Redmond hit with 38 vehicle prowls in the course of a week Police arrest Seattle man possibly linked to 19 SAMANTHA PAK spak@redmond-reporter.com
The City of Redmond was hit with 38 vehicle prowls from July 8-15 and the Redmond Police Department (RPD) has arrested a 32-year-old Seattle man they believe is linked to at least 19 prowls that occurred overnight Sunday, into Monday morning. The arrest came after RPD received a call at 4:40 a.m. Monday from the 14800 block of Northeast 64th Street in Grass Lawn. “An 11-year-old heard someone hitting vehicles and window smashing,” said Jim Bove, spokesperson for RPD.
He said one of the girl’s parents called the police and as they were en route, a patrol officer noticed someone kneeling in the front passenger seat of a car in the 15100 block of Northeast 68th Street, sorting through items in the middle console. When the officer approached, Bove said the suspect took off running. A foot pursuit ensued and as the officer got close, the suspect stopped and lay on the ground. At the same time, Bove said a car engine revved, wheels screeched and a car began speeding in reverse toward the officer and suspect. “The car continued southbound on 151st Avenue Northeast onto Northeast 68th Street when it stopped and then sped off,” he said. “As the car was doing that, the suspect got up and ran again towards [ more CAR PROWLS page 3 ]
On Saturday morning, crowds of people lined 161st Avenue Northeast and Northeast 85th Street in downtown Redmond, watching, as pirates, Darth Vader and his Imperial Stormtroopers, zombies, dancing horses, a dancing dragon and lion and others made their way toward City Hall. While the sight of such individuals on any other day in Redmond may have been cause for alarm — or at least curiosity — their appearances in town on Saturday was business as usual as they walked alongside marching bands, elected officials, school groups and representatives from other local organizations in the Grand Parade at the 73rd Derby Days festival. Antim Bansil, who has lived in Redmond for 10 years, attends Derby Days with her family every year and said she enjoys the lively event and parades. “You see the community,” she said about what she enjoys the most. Redmond resident Rachel King agreed that seeing the community is a Derby Days highlight for her. She has attended about seven years out of the 13 years she has lived in Redmond, both before and after she became a mother. Now with a 4-year-old son, King appreciates being able to bring him to such events — especially in the summer when being outdoors is ideal. “It’s just fun,” she said. “It’s a family event. We need more family events.” Although King and Bansil see Derby Days as a chance to meet others in their community, their children have other things in mind. King’s 4-year-old son David and Bansil’s 8-year-old daughter Ashika both said their favorite part of [ more DERBY DAYS page 5 ]
No injuries in two-alarm fire east of Redmond SAMANTHA PAK spak@redmond-reporter.com
Crews from Redmond, Bellevue, Kirkland, Duvall, Woodinville and Eastside fire departments responded to a two-alarm structural fire shortly before 9 a.m. on July 12 from a residence in the 25500 block of Northeast 67th Place in unincorporated King County east of Redmond. A neighbor had reported the fire and Jim Bove, spokesperson for the Redmond Fire Department, said the house was about 50 percent engulfed in flames when crews arrived and were not able to enter at first. He said they also thought occupants were inside as no one was coming out of the building.
Crews from multiple fire departments responded to a two-alarm fire at a house east of Redmond last Friday morning. Courtesy Photo “It turns out they were out of town,” Bove said, adding that the owners were notified right away and made their way home from Walla Walla immediately. There were no injuries. Bove said, according to
neighbors, the owners had four dogs and two cats. The four dogs have been accounted for and are doing fine but the cats are unaccounted for at this time. The cause of the fire is still unknown and currently under investigation.

