Natalie Bryson knows there’s nothing better than a parade. That is, unless you’re the parade’s grand marshal. And that’s just exactly what she is. Bryson, longtime Silverdale resident and community activist, will be the grand marshal of the 2013 Whaling Days parade on July 27. “I’m absolutely thrilled,” Bryson said. “I’m really honored.” Bryson will be in the lead car in the parade that will begin at 10 a.m. and travel along Silverdale Way from Old Town Silverdale to the Kitsap Mall. The parade starts at Kitsap Mall Boulevard and Silverdale Way and ends at Anderson Hill Road, about a mile down

Some come for the cookies. Others come for jerky. Still others just happen to be in the neighborhood. Regardless of the reason, the Silverdale Farmers Market is the place to be on Tuesdays. The market sets up by the Silverdale Waterfront Park from 10 a.m. until 4 p.m. every week, and is host to people selling anything from berries to jewelry. “It is a very nice place, very friendly,” said Norman McVay. McVay is an artist who works with fused glass to make jewelry, coasters and “lots of flat stuff.” He’s been doing that for more than
30 years and is a regular at the Silverdale Farmers Market. Another weekly vender is Monica’s Waterfront Bakery and Cafe. Mark Downen, working the cafe’s booth, said he’s there to get exposure and to let people know that there is a bakery in Old Town Silverdale. “We always get a cookie from Monica’s,” said Jessica Davidson, who attends the market with her two sons every week. Flowers and produce were a big part of the market this week. “I have actually sold a lot of berries today,” said Kaylin Morris, who was working at the Hayton Farms booth. Hayton Farms, located in Skagit Valley, grows all kinds of
berries. This week she had strawberries, blackberries, blueberries and raspberries. She’s there every week, she said. But Carol Johnson, who runs Seabeck Jam, doesn’t follow the “every week” trend of many other marketers. “I’m a fair weather vender,” she laughed. If the weather’s nice, she’ll be at the market. “This market I really like, because it’s small, it’s friendly and my customers know I’m here,” said Johnson. Her jams include some traditional flavors and more specialized ones as well. She does a lot of combinations in her jams and even makes jalapeño jam and pickle jam. This week there were some newcomers to the
market as well. “It’s interesting,” said Daniel Evolts, who was attending the farmer’s market for the first time with his wife and son. “Lot of diversity here, lot of variety.” Evolts said that he and his wife were bringing their son to the park when they noticed the market and decided to drop by. Evolts said he wasn’t planning on buying anything, but “the wife’s shopping it up right now,” he laughed. Some venders have been selling their products at farmers markets for years. Rachel and Ed Anderson, who make quilts, bibs, aprons and more, have been selling at markets for seven years. See MARKET, A13
Silverdale Way. “It was an easy decision for the Lions club to make a grand marshal selection this year,” said Roland Arper, cochair of the Silverdale Lions, sponsors of the Whaling Days Parade. “We wanted to recognize someone that is both respected and active in the community.” Bryson has lived in Silverdale since 1965. “I moved away a couple of times,” she said. “But I always came back.” Bryson worked as a public relations representative for an international travel firm for many years and has traveled to all seven continents. When she retired, she became a full-time volunteer. She was the first-ever female member of the Rotary Club of Silverdale, joining See PARADE, A13
Kitsap County upgrades voting system and ballots By Seraine Page

The election process in Kitsap County is going to be quicker and more efficient, according to local officials. During a press event Tuesday, staff at the Kitsap County Auditor’s Office unveiled its newest counting system and improved ballots for voters. The upgrades are just in time for the August primary elections in the county. “We will have better results on election night,” said Kitsap County Auditor Walt Washington. “We needed an upgrade. So we did a
search to find a new and better way of doing it.” The current system for counting ballots and casting votes is 17 years old and desperately needed to be upgraded, Washington said. The new system was purchased from Hart InterCivic, an Austin, Texas, company. Several other counties around the state have purchased their new equipment from Hart InterCivic as well. Kitsap County is the 25th county in the state to implement the new system. The old equipment was sold back to Dominion, See UPGRADES, A13

