737 reaches record 38 a month Boeing is gearing up for yet another historic rate increase next year and the building of the MAX By DEAN A. RADFORD dradford@rentonreporter.com

About 40 days from now, Boeing will finish building the first Next Generation 737 that will lead off the historic production rate of 38 737s a month. The first step was taken Tuesday when Machinists began working on the wing spar of that first 737 at Boeing’s Renton plant. The spars are the internal sup-

ports for a plane’s wing. Next year, Boeing will ramp up 737 production to 42 planes a month, yet another record. “Thirty-eight is a new record for us and next year we go up to 42 and set another record in terms of the most single-aisle aircraft ever produced on a single production line,” said Beverly Wyse, vice president and general manager of the 737 program. But the 38-plane rate started when Machinists loaded the spars into an automated machine that assembles the spars. “The first spar load serves as the defining moment for our latest rate break, and the 737 team did it as planned, on schedule,” said Wyse. “We have more hard [ more 737 page 13 ]

mailboxes in early February. Commercial customers using containers one yard and above will receive a $50 credit. This credit will be applied to active solid-waste accounts impacted by the strike. Customers in the Renton Allied Waste service area were unaffected by the Waste Management strike. “This service credit we negotiated with Waste Management is intended to compensate our customers who had their garbage or recyclables go uncollected during the strike in July 2012,” said Renton Mayor Denis Law. “We had a contract with Waste Management and the extended strike forced us to seek compensation when they didn’t fulfill their obligations with us during the strike. We are pleased to have settled this matter with Waste Management, and look forward to continued uninterrupted solidwaste services in Renton.”

83 homeless counted in Renton survey By DEAN A. RADFORD dradford@rentonreporter.com

Eighty-three homeless people were counted in Renton in the early morning hours of Jan. 25 in the annual One Night Count of the people living without shelter in King County. Last year volunteers in Renton counted 73 homeless individuals. Renton’s count included 22 men, two women and 59 of unknown gender. About half were found living in their cars or trucks. No children

under 18 were counted. Countywide this year, about 800 volunteers found 2,736 men, women and children living without shelter during the three hours of the count from 2 a.m. to 5 a.m. Renton’s count was greater than Kent’s, 53, and Auburn’s, 57, but less than Federal Way’s, 118. The most were counted in Seattle, 1,989. The homeless also were counted in the north end, on the Eastside, White Center and on night-owl buses. This year’s countywide number is a 5 percent

increase over last year’s 2,594, according to Seattle/King County Coalition on Homelessness, which organizes the count. “This number is always assumed to be an undercount, because we do not count everywhere, and because many people take great care not to be visible,” according to the organization. The volunteers counted people in cars or tents, riding late-night buses or living under bridges or in doorways. Counted separately were those living in homeless shelters.

Woman, boyfriend’s mom get into struggle By TRACEY COMPTON tcompton@rentonreporter.com

A 21-year-old Renton woman reported that her boyfriend’s mother tried to hit her and his father punched her in the head on Jan. 8. The dispute happened around 7:30 p.m. and several officers arrived to investigate but heard conflicting reports from all involved. Police did not discover any injuries to the 21-year-old that suggested she was the victim of assault. The woman told police she did not want to be listed as a victim

of assault. Her boyfriend, a 23-year-old man, apparently had recently gone through counseling to quit drugs. His parents called the woman and told her not to come to their residence, but she came anyway. According to the 23-year-old’s sister, the parents attempted to remove the girlfriend and the girlfriend and the mother struggled with each other. Police did not find any reason to arrest anyone because of the conflicting stories.

Phone harassment On Dec. 31, Renton Police looked into a series of prank phone calls originating in Renton to nursing homes, mostly in Minnesota.

The woman contacted the building management about the theft, but they denied any involvement.

