Public Hospital District No. 1 commissioners could appeal a decision by a King County Superior Court judge last week to dismiss a lawsuit challenging the strategic alliance with UW Medicine. Dr. Paul Joos, the hospital commission president, said after the decision by Judge

The case for UW Medicine was argued by attorney Lou Peterson, who was appointed as a special assistant state attorney general, and Phil Talmadge, a former state

Supreme Court justice, argued the hospital commission’s case. Talmadge in an interview following the hearing said he would recommend appealing the decision directly to the Washington Supreme Court. He said the previous commission overstepped its statutory authority to enter into its alliance with UW Medicine.

A 24-year-old Renton woman was arrested for fourth-degree assault after she scratched the face of her baby’s father, causing him to bleed. The 26-year-old Lynnwood man was lying on the bed next to their daughter as the woman verbally assaulted a customer-service representative on the phone. The man yelled at the woman to stop. The woman continued, so the man threw a pillow at her. The two fought with the pillows, until the woman jumped on the man scratching his face. The woman then called the police

Renton woman assaulted in laundry argument A 33-year-old woman got into an argument with a 26-year-old man while he

was temporarily staying at her residence. The two have been seeing each other for about two months and the man wanted to wash his clothes. The washer and dryer are downstairs in the same room where the woman’s mother sleeps and she did not want her mother disturbed. The man attacked the woman repeatedly and tried to prevent her from calling the police. She tried to use a knife to defend herself and the man cut himself wrestling with her for it. According to the woman’s daughter, he also broke her car window. The man was arrested for suspicion of fourth-degree assault, malicious mischief and interfering with the report of domestic violence. The two got into a shoving match while the father was searching for marijuana in the 14-year-old’s bedroom. Police observed the man had a two-inch laceration on his face. His son was recently suspended from school for marijuana possession. The Youth Center declined to admit the teen and his father was treated by the fire department. After the father answered some parental corporal punishment questions from the police, the man told them he thinks he will be able to handle his son in the future.

Harris, along with other law enforcement and fire officials, were invited to attend the vigil by the family. “I think it’s also a healing process for law enforcement and the fire department,” Harris said. “Because I think often times the public forgets that these are first responders and firefighters, who never expected to see what they saw, nor do officers. They are trained to see a lot of things, but when you have a young person, who has been brutally killed and murdered in the way that she was, this is also a healing process for a lot of people.” Harris felt honored to be included by the family, she said. A girlfriend of Stephanie Scholl’s had Seahawks fan t-shirts made to sell to raise funds for a memorial for Jessica in the future. Some attendees at the vigil purchased the shirts. Jessica wasn’t much of a sports fan, said her mother, but the funds will go toward a memorial after their house is rebuilt. “We wanted this to be happy day and as hard as it is, we’re intent on hoping this is a happy day for people – a chance for Jessica’s friends and family to pay a special tribute to her,” said Stephanie Scholl.

It’s a long-standing journalistic tradition, that year-end story listing the top stories of the year. Usually, editors and occasionally reporters ranked the stories; maybe the public had a say, too. This year, the top stories are truly the people’s choice. We based the list on asking Google Analytics what stories got the most hits on our website, rentonreporter.com. A Boeing story topped the list, but it wasn’t about the 737, although I think if you added up all the hits for 737 stories, the 737 would have been our top story. No, it was about James Albaugh decamping to Seattle with other executives from the company’s Commercial Division. Numerous stories about the slaying of Jessica Scholl made the list for the year. The grief of her senseless death in May touched so many lives in Renton. That grief brought together a crowd to Gene Coulon Park last month to mark her 18th birthday and to pay tribute to her life. And we just can’t seem to avert our eyes from the police blotter, where we learn about all the dangerous and stupid things we do to each other. Mary Clymer’s closure of her happydelusions downtown, as told by our columnist Carolyn Ossorio, made the list. She brought smiles to anyone who entered her store. And we all shared in the shock of the unexpected loss of Barbara Mitchell, a key executive at Valley Medical Center, and the death of Kaye Hall who died when a car crashed into the insurance office where she worked. There’s a common theme of tragedy and loss running through the list. Of course, not on the list are stories of joy and accomplishment that are the daily underpinnings of Renton. Those stories are important, even if they don’t make some list.

