When it comes to local infrastructure, it is important to work with people who are familiar with the area.

But sometimes, an outside opinion can help shine a light on issues planners may not have seen before and raise questions that have yet to be asked.

Getting an outside opinion was exactly what City of Redmond Mayor John Marchione did last month when he traveled to Chicago as part of the U.S. Conference of Mayors’ Infrastructure Financing for Cities Task Force (IFC Task Force), which is chaired by Chicago Mayor Rahm Emanuel.

Marchione attended the annual Clinton Global Initiative America (CGI America) meeting after the organization approached the Conference of Mayors to partner with them in developing vibrant cities. He said one of CGI America’s priorities is infrastructure.

As a member of the IFC Task Force, Marchione — who was appointed to the task force by City of Philadelphia Mayor Michael Nutter — was one of 16 city mayors to submit proposals to CGI America about what they would do to improve infrastructure locally.

The sound of laughter and shouts of joy filled the front lawn of Redmond’s Faith Lutheran Church and School Friday afternoon as children splashed each other with water-soaked sponges.

While the water fight was a great way to cooling down now that the sun has come out, these youngsters were doing

more than beating the heat. They were creating a simulation of sea turtles swimming through an ocean current.

This was just one of many educationbased activities they took part in as attendees of Camp Invention, a week-long day camp program in partnership with the U.S. Patent and Trademark Office.

The camp was for first- through sixthgraders and — just as the name implies — focused on inventing. Throughout the

week, campers learned about real-world geographical, environmental and ecological problems and were prompted to think up and create a solution.

“It’s really important to keep in mind that these things took a lot of thinking,” said Camp Invention Director Barbara Deming.

Downed power line snarls traffic, leaves 3,100 residents without electricity About 3,100 residents throughout the Union Hill area spent Tuesday evening — and for some, early Wednesday morning — without electricity after a power line fell

along Northeast Novelty Hill Road near 212th Avenue Northeast outside of Redmond just before 5 p.m.

Ray Lane, a spokesperson for Puget Sound Energy (PSE), said power restoration for customers ranged from 30 minutes

after the outage to about 6:15 a.m. on Wednesday.

He said the line fell when an “alley arm” — a T-shaped pole that holds power lines — failed and sent the wire to the ground.

“It happens every now and then,” Lane said. “It’s

not commonplace.”

He added that PSE is still looking into the cause of the failed alley arm.

Laura Gatens, who lives on Redmond Ridge, said due to the power outage, many businesses on Redmond Ridge were forced

to close early, including the QFC, McDonald’s and banks. She said at Kiddie Academy, where she works, they had to get the kids out of the building quickly since they didn’t have air conditioning.

When she got home after work, Gatens said the

power was still out, and with the hot weather, it made things uncomfortable — especially since she lives on the second floor of her apartment building and heat rises.

Tuesday, July 2 Malicious mischief: Redmond police took a malicious mischief report from the 16500 block of Cleveland Street downtown at 3:52 p.m. There is no suspect information.

Theft: Redmond police investigated a theft of kegs from the 7200 block of West Lake Sammamish Parkway in Grass Lawn at 3:24 p.m.

Fraud: Redmond police are investigating two fraud reports. The first came at 11:03 a.m. from the 16700 block of Northeast 80th Street downtown where fraudulent charges were made on a business credit card. The

Shoplifting: Redmond police took two shoplifting reports. The first came at 11:38 a.m. from the 17200 block of Redmond Way downtown. The second came at 7:16 p.m. from the 2200 block of 148th Avenue Northeast in Overlake.

Grand theft auto: Redmond police responded to the report of an abandoned vehicle in the 17200 block of Northeast 26th Court in Overlake at 11:08 a.m. The vehicle was determined to have been stolen from Seattle.

Public consumption: Officers responded to Downtown Park at 10:48 a.m. on the complaint of a man consuming alcohol. He was taken into custody.

Sunday, June 30 Malicious mischief: Redmond police responded to a malicious mischief report at 3:52 p.m. from a business in the 17200 block of Redmond Way downtown.

