A new elementary school in the next two years is at the top of the Snoqualmie Valley School Board’s wish list. A new middle school and a new, or like-new high school are on the list, too, but those buildings are moving targets. Deciding if and when to build them is the task of the school board, which is asking for help from about 200 citizens in a series of focus group meetings. Four meetings have occurred. One follows, 11:30 to 1:30 p.m. Monday, June 10, as an online presentation with opportunities for comment. About 35 community members took part in a Tuesday, May 28, focus group to review three of the most likely options for both running bonds and building facilities. Plant 2 has been here for 103 years. But there’s a lot that’s new today. “It feels good,” Kurtz says “It’s different.”

The differences, some subtle, some more obvious, can be seen at Snoqualmie Falls as the reconstruction project that began here in 2009 enters its final months. Puget Sound Energy is spending $200 million on a once-in-a-century upgrade to the hydropower stations at the Falls—115-year-old Plant 1, located inside a rock cavern 250 feet below the lip of the waterfall, and the 103-year-old Plant 2, built at surface level to the west of the Falls overlook. The project, which modernized the equipment and structures of the generating plant, and also updated the Falls park, are set to wrap up this September. When finished, the changes make the park better for visitors, allow PSE to generate some extra energy, and decrease the plant’s impact on the environment. One floor down from Kurtz, below the level of the river, the roar of water throbs through massive concrete walls. Huge blue-painted pipes, as wide as a small car, convey water on its journey around an inactive turbine. These are the bypass valves, explains Dave Jennessee, who manages the construction project for PSE. “Before, if we shut a unit down, water would have to wait, and back-up over the Falls,” he said. Tokul Creek, just downstream, is a spawning bed for Chinook salmon and steelhead. If the water drops, the redds, nests of salmon eggs, could be exposed and die. These vast pipes keep that from happening. Up the hill, a set of sensors monitors flows in the penstocks—the pipes that carry water into the power plant. If flows don’t match—perhaps an earthquake could break the pipes—emergency gates close automatically back at the Falls entrance to make sure the hill isn’t flooded out. Both hydropower plants are now part of a more intricate system that balances the needs of the river ecosystem with power generation. “We’re a run-of-the-river operation… We’re allowed to take a certain amount of water out of the river,” says Jennesse. “But we have requirements for how much water goes over the Falls. We need both plants to meet our obligations.”

A new ‘Falls’ Few sightseers ever check out the Plant 2 gatehouse, due west of the Peregrine overlook. Originally built in 1910, the gatehouse is fed by a 1,200-foot concrete-lined tunnel that goes under the Salish Lodge. Past the gate, water drops down a steep hill via huge pipes called penstocks into the powerhouse. Up here, from the gatehouse, Snoqualmie Falls is visible through a notch cut in the rock, which Jennesse explains is a pressure valve. If the Plant 2 generators malfunction, metal gates close and a wall of water rises through the penstocks. The flow backs up and out through the rock cut, creating a second, smaller version of Snoqualmie Falls, tumbling 200 feet. The same effect would happen in extremely high river conditions. A small spume of spray flowing off the cliff is visible today, and is part of this system.

Tourism changes The upgraded park will give people new ways to experience the Falls, and a major new addition, one of the last to the site, is the lower park. From a parking area with 40 spaces—three for buses— and an education area, a raised boardwalk will lead between the huge pipes and the powerhouse to a river path.

A starway of stones lead down to a kayak put-in downriver from the plant outflow. Back at the crest of the hill, a trail entrance that leads to the lower park is in final stages of construction, and is changing by the day. “We wanted to emphasize that this is the start of the trail,” says Tony Fuchs, a consulting research scientist with PSE. The trailhead feature includes a restored wetland mini-park with a bench, pavement art, interactive kiosk and bear-proof garbage cans. It’s a place to stop before or after the hike to the bottom of the Falls. At the Falls Park, the overlook includes several concretemounted metal rings. They’re for rescue teams who have to rappel off the cliff. Nearby, kiosks are waterproof, made of porcelain, and show the past, present and future of the Falls in word and art. Other exhibits include a waterwheel from one of the underground turbines. Sidewalks are heated to keep ice away in winter.

Going underground Work proceeds apace at the older Plant 1, which is deep underground. New elevator and equipment shafts connect with the surface. The tour group watches as workers descend in a capsule dangling from a crane.

