nection with the transfer of $485,417.58 from his 93-year-old mother’s bank account into his bank account. Detectives submitted a probable cause document on June 25 to the King County Prosecuting Attorney’s Office that it is believed Sharp com-
mitted first-degree theft between Nov. 3, 2008 and Aug. 25, 2011 in the cities of Federal Way and Kent, said Cathy Schrock, Federal Way Police spokeswoman, in a Monday email. “The case has been referred to the office and a DPA (deputy prosecut-
ing attorney) is reviewing it,” said Dan Donohoe, spokesman for the King County Prosecuting Attorney’s Office, in a Tuesday email. “Charges haven’t been filed, the case is still under review.” [ more SHARP page 4 ]
Kent drive-through coffee stand triggers prostitution sting warrants on eight locations, five in Snohomish County and one each in Kent, Everett and Edmonds, and made eight arrests, according to an Everett Police media release. One raid was at a home. The raids included the Twin Peaks Espresso stand in Kent. “We were actually only assisting Everett Police,” said Kent Police spokeswoman Melanie Frazier in a June 27 email about the recent arrests. “Kent Police did not make any arrests. It is unknown if there will be future arrests related to the case. To my knowledge,

Jerry Shafer was always ready with a smile. When family and friends speak of the Kent man, one of
the qualities they often mention is his sense of humor. “He was very funny,” said his son, Hunter Shafer. Hunter, who lives in Long Beach, Calif., and his family spent Wednesday evening, June 26, at the Velodrome at Marymoor Park near Redmond with the local cyclist community to celebrate his father, who died
on June 22 while on a bike ride near Woodinville. “It means a lot,” Hunter said about the crowd of about 100 who gathered at the Velodrome in honor of his father. At the event, people passed around a microphone to share their favorite memories of the [ more SHAFER page 2 ]

Velodrome. A number of cyclists said they couldn’t remember exactly when they met Jerry — who was a competitive cyclist and treasurer for the MVA. He was just always at the Velodrome, they said. In addition to training and his role as MVA treasurer, Williams said Jerry helped teach classes. And as much as the cyclist community loved Jerry, he loved them right back. “He had a ball (at the Velodrome) and you guys did
that for him,” Jerry’s brother John Shafer told the crowd. Jerry died while on a bike ride that began in Kenmore to train for an upcoming fundraising ride. At around 10:45 a.m. on June 22, Snohomish County Sheriff deputies responded to the 6500 block of 240th Street Southeast near Woodinville, in unincorporated Snohomish County, to a report of a fatal collision between a bicyclist and a car. Jerry died at the scene from injuries he received.

According to the Snohomish County Sheriff ’s Office, Jerry struck an oncoming vehicle while attempting to pass other cyclists ahead of him. Speed or alcohol are not considered to be factors and it is not anticipated that the driver will be charged. Williams said Jerry was riding with members of their team – Slalom Consulting – and the collision took place on a hill they had ridden before. “It’s an awesome, fun hill for cyclists and motorcyclists,” said Williams, who is on the team but was not on the ride that particular day. She said the cyclists were training for Share With Jerr,
an upcoming fundraising event Jerry organized to raise money for Retinoblastoma International, an organization committed to supporting research, education, developing effective treatments, early diagnosis and awareness of retinoblastoma, a rare form of eye cancer in children. Jerry organized the fundraiser in honor of his grandson, Lance, who was diagnosed when he was a toddler and is now 8 years old. Last year was the first year Share With Jerr was held and brought in $17,398. This year’s event is set for Labor Day weekend and will go on as planned, Williams said.