COMMUNITY BRIEFS Tour de Kitsap set for July 28 West Sound Cycle Club will host its 20th Annual Tour de Kitsap on July 28 as part of Whaling Days taking place in Silverdale from July 26-28. Tour de Kitsap cyclists will have the opportunity to experience scenic mountain views and shoreline routes that travel through towns and waterfront communities around the Kitsap Peninsula. The WSCC and Visit Kitsap Peninsula are promoting the event as a weekend getaway to attract out-of area cyclists and visitors to spend the night to enjoy Whaling
Days festivities and other events happening around the Kitsap Peninsula. The Tour de Kitsap includes 33 and 73 mile rides that offer routes suitable for the entire family family and more challenging routes for experienced cyclists. Clearbrook Inn receives positive review Clearbrook Inn of Silverdale, an Encore’s Assisted Living community, has again been rewarded a deficiencyfree survey conducted by the Washington State Department of Social and Health Services. Clearbrook Inn is licensed by the state as a “boarding home” and as such is subject to unannounced surveys that are geared toward monitoring the facility for compliance to state regulations. The Depar tment of Social and Health Services conducts onsite inspections to all licensed boarding homes at least once every 18 months with a state-
wide average of every 15 months. Martha & Mary to be the topic for CKCC this month The Central Kitsap Community Council will hear from administrators of Martha & Mary at its monthly meeting. Floating body identified as Bremerton man The body of an adult male reported in Kitsap waters last Friday afternoon that was recovered by Port Orchard police near Enetai Beach has been identified as East Bremerton resident Thomas Craig Vogt, 51. Vogt was reported missing by his family June 20. Friday’s search was prompted by a 911 call at 12:45 p.m. July 5 from boaters near the confluence of Port Orchard Bay and Rich Passage. Boaters reported seeing a body floating in the water off of NE Enetai Beach Road. Kitsap County Sheriff ’s Office, Central Kitsap Fire & Rescue and Port Orchard Police were dispatched. Marine 7, a Port Orchard patrol boat, arrived on-scene just after 1 p.m. and confirmed the 911 report. The body was recovered and taken to a dock at Illahee Road NE and Ocean View Boulevard NE. The remains were turned over to the Kitsap County Coroner’s Office. Following an autopsy, the coroner confirmed Vogt’s identity and ruled his death a suicide. Searchers had looked for Vogt earlier in local waters, but the three-day search came up empty. The search was launched two weeks ago in, from June 21 through June 24, following a report of a floating body.

Two Kitsap CenCom Reporter joins staff dispatchers honored The Washington State Chapter of APCO and NENA honored two Kitsap County Central Communications (CENCOM/911) employees at their thirty-sixth annual awards ceremony. Jeff West was named Telecommunicator of the Year for Exemplary Handling of a Critical Incident for his handling of an attempted bank robbery/bomb incident in Silverdale last March. “There is no doubt that Jeff did an incredible job on this or thousands of other 911 calls he handled,” said CENCOM Director Richard Kirton. “Jeff is one of those level headed hard-working employees you wish you could clone.” Chris Law has been named Telecommunicator of the Year for Sustained Performance. Law, an Emergency Telecommunicator, has been employed at CENCOM for 14 years. “Chris brings enthusiasm and energy to everything she does regardless of the task or subject,” said Maria JamesonOwens, CENCOM’s deputy director. “What Chris contributes to our organization is humbling. Her meticulous dispatch skills, consistent customer service, and forward thinking problem solving help propel CENCOM forward.” CENCOM is responsible for answering all 911 and nonemergency calls for area law enforcement and fire.

Her second favorite included a ride-along with

a quiet, polite southern police officer. Page’s work has been featured in several publications, including the Bryan County News, Liberty Life magazine, St. Petersburg Times, The Gainesville Sun, Self Healing and others. She thoroughly enjoys reporting on quirky people and strange occurrences. In her free time, Page loves reading, crafting and traveling. She also likes exploring the Pacific Northwest with her husband, including hiking local nature trails around the Kitsap Peninsula. Playing bingo and people watching are among her unique talents. Not everybody’s an animal lover. But everyone has the opportunity to be an animal supporter. With the Kitsap Humane Society’s 20th Annual PetsWalk happening Saturday, now is a great time to support the work of our local animal shelter. The PetsWalk is one of the humane society’s fund-raising events that allows both humans and their pets to take part. The walk takes place at the Kitsap County Fairgrounds and begins at 8 a.m. There’s a 1K and a 5K and walkers are invited to leash up their cat or dog, or bring their pet with a harness or restrained, and enjoy the new walking routes beginning at 9:30 a.m. All along the route, there will be people cheering walkers on and there will be plenty of water stations for both people and animals. Of course there’s the fun stuff, too, like contests for the best dressed animal and owner. There are dog races planned and even a talent show for those of us who have pets that can do strange or wonderful tricks. Sure, it’s all about having a good time. But it’s more than that. It’s about raising money to support the work of the shelter. So far in 2013, the shelter has sent 1,852 dogs and cats to new loving homes. It has an amazing “save” rate of 94 percent with only the most ill or dangerous animals having to be euthanized. In 2012, 4,703 animals came to the shelter and 4,322 were rehomed, either with new adoptive families, returned to their owners or transferred to other shelters with like populations. Their motto is “rescue, rehabilitate, rehome.” And that’s just what they do. With every animal brought to the shelter, caring professionals work to find a safe place for that animal to be. In the past year, shelter officials have dealt with cat hoarding situations, animals that had to be taken from abusive homes and many that were left to fend for themselves. In addition to this work, the shelter has also continued successful spay and neuter programs, and initiated a program for dealing with the feral cat population in parts of Bremerton. Saturday would be a great day to take your dog to the PetsWalk. And Saturday would also be a great day to take yourself to the PetsWalk and make a donation to an organization that does so much good in our county.