“If we ever have to bring equipment off, there’s a removable section of the roof,” so cranes can lift heavy gear up and out, explains Jennesse. Along the shore, the browncolored river wall is dotted with polka dots—drainage holes to ensure that groundwater from the Ridge hillside above doesn’t cause any problems. At the crest of the Falls, the weir is now two feet lower and 30 feet wider. Near the new Plant 2 gateway, a special claw to lift logs away from the gates, guards the entrance to the dark tunnel of water. Other mechanical arms sweep smaller debris from the gate and rake them into a metal trough, resembling a playground slide, that discharges below the weir. The sticks await a strong flow to wash them over the Falls. When finished, the plant will generate about 54 megawatts of power, enough for a town of 40,000 people. It’s a small but key piece of Puget Sound Energy’s grid. Once all the construction crews are gone, about 10 permanent PSE employees will remain behind to run the plant and tend the grounds. A mini-museum will greet guests on the historic Plant 1 side. Completion is expected by mid-August. A party and ribbon cutting follows in September.

Capital facilities challenge: A timeline

That option, Scenario A, includes a middle school decision—either a new one or SMS returning to use as a middle school—around 2018; • Secenario B, building a $30 million elementary school, and starting the $70 million phase 1 of a three-stage high school reconstruction/remodel project, with decisions on the middle school and (if student population exceeds 2,100) a second high school, around 2018; and • Scenario C, building a $30 million elementary school, a new $50 million middle school and making up to $30 million in renovations to Mount Si High School, with a decision based on high school and middle school populations in 2018.

These included the need to equip teachers “to deliver a quality 21st-century education program,” the need to address capacity problems, especially at the high school, and the acknowledgement that Snoqualmie Valley voters sup-

the three middle schools’ which combined, have a capacity of almost 1,700, for a projected 2020 enrollment of 1,650 to 2,100 students. Annexing SMS (470 capacity), would partially address the high school’s lack of capacity, and create some crowding at the middle schools. Portable classrooms would be used at each school to house students in excess of the permanent capacity. Ed Kelly suggested that the district answer the question of which option created the most crowding, and where and when, as they began their public information campaign regarding the next capital facilities bond. “In the first three or four years, are we continuing overcrowding at the middle school with any of these options?” he asked. To the answer of yes, A and B do, he said, “And which options continue overcrowding at the high school?” Paul Sprouse, also in Kelly’s group, said “Option C does the least to address the high

school,” but school board member Carolyn Simpson, who was facilitating the discussion in this group, disagreed, saying, “They all address the middle schools and high school. The difference is in the timelines.”

How effective

Effectiveness was under debate in another small group, where Steven Silverman asked for metrics, or some other illustration of what the board would consider a successful outcome in choosing one of the options. “How am I supposed to judge ‘goodness’ in this?” he asked. “How can we plan for an outcome when we don’t know how we’re going to measure how we’ve done against it?” Success, in this case, will be defined by the participants, explained Matt Rumbaugh, representing the architectural firm NAC that has been developing proposals for a large-scale high school remodel since last fall. “We want to learn what some of the priorities are

from your perspective,” he told the audience. Board member Geoff Doy offered, as an example of a district need, the STEM (Science, Technology, Engineering and Math) initiative, which is limited at the high school by the lack of flexibility in many classrooms. However, since the building is in a floodplain, the district is limited to a remodel of less than half the value of the building. Anything more significant would obligate the district, under federal law, to upgrade and flood-proof the entire facility, at a potential cost of hundreds of millions of dollars. “You can’t flood-proof this building without tearing it down,” he said. One of Doy’s goals with the focus groups was to create an informed corps of voters, who could help the district educate others on the issue when a bond comes before them in the future. I’ve lived in North Bend for 50 years, and that’s not half the age of the Tollgate farmhouse. If you wanted to go to Snoqualmie Pass at the turn of the century, you paid a toll at the farm. This building was given to the city for preservation. The city had all kinds of regulations for historical buildings, but apparently the farm isn’t historical enough to apply the rules. A while back, I saw a new, shiny asphalt roof go on, and thought that would help preserve the building until the city got enough money to put on a more expensive shake roof. The next improvement was to tear off the original porch and install a shiny set of aluminum handrails. I couldn’t believe my eyes. I figured the next improvement would be a new aluminum screen door and windows! Tell the city to provide me with an approved, engineered drawing for a set of wood handrails, and I’ll be happy to install them free, and return the aluminum rails to be installed on some other historic building. Maybe we can get a few donations from the Valley and buy some wood shakes for the roof. I really hate to see what the city is doing to this historic building. I know it’s small, but most things start out that way. With a little luck, blackberries are soon going to cover that building, and nobody will know what the city’s done with it. Legislature needs to finish its business

