Where once there was six, now there will be three. The special filing period for candidates for three new San Juan County Council positions was held from Dec. 12 to 14. The Special Election will be held to fill the positions created by the pas-

sage of Proposition 1 in the November election, reducing the six-person council to three. Prop. 1 was one of three propositions devised by the Charter Review Commission and passed in the election. Prop. 2 replaces the executive county administrator position with a county manager and

Prop. 3 mandates that all county council meetings are open to the public. Council positions that more than two candidates file for will be narrowed to two candidates in a county-wide “primary” election held Feb. 12. The winners of that election, plus the candidates for any positions for which two or fewer candidates file, will be elected in a county-wide “general” election held April 23. Brian McClerren and Jamie Stephens filed for candidacy for District 3 encompassing Lopez Island, Shaw Island, Decatur Island, and surrounding smaller islands. Stephens has served on the existing council for two years. He said during his time on the council he has fought to keep farmland available for farmers and has helped to open up their opportunities to market their products. He added that he has helped to

bring resolution to the solid waste system and worked to make community control of the dumps and reuse facilities a reality. Stephens has endorsed high-speed internet connectivity to be made available to the county. He also advocated for permanent protection of the Bureau of Land Management lands in San Juan County and has traveled to Washington D.C. to further the effort. “There has been a lot of change in county government during the past two years and I am an experienced voice to move the county forward while implementing the changes in the way the county is governed,” said Stephens. Prior to becoming a council member, Stephens was active in the community including serving as board member of the Family Resource Center, Fisherman Bay Water Association, as Port Commissioner, member of the Lopez Village planning Committee, and board member of the Lopez Community Land Trust. McClerren moved to Lopez Island in 2004. He was hired over the telephone by a local building contractor. “The labor shortage was so acute that I remember trying to convince my friends back in Oregon to move up and work construction,” he said.

McClerren and his family joined with others in forming Common Ground, the Lopez Community Land Trust’s fourth affordable housing project. McClerren served as co-op treasurer during the construction process. At the same time he and his former partner Andrea Huss started the Media Cocktail business in Lopez Village. McClerren used his time as a business owner to return to school and studied economics, accounting and business law. He recently hired the first employee for his new business Reveal Window Cleaning while also working full time at Sunset Builder’s See candidates, page 8

Salmon in San Juan County are getting help from the state, some this week in labor and some next year in money. A PugetSound Corps team cleaned up creosote debris Monday and Tuesday, Dec. 17 and 18, at Neck Point Lagoon on Shaw Island, then on San Juan Island at Jackson Beach, Wednesday and Thursday. The project was sponsored by the state’s Department of Natural Resources and paid for by the Department of Ecology using money from the voter-approved

On Monday, Dec. 10, DNR and the Salmon Recovery Funding Board announced that San Juan County had been awarded a $300,000 matching grant for four salmon recovery projects planned and managed by the County Community Development and Planning Department, local “lead entity” for salmon recovery. The creosote debris cleanup was a continuation of a major DNR program to remove creosoted pilings and timbers from Washington beaches and shorelines. Five years ago, DNR used helicopters to remove 38 tons of creosote pilings from Jackson Beach. Since 2004, DNR and a group of state and private partners have removed over 12,600 tons of creosoted pilings, 2,600 tons of creosoted beach debris, and more than 200,000 square feet of creosoted structures from Puget Sound. regular meeting on Nov. 19, approved Resolution Number 2012-07 to increase its regular property tax levy to 83 cents per thousand dollars of assessed valuation. The district provides emergency medical, rescue and fire protection services to Lopez Island. This proposition was passed by the commission to fund its 10-year strategic plan. The increased revenue will fund a third paramedic position, replace a 1994 ambulance and a 1976 water tender, add one brush firefighting vehicle and one paramedic response vehicle and update and replace training equipment and personal protective equipment. improving facilities with small remodeling projects. It will also help the district to seek grant opportunities to fund a small training facility for firefighter and emergency medical personnel. The commissioners’ last resolution to the voters to increase their property taxes was in 2004 – nine years between requests for additional funding for the fire district. If the levy is approved, the district would be able collect $.83 per $1000 of assessed valuation in 2014. In subsequent years, absent further voter approval, the district would be limited to a 1 percent increase in property tax collections initially based on the amount levied for collection in 2014, subject to the $1 per $1,000 of assessed value maximum. County Christmas Tree Chipping Project

