The Renton-built 737 had a record-breaking year in 2012, in a year of records for The Boeing Co. The 737 program broke the record for orders for any Boeing model in a single year, accumulating 1,124 net “Our employees rose orders, according to to the challenge of Boeing. Last Commercial Airplanes week Boeing announced a $6 billion order from Aviation Capital Group for 60 737 MAX airplanes. The order consists of 50 737 MAX 8s, considered the heart of the market, and 10 737 MAX 9s. In addition, the Next-Generation 737 set a new single-year record with 415 deliveries to customers worldwide. The 737 program also marked its 10,000th order in 2012.

Boeing 737s roll off the production line at the company’s production plant in Renton, where workers are setting a record-breaking pace in building planes. Boeing Just how the Renton plant will build all those 737s became clearer in 2012, too, with the announcement of what’s popularly known as a third production line. Boeing officially calls the third line a “transition line.” The “factory plan” calls for building the initial 737 MAX airplanes on the transition line, followed by integrating the MAX production into the two existing 737 production lines. Boeing also builds the P-8 Poseidon antisubmarine and reconnaissance aircraft in Renton that’s based on the 737.

The first flight of the 737 MAX is expected in 2016, according to Boeing spokeswoman Lauren Penning. Southwest Airlines, the launch customer, will get the first commercial MAX in 2017. Sometime in the first half of 2014, Boeing workers in Renton will produce 42 737s a month. That’s when the company will bring the MAX online. Public Hospital District No. 1 will appeal to the Washington Supreme Court a decision by a King County Superior Court judge dismissing its challenge of the strategic alliance with UW Medicine. The vote at Monday’s hospital district commission was 3-2, with Dr. Paul Joos, Anthony Hemstad and Dr. Aaron Heide voting for an appeal, and Sue Bowman and Carolyn Parnell against it. Joos said after the meeting the appeal would go to the Supreme Court in the next few weeks. He indicated that Phil Talmadge, a former state Supreme Court justice who argued the case before county Judge Michael Hayden, would file and then argue the appeal, along with the hospital district’s attorney, Bruce Disend. In 2011, the hospital commission voted 3-2 to approve the strategic alliance with UW Medicine, which is designed to improve and expand medical care in South King County. However, that majority changed with the election of Joos [ more ALLIANCE page 10 ]

City Council to weigh in on marijuana ordinance Renton City Council will begin to look at how marijuana laws will be implemented in the city in the coming weeks. On Monday the council was briefed by Police Chief Kevin Milosevich on how the Association of Washington Cities is treating the issue.

“There’s a lot of grey areas,” said Milosevich in a phone interview Monday morning. Currently in Renton, the city has not yet adopted an ordinance that treats marijuana as an infraction for using it in public. However, people can be cited into district court until an ordinance is adopted, he said. “The $64,000 question,” he said is when

will the federal government decide how to handle Washington state’s decriminalization of marijuana? Although possessing marijuana became legal in the state on Dec. 6, it still remains a crime under federal law. It is still illegal to obtain recreational marijuana in Washington until the Liquor Control Board decides how to establish the procedures and criteria

necessary to implement the initiative. The board has until Dec. 1 to make those decisions. People can possess it, but they can’t legally buy it, Milosevich said. This does not have anything to do with current laws on medical marijuana, he said. [ more marijuana page 10 ]

Renton says goodbye to Dr. Heuschel By TRACEY COMPTON tcompton@rentonreporter.com

Community and business leaders, Renton School District staff and former state Office of Superintendent of Public Instruction employees celebrated Renton Superintendent Mary Alice Heuschel at her farewell party Wednesday afternoon. The event was held in Renton High School’s Commons. There were thank you tributes to Heuschel displayed from classes and schools around the district. Tables held personal pictures of Heuschel’s travels, a card with her foundational beliefs for the district and post cards for attendees to write her notes. A slideshow displayed even more photos and well wishes from students, staff and people around the city. “It’s very amazing to see so many people who are coming to this from my years at OSPI, (and) professional organizations,” said Heuschel. “I look around the room and I can’t believe it. I really expected our staff, our team. You know a farewell kind of thing. But look at this, it’s amazing.” Heuschel will next become Gov.elect Jay Inslee’s chief of staff at about 10:35 a.m. on Jan. 16, when he takes his oath, she said. “It’s very emotional,” Heuschel said. “It’s just a combination of excitement and it’s hard to leave this. This is an amazing family, it’s the hardest part of doing it.” Heuschel will be missed in her role by people in the district and beyond. “What I’m going to miss about Mary Alice is just the fact that she is a person – regardless of whether she is superintendent – just as a person she’s good with her word,” said Damien Pattenaude, principal of Renton High School. Pattenaude related a story about