www.redmond-reporter.com [ CAR PROWLS from page 1] the car, but the officer caught up to him and arrested him.” Bove said the suspect had a felony warrant for residential burglary and the vehicle that sped away had been stolen from Bellevue. He added that the suspect was taken to the hospital because he admitted to swallowing heroin when he saw the officer approach and had become ill. “We believe he and his cohorts are linked to at least 19 prowls that occurred (Sunday) night, but it’s still under investigation and fingerprints are pending,” Bove said. Out of the 38 vehicle prowls that occurred in the last week, Bove said in 20 of the cases, the doors were unlocked, 10 were “smash and grabs” or the locks were punched. Items that were stolen include cash, a purse, wallet, checkbook, watch, iPhone, credit cards, clothes, tools and laptop. The remaining eight prowls didn’t fall into either of those categories as they included boat prowls or items such as license plates, which were stolen off the cars.
Bove said to avoid becoming a vehicle prowl victim, people should lock their vehicles and secure the windows, doors and tops. He said drivers could also get a car alarm and put an alarm sticker on the window if one has been installed. “Remove valuables when leaving your vehicle, including removable stereos, GPS units, garage door openers, purses, wallets, bags, accessories to any of these items (chargers, etc.) and computers,” he said. “When possible, engrave items with your Washington state driver’s license number. This allows us to track stolen property and find the owner more quickly.” Drivers should also make sure to park in well-lit areas and inform management if a parking lot is not properly lit. Bove said if people hear something suspicious such as glass shattering or see someone looking in multiple vehicles, they should call 911 immediately. “Don’t get involved or put yourself in danger, just concentrate on being a good witness,” he said.

Away from home, but still feeling a local connection I wasn’t able to attend last weekend’s 73rd Derby Days events, but Redmond and the state of Washington weren’t far from my mind while attending my cousin Eric’s wedding in Saratoga, Calif. As we drove up the woodsy, winding Big Basin Way to the wedding site at Saratoga Springs, I couldn’t help but feel as if I was home and wanted to keep driving so I could soak up the familiar atmosphere. When we turned off the road and entered the location for Eric and Laura’s wedding, things got even better when we were directed to a grove filled with trees that reached to the sky and family and friends strolling about anticipating the special event to come. When my uncle Bob arrived, he noted that I probably didn’t feel out of place in this wonderland. I nodded my head in agreement and was appreciative that I could share this day — and special surroundings — with such an impressive group of people. As each person arrived, whether I knew them or not, I was glad for Eric and Laura that they are close with this crowd of people with spiky hair, slicked-back hair, long hair, short hair and no hair. Laughter and music filled the air, hugs, handshakes and pats on the back were doled out as Eric appeared nervous, but we all knew he’d take control and deliver a solid performance as the groom — just as he does behind his drumkit Andy Nystrom

in the many bands he’s played in. I’ll admit, I was a little fidgety myself, because Eric has been a big part of my life for many years. My wife, Eric and myself have bonded over music, movies and more, so it was nice to see him in the spotlight, enjoying his big moment with his bride. To keep me busy, DJ Ray asked me to help him secure some wires for his setup as he moved speakers around and got his microphone ready. The sound was solid, so I guess I did my job right. The wedding was brilliant. There were plenty of smiles, laughs and tears. It was the perfect place to be, surrounded by superb people and
those trees of Saratoga Springs. While I was out at Marymoor Park on Wednesday, manning the Reporter booth at movie night, I couldn’t help but mentally send myself back to that wedding. The atmosphere was spot-on for a nice summer evening with the seemingly endless supply of trees lining the field where the movie was shown. It wasn’t just movie night, it was people visiting with friends and family and even giving a rolled up newspaper a toss through the cut-out hole of a stand-up board at the Reporter’s booth. A great night away and another stellar one at home within the course of a week. Not bad.

All of our kids experience pain and trauma at some point in their lives. Try to name a family that hasn’t gone through a difficult stretch — I can’t. Sometimes, though, life’s bumps and curves rise to a level that can cause lasting impacts on a child’s health and well being, well into adulthood. Researchers have looked into serious events that a group of adults reported they had experienced as children; these were named “Adverse Childhood Experiences” (ACEs). The events studied were traumatic, and much more than the typical “bumps” of childhood. The original ACE Study, conducted between 1995 and 1997 by Kaiser Permanente and the Centers for Disease Control and Prevention (CDC), has helped us understand how events in childhood, and even infancy, impact people later in life. It has also served as a platform for many other studies over the past 15 years. Patti Skelton-McGougan