65-year-old Kent resident. Annette Williams, vice president and director of development for Marymoor Velodrome Association (MVA), had been good friends with Jerry for about five years. She trained about four times a week and raced about one to two times a week with him. Williams’ husband was also Jerry’s coach. She said Jerry had a great smile and loved to joke
around and tease. She didn’t speak at the event, but told the Reporter that Jerry also was willing to help anyone who needed it – whether that meant getting something done or helping out financially. “Jerry was very kind,” said Williams. “He was genuine. He was quick to help anyone.” His kindness and generosity were common themes among those who spoke at the tribute — as was his constant presence at the

Public hearing Monday on proposed downtown plan
CITY OF KENT HOSTS B&O TAX FILING WORKSHOP JULY 18 The city of Kent hosts a free training workshop on the city’s new business and occupation tax (B&O) on Thursday, July 18 from 9 to 11:30 a.m. in the City Council Chambers at City Hall, 220 Fourth Ave. S. Interested parties are asked to register online at KentWA.gov/CityTaxes. According to city auditor Robert Goehring, CFE, CPA, the workshop is designed to help filers understand the city’s B&O tax reporting responsibilities. “Participants will learn about B&O tax reporting classifications, exemptions, deductions, gross receipts and square footage tax and how to file online,” said Goehring. “Besides filing online, taxpayers will soon be able to make payments online and set up taxpayer accounts.” Slated to go live in mid-July, a new B&O Tax Return System will allow filers to submit B&O tax returns electronically, pay B&O tax via eCheck or credit card, complete and submit previously saved returns and view past returns that were filed online. Residents can comment Monday about the city of Kent’s proposed new vision for downtown Kent. The public hearing is in front of the city’s Land Use and Planning Board at 7 p.m. at Council Chambers at City Hall, 220 Fourth Ave. S. The proposal is called the Downtown Subarea Action Plan. The City Council in June 2012 adopted a resolution to amend the Kent Comprehensive Plan and review the city’s 2005 Downtown Strategic Action Plan. Ultimately, the plan seeks to bring residential areas to down-
town, a more diverse mix of businesses and better designed new structures over the next five, 10 and 20 years. The Land Use and Planning Board is scheduled to vote on approving a plan after the public hearing. The plan then would go to the City Council for approval. A steering committee held seven meetings to consider the new plan. The Land Use and Planning Board had several workshops about the proposal. City staff will recommend the board on Monday approve Alternative 2 out of three alternatives. Alternative 2 is a moderate growth
choice to help promote economic vitality, urban livability, environmental sustainability and provide a memorable downtown experience, according to city documents. Alternative 2 would expand the Urban Center land use plan map designation and emphasizes a more balanced jobs and housing mix. The option would allow an increase in building height from 35 feet (2 stories) to 65 feet (five stories). “Alternative 2 supports development and redevelopment of the Downtown Subarea that is a livable urban space with a more intensive mixed-use character consistent with the vision of the downtown in

City cuts summer outdoor movies The city of Kent’s free summer outdoor movies won’t be back this year because of city budget
cutbacks. Kent started the movies in 2009 at Town Square Plaza. About three movies were shown on a big screen in August on Friday nights. “Unfortunately, it’s a casualty of city budget cuts,”
said Ronda Billerbeck, city cultural programs manager, in a Monday email. It cost the city about $6,000 to produce the series of three movies - $5,000 for production and $1,000 for licensing, Billerbeck said.
The city of Kent Summer Concert Series includes free, weekly concerts in July and August at Town Square Plaza, Kent Station and Lake Meridian Park. Kent Station and Town Square Plaza were built under the old plan. Construction recently started on a new urban-style apartment complex at the corner of West Smith Street and Fourth Avenue North. These actions, and others, were recommended in the 2005 Downtown Strategic Action Plan. Many of the recommended strategic actions identified in the DSAP have been completed, which is why the plan is being refreshed.