Boathouse burgled An employee of a business in the Renton boathouse on the Cedar River at Lake Washington reported that items were stolen on Jan. 9. Renton police found a 70-year-old Renton man dead of a gunshot wound Wednesday morning at a park on Union Avenue Northeast in the Highlands. Police received a 911 call at about 11:30 a.m. from a man who said he was going to kill himself, according to Detective Robert Onishi, a spokesman for the Renton Police Department. The 911 call receiver then heard an apparent gunshot. Officers found the man at the entrance to the park and the gun was nearby. Medics pronounced him dead at the scene. The King County medical examiner was to release the cause and manner of the man’s death, as well as his formal identification midweek. There was no indication of foul play, according to Onishi.

Renton man killed when hit on SR 18 A 42-year-old Renton man was struck and killed by a semi Monday on State Route 18 in Auburn. According to the Washington State Patrol, Oleg Voznyuk parked his car – a 1993 Toyota Camry – on the eastbound shoulder of SR 18 near the SR 167 interchange around 12:30 p.m., exited and began running into traffic. “We received citizens’ calls at 12:33 p.m. about a male running in and out of traffic,” WSP spokesperson Trooper Julie Judson said. “He decided to aggressively move

in and out of traffic and before a trooper could arrive, he successfully placed himself in the path of a semi truck.” According to the WSP report, Voznyuk laid down in the right eastbound lane and was struck by an oncoming semi. He was declared dead at the scene. The investigation of the accident scene closed both eastbound lanes for 3 1/2 hours. The driver of the semi truck was not injured.

“The first spar load serves as the defining moment for our latest rate break.“ Beverly Wyse, general manager, 737 program

Renton Boeing plant: a beehive of activity Something amazing happens in north Renton every day: a Next Generation 737 rolls off the assembly line, if you think averages. I had a chance to see at least a part of that sprawling plant on Tuesday during a media tour to mark the start of the production of 38 737s a month. That’s a big deal; an even bigger deal is the next production ramp-up next year – 42 planes. Who knows? Maybe the number will increase even more. There will be thousands of 737 MAXs to build, along with filling a huge backlog of orders for Next Generation 737s. Of course, we didn’t see every step taken to build a 737 on the tour. But something I did see struck me. Building a 737 is really hands-on. It’s almost as if each one is handcrafted. Certainly, Machinists had their hands all over wing spars as they prepared them for assembly. There was this huge machine that actually put them together, but it was under the direction of a human. I saw workers with flashlights getting a welllit look at parts of the wing. A 737 has about 400,000 parts, all of which need to fit perfectly. It’s detailed work. Then came the short bus ride to the finalassembly building, that beehive of activity where 737s become, well, airplanes. The tour took us to Line 2, where we could over look this vast production floor with the American Flag proudly attached at one end. There’s another line pretty much just like it, too. High above the floor and far to the other side, 737 fuselages are fitted with all manner of important stuff. I know that’s not the technical term, but it is important. The engine goes on last, one of the most exDean Radford

pensive single pieces of equipment on a plane. We got just a glimpse of the 737 plant. But it’s clear to me that it takes thousands of dedicated people to build this most-popular airplane in the world. And it’s all happening in north Renton.

Helping the homeless A group of dedicated volunteers fanned out and spent three dark hours early on Jan. 25, trying to put a number to homelessness in Renton. The volunteers found 83 individuals living without shelter. Many were in their cars or trucks; some were just walking around; others were spotted in doorways or hidden in underbrush. They weren’t confronted, just observed. If only

we knew their stories, we might be able to do more to help them. But interestingly the region is starting to look at the best way to provide shelter to the homeless. There has been an emphasis in planning to build permanent housing. But now the thinking is that more shelters will also provide the immediate “roof over the head” that the homeless need. For sure what’s needed is additional financial support to find a roof for the homeless in Renton and throughout King County. After all, for some of us, we’re just a few missed paychecks away from finding ourselves on the street.

Hats off to prep athletes

H

igh school sports is one of the important threads in the fabric of a community. And we’re certainly seeing athletes excel in our high schools. Take Renton High School. The boys and girls basketball teams are sitting atop the Seamount League and the wrestling team just won the Seamount title. The Hazen boys swim team is dominating the Seamount League. And what we know, too, is that those student-athletes are encouraged to focus on their studies in and out of the classroom and then play hard for their school. Sports can lift up a school. They provide a focus that’s healthy, that brings students together and breaks down barriers. They can help keep kids in school. So hats off to our student athletes – and to any student who represents his or her school in any endeavor.

