Legislators take on education funding Citizen initiatives and politics threaten change By Mary L. Grady

Democrats Rep. Marcie Maxwell, of Renton, and Rep. Judy Clibborn, of Mercer Island, along with Islander Republican Sen. Steve Litzow came to talk with Island school leaders last Thursday about fixing public school funding. The lawmakers were open and sympathetic, but were careful to be honest about their assessment of the chance for real change or meaningful steps in the next legislative session. The three newly re-elected state legislators met with the Mercer Island School District Board of Directors, senior schools staff, the Mercer Island Schools Foundation and PTA leaders. The political parties and legislative committees will hold caucuses in the next few weeks prior to the session to determine

how to proceed on issues such as complying with the state Supreme Court decision on school funding. The Washington Supreme Court’s January ruling in McCleary v. State found that the state has failed to meet its constitutional duty to fully fund basic education. The ruling requires the Legislature to report annually for the next seven years on its progress toward meeting the funding obligations. Of course, the real issue is where will the money come from? Lawmakers say that huge cuts have been made already. Maxwell pointed out that the state has already cut $10 billion in 10 years for key services and education. “Cutting any more is not an option,” she said, adding, “we cannot cut social services for education.”

It is clear to all three that something has to be done in this session about finding new revenue sources as well as continuing the focus on costs. But any moves on taxes will likely bring another referendum by voters. First and foremost, the legislators wanted to emphasize that the newly two-thirds majority law on new taxes will likely mean that any tax increase will automatically go to the voters for final approval. “Before we consider any tax or increase, we’ve got to be able to sell it to voters, even if we are able to pass such a bill in the House and the Senate,” said Litzow. “Education is Sen. ing shows more and more commuters want to save their money, time and sanity by taking advantage of our trains and buses,” said Sound Transit Board Chair and Pierce County Executive Pat McCarthy. “Our services offer people a way to get around that not only improves their lives but boosts our regional economy and protects our environment.” Sound Transit saw particularly strong growth on the Sounder North commuter rail line, which set a new record of 1,212 average weekday boardings — a 19 percent jump over September 2011. The Central Link light rail continued its strong annual growth with an average of 28,549 weekday boardings, a 13 percent improvement over 2011. include having a “permanent levy” and changes in allocation formulas and extension of the “levy lift,” and the “levy swap,” a revenue-neutral swap of state property tax for local levies, staying within the constitutional 1 percent limit for regular property taxes and other schemes. Each has their own champions and critics, fatal flaws or novel approaches. Just one thing that complicates the funding adequacy definition is that it does not fund preschool or other programs such as DECA or other electives, Maxwell pointed out. “There is no silver bullet here,” said Litzow. Clibborn agreed. “There are people working on it all the time,” she said adding that neither McKenna nor Inslee directly addressed school funding in their campaigns for governor. But the new session will be complicated by politics. Voters expect that something will be done this session, they agreed. But the changes in faces and leadership in the house and senate will make it complicated. Each time the conversation inched away from the schools, Mercer Island Schools Superintendent Gary Plano made sure the conversation came back to focus on education funding. Plano reiterated his concerns, ticking off crowded schools and the problem with the two-thirds majority and the need to have

group that represents lowincome people. The UTC originally penalized the company $104,300 in October 2010 for improperly handling accounts of customers, including many lowincome customers, disconnected for nonpayment. In addition to that penalty, the company was ordered to make corrections to 26 specific customer accounts identified by UTC staff. In the 2 0 1 0 order, the UTC also penalized the company for improperly applying energy assistance pledge funds made to low-income customers’ accounts. Energy assistance pledges are intended to help consumers keep the lights and heat on during the winter months. Commission staff cited PSE for improperly applying those funds to a prior balance, which led to additional threats of disconnection for customers. PSE has now provided

