vehicle crashed into gas pumps at the 76 gas station and ignited into flames after it collided with another vehicle in Kirkland’s Finn Hill neighborhood on Friday. Kirkland, Northshore and Bothell firefighters responded to the motor vehicle accident that happened around 3:30 p.m. at 14106 Juanita Drive N.E., near the Kenmore/Kirkland

boundary. “They collided with each other just as the light changed,” said Tim Carpenter, a corporal with the Kirkland Police Department, noting the BMW was traveling westbound when it collided with a Toyota 4Runner heading northbound. The BMW, which was struck on the left side, continued on and collided with a big rock underneath the 76 sign, said Carpenter. The Toyota then crashed into gas pumps, knocking

one set of gas pumps on its side, he said. The vehicle caught fire, which spread to the 76 building. One of the employees at the gas station was able to shut off the pump, which minimized the flames, said Kirkland Firefighter Bill Barnes. “We don’t know which vehicle was at fault,” said Carpenter, noting police of-

ficials are investigating what happened. Two people in the Toyota and a woman driving the BMW suffered non-lifethreatening injuries and were all transported to the hospital as a precaution. Houghton Council to hold public meeting on Jan. 28 The Kirkland City Council adopted Ordinance 4399 on Jan. 2 pertaining to nonconforming density in multifamily zones. The ordinance allows remodeling or redevelopment of multifamily structures with nonconforming density, including the expansion of those structures, consistent with existing zoning, without bringing the density into conformance. The Houghton Community Council will hold a public meeting at 7 p.m. on Jan. 28 in the City Hall Council Chamber, 123 5th Ave., to consider giving final approval to allow the new regulation to take effect within Houghton’s jurisdiction.

It is an adventure, and I’m excited for it. I haven’t lost anything, I’ve gained.” Furness’ most recent cancer test has shown a “couple of issues” but she says she’s still waiting on the results. A Kirkland man connected with the notorious Bandidos motorcycle gang pleaded not guilty today to extorting money from a Redmond business owner last month.

Robert Dairold Golden, 39, was charged Dec. 27 for the crime that involved extorting $57,500 from the owner of a custom fishing-rod shop. His alleged accomplice, Robert Amahd Edwards III, of California, also

pleaded not guilty today in King County Superior Court. Golden was released today on bail, which was set at $500,000. According to charging documents, Golden and Edwards allegedly entered the Redmond

business on Dec. 21 to unlawfully collect titles to the victim’s truck, trailer, boat and some dirt bikes. The men were unaware that police had been granted the authority to intercept and record the meeting. Members of the Red-

mond and Seattle Police Departments were waiting nearby and after they had collected enough evidence, arrested the men. A case setting hearing for Golden and Edwards is scheduled for Feb. 14.

During his time on the council, Ferguson served as council chair in 2010 and as chair of the council’s 2007 Budget Committee, crafted King County’s 2008 Budget. He was also the prime sponsor of the legislation that became the Veterans and Human Services Levy adopted by voters in 2005 and renewed in 2011. “Bob Ferguson has been a strong voice for the people of King County as a member of the county council, and with his deep sense of justice will be a great asset to the people of Washington as our next Attorney General,” said Councilman Larry Phillips. “For the past nine years I have enjoyed partnering with Bob on a number of critical initiatives, particularly in the areas of fiscal oversight, government reform, and historic preservation, and I look forward to working with him as a state leader.”

For Margaret Lee Thompson of Redmond, that worry centered on protecting social services for the disabled and disadvantaged. Rep. Habib said that having lost his eyesight to cancer at age 8, he well understood the importance of protecting the most vulnerable. Without those “wrap-around” programs, he said he likely would not have made it to college. Tom conceded with Habib, though he added that perhaps the definition of the country’s most vulnerable had been expanded too wide for the current economy. “Any decision that happens at the state level will affect all cities in the area,” said Steven Kasner of Bellevue. “I understand that there’s very limited money, but there are very large ripple effects.” This year’s legislative session began Jan. 14 and will run through April 28.