Renton man pleads not guilty to assault lice officer in the middle of the courthouse,” wrote deputy prosecutor Karissa Taylor in the charging papers. “During the struggle, a deputy prosecutor came to the aid of the officer and was kicked, and his suit jacket ripped.” Taylor wrote that Holloway and a friend were in court to attend the drive-by shooting trial of Robert Isabel, a confirmed Deuce 8 gang member. “The victims of Robert Isabel’s trial were sitting in the rotunda getting ready to testify when Holloway began ‘chipping’ at them about cooperating,” Taylor wrote. “Holloway knows what the victims and witnesses in the Isabel trial look like, and given that those same individuals are also witnesses to his own charge, the state believes Holloway will interfere or attempt to interfere with their cooperation.” Holloway is accused of yelling at another man outside the courtroom when the detective stepped in to stop the conflict and put a hand on Holloway’s chest. Holloway reportedly reached up with both hands and grabbed the detective’s shirt collar, turning his hands inward as if to strangle him. He then pushed the detective backwards. The Renton man and the detective exchanged punches and head butted each other. Holloway also bit the detective on his forearm. The detective then struck the man

A 23-year-old Renton man pleaded not guilty Monday to third-degree assault for reportedly punching and head butting a Seattle Police detective outside a courtroom Jan. 14 at the Norm Maleng Regional Justice Center in Kent. King County prosecutors charged Aydriane Holloway last week. He is scheduled to return to court Feb. 11 when a trial date could be set or attorneys could ask for more time to prepare the case, according to the King County Prosecuting Attorney’s Office. Holloway was booked Jan. 14 into the city jail and released Jan. 15 on bail. Bail was set at $20,000. The incident started outside of a thirdfloor courtroom during recess of a criminal trial stemming from a 2012 drive-by shooting in Seattle. A Seattle gang detective was in the courtroom at the trial involving several gang members, according to probable cause documents. The detective knew about threats that had been made to the victim and witnesses by associates of the defendant. The detective said he observed Holloway angrily staring at the victim in the courtroom. The detective told the man he needed to stop staring. “The defendant brazenly assaulted a po-

twice in the back of the head to get him to release the bite. Court security then helped the detective handcuff the man. No one suffered serious injuries during the fight. Kent Police arrested Holloway for investigation of third-degree assault. Holloway told police a guy in a suit pushed him in the chest. He said when he reached behind to pull his pants up, the man grabbed his arm.

He said he tried to push him away when the guy said, “I’m the police.” Holloway said the detective then started hitting him and head butted him and he head butted back before others tackled him and he got handcuffed.

“A Visit with Aunt Harriet,” at 11 a.m. on Feb. 2, is a presentation in celebration of Black History Month. Karol and James Brown will give children age 6-yearsold and up a look into the life of Harriet Tubman, the renowned conductor of the Underground Railroad. Presented here as “Aunt Harriet,” the presentation covers slavery, her faith, family and friends, who risked their own freedom to help runaway slaves on the Underground Railroad. The Browns share how her stories are examples of how faith, brotherhood, love, and commitment to helping others were important in the fight for freedom over 100 years ago and still today. “A Series of Fortunate Events: The Charles Mitchell Story,” is 5 p.m. Feb. 27 and presented by storyteller and actor Eva Abram. Abram will share Washington State’s own history with slavery, which is commonly thought of as limited to the South and Northeast. It’s the story of a young man named Charles Mitchell and how he came to the Northwest, triggering events that almost led to an international incident with Canada. The presentation is appropriate for children age 9 through adults.