Promote from within It seems very wasteful for school districts to compete nationally for superintendents. Instead of promoting from within, they go to expensive search firms that specialize in big-name and big-salary candidates. These firms encourage bidding wars between school districts that are trying to get publicity by landing a celebrity hire. For what? If the district is organized properly, the superintendent should be simply setting goals and doing little administrative work to justify a huge salary. We end up getting overpriced, self-promoting people who have no ties to our community and are only good getting publicity, enhancing their resume, and then moving on.

SBA setting multibillion-dollar pace helping small businesses, economy For two years in a row the U.S. Small Business Administration (SBA) has helped to put more than $30 billion into the hands of small business owners across the country. In fiscal year 2012, the SBA loan programs posted the second largest dollar volume ever, surpassed only by the dollar volume in FY 2011, which was heavily boosted by the loan incentives under the Small Business Jobs Act of 2010. The pace of SBA loan-making is a healthy sign for the national economy and the credit markets and is one of the foundations for ensuring the availability of financing to small businesses trying to establish themselves, grow and create new jobs for Americans. Right here in Washington, the Seattle District Office supported 1,430 loans for more than $637 million. During the past year, SBA began streamlining and simplifying many of the loan programs to provide more access and opportunity for both lenders and small businesses. As part of this effort, SBA encouraged lenders to use more of their own paperwork and the agency’s updated processing systems, so that more than 80 percent of its loan applications can now be processed online. These efforts, along with other loan enhancements, have resulted in nearly 1,300 lenders returning to SBA lending, and have opened up more points of capital access for small businesses wherever they do business. A revamped CAPLines program, which provides working lines of credit to small businesses such as manufacturers and government contractors, jumped 400 percent from 108 loans and $118 million in FY 2011, to 532 loans and $410 million in FY 2012. • Low-dollar Loans on the Rise. Lenders are making more low-dollar loans using the Advantage loan programs - Community Advantage and Small Loan Advantage (SLA). These programs encourage lenders to make low-dollar loans, which are an important tool for small businesses. The number of Community Advantage loans increased more than 11-fold from FY 2011 to FY 2012. The Small Loan Advantage ended the fiscal year with 820 loans for $105.6 million. And, nearly 80 percent of the year’s SLA loans came after SBA simplified the loan process on June 1. • SBA’s Growth Capital Program Breaks Record for the Third Consecutive Year. The Small Business Investment Company (SBIC) debenture program provided a record $2.95 billion to small businesses in FY 2012, a 14 percent increase over the previous year and the highest single-year volume in the 54-year history of the program. This good news is due in part to a number of improvements that contributed to an increased number of new SBIC licenses and reduced license processing times. Carved bear stolen from daycare A carved, wooden, bear statue has been stolen from a Renton daycare property. Staff at the Family Circle Learning Center off Benson Road reported to police that the bear went missing Dec. 24. It is one of two bear statues that greet children and parents as they come into the main doors of the center. The bear was last seen on Dec. 23 at 9 p.m. The bear is 4-feet-tall and weighs about 200 pounds. Staff believes that a saw was used to cut the bolts from the bear. They think the bear may or may not still have the Santa hat that was stapled to its head, when it was taken. The children and families at the daycare were disheartened when they learned of the theft and couldn’t believe something like this could happen to the center, staff

The Renton community is being asked to give its input on a job description for the next school district superintendent. Mary Alice Heuschel is leaving the superintendent’s position to become Gov. Jay Inslee’s chief of staff. The Renton School District Board of Directors is soliciting feedback through an online survey to help with their candidate search. The district is working with Northwest Leadership Associates to develop a description and leadership profile. The survey is 10 questions and asks for input on everything from strengths of the district to challenges of the district and sought after professional and personal qualifications for the next superintendent. Before the alliance, Roodman was also the hospital district’s superintendent, its top executive post. Talmadge points specifically to the commission’s

