Latest design for Cedar River library shows larger space dradford@rentonreporter.com
The King County Library System presented to the Renton City Council Monday night a concept for a new downtown library that’s slightly smaller than the current one, an idea that was generally well-received by council members and the audience. The new design is 19,500 square feet, about 13 percent smaller than the existing Cedar River library’s 22,400 square feet. The larger library would cost about $1.5 million more than what’s currently budgeted for the new downtown library. City administrators will have ideas for how the City Council could pay for the difference at its April 29 meeting. KCLS architects went back to

Center of Hope taking shape Renton churches renovating former city jail for day center for women, children in city By TRACEY COMPTON tcompton@rentonreporter.com
Renovation work is under way on a new women and children’s day center in the former jail at Renton City Hall. Walls are being knocked down, jail bars and heavy doors removed and lots of painting is planned to convert the space into the REACH Center of Hope. REACH – Renton Ecumenical Association of Churches – has contracted with the City of Renton to provide the day center shelter for three years. The space is being renovated to host about six families, who will be transported to area churches to stay overnight. The Center of Hope plans to host about 100 families a year. Monday morning it was high-fives and astonished remarks as REACH team members surveyed the space with the contractor Justin

A new entry is being created, along with bathrooms and new fire and safety equipment will be installed. The rooms will be outfitted with electric plug-ins. The Renton Police Department will still have some operations in the basement, but two facilities will be separated and have different entrances. Jensen has been discussing his ideas for how to make the center feel less institutional with Maggie Breen, REACH chair. “We’re still working toward the 6th,” said Breen of opening day in May. “It may be pushed out to a couple of weeks, but we’re ready to go.” She toured the facility with Rev. Linda Smith, center director. “This will stabilize people so they can get housing quicker,” said Smith. “People will be given as much time as they need.” “This is really looking good,” she said, giving Breen a high-five. Before revealing the new designs, Ruth Baleiko of architectural firm Miller Hull, which is designing the downtown library for KCLS, briefed the council’s Committee of the Whole and the audience on the process to get the library to this point. The audience had a chance to weigh in on the new schematic drawings at the regular council meeting. “It’s the first sign they are listening to us,” said Dave Beedon, who added there’s still room for improvement with the plan. But others continued to question the need to move the entryway from its central position on [ more library page 10 ]

Community leaders and advocates gathered at Renton’s Compass Veterans Center to speak out about the effects proposed state budget cuts will have on Washington residents, specifically people of color and low-income families. The press conference last week coincided with a letter that was sent to legislators and Gov. Jay Inslee from more than 40 organizations, asking the state Legislature to pass a budget that invests in communities of color and strengthens the middle class. Renton was chosen for the event because the Compass Center is an example of an affordable-housing development made possible through Housing Trust Fund money, one of the funds slated for cuts, as part of the Senate’s proposed budget. The Renton community is also home to many
people who have used or currently benefit from state-funded programs that could see a reduction in funds, depending on how the state House of Representatives and Senate work out the budget and come to an agreement, leaders said. “Renton, Kent, Auburn are transitional neighborhoods,” said Jaime Garcia in an interview after the event. He is the executive director of Consejo Counseling and Referral Services, serving the Latino community. “They are neighborhoods that are going to be heavily impacted by cuts like this.” South King County is an example of an area that has seen shifts in the upper and middle class to lower incomes because of job and retirement losses due to the recession, he said. “This building was built with Housing Trust Funds,” Garcia said, referring to the Compass Center. “If we cut the Housing Trust Fund, we won’t have anymore services, especially for veterans,

When she became homeless, Mitchell called Hopelink and was relocated to Bellevue. “I’m in danger of being kicked off TANF (Temporary Assistance to Needy Families), being homeless, not being able to find a job and not having childcare for my children while I try to obtain employment.” Mitchell is hopeful that the budget and programs issues will be resolved, but is doubtful that any real gains will come. Garcia isn’t really optimistic either, but says he has hope because that’s all anyone has at this point. He isn’t sure about what he calls a “renegade Senate,” some progressive members of House and a new governor, who’s skilled in Washington, D.C., but not Olympia. Many of the panelists in the press conference were concerned that the state Supreme Court’s McCleary decision, to support fully funding public education, would do so at the expense of the state’s most vulnerable residents.

