Police have arrested one suspect in regards to a series of arsons that have plagued downtown Renton since May. There have been eight suspected arsons in the downtown and South Renton neighborhoods since May, including a fire at the Church of Grace at the Ukrainian Community Center on Hardie Avenue Southwest that cause more than $1 million in damage. The individual arrested admitted involvement in one of the eight fires that have struck the area, though police said he may not be charged because the fire he was involved with may or may not have been intentionally set. According to Det. Steve Morris, the suspect, an 80-year-old man admitted to being involved in a tree fire near Main Street and Well Street, but there is no evidence he is connected with the other fires. “He’s not suspected to be the arsonist we’re trying to find,” Morris said. There weren’t many dry eyes among the members of St. Matthew’s Lutheran Church on Sunday, as they held their final service and farewell celebration for Pastor Kirby Unti. Unti was elected to a six-year term as bishop of the Northwest Washington Synod of the Evangelical Lutheran Church in America (ELCA) in May. After serving 33 years as St. Matthew’s lead pastor in Renton, Unti will leave the church to

take on more regional responsibilities as a bishop. Sunday he gave a farewell sermon to members and laughed, hugged and reminisced with the congregation and church staff. The sanctuary was packed to the point where churchgoers spilled into the entryway, seated in chairs watching video of the service inside. Unti was given five gifts from the congregation representing the St. Matthew’s five core values. The idea of “welcome” was represented

Living Faith Presbyterian Church, formerly First Presbyterian Church of Renton, welcomed back current and former members, staff and pastors for the closing of the church that’s been in Renton for almost 127 years. The Presbytery of Seattle held the official closing worship service Sunday afternoon at the church, located just off Benson Road south. Before the closing service began, mem-

bers and attendees mingled in the fellowship hall, catching up and talking about what lies ahead. Ken Finley, a retired pastor, who once served the church, said he felt mixed about the closing. “I’m a little mixed about it, but you know the church is more than just a location and a building,” he said. “So in that light, it just kind of opens up doors for new adventures for people, who are part of this congregation.” [ more Living faith page 8 ]

Meet Oscar - The country’s top Chinook By DEAN A. RADFORD dradford@rentonreporter.com

In a rare breed, Oscar stands out. So does his brother, Ranger. They are Chinooks, dogs who were bred about a century ago to work and play hard, especially in the snow. And they are devoted to their human families, so don’t keep them off in a kennel. “They are basically a family dog,” said Marleen Mandt, Oscar’s owner. And they have an on and off switch. “They like to work, but then they like to get in and lie down right next to you,” says Mandt, who spent part of the interview with Oscar on her lap. Retired from Boeing, Mandt lives in Kennydale, where she has raised 4-year-old Oscar and 7-year-year old Tobin since they were puppies. Where Oscar is outgoing, Tobin is a bit shy. Oscar is the No. 1 Chinook in the United States, based on a system of points earned in competitions and championships (he has two) at dog shows where he competes in the working-class category. His registered name is CH Channahon’s Kikiah Tyee CM. Oscar and Ranger share the same father, Channahon’s Northern Kodiak. Tobin was bred at Aspencreek Chinooks in the Fairwood area, where Cheryl Brown is a Chinook breeder; she’s president of the Chinook Club of America. Brown and her son Tyler own Ranger. Ranger, 5 1/2, and Oscar are among about 800 purebred Chinooks registered with the American Kennel Club, making it one of the rarest dog breeds. The AKC recognized the Chinook in January, an historic event for the breed, Mandt

says. The start of the breed goes back to 1917, with the birth of a dog named Chinook in New Hampshire, where the breed is now the state dog. His mother was a Husky

and his father was a large mixedbreed dog who was on Admiral Peary’s expedition to the North Pole. From that dog comes its name and its general characteristics, es-