Mary Alice Heuschel, who is leaving as superintendent of the Renton School District to become chief of staff for Gov.-elect Jay Inslee, met with well-wishers Wednesday at a gathering at Renton High School. Tracey Compton, Renton Reporter how Heuschel went out of her way to get a student of his an internship at Valley Medical Center. Heuschel’s word builds trust, he said. Edward Vargas, superintendent of the neighboring Kent School District, had nothing but appreciative words to say about Heuschel, too. “I think it’s wonderful,” Vargas said of her move to Inslee’s team. “I think it will be good for education and for Washington.” Heuschel said that while she will be working in Olympia, she plans to come home on the weekends to her home in the area. She’s excited by the opportunity to make a difference and said she’ll still be taking care of Renton, with a big smile and a laugh. While farewell festivities took place this week for Heuschel, plans are under way to recruit her replacement. Although there were no attendees at Tuesday night’s community meeting for input on the school district superintendent search,

Renton School Board members say they aren’t worried. “(I’m) not nervous when you don’t see anyone show up,” said Al Talley, board member. “Only time people show up anyway is when there’s something wrong.” Tuesday night at Renton High School was the first of three community meetings this week to get feedback on the search criteria the district is creating to replace Heuschel. The search firm and school district board members are confident they will get the input from the community they need because they have already received 500 entries from a survey soliciting advice they posted last week. Talley also expects to see community participation when the district gets further along in the process. He was on the board in 2006 when they conducted another superintendent search that led to hiring Heuschel. He was happy with how that search was conducted and expects the same this time around.

“Before it was great,” Talley said. “It’s a great opportunity to get the community involved and just - ok, this is what we’re looking for and just hear what they have to say.” The community and the board were often on the same page, he said, but it was still valuable and useful. “I think they’ll get a very good field of candidates,” said Dennis Ray, president of Northwest Leadership Associates, the search firm. “And we just hope that one of those candidates is the right candidate. Of course it all comes down to fit and is it the right person for Renton.” There are currently 12 superintendent seats open in the state, Ray said. But, he said that’s good news because there will be about 40 superintendent positions open during the course of the year. “So, really this is in the early part of the season for superintendents to make moves,” Ray said. Ray is confident Renton will get the kind of superintendent it wants because of the district’s “solid reputation.”

Providing Complete Plumbing & Heating Services in King County Since 1964

Q/A | with David Brown – Owner, Fox Plumbing & Heating “There are lots of great reviews from Q customers on your web:

site – what’s different about Fox technicians and service that brings such good results?”

A

: Well, I go back to my roots, the fact that I built my skills and a great career, supported my family, and created living wage jobs, invested in my community all through being a tradesman and continually honing my skills. At Fox Plumbing and Heating our work force is the best trained in the business. The equipment and technology is constantly changing and new products are always being introduced, so we are continually training our crews. There are many fine people who with the right training and support develop in to fantastic employees with superior skills. When you invest in your employees, you are investing in your customers. Any business owner knows that employee turnover is expensive and that your employees are a reflection of who you are as a business owner. My name and reputation are all over Fox Plumbing and Heating and I believe in personal and corporate integrity…it’s simply a core value of this company, reflected in our mission statement, staff training and the way we treat our customers.

else sets you apart from other plumband heating companies in the area?” Qing“What A :

: We’re focused on the right things, great service and great work. I’d just like to ask people to make sure to have Fox give them an estimate on their next plumbing or heating job and see in writing one of the differences. We will give you a fair estimate in a timely fashion and we have the best written warranties in the business. Our customer service is so superior to our

competitors that we keep most of our customers for life. 80% of our new customers come from current customer referrals, I’m proud of this and plan to keep doing what works…caring about people, doing professional work.