Bellevue doctor killed in second avalanche [ dentist from page 1] Hungate describes how he enjoys mountain climbing and competing in triathlons, competing in numerous Iron Man world championships and climbing many of the world’s tallest mountains. He was born and raised in the Sammamish area and graduated from the University of Washington School of Dentistry in 1978. The search near Granite Mountain is led by the King County Search and Rescue and the King County Sheriff ’s Office. Midweek, it was likely that unstable conditions could last for days, according to the Sheriff ’s Office. Once the danger decreased, teams planned to resume their search. Around 12:49 p.m. Saturday, three men hiking to the summit at Granite Mountain off I-90 at exit 47 were swept away by an avalanche, according to the Sheriff ’s Office. One of the hikers indicated they had no warning, that the snow began to move
beneath him following which he and his friends were swept down the mountain. Two of the three hikers were able to selfrescue and call for help. Other hikers in the area began searching for Hungate. The avalanche carried the hikers 1,279 feet at a top speed of 53 mph “in less than a minute,” according to one man who was equipped with a GPS. A second avalanche on Red Mountain happened shortly after the first one off I-90 at exit 52. A group of hikers was caught in an avalanche while snow shoeing. The avalanche separated the group. All were able to rescue themselves but realized another hiker nearby was missing, according to the Sheriff ’s Office. They searched for 45 minutes and were able to dig her out of five feet of snow. Rescuers brought her off the mountain, but she had died. She was identified as Dr. Joy Yu, a naturopathic physician who practiced in Bellevue.