Keep Bremerton in Bremerton There are plenty of smart people who think it would be a good idea to allow the Bremerton City Council to meet outside the city limits so long as the meetings take place in Kitsap County. Just imagine how much could be accomplished, these serious people say in all seriousness, if the city council could hold meetings at the Port of Bremerton or at the county seat in Port Orchard. Or at those very models of civic virtue, Poulsbo and Bainbridge Island. I know I’m not the only one who notices how many residents and businesses have fled Bremerton in recent years. Now, the city council wants to get out of town, too? When the Kitsap Public Facilities District recently awarded the city $400,000 to expand the Kitsap Conference Center, they did so despite the fact that the city council couldn’t hold an official meeting in Silverdale to ask for the money. Rather, it was the mayor, and her directors of public works and finance, that made the slog to Silverdale to ask for the money. They asked and they shall receive. The council, meanwhile, was able to squabble later on about how to go about actually spending the money. And squabble they did, too. The Norm Dicks Government Center and the city council chambers therein are some of the nicest

Kevan Moore in the business. And by that, I mean the nicest there is anywhere — not just the nicest in Kitsap County. I certainly can’t deny that the county’s digs are pretty darn sweet, but Bremerton’s city council chamber is something to behold. Perhaps, though, we could pay the building off before we start scheduling meetings elsewhere. Lest we forget, this building, billed as a harbinger of hope, sold as the anchor to Bremerton’s revitalization, has been plagued by controversy from the start. As a government center, it was supposed to spawn private sector development. All of that, for what it’s worth, serves as a backdrop to this latest crazy idea for the city council to jump ship. Periodic refinancing by the city and county, and the associated savings notwithstand-
ing, the center has not delivered on the promises posited by politicians’ pontifications. One argument pushed by some members of the council who are in favor of allowing meetings to take place outside of Bremerton, is that it is “rude” or “arrogant” to insist that others should have to come to Bremerton to conduct business with the city council. Is it not just the least bit rude to tell Bremerton residents that they will have to leave Bremerton to see their own Bremerton City Council in action? Is it not the least bit arrogant for the council to push an amendment to the city charter that will make it that much more difficult for the good people of Bremerton to keep up with their own city government? Sometimes bad ideas are born of the best intentions. This may be one of those times. Often, though, it doesn’t really matter. A bad idea is a bad idea, regardless of where it comes from. Until now, who could have imagined that when folks said things like, “Will the last person to leave Bremerton, turn out the lights?” they might have been referring to the very people elected to represent the rest of us that will be left in the dark? Time to turn over trail leadership After a great deal of thought, I’ve decided the time has come for me to step aside from leadership of the Clear Creek Task Force. I’ve turned the reins over to Mary Earl who has done a magnificent job setting up events for the past few years. A recent project was a great example. About 100 volunteers for the United
Way Day of Caring braved the weather to refurbish the surface of the North Trail. There was “Awesome Annie,” a sophomore at Olympic High School who ran a wheel barrow ALL day long! There was David, a fourth-grader at South Colby who meticulously helped his mom smooth the crushed rock in the
form, and made sure the results were perfect. Thirty volunteers from Wells Fargo trimmed brush and spread rock and sunshine all along the trail. The Master Chiefs Association and sailors from SubGroup 9 and Bangor IMF moved tons of rock to the forms. My special pal, Dean Enebo, brought his tractor to move rock and also
gathered and returned all the tools for the event. Dean is a Charter Member of the Task Force and has that Kiwanis spirit of service. About noon, things got real quiet, and I saw everyone had a big brown box. Harrison Hospital had provided every volunteer with a great box lunch. Boy, was it good! Today was a perfect
example of what I love about this community; kids and moms, students and sailors, young and young at heart supported by local businesses coming together to help their community. Seniors: Take a walk on the Clear Creek Trail For more than 20 years the residents of Central Kitsap have been blessed to have one of the most scenic and enjoyable walking (and running) trails available in this part of the Puget Sound. I’m referring, of course, to the Clear Creek Trail, and thanks to the “visionaries” (people like Tex Lewis), who pioneered its development, all of the citizens who live here can enjoy this wonderful resource. But the trail is far more than just scenic pathways through woods and farmlands; it represents a great

activity. Since most of the trail is flat, and easily accessible, even seniors with limited mobility can participate in walks that will “fit” their physical capability. By the way, there are numerous access points to the trail, including a parking lot to the east of the Sa’qad Interpretive Center (the red barn) just north of Bucklin Hill Road, the parking lot behind the All Star Lanes bowling alley, and the parking lot for the Silverdale Dog Park/ Skateboard Park. Every day that I have the opportunity to walk or
run on the trail, I meet familiar faces, and occasionally enjoy a brief conversation, especially if I happen to be walking my dog, which, by the way, is yet another great feature of the trail, provided you take responsibility for picking up any little deposit your pet might leave behind. Fortunately, the trail folks have placed plastic bag dispensers all along the trail just for such occasions. Over the years I’ve been impressed with the volunteers that give of their time and energy to maintain the many facets of the trail.
It’s a never-ending effort to keep the trail clear of debris from fallen tree limbs, overgrowth, and occasionally garbage that has been left by ill-mannered people. I have to also acknowledge the youth “work parties” that are organized to keep the trail in good condition. From spreading new gravel, to trimming back overgrowth, our young people have contributed significantly to this great resource. In fact, the trail has been the beneficiary of dozens of Eagle Scout projects