[ SHARP from page 1 ] Schrock said that police arrested Sharp on June 21. “Sharp was placed under arrest in the presence of his defense attorney,” she said. “He was interviewed and released on his own recognizance.” Sharp, 66, who owns Minuteman Press in Kent and served as president last year of the Kent Chamber of Commerce, didn’t return phone messages from the Kent Reporter to comment about the accusations. Sharp is one of three candidates on the Aug. 6 primary ballot running to replace Councilwoman Elizabeth Albertson, who decided not to seek re-
election. The other candidates are Bailey Stober and Barbara Phillips. Mark Prothero, a Kent defense attorney who is representing Sharp, questioned the timing of the accusations coming out just a few weeks before King County Elections mails primary ballots on July 17. “You hear accusations from one side it sounds bad,” Prothero said during a Wednesday phone interview. “But there is always at least two sides to every story. It’s premature for us, given the allegations, to comment until we know more.” Prothero said his office will provide documentation to prosecutors that what

To run? Prothero said he didn’t know if Sharp planned to stay in the council race or not. The top two vote-getters in August advance to the Nov. 5 general election. Relatives of Sharp contacted Federal Way Police on April 2 about a theft complaint of money from Helen Sharp, the mother of Ken Sharp, according to the affidavit for a search warrant filed in King County Superior Court. They accused Ken Sharp of taking
money from his mother after discovering few funds remained in her bank account. Ken Sharp received power of attorney in 1995 for Helen Sharp’s financial decisions with the approval of her family members. Helen Sharp had lived in her Tacoma home until moving to a Federal Way assisted-living facility in 2008 because of failing health. At that time, Helen Sharp had liquid assets of $220,000 and monthly living expenses of about $5,000 per month that Ken Sharp paid for out of Helen Sharp’s bank account. Family members told police in April that they later discovered from a reverse mortgage statement mailed to Helen Sharp that Ken Sharp had initiated a reverse mortgage loan on Helen Sharp’s home in Tacoma in August 2010. Ken Sharp had told his mother a loan was needed to fix up her house. Detectives discovered through bank records that Helen Sharp’s account received a wire deposit of $263,596.08 on Aug. 19, 2010, just a week after the reverse mortgage applica-
tion was completed. On that same date, $200,000 was transferred from Helen Sharp’s account into Ken Sharp’s account. In fact, in 38 separate transactions, a total of $479,417.58 had been transferred out of Helen Sharp’s account and into Ken Sharp’s account between 2008 and 2011. Detectives later discovered an additional transfer that boosted the total to $485,417.58. Helen Sharp signed a notarized statement on Sept. 8, 2012, where she stated: “I, Helen Sharp, gave rights to Ken Sharp as my Power of Attorney so he could pay my bills. I did not want a reverse mortgage or any other loan on my house. I did not give Ken Sharp any money for his business or any other reason.” Detectives confirmed through an interview with the Federal Way assistedliving facility director that Helen Sharp suffers from dementia and “was not able to make good decisions or have good judgement on her own.” Schrock said detectives continue to investigate
the case. “Cases of this nature are very detailed oriented and usually take months to compile required records to satisfy the prosecutor,” Schrock said. Sharp also faces a lawsuit filed June 21 in King County District Court by Rainier Collection Services that seeks $17,074.21 for unpaid rent and other damages dating to March 27 of this year, according to court documents. Sharp said in an email Wednesday he was not aware of any lawsuit. In addition to the theft arrest by Federal Way Police and lawsuit, Kent Police recently cited Sharp for failure to renew his vehicle registration and no proof of vehicle insurance, according to a May 24 Kent Municipal Court document. The case has since been closed after Sharp paid a $124 fine for failure to renew registration and the no proof of insurance citation was dismissed with $25 in costs, according to court officials.
and detained during the raids. Charges will likely be referred on several of them to the applicable prosecutors office, according to Everett Police. As the investigation continues, more arrests and charges may occur. Law officials also arrested a 30-year veteran sergeant with the Snohomish County Sheriff ’s Office (SCSO) for investigation of conspiracy to promote prostitution and official misconduct. The initial investigation began in October 2012 when Kent Police investigated complaints of lewd conduct at the Twin Peaks Espresso latte stand. Several baristas were identified and arrested in February for prostitution and lewd conduct. At that time, the seven
latte stands were linked to the same owner. During the investigation, a barista told Kent detectives that a SCSO sergeant had engaged in inappropriate behavior while on the job and was providing information about ongoing undercover investigations targeting the latte stands. Kent Police notified the SCSO of the allegations and they immediately requested the Everett Police to conduct a criminal investigation. Everett detectives examined information, conducted undercover surveillance and interviewed baristas that led to the recent arrests. Undercover investigators used site surveillance as well as drive-up contacts to build their case, identifying a number of baristas who
reportedly engaged in the illicit behavior. As part of the ongoing investigation, detectives will contact customers who have been identified via surveillance engaging in prostitution and illegal activity. Detectives are asking anyone with information regarding these cases to contact the Everett Police tip line at 425-257-8450. In addition to Kent, the latte stand raids were at 8015 Broadway Ave., Everett; 11323 Highway 99, Everett; 11701 Highway 99, Everett; 12803 Highway 99, Everett; 15315 Highway 99, Lynnwood; and 21208 Highway 99, Edmonds. Kent Police made two arrests in February after detectives with the department’s Special Investigation Unit looked into reports of female employees exposing themselves and committing lewd acts for drive-up customers. Payment for these acts came in the form of tips paid for the coffee beverages and ranged from $10 to $25, police said.