Dianna L. Miskimens Dianna L. Miskimens, 51, of Renton, Washington, died peacefully at home with her loving family where she lost her battle with cancer Saturday evening April 13, 2013. She was born Dianna Louise Royal in Olympia, Washington to Philip D. and Clara M. (Fanning) Royal, July 5, 1961 at the old St. Peter’s Hospital. She was a graduate of Renton High School, class of 1979 where she enjoyed being in Drama and Choir. She enjoyed her favorite rock band ‘The Eagles’ from that time and a few weeks before her death she saw the group for the first time perform live in Las Vegas five rows back from the stage with her husband Dean (facilitated by her nephew Drew); she sang along to her favorite tune ‘Lyin’ Eyes’. The 1980’s found her in Mount Vernon where her son and best friend Steven Woody was born in 1982, a son who was always the light of her life. Dianna made a great group of friends in the area who she still maintained relationships with. She attended the 2012 Pioneer Picnic in La Conner where her Boyd & Savage family ancestry in Skagit County was honored as “Pioneer Family of the Year”. When she returned to Renton in the late 80’s she, her brother Dan and sister Bonnie, were all single parents. They worked together as a strong family unit and for a time they raised the four kids between the three of them: Steven, Maleena, David and Jon grew up more as siblings than cousins, which they still consider themselves today. Dianna lost her mother, Claire, to a fatal heart attack April 7, 1990, her mom was 50 years old at the time; it was a devastating loss for the family. Her relationship was strong with her son Steven, who gave her away in marriage to a wonderful man, Dean S. Miskimens, a former classmate from RHS, September 1995. They formed a new family unit, Dean’s parents and extended family became an extra set of loving family for her. As a family they enjoyed BBQ parties with family and friends,
sporting events and Golf, lots of Golf, taught to her by her very capable husband. Many golf outings included faithfully attending every year the “David Fanning Memorial Golf Tournament” to benefit the Cystic Fibrosis Foundation. David Fanning was a first cousin who died from CF in 2002. Her final joy and source of strength as she was going through her early stages of cancer was the marriage of her son Steven to Reasa Shuck and the birth of her granddaughter, bright eyed and intelligent, McKenzie May Woody on June 26, 2012. Dianna was preceded in death by her mother, Claire Royal, Seattle, maternal grandparents Hugh and Edna Fanning, Olympia. Her mother in-law in 2010, Dolly Miskimens, Auburn. She is survived by her loving husband, Dean Miskimens of the family home; son, Steven (Reasa) Woody and granddaughter McKenzie Woody, Bothell; sister, Bonnie (Mike) Lowe, Stanwood; brother, Dan (Maureen) Royal, Concrete; father, Phil (Donna) Royal, Bellingham; father in-law, Bud Miskimens, Auburn; grandfather Howard (Jackie) Royal, Everett; brother inlaw, Kelly Miskimens. Aunt and Uncles: Rockie (Rita) Fanning, Olympia, Michael Fanning, Tacoma; Beverly (Don) Coulter, Burlington. Niece and nephews: Maleena Marshall, Stanwood; David (Linda) Royal, Brorup, DK; Jonathan (Katelyn) Royal, Mill Creek; Adam (Kelli) Jackson, Olympia; Drew Jackson, Santa Monica, CA; Kristen Wallace, Chicago, IL. Many special friends, cousins, great-nieces and nephews. As Dianna wouldn’t want to be remembered in any sad affair, a ‘Celebration of Life’ will be held Sunday, April 21, 2013, 2:00 PM at the Maplewood Golf Course, 4050 Maple Valley Hwy, Renton, WA to remember her as the brilliant shining star that brought so much treasure to all our lives. Bring your golf club if you have one to drive a golf ball off a tee in her memory. Dress casual. A special thank-you to her Sister-Cousins who acted as Caring Angels since this cancer took a turn for the worse; Kathy and Stacy Casebolt and daughter in-law, Reasa Woody. Suggested donations in her name can be made to the American Cancer Society in lieu of flowers. Cremation arrangements were made by Greenwood Memorial Park, Renton,WA. 769778
Dick passed away April 5, 2013 after a courageous battle with Multiple Myeloma. He was one month shy of 70 years old. He was a lifetime Renton resident and was proud owner of the Lumber Market until his retirement. Dick enjoyed the simple things in life: looking out on the lake he loved, being with his adored granddaughter Elizabeth, having a cheeseburger with good friends and travelling to the Philippines, Arizona and the Panama Canal. He loved life and often said he was a blessed man. He didn’t have a bucket list; he just wanted to stay with his family a little longer. We wish he could have too. He will be remembered for his integrity, his sense of responsibility to his loved ones, and having a fun, playful personality that was larger than life. Dick is survived by daughter Dana (B.J.), his granddaughter Elizabeth and his son Brian. He also leaves behind his long-time girlfriend Teresa and her family (Kevleen, Courtney, and Lexi), and his former wife Gail (John). He was predeceased by his parents and his brother Don. Thanks to Seattle Cancer Care Alliance: Dr. Libby, Barbara and Alex. A private Celebration of Life will be held at a later date. Contributions can be made to the International Myeloma Foundation (myeloma.org) or to 12650 Riverside Drive, Suite 206 North Hollywood, CA 91607-3421 769683

Notice of upcoming work in the Renton area Bonneville Power Administration (BPA) plans to do vegetation management work on its power line rights of way in the Renton area beginning the week of April 22, 2013. The lines involved are BPA’s Covington – Creston No. 1 and Covington – Duwamish No. 1. When this work starts, you may see and hear trucks, crews and power equipment during the day along our power lines near your neighborhood.
Welcome to Rolling Hills

Private bath in master is also updated with new vanity & spa-like tile finishes. Covered patio in fenced backyard, 2 car garage. $235,000
BPA operates over 15,000 miles of high voltage transmission in the Pacific Northwest. This work is needed because trees and high-growing brush under and near transmission lines create a threat to public safety and can damage BPA’s equipment. One hazardous encounter with an overgrown tree or plant could cause a power outage, leaving thousands of residents in the dark. The project would include: ■ Cutting and removing trees that could reach their maximum height within 25 feet of the transmission line ■ Removing cut trees, limbs and branches from the area ■ Spraying herbicide on the stump of cut trees to prevent future re-growth ■ Repairing any damage on the right of way caused by vehicles and equipment BPA works hard to keep at least 25 feet of clearance between our high voltage lines and the nearest trees or high growing shrubs. For our power lines areas west of the Cascade Mountains, we carefully monitor vegetation on a threeyear cycle because: ■ Transmission lines can sag up to 20 feet on a hot day ■ High voltage electricity can cross gaps of up to 15 feet – trees don’t have to touch the power line to be dangerous ■ Trees, bushes and shrubs can conduct electricity ■ People and pets near electrified vegetation are at risk of serious injury or even death BPA values and depends on the support and cooperation of landowners and residents. Our project staff would like to hear from you if you have ideas or concerns about the upcoming work. To share feedback, please contact the project manager, Jake Grinolds, at 360- 563- 3642, or email him at jdgrinolds@bpa.gov. You may also submit comments online at www.bpa.gov/comment, fax comments to 503- 230- 4019 or phone comments to us toll free at 800- 622- 4519.