The foundation of ACE research is the correlation between the number of traumas in a child’s life and chronic diseases that develop as an adult, as well as social and emotional problems in adulthood. Researchers have found that exposure to traumas can cause physical damage to a developing brain; literally creating issues in the way a child’s brain becomes wired. The ACE Study categorizes 10 types of childhood trauma, and they fall into two categories. The first one involves family members and includes alcoholism, mental illness, domestic abuse of a mother, a family member in prison, or loss of a parent through divorce, death or abandonment. The other category involves those things that happen to the child and includes physical, verbal or sexual abuse as well as physical or emotional neglect. This list is by no means exhaustive because there are so many types of childhood trauma, such as overcoming a severe illness or accident, seeing a sibling abused, being homeless, poverty and more. Only 10 childhood traumas were followed in the study because they were the most commonly mentioned and they had all been well
researched. It’s likely that those who have experienced other types of toxic stress over months or years would also face a greater risk of health consequences. The more ACEs a child has, and the longer the exposure to stress, the greater the risk for problems throughout life. Behavior problems defined in the study include substance abuse, reduced physical activity, or missed school or work. Physical issues include severe obesity, diabetes, heart disease, cancer and STDs. Mental health problems manifest as anxiety, depression or suicide attempts. For teens and older children, the overload of stress hormones can make learning more difficult and impact the ability to trust adults or develop healthy relationships with peers. To relieve their stress, they may turn to unhealthy choices like alcohol, overindulgence of food, marijuana (or other drugs), highrisk sports, multiple sex partners, or over-achievement. Of course, not every child exposed to adversity is going to develop problems. As parents, we can take steps to build resilience in our children that can help them overcome the impact of ACEs or any stressor.
For example, help children make friends; engage them in ageappropriate volunteer activities; maintain a daily routine; and help kids set attainable goals and steps to achieve them. You can teach your child ways to take a break from stress or what’s worrying them, such as through creative activities like music or art, or other things he or she enjoys. The goal is a balance that provides children with better tools to manage the after-effects of ACEs, or any kind of stress, within a supportive, stimulating environment. Family counseling can also be a very useful tool to achieve this balance. Armed with this knowledge, take an honest look at how your child’s early years and family environment may be impacting your son’s or daughter’s ability to cope. Also look at your own history or things that happened in your family that influence your parenting. To learn what your or your child’s ACE score is, visit www.AcesTooHigh.com/gotyour-ace-score.

Rhodes said she believes they had record attendance for the Fireworks Finale. “It was great to see the community come together and celebrate the 73rd annual Derby Days festival,” she said. Jeri Rowe-Curtis, City of Redmond chief policy adviser and communications and marketing administrator, said Derby Days brings out people of all ages, cultures and backgrounds and described the festival as a party for the community. “I think Derby Days and Redmond Lights are the two anchoring events for the city,” she said. Derby Days attendees were also able to check out various booths featuring local businesses and organizations. Redmond City Council member Kim Allen, who spent some time working the City Council booth, described Derby Days as one of Redmond’s hallmark events. “Every year it gets better and better,” she said.

Cyclists will rip around the Velodrome Ananda Mela Joyful Festival of India at Marymoor Grand Prix this weekend coming to Redmond July 27-28 Some of the fastest track cyclists in North America are headed to the Velodrome at Marymoor Park for two days of all-out racing as part of the 2013 Marymoor Grand Prix today and tomorrow. Racing begins at 7 p.m. on both nights, with qualifying races starting at 1 p.m. today and 9:30 a.m. tomorrow. As one of the premier races on this year’s USA Cycling National Track Calendar, the Marymoor Grand Prix will feature several current national champions, as well as former and future Olympians, who will be competing on fixed gear bikes with no brakes and at speeds of up to 40 mph. Special guests this year include Sarah Hammer, a double silver medalist at the London Olympic Games, six-time world champion and reigning world champion in the six-event “all
around” Omnium. Guests also include two-time Olympians Jame Carney and Giddeon Massie, and several Olympic hopefuls, including Portland native Kevin Mansker and Sammamish native Tela Crane. Admission to the event is $5 per person; kids 16 and under are free. There will be a “Kiddie Kilo” both nights and children are encouraged
to bring their bikes and helmets to participate. A beer garden sponsored by Mac and Jacks Ale will be open from 6:30-10:30 p.m. both evenings. Food is available from vendors in the park, or spectators can bring their own picnics. Both nights will feature up to 16 separate races with anywhere from two to 40 high-speed bike racers on the track competing for their share of the $12,000 cash purse. Races each night will include the “Keirin” — a high-speed motorcyclepaced race ending in a onelap, no-holds-barred, dash for the finish line; “the Madison” — a crazy tag team race with up to 20 teams of two literally slinging each other into the action; and the always popular “Marymoor Crawl” — a novelty race forcing riders into a three- or four-minute “track stand” followed by a wild one-lap all-out sprint.

