JULY 24TH 2013
There may be a solution for a vexing issue concerning a 155-acre farm on state Route 410 inside the Enumclaw city limits. The site is the Thomas Farm at 123 Roosevelt Ave. In 1990 King County purchased the development rights under the county Farmland Preservation Program, prior to the Growth Management Act. The issue for the city is, the farm is one of the only farmland preservation parcels inside a city. City officials through the years have looked for ways to convert the site for urban use. In 2007 Mayor John Wise sent a letter to King County Executive Ron Sims stating, “Operation of a dairy farm on the Thomas Farm has become problematic due to encroaching urban development. Active farming on the Thomas Parcel is incompatible with surrounding property uses as well.” Changing the designation of the property would call for a countywide vote and a comprehensive plan change.

Wilkeson comes alive with handcar races and parade By Kevin Hanson
Oven Park. The competitive fun has been expanded through the years and will again include lawnmower races and a tug-o-war contest. Sign-ups begin at 12:30 or competitors can register early at city’s website. Bleacher seating is available for those who arrive in time. The evening is given over to an adultsonly crowd as the Wilkeson Eagles host a beer garden and street dance from 6 to 10 a.m.

Wilkeson’s annual National Handcar Races – and everything that goes with the yearly event – will energize the small, foothills town Saturday. The 39th annual day of fun is sponsored by the Wilkeson Booster Club. Things get rolling at 11 a.m. as the highway through town is closed so the traditional, old-fashioned parade can travel its usual Church Street route. There’s no charge to be in the parade and entries can begin staging at 9:30 a.m.; entrants also can apply on the city’s website, www.townofwilkeson.com. At noon, the focus shifts to an intersection near the elementary school where the Seattle Cossacks will be making a return appearance. The stunt-and-drill team typically attracts a good crowd to watch the riders and their Harley-Davidsons. Throughout the day there will be vendors and entertainment, along with a Kid’s Zone where youngsters can enjoy games at Wilkeson Elementary School. Town hall will have an open house with history and community projects on display from noon to 4 p.m. The highlight of the day, the handcar races, begin at 1 p.m. on the tracks at Coke
More on the way...
The Plateau’s busy event season is in mid-stride. Following this weekend’s handcar races, the next big event is the July 26-28 Enumclaw Street Fair. Expanded this year to three days, the Street Fair will again have a full slate of live entertainment, food offerings and a variety of vendors to satisfy shopper’s desires. In addition, there will be a Kid’s Zone for the younger set and, on July 27, the annual Street Fair 5k run/walk. The summer schedule also includes four highly-popular events at the Enumclaw Expo Center: the Scottish Highland Games July 26-28, Creation Festival Aug. 7-10, the Olympic Kennel Club dog show Aug. 14-18 and the Enumclaw Pro Rodeo Aug. 22-24.

Wilkeson receives award for downtown planning A unique approach to planning for small towns has landed the town of Wilkeson a 2013 Smart Communities award from Washington Gov. Jay Inslee. Heralding their leaders for smart growth planning and contributing to our state’s quality of life, Wilkeson was recognized specifically for its Rural Town Center Corridor Plan. The corridor plan provides a comprehensive transportation system all along state Route 165 through the town. This route for vehicular traffic also serves as the town’s “main street” and serves as a living example of the historic coal towns that once boomed in the area. “While the corridor plan addresses transportation needs through the town center, we were also able to incorporate other elements important to our community,” Mayor Donna Hogerhuis said. She noted such integral items as pres-
ervation of the town’s heritage, improved safety for children walking to school, public access to Wilkeson Creek and creation of a continuous pedestrian and bicycle pathway through town. Those items, she said, should support economic development by providing better access, parking and circulation for city businesses. The Smart Vision Award praised Wilkeson for providing an innovative planning model for other communities, using meaningful public participation, and advancing Inslee’s Working Washington Agenda. The plan, recently completed by SCJ Alliance, involved extensive public outreach, close coordination with local businesses and the National Park Service, and refinement of many concepts. Six distinct elements combine to create the corridor plan. Each may be constructed independently, yet all elements work
together to improve vehicle and pedestrian safety, community connectivity and stormwater facilities. This planning approach provides flexibility in pursuit of funding opportunities, both public and private. The strategy has already proven successful with more than 50 percent of the plan funded for design and construction. The Wilkeson corridor planning process was funded through Puget Sound Regional Council’s Rural Town Corridors program with a local match from the town. The state’s Department of Transportation served as the sponsoring agency. The pedestrian and bicycle facilities along SR 165 will also benefit regional biking/hiking enthusiasts who use the Foothills Trail. The corridor plan enhances an important connection through the gateway community into the park and other recreational areas.