heard about your Customer Referhow does it work?” Qral“I’veProgram, A :

: Well I continually review my business, checking the data, always looking at where my customers come from, because of course we want to continue to grow and invest our advertising dollars in programs that expand our customer base. Through this data analysis we could see that 80% of our new customers were coming from our current customers. I wanted to put some energy into a Customer Referral Program both to thank our customers as well as to build business. I also operate on the “keep it simple” philosophy knowing that what people really need and want is cash, not points or some other confusing so-called bonus. So very simply, you refer Fox Plumbing and Heating and you are entered to win $500 cash. We hold the drawings twice a year in March and September and the more you refer your friends, relatives and colleagues, the more chances you have to win. We then take pictures and tell their story on our website, with their permission, both to honor them and to spread the word about Fox Plumbing and Heating.

“You just introduced new heating and services – what’s included?” Qcooling A

excellent skills and excellent attitudes. We’ve found them, trained them and are getting great feedback from our customers. It’s very exciting to add this new dimension to our business, heating and air conditioning, and of course the same great 24 hour service.

Q “Do you have any specials?” A :

: Glad you asked and of course we do! We want to introduce as many people as possible to our new heating and air conditioning services so we have a complete HVAC tune up for just $99, this is a limited time offer. No one wants their furnace not to work properly as the days and nights get colder, it’s also a good time to get the air conditioning looked at, we had such a beautiful summer folks used their equipment more this year. The thing we want people to know about Fox Plumbing and Heating is that we’ve been here since 1964 and we’ll be here long into the future because we are committed to helping people save money and delivering great service. We always have solid money saving specials, but what’s really special about Fox is how we do business every day with integrity and professionalism, our customers will tell you.

:

: The expansion into heating, furnaces and air conditioning is a direct result of customer demand, our phones were ringing off the hook with requests, one month last winter we received over 100 calls for HVAC (Heating, Ventilation and Air Conditioning) services. I wanted to expand in this area, but wouldn’t do it until I had the right team on board. I mean what I say and it took some time to find the right people with

James arrived within 3 hours of my call for service. He quickly determined the problem and did a work around to get me back online. Then the next day at the exact appointment time he replaced the tank. Prompt, Professional, Clean & Neat. Good equipment and a reasonable price. Best service contractor I have used in 30 years.

● QUOTE OF NOTE:

“There’s a lot of grey areas.“ Renton Police Chief Kevin Milosevich on marijuana laws

Let’s remove cloud over strategic alliance with UW Medicine The end is in sight (I hope) for the ongoing challenge to the strategic alliance between UW Medicine and Public Hospital District No. 1. As I’ve written before, maybe it’s good public policy to resolve this matter at the highest possible legal level. That’s certainly the Washington Supreme Court. The hospital district board Monday night on a typical 3-2 vote decided to appeal a King County Superior Court judge’s decision that the commission in 2011 had the authority to enter into the alliance with the University of Washington to improve and expand health care in South King County. Of course, he also said his was not the last word on the matter. The state’s highest court doesn’t take every case that’s sent its way. But those that make it to Olympia offer the court a chance to determine the constitutionality of a law that’s any way in doubt. The challenge came after the election of Dr. Paul Joos, who joined the two commissioners who originally voted against forming the alliance – Anthony Hemstad and Dr. Aaron Heide. They’ve spent the last year trying to prove that the alliance strips the commission of its legislatively imposed authority. In their quest, they’ve spent thousands of tax dollars in legal fees to take their case to court and created a distraction that isn’t helping the implementation of the strategic alliance. And, as I’ve written before, voters at election time get to decide whether their elected leaders have spent their tax dollars wisely. Dean Radford

EDITOR’S NOTE

RENTON

OPINION

[6] January 11, 2013

If the court opts not to hear the case, then Joos, Hemstad and Heide need to let this matter drop and get on with the important work of implementing the alliance. But still a possibility is the Supreme Court will decide to hear the case. At a minimum, the lawyers who wrote the agreement and interpreted the laws authorizing it will have some explaining to do. I am not a lawyer, but I am of the opinion that those who vetted the agreement are smart people. Happy New Year, 737 I’ve spent a lifetime with more than a passing interest in the fortunes of the Boeing Co. I’ve never worked for Boeing, but family members

have. There are thousands of people in the Puget Sound region just like me. So it’s always heartening when Boeing reports good news, especially related to the Renton-built 737. It was another record year for the 737, with a promise of more highlights to come. The factory is humming and the City of Renton is working closely with Boeing to make the necessary infrastructure improvements to ramp up 737 production. That’s the kind of public and private cooperation that we need to encourage, one that creates family wage jobs and not just some big paychecks for a small percentage of executives.