Gov. Jay Inslee meets with students in Talbot Hill Elementary’s MicroSociety during a visit to the school on Monday. Renton Schoool DIstrict

Inslee visits Talbot Hill Gov. Jay Inslee returned to Talbot Hill Elementary School Monday, the kick off scene of his campaign for office last year. The visit fulfilled a promise Inslee made to the school’s students to come back and share his plans for the state. Talbot Hill Elementary has been recognized as of the state’s most “Innovative Schools,” according to a district post on Facebook. Talbot Hill is a MicroSociety school, where students create a microcosm of the real world, including starting and managing businesses, creating a

governance structure with elected officials, judges and other positions. Inslee talked to the students about his plans for Washington, which includes improving education, providing jobs, clean energy and improving health care. All the students in attendance were recently elected to school MicroSociety positions. The students asked the governor about how the state could use natural gas and hybrid cars to cut emissions and reduce air pollution. They also asked about how he’s going to provide more

affordable health care and about living in the governor’s mansion. Inslee gave the students advice as school leaders and encouraged them to participate in the political process. The visit was planned by his Chief of Staff Mary Alice Heuschel, who is the district’s former superintendent.

Renton marking ‘Heart Month’ During the month of February, the City of Renton Fire & Emergency Services Department will be conducting its annual “Renton Heart Month” community outreach program at various locations throughout the city. The program offers free preventative screenings to the public that include blood pressure and blood sugar checks. Renton Firefighter/EMTs will

perform the free screenings as they visit various schools, businesses and groups throughout Renton. “I encourage residents to help reduce the risks of heart disease by taking advantage of the free screenings that are being made available as part of our month-long promotion,” said Mayor Denis Law. “The screenings only take a couple minutes, but those couple minutes

could save your life.” The campaign is designed to increase public awareness about heart health and related cardiovascular conditions. Cardiovascular diseases, including stroke and high blood pressure, continue to be our nation’s number one killer. Last year the Renton Fire & Emergency Services Department performed over 10,000 screenings

during the month of February. Of those screened, 1,500 people were found to have high blood pressure or significantly elevated blood sugar levels. People who were at risk were encouraged to see their doctor in order to address the risk and help prevent future medical complications. For more information visit rentonwa.gov or call 425-430-7000.

Billboards raise awareness about human trafficking A new outlet to increase awareness of the tragedy of Human Trafficking in King County was unveiled today on a billboard along the East Valley Highway in Kent. The ad space, donated by Clear Channel Outdoors, will advertise a national hotline and messaging aimed at reaching out to victims, potential victims and the public about where to turn for help. The billboards 13 of which are digital and 2 traditional displays are located in the City of Seattle, the I-5 Corridor, Also in the cities of Kent and Tukwila as well as Tacoma, Mill Creek and Bellingham. “I can’t thank Clear Channel enough for all their cooperation in this awareness campaign, they have been integral to the success of this process,” said Metropolitan King County Councilmember Reagan Dunn. “This issue isn’t going away and I am pleased we are taking steps to alert the public about the horrors of human trafficking and where help is available to victims.” “By increasing awareness of human trafficking we, as a community, are telling victims that there is help for them,” said Metropolitan King County Councilmember Julia Patterson. The ads encourage people to call the National Human Trafficking Resource Center hotline at 1-888-3737-888 if they suspect someone may be a victim of human trafficking or if they are victims themselves. The ads will run in eight languages, including Spanish, Amharic, Chinese, Korean, Russian, Tagalog and Vietnamese. The billboard in Kent is part of a coordinated awareness campaign launched earlier this month. Similar ads are being displayed on Metro Transit buses and billboards in Seattle as well as on County websites and other resources.

First AME Church FAME South Campus

Clear Channel Media & Entertainment will also be airing public service announcements on their radio stations throughout the region as part of their $88,000 contribution to the awareness campaign. Human trafficking, defined as compelling a person into any form of labor against their will, is one of the fastest growing criminal industries in the world, after illegal guns and drugs. Children account for half of the victims. Human trafficking can occur in any industry, including agriculture, construction, domestic service, restaurants, salons, commercial sex work, massage parlors, and small businesses.

737: 38 planes a month!

The Boeing Co. has started to build 38 planes a month at its 737 production plant in Renton. This is one of the final-assembly lines at the plant, where the 737 gets such essentials as wings and engines.