White River Forest for sale By Dennis Box Editor
The White River Forest, owned by Hancock Timber Resource Group and located near Enumclaw, is on the market. The King County Council approved a conservation easement in April negotiated by King County Executive Dow Constantine to protect 43,000 acres of the White River Forest from development.
Enumclaw Mayor Liz Reynolds said the important issue for the city regarding the forest is recreation access. “We have an opportunity to build economic development based on recreational access to the foothills,” she said. King C ou nt y Councilman Reagan Dunn said the conservation easement preserves the forest for recreation use and protects it from residential

Dunn said he understood the quick action by the executive and King County Council to preserve the conservation easement caused some controversy, but the process was necessary. Dunn said Hancock had come to King County officials and informed them the land would be put on
the market. “We had to move quickly to get the conservation easement in place,” Dunn said. Dunn said because the timeline was compressed the council did not have time to consult with city officials. All action was taken in public meetings. The land was listed on the market about a month ago. Dunn said the expectation is a seller could be in place in three to six months.
Dunn said as soon as the county executive and the County Council knows who the prospective purchaser will be, county officials will work with the buyer concerning the conservation easement and recreational access. “Recreational access is important to us,” Reynolds said. “What we want is a seat at the table to talk about access.” Dunn said there will be a joint planning process
with city and county officials concerning access and the conservation easement with the new purchaser. The councilman said he can see Enumclaw looking for urban expansion in each direction but not east where the White River Forest is located. He described the forest as a local and national treasure that needs to be protected from residential development.

FARM FROM 1 King C ou nt y Councilman Reagan Dunn said he plans to bring the Thomas Farm change forward. Dunn said changing the designation would be challenging, but is possible. Enumclaw Mayor Liz Reynolds said her vision would be to convert the farm into a agriculturetourism attraction for the city. “People I represent always

say don’t lose our charm,” Reynolds said. “This could play to economic development for our community in a manner conducive to our heritage.” Reynolds said she would “hate to see a beautiful pastoral setting (like the Thomas Farm) turned into houses. We all have to put our thinking caps on. We have to think in the future where our revenues will come from. As a mayor I have to find new models to raise revenues without raising taxes.”

