At the end of the year, three positions on Redmond City Council will be up for re-election and there will be at least one new face come 2014. Council President Pat Vache, who holds Position 2, announced Monday that he will not be running for re-election later this year
when his term expires. The Education Hill resident has served on the Council twice for a total of 18 Pat Vache years. His first stint was from 1981-89, during which he served as president for four years. Vache began his second
and current term about seven years ago. “It’s just time,” he said about stepping down.

Vache said he likes where the City of Redmond and City Council are at the moment and it’s time to bring in new people. During his first term, Vache said things were very different.
First, he said Redmond didn’t have any financial reserves, which it does now. In addition, he said one accomplishment he is very proud of is being part of the group that worked to bring Redmond Town Center to the downtown, which had previously been a golf course. “There was a lot of controversy over saving the golf course,” Vache said, adding that the issue split the community.

In his current term, Vache said he is proud that the city has plans in place for Redmond’s two urban centers in the downtown and Overlake neighborhoods, the implementation of the city’s Budgeting by Priorities (BP) process and the forming of OneRedmond, a public-private partnership focused on the city’s economic development. Some Norman Rockwell Elementary School students have mixed emotions when they think about the young boy who had a malignant tumor removed from his brain and is currently undergoing chemotherapy. Jacobi H. (last name withheld for privacy reasons) is certainly a cute 2-year-old, said Rockwell fifth-grader Rabeeya Asif, who met the boy and his family during a recent assembly at the school, which has raised $7,000 at press time through the Sparrow Clubs USA program to help pay for Jacobi’s medical expenses. Asif added: “But sometimes I feel really sad when I look at him because he has to eat through that tube thing and he doesn’t know where he is a lot… I feel really good at the end of the day when I know that I’m helping somebody.” Fellow fifth-graders Eliana Pollock, Sydney Trzupek and Keshav Krishnan are also pleased with their efforts to help Jacobi, who ran around the Rockwell gym while screaming, clapping and blowing kisses to the crowd during the assembly. A man who was found dead in his mini-van on Monday may have been there for several weeks, according to Sgt. Cindi West, King County Sheriff’s Office public information officer. A resident found the vehicle with a 60-year-old man inside in a wooded area near Novelty Hill Road and Redmond Ridge Drive Northeast and alerted the King County Sheriff’s Office at about 5:30 p.m. on Monday. According to West, when officers arrived they found a Chrysler minivan north of the intersection with the body inside. The deceased man was not wearing a seat belt. The King County Medical Examiner’s Office hadn’t released the man’s name at press time. West noted that there was no missing person report filed prior to Monday’s discovery. “There is evidence of high speed,” said West, adding that she’s not aware of any other serious accidents at the location. West said the accident was near a “T” intersection with Redmond Ridge Drive Northeast running south from Novelty Hill Road. She added that the mini-van was headed northbound on Redmond Ridge Drive Northeast and drove through the intersection, up a 30-foot embankment and crashed.

A new piece of state legislation may lead more homeless and runaway youth to seek

ian about the status of a youth younger than 18 who is seeking shelter at the agency. The legislation will go into effect 90 days after Inslee’s signing it into law. FOY President and CEO Terry Pottmeyer said this will affect their Youth Haven shelters, which have a boys campus in Kenmore and a girls campus in Bellevue. FOY also has a young adult shelter — The Landing — in downtown Redmond for people ages 18-24.
TIME TO STABILIZE
A previous law had set the notification period to 72 hours but a sunset provision that went into effect in July 2012 brought it back down to eight hours. This shorter time period means agency employees have been required to contact a youth’s parents or family within eight hours of their arrival at the shelter. With most youths arriving at night, this typically meant their parents would be contacted first thing the next morning, if not sooner, Pottmeyer said. “Runaway youth now can feel more confident about seeking help with an emergency shelter such as Youth Haven, when they know that parental notification does not have to take place immediately,” she said in a press release. “Young people in crisis need an opportunity to have a hot meal, talk to a counselor and
get a full night’s sleep before efforts at family reunification can be productive. The extended notification period will give our youth shelter staff more options for providing services and resources that will help keep vulnerable kids off the street.” For example, Pottmeyer said a few years ago, a 17-yearold boy arrived at their boys shelter after he was in a physical fight with his father. The young man had 72 hours to regroup and calm down before FOY contacted his father. Once they contacted his father, Pottmeyer said they received permission to house the 17-year-old at the shelter while he worked toward stability with social workers. After 21 days, the teen went back home to his father. In addition to helping the youths, FOY also provides services to help parents during tough times. “It’s challenging to parent teenagers,” Pottmeyer said. Licensed shelters such as those run by FOY require parent permission to house minors, otherwise they would have to turn away the runaway or homeless youths. Pottmeyer said in addition to allowing time for involved parties to regroup after a youth has left home, the 72-hour notification period also gives them time to locate a translator if needed in cases where English is not the first language.
“Eight hours is just not a lot of time (to accomplish this),” she said.
WITH GOOD NEWS COMES THE BAD
While the restored 72-hour notification period has been good news for FOY, the agency is facing a 5 percent cut in federal funding due to last week’s federal sequestration, meaning they will need to reduce cost by about $102,000. These cuts will affect programs funded by the U.S. Department of Housing and Urban Development (HUD), as well as the U.S. Department of Health and Human Services (HHS) such as Youth Haven, transitional housing programs for homeless young adults and pregnant and parenting young mothers, foster home programs, residential group homes for youth younger than 18 and street outreach case management for homeless and at-risk youth. “It’s a lot of impact for our agency,” Pottmeyer said. She said FOY is currently preparing internally to figure out how to address these cuts and how to make up the costs. The big challenge, Pottmeyer said, is the uncertainty about what will be cut, though they are assuming the 5 percent applies across the board. “There just isn’t enough information,” she said. Last week, the Washington State Supreme Court struck down the five-time voterapproved requirement that tax increases must receive a twothirds vote of the legislature. The issue was first brought to voters in 1993 and in its 6-3 ruling, the court’s majority opinion said, “Our holding is not a judgment on the wisdom of requiring a supermajority for passage of tax legislation. Such judgment is left to the legislative branch of our government. Should the people and the legislature still wish to require a supermajority vote, they should do so through a constitutional amendment, not through legislation.” Currently, there is a bill going through the state Senate proposing to do just that. SJR 8205 proposes a constitutional amendment to make the twothirds vote rule a reality. Rep. Roger Goodman (45th Legislative District, Kirkland) said the bill is still in the Senate and they have to wait and see if it will even make it to the state House of Representatives. Goodman said a supermajority is a violation of the American democratic system of one vote for one body, adding that the supermajority is also against Washington’s