After 33 years, a pastor moves on [ Unti from page 1]

by coffee treats from Starbucks. The “story” value was represented by tickets to performances at the Fifth Avenue Theatre. The “cross” was represented by three liturgical books for conducting formal worship, which Unti is teased not to do. St. Matthew’s value of “hands that care” was represented by a gift card to Gene Juarez Salon and Spa. “Humor” was represented by a card that read, ‘Stay, I guess that only works with dogs.’ Unti was also presented with a check for $3,300 to represent his 33 years of service to St. Matthew’s. Members called the day emotional and bittersweet. “It’s the end of one journey and the beginning of another for Kirby and Kim and us,” said Eric Black, a member for 13 years. “So we just have to continue on the work; we can’t stop.” There have been some members who had already started to prepare mentally for Unti not being around forever, but the change is still difficult, Black said. He said the shift is also hard because Pastor Kathryn Buffman is also leaving to join Unti as assistant to the bishop. Black will remember Unti best for his ability to connect with everybody. Unti’s sermons resonate with Black so much, he said, at

times it’s as if Unti has been following him around all week. “A - he’s not preaching,” Black said. “He’s just talking to us and it’s like he knows exactly what we’re going through because he does to a degree. He’s not a deity; he’s a person. He’s human like the rest of us.” Kim Unti, the pastor’s wife, gave her final performance for the children in the audience, as Peli the pelican puppet. Kim took on the character to teach the young members lessons, which she roleplayed in routines and banter with the pastor during service over the years. When asked what the day felt like to her, she called it bittersweet and remarked on how well the Unti family has been treated at St. Matthew’s. “It’s very difficult to leave our family, but we’re so excited about what the future holds,” Kim Unti said. As spouse to the newly elected bishop, Kim is still deciding what activities and responsibilities she’ll take on. “Renton has enveloped us as just total family,” she said. “They’ve been so good to us and so supportive - just a delight. And we’re so happy that we can still live in the community.” Although, Unti will be responsible for more than 100 churches

from the Kent/Des Moines area northward to the Canadian border and commute to headquarters in Chicago frequently, the Unti family intends to try and maintain their home in Renton. At the close of the worship service Sunday morning, the choir sang “Jesus is Just Alright” and members, upbeat, but tearful, made their way to the Untis to say goodbye. For his final sermon presiding as pastor, Unti delivered a message about being present, believing in the future and not living in the past. “My belief is that when we become comfortable and settled in, we become nostalgic,” he said after the service. “And all of our effort and energy goes into trying to protect and keep the past alive. And when that happens, I think we stop being faithful people. Because (as) faithful people, you have to go out where you don’t know what the future is. You have to risk more. And in the end, for me, that’s what faith is about.” Congregants of St. Matthew’s Lutheran Church wished Pastor Kirby Unti well on his way to his new post as bishop. Morris said the man was using a butane torch to burn weeds in a parking lot when the torch got too hot, prompting him to set it down, at which time a tree near where it was placed caught fire. Morris said some wit-

nesses told police the tree fire appeared intentional, but it was difficult to show. Fire Chief Mark Peterson discussed the fires during Monday’s Committee of the Whole briefing on emerging issues in the city’s Fire and Emergency Services Department.

Peterson said between May 1 and June 21 eight fires were intentionally set downtown, including the fire at the Ukrainian church. Peterson said police are investigating all of the fires, including working through all available video of the area. Peterson said witnesses saw two youths running from the church fire and a homeless person is

suspected in two fires in the 300 block of Sunset. Peterson said fire investigators believe four of the other fires are related. Most of the fires have been started among debris and brush located near the buildings. All of the fires are still being investigated. “We’re still in the same place we were before,” Morris said.