Sharp had done was not with any criminal intent. “He (Sharp) denies having done anything criminal in this matter,” Prothero said. “Ken cooperated with the investigation and doesn’t have anything to hide.” The accusations do not make sense to those who know Sharp, his attorney said. “Anybody who knows Ken knows he’s an outstanding man with nothing but good intentions,” Prothero said. “I hope this all gets straightened out soon so it does not cause him any real damage.”

She’d nurture creativity, celebrate simple things and lovingly and often humorously make anything beautiful. For years, she researched ancestry, doing others before hers. ‘Open market’ recycling is key for businesses
What about the rest of us? The newspaper Politico reports that dozens of members of Congress and their staffers are so worried about rising premium costs under the Affordable Care Act (ACA) that they may quit or retire before the law fully goes into effect Jan. 1. Currently, members of Congress and their staff are covered by the
Federal Employee Health Benefits Program, which provides generous benefits, including a 75 percent taxpayer subsidy of health care premiums. But an amendment to the ACA or ”Obamacare,” sponsored by Sen. Chuck Grassley, R-Iowa, requires that, beginning Jan. 1, 2014, members of Congress and their staff must pur-

In response to Zach Schlosser’s letter (“Hurting our environment”, Kent Reporter, June 28): His comment is correct in that the free recycling cart is available only to small businesses. As part of the city contract process in 2010/11 with Republic Services, the city requested that they provide small businesses – so small that they only require a garbage cart instead of a Dumpster, the same free recycling cart that residential households get when they pay for garbage service. In the past, many of these small businesses did not recycle because they did not produce enough material to make it cost-effective for a recycling vendor to stop there to collect it. Simply put, our transportation system is in crisis, and the Washington State Legislature’s failure to act this year on a transportation package, with a local options component, puts our local, regional and state economy in jeopardy. That is the reason the Sounds Cities Association (SCA) Board of Directors voted unanimously to strongly urge the Legislature to pass a transportation package this year in order to address critical transportation infrastructure needs. SCA also unanimously adopted a position of support for a “local options” component to the package. SCA represents 35 cities in King County and provides a regional voice for nearly one million people. Data shows that without new investments, more than half the pavement on state roads and highways will be in poor condition by 2023. Failing roads and bridges, congested highway corridor and bottlenecked interchanges undermine the mobility of vehicles, transit, and freight carriers to transport people and goods, and this in turn poses a real threat to our economy. Investing in maintaining and upgrading our transportation system is a positive step the Legislature can take to catalyze construction jobs, enhance freight mobility for our ports, and create a pathway for retaining and growing new jobs for key industry sectors. The SCA Board also unanimously adopted a position of support for a “local options” component to the package. Specifically, for local jurisdictions that have formed a Transportation Benefit District, SCA urges the Legislature to expand from $20 to $40 the vehicle license fee that can be enacted through public vote or councilmanic action. In addition, SCA strongly urges the Legislature