Intern trades textbook for journalism experience

H

ello everyone! My name is Eleanor Mueller and I am a senior at Lake Washington High School here in Kirkland. I’m one out of 338 of my classmates working to graduate in June – a requirement for which is 60 hours towards a culminating project. Having been yearbook editor for two years now, I knew right away I wanted to do something regarding journalism, and it was for this reason that I chose to work as an intern for the Kirkland Reporter. However, this experience means much more to me than just schoolwork. Ever since elementary school, I’ve loved to read and write. A frequently-told story by my parents is how in first grade, I would even read newly checked-out library books while walking home from school (how I had friends remains a mystery). It wasn’t until my junior year at Lake Washington, however, that everything clicked, and I realized the way in which I wanted to spend the rest of my life. It was that fall that I joined yearbook and Eleanor Mueller

became co-editors with a then-senior, Sky Frost, who by the end of the year had not only become one of my best friends, but helped me finally discover my passion for journalism. Now a senior myself, I’m not only enjoying my second year on yearbook, but have also applied to many journalism schools across the country (USC, Northwestern, and University of Missouri, to name a few). City should stop fighting Potala Village Mayor McBride and council members, I have followed the Potola Village story in the Kirkland Reporter and now the Seattle Times. Your duty is to represent all of the residents of Kirkland, not just a segment objecting to Potala Village. I have been involved in engineering and real estate for 55 years. My understanding of zoning law is that it provides rights and obligations, and that they vest at the time a building permit is requested. Fairness and justice demand this. You cannot change the zoning after an owner has made a proper effort to get a permit under the zoning and terms in effect at the time the permit was filed. Check with your lawyers. The neighbors objecting to the project had the opportunity to be heard at the time the zoning was being considered. They are wrong to object now. It appears that the owners of the Potala Village project have made a very sincere and generous effort to deal with the demands the city has made on behalf of the neighbors to the project, who are just a small segment of our city. Now the Potala Village owners have a chance to win the right to build what they originally proposed, with no need to compromise with Kirkland. Stop fighting the developer and

stop spending taxpayer money and city resources that should be used for the good of the whole city. I want the council to resolve this and do so at once without the expense of a trial that has not the faintest glimmer of success regarding the demands the city has been making.

Stay vigilant on Potala Village saga And so the saga of Potala Village continues. The developer filed a new claim on Jan. 10 in King County Superior Court. The pleading asks for the recent city council decisions to be declared invalid or void. I guess the farther claim by the plaintiff is likely to be that the project is allowed 143 units. And so, there is no time yet for citizens to rest or be less vigilant. No less need for neighbors and their attorneys. The city also recently issued a statement that it was processing the shoreline development permit (SDP). When the citizens asked for details, we were told that the decision date was uncertain. The developer’s legal papers indicate that they have been given a more complete answer and decision on the permit will be made this month. It is believed that the city confirmed that the SDP being processed is for the 143 units. What continues to be curious is why the citizens who pay the bills get less complete and totally useless answers.

So what would be appropriate review of the shorelines substantial development permit? A. City records show processing of similar SDPs. There is a public hearing once all known environmental (and other) issues have been documented. We have just received the final EIS for Potala, but there has been no public comment period following the release of the all known environmental information via the FEIS. B. City records show elected officials or the team of appointed Planning Commissioners make decisions on past SDPs. This includes SDP decisions in the same block as Potala Village. Is it correct that a single individual (planning director) now makes the decision solo? He is not elected. He could be great at his job, or not so. The citizens don’t have the opportunity to recall him if they believe that his decisions are erroneous. C. SDP requires the decision to be made on the basis of several things. Let’s review. On the basis of information supplied by the developer and the developer is cautioned to make sure and provide accurate and complete information on the SDP application and the environmental checklist. To this point, neither the SDP or the environmental checklist were complete. There were items required by the state “to be provided at a MINIMUM” that were missing. Why would the developer not include the name, address and phone number of the property owner, Luella O’Connor

or her signature on the hold harmless agreement and others? Why would he not answer the question about the intensity and uses of the “adjacent properties” on the checklist that gets sent to “interested parties” and “agencies for their consideration?” Why would he not put the information about the contaminated soils on the document that also gets circulated amongst folks like the Muckleshoot Indian Tribes, Department of Ecology and others who may be concerned about potential impact in areas classified as shorelines of statewide significance? Incomplete applications are not appropriate for approval, period. City officials cannot excuse lack of information that is required “at a minimum” by the state. Mistaken or intentional omissions on critical questions create the inability for thoughtful consideration by those within Kirkland and those at the state level who would not be privy to knowledge about contamination and adjacent properties unless it is properly documented. The permit is to be considered in light of Comprehensive Plan and other city ordinances and policies. During the last two years there has been extensive discussion of how the Potala proposal conflicts with ordinances that restricted development on the site to 12 units per acre.

