Charon Gooding’s wedding ring is the only piece of jewelry she has left after her home was burglarized while she was out of town last month. The 73-year-old Mercer Island resident was widowed 20 years ago, but still wears her diamond wedding ring. Gooding has lived in her waterfront home below East Mercer Way, in the 5400 block of 96th Avenue S.E., for 27 years. The home is situated in a wooded area. Gov. Jay Inslee is asking House and Senate budget writers to renew negotiations in earnest as early as Tuesday in hopes of making substantial progress on a deal before lawmakers return for a special session. “We are working to see if we can get that scheduled,” said David Postman, Inslee’s executive director of communications. “This allows time for good work to be done before the start of special session.” Inslee wants to see representatives of the Republican and Democratic caucuses in each chamber get back on the negotiating schedule they had at the end of regular session, Postman said. It’s possible that the governor could be involved in the talks this week, he added.
The special session will start next Monday at 9 a.m. and can last up to 30 days. When the regular session ended on April 28, Inslee said he’d use the two-week break to push the House and Senate leaders closer to a budget accord. “We will insist on, and I am confident, we will have vigorous work in the next two weeks,” Inslee said following the adjournment of regular session. Most of the “vigorous work” last week did not involve legislators, but rather the budget writing staffs of the governor’s office and the two chambers. Those individuals spent hours delving into and clarifying the rationale for some of the most disputed assumptions on which the Senate and House budgets are based.

For example, they examined the Senate assumption of $127 million in savings from steering part-time workers for public schools and state agencies into federally funded health care exchanges. House Democrats contend that the Senate counts on too big a savings since it’s unclear if any workers will want to make the jump. The budget staff members sought to clarify how the figure came to be, a move which may assist lawmakers in negotiating on the policy. There were several such issues with wrinkles to be ironed out, a spokesman for the governor’s budget office said. Entering the special session, the House has passed a budget that spends roughly $1.1 billion more than one approved by the Senate. The
difference is the amount of money that House Democrats want to raise by extending an expiring business tax and eliminating tax exemptions, two moves opposed by the Senate Majority Coalition. Inslee is siding with Democrats on taxes. Budget isn’t the only topic that the governor and lawmakers intend to address in overtime. Inslee has said he wants the Legislature to pass a plan for raising billions of dollars for transportation improvements and enact a slate of school reforms. He also wants votes taken on controversial bills dealing with abortion insurance coverage, college financial aid for undocumented immigrants and background checks on private gun sales. He is confident that a bill to impose longer sentences on repeat drunken driving offenders will be passed.

Community news County to hear from citizens on cuts to Metro service May 14 A potential 17 percent reduction in Metro transit service due to a lack of revenue will be the topic of a special meeting of the Metropolitan King County Council’s Transportation, Economy and Environment Committee. An open house and public testimony will be taken beginning at 3 p.m. for the open house and 4 p.m. for testimony on Tuesday, May 14, at Union Station, 401 South Jackson Street, in Seattle. Routes to be eliminated on Mercer Island include: 201, 203, 205, 211, 213. Routes that will be reduced are 202 and 204. The committee wants the public to have an opportunity to tell their leaders how transit service cuts will affect them. Absent action from the Legislature, King County will begin seeking input this fall on how to cut 600,000 hours of transit service. The cuts are expected to begin in 2014.