A way forward for Cedar library
T
he King County Library System has listened, proposing a 19,500-square foot library over the Cedar River that’s not much smaller than the current one. Maintaining the size of the library was one of two key concerns of citizens who have been watchdogging the library planning for years. At Monday’s City Council meeting, there seemed to be general approval for a bigger library – and larger than one proposed last month. KCLS and its architects are sticking with their plan to move the library’s entrance to the corner near the parking lot, but an added bonus is turning that end of the footbridge into a small plaza. KCLS’ reasoning is sound on the entryway. It’s necessary there for smooth operations and leaving it where it is would add to costs. And cost is the one drawback to a larger library. More space will put the downtown library about $1.5 million over budget. That’s a huge amount, but getting the library right is worth the effort to find the money. Now is the time for out-of-the-box thinking. What was refreshing in comments at the council meeting and in the community was an interest in working together and toning down the rhetoric. The library debate has turned an important corner.
Letter to the editor Finding what’s best for all will move library forward Assumptions........... The vociferous group that is now demonizing KCLS is acting on a false assumption. This assumption is that anyone who voted for the Cedar River site last year is also a KCLS opponent and against the process going on now with the City of Renton. That’s just not true! That vote on the library site was just that! A vote on the library site. It was not about the appointment of a group of people to interject themselves into each step of the process. It was not a vote directed to show a lack of confidence in our city government. It was a vote on the site! I am a taxpaying citizen of Renton and this group does not represent me. I resent the fact that so much valuable time and effort on the part of city officials and staff is spent dealing with this demanding group. They are not representing me – they are not representing the many Renton citizens who feel our city government is working in our best interests. An assumption that could work: that all the citizens, elected officials and staff of the City of Renton want the best for our citizens! This assumption will move the process forward! Thanks,
Sally Rochelle Renton
Reality for many: Eating on $4 day As we try to fully understand the impact of poverty in our country, it’s important to understand what it must be like for low-income individuals to survive each day. To do that, let me ask you a question - could you eat all of your meals on approximately $4 a day? More than 45 million people in our country have no choice but to do just that. That equates to more than 1 in 8 adults and 1 in 4 children. These families are enrolled in the Supplemental Nutrition Assistance Program (SNAP), more commonly known as food stamps. For millions of families, food stamps are their sole means of putting food on the table. And for a growing number, this program is their only source of income. Although the federal government oversees the program, it is run through the states. Awards differ based on where you live and certain requirements, such as number in your household, income, assets, number of children and seniors, and so forth. So, residents in New York may get a higher monthly allotment than folks in a rural city in Idaho. Awards generally range from about $21 a week to $32 a week per person. If you’re at the high end of that scale, you might think you’re lucky. But consider that even at $32 a week, that’s only $4.57 per person per day. Most of us spend that much on a single trip to McDonald’s. Families living on SNAP struggle to incorporate healthy, nutritious food into their meal plans. Good food is expensive and sometimes doesn’t fill you up, so families must rely on “bulk” foods. Many families run out of money by the end of the month. What do they do? Go to the local food bank or community supper. Taking the Food Stamp Challenge is becoming a popular way around the country to “walk a mile in someone else’s shoes.” Most recently, Mayor Cory Booker (Newark) spent a week eating as if he was living on food stamps. He tweeted that when he burned a yam, he had to make a choice – eat the burned yam or go hungry for the day. That’s not a choice. Chris O’Connell, from Fox News in PhiladelLynn Bohart