Police arrested a man for investigation of fourth-degree assault after he allegedly punched his girlfriend during a dispute at about 2 p.m. June 22 in the parking lot of Pioneer Tattoo, 204 E. Pioneer St. The girlfriend told the officers she became jealous of a girl her boyfriend was tattooing in the shop, according to the police report. The girlfriend walked out of the shop and the boyfriend followed. The woman said that he pushed her against the wall of the shop, grabbed her neck and shoulder and jerked her in different directions. The group celebrated the occasion by holding a charter party/induction ceremony at the school’s library June 4. The Kent Rotary presented the banner to the club on Tuesday. Chartering members, their parents and Rotarians throughout the area celebrated the new club. Speakers included Edward Vargas, Kent School District superintendent and Rotarian, and Dr. Jennifer Levy, who was the chartering president for Kentwood Interact in 2003. The Anaheim Ducks selected Seattle Thunderbirds defenseman Shea Theodore in the first round, 26th overall, at the 2013 NHL Draft Sunday afternoon in Newark, N.J. Theodore just finished his second season with the Kent-based T-Birds and had 50 points on 19 goals and 31 assists in 71 games. He played in all seven playoff games against the Kelowna Rockets in the first round and had two assists. “We are very happy for Shea and excited to see him progress on his way to a career with the Ducks. He is an exciting offensive player and he will be a real force in our league this season,” said T-Birds general manager Russ Farwell from the draft in Newark. Theodore was a member of Team Canada that won the gold medal at the U-18 World Championships held in Sochi, Russia, from April 16-28. He also was a

Japanese maples do well when grown in large containers making them perfect patio pets or small trees for a deck or balcony. You’ll also find huecheras with a deep red tint to their leaves as well as summerflowering hardy fuchsias with dainty red and purple flowers. White There’s a new hydrangea on the market that loves our climate – it is called “The Blushing Bride� hydrangea and it displays pure white petals in mid-summer, fading to a soft pink in the fall. Unlike most hydrangeas, Blushing Bride flowers on new wood so you can prune this lady back to short stumps in the spring and still enjoy blooms the same summer. ‘Blushing Bride’ is another great plant that will be happy in a large container and this bride will celebrate many anniversaries with blooms year after year. Other white flowers that can be used to fill in a small container or garden bed include geraniums, lobelia, phlox and begonias.

Republican and Democratic Congressional leaders are scrambling to find a “fix� to protect their staffers. Hopefully, in that process, they will fix it for the rest of us. Most insurers are predicting big premium increases under Obamacare, a stark contrast to the president’s promise that the law would actually reduce health insurance costs. For example, the Ohio Department of Insurance recently predicted that premiums in that state will rise by 88 percent under Obamacare. Another unknown is how many Americans will receive premium subsidies and how much those subsidies will cost taxpayers. As many as 26 million Americans may be eligible for subsidies next year. The law provides subsidies to individuals with annual incomes of $45,000 and up to $94,200 for a family of four. But some families may lose their coverage entirely. Douglas Holtz-Eakin, former director of the Congressional Budget Office, notes that the penalties in Obamacare for not providing employersponsored coverage are so small that, faced with skyrocketing premiums, employers will drop their existing employee health plans. It’s simply cheaper to pay the fine and move those employees into state health insurance
exchanges. Holtz-Eakin estimates that as many as 40 million workers could lose their employer-sponsored health coverage. Critics charge that these perverse incentives are designed to destabilize the private insurance market and forge a national singlepayer government health care system. Regardless of intent, the impact will be severe. Some of the same labor unions that enthusiastically supported Obamacare are now having second thoughts. They’re concerned that the incentives to push employees into state exchanges will undermine union contracts. Historically, high-quality health benefits have been one of the biggest enticements labor unions have to attract and retain members. If workers are shunted into the state exchanges, that benefit disappears. In Washington, D. C., congressional leaders are waiting for the Office of Personnel Management to decide whether members of Congress and their staffers will continue to receive their taxpayer-funded subsidies after Jan. 1. That decision, expected in the next few months, may “fix� things for the folks who work on Capitol Hill. But what about the rest of us?