over the years and their names are listed on a bulletin board just outside the Sa’qad Interpretive Center. When Diann Scanga decided to open a consignment clothing store, she said it was “like taking that step off the cliff.” “I didn’t really know what to expect,” she said. “But I’m glad I did it.” Now, after three months in business, Scanga’s store, Lucky Star Consignment Clothing, is well on its way to being a success. Scanga’s store is the second Lucky Star in Kitsap County. The other one is in Kingston and is owned by her friend Stacy Patrick. “I’d stop by Stacy’s store two or three times a week,” Scanga said. “One day she said, ‘Diann, you’d be good at this. Why don’t you open a consignment store?’ ” So Scanga went to work to locate just the right place. She thought about Poulsbo, but found there are eight consignments stores there. And, there are four on Bainbridge Island and three in Kingston.
But there were none in Silverdale. “Silverdale is centrally located and there are lots of military people here coming and going, so I knew it would be a great place,” she said. She found a large store 4,500 square feet to be exact - in a strip mall, near Kitsap Mall. She is carrying on the name of her friend’s store, Lucky Star, which Patrick said came from the words to a Madonna song. Scanga’s store has exposed pipes and steel beams in the ceiling which she loves and has made them to be part of the ambience. Her husband was able to nab large wooden reels that once housed wiring, which she’s turned into tabletop displays for shoes and purses. “I decided that I wanted the atmosphere in here to stay open and authentic,” she said. Her merchandise all comes in the door from her supporters. She uses a software program called Consignment

Store Software which keeps track of who brought the item in and on what date, and what the item is priced at. “I take in new and gently used clothing, shoes, purses and accessories,” she said. “The store gets 60 percent and the consigner gets 40 percent.” Items stay in the store from 60 to 90 days and then, if they haven’t sold, they are returned to the consigner or donated to the Kitsap foster
care program. Consigners also have the option of taking store credit instead of cash. Scanga has clothing in sizes extra-small petite to plus sizes. She has a department for men’s clothing and a nook for infants and children’s clothing. Her inventory is always changing and she’s recently had so many items brought in that she has about a two-week backlog of items she needs to price and get on the floor.

Her 18-year-old daughter, Jordon, works in the store with her, too. “She’s a fashionista,” Scanga said. “She has a darling sense of fashion.” As for Scanga herself, she said she was always a “tomboy” growing up. She’s a former social worker and never really got into fashion until she was an adult. Her weakness is boots. “Boots and purses,” she said. “I’ve got 26 pair of boots in my closet at home.” And speaking of purses, Scanga points to a wall filled with high end purses. “I’ve got a purple Michael Kors bag that would retail for $580,” she said. “It’s barely been used and I’ve priced it for $225.” Most of the items in her store are name brand things that are reasonably priced. “And one thing I can tell you is that Kitsap knows how to dress,” she said. “Sometimes I can’t believe the great stuff that comes through my door.” Starting a retail business was a scary prospect, she admitted. “But this kind of a business is great for the economy,” she said. “This is all about recy-
cling and saving money, and looking good at the same time.” With more than 300 consigners so far, Scanga thinks she’s done a pretty good job of organizing items and making the place look good. “My husband came in the other day and said he couldn’t believe that it looked so good in here,” she said. “And then he asked me why my closet at home is such a nightmare.” Although her husband is one of her greatest supporters, he wasn’t sure about the store when she first mentioned the idea to him. “He went to work and told his friends what I was doing and they told him ‘Dude, she’s not opening a store. She’s just renting a bigger closet.’ ” But Scanga’s been good at not taking home much. “Just a pair of designer jeans that I loved,” she said. “I had them out for a bit but when they didn’t sell, I knew they were meant for me.” The store is open Monday through Saturday 10 a.m. to 7 p.m. at 3276 NW Plaza Road, Suite 104. Daniel Vasquez is no stranger to the restaurant business. Vasquez, owner of El Huarache Azteca in Silverdale and Poulsbo, has opened a third restaurant, Veneto’s Ristorante Italiano. “I had a friend in Seattle who had been working in an Italian restaurant for about 17 years,” said Vasquez. “He said I should give it a try.” Veneto’s has been open for about a month and Vasquez is optimistic about its future success. “It’s like any new business,” he said. “You shape up your food and your business through time.” After owning successful restaurants for 12 years, Vasquez knows what he’s talking about. El Huarache first opened in 2001 after he and his brother, Carlos, operated a restaurant in
Seattle, Fiesta Mexicana. When they closed that restaurant, they opened El Huarache. “We didn’t have a nickel when we opened,” said Vasquez. There is no shortage of Mexican restaurants in Kitsap County, but Vasquez is confident in El Huarache’s uniqueness.