State Dept. of Health wants your input on health care providers By Reporter Staff
The Washington State Department of Health is trying to ensure that the quality of service provided by 380,000 health care providers and 7,000 facilities in the state is up to standard. The DOH is asking the public to report any issues that they may encounter with health care services throughout the state. “Patient safety is our highest priority,” said newly installed Secretary of Health John Wiesman. “When someone makes a complaint about possible substandard care by a health care provider or facility, they’re helping protect other patients in our state.”
Reports can be filed online at www.doh.wa.gov, or by phone at (360) 2364700. According to the DOH, disciplinary action against health professionals is complaint-driven. The DOH reviews nearly 9,000 complaints annually and inspects thousands of the aforementioned facilities on a regular basis throughout any given year. The DOH takes the complaints seriously. Late last year, a complaint of sexual misconduct surfaced against former Federal Way chiropractor Greg Summers. One of those complaints was so serious that Summers is now facing felony “indecent liberties” charges. If con-
68,000 gallons of wastewater spills into lake in Kirkland By Rachael Dawson
rdawson@kirklandreporter.com
Kirkland’s Marina Park beach was closed last weekend due to an estimated 68,000 gallons of wastewater that discharged into Lake Washington on Thursday. Wastewater was discharged for about an hour through an emergency outfall into Lake Washington near Marina Park on Thursday. The overflow was caused by the failure of a
transmitter to signal two of the station’s pumps to begin operating. A third pump, which normally engages when water levels rise, failed. “The purpose of the emergency outfall is to have a way to get the wastewater away from homes and businesses,” said King County Media Relations Coordinator Doug Williams. “That would be significantly more serious than going into Lake Washington.”

victed, Summers would be forced to register as a sex offender, according to state law. Summers’ attorney, however, maintained his client’s innocence when the charges first came to light. “We believe that the charges will be dismissed as groundless,” according to a statement released last November by Robert Zielke, attorney for Summers. “Anyone can file a complaint against a doctor even when the complaint is not accurate or not actionable.” The DOH notes that anyone who feels they may have a valid complaint should report it as soon as possible because details will Workers at the pump station have since restored normal operation. The water side of the beach at Marina Park will be closed until further notice, and may only reopen once Public Health deems water quality has been rid of fecal coliform at toxic levels. King County will have to test the water for fecal coliform until they receive two consecutive clean samples. Park-goer Mike Shea expects the test results could be longer than expected and hopes the closure will not impact Mother’s Day weekend. The first round of testing was done Thursday afternoon, and the lab results were delivered Friday afternoon. However, the Wastewater Treatment Division is trying to help expedite the 24-hour lab tests as fast as possible. The Kirkland Pump Station is 40 years old. still be fresh. If the issue seems uncertain, the DOH still encourages residents to call the aforementioned phone number and speak to one of their customer care specialists. Along with that, the DOH also indicates that anyone who is aware of issues with a health care professional or facility can file a complaint. Patients can look up their health care provider at the DOH website as well, to see if there has been any past disciplinary action taken against their provider. “We want and need to hear from the public if a provider or facility isn’t meeting standards,” Wiesman added. “Our focus is ensuring safe, competent care for all patients. If there’s an issue, we want to know about it so we can prevent more problems from happening.”
Drowning risk high on area lakes, rivers By Reporter Staff
A pair of drowing deaths in Western Washington over the weekend has King County officials urging recreational river and lake users to be extremely careful when heading out on the water. Despite warm air temperatures, the water is very cold. Flows on rivers fed by mountain snowpack could increase throughout the week as snowmelt accelerates. River temperatures can still be in the 40-degree range and lakes aren’t that much warmer. Drowning is the second leading cause of unintentional injury death for children and teens in Washington. In 2011, there were 93 unintentional drowning deaths in Washington. For more information, visit the King County river safety web page at www.kingcounty.gov/riversafety.

Guns and laws A
letter in this week’s issue illustrates what many feel about gun control. What exactly is the hold-up in getting expanded background checks into laws about gun ownership? A story in last week’s issue of the Reporter (See www. mi-reporter.com/news/205312541.html) described the efforts of a consortium of local and regional leaders to put an initiative on the ballot to do just that. Who are they? They are clergy, law enforcement and public health officials — just the people who must deal with the aftermath of senseless gun violence —over and over and over again. For many of us — those whose lives do not include weapons of any sort either for sport or protection — we do not understand what the fuss is about. Guns are dangerous. Some people use them to threaten or kill. Isn’t it obvious? Individuals have to be vetted and licensed to operate a car, perform surgery and install elevators. Why not at least have everyone checked out before they are allowed to have a gun? Expanding background checks are already embraced by those who are responsible owners. Perhaps their voices have been drowned out by others who champion gun ownership without questions asked. People say that they are entitled to have a gun to protect themselves and their property. It is a right bestowed by the Constitution of the United States. Thus, to be fair, why can’t there be a layer of protection for those who might be harmed by guns. What about their rights? What are guns for? For sport, for ranchers to protect livestock, for protection. For those who use weapons responsibly, expanded background checks should not be a problem. So back to the real issue here — which are the lawmakers. Why do they hesitate to further control the proliferation of guns? Politicians want to be reelected. There is big money involved. And our elected officials are distracted and overworked. There are other important issues to deal with in the coming special session; education, roads, etc . Yet we believe nothing is as important as keeping guns out of the wrong hands.