After more than 70 years, Derby Days has become a summertime tradition Redmond residents look forward to attending every year, but in the last few years, the Ananda Mela Joyful Festival of India has also become an event people can look forward to attending. This year’s festival, which is free, will be from noon to 9 p.m. on July 27-28 at Redmond City Hall, 15670 N.E. 85th St. The event is put on by the Sammamish-based Vedic Cultural Center (VCC), a nonprofit whose mission is to provide experiences that preserve and promote arts, cuisine, literature, languages and more derived from the Vedas — ancient Indian scriptures. Latha Sambamurti, the festival’s artistic director said although Ananda Mela is an Indian festival, their aim is to attract people of all nationalities and cultures. To achieve this goal, Sambamurti and organizers are bringing in acts who will be performing traditional and non-traditional Indian music and dance, but aren’t themselves Indian. “That’s my vision for the festival,” she said. One example of this is Delhi 2 Dublin, a band from Vancouver, British Columbia, that has performed at Ananda Mela every year because attendees “want them back,” Sambamurti said. The band plays a mix of bhangra, celtic, dub, reggae and electronica music and features members with diverse backgrounds.
Latha Sambamurti is the artistic director of the upcoming Ananda Mela Joyful Festival of India. SAMANTHA PAK, Redmond Reporter Sambamurti said next week’s festival will have many of the same attractions as they have had in the past such as live entertainment acts on two stages, food booths featuring regional Indian cuisine and vendor booths. There will also be a number of activities for children. Many of these activities — for both adults ad children — will be participatory. Organizers are bringing back the cooking contest, which made its debut last year. Contestants will prepare and bring traditional Indian dishes and a panel of judges will decide the winner. Attendees will also be able to attend a Garba dance workshop, in which they will learn a traditional Indian social and community dance. “It’s such a beautiful community dance,” Sambamurti said. Activities specifically for kids include a meet-and-greet with local entrepreneurs, professors and academics of Indian origin, chess competition and science and technology projects.

New this year is an exhibit on the Ganges River, which is the longest river in India and acts as a lifeline to those living along its banks. The river also holds spiritual significance in Indian culture, Sambamurti said. Harry Terhanian, president of the VCC, said Ananda Mela is an opportunity to showcase “the richness and diversity of the cultural heritage” of the local South Asian and Indian community. “(Ananda Mela) creates a friendly and family oriented environment that promotes communication, understanding and community of the new demographics of the Seattle Eastside,” he said. Terhanian said the festival also encourages Indian expatriates’ children to learn, preserve and grow their parents’ culture and provides the local Indian community an opportunity to share their culture with their classmates, neighbors and co-workers. While the VCC organizes Ananda Mela, they also receive help from 4Culture and ExperienceRedmond. com in the form of grants. In addition providing the VCC with a venue for the festival, Sambamurti said the City of Redmond is providing the VCC with certain services and staffing on the days of the event for a fee. The city is also helping them publicize the event by including Ananda Mela information in Redmond’s summer arts brochure and utility bill inserts. Terhanian added that Redmond City Hall is a central location with a large campus and plenty of parking. “Above all, it is very encouraging that (Mayor John Marchione) and the Arts Commission are very favorable to host Ananda Mela as part of Redmond city’s growing signature identity as a hub for the arts and multiculturalism,” he said.