On top of the usual meats carried by taquerias, ground beef and chicken, they also serve carne asada, a f lank steak dish, barbecue pork and more. “We also have our own homemade sauces that other restaurants will not have,” he added. Those sauces include green tomatillo sauce,
habanero sauce and more. When it comes to his favorite dish, however, there is only one choice for Vasquez. “I don’t care what kind, but tacos (are) number one,” he said. However, he also said that when he eats Mexican food, it’s always either at his house or at El Huarache. “That’s it. Period,” he said. In recent years, El Huarache has become increasingly popular, but the space they were in was small, and fit “less than 40 people.” “In the afternoon, for lunch, it became so popular (that) there was no seating,” said Vasquez. “People didn’t want to wait, especially for lunch.” In December, 2012, a building across the parking lot became available for sale and the Vasquez brothers purchased it to move El Huarache there. “I feel very proud because I built this res-

I did the cabinets. I did it.” Vasquez, along with his friend, Mario Mendoza, who is a professional carpenter, worked every day on the new location for two months to get the building ready to open, according to him. After moving El Huarache, they started working on getting Veneto’s opened. The principles of homemade food carried over to the Italian restaurant. “We don’t have any special oven to make the
bread,” said Vasquez. “But we use the stove.” The chef also makes all the sauces from scratch. On top of owning the restaurants, Vasquez also manages both El Huarache and Veneto’s. It’s difficult, running back and forth, especially when the kitchens run out of things and he has to go on grocery runs, he said. But he thinks that having the right people working with him, he knows he can succeed. It is important to him that his staff and customers know how much they’re appreciated, he said.

The area heat wave abated slightly and gave way to a picturesque summer evening July 3 as the Kitsap Pumas defeated the Washington Crossfire 2–1, just in time for Independence Day 2013, and ending their recent losing streak. After an uneventful first half, the Pumas came back strong and scored two goals in rapid succession. The first, made by defender Ben
Gardea at 48 minutes of play, was followed almost immediately by the second goal made by forward Andrew Stirling with an assist by midfielder Kasy Kiarash. The Crossfire did manage a slight rebuttal later in the game when, at 82 minutes of play, Nick James scored the team’s first and only goal of the game. Whatever momentum the Crossfire gained from the point was not enough, however, to change the outcome of the match. Approximately 462 people
were in attendance, including several members of the “Blue Guard,” the unofficial Pumas’ booster club. They could be heard singing their own variations of popular songs infused with Pumathemed lyrics. The Pumas will finish their season in a match against the Sounders U23’s July 13th. Sailor is charged with rape By KEVAN MOORE kmoore@soundpublishing.com
Nikolai Emmanuael Baker, 23, a sailor in the U.S. Navy residing in the 2200 block of Scorpion Avenue at Sub Base Bangor, was charged Monday in Kitsap County District Court with rape in the third degree. According to court documents, Baker was at a home in Bremerton and started drinking with a man and his wife at around 10 p.m. July 5. The woman said she threw up around 2 a.m. and went to bed around 3 a.m. The husband said he and Baker stayed up playing video games and drinking until about 4 a.m. when he went to bed. Eventually, at around 5 a.m., the woman said she awoke and realized she was being sexually assaulted and then woke her sleeping husband. He apparently grabbed a gun, but didn’t aim it at Baker, and shooed him out of the room. He says he subsequently confronted Baker, who denied being in the room and left the residence. His wife later told him what happened and they contacted police. A sheriff ’s office deputy then set out to find Baker. “I went to Bangor to locate Nikolai Baker, but he was not there,” the deputy wrote. “I later received a call that the military had him and told me that I could come and interview him. I responded and interviewed Baker in Lt. Commander Faller’s office.” Baker said he was highly intoxicated, but drove back to base and passed out in his car. According to the report, Baker said that he was bored and went into the room to wake up his “friends of four years.” He admitted to fondling the woman’s breast while she was not awake or responsive, but said he didn’t remember doing anything more. “I asked Baker if she gave any sign of wanting him to touch her,” the deputy wrote in his report. “Baker said no, she was asleep. I asked if they ever had a relationship. Baker said no, they were just friends for four years.” Baker told the deputy it was possible he went further than fondling the woman’s breast, as she had claimed he did, but he couldn’t remember for sure. “I asked him why he would do this,” the deputy wrote. “He said that he didn’t know, maybe it was the alcohol.”

Kitsap Humane Society gets help for spay-neuter programs By Leslie Kelly lkelly@soundpublishing.com
The conservative number is 12,177 fewer kittens born so far this year. That’s what the spay and neuter program at the Kitsap Human Society has accomplished to date by performing 1,353 spay or neuter surgeries on cats and 600 on dogs so far in 2013. Because each unaltered
female cat can produce up to nine kittens a year, the surgeries that the Kitsap Humane Society have performed may have saved more than 12,000 unwanted kittens from being born and ending up in shelters. That’s even more reason why shelter officials are thrilled to recently receive three grants that will help them keep their spay and neuter programs going.
The Rotary Club of Bainbridge Island awarded KHS $6,987 for the purchase of 15 spay-neuter packs. The Handsel Foundation, a private family foundation, awarded KHS $10,000 and the Bainbridge Community Foundation awarded KHS $5,000 for its spay-neuter programs. “Kitsap Humane Society veterinarians completed a record 3,700 spay-neuter sur-

geries in 2012 and are working to increase that number by 10 percent in 2013,” said KHS executive director Eric Stevens. “So far, they have performed almost 1,953 surgeries. These grants will enable us to make continued progress in the prevention of unwanted litters that invariably end up at the shelter in great numbers, especially kittens.“ The Bainbridge Rotary grant specifically provides funds for 15 large and small spay-neuter packs that include specialized forceps, needle holders, surgical towels and other equipment that must be individually sterilized and wrapped for each surgery. “We are able to complete each spay/neuter surgery within a few minutes depending on the type of animal and size,” said. Dr. Jennifer Stonequist, KHS’ director of shelter medicine. “But when all the spay/neuter packs are used up, we have to wait while the used ones are being re-sterilized and wrapped, which is the timeintensive part of the process. Having more of these packs will allow us to complete significantly more surgeries.” More surgeries are what Kitsap Humane Society aims to accomplish. “When you consider that an unaltered female cat and her offspring have the potential to produce 17 cats in two years, 55 in three years,