The County Public Works Department is again sponsoring a free Christmas tree collection program this year. Trees will be chipped for mulch for use at a public project and not sent to a landfill. The project also provides a better alternative to burning of trees … reducing fire danger and air pollution. There will be no charge for trees brought to your island’s solid waste facility between Dec. 26 and Jan. 7. Charges dropped against man accused of assault

Charges were dropped in early December against a Lopez Island man accused of a late-night sexual assault of a female friend more than twice his age. On June 8, Johnathan Michael Law, 24, pleaded not guilty in San Juan County Superior Court to one count of second-degree rape by forcible compulsion, a Class A felony. Prosecutors claimed that Law made unwanted advances that were rejected by the alleged victim and that he used physical force despite her protests to first subdue and then to rape her. The woman was at home and alone following a mid-May birthday celebration at a Lopez Village bar when Law, who attended the party, reportedly stopped by at about 1:30 a.m. to check out her cabin and the plans she had for it. The woman reportedly told detectives that she was taken by surprise when Law became aggressive and that she recalled going into a state of shock as he became more forceful and she was unable to break free. A Class A felony, seconddegree rape by force carries maximum penalties of life in prison, a $50,000 fine, or both. According court documents, Law acknowledged having sex with the woman, but claims that it was con-

sensual. He reportedly told a friend that the two shared a kiss as he was about to leave the woman’s home and that the one thing then led to another.

Update Massey case

The investigation continues on the death of an Orcas Island woman, who was discovered on Nov. 22 after she was reported missing the day before. Maria Massey, 26, of Deer Harbor, went missing in the early morning hours of Nov. 21 after her vehicle was found crashed into a tree in the 2600 block of Crow Valley Road. She was not found at the site of the accident. Massey, according to the Sheriff’s Department, had reportedly left her house sometime around midnight and had not been seen or heard from since. The Orcas Island Fire Department organized a search party on Nov. 21 and 22. Her body was found at 9:05 a.m., four-tenths of mile from the scene of the wreck, close to a pump house in a wooded area near the edge of the forest close to the 2300 block of Crow Valley Road. A completed autopsy showed she did not sustain injuries from the car accident that would have led to her death, according to County Coroner Randy Gaylord. A pending toxicology report could reveal more information. “There is every indication that she died of exposure,” said Gaylord, explaining that the weather was extremely cold at 35 degrees with steady rain and wind.

As the world readies for the coming days of increased light, the Lopez Island Library is making preparations for moving forward, as well. We are making the switch to a new and improved library catalog interface, KOHA ByWater Solutions. KOHA will provide more Amazonlike options for library patrons when searching the catalog, renewing or reviewing books from home or their mobile devices. Patrons can rate or “star” items they check out and write quick online reviews in the catalog to share opinions and scan new book covers online. It will even allow a mobile app to our catalog from your iPhone, iPad, or other mobile device and other user-friendly services. Fresh year, fresh start – the library is also offering “Amnesty Days” in January, when patrons can return any long overdue items and have the slate wiped clean. This will help us make the transition to the new system more cleanly. Be advised that the library will be closed on Jan. 7-8, for staff in-service training on the new automation tool. We plan to go live in early February or sooner, depending on how the migration to the new system goes. We’ll be offering several sessions in making the most of the new features in February

(see our library calendar for dates and times) or just ask a staff member for a quick tutorial. Another move forward in literacy is the purchase of the new Early Learning station to replace our outdated children’s computer. The Early Literacy Station is a dynamic all-in-one digital learning solution for children ages 2-8. It requires no Internet connection, so it is safe and secure. It features more than 60 educational software titles spanning seven curricular areas. The educational titles are pre-loaded on the computer and displayed using engaging graphics and intuitive menus. No Internet connection is required to use it. And the best thing is, it plays like a game so kids learn while having fun. The educational software content on this station is aligned with U.S. state and national standards. We’ll post more info when it arrives. Dealing with holiday stress By Kristin Fernald