William Joseph Schneble
William Joseph Schneble, “Willy”, “Doc”, “Poppy” of Bellevue, WA was born August 18, 1938 in Dayton, Ohio to Clem and Marian Schneble. Bill was a captain in the U.S. Army and served in theVietnam War as a physician. He moved his family out west where he worked in private practice as a Internal medicine physician and FAA examiner 43 years. He was loved by his patients and pilots who appreciated the time he would take to sit and talk with them. The Northwest allowed Bill the opportunity to enjoy many outdoor experiences with his family. Bill’s real passion in life was fishing with his son, son-in-law, daughters, grandchildren, or anyone else who would take him. He could be found wearing his Fish Fear Me shirt, a pole in one hand and peanuts in the other. Sadly, he had more luck eating peanuts than catching fish!! He was a loving and dedicated husband, dad, granddad, and brother. He was excited to be a part of all family activities and was usually the last to leave the party. He was a dedicated soccer coach to his kids and instilled a love of the game in his children and grandchildren. He loved to work in the yard and happily tended to his or other family members’ gardens. He loved to spend time in Plain, WA and could often be found puttering around doing odd tasks. He was a simple man who took joy in simple things. He always encouraged his family to “be nice” and asked God to help all of us be better people. He is survived by his loving wife, Nancy, of 46 years, his children Mary Haynes (husband Shawn) of Woodinville, Peggy Ruehr (husband David) of Bellevue, John (wife Sue Haviland) of Carnation, Becky Cornish (husband Peter) of Woodinville, Laurie Schneble of Bellevue, six grandkids Ella, Spencer, August, Grace, Madison, Carson, siblings Shirley Balcerek (Pennsylvania), Jerry Schneble (Michigan), Dan Schneble (Michigan), Kathy Viall (Ohio), his dog Vinny (MIA) and five grand-dogs. A celebration of his life will be held on Monday, July 29, 2013 at 11:00 a.m. at St. Louise Church in Bellevue. In lieu of flowers, the family asks to send donations to the Wounded Warrior Project at www.woundedwarriorproject.org 833374

Never had massage therapy before? This article’s for you So your friends have been raving about getting massage. Big deal. What’s it all about, really? Just someone putting oil on your body, right? Well, it’s a little more than that. The average li-
censed massage therapist in Washington goes to school for about a year to learn human anatomy, physiology, kinesiology (how we move), pathology (study of disease) and general massage techniques. You may have heard
of a few techniques (we in the business call them “modalities”) — Swedish massage, deep tissue, sports massage, maybe even a bit of Lomi Lomi or reflexology. There are hundreds of different modalities of massage. But I’m getting
ahead of myself. In school we also learn how to move ourselves correctly, or use proper body mechanics, so we don’t injure ourselves while we help you. Think about it — have you ever tried to give a loved one a simple shoulder or foot rub, only to tire out after

a few minutes? Massage therapists usually see three to seven people per day; wow, how do they do that? Training. You may be surprised to know that your friendly neighborhood massage therapist is a trained health care professional. We are registered with the Washington State Department of Health, must keep up to date on CPR and recognize various symptoms from hypoglycemia (diabetic insulin shock) to pointing out inconspicuous moles or rashes that could be cancer or shingles (I’ve found shingles twice in my career, one on an AIDS patient — potentially saving his life!). So, what can you expect when you show up for your first massage? Here are answers to common questions. Q: Why are you making me fill out a form? It’s just a massage! A: Massage therapists need to know about your general health — have you had an injury or surgery? It helps us make a treatment plan. Are you taking medication or supplements? It’s strange, but medications can affect how your treatment goes. You are protected by HIPAA (Health Insurance Portability and Accountability Act), so your information is kept strictly confidential. A: After we do a brief assessment, where I look over your intake forms and ask questions, I’ll leave the room to allow you to get on the massage table. You undress according to your own comfort level — because face it, if you’re not comfortable, the massage won’t be as good as it can be! Usually we like to work directly on skin, but a good massage therapist can accommodate your personal comfort level and still perform quality work. So, the short answer, no. Q: My legs hurt, but I’m really embarrassed by my saddle bags. What do I do? A: Massage therapists

treat the body with the utmost respect. We are amazed by what bodies can do, and honestly, we really just think about muscles, not your appearance. Unshaved legs and cellulite are just part of a normal body. We unfortunately are living in a Photoshop world, where we think we’re supposed to look like Barbie dolls — but your massage therapist has had plenty of training in the real world and honors the individual on the table. We’re happy that you’ve taken the initiative to take care of yourself and we want to help! Q: Why is the room dimly lit and soft music playing? A: Massage therapy has been researched and found to be most effective when the brain can “turn off ” and engage the parasympathetic mode. Most people feel relaxed when surrounded by soft light and music, but
if you need, the music or other accoutrements (water fountain, white noise machine, candles, etc.), can be turned off to ensure your comfort. The room temperature can also be adjusted. Feel free to let us know! Q: That pressure doesn’t feel right. Should I tell you? A: Yes! You are in charge during the session. If the pressure isn’t working for you, always speak up and say you need a little less or a little more. And keep in mind, the “no pain, no gain” mantra isn’t always the rule for massage therapy. Occasionally it may be a little uncomfortable, but you should never feel like you need to hold your breath through it, or silently want to jump off the table. Q: Is it OK if I talk? A: Absolutely! Again, whatever is best for your
comfort — you’re not here to entertain me, but if you have questions or just want to chat, go ahead. I have some people that start off chatty but then drift off in silence, some chat the whole time, and some don’t say anything at all. Also feel free to fidget or scratch your nose, etc., whenever you like. You