spay-neuter programs include partnerships with PAWS Bainbridge/North Kitsap and PAWS Bremerton. KHS offers ongoing, lowcost spay-neuter services to pets of low-income residents of Kitsap and Mason counties, including Cat Fix Days every second and last Tuesday of the month. Lowincome is defined as $51,750 or less in a 3-member household and $57,500 or less in a 4-member household. For pet owners whose pet has had a litter, the owner may bring in the offspring and KHS will spay or neuter them when they are of appropriate age (at least 2 months old) and find them forever homes. KHS will also spay/neuter and return the parent(s) free of charge. Home prices in Kitsap County drop slightly By Leslie Kelly lkelly@soundpublishing.com
The number of homes selling in Kitsap County continues to outpace this time last year, but the selling price has dropped slightly from a year ago. That’s the analysis of monthly homes sales data recently released by the Northwest Multiple Listing Services in Kirkland. It’s membership includes 21,000 real estate brokers in 21 counties in Washington. The multiple listing service data showed that 384
residential and condominium sales were completed in Kitsap County in June 2013. That’s 85 more than were sold in June 2012. Year to date the numbers of closed sales are 1,640, compared to 1,283 a year ago. But the average sales price this year was $293,076, as compared to $304,085 one year ago. That’s about a 2 percent drop from last year. The median closing sales price for single family homes and condominiums combined was $244,500, down from $250,000 in June 2012. Median price is that at
which half the homes sold above that price and the other half sold below that price. Mike Eliason, executive director for the Kitsap Association of Realtors, said that statistic is a bit misleading. He said in all price ranges median sales prices were very similar, except in the million dollar homes. “Last year in June twice as many million dollar homes were sold than this year,” he said. “That’s what’s affecting the median price data.” Kitsap median price was down by about 1 percent
and compared to the overall region where the median price was up about 8 percent, he said. Inventory of homes for sale in Kitsap County continues to be stable, with 526 new listings in June for a total of 1,479 residential properties on the market. That was just 4 percent less than a year ago. There were also 463 pending sales at the end of June. “In Kitsap, we’re better than they are in other places,” Eliason said. “There’s only about a two and a half month’s supply of homes in King County, where we have about a four month supply. The goal is to have about a six month supply. So we’re not as bad as the I-5 corridor.” There were 28 percent more closed sales happening in Kitsap County last month as compared to a year ago. Throughout the NWMLS area that closed sales averaged a 17 percent gain. For neighborhoods within Kitsap County, prices on closed sales dropped between
two to 12 percent, except in Silverdale where it remained the same at $299,975, Seabeck where it increased 16 percent to $349,000, and Bainbridge Island where it increased 19 percent to an average sales price of $696,500. While inventory in Kitsap remains strong, NWMLS director Frank Wilson said that with interest rates rising slightly, buying power is diminishing. “Higher interest rates gouge into buying power,” Wilson said. “That decreases a buyer’s ability to purchase a home.” In the past 30 days interest rates have risen about .74 percent, he said. That equates to $30,000 less for a buyer looking to purchase a home at $350,000. “This will jump their monthly payment by $247,” he said. “For an economy that is not yet firing on all cylinders, that is real money to the average family.” Interest rates on a 30-year fixed mortgage is currently at
4.4 percent. Eliason said he anticipates the higher interest rates will affect home sales in coming months, more so than the June figures. Kitsap real estate agent Jamie Jensen, of John L. Scott, said the housing market in Silverdale and north of there is great right now. “From June 1 to July 8, 2012 for all neighborhoods of Poulsbo, and Silverdale, including Chico - there were 70 closed sales in 2012,” she said. “For that exact same area June 1 to July 8, this year there were 93 closed sales. That is a nice improvement.” She said these areas are seeing quality, well-priced homes, in good neighbors go very quickly, including some with multiple offers. “It’s frustrating for buyers who aren’t on it every single day as good homes pass them by,” she said. “And with interest rates going up, the amount people can afford is going down. There is a delicate balance in this market.”
Bomb scare delays ferries
Bremerton and the 1:30 p.m. sailing from Seattle were delayed as a result. Bremerton Police Chief Steve Strachan said the suspicious tool box was found underneath the staircase leading from the ferry terminal to the boardwalk, between the patio at Anthony’s Restaurant and
the eastern edge of the terminal building. A Washington State Patrol bomb squad responded and took several x-rays of the tool box before giving the all clear. Nonetheless, evening commuters from Seattle and Bremerton faced ongoing delays as the ferry service got back on schedule.