Bowl and scissors Letters BD mayor can ready to get snippy Current stand up to YarrowBay I saw a report on the Web last week about some guy who did a study correlating recessions to lingerie, whatever that is. I think the study should have correlated haircuts to the economy. I want to do a study looking into the correlation of funny-colored hair in a recession. Does a recession mean more pink hair and, during good times, green? I see girls with all sorts of colored hair, colors I didn’t even know existed. Even boys have colored hair. Maybe that’s where I went wrong when I was 16. If I colored my hair green I would have gotten a date. Nobody ever tells me anything. Dennis Box When I was in Editor grade school I went to a real barber for the first time. For some reason my mother finally retired her bowl and shears. I remember watching the barber in the mirror and thinking some haircut Merlin taught him scissors magic in a back room behind a red curtain. Of course, I was comparing him to my mother and her cow shears. My dad thought mom’s haircuts were great. He didn’t have a lot of hair to compare it to, unlike me. Maybe that is the secret to a long and happy marriage – it only matters if your wife likes your haircut.
LAST WEEK: Do highly-publicized accidents make you hesitant to fly with commercial airlines?
Growth and development are here in Black Diamond and they are not leaving and our city is on the verge of financial collapse. So the obvious question would be why would we trust such an important time and process to candidates who have never held a publicly-elected position? Two of these candidates want to be mayor but have no political experience or deep understanding of how our city government works. One had never attended a City Council meeting until just a couple of weeks ago. I don’t want a mayor who is learning the job on the fly, under extreme pressure and in the position of being
unknowingly manipulated or taken advantage of by City Council or political groups. While the position of mayor is a thankless one which pays nothing, it is not a symbolic position. I want someone who will treat it as a full-time job with the dedication it deserves. I want a mayor who works normal business hours and is accessible. Two of these candidates have jobs, one full-time and one parttime. Do they plan on quitting if elected so they can properly address the city’s issues or are they going to treat the position as a part-time obligation outside of work? Furthermore, what happens if these inexperienced individuals decide to quit midterm because they feel they are in over their heads or it requires more time than they can give? I am not about to let this City Council appoint a replacement like they have for two of
their own positions, something that has chaffed many citizens as we got no input to their appointments. I want someone who understands accounting practices and municipal budgets. Each candidate says that public safety is high on their list of priorities but only one understands how the budget actually works. Black Diamond’s is complicated because three-fourths of the city staff is funded by YarrowBay through an agreement for the purpose of continuity during the process. While the city fills and controls these positions, they are not subject to budget cuts for they do not pay for them. The General Fund is the only controllable fund and the Police Department makes up the largest portion of it and is usually the most visual casualty of cuts in the form of officer layoffs. How do we increase the General

How to hydrate when water just won’t do By Grant and Cathy Pritchard

A.
Water is optimal for quenching your thirst and it’s important for many bodily functions, but many people just get bored with it and yearn for something else.
A great way to spruce up water is to add fruits and vegetables right to the glass or pitcher. Add a citrus flavor to your water with orange or lemon slices, add cucumbers or, for a hint of sweetness, add strawberries or another sweet fruit. Another option is flavored seltzer
water, or make your own seltzer by combining your favorite juice with seltzer water. Tea is another healthy alternative that can quench your thirst, as well as providing immune-boosting antioxidants

As I sympathized for my cousin in his situation, All New at: I quietly gave thanks for the pastors we currently have here on the Plateau and the www.courierherald.com pastors who paved the way before us. The Plateau is a special place in that
the majority of the churches here love one another and many of us partner together to accomplish great things. As I thought about this, I began to thank the Lord even further because of all the work each church does here - not in competition with each other but in obedience to the call Jesus has on each of our congregations separately. Here are some examples. A few weeks ago this city was full of Vacation Bible Schools. I was so excited to hear the great news that roughly 300 kids were at EMS as Northwest Bible Church served them. At New Life we had a little over 50 special needs kids and siblings and friends being cared for and loved. That same week I walked by Calvary Presbyterian and watched youngsters running around City Hall park laughing playing together. I know there are still more VBS to go this summer. Not only have our churches reached out to the children of our community but to the expectant mothers as well. I’m so thankful for MRCC for doing the community baby shower for those in our com-
munity who need it. I so appreciate Hope Lutheran as they have opened their land and have done the back-breaking work of starting a community garden that will feed those who have need of our food banks, providing them with fresh vegetables in the near future. I love that The Summit is partnering with others to host a 5K in September that will provide much-needed funds for our special needs programs in the Enumclaw School District. Not to mention all that Plateau Outreach Ministries is doing for us. These are just a snapshot of all that the churches are doing here. I wish I had the space to tell you all the amazing things Jesus is doing on the Plateau through his body. The ones that I’ve mentioned just happen to be off the top of my head, so please don’t be offended if your church wasn’t mentioned. I know there’s far more going on in this community than I am aware of. Let’s celebrate the goodness of our Jesus and how he loves us. We are an incredibly blessed community and I am proud to be living and pastoring here.

