the closing weeks before the November election to try to get people to vote to keep the cameras, versus about $2,000 or $3,000 spent by the initiative supporters. The cameras lost. In truly honorable moves, several cities in California have passed city ordinances to prevent the future installation of ticket cameras without a positive vote of the people. If fairness and justice prevail in the Washington State Appeals Court, initiatives like the one in Redmond will always be permitted to go forward. We will see if justice prevails.

Redmond teen will take center stage in ‘The Nutcracker’

Kaelyn Lefferts took her first dance lesson as a toddler. It started as something she did just once a week with her mother and continued that way until a few years ago when she began dancing more frequently. Now at 13, the Redmond resident can be found in the studio six days a week, perfecting her barre work and practicing various routines. All of her hard work has paid off as she will be playing young Clara in Emerald Ballet Theatre’s (EBT) production of “The Nutcracker” on Dec. 1 and 2. Both performances will begin at 2 p.m. at the Northshore Performing Arts Center at 18125 92nd Ave. N.E. in Bothell. Tickets range from $20-$35. Although she has performed in the show in previous years, Kaelyn had been cast in smaller roles. This will be the first time she has been one of the leads. “I thought it’d be fun to be Clara, but I didn’t really mind if I wasn’t,” she said, adding that she was pleased when she received the news after auditioning in September. “I was happy about it.” Because this is her first leading role in a ballet, Kaelyn admitted that she is “excited and nervous” about her upcoming performance. However, her mother, Terrel Lefferts, said Kaelyn has had lead acting roles as Alice and Wendy in her school’s productions of “Alice in Won-
derland” and “Peter Pan,” respectively. “These experiences were really helpful for her,” Lefferts said. And while she has performed in plays, Kaelyn hasn’t been bitten by the acting bug. “I think acting in a play is fun, but I wouldn’t want to do it all the time,” she said. Kaelyn, who attends Vista Academy at the
Open Window School in Bellevue, mostly dances ballet, but also does some modern, tap, jazz and contemporary. “I think it’s fun,” she said about why she has continued to dance for most her life. While Kaelyn seems to spend more time dancing than not nowadays, her mother said it wasn’t always like that. Lefferts, who teaches

Lefferts said around 8 and 9 years old, most dance studios begin to ask more of their students and want them to take more classes. Lefferts said Kaelyn didn’t want that. “She wasn’t really committed,” Lefferts said about her daughter. Because Kaelyn has spent much fewer hours in the studio than her peers, who would have increased their practice time years before Kaelyn did, Lefferts said her daughter has had to play a bit of catchup to reach that same level. “She’s worked really hard in the last few years,” Lefferts said, adding she is really proud of Kaelyn getting the role as young Clara. In addition to dancing, Kaelyn enjoys horseback riding but said she doesn’t get to do it very often.

One example of this is using a permeable ground surface to collect and filter rainwater before it enters the groundwater. In addition to everyday maintenance, infrastructure and growth also includes construction projects — a big one coming up being the Cleveland Street/Redmond Way conversions to two-way streets. Assistant Director of Public Works Ron Grant said this project has a number of components including the 164th Avenue Northeast extension from Northeast 76th Street to Cleveland Street. “We plan to have the 164th extension…open by next year (2013),” Grant said. Another component is the Cleveland Streetscape project, which includes signal improvements, sidewalks, on-street parking, street lighting, utilities and landscaping. Grant said this will set the stage for the vibe the city would like for its downtown urban area. He added that while a lot of new development is set for downtown and
Overlake as they have been designated urban areas within the city, they have not forgotten the remaining neighborhoods. Grant said the city has a number of programs to maintain the infrastructure throughout the city.
RESPONSIBLE GOVERNMENT
Responsible government makes up 16 percent of the city’s total budget with $93.04 million. “It’s all the basic nuts and bolts stuff,” said Jeri Rowe-Curtis, chief policy adviser and communications and marketing administrator for the city. She said a lot of responsible government has to do with community involvement and engagement and the city’s openness and transparency. This includes the City Council structure, council meeting minutes and the city’s cable television channel RCTV. In addition, the city holds various citizen academies, public meetings and hearings and allows citizen involvement on various city committees, as well as in the BP process. “There’s a way to get involved if you want to get involved,” RoweCurtis said.

The Spaniard had no luck finding the restorative waters, but his name is forever associated with the quest for youth and longevity. For an effective strength training program, make sure to: (1) Do varied exercises for each muscle group (2) Choose a weight for each exercise that is challenging but that you can lift for 12 repetitions, with the last rep being very difficult to lift; once you can easily do 12 repetitions at a particular weight, gradually increase the weight to keep your muscles challenged. (3) Have proper form for each exercise (this is where having a trained expert comes in very handy); focus on keeping your core “activated” (pull your belly button to your spine), your feet sturdily under you at your hips’ width, your shoulders down, and your wrists neutral. (4) Lift weights slowly, so you use your muscles to lift instead of momentum (5) Strength train two to three times per week, for 20-30 minutes each time.

www.redmond-reporter.com Redmond police to take part in DUI patrols As the Washington Traffic Safety Commission announces the “Drive Sober or Get Pulled Over” holiday campaign, director Darrin Grondel urges drivers to plan ahead. “Don’t let a DUI ruin your holidays. Before you leave home for a holiday party, think about how everyone can get home safely. Designate a sober driver, take a taxi, stay the night.”
As part of the campaign, extra officers will be canvassing roadways now through Jan. 1 throughout King County searching for impaired drivers. The Redmond Police Department will be among 27 departments, along with the Washington State Patrol, who will participate in Washington
state’s first-ever “Drive Sober or Get Pulled Over” campaign. The King County Target Zero Task Force organizes and supports this enforcement effort. For additional information about the Washington Traffic Safety Commission, visit www. wtsc.wa.gov.