To the editor Councilman’s dogs’ off-leash play is ‘unfair’ I just finished reading the article “Councilman’s dog bites city worker,” and I just had to respond. How do I explain to my little dog the unfair treatment that she is receiving? Every day as she leaves the house for her walk, my husband dutifully puts on her leash and harness, and she is restricted from the kind of fun that other Island dogs are apparently enjoying. This seems discriminatory to me and to her. Please help me find the words to explain this unfair treatment. Mr. Cero, could you please talk to my dog and calm her down? Could you perhaps swing by on your next excursion and pick her up? She is very aggressive, so I would suggest that perhaps you not sit in your car and talk on your phone during the “play date.” All kidding aside, Councilman Cero should know the laws of Mercer Island, and probably is well aware of our leash law. Unfortunately, there are those who think this law applies to everyone except them. Voice control of your pet is not enough. Keep them leashed (it’s the law), unless they are in an approved off-leash area (there is one on the Island). Remember, you are completely liable if your offleash dog approaches another person or a leashed animal and causes damage. Karen Franke

letters | FROM 5 iPads at school are a positive addition to learning My name is Trevor Gullstad and I am a sophomore at Mercer Island High School. I recently read the letter to the editor written by former student Greg Kim, criticizing the district’s one-to-one iPad program. I was surprised by Greg Kim’s strong criticism, as he is no longer a student at MIHS and has not participated in the iPad program. As a current student at the high school, I find my iPad very useful, and I believe that they are well worth the cost. I spoke with Jennifer Wright, the executive director of Learning and Technology Services for the Mercer Island School District, to learn more about the one-to-one iPad program. Wright told me that the district explored the possibility of Kindles, iPads and Android-based interfaces. The district selected iPads over the other two candidates based on the Kindle’s limited function and the iPad’s greater app availability. The district then piloted the iPads for two years, testing the devices in various grades and classes. This spring, 10th- and 11thgraders were given their own personal iPad. Since the iPads were implemented at the high school for juniors and sophomores, a month ago, I have found many uses for the iPad. I make use of my iPad in all of my classes and for homework every day. For instance, in biology I draw out my hypothesis for the experiments and take pictures of the
results, which I am able to compare in the photo stream. When I do my chemistry homework, I use the interactive periodic tables from the app catalog. For math, the TI-Nspire CAS app is only $30 compared to the $175 handheld device. In Spanish, I use my iPad instead of a white board for class activities. In addition, iPads can replace paper copy books and textbooks with eBooks and textbook apps. iPads can also be used to research, take notes, film lectures and type essays and reports. In today’s world, personal devices are used every day at work and at home. College students use laptop computers for nearly everything they do. It is important for students to learn how to productively and efficiently use personal devices, in order to achieve success in higher education and career settings. I personally find my iPad extremely useful for both school-related work and personal uses. I previously did not have a personal device and in only four weeks of use, my iPad has become an essential tool for learning and creating. The uses for the iPad are limited only by each student’s imagination and creativity. Imagine how they will be used in the future years to come. Trevor Gullstad