Looking back, looking forward Seven years ago, I was walking the streets of downtown Renton, about to lose the roof over my head and a dry place to keep my Mac. The walking paid off and the Renton Reporter set up shop in the basement of the old Renton City Hall next to the downtown library. I was lucky; I got the only window. We shared our space with our server, so there was a constant hum. And we perpetuated the stories about what once was the city jail. We went about building upon the Renton Reporter’s reputation as an award-winning newspaper. The photo taken in 2009 when the Renton Reporter won a Business Excellence Award from the Renton Chamber of Commerce hangs in the newsroom in Kent. The award itself sits proudly in Publisher Ellen Morrison’s office upstairs. Ellen has been with the Renton Reporter since 1996, the year after it was founded. Some of the faces in that 2009 photo have changed, but not the Renton Reporter’s commitment to serving the Renton community. We are particularly proud of the Community Service Award we received last year from the Washington Newspaper Publishers Association for our series, “Taking Care of Those who Serve,” about veterans and services available to them. In those seven years, our news staff has covered some monumental stories and our advertising staff has worked diligently to help Renton’s businesses tell their stories. • Renton opted to join the King County Library System, but in the end kept its beloved library over the Cedar River. • Valley Medical Center is in a “strategic alliance” with UW Medicine, a story that is still unfolding, perhaps before the state Supreme Court. • Fairwood opted twice not to become a city and once to not annex to Renton. West Hill will have to wait – who knows how long – to decide whether it wants to become part of Renton. • The sky’s the limit for 737 production in Renton. • Renton became the home of the Seattle Seahawks. • Our high schools have won state championships, including the Lindbergh boys tennis team this spring. • And always in the background or at the fore was the Great Recession. The economic hardships that led to the closing of the daily King County Journal in January 2007 (and thus my search in downtown Renton) where I had worked for more than a quarter century just got worse. But, notice the hyper-local Renton Reporter is still here, positioned to take advantage of some of those forces that are dooming daily newspapers, including the flight to the internet for news. That’s true of all the Reporter newspapers in South King County that carry on the tradition of community journalism that goes back more than a century. For me, my time as editor of the Renton Reporter is coming to an end. I’ll still write a bit for Renton, but I will concentrate on my other editorship, that of the Tukwila Reporter, starting this month. You’ve had a chance to get to know my replacement, Brian Beckley, an experienced journalist who will do an outstanding job as editor of the Renton Reporter. He’s had a chance to get to know what makes Renton tick, but he also has in mind a bunch of fresh ways to tell Renton’s story. Dean Radford

A long, but predictable session By Jerry Cornfield

Now that the interminable journey of Washington’s 147 lawmakers is over, what is remarkable is how predictable everything turned out. Veteran observers of life under the Capitol Dome said in January that a divided Legislature, a rookie governor, a court order to boost school funding and a slowly recovering economy created a perfect storm for bitter impasse and grudging compromise. In the aftermath of a regular session and two extra sessions spanning 153 days, that’s pretty much what happened. As expected, most of the signature initiatives put forth by Democrats, Republicans and Democratic Gov. Jay Inslee wound up on the editing room floor. Those which survived were watereddown or made the subject of further study. Democrats couldn’t pass a universal background check for private gun sales, the Reproductive Parity Act to ensure health insurance plans cover abortion services or the Washington Dream Act to make undocumented immigrants eligible for state financial aid for college. They were thwarted on a transportation funding package and that brought down the controversial Columbia River Crossing project. Republicans couldn’t pass laws revising the workers’ compensation system, giving a letter grade to every school and allowing principals to choose teachers for their campus.

As anticipated, the session’s signature achievement could be seen coming months in advance. Lawmakers triumphantly poured an additional $1 billion into the basic education of the state’s 1 million public school students. But it had to be done as they were under the duress of a Supreme Court mandate to pay the full price of the education the state promises rather than make local districts cover the tab. And lawmakers of both parties pretty much never hesitated at expanding Medicaid to cover as many as 300,000 more children and adults. With the federal government covering the additional costs, it wasn’t all that hard a decision. On taxes, neither party could claim total victory. House Democrats and Inslee could not get the $1.3 billion tax package they wanted and Republicans could not completely block all tax increases as they vowed to do. In the end they agreed on measures closing a loophole in estate tax law and ending a break for users of landline telephones. Tension on this front eased after a June report on future tax collections predicted the state would take in $231 million more than forecast in March. This battle will flare up again. Inslee wanted to crack down on serial offenders of the state’s drunken driving laws by locking them up for longer prison terms after fewer convictions. The House and Senate found the idea too costly. They did agree to other changes aimed at keeping drunk drivers from getting behind [ more predictable page 7 ]