Theft: Redmond police responded to a theft report at 12:37 p.m. from a business in the 3800 block of West Lake Sammamish Parkway in Overlake. There are no suspects at this time.

Saturday, June 29 DUI: Redmond police arrested a resident at 3:02 a.m. for driving under the influence in the 8500 block of Avondale Road on Education Hill.

Fraud: Redmond police responded to a report of credit card fraud at 4:56 p.m. from the 7900 block of 170th Place Northeast downtown.

A 47-year-old Redmond male was charged with second-degree rape and unlawful imprisonment of his 42-year-old wife on Wednesday afternoon at King County Superior Court.

Hazim Mohaisen was arrested for rape, unlawful imprisonment, harassment and assault at about 5:11 p.m. on Sunday at his Redmond apartment,

according to court documents. His wife phoned in the domestic-violence report to Redmond police, according to court documents.

Court documents state that King County Prosecuting Attorney Daniel T. Satterberg accused Mohaisen with engaging in sexual intercourse by forcible compulsion with his wife last Saturday and Sunday. During that same time period, the attorney accused Mohaisen with

knowingly restraining his wife without her consent.

The Redmond police report states that she advised Mohaisen that she didn’t approve of him trying to find a second wife. She said if he wanted a second wife, she would divorce him.

Mohaisen said if she did, he would send her back to Syria.

The report adds that she said Mohaisen forced her to have sexual intercourse and injured her

After taking meetings with a potential buyer for a few weeks and showing him around the store, a local business owner’s coffers were minus $8,000 when the man allegedly took the money without the owner’s permission.

According to Jim Bove,

Redmond Police Department’s community outreach facilitator, the owner of the small grocery store in the 8000 block of 161st Avenue Northeast downtown said the theft took place at 4 p.m. on June 28, but he didn’t report the incident to police until 11:08 p.m.

This June, I enjoyed attending high school graduation ceremonies and watching proud families cheer their seniors as they crossed the stage to receive their diplomas. The core of our Lake Washington School District (LWSD) mission is to help all students graduate. We are proud of our 94 percent on-time graduation rate, though we continue to strive toward 100 percent.

Our district vision speaks to preparing students for college and career. Currently, approximately 79 percent of LWSD students enroll in some form of post-secondary education immediately following graduation. That number compares favorably to other districts, and we continue to work toward increasing that percentage.

In getting students to that high school diploma, schools at all levels continue to strive for excellence. Twenty of the district’s 51 schools were honored this spring with Washington Achievement Awards, some in multiple categories.

We have accomplished a lot this year. It’s easy to forget that our schools had a different grade configuration just a year ago.

We now are settled into our new grades K-5 elementary, 6-8 middle school and 9-12 high school system. To make room for that additional grade at high school, we opened additions at Eastlake and Redmond, and the new STEM High School. By moving one grade out of the elementary schools, we created space that is needed for our growing elementary population.

The second phase of the district’s school modernization program is also nearing completion. Three new elementary school buildings opened last fall (Keller, Muir, Sandburg/Discovery). Part of the new Dr. Traci Pierce

Rush Elementary opened mid-year. Next fall, Bell Elementary, Rose Hill Middle School/Stella Schola and International Community School/Community School will reopen in new buildings and the rest of Rush Elementary will be completed.

Those projects will complete phase two of the modernization program, thanks to bonds passed by voters in 2006.

We introduced a new “1:1” technology initiative this year, providing a small laptop or netbook computer to all students in grades six through 12. Introducing 12,500 more devices onto our network helped identify where our computer infrastructure needs improvement. Along with the new laptop program, teachers and students began to use a new learning management system, allowing teachers to post assignments, calendars, information and communication online in a safe environment.

Next year, we will implement new literacy curriculum materials for preschool through grade six, aligned with the new,

more rigorous Common Core State Standards that Washington state, along with 44 other states across the country, has adopted.

Also new next year will be a state-mandated professional growth and evaluation system for teachers and principals. LWSD has had a teacher professional growth and evaluation system in place for the past 13 years that is very similar to the new state system. The new principal evaluation system will be a change. We have spent this year planning for implementation by piloting the new system.