Boeing has sold more than 10,000 737s [ 737 from page 1] work ahead of us, but we are well on our way to another successful production rate increase.” Boeing will deliver that first 737 at the new rate to Copa Airlines in the second quarter of the year. Already, the 737 is the world’s most popular airplane, with more than 10,000 sold and 4,000 Next Generation 737s delivered. But coming up fast is the latest variant of the 737, the MAX. Boeing will test fly its first MAX in 2015 and it will enter service in 2017. Boeing led a media tour Tuesday through the wing-assembly building and the final-assembly building, where 737s get their wings, engines and other essentials. Boeing is working with the City of Renton on the expansion at the plant to accommodate the production-rate increases. The company also will “restructure” what is done in the wings and finalassembly buildings to accommodate the new production rates, Wyse said. Some “build processes will move to make them more efficient, she said. “But in general a lot of the build process for the MAX will be the same

as it is for the Next Generation,” she said. “We are going to clear out a final assembly line, so we will actually be able to run three lines when we introduce the MAX and that will allow us to basically isolate that work as we come down the learning curve.” Employee-driven efficiency measures have been a key to “leaning out” the production process, she said. Numerous suppliers contribute parts and “What we deliver is services to all on time to the day. those 737s and Customers get the Wyse called their performance performance they “phenomenal.” need. And then in “The supply service it’s the most chain at the moreliable aircraft.” ment is healthier Beverly Wyse, vice than it has been president and general in the last five manager, 737 program or 10 years,” she said. Boeing has worked specifically with them, she said, “to get the supply chain working on these production-rate increases earlier. We’ve partnered with them on the processes that we use to make sure every part is where it should be literally every day.” The “vast majority” of all wing components are supplied by Washington

components, she said, and, of course, the wing assembly and final assembly are done in Renton. More than 400,000 parts go into building a 737, she said, so the building of a 737 is “carefully choreographed.” “So what we deliver is on time to the day. Customers get the performance they need. And then in service it’s the most reliable aircraft,” she said. The 737 leaves an airport gate on schedule 99.7 percent of the time, which Wyse said is “huge not only for the airlines but also for the passengers who fly on the 737.” The production ramp-up also means more jobs. During the last three years Boeing has hired between 500 and 700 employees each year to accommodate rate increases, to replace retirees and to work on the development of the MAX, she said. Boeing doesn’t talk about employment on an individual program, she said, because the number can be misleading. However, the Renton area hosts about 10,000 Boeing employees who work for the Renton programs and in some cases support the Everett programs, she said.

present, he said, as well as the different needs of large multiplexes and smaller theaters need to be addressed. WSLCB Licensing and Regulation Director Alan Rathbun said that theaters, like restaurants and bars, need to require employees to have alcohol-server training permits. “The servers are the last line of defense in making sure that minors aren’t served and that there isn’t over-service,” he said. The bill would require theaters to submit to the WSLCB a “liquor control plan” explaining how they intend to keep alcohol away from minors. Rathbun also recommended that the definition of “theater” be made more specific, and that for-profit licensees be able to accept sponsorships from alcohol suppliers to increase revenues in the same way as non-profit theaters, which, under current law can be licensed to serve alcohol. Some opponents of the bill say that allowing alco-

hol in more places encourages and normalizes alcohol abuse and sends a harmful message to kids. “We now see sampling or the sale of alcohol at farmer markets, grocery stores, wedding boutiques, spas, theaters, senior centers and so forth,” said Seth Dawson of the Washington Association for Substance Abuse Prevention. “Please consider not just these individual bills piecemeal, but in their totality,” he urged lawmakers. On Tuesday the bill was passed unanimously with minor amendments by the House Government Accountability and Oversight Committee. The bill now goes to the House Rules Committee, which could set it for a floor vote, or direct it to another committee for additional consideration. Its Senate companion bill, SB 5111, has not been scheduled for a hearing. The text of the bill and a list of sponsors may be accessed at: http://apps.leg. wa.gov/billinfo/summary. aspx?bill=1001