phia, also did the food challenge and wrote on his blog, “Last night I went to bed hungry. I can’t ever remember a time that has happened. In a small way I am beginning to understand real hunger. Wanting to eat but not having the means.” He went on to say, “Today I took inventory of my remaining food left for the week and I … may not have enough breakfast food to last. Only three bananas and two containers of yogurt are left … a real reminder of the challenges people on food stamps go through …” Yes, it is a challenge, and so here’s my challenge to you - go to the Internet and Google living on food stamps. You’ll find story after story of individuals who have Food resources taken the Food Stamp Challenge • Emergency Feeding Program and the lengths 575 Rainier Ave. N. they’ve had to go • Salvation Army Renton Rotary to make it work. Food Bank It’s inspiring and 206 S. Tobin St., Renton disheartening • St. Vincent de Paul/Renton all at the same 314 S. Fourth St., Renton time, because • Rotary First Harvest you realize that 1201 First Ave. S., Seattle people who really • Northwest Harvest are living on food 711 Cherry St., Seattle stamps are forced • Sustainable Renton to make choices chris_conkling@yahoo.com most of us never think about – “I have $1.31 left for the week. Do I have enough to buy hamburger, or do I stick with peanut butter and jelly? Maybe I can only get a can of beans.” We live in the richest country in the world. As a testament, our obesity rate is soaring and we throw more food away than we know what to do with. It begs the questions, why then are so many of us going to bed hungry? It is a fun, family, community walk/run for all ages to help end hunger, says Kenyon. Walkers can sign up through their participating church or organization, at the walk or online at www.rentoncrophungerwalk. org. Those under 18 need a parent’s signature on the form or parent’s permission online. Strollers, wagons and wheelchairs are the only wheels permitted. More information is available online. Local 907 to open downtown arcade in June Fun and games are headed to downtown Renton, as the owners of bar Local 907 plan to open an arcade in June across from their current location on Third Avenue. Their new space, formerly Cedar Chest Antiques and Pop Gourmet, will feature about 50 arcade games, a luncheon bar, high-speed wireless access and an outdoor patio area, with a four-foot Jenga game set. Beer will be served and wine in the future,
but there will also be milkshakes, ice cream novelties, soda, pizza, nachos and other snack foods. The arcade will be an all-ages venue until 7 p.m. and youth can stay until 8 p.m., with an adult chaperone. The arcade becomes a 21 and up pub from 8 p.m. to 2 a.m. “Don’t know specifically the games, but we’re kind of going for the old school ‘80s, early ‘90s style of arcade games,” said Pete Olive, an owner. “So, Defender, Pac Man, Ms. Pac Man, Donkey Kong – we will have a couple of newer games spliced in there,

There will be about 20 pinball machines, electro-mechanical games and 30 arcade video games that will rotate every couple of months. In addition to the giant Jenga game outside, there will also be Washers, which are like a game of horseshoes. Olive’s favorite game is Bubble Bobble, a video game from the 1980s that features a
dragon that shoots bubbles. “(There are) so many games that we’ve enjoyed over our lives; we just want to have a nice flow of games that everyone can enjoy and have fun with,” Olive said. The idea came to the owners a couple of years ago, when they realized there isn’t really a lot of places for families to hang out in downtown Renton. A bartender at the Local 907 at the time had two young boys, who would leave Renton often to find something to do. “I know The Landing is a nice place for people to go shop and they can go there with a lot of people,” said Olive. “But in [ more arcade page 9 ]

the bridge. Part of the reason for the move is structural; the braces for the library limit where there’s sufficient room for an entry. KCLS Director Bill Ptacek said leaving the entrance where it is now would affect how the library operates and would add cost to the building. Also discussed were pos-
sible sources for the extra $1.5 million needed to build the 19,500-square-foot library. Audience members argued that money is available within the $8.9 million budget and suggested hiring an independent auditor to look at how KCLS is spending money for the new
library. Beth Asher, one of the leaders of Save the Cedar River Library … Again!, told council members they have to watch the budget and they have to watch the city’s partners, meaning KCLS.
The drawing at right shows one of the two visions the architects and KCLS have for the library’s interior space. KCLS