Support initiative to strengthen gun control I was glad to see the article about the group (of prominent local clergy, law enforcement and public health leaders) who are working together to start an initiative about gun control. It seems like this session of the state Legislature has once again yielded to the gun lobby. They have not shown any backbone to those who support closing background checks for gun buyers at gun shows, in newspaper ads on the Internet or from a second party. I would urge everyone to back this initiative. Dr. Bob Lewis

burglary | FROM 1 Gooding’s son, Jim, had just started practicing law in his father’s office. That particular day, however, he was absent. Several pieces of Gooding’s jewelry were purchased abroad, in Italy, Australia, Greece and the U.K. Her collection comprised at least 58 pieces bought locally and in other states and countries. Most of the jewelry was appraised, but it was never insured. While Mercer Island police continue to investigate the burglary, McNicholas hired two private investigators. The first visited local pawn shops. The second, Denise Scaffidi, canvassed the neighborhoods where the series of mid-April burglaries took place. “The purpose of this canvas was to ascertain whether other neighbors had received unexplained or unusual visits from strangers,” Scaffidi wrote in a report of her investigation. “My assumption was that in order for the burglars to know which houses were empty and vulnerable, they had to have information from a scout.” Scaffidi has a background in criminal defense. She was the lead defense investigator in the Green River and
Christopher Monfort cases. “The neighbors she (Scaffidi) spoke with had never been contacted by the police, and no one has been asked to help with a police sketch of the suspects,” McNicholas said. Four sightings of a white utility van were reported to Scaffidi. The van was seen parked outside of a home in the 9900 block of S.E. 40th Street one week before it was burglarized. A neighbor saw the van again after encountering a suspicious solicitor. On the same day of the burglary, another neighbor saw a white van parked at the bottom of the lane, and an older, disheveled Caucasian man approached her and her Contributed Photo daughter. Community news Letterboxing to begin on Trails Day, June 1 Under the aegis of the Mercer Island Open Space Conservancy Trust (OSCT) and the Parks and Recreation Department, the fourth annual “MI Letterboxing Adventure” will take place during the months of June through September 2013. The Kickoff of the program will be on June 1 in conjunction with National Trails Day in Pioneer Park across from the entrance to QFC and Starbucks from 10 a.m. to noon. In addition to registering and obtaining the official clue book, there will be other exciting activities and games for the children. The Girl Scouts are planning a bake sale. New participants will be able to “find” the first letterbox with a guide that will explain how the program works. For those who cannot attend the kickoff, a clue book can be picked up starting June 3 at the following locations: Mercer Island Community and Event Center, Luther Burbank Park Admin building, and the Boys and Girls Club. Letterboxing is an intriguing mix of treasure hunting, art, navigation and exploring interesting
and scenic places. Learning about the environment in which the letterboxes are hidden is a primary benefit to the participants. This program will take place in the 120-acre Pioneer Park, located on the South end of Mercer Island. The clues to find each specially hidden letterbox will be written in a manner that will require the younger participants to work closely with their parents and will enable all of them to learn about the many assets that are contained in this beautiful and unique urban forest. The older children can learn about the park by finding the letterboxes on their own. Letterboxing is a program open to anyone who wants to explore the trails of Pioneer Park while hunting for hints and clues. Participants will be announced and recognized and celebrated at the OSCT meeting in November. Letterboxing is an international recreational game. Participants can hone their skills in the months between annual events by finding clues to literally thousands of letterbox sights already located in the Puget Sound area by visiting: www.letterboxing. org. For more information, contact the Parks and Recreation department at (206) 275-7609.

Lakeridge principal new head of MISD Learning Services By Megan Managan
mmanagan@mi-reporter.com
Starting next fall, Lakeridge Principal Fred Rundle will be the new director of Learning Services at the Mercer Island School District. Rundle was chosen to take over for Kathy Morrison, who is retiring at the end of the current school year. Rundle has been the principal at Lakeridge for the last four years. “He’s done an outstanding job and sees this as the next logical step in his career,” said Mercer Island School District Superintendent Gary Plano. “He has very deep shoes to fill, but we know he will do a great job.” Rundle thanked the board and said he was excited about the new position, but even more excited that it meant staying in the same district. “What’s exciting about this is that I get to say
goodbye, but that I don’t have to leave the district,” said Rundle. “Thank you.” With his new position at the district office, Lakeridge will be looking for a new principal. Later this week, the application period for the position will close. The position is a full-time job, with a starting salary of $113,712. The board also recognized two other appointments at the meeting. Tara Stone, currently the interim associate principal at Islander Middle School, will become the associate principal next year, working with co-principals Mary Jo Budzius and Aaron Miller. Lindsay Myatich will also be rejoining the district as the assistant director of learning services, working in special education. Myatich, who is getting her doctorate at the University of Washington, previously worked with Rundle at Lakeridge.