flexibility in how to spend the money they receive. All agreed. There was no argument about what is needed and what the problems are. “We all need to be accountable for student success,” Maxwell said. Clibborn, a former Mercer Island School Board member, offered the current school officials her take on the failure of the recent $196 million school bond for rebuilding Island schools. She told of the time when the schools were rebuilt in the 1990s. The board then quickly learned that voters were not keen on voting an entire group of schools at the same time. “The community said then that they wanted control,” she said. “And they still do.” “Our first proposal was too big,” she remembered. “We had to break it into smaller parts and do one building at a time. It cost more but each passed.” Maxwell stated that the same happened with Renton schools. “No matter what, people will not vote for those big numbers,” she said. Clibborn was asked about the possibility of tolling coming to I-90, in light of the increasing traffic on Island arterials from people avoiding tolls on SR-520, using the Park and Ride or traveling across 40th to bypass traffic slowdowns in the evening. Clibborn said that perhaps by 2014 or a year or

two later, she expects tolls. One thing she hopes is that a “deal can be struck” to fix the I-405/I-90 interchange that regularly snarls westbound evening traffic in the evening. Finally, board members talked with legislators about what they described as the skyrocketing cost of complying with public records requests — particularly in

light of privacy issues and minors. The school district does not have extra funding for requests that come up in legal matters. “It is a way to strangle government,” said Plano. All three lawmakers said they were aware of the issue and are sympathetic. They were certain that it would come up for discussion in the next session.

The UTC is the threemember state agency in charge of regulating the private, investor-owned electric and natural gas utilities in Washington. It is the commission’s responsibility to ensure that regulated companies provide safe and reliable service to customers at reasonable rates, while allowing them the opportunity to earn a fair profit.

Community briefs Communities that Care Coalition wins state prevention award The Mercer Island Communities that Care Coalition earned an exemplary service award during the 2012 Washington State Prevention Summit on Nov. 5 for the group’s work to reduce underage drug and alcohol use in the community. The award was given by the Washington State Division of Behavioral Health and Recovery and was presented by Lieutenant Governor Brad Owen. Island school enrollment growth expected to continue By Reporter Staff

The Mercer Island School District can expect to have 300 or more students by 2022. The Mercer Island School District Board of Director heard from schools demographer Les Kendrick on an update to the demographic study that he prepared for district schools in 2008. According to the report, enrollment in the Mercer Island School District is currently tracking above the medium range projection from 2008 by 152 students. Elementary enrollment in October 2012 is within one student of the 2008 projection, while middle and high school enrollment has trended higher than

that earlier projection. Estimates for future enrollment indicate that population growth and the K-12 population in particular will increase in the coming decade. This is supported by state forecasts of births and the K-12 population, and the present forecast of births, which show an average of 2,000 more county births per year between 2006 and 2016 than occurred between 1995 and 2005. Using a medium range, 10-year projection (20122022), Kendrick forecasts that the district will have 4,565 students, or 300 more students than are presently enrolled. In 2007, enrollment was 3,845 students.

Mercer Island native honored as Husky Legend This is the first in an occasional series Catching Up with Island athletes. By Megan Managan

During the Nov. 10 University of Washington football game against Utah, Mercer Island High School grad and UW alum Mark Jerue was named a Husky Legend. Jerue graduated from MIHS in 1978 and played for the University of Washington from 1978 until 1981 and played in the National Football League after being drafted by the New York Jets and then the Los Angeles Rams until 1989 as a linebacker. “It was a lot of fun,” said Jerue of the weekend. He said he was asked about coming to the game to be honored, and it happened to be the same weekend he was going to be in town for his 30th college fraternity reunion. “Now that they play at Century Link, we were down on the sidelines for a bit, but it’s not the same feel as Husky Stadium,” he said.

It’s pretty nice.” Jerue said his freshman year at UW was the first year that the redshirt rule was reenacted, and that he and another freshman, Fletcher Jenkins, were the only true freshmen of the class to play that season. Jerue started his college career with the Huskies as a nose guard, but by his senior season Huskies head coach Don James suggested he move to linebacker, which proved to be a success, and a major reason why he was able to play professionally. But Jerue’s playing career

went back much farther. “I started playing as young as you could, probably 7 or 8,” he said. “I had the experience of going through Little League all the way through high school (on Mercer Island). I had really great coaches. I’ve always been lucky in that, to have great coaches.” Though the MI alum was recruited by Stanford, he said he always knew he wanted to be a Husky. “I had the opportunity to go to Stanford, but I didn’t really want to go anywhere else (other than UW),” he said. “The Washington experience was really great.