Police Blotter
dradford@rentonreporter.com
A woman who used a stolen customer card to get a tan in the Highlands on March 24 stole a salon employee’s purse and bought $13 worth of food with a stolen card at McDonald’s. The Coach purse was worth $300 and the Coach wallet $600. Inside were credit cards, a driver’s license and the employee’s Social Security card. The suspect was caught on security tape at the McDonald’s on Northeast Fourth Street. She is white, 5-foot-7, 130 pounds with brown wavy hair. She was wearing a black “PINK” sweater with glitter on the back. The 24-year-old owner of the Desert Sky Tanning card told police she was at church, went to relationship counseling and then to her mother’s house the day the theft. She told police her backpack with personal information inside had been stolen for several weeks prior.
Copper wire dug up at Ron Regis Park Someone dug up electrical boxes next to the outfield light poles at
Ron Regis Park and stole about $1,500 worth of copper wiring. The theft was reported by a City of Renton employee the morning of March 25. There were garden shears near one of the light poles. An officer attempted to get fingerprints off the shears.
Woman who got ride home steals iPad A 47-year-old Renton man who gave a woman a ride home early March 27 discovered his iPad missing after she got out of his vehicle near an apartment complex on Taylor Avenue Northwest. He had left the unknown woman alone in his car while he went inside a convenience store. The iPad is worth about $700.
Sports memorabilia stolen from home About $5,000 worth of personal belongings, including sports memorabilia, was stolen from a home in the 600 block of South 38th Court in mid-March.
The items included a camera and lenses, a Play Station 3, and iPod Touch, and iPad. Also stolen were a baseball signed by Mickey Mantle worth $600, a baseball signed by Alex Rodriguez worth $300 and hundreds of baseball cards. A rock was thrown through the laundry-room window to gain entry.
Woman hits man with bag full of rolled coins A 34-year-old woman was arrested for hitting the father of her child in the face with a bag full of rolled coins. The man told police he came home to bring the woman some food and they argued. He went outside and she threw a bottle of water at him but missed. She followed him to his car, opened the passenger-side door and hit him in the face with coins rolled from his business. The woman was found a short distanced away, arrested for four-degree assault and taken to the SCORE jail.
from burning house A man was rescued by Renton firefighters Monday morning from a house fire investigators are describing as suspicious, according to Renton Fire and Emergency Services. Firefighters arrived with five minutes after receiving a call at about 6:50 a.m. of a residential fire on Jefferson Avenue Northeast near Northeast Eighth Street, according to Deputy Fire Chief Erik Wallgren. Smoke and fire were coming from the second floor when crews arrived. The man was treated at the scene and released; no other injuries were reported. Five adults and three children were displaced by the fire. Firefighters rescued numerous pets, although several other pets perished in the fire. Fire investigators are labeling the fire as suspicious and continuing their investigation, according to Wallgren. The loss is estimated at $250,000. Investigators report that smoke detectors in the residence were not functioning properly. It’s important to check your detectors regularly to ensure they have charged batteries and are working properly, according to Wallgren.
Distributing telephone White Pages is no longer required State regulators this week ended a decades-old requirement that local telephone companies deliver printed White Pages directories each year to all their Washington customers. The change is expected to
remove more than 300 tons of unwanted paper directories from waste and recycling bins annually. Under the new rule, the commission will require companies to make directories available electronically and
provide paper directories only to those customers who specifically request them. The revised rule, Washington Administrative Code 480-120-251, becomes effective May 17.

Thousands of runners coming to Renton for 12K Run Thousands of runners will converge on Renton Sunday for the 2013 Seahawks 12K Run starting and ending at The Landing, which will affect traffic in the area. Ask Your Lawyer by Dan Kellogg
Do you need a Power of Attorney? A power of attorney is a document that names an agent to make decisions for you. Typically, the agent makes decisions when you are unable to make financial and/or health decisions. Everyone should consider whether to sign a power of attorney. Without it, no one (not even a spouse) has authority to act for you. Guardianship may be required if decisions have to be made when you are unable to do so. Protect your right to distribute your estate as you intend. Consult an estate planning attorney today.