lifetime of pain, but over time, massage can help you manage or eliminate the causes of your pain.
Hopefully that demystifies massage therapy for anyone considering it. It really is self care, like eating right and exercising, and the good news is, it’s not too late to start! And as with any part of health care, give it time. Sixty minutes probably won’t change a

Redmond softball squad finishes third at state After winning the District 9 softball championship earlier this month, the Redmond 11-year-old all-stars finished third in the Little League softball state tournament. The girls arrived at Kirkland’s Everest Field ready to hit, and they delivered a show on July 14 as they faced the North Lake Little League District 8 all-stars. Manager Jeff Cummings won the pre-game coin toss and selected the visitor side of the diamond. Cummings’ unconventional move put Redmond in the driver’s seat from the top of the first inning. The Redmond bats stacked up a dizzying 15 runs before North Lake ever swung a bat. With the bases loaded early, Jaclyn Hargin delivered a grand slam home run. The roster continued to litter the outfield with doubles, triples and another home run by Kiki Woodbury. Their
power hitting continued into the second, third and fourth innings while Jennifer Cummings’ pitching kept the North Lake bats quiet. With her fastball thriving, she struck out five batters over four innings, when umpires ended the game due to Little League’s mercy rule. Redmond came out swinging and never looked back, ending the game with a dominating score of 20-2. Bracket play continued, and Redmond matched up against the 2012 state champions from Gig Harbor on Tuesday night. Redmond’s offense never gained traction against Gig Harbor’s defense and the District 2 team posted its third straight shutout victory, 10-0, of the tournament. After the loss, the double-elimination bracket positioned Redmond in Wednesday’s semifinal game against District 1’s
Mill Creek. Mill Creek came away with an 8-3 victory, but not without a strong effort by Redmond. Woodbury hit for a triple, Hargin and Jamie Pippin each had base hits and Audrey Walker was 2-for-4 with two singles. Hargin took the pitching circle for six innings of play, striking out six batters and generating a double play to end the sixth. Redmond totaled 70-26 in overall runs scored and runs allowed in the district and state tournaments. In the end, the girls from Redmond have plenty of memories to carry into their future softball careers. Catcher Allison Wells says, “I’m so proud of our team’s efforts on the field, and we had a great time off the field, too. Being part of an all-star team is so exciting — we all improved our game and we had a ton of fun together!”

Redmond seniors win district title, take fourth place at state The Redmond senior Little League all-star team recently won the District 9 championship against Eastlake, 10-5. The team advanced to the state tournament in Vancouver and finished in fourth place. At districts, pitchers Miles Cameron and Nick Roels notched victories. On the hitting front, Drew Glass had a triple and a double, Cameron and Aaron Dodge had two doubles each and Jay Reierson had one double. The remaining players are Adam Brady, Dave Brunner, Reed Christianson, George Hebard, Tyler Holmen, Robert Kinney, Chris Pascale, Jarrod Sage, Collin Seidel and Nate Skewis. Manager is Joe Skewis and coaches are Don Brady and Ron Kinney. The team is made up of 15- and 16-year-olds and is a combination of players from Redmond North and Redmond West Little Leagues, including one player from Sno-Valley North Little League. The proposed project, PSE Cleveland Streetscapes Utility Improvements, is located along Cleveland Street between 160th Ave NE and 164th Ave NE in Redmond, in King County. The project involves 0.5 acres of soil disturbance for gas and electric utility relocates and joint-use utility trench construction activities. Stormwater may be discharged to the Sammamish River. Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology’s action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. views public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320. Comments can be submitted to Department of Ecology, Attn: Water Quality Program, Construction Stormwater, P.O. Box 47696, Olympia, WA 98504-7696.