Join QFC at Komen Puget Sound for the Cure This year marks the 20th anniversary of the Puget Sound Komen Race for the Cure®. Great strides have been made in the fight against breast cancer during those 20 years, but the fight is not over. Advances in research, detection and treatment have saved thousands of lives and Komen has in some way touched every major breast cancer advance in the last 30-plus years. There is still more to be done and QFC is committed to helping continue the important work of Susan G. Komen for the Cure®. The Komen organization is QFC’s charity of the month for May. On June 2nd, QFC will also be the presenting sponsor of the Puget Sound Komen Race for the Cure®. This great event brings together thousands of runners, walkers, breast cancer survivors, friends and families to spend a fun-filled morning of sharing, caring and community. 75% of the funds raised from this event stay right here in Puget Sound to support breast health
education, breast cancer screening and treatment and other direct help. This support is critically important because despite the many advances that have taken place, over 200,000 women and men in the United States will be diagnosed with breast cancer this year. One of every eight women in the U.S. will be diagnosed with breast cancer in her lifetime. Approximately 95% of all breast cancers diagnosed in the U.S. occur in women over 40. However, the good news is that the 5-year survival rate for women who have had their breast cancer diagnosed before it spread beyond the breast is 99%. This is up from 74% in 1982. 25% of the funds that are raised through local events like the Puget Sound event are used to fund a wide range of research. There are over 750 ongoing projects in the U.S. and many other countries. The research focuses on using current knowledge to discover new ways to reduce risk, identify cancer cells at earlier and earlier
stages when treatment is most effective, develop new treatments and ultimately to prevent breast cancer altogether. Research funding has been provided to a wide variety of college graduates, doctoral studies graduates and established scientists and doctors, including to three Nobel Prize winners. Research applications are rigorously peer reviewed by clinical and scientific experts and trained advocates. If you would like to join QFC in supporting the valuable work of Susan G. Komen for the Cure®, one way would be to join us and thousands of others at the Race for the Cure on June 2, 2013, at

Both teams had 10-0 league records going into the game, tied for first place in the King West standings.
The game was a defensive match, with both teams tied at one goal a piece at the end of the first quarter. After another tough quarter, persistent offensive work — thanks to a last-second goal — gave Mercer Island a 5-3 edge going into halftime. But Bellevue held off the Islanders in the third quarter, while scoring four goals to retake the lead with a 7-3 score going into the final minutes of play. The Islanders managed to score three more goals, in an attempt to even out the match, but Bellevue’s two goals in the last moments gave the Wolverines the win. WHAT IS YOUR HOME WORTH NOW??? You’ve heard that prices are up now, and that there are very few Island homes in any given price range from which to choose. And based upon the “law of supply and demand”, you must be wondering if our prices have gone back to what they were at the peak of the market. That hasn’t happened yet, however If you have been planning to downsize, move up, or relocate, now is the ideal time to move! While home prices are not back to “peak of market” prices, it is now a Sellers’ Market so you most likely will be able to sell your home in a short amount of time for “top dollar” in today’s market, with the least amount of inconvenience for you and your family; yet you won’t be paying a “peak of market” price for your new home. Interest rates remain low, and obtaining a loan is easier now than it was just a short time ago. And speaking of loans, appraisers (even those “out of area” appraisers who are unfamiliar with the Island) should have an easier time justifying prices offered for our homes. In short, this is a great time to sell your home! We Coldwell Banker Bain Mercer Island Brokers are the best trained and best qualified to advise you regarding the most effective listing price to sell your Island home for “top dollar”, and to help you prepare and stage your home for sale. Natalie Goldfarb Malin, Managing Broker, CRS, GRI, Coldwell Banker Bain (you may remember the weekly Real Estate column I wrote from 2006-2009 called “Let’s Talk Mercer Island Real Estate!”).