Keeping your lawn green despite summer heat Gardener Joe
Joe Machcinski Northwest lawns are starting to go dormant. Keeping them green is a challenge this time of the year. But if you mow higher and water longer and less frequently, an inch a week, you will be going in the right direction. I like it when the lawns go dormant. That tells me it is time to just work on pruning. Plants do need some water during our dry spells, but be careful. Know the plant. Disease and insects are active this time of the year as well. If you over water, it puts stress on the plant, inviting those insects and diseases to come in.
In my earlier columns, I went over mulching your plants. Mulch holds moisture in the soil; it feeds the plant and reduces the amount of weeds. With the dry, hot days, working on the weeds is a lot of work. So have the
right tools, such as weed pulling tools, organic herbicides like white vinegar and a product called “Burn Out II.” Be careful and always read labels. Safety should always be your number one priority. Herbicides

After a short public hearing Monday, Kitsap County commissioners approved a resolution that calls for closing a portion of Schold Road NW to vehicular traffic. Commissioner Josh Brown said the closure was approved after the board heard from representatives of the Clear Creek Task Force. The Clear Creek Trail is in the vicinity of the road being closed, north of Waaga Way and Silverdale Way. “The folks from the Clear Creek Task Force support the county moving forward with the road closure,” Brown said. He said three people spoke at the public hearing and there was no opposition to the closure. Residents in the area were assured that they will have access to their homes. The initial closure will happen sometime this fall and will be temporary, closing the road just south of the homes that neighbor the trail. Pedestrians and bicyclists will have access to the trail as normal. Barriers will be placed to mark the area off limits to vehicles, but could be moved if needed for emergency access. A permanent closure is expected in 2015 and will close 3,100 feet of the road, but will create a turnaround south of the residences so that vehicles can access the residences in the area. During that time there will be extensive work done on the trail including ADA access and a footbridge. All property owners will maintain their current access to their properties on the remaining section of Schold Road NW. The cost of the temporary road project is estimated to be $20,000 for time and materials. Removing sections of Schold Road is necessary, according to the county’s public works officials, so the east fork of the creek can return to its original configuration.

Continued from page 2 three years now,” Scott Houmes said. “We resisted change. We resisted growing for a very long period of time. My brother and I concentrated on improving the Silverdale restaurant, but after quite some time the demand for the beer outside of the restaurant grew to where we were basically tripping over each other.” The company initiated talks with the city and the beer commission on starting a Bremerton brew festival. The brothers bring a different type of passion to the festival, knowing it is something they were involved in from the beginning. “We were instrumental in showing the community what Bremerton and Kitsap County has to offer,” said Houmes, who regularly participates in festivals around the state. “There’s a fair amount of camaraderie amongst brewers. It’s somewhat of a fraternity amongst brewers to enjoy good beer. It is fun being in an industry like this.” Silver City Brewery will offer its popular summer lager, Ziggy Zoggy, at the event, along with other specialty brews. “Beer festivals are a great way to market your product and your brewery,” Houmes said. “I am excited to see the West Sound get excited about craft beer. This is a phenomenal event where the local craft breweries, including Silver City, are able to highlight their beer to the community. It’s great for craft beer, and it’s great for the local economy. We are very fortunate to be embraced by such a passionate community. We’re just happy to be a part of it.”
SOME DO IT FOR THE PASSION It all started with a little at-home brewing kit. Mike Montoney, owner of Rainy Daze Brewing, started his own business on his property in Silverdale. His passion to brew started with a kit and bloomed into a larger pursuit. “I’ve always wanted to do this,” Montoney said of home brewing. “I’m always creating new beers constantly.” As a new brewing entrepreneur and owner of an auto shop, Montoney has a lot on his hands. Even a heart attack couldn’t keep him from indulging in his love of brewing. After losing interest in his car business, he decided to cut down on shop hours and focus his attention on his budding business. Nine months into it, he can see the fruits of his labor coming to life, despite a few setbacks. Originally, his detached garage served as the brewing space and tasting room. Despite having the proper licensing and documents, a neighbor complained and a county commissioner stepped in to tell Montoney that he lived in a rural area and wasn’t allowed to operate a retail store out of his home. But, he is still able to act as a wholesaler, and local breweries have stepped up to buy kegs of his product, he said. Montoney plans to attend the beer festival as a way to recruit those who haven’t tasted his beer, although his reputation spreads as far as Port Townsend bars because of bars’ loyalty of serving his product on tap. The beer he’s proud to admit almost anybody would drink — even non-beer drinkers — is an oatmeal pale called Mindfunk.

“I think anybody can like it. It’s got that coffee taste. It’s a breakfast beer,” he joked. Even with a smaller system than most other breweries, Montoney and his buddies just made their 122nd keg of beer, and they’ve created more than 30 beer styles in their barrel-and-a-half system. “We’re selling beer as fast as we can make it,” Montoney said. And even though that takes about three to four weeks, Montoney must be doing something right because he won the Washington Beer Awards Silver Medal for his Belgian Bastard, a pale ale that will be featured at the festival. In addition to beer, Montoney also specializes in homemade root beer, a favorite among children. Although he’s had a bit of a bumpy start with brewing the way he’d like, Montoney keeps a sunshine attitude doing what he loves and looks forward to bonding with other brewers at the fest. “I think it’s really good for the whole brewing society,” he said. “I think