Letters to the editor Commissioners waste taxpayer dollars for alliance suit In 2012 the current Valley Medical Board of Commissioners decided to request a court hearing to challenge the legality of the affiliation between VMC and UW Medicine. The three members who voted for this action (Joos, Heide and Hemstad) said that they were in favor of the affiliation and just wanted to make sure it was in compliance with state law. Well, they got their answer on Dec. 28, when Superior Court Judge Michael Hayden ruled that the affiliation is in full compliance with the law.

This imprudent exercise wasted thousands of our taxpayer dollars. Now these same three commissioners want to waste even more of our money by (1) taking the case to the state Supreme Court and (2) hiring a lobbyist to go to Olympia to actually change the law. Affiliations and mergers in the health-care industry have been going on all over the country and make sense for many reasons. Valley Medical has grown tremendously in both size and quality of service over the past 20 years and UW Medicine is one of the finest medical institutions in the country. This affiliation makes a LOT of sense and is definitely in the best interest of local citizens.

The actions of these three commissioners are clearly contrary to our interest. The only conclusion I can draw is that they have personal reasons for this exercise in absurdity. It needs to come to a halt – NOW!!!

Jim Sullivan Renton

Commissioners need to assess their roles in strategic alliance Now that the King County Superior Court has decided that the Valley Medical-University of Washington Medical alliance is per-

mitted under state law, it seems the right time for the three disgruntled hospital district commissioners to assess their roles within the framework of the alliance. The suggestion by the district’s counsel (who, by the way, was hired to find “problems” with the alliance and then to represent the district in court) to appeal to the state Supreme Court seems to be just another step to use our tax dollars on an iffy claim. Perhaps the commissioners who have tried to sabotage the alliance should consider either changing attitudes and support the alliance constructively or simply resign from the district board.

CRIME

When officers arrived, they interviewed a 62-yearold man. He told them that women he was with got into a confrontation with another couple of ladies about a child. Apparently the 46-yearold woman he was with mistook the child in the lobby as belonging to the women. The 46-year-old told one of the women she needed to control her child’s behavior. Supposedly the child was being loud and obnoxious. One of the women, a 25-year-old, told the other woman the child was not hers. The two women got to their feet and the man stepped in, pushing the 25-year-old. She in turn swung at the man, punching him in the face. No one needed medical attention and after police intervention, all parties agreed to not pursue anything further against each other.

Drunken brawl ends in assault against mother, child A 49-year-old Renton man was arrested for allegedly assaulting his wife and 14-month-old son on Dec. 23. The man was apparently intoxicated and tried to kick his wife and son out of the house sometime around 9 p.m., according to the wife. He began throwing things and breaking items. At one point, he threw a large pair of scissors against the wall and told his wife that would be her the next time. The scissors stuck out of a wall in the house. The man hit the woman with a toy and punched her with a fist. The second punch glanced off her head and hit the baby, whom she held the entire time. The man was booked into jail for fourth-degree assault.

Fight erupts over child’s behavior A couple waiting in the Department of Social and Health Services office in Renton at about noon Dec. 17 got into an argument with a couple of women over a child’s behavior.

Do baby teeth really matter?