So why not enjoy your garden this week? Sometimes the eye of a gardener becomes continuously focused on what needs to be done, instead of the beauty that is blooming in midsummer glory. Your plants will not be scandalized if a few weeds share their bed or stop flowering immediately if you relax and ignore some faded blooms. You can even mow the lawn a bit less often as summer arrives. If you just can’t see the flowers for the weeds, learn to love foliage over flowers or to blur your eyes while you gaze at your garden and enjoy splashes of color and texture – even if there are some blooming weeds adding to the color show. Give yourself permission to celebrate summer by just sitting in the garden – perhaps with a good book. Here are two suggestions: “Down to Earth with Helen Dillon,” by Helen Dillon, Timber Press, $23.12 hardcover (Amazon) I just finished reading this classic entertaining book by Irish author Helen Dillon retitled “Down to Earth Gardening” for an American audience. I loved not only the new nuggets of gardening information but also the humor and personality the author infuses into her writing. We’ll be leading a garden tour to Ireland this fall and visiting the garden of Helen Dillon as part of our tour – so with the idea of research for the trip, I thought I would need to order the Dillon garden books from a British publisher. It was a nice surprise to find out that Portland, Ore., publisher Timber Press has renamed and reissued this Helen Dillon book that has become a best-seller in the United Kingdom. You may find it at local book stores, your library and for sure at Amazon.com. Here is some gardening advice from the very opinionated Helen Dillon – her wisdom is broken down into short chapters, some devoted to beginning gardeners and other chapters for more advanced gardeners. The beautiful photographs of her own garden, near Dublin, prove the point that Dillon knows how to dig in, design and delight in the gardening lifestyle. • Change is good. Helen Dillon shares many past

Local rugby standout invited to participate in All-American game By Kevin Hanson Senior Writer
Hannah Lewandowski has taken her rugby skills from the local level to the national stage. A standout forward for the Rainier Plateau Junior

championships. Heading directly from wrestling to rugby, she capped the regular season by making a state all-star team, the Washington Loggers. The state team took on clubs from Utah, Idaho, Oregon and Northern California and emerged as champions of the interstate tourney. With perhaps 250 girls participating, Lewandowski was tabbed for Most Valuable Forward honors and made an obvious impression on the USA Rugby scouts in attendance. She was first told she was being considered for a berth in Colorado and, in June, received a confirmation email. USA Rugby hosted seven regional all-star tournaments. Others were in Massachusetts, Pennsylvania, Indiana, Colorado, California and Georgia. From those tournaments came 100 players – 50 girls and 50 boys – who gathered last week in Colorado. They arrived at camp July 9 to work with top coaches, medical staff, fitness and nutrition specialists. “From nutritional information to college counseling and individual direction from national team coaches, these potential Olympians and Rugby World Cup participants will benefit throughout the entire week,” said Luke Gross, player development manager with USA Rugby. The boys and girls were divided into a “Stars” team and a “Stripes” team and played a showcase game Saturday morning.