Representatives from the Washington State Liquor Control Board identified areas in the bill that may be difficult to implement and suggested changes. “Ultimately, our concern has always been public safety,” said WSLCB Deputy Director Rick Garza. would give small theaters another source of revenue to compete with suburban multiplexes, said Wyatt. Some multiplexes, such as the Cinebarre in Mountlake Terrace north of Seattle, are able to serve alcohol because they also serve meals; under current liquor laws, they qualify as restaurants. Small theaters, such as the one owned by Kiggins, don’t have room for a full kitchen and dining area. The license provided under the new legislation would cost $400 per year to serve beer, wine or both with no requirements for serving food. Supporters also claim that independent theaters can be a boon to local communities. Dan Wyatt Sr., said that, during the 1970s, Vancouver was home to “card rooms and not-so-

Movie theaters in Washington may soon be able to legally serve beer and wine for adults to enjoy alongside minors watching a show. Legislation currently being considered by lawmakers in Olympia would, if approved, create a new liquor license for theaters where movies or performances such as dances or plays are held. House Bill 1001 may help independent, locally owned theaters compete with large chain multiplexes, supporters say. Rep. Jim Moeller (D-49th District, Vancou-

ver), who introduced the bill, stated this intent at a public hearing before the House Government Accountability and Oversight Committee Jan. 17 “This bill is about small theaters,” he said. “It’s about historic theaters like the Kiggins in my hometown.” Dan Wyatt, Jr., who, along with his father, owns the Kiggins Theatre in Vancouver, said during the hearing that small theaters lack the space and corporate buying power of large, multiple-screen theaters. High-quality digital projection is very costly, he said, as is getting the latest blockbuster titles to show in the single-screen venue. “There’s one struggle after another,” said Wyatt. Sole girl wrestler ready to rumble to state By TRACEY COMPTON tcompton@rentonreporter.com

Joanna Moreira’s record for the wrestling season is 17-5 for Liberty High School and she represents a team of one competing against girls outside the school district. As the highest-seeded female wrestler in the Issaquah School District, she’s headed to state competition Feb. 15 and 16 at the Tacoma Dome. The sophomore doesn’t mind being a team of one, in fact she prefers it that way. “It’s “So the guys, they’re kind of an more muscular; individual they’re more sport,” said developed than me. Moreira of So of course, they’re wrestling. beating up on me.” “It’s more Joanna Moreira you kind of prove yourself than a team sport.” Being the only girl on the team has worked to Moreira’s advantage, she said. She trains with the guys and often competes against them within the school district, which prepares her for competing against girls. She has to travel outside of the school district to compete against girls outside of the school district. “So the guys, they’re more muscular; they’re more developed than me,” she said. “So of course, they’re beating up on me. So I’m more prepared going against a guy than a girl. So when I go against a girl, it’s easier for me.” Moreira has the added task of having to adjust to wrestling both boys and girls, said Liberty’s wrestling Coach Manuel Brown, but

And girls are usually in the lower hips and waist area. You’ve got to compensate for that when it’s time to wrestle, but she’s (Moreira’s) got the hang of it.” Moreira wrestles in the 137-

pound weight class. Last year Moreira didn’t place at state, but lost to a girl who finished fourth. Her coach said this year Moreira is more committed and has the attitude along with the moves to place. The strategy has been to get Moreira more matches against seeded girls, state wrestlers throughout the season. “Last year, I kind of went under the radar and like popped into

state,” said Moreira. “So now, this year I’m kind of preparing myself against state wrestlers, so then I am prepared for state.” Excited and “pumped,” she anticipates visiting the Tacoma Dome before state starts, practicing there and looking down on all the mats from high in the stadium, she said. “I want to come back and have that little moment to myself of, ‘I [ more Moreira page 17 ]

Her mom wasn’t really into the idea of Moreira wrestling at first, Moreira said, but now she’s addicted. “You can see her screaming at the top of her lungs, telling me to do all these moves,” she said. “My dad’s into it; my dad did high school and college wrestling.