YES – they matter a lot! Anticavity Tip: Water consumption is the most effective way to slow cavity progression in children because of its natural ability to reduce intraoral acidity and cleanse the mouth. How much water is enough? As a general rule, the amount of water your child should consume (ounces) a day is equal to half their total body weight in pounds. Example: 28 pound child = 14 ounces or 2 cups; 46 pound child = 23 ounces or 3 cups. ‘Firm concept’ meets fuel efficiency promised to 737 MAX customers [ 737 from page 1] is also in hand that like the factory plan is a key milestone in the development of the 737 MAX – helping to assure that Boeing’s plant in Renton will continue to build the world’s best-selling airplane well into the future. That “firm concept” includes “significant changes” that will meet the fuel efficiency the company has committed to its customers, according to Beverly Wyse, vice president and general manager 737 program. “The team has a firm plan in place to incorporate all the changes necessary to realize a 13 percent fuel-use reduction within the scope and schedule of the program,” she said in a company press release. Mediated talks between Boeing, SPEEA resume The possibility of a strike looms over the contract talks that resumed Wednesday between the Boeing Co. and the union for the company’s engineers and technical workers. The negotiations began early Wednesday afternoon at a hotel in SeaTac, assisted by the Federal Mediation and Conciliation Service (FMCS). The agency’s director, George H. Cohen, halted the talks on Dec. 5 for a cooling-off period. Since then, members of the Society of Professional Engineering Employees in Aerospace (SPEEA), IFPTE Local 2001, have been preparing for the possibility of a strike. The union has called for a “Day of Action” Wednesday at local production sites, including at Boeing’s Renton plant, to support the negotiations. SPEEA members gathered for a

solidarity march inside the plant, rather than go outside onto local streets near The Landing, as has happened in the past. Bill Dugovich, a SPEEA spokesman, said the next contract vote would also include a vote to authorize a strike. In October, engineers

rejected Boeing’s initial offer by 95.5 percent and technical workers rejected the offer by 97 percent. The contract negotiations started last April; existing contracts expired Nov. 25. “Our goal is to get a contract that respects the contributions engineers and

technical workers had to creating the record profits and 4,200-airplane backlog Boeing has today,” said Ray Goforth, SPEEA executive director, in a union press release. “After Boeing tried and failed to build the 787 on the cheap, SPEEA members stepped up and saved the

program. Everything has now turned around and the company has developed amnesia about how that happened,” he said. Doug Alder, a Boeing spokesman, said Wednesday the company’s negotiating team “looks forward to sitting back down at the table with SPEEA today.”

A. There seems to be a decent

amount of confusion regarding “Service Engine Soon” and “Check Engine” lights. Do the lights mean the same thing or are they different? The answer is they are the same! It’s caused a bit of confusion with customers because they see “Service….” and they think they need service or maintenance when this is not the case. A “Service Engine Soon” or “Check Engine” light is usually illuminated because of an emissions related component has failed. Here at South Lake European we have the highest available diagnostic machines available so, not only can we check codes but we can test specific components to ensure the part has failed prior to us recommending replacement. Some places offer free code retrieval. This is often a good first step but, can and very often does require further diagnosis. There are times when a code is set and it’s caused by a different component failure. If you need to get your vehicle tabs and your check engine light is on you will not pass! If your Check Engine Light or Service Engine Soon light is on call us today and get your engine back to running properly! Derek Simonsen, Owner- South Lake European

A. Once you’ve decided a short

sale is the right strategy for you, the next step is to talk with a Realtor about listing your home. Assuming you’ve already spoken with an Attorney and/or financial advisor (always suggested with a short sale), you can either ask them for a referral, or you can ask friends or coworkers who may have recently gone through this type of sale. When interviewing agents, my advice is to look for agents who not only have experience working short sales, but do so successfully. There’s a big difference between agents who list short sales and those who actually close them consistently. Some questions to ask include: How many short sales have you negotiated? Were you able to negotiate the deficiency balances? Do you work the file yourself or will I need to hire a 3rd party negotiator? Can you provide references of past clients? Aside from knowledge and experience, the most important consideration when hiring a short sale Realtor is whether you would feel comfortable working with them. This can be a long term relationship (often 4-6 months) and you’ll be providing personal information with your agent. Ultimately, you’ll want to hire someone who is able to explain the process, demonstrate the ability to help you reach your goal and will communicate with you throughout the transaction. Q. How Do I Know Who to Hire to Help Me with a Short Sale?