the wheel after their arrest and getting enrolled in recovery programs. In retrospect, it’s easy to understand why so much failed or faltered. Liberal Democrats controlled the House and the firstterm governor is a liberal Democrat, too. The Senate, meanwhile, was under the management of the Majority Coalition Caucus made up of 23 mostly conservative Republicans and two pretty conservative Democrats who decided to join their GOP friends late last year. Such power-sharing hadn’t occurred around Olympia for awhile. Certainly everyone knew what to expect from House Speaker Frank Chopp, D-Seattle. No one was certain if the Senate marriage could hold together and operate under pressure. Neither did many know how Inslee would operate at all given his inexperience as an executive. Fair to say, everybody knows a lot more today. Maybe enough to predict they won’t need 153 days or nearly shutting down the government to get their work done next year. Renton receives Governor’s Smart Communities Award Governor Jay Inslee announced that Renton has been awarded a 2013 Smart Communities Award for the City’s Sunset Area Planned Action. The plan details how the city will leverage public investment to catalyze private property development and create opportunities for market-rate and affordable housing plus retail investment. The City of Renton was among nine cities and three counties to receive a Governor’s award for smart growth planning. At that time the church was in transition, members having to make critical decisions about staffing because of funding. The church was not shutting down at that point, but going from staffing a pastor part time to full time. About 25 years ago, a split in ideology over the inclusion of women and gays in the ministry caused the congregation to fracture. A 54-year-old Renton man was bitten on the leg by a pit bull dog June 16. The dog had been reported running loose on North Third Street, dragging a chain. The dog charged the patrol car of an officer as he pulled in front of the residence. The officer warned the Renton man, who was taking out the garbage, to go back inside his home. But the dog charged him and bit him on the leg. Another officer arrived with “catch

Walden, who wanted to develop a sled dog with the ability to pull freight over snow. It’s that affinity for the snow and an ability to work hard that drew Mandt to the Chinook. Mandt had served in the National Ski Patrol for 40 some years. Before Chinooks, her preference was the Rottweiler, but they tended to break through the snow and would tire. The Chinook provided her with the stamina and versatility, especially in the snow, that she wanted. Oscar’s success in the show ring comes down to two things: he’s the perfect example of his breed, known as typing, and he’s a natural stacker, which is how he presents himself. “When you put a show lead on, he naturally gets himself into a really nice position,” Mandt said. “And he has attitude in the ring.” He’s flashy, meaning he shows well. “He feels like he owns the place,” Mandt said. Mandt has shown Oscar for about three years. Likely in his future is the famed Westminster Dog Show in New York City and possibly the AKC/Eukanuba National Dog Show in Florida.

Oscar’s junior handler is Anna Pearson of Snohomish, who would show him at these national events. Anna’s sister Laura is a professional handler who works with Ranger, who hasn’t campaigned as much as Oscar. “Ranger has been to six AKC shows and is a work in progress as far as training for the show ring,” said Cheryl Brown. However, he has amassed about 290 all-breed points, which she calls an “amazing feat.” Ranger will compete more this year, going for his first championship. And then there’s Ranger’s grandfather, Aspencreek’s Jackson Tyee, born in 2000 in Renton. Now living in Kent, Jackson Tyee is famous in his own right. He’s a grand champion in the national United Kennel Club and he represents the Chinook breed in a photo on the New Hampshire state website. “We were looking for the perfect family dog that had a great temperament and loves kids,” said Brown who has owned Chinooks since 1997. Liquor Control Board approves marijuana rules

The Washington State Liquor Control Board (Board) on Wednesday approved the proposed rules that, if ultimately enacted, will help govern Washington State’s system of producing, processing and retailing recreational marijuana. The 42-page, singlespaced rules detail the requirements for participating in Washington’s system. “These rules fulfill the public expectation of creating a tightly-regulated and controlled system while providing reasonable access to participation in the market,” Board Chair Sharon Foster said in a press release. The foundation for the rule-making began soon after the November 2012 passage of Initiative 502. The Board held eight public

Renton Special Olympians bring home the hardware Members of Renton’s special Olympics team had a great day May 31 at the 2013 Special Olympics Summer Games State Tournament at Joint Base Lewis/McChord, bringing home more than 100 medals and ribbons from the competition. The city’s soccer teams received silver and bronze medals, the track and field team took home 36 medals and ribbons and the cycling team won 75 medals and ribbons in

numerous categories. All of the city’s athletes also displayed great sportsmanship throughout the tournament. City Director of Recreation Sean Clagett heads up a team of 15 volunteer coaches who gave more than 1,000 hours of their time to make the event a special experience for the 60 local athletes that participated.