the General Fund? Raise your taxes or find new revenue streams. Controlled growth will bring this along with a solid police and fire budget. Without it this city will die. Simply promoting business development has proven ineffective and won’t work as businesses won’t survive without a growing population base to support it. That is why so many businesses in Black Diamond go out of business or move away. There is only one candidate experienced and qualified for the position. Mayor Rebecca Olness is the only one capable of continuing to work with YarrowBay, to see they follow every detail of the agreement they signed which includes many checks and balances and assessment points along the way to protect the city and its citizens This is an agreement she helped draft as both a City Council member and mayor. This is where her experience shines. We need to maintain this continuity for the proper execution of the agreement and for a solid economic future. Jason Brealey Black Diamond
Challenger offers best BD option I recently had occasion to meet Mr. Dave Gordon and heard him speak to his life’s accomplishments; his qualifications for the office of mayor of Black Diamond.
I was quite impressed. His manner was straightforward in listing propositions for improvements in Black Diamond and environs. Our city needs a strong hand in dealing with YarrowBay and their casual disregard of rules, regulations and laws. In short, I am convinced that Dave Gordon is just what Black Diamond needs – a breath of fresh air. It is very important to vote for him in the upcoming primary and general election. How will land sale impact the park? Notice of a public auction was recently posted at Nolte State Park, also called Deep Lake. Sealed bid opening starts on Aug. 14, 2013. Minimum bid for a 27.65 acre portion of Nolte State Park is $469,999. I am sad to hear of this state park sale. Deep Lake is an increasingly popular park, gifted to the state years ago by owner Minnie Nolte. I have questions about this sale, such as the following: What type of development will be allowed? What will the sale proceeds be spent on? Why did the historic trailhead receive only one acre and what zoning will this one acre be (nonmotorized, etc.)? Has traffic impact been addressed? What about the impact on Muskrat Lake? How is the Centennial Trail going to benefit? How will the new

When my daughter, Katy, was very young I decided I could cut her hair just fine. I had watched my mother and thought I could do as well as her, even better, and my scissors were moderately sharp. After my clipper updo I thought Katy looked dandy, but I made the mistake of taking a picture of her. Katy saw it a couple of years ago when she was looking at some old pictures from her childhood. Now she is convinced I traumatized her for life. To make it up to her I have offered to go to her apartment and give her a new scissors updo. I told her I would buy a new bowl and clippers and it would save her a little money. I have even offered this service to the women in the office. I am surrounded by women here and I told them I would bring in my bowl and clippers for a free haircut day. Nothing but abuse is what I got. Apparently the Great Recession must be coming to an end. Maybe if I buy different-size bowls and learn how to turn hair pink that will lure them. I’ll talk to Scott Gray. He doesn’t have enough hair that it matters. I can practice on him.

I am someone who regularly skips meals and workouts, thanks to both a busy work schedule and family life. I’m wondering if you have any tips that might get me back on track. Luckily, there are many people who lead busy lives while still finding the time for healthy meals and productive workouts – it can be done. You need to make sure that fitness and nutrition are priorities in your life. Once you make this commitment, doing the “right” thing will seem like a lot less

Then, you can schedule your workouts in your planner and resolve any meal planning issues as well. For example, maybe you need to pack more comprehensive snacks if you have a meeting during lunch, or maybe you need to create a reminder so you remember to take frozen meat out of the freezer the night before you cook it. These seem like small, almost trivial, changes, but they make a world of difference when you’re in a time crunch. School supplies being collected With the start of the school year just around the corner, Enumclaw Youth and Family Services is again asking community members, businesses and churches for their support in providing school supplies and backpacks to more than 350 children from low-income families in the community. School supplies and backpacks will be collected until Aug. 19 and will be distributed from 10 a.m. to noon Aug. 22 at J.J. Smith Elementary School in Enumclaw. When parents arrive, they will be asked to provide the names (or names) or their children, their ages and what schools they attend. Enumclaw Self Storage has joined forces with Puget Sound-based nonprofit Northwest Center by hosting a drop-off bin for textile recycling that also supports local children and adults with developmental disabilities. Customers and residents are encouraged to donate re-usable clothing, linens, towels, shoes and other household textiles by dropping off bagged items at the collection bin at 810 Blake St. in Enumclaw. According to the U.S. Environmental Protection Agency, Americans discard 85 percent of unwanted clothing and shoes into the trash each year, amounting to more than 11 million tons of textiles added to landfills annually. Recycling these items
benefits local families and the community by providing lower cost clothing options, reducing landfill waste and supporting local charities. Proceeds from donations collected at bins are used to fund the wide range of services provided by Northwest Center. Donations are tax deductible and tax receipts are available online at bigbluetruck.org or at host sites.