AHCC strongly advocates Pet Health Insurance. Sometimes the cost for certain procedures can cost a bit more than expected, especially for certain breeds. Pet health care can seem, on the surface, to cost more than we’d like because we as humans are insulated from the high cost of our personal health care through the utilization of medical insurance. Unfortunately, cost of care -vs- insurance is one of the areas that the veterinary field hasn’t been able to compete with human medicine as of yet. We can provide the same level of care with much of the same technology; however, until more people make pet insurance a priority, veterinary medicine will continue to lag behind human medicine in this area. The more people that sign up for pet insurance, the more we can all keep costs under control while continuing to provide high quality care. The more interest there is for pet insurance, the more market forces will be at work providing a broader choice of insurance carriers and helping to keep monthly insurance premiums in check through good old fashioned competition. Why Pet Insurance? Pet owners must be prepared to take on the financial responsibility of maintaining a pet’s health and well-being. An unexpected illness or accident can take a toll on your finances in the absence of insurance. Public demand for optimal pet care has advanced many veterinary medical procedures and treatments. This has in turn increased the costs of some veterinary care. While medical expenses are often covered for humans through insurance, most pets are not so fortunate. Pet insurance provides security for pet owners by ensuring that they will have help paying for unexpected veterinary expenses. Federal law criminalizes marijuana use, creating conflict [ marijuana from page 1] “Mirror it with alcohol,” Milosevich said of the potential new laws surrounding marijuana possession. He went on to explain that people can’t smoke in public. So if a person is sitting in a car at Gene Coulon Memorial Beach Park and they light up, they would get an infraction because that’s public. If a person were to use the drug in their car in a back alley side street, that may not be public, he said. This is where the grey areas come into play. In terms of other laws such as driving under the influence of marijuana, there is an under-21-zero tolerance. Being caught on the wrong side of the law means driving while impaired by the drug and having a concentration level above 0.0 of THC, the

elected to council spent 33 years with the Renton Police Department, rising to deputy police chief. Persson is curious to know what the federal government’s response will be to the issue. As he understands it, the state attorney general is not going to take on the issue, but the federal government could come down on Washington and other states that have legalized marijuana. “I’m not overly concerned about it, but it’s something that I would rather not see,” Persson said. However the new initiative is handled, Persson was confident city departments would carry out the law of the land.

to the commission. Joos, Hemstad and Heide argue that the commission in 2011 overstepped its legal authority to enter into the agreement. The alliance’s implementation is continuing. Commissioners debated the resolution for several minutes, with Parnell asking why the lawsuit or the appeal was necessary. Joos said he’s explained many times why the challenge was needed; those reasons are spelled out in the resolution. Heide said the challenge was no so much about the alliance, but

legal action. “This is a challenging budget year for Valley,” she said. “Those costs are coming out of operations.” By the same vote margin, the commission also decided to hire a lobbyist to make its case for changes to the structure of hospital districts. Right now, there are three geographically defined commissioner districts and two at-large districts in Public Hospital District No. 1. The commission wants all five commissioner districts to represent a specific geographic area, which would require a change in state law. The resolution points out the lob-

byist is needed to help protect the public’s interest. Sen. Margarita Prentice, who is retiring from the Legislature, told commissioners in public comment that the hospital district should not hire a lobbyist because challenging the alliance “is not working on behalf of the community.” In a final action, the commissioners elected officers. Joos will remain as board president and Hemstad will serve as vice president and Heide as board secretary. Parnell and Heide had each nominated the other for an officer position but didn’t receive the necessary votes.

For the 11th consecutive year, King County Public Hospital District No. 1, which owns Valley Medical Center, has earned a “no findings” audit report from the State Auditor’s Office (SAO) for the 11th year. Each year the SAO conducts an accountability audit to determine whether the district has complied with state laws and regulations and its own policies and procedures.

The areas examined for 2011 were those representing the highest risk of noncompliance, misappropriation or misuse, including open public meetings, procurement (public works projects), and compensation of public officials, bond compliance and general disbursements, according to a news release. The scene will be similar to what happened the Friday before, when crowds lined the same overpass to send off the Seahawks for what was a victory of the Washington Redskins. “This is our show of support,” said Melissa Payne, who stood with her mother Karen and Pico, their dog who was kept warm with a small coat. Cheering, too, were Jason and Sheena Thomas and their 4-month-old son Jack. Are they Seahawks fans? “Big time,” said Jason.