On May 13, the Washington State Legislature entered a special session after the 105-day regular legislative session ended without agreement on major budget related issues. Calling this overtime “special” implies that it is something we should look forward to, but the reality is it’s a failure of the House majority party to make difficult decisions needed to get Washington back on sound financial footing. I am very disappointed the Legislature could not finish its business within the time frame of the regular session. I had hoped the bipartisan work done on the Senate budget would carry over into negotiations with the House, but my optimism was misplaced. Despite the fact that our state’s economy is projected to generate $33 billion in tax revenue to the state over the next biennium (a sum which is approximately $2 billion more than the $31 billion in revenue that the state had to work with for the 2011-2013 bien-

Thursday, June 2, 1988 • Nine young people graduated from Two Rivers Alternative High School, a program serving the Snoqualmie Valley and Riverview School Districts. Things are moving at the alternative school, and enrollment has grown steadily since the program started in January of 1987. • The brass bell from Old ‘101’ rang again in Snoqualmie last Friday for the first time in many years. The bell that sounded on a hard-working logging train in the Valley 60 years ago was the object of a ceremony held at the Snoqualmie Depot May 27. The crowning ornament of the old locomotive was donated by Weyerhaeuser Co. to King County, which will send it to a special Bell Garden as part of the state’s upcoming centennial celebration.

Thursday, June 6, 1963 • A fire that started in the kitchen of the Mar-T Cafe in North Bend Sunday was quickly put out by volunteer firefighters. It started from grease, around 4:30 a.m. • Rubber rafts will skim over the waters of South Fork on June 23. The race is being started by the Valley Jaycees, is open to any male age 18 and older, and is only for rubber vehicles without wood or metal supports.

McNaul probably would have died that day—December 19, 2009—if it wasn’t for Graham Three years later, he is being recognized. The 16-year Snoqualmie officer got the Mayor’s Lifesaving Award in a presentation Tuesday, May 28, in front of the Snoqualmie City Council. “He really did save my life,” said McNaul, who came to the ceremony to recognize Graham. He didn’t have to help her, but he did anyway. “It’s just the type of person he is.” In 2010, she met Graham in person. Her mother now brings a gift for the sergeant to the Snoqualmie Police Station on the anniversary of the crash. McNaul, a 2003 Mount Si graduate, longtime employee at the North Bend Safeway, and now substitute teacher, also speaks to students about her experience as a victim of a drunk-driving crash.

“If I just make a difference in one kid’s life, that one kid is making the choice not to drink and drive. That makes a difference to me.” Engaged to be married, and pursuing a teaching career, she was the showstopper at the May 16 Think And Drive event at Mount Si High School. She doesn’t remember the accident, and that’s a mercy. “I can’t imagine what it would be like to hear the noise, see the car coming at you. It’s intense to think about it,” she said. “I did live it. But I don’t remember.” McNaul now has rods and metal in her arms and legs. She’s not quite the same as she was before the accident, but “I’m as good as I’m gonna get,” she says. McNaul’s experience is an ongoing lesson about responsibility and strength, says Graham. “That driver made choices for Rachel,” he said. “Those decisions affected everyone there.” Graham is not one to seek awards. A lot of others played a role in her survival, McNaul foremost, he said. “She fought through that. Some people don’t. She deserves a medal for battling through, overcoming and turning it into something she can do positively, in her community. Crime, safety and other community concerns are the topic of an online survey launched last week by the city of Snoqualmie. “Police Chief Steve McCulley would like to have the citizens’ perceptions of our current police services so that they can revisit their programs or practices, if any changes are needed,” explained city spokeswoman Joan Pliego, adding that no one event prompted the survey. “We have periodic department surveys,” she said, such as the recent parks survey. The Snoqualmie Police survey is open through June 18. It’s intended specifically for Snoqualmie citizens, but because it’s online, anyone can comment. Respondents are asked to indicate where they live, but all responses to the survey are confidential. Questions on the survey cover how safe citizens feel in general and in specific scenarios such as walking in their neighborhoods alone at night; their perceptions about crime in the community; and how responsive they feel the police department is. Citizens are also asked to prioritize many issues, such as bicycles, dogs, lighting, skateboarding, drug use, break-ins, and various parking and traffic problems. The survey consists of about 25 questions and includes numerous opportunities for residents to comment. Data from the survey will be used as the department considers enhanced services in the future. Graham hustled up the shoulder of Interstate 90, where two cars had just collided, head-on, at 70 miles an hour. The State Trooper at the scene was doing triage, and had moved past what looked like a hopeless situation. North Bend resident Rachel McNaul, the victim in the accident, had been terribly hurt. She was still inside one of the crushed cars. “I started checking her for injuries,” said Graham. “I couldn’t find any blood, but I could see there were problems. She was squeezed into a little area of the car. She was the driver, but she was in the back seat.” Right off the bat, Graham was struck by a disturbing sound: “What we call the death rattle. It’s a noise you make when your body isn’t functioning. Your body is trying to breathe and it can’t.” Graham dove into the car, moved Rachel’s neck to open her airway, and held her in the position until help could arrive. He doesn’t know how long they waited. It seemed like forever. Paramedics had to cut the car apart around them, shielding them from the Jaws of Life demolition with a blanket.