All of the efforts I’ve written about here are part of our overall strategic plan to accomplish our mission and vision as a school district. Our focus is on ensuring academic success for every student. Our ultimate goal is for all of our students to graduate ready to take the next step toward a bright and promising future.

One project complete, but there’s more on the docket King County can be complemented for the completion of the Novelty Hill Road project, BUT the City of Redmond has to be held responsible for allowing a 2/10th mile two-lane bottleneck from the western end of the new four-lane Evans Creek Bridge to the existing four lanes at the eastern city limits to exist.

As reported by Samantha Pak in the Redmond Reporter dated March 18, 2011, the justification for this construction project was to “divert some of the traffic traveling on the congested Avondale Road” (which is in the City of Redmond). According to Eric Dawson, the city’s project manager in the construction division, he expects to have the

construction plans to replace this two-lane section with four lanes around the end of 2013. At which time he will solicit bids in early 2014 and begin construction in early spring 2014. Construction should be finished by the end of 2014.

THE END OF 2014? For a project — 2/10th of a mile, seven power poles — the City of Redmond knew was needed back in 2011. With all the construction, lane closures, power pole relocation going on, no one from the City of Redmond’s Public Works Department or the Construction Engineering Department noticed this construction? And is just now developing the construction plans?

Now that the Novelty Hill roundabout is completed and more traffic will be “diverted” along 196th Street through the Union Hill roundabout and

bottlenecked for 2/10th of a mile, those drivers should tell Eric Dawson at ecdawson@redmond. gov of their frustration, as I have.

Americans ‘have dreams’ and ‘stay strong’ The Fourth of July is more than barbecues and fireworks, more than partying and music.

It’s one of the many times we stand proudly with our right hands over our hearts beating to the sound of freedom while our flag proudly ripples in the wind while showing off her vibrant stripes and stars. We watch and admire in awe knowing that each star and stripe woven into the flag was fought for with love, tears, blood and pride. We live in America; we defend ourselves with the military because we are willing to take the risk, we

help others because we know that will benefit them, we stay strong because we know that will help all of us. Here in America we have dreams and we try our best to make them reality. We can take the Hogwarts Express and end up in the Harry Potter Theme Park. Who would have thought of making a tangible world where you could bring Disney characters to life? Who would have thought of traveling to the moon and walking on it? Who would have thought of doing… the impossible? In the USA, we fight hard until the very end, whether we win or lose, we walk away with dignity and pride while our flag shows off her colors and sings her song in the wind. As a proud American, I am happy to say that we live in “the land of the free and the home of the brave.”

Music, parades and cycling will highlight Derby Days Summer Festival Redmond is getting ready to celebrate its 73rd Annual Derby Days Summer Festival.

Thousands of residents, visitors and families are expected to attend the two-day celebration starting from 5-10 p.m. on July 12th and continuing from 10 a.m. to 10 p.m. on July

13th at Redmond City Hall Campus, 15670 N.E. 85th St. Derby Days highlights: • First Tech Friday Night Live will kick off the festival with headliner The Dusty 45’s and opener The Nowhere Men. Food vendors will be on hand for dinner or a snack and the beer and

wine garden will be open.

• On Saturday at 9 a.m., the Derby Days Dash, a 5K run/walk, will begin at the Redmond Downtown Park, 16101 Redmond Way. Race registration will begin at 7:45 a.m., and all proceeds benefit the Pancreatic Cancer Action Network.

State legislators include $1.3 million in capital budget for central connector Amidst all the current clang of construction and day to day activity in downtown Redmond, residents may notice the Redmond Central Connector (RCC) trail taking shape.

This week, state legislators included $1.3 million in the state’s capital budget for the RCC. “We’re very pleased by that,” said Mayor John Marchione. “Andy Hill (45th District senator) had a lot to do with that.”

The new trail runs from the Sammamish River Trail to the Bear Creek Trail, parallel to Cleveland Street and Redmond Town Center. This onemile paved trail is intended as a key destination in down-

town featuring integrated art and landscaping designed by The Berger Partnership. The RCC, when fully completed, will accommodate thousands of trail users a day, attracting bicyclists, pedestrians and other users from throughout the region. The direct access into Redmond’s downtown district creates greater access to experience amenities and local businesses.