All I want for Christmas is ... to enjoy the season! To sing carols, enjoy the holiday decorations and parties, be in the spirit of giving, take in at least one holiday event, give to those who are less fortunate, prepare a fabulous Christmas dinner, make oodles of my family’s traditional Christmas cookies with the neighborhood children…. The truth of it is, most of us want this, but what it takes to create this leads to an enormous amount of STRESS. And the enjoyment goes right out the window. Holiday stress. It is not new. We all know it happens every year. We all try to plan ahead to avoid it. Yet it happens. And it happens for three reasons:

We all have an inner critic that lets us know when we are not doing enough. And it comes up big time around

We may not be able to create a White Christmas, but we do try to create a lot of other magic to make sure that the wonder and joy of Christmas will happen. And our general cultural myth says “more is better,” so we go overboard on lights, gifts, food, drink….

The emotional aspect of the holidays takes its toll as well. Christmas often brings up the loss of loved ones, especially if it is a recent loss. Divorce adds many stress-

In this day and age we are all too busy to begin with. Juggling jobs and families and home has most of us scheduled to the max. San Juan County Sheriff’s Department reported responding to these calls: Nov. 24: The whereabouts of “Care Bear� were not immediately known after the 5-foot tall llama disappeared from its pen on Lopez Island. The pen’s chain and padlock, as well as a twist lock connected to the chain, were missing as well. Though the gate to the pen and pasture in the 4000 block of Port Stanley Road was open when the missing llama’s owner returned home, its two pen mates, both llamas, were still close at hand. – An outboard motor vanished off a dinghy belonging to an Orcas Island man in an apparent theft at a south-

west side marina. The motor, valued at $850, was attached to the dinghy, which was on the back of his 35-foot boat, which was on the grounds of a Killebrew Lake Road marina at the time it reportedly disappeared. Nov. 26: An Orcas Island man claims that someone took his Mercedes SUV on a joyride on his property without permission and caused $800 damage while behind the wheel. The SUV, parked outside the man’s home on Marilee Lane at the time, sustained damage to the front driver’s side quarter-panel and floorboard, and a puncture in the sidewall of the rear tire on the driver’s side as well.

Dec. 6: Two San Juan Island teens accused of pilfering products during a midday misadventure at a Friday Harbor grocery store both face charges of shoplifting. Nou, the “Active Shooter” training is to keep deputies up to date for current procedures if an unfortunate event should arise. The training prepares police to actively move toward, disengage or disarm a potential threat like a possible shooter. “It’s dynamic training, actually moving and doing room clearing,” said Nou. “We’re also very concerned about issues of utilizing cover and keeping ourselves safe.” This exercise comes at a pivotal time since the massacre of 20 students and six adults at Sandy Hook Elementary School in Newtown, Conn., which has left people across the county in shock. Road at about 5 p.m. He was also ticketed for driving without insurance and for the illegal pass. – Electronics, entertainment equipment and assorted household belongings vanished in an apparent break-in and theft of an Orcas Island home in the 100 block of Roundtree Lane. The list of missing belongings, desktop computer and 30-inch flat-screen television included, are value at about $2,000. The thief, or thieves, reportedly left a number of valuable belongings behind. Dec. 14: A San Juan Island woman suffered neck and chest injuries following an early afternoon single-car rollover collision near the intersection of Misty Isle Drive and Roche Harbor Road. The 57-yearold, eastbound at the time of the crash, which occurred at about 1:30 p.m., drifted off the roadway, lost control of her vehicle, ricocheted off an embankment and then tossed about as the car flipped end over end several times before coming to a stop on its roof. reportedly was on the way to a doctor’s appointment at the time. – A 76-year-old San Juan Island man suffered minor head injuries after he was struck by a slowmoving sedan while crossing the Argyle Avenue and Spring Street intersection shortly after at dusk. The man, clad in dark clothing and who reportedly had been drinking at the time, was not in a crosswalk when he was struck by the 50-year-old driver of a four-door sedan at about 4:45 p.m. Dec. 15: A 19-year-old Bellingham woman was warned not to return to the home of an Orcas man after she showed up at his doorstep without an invitation and was refused entry into his home. She was at the front door of the man’s Crosswinds Lane home when a deputy arrived at the scene at about 4:30 p.m. The 25-year-old man reportedly called authorities to intercede after the woman ignored his requests to leave and to quit pounding on his door.