on brewing which offers a fresh beer that hasn’t been sitting bottled on a shelf forever. “It’s open fermentation,” said Nathan Sylling, a sales rep for Hale’s. “A lot of places do it within tanks that are completely closed off. We have mirrors on the ceiling (of our brewing facility). You can actually see the fermentation process happening. That’s more English-style.” The idea for the alehouse came to owner Mike Hale when he spent a year bicycling around small villages in England, states the company’s website. His travels helped him develop an appreciation for English-brewed ales, but it was on a July 4 that Hale decided to open his first brewery in Colville, where he developed his famous Hale’s Pale American Ale. Now, Hale operates a brewery and pub in the Fremont District and a pub in Silverdale, where locals gather in appreciation of good beer. “We have so many talented local brewers,”
said Mike Malane Jr., who has known Hale for a long time. “Charisma, passion and presentation: that’s the key to any business.” His wife, Laura Malane, said she enjoys the Bremerton Summer Brewfest because of the huge turnout of locals supporting Kitsap County businesses. “Anybody can buy beer and go home,” she said, adding she would rather give her money to those in town, including Rainy Daze beers, which Hale’s offers. Hale’s will offer its Bourbon Barrel Aged Supergoose, aged for five months in a bourbon barrel, along with four other beers. “I really like the community of craft beer,” Sylling said. “It’s definitely like a club that’s open for anybody who wants to be a part of it. Alluring aromas of apple, pear, fresh-cut celery, slate and spice are followed by flavors loaded with jasmine, pineapple, pear and apple. It is perfectly balanced with bright acidity that provides a lengthy and memorable finish. n Mercer Canyons 2011 Riesling, Yakima Valley, $13: The Mercer family has been farming in Washington for more than a century and has been in the wine business since the early 1970s. Pre-heat the oven to 350 degrees. When the hour has passed, take the GF cookie dough out and roll it out between two pieces of parchment paper. The cookie dough should be approximately 1/4-inch thick. Use your favorite cookie cutter shape. I like my cutter with the pretty ruffly edges that is about 1 inch across. Place the cut-out cookies onto a baking sheet that is lined with parchment paper. Bake the cookies for eight to 12 minutes until just slightly golden. Remove the cookies and place them on a cooling rack while you make the Mexican cream frosting. In a medium mixing bowl, add the cocoa powder, cinnamon, espresso powder, 1 cup confectioners sugar, shortening and coconut milk. Mix well with a hand-held mixer. If the mixture is too thick, add 1 Tbs of coconut milk and alternate with 1 Tbs of confectioners sugar, until the mixture becomes creamy but still has body or slightly thick. This cream frosting can be a little fussy on a humid day so just play with it until you get a consistency that is spreadable like a nut butter. Use an offset spatu-

I can’t believe they lasted that long but these lovely little Gluten Free Mexican Chocolate Sandwich Cookies are the perfect amount to enjoy just one at a time … if you can resist!

School district discusses replacement levy for technology: Bainbridge Island school officials have settled on four options for a technology levy that may go before voters next year. The school district’s current $5.2 million levy, passed by voters in 2010, expires in 2014. Options now under consideration range from a $4.5 million levy, which would generate $1.5 million a year; to a $6.6 million levy, which would generate $2.2 million a year. School board members are reviewing how much levy money should be devoted to communications, infrastructure, network systems, learning and teaching. Although the state Legislature has pledged an additional $1 billion for education in the next biennial budget, Bainbridge officials don’t expect to see a windfall that can be used to fund the district’s ongoing technology needs. District Superintendent Faith Chapel noted it was unrealistic to think any additional funding would cover the gap between what the state gives the district for basic education and what it actually costs. — BainbridgeReview.com
Bremerton City Council candidate says he’s dropping out of race: Bremerton City Council candidate Keith Ranburger dropped out of the District 5 race after his residency was challenged. Bremerton resident Daryl Daugs, whose wife, Leslie, is now running unopposed for re-election, filed the challenge June 6 at the Kitsap County Auditor’s Office. Daryl Daugs is one of two principals at BiggDaug, LLC, a political consulting and campaign management firm run by him and Mark Biggs. “I’m dropping out of (the race),” Ranburger said. “I gotta get my act together and take care of it.” Kitsap County Auditor Walt Washington said a hearing on the residency challenge was held; Daugs showed up, Ranburger did not. Washington’s deputy oversaw the hearing and has submitted her findings to the Kitsap County Prosecutor’s Office for a final review before issuing her determination. Searchers find body near Enetai Beach; autopsy scheduled: A man’s body was found by Port Orchard police near Enetai Beach July 5. Authorities said the body may be the remains of Thomas Craig Vogt, 51, an East Bremerton man who was reported missing by his family June 20. The search was prompted by a 911 call at 12:45 p.m. July 5 from recreational boaters near the confluence of Port Orchard Bay and Rich Passage. An earlier search, June 21-24, in Sinclair Inlet ensued after a report of a floating body was received. No body was found then. The Sheriff’s Office said an autopsy will be conducted

Police will make more arrests in vandalism case: One teen was arrested and more arrests were expected this week in connection with the vandalism at the
Veterans’ Memorial Wall and Port Orchard Marina Park last month. Police Chief Geoffrey Marti said a teen male was arrested and booked into juvenile hall.