The project includes commissioned artwork by Seattle artist John Fleming called “Redmond’s Erratic,” located at the corner of Cleveland Street and 166th Avenue Northeast, adjacent to REI at Redmond Town Center. This piece takes its origin from Redmond’s smalltown roots,

the city’s commitment to nature and its rich history. Fleming modeled this landform after a glacial erratic, which is a massive boulder dropped by a glacier. The structure of the landform includes custom gabion frames filled with rock and covered with a welded quilt of steel plates salvaged from the former Burlington Northern Santa Fe rail bed that previously inhabited the trail. “Redmond’s Erratic” is composed of three pieces, representing an erratic that has cracked open, revealing a geode that glows with interactive LED lights. The artwork and trail will be open to the public in the fall of 2013. More details about the community event will be announced soon.

Parade will take place at 10 a.m. Children and families are encouraged to decorate their “wheels” and themselves. Parade registration begins at 9 a.m. at the new location, the Old Redmond Post Office, 16135 N.E. 85th St. • Immediately following the Kids Parade will be the

city’s Grand Parade. The best viewing of the bands, drill teams and floats is at the corner of Northeast 85th Street and 161st Avenue Northeast and along 85th Street to City Hall.

• The Criterium, sponsored by Swedish of Redmond, is the city’s oldest event and is the nation’s

longest running bicycle race. The race will begin at 1:15 p.m. with the last race at 7 p.m.

road was closed between 208th Avenue Northeast and 214th Avenue Northeast.

Gatens said the road closure made things difficult for drivers as Northeast Novelty Hill is one of the only direct roads to the area from Redmond.

“People couldn’t get off the ridge and people couldn’t get on the ridge,” she said.

Gatens said when she drove to Redmond around 8:30 p.m. for dinner, the road was still closed and she had to go around and take State Route 202 as an alternative. The road was still closed around 9 p.m. when she drove back home.

“We had to go the back way again,” she said.

Mike Costello, who lives just north of Red-

mond Ridge on Union Hill, said the road was still closed around 4:30 a.m. Wednesday when he had to drive to work — making it almost 12 hours from when the power line fell.

“It’s kind of a big deal,” he said about the closure, pointing out that Northeast Novelty Hill Road has been a two-lane road for 15 years even though the area’s population has been on the rise due to development.

Costello said Northeast Union Hill Road, an alternative road in the area, is not really equipped to accommodate the heavy traffic either as it is only two lanes all the way to Redmond Ridge, adding that Tuesday’s road closures likely tripled the amount of cars taking that route.

Before the poisoning, Lewis had recently ended an 18-month relationship with Smith, according to charging documents.

Lewis took a trip to the Philippines and upon his return to Kirkland, he informed Smith that he met another woman who he was going to marry.

Smith contacted Sengpharaghanh and told her that Lewis liked to drink alcohol and that Jagermeister was his favorite drink. She told the woman she would send over a bottle of Jaegermeister with a friend and urged the woman to have Lewis drink the alcohol before they went out that night.

Smith had her friend deliver the bottle to Sengpharaghanh at the

Wells Fargo in downtown Kirkland.

The woman’s friend also reportedly told her that the bottle might be poisoned, the documents continue.

Sengpharaghanh later that night poured Lewis a full shot glass of the alcohol and he drank it.

The woman also drank a smaller amount, according to the Kirkland police’s investigation. The woman told police that she immediately felt ill, lost her sight and blacked out.

A friend found the two victims the next day; Lewis was pronounced dead at the scene and Sengpharaghanh was taken to EvergreenHealth Medical Center. She was diagnosed with having a stroke from lack of oxygen to the brain and was temporarily blind.

Smith told police she purchased the bottle of alcohol at a Redmond liquor store and had stored the open bottle in her freezer prior to the murder.

showcase event at the end of camp on Friday, she told them the kids took the time to draw plans and put a lot of thought into their inventions.

This process should be appreciated just as much as the finished products, Deming told parents.

She added that by creating something designed for a specific purpose, kids will learn and retain knowledge better.