responsibility to prepare a budget. which owns Valley Medical Center. Talmadge said the case is not a referendum on the alliance between UW and the hospital district commission, which he said is interested in keeping the relationship with UW Medicine. Talmadge pointed out that Peterson offered no restraints on the scope of the district’s ability to delegate core elected commissioner responsibilities to an unelected group. Peterson disagrees with Talmadge’s analysis of the commission’s powers. “In fact what it (the commission) has done is exercise the powers granted to it under the statute that authorizes public hospital districts,” he said of the commission. “So far from giving up powers, it was actually exercising its power.” That power includes allowing the district to form alliances, such as with UW Medicine, and to form a joint board to operate the alliance, he said. Talmadge and Peterson spent about 45 minutes arguing their cases, with Hayden asking questions of both. The attorneys had already submitted written legal briefs to Hayden. They pointed to legal precedence that they say supports their positions. Peterson laid out the public process the hospital district and UW Medicine followed in vetting the alliance, which was approved by the commission in May 2011 on a 3-2 vote. In the intervening 18 months UW Medicine and Valley Medical Center have been implementing the alliance, a process that is continuing. [ alliance from page 6] “No one has stepped forward while this very successful alliance has been implemented to say, ‘Hey, it’s a bad deal, it doesn’t work. We want something different’, except the Public Hospital District itself,” he said. The powers of a hospital district spelled out in the Revised Code of Washington include buying real estate and levying taxes. The code also allows the commission to delegate those powers to other agencies to deliver the services more efficiently, he said. Peterson said the hospital district has not pointed to any law or act that supports its position. “They haven’t done it because they can’t,” Peterson said. In issuing his ruling, Hayden said state law allows local governmental organizations to enter into such agreements. Any disagreements about the laws, he said, should be raised with the state Legislature. Hayden alluded to the possibility of an appeal. The agreement, he said, “was entered into knowingly after a lot of thoughtful process.” He also said he was

making no comments on whether Valley Medical Center salaries were too high. Talmadge indicated he didn’t think appealing the case is “going to be all that more expensive.” The issues, he said, are “pretty well organized” because of the hearing before Hayden. His bill for an appeal to the state’s highest court would be about the same or a little less than the $25,000

to $30,000 he charged to represent the district before Hayden. The Supreme Court would have to agree to hear the case, a significant indication the court thought the issues were sufficiently important to bypass the state Court of Appeals, he said. Appealing directly to the Supreme Court would save 15 to 18 months of time and additional taxpayer money, he said.

The Liberty boys swim and dive team likely won’t have another season for the ages, but the Patriots are stirring up a lot of excitement, thanks to Raymond Ha. “It’s hard to tell this year how we’re going to do,” said Liberty coach Kris Daughters at the beginning of the season. “We’re not going to be as deep as last year.” After taking fourth at state, the team lost four state athletes, including Logan Briggs who placed second in two events at state. But it returns 100-breast champion Raymond Ha. Through Dec. 18, Ha had the best state time in 100 breast, 1:00.45. Ha earned All-American consideration with his time of 57.46 seconds in the event. Medical condition 2,500th adopted pet leads to fatal crash comes home to Renton A 58-year-old Renton man died early Monday morning when his vehicle left the offramp from southbound Interstate 405 to southbound State Route 167, according to the Washington State Patrol. The man was identified by the King County Medical Examiner as Gilbert D. Bustamante. The medical examiner ruled his death natural due to underlying health issues. The accident occurred at about 12:20 a.m. when Bustamante’s PT Cruiser grazed the left barrier of the offramp and came to rest in a grassy median, according to the state patrol. Bustamante died at the scene.

The Regional Animal Services of King County ended a successful year with the adoption of 6-year-old Gaston by Laura Grieve of Renton. Gaston is a snowshoe mix cat Grieve adopted from the county’s Pet Adoption Center in Kent. “2,500 adoptions is a significant milestone, and we hope to do even more pet adoptions in 2013,” said operations manager Glynis Frederiksen. In April, County Executive Dow Constantine selected Dr. Gene Mueller to lead the agency. The county also renewed contracts with 25 cities in King County for animal care and control services. The three-year contracts went into effect on Jan. 1. Renton does not contract with the county for those services.