erhaps you’ve heard of Pilates or seen Pilates machines on TV, but what is Pilates, really? The Pilates method is a system of exercises developed in the early 20th century by Joseph Pilates, who brought the method from Germany to New York City in 1926. Performed on a mat, small equipment and springbased apparatus, the Pilates method was called “contrology” by its founder and meant “discipline: control of the body, mind, breath and spirit.” Designed as “corrective exercise,” Joseph Pilates also used the term “uniform development” to describe its potential benefits. Discovered by dancers in the 1930s and 40s, Pilates became a preferred training approach for preventing and healing injury. By 1971 Pilates had reached the west coast when dancer and Pilates devotee Ron Fletcher opened his first studio in Los Angeles. Police discovered the man after an agent with U.S. Immigration and Customs Enforcement (ICE) requested the man’s vehicle be located. The ICE agent had been following the man’s vehicle to arrest him on an immigration detainer but lost him in downtown traffic.

The city and its design consultants are hosting an informational meeting from 6:30-8 p.m. Jan. 31 to provide updates on the building design, permitting process and to answer questions. The meeting will be held at the current Kirkland Municipal Court, 11515 N.E. 118th St. Police, jail and court services will co-locate in the Public Safety Building, located at 11831 120th Ave. N.E., allowing for better coordination of services at a geographical center of the city. The building eliminates the need for the transportation of misdemeanor inmates, provides on-site parking for court clients, thus reducing on-street parking on Northeast 118th Street and provides for cost savings by retrofitting an existing building rather than constructing a new one. The building is designed to support more than 130 police and 20 court personnel and will include a 55-bed jail with a “rough out” of up to 30 additional beds. The building will also include a meeting room that will be available for public use.

New senate coalition, Democrats pledge governance, not politics

Could this be “the year of the Grand Bargain in Olympia?” Sen. Ed Murray believes so after Washington House of Representative and Senate leadership members met Thursday at the Associated Press briefing to discuss their priorities for this coming legislative session, all agreeing to make funding education the number one priority for both houses. With the recent formation of the Senate coalition this past December, questions were raised concerning the Senate’s ability to work in a bipartisan way. When asked about his priorities this session, Senator Murray (D-43rd District, Seattle), current majority leader, said the goal of the body was to govern responsibly.

All legislators in attendance agreed that in order to fully address the constitutional mandate on public education, both revenue improvements and reforms were crucial. Tom said the state currently allocates 43 percent of its budget to education funding. However, while the state recently spent more, the results have yet to show improvement. Murray credited the lack of results to current tax policies, which have placed Washington in the bottom one-third taxing states. “When you pay for a bottom-third education system, you get bottomthird results,” said Murray. Tom entertained another method of receiving additional funds by using internet sales tax, anticipated to produce $500 million this biennium, for education financing. But as discussed at the conference, in order to lessen the achievement gap formed by the increasing number of poor and

minority students failing to meet their public education requirements, reforms must take place, the legislators said. Speaker of the House, Rep. Frank Chopp (D43rd District, Seattle), suggested that focus must always be on the student. “We need to look beyond just the classroom and teacher,” he said. In doing so he cited the Apple Health program as an example, which he said serves about 750,000 children in Washington. To excel in school, a “student needs to be healthy and ready to learn,” said Chopp. Murray stated that the achievement gap is directly related to poverty in the state. In order to effectively close the gap, the state must help “grow the middle class by helping those who are not in it,” Murray stressed. But Debolt argued that, “if we’re going to look at the education gap, we can’t just use platitudes and placations about politics.” If the legislature wanted to address poverty in its relation to public education, it shouldn’t place

people in more programs but rather find them a job, he said. “The achievement gap is about putting people back to work in areas with high and persistent unemployment, said DeBolt. “If we think we’re going to program our way out of it by using big government tactics, we’re in serious trouble.” While all-day kindergarten sparked discussion last session, Tom urged that, in order to address the gap, legislators needed to look at drop-out rates and the bottom 40 percent of students in Washington. “Some students start behind and can never catch up” said Tom. The 2013 legislative session begins Monday, Jan. 14, when the Senate coalition will take power. Murray and his colleagues are excited for this session and are hopeful that compromise can be reached on education funding issues and other priorities. “This could be the year… we look like Olympia, not D.C.,” said Murray.