Campers were also encouraged go bring old appliances and electronics from home to Camp Invention, where they did

a little “reverse engineering” to see how the items worked and then repurposed the parts to build a new invention. This year, the kids built duckchucking devices, which were used to launch rubber duckies across a classroom and into designated buckets.

Deming, who is also principal of Faith Lutheran School, said Camp Invention provides the supplies such as goggles, tools, batteries and motors that the kids will be using throughout the week. The camp is run by certified teachers.

This year’s staff included two teachers from Faith Lutheran and one from Kirkland Middle School.

Campers are divided by age group and Deming said the curriculum is the same across the board, but the teachers tailor the lessons for each group.

“That is very different from most camps,” Donna Kalyan said about the educational aspect of Camp Invention.

Kalyan, whose son and daughter attended the camp, was a parent volunteer for the camp.

She said her kids have told her that Camp In-

vention is the “best camp (they’d) ever been to” because they’re learning.

As a parent, she said she likes the camp because it gets her daughter into math and science — which are more maledominated fields — and nurtures her son’s curious nature and habit of questioning how things work.

“We’re really pleased,” Kalyan said.

Stasi Benhow, whose two sons attend Mark

Twain Elementary School in Kirkland and attended Camp Invention — one for the third time and one for the first time — also likes that the kids learn at the camp.

“It’s a unique camp,” she said. “It’s not just your regular day camp or summer camp.”

Benhow added that in budgeting for the summer and what activities to participate in, her older son Josh said Camp

Invention is the only camp he absolutely has to attend.

“I just love it because you invent stuff,” he said.

Although the camp was held at Faith Lutheran, most of the 57 campers were from other schools.

Camp Invention was previously held at Mark Twain and so many of the campers this year are from the Lake Washington School District and throughout the Eastside.

PACIFIC SCIENCE CENTER CAMPS COME TO OVERLAKE SCHOOL STARTING JULY 8

Pacific Science Center’s Camps for Curious Minds program will be taking place at The Overlake School (20301 N.E. 108th St., Redmond) beginning July 8.

Camps are suitable for grades 1-8, and campers will build a telescope and observe the night sky at Astroblast; learn basic first aid and explore the science of firefighting and rescue during Firefighter Academy; accept the mission at Spy Science and conduct experiments to reveal counterfeit currency, decipher secret codes and detect poisonous substances; or dive beneath the water’s surface to explore the science of submersible robots during Underwater Robotics.

FIRE DEPARTMENT PANCAKE BREAKFAST SET FOR JULY 13

The Redmond Fire Department

(RFD) will host a pancake breakfast from 8 a.m. to noon on July 13 at Fire Station 11, 8450 161st Ave. N.E. All proceeds will go to the RFD Benevolent Fund, which supports local people when they are facing personal tragedy.

Donations will be accepted.

Additionally, kids can tour the fire trucks, try spraying water on a mock fire and try on real firefighter gear.

PARKS RESTORATION EVENTS SET FOR LAST SATURDAYS OF THE MONTH

Trained forest stewards will again be hosting the Last Saturday volunteer events in Redmond parks to continue restoration efforts of the Green Redmond Partnership.

All Last Saturday events are from 9 a.m. to noon on the last Saturday of the month through October.

The Green Redmond Partnership, initiated in 2009, has a goal of bringing 1,035 acres of forested parkland into active management over a 20-year period. Volunteers are needed to help remove non-native, invasive plants and prepare areas for fall plantings.

No experience is necessary and gloves, tools and other materials are provided. It is important to dress for the weather and wear sturdy shoes.

All ages are welcome, although all volunteers younger than 18 must be accompanied by an adult or bring a signed waiver (available at www.

greenredmond.org, on the volunteer page). An RSVP at the same website is appreciated and helps organizers provide adequate tools and supplies.

Bellevue College held its 46th annual commencement ceremony on June 14 in Seattle’s KeyArena in front of the largest audience ever, conferring more than 2,600 awards to the Class of 2013. This marks the first time in school history that it has staged the ceremony at an off-campus location, with an estimated 4,500 people in attendance, a significant increase over last year.