The future of Washington jobs: science, technology, engineering, math Washington state is at the center of the high-tech industry. Companies like Boeing, Microsoft and Amazon offer our children endless opportunities. Even traditional blue-collar jobs like farming and manufacturing are becoming increasingly reliant on technology skills. My concern is these indemand jobs are currently being filled by recruits from around the nation and world, not our children. We are not producing enough trained graduates. Washington jobs should go to Washington workers. We need to get children excited about science, technology, engineering and math (commonly referred to as STEM) at a young age and help them to develop a life-long passion for these subjects. We need to make STEM a focus at all levels of our education system. Science and math are more than just algebra and chemistry formulas — we can get children started early with hands on learning. Robots, lasers, animals and other subjects that children naturally gravitate toward can be crafted into STEM-based lessons. Children have played with Legos for years. Over the years, I have introduced legislation to strengthen STEM throughout our entire education system. This year through SB 5624 the legislature will fund the State Board of Community and Technical Colleges to work with the Superintendent of Public Instruction to develop an articulated system K-12 through higher education in the STEM. SB 5624 would also provide funding to community and technical colleges to expand and offer applied baccalaureate programs that align with STEM fields.

and worked with various age groups, teaching each of them as individuals. The depth of his teaching was inspirational. I often visited him while in college working on my associates in elementary education where we talked about the aspects of physical education. He once told me, “they see sharks and minnows” (a game the students were playing), “but they’re learning teamwork and agility. You cannot teach teamwork anywhere else like you can here.” I think that was the coach in him talking, but as he looked out over the gym watching like a father hawk, I could see he truly loved his profession. He made me believe that certain people were born to do certain things and be great. He was a life coach for me, sharing stories and tips from his successful career. During a discussion, I asked him “why a teacher?” He told me he went to law school but as he got deeper into the profession, he felt a void, it was not fulfilling. So he went back and got his master’s in education, and as he began teaching, he knew this is what he was meant to do. “I felt like a part of a community for a greater cause, really giving back,” he said to me. Breier singled out one donation that made her day. With hands shaking, one of her students gave her an envelope with $496 inside that he and his third-grade brother were giving to Jacobi. “That amount for a fifth-grader and a thirdgrader is just unfathomable to me — and I almost wept, it was just so beauti-
ful,” she said. Both Lewis and Newport felt that when everyone met Jacobi, it made their sponsorship more real and meaningful in that they were able to put a face to whom they were collecting money for. “Having his family there was great because we got to meet his older sisters and his mom and dad. I think they were visibly touched by all of the kids being so excited about it and all of us kind of rallying around to help,” Lewis said. This is the agency’s annual fund-raiser with donations going toward all of their programming. Pottmeyer said their goal is to raise $200,000 but with the federal cuts, it essentially brings their goal up to $300,000.

Shauna Yusko shows off her blue “Katy Perry” wig. The Evergreen Middle School librarian with stage three breast cancer said if she is going to wear a wig, she might as well have fun. Samantha Pak, Redmond Reporter August came and the lumps showed no signs of disappearing, Yusko went to the doctor. At 41, she said doctors weren’t too concerned, but once a biopsy was done in October 2012, the results showed it was cancer. “It was a shock to everyone,” Yusko said, adding that she’d been feeling completely fine.
FOCUSING ON GETTING BETTER
Yusko was diagnosed with stage three breast cancer and has just completed her 13th week of chemotherapy out of 20. Since beginning treatment, which she said, “zaps you completely,” Yusko has taken time off from EMS to focus on getting better.