Solemn reflections, all-ages gathering for Memorial Day Lee Scheeler rang the bell 70 times, once for each name on the stone block next to him. The remembrance, for men and women of the Valley who gave their lives in service to their country, was the centerpiece of a Memorial Day ceremony Monday, May 27, in Snoqualmie that involved mothers and fathers, boys and girls, senior veterans and current servicepeople alike. Patriots young and old gathered at the Snoqualmie Valley Veterans Memorial under rainy skies; The Snoqualmie Valley Girls Choir sang, various Boy and Girl Scouts drilled with the colors, and members of the Valley’s Legion Color Guard fired rounds into the air. After the ceremony, a few youngsters scrambled to scoop up souvenir brass cartridges from the guard’s M1 Garand rifles. Following the ceremony, all gathered indoors at the neighboring Renton Pickering Post for a potluck.

Mount Si commencement is Friday The school year for Mount Si High School seniors culminates this Friday, June 7, with graduation. Rehearsal for the graduation ceremony begins at 8 a.m. Friday in the school auditorium. Seniors must have their completed check-out forms cleared before they can attend the rehearsal, and counselors will be available to clear the forms that morning. Rehearsal is expected to last three hours, and all seniors must attend. Commencement ceremonies begin that same evening at 6:30 p.m. at Mount Si Stadium. Tickets were to be distributed to seniors starting May 29, and admission to the event is by ticket only. Final exams for seniors will be June 4, 5 and 6.

The Snoqualmie Tribe invites the community to attend guided tours of the newly completed ‘Traditional Knowledge Trail’ and ‘Rain Garden Landscape’ located on Snoqualmie Tribe lands, 10 a.m. to 1:30 p.m, Saturday, June 8. See ‘Go outside’ for locations. The Traditional Knowledge Trail is a five-year restoration project on reservation land, recently completed with interpretive signs about important plants along a creek-side, forested trail. The Rain Garden Landscape is a native plant landscape project with over 70 native plant species which serve to beautify and manage rainwater runoff at the offices of the Environmental & Natural Resources offices, located on the recently purchased Snoqualmie Hospital land. All are welcome to learn about the importance of these plants for the tribe’s past and present; and learn about their identification and landscape uses. Parking is limited at both sites so carpooling is encouraged. There will be a brief break for travel between sites, so bring a sack lunch if you plan to attend both tours.

Church break-in: At 1:30 p.m., a citizen reported an attempted break-in, at Our Lady of Sorrows Church, in the 39000 block of Southeast Alpha Street. Over the weekend, someone tried to enter the metal door on the northwest side of the building. They used a tool to pry open the door molding, and then tried to push out the glass pane, which was cracked on the bottom.

Back way: At 5:22 p.m., a caller in the 200 block of Rock Creek Ridge Boulevard reported the theft of a car stereo. The thief apparently opened the trunk of the vehicle, where it was parked on a residential street, then crawled through the trunk into the passenger compartment to gain access. He stole the stereo, then left through the passenger door. Helping themselves: At 9:36 a.m., a caller reported the theft of donated items from the Northwest Center truck he’d been driving. The driver said he’d been talking with a man who’d asked whether the truck had any specific items. The driver said the truck was unoccupied for about 10 minutes while he left to use the restroom, and the items were gone when he returned.

Bad battery: At 4:55 a.m., a caller reported seeing a pickup truck on fire in the 8500 block of 384th Avenue. Police responded and called fire investigators. The vehicle owner had tried to put out the fire with a hose, but the fire spread quickly. The arson investigator determined the cause was not arson, but a failed battery that may have exploded. Damage was consistent with his statement. $20.99

Carnation Police Dept. Friday, June 3 Tabs, license and drugs: At 1:31 a.m., an officer on patrol in the 31000 block of Northeast Carnation Farm Road stopped a vehicle with expired tabs. The driver of the vehicle had a suspended license and was arrested. The officer also found drug paraphernalia in the vehicle, which was added to the charges.

Friday, May 31 Hacking: At 9:20 a.m., police investigated a computer hacking incident in the 3700 block of Tolt Avenue, which had raised concerns with some citizens. The officer contacted the school where the incident occurred and found that administration had already dealt with the student who caused the problem.