In addition to Support for Shauna, another fundraising event will be held from 7-9 p.m. on March 29 at the Old Fire House Teen Center at 16510 N.E. 79th St. in Redmond. The Literacy and Book Pack Benefit will feature students performing, sharing their art, writing and more. Redmond High School (RHS) sophomore and former EMS student Jennifer Martinez came up with the idea after she learned about Yusko’s diagnosis and read the librarian’s blog, My Angry Cancer (myangrycan cer.blogspot.com), which chronicles Yusko’s battle. Martinez noticed a link to the fund-raising website. “I don’t have a job and my family is very much a working-class family, so I really couldn’t donate out of pocket,” she said. With the benefit later this month, Martinez is still recruiting students to participate, but she said it’s going well. “More than anything I really want Mrs. Yusko to feel and know that we’re all rooting for her and her

As Shauna Yusko entered the Evergreen Middle School (EMS) library Tuesday afternoon, the first things she noticed were the posters on display on the far wall — and how the holiday-themed images needed to be updated. She begins contemplating out loud the merits of putting up Easter-themed posters with less than a month to go but stops abruptly as she realizes it’s not her job to worry about these types of things at the moment. This is because the school librarian is currently on leave from work. It all began in July 2012 when Yusko found some lumps in her breasts. The lumps appeared “literally overnight,” she said, so she assumed they were just a reaction to something she ate or a piece of clothing — nothing serious. But once
And she has been sorely missed. “She has become an integral part of this school and the educational programs we run here,” said EMS technology teacher Bob Kaneko. Since Yusko came to the school six years ago, she and Kaneko have become teaching partners and he described the impact she has had on him as profound. Upon learning about Yusko’s cancer, Kaneko began thinking about what she would need and how he could help. He set up a “Care Calendar” to help friends and family to address the basic needs like grocery runs, meals and errands. And then Kaneko began thinking about how he could help his colleague with her rising medical costs. He set up a fundraising page for Yusko at www.giveforward.com/ supportforshauna, which
amazing awesomeness, but I’d still very much like to raise a significant amount of funds to really help her out,” Martinez said. “She’s an incredible woman who has done so much for our community, it’s time for us to return the gesture.” Admission for the event is $10 or $8 with a donation of a children’s book.
COMMUNITY SUPPORT
When hearing about these different fund-raising efforts to support her, Yusko admitted that it feels weird. As founder and lead organizer of Pantry Packs, a rolling backpack program that provides kids with food for the weekend as there is no free or reduced meal program to help them on their days off from school, she said she has no problem asking for help on behalf of others but is leery of asking for herself. Even without her asking, Yusko has received a lot of help. In addition to the two fund-raisers, she said coworkers have donated sick leave, neighbors have cooked meals for her family on days she has chemotherapy and more. “The community’s really amazing,” Yusko said about the support she’s received. To help her focus on fighting the cancer, Jen Mayo, Yusko’s neighbor and friend, has stepped up her role in Pantry Packs. Despite this, Mayo said Yusko remains involved. “I am continually amazed by her daily dedication to making sure (the Pantry Packs) are delivered regularly regardless of how she is feeling,” Mayo said. “Hopefully my involvement is helping relieve stress in her life and Shauna will be able to focus on fighting the cancer — a battle which she is sure to win — and return to ‘normal’ life in the near future.” Two of Heidi Cooperrider’s four daughters have or are attending EMS and while Cooperrider has not met Yusko personally, she said there isn’t a more deserving person of all this support. As a parent, Cooperrider has a fondness for the librarian. “Just the way my kids light up when they talk about her wins her a spot in my heart forever, and makes me wish I knew her better as a person,” she said. “We need people like Shauna Yusko.”

Help older parents avoid financial ‘scams’

The answer to the first question is “yes” — you should be concerned. Of course, as the numbers above show, most aging Americans are not being swindled, which suggests they can take of themselves quite well. Still, it’s no secret that many fraud schemes target seniors because of their concentrated wealth and in many cases, trusting nature. And as much as you’d like to think other-
wise, your parents could be susceptible to rip-off artists. Fortunately, in regard to the second question above, you can indeed take steps to help prevent your parents from being fleeced. Here are a few suggestions: • Observe their behavior. If you live close to your parents, listen closely to any new friends, investment deals or sweepstakes they mention during your normal interactions. If you’re in a different city, try to stay abreast of your parents’ behavior by communicating with them frequently
and by checking in with other family members or friends who have occasion to see your parents. • Urge them to watch out for suspicious emails. You’ve probably seen them — the emails offering to “reward” you with huge amounts of money if you will only contact such-and-such from a distant country and then put up a “small” sum to initiate some ill-defined transaction. You probably “spam” these without a moment’s thought — and you should urge your parents to do the same. Remind them
